MADRAS(India),Oct.13(NC)-TheMadrasGovernment hasissuedadecreeoutlawing theCommunistPartyinMadras province.ItfollowssimilaractiontakenbytheWestBengal andseveralotherprovincial governments.

Theseseveremeasureswere occasionedbythemenacing lawlessnessoftheCommunists andtheirfollowers.Armed, bandsofCommunistshavereportedbeenplunderingoutlying villagesandmurderingallwho resistedthem.TheGovernment hasalsoorderedageneral round-upofalllaw-breaking Communists,Alreadyseveral hundredhavebeenplacedin prison.

TheOrthodoxChurchisheadedbyPatriarchAlexei,with threemetropolitans:Leningrad, KievandMoscow(Rutsky).The latterisalsodeputytoPatriarch Alexei,andisoftenemployedin variousdiplomaticfunctions, suchasmissionsabroad,receptionofsatelliteOrthodoxprelates,andthelike.Metropolitan IvanofKeivalsobearsthetitle ofExarchofUkraine.

TheentireSovietOrthodox hierarchy,includingbishops, numbersabout72persons.In 1948,30,000priestsandmonks served28,000churchesinthe

SovietUnion.Offaithfulbelieversthereisnoexactfigure. Someestimateitat80-90millions,butthe"Vestnik,"ofthe MoscowPatriarchate,givesa figureof150millions.

StudentsofSovietaffairsbelievethatinUkraineandinthe ruralareasoftheRussianand WhiteRuthenianrepublics50_60 percent,oftheformerbelievers aretobefound,butinthecities andtownstheyformbarely 10-20percent.ofthepopula- tion.Intheindustrialcentres theirnumberfallsto5percent.

Itistoberecalledthatin 1918therewere51,000priests and68,000churches.Onthe eveofWorldWarIIthereexistedintheSovietUniononly 5,600Orthodoxpriestsand 10,000churches.Accordingto officialinformation,to-dayin theU.S.S.R.therearebuttwo ecclesiasticalacademiesand eightseminaries.Theofficial organsoftheRussianOrthodox Churchareallowedtocampaign fortherecruitmentofchurch members.

Theliaisonbetweenthe KremlinandthePatriarchis entrustedto GregorievichComradeGregory Karpov,incharge of"religiousaffairs"withthe SovietGovernment, Itisthishierarchythathas destroyedtheUkrainianCatholicChurch,bykillingordeport- ing.hundredsofUkrainianCatholicpriestsinWestern UkraineandCarpatho-Ukraine.
