Hithertothegovernmentwas mainlymilitaryandregional, andthelawsprovisionaland local.Thereissomelikelihood thatnationallawsofaresponsiblecentralgovernmentwill provideandapplymoreeffectivesafeguardsforthefreedom ofreligiousbodies.

ThePopetermedthequestion ofartificialinseminationone'of thefirstorder,whichwithno lessurgencythanotherquestionsrequiresthelightofCatholicmoralteaching."Basing hisremarksonnaturalandon positiveDivineLaw,thePope declaredthatintherelations betweenmarriedpersons,artificialinsemination,withtheactiveelementcomingfroma thirdperson,"isequallyimmoralandtoberejectedsummarily."Heexplainedthat onlymarriagepartnershave mutualrightsovertheirbodies fortheprocreationofanew life,and"theseareexclusive, non-transferableandinalienable rights."

Althoughonemaynotexclude "apriori"theuseofnewmethodssimplyonthegroundthat theyarenew,thePopesaid, "nevertheless,withrespectto artificialinsemination,itisnot onlyacaseofbeingextremely, reserved,butitmustberejectedentirely."Headded:"With suchapronouncement,onedoes notnecessarilyoutlawtheuseof certainartificialmethodsthat aresimplyintendedeitherto facilitatethenaturalactorto enablethenaturalact,effected inanormalmanner,toattainits end."

TheHolyFatherthenwarned againsttheuseoftheprinciple thattheendjustifiesthemeans, evenintherelationsbetween partnersinmarriage."The simplefactthatthedesiredresultmaybeobtainedbytheemploymentofthismeans(artificialinsemination)doesnotjustifytheuseofthatmethod.Nor doesthedesireofmarriage partners-mostlegitimateinitself-tohaveachildsufficeto provethelawfulnessoftherecoursetoartificialinsemination forthefulfilmentofthatdesire."

ArchbishopPeterAmigo,Bishop ofSouthwarksince1904,has diedhere(September30)atthe ageof85.Ashehadforeseen, hedidnotlivetowitnessthe rebuildingofhiswar-devastated Cathedral,Justacrossthe ThamesfromtheParliament andWhitehallbuildings.

BorninGibraltarMay26, 1864,ArchbishopAmigonever lostthetraceofaSpanishaccentwithwhichhecommented fearlesslyandoftencaustically oncurrentaffairs.Hewasinternationallyknownasafriendof war-timerefugees,defenderof Spain,andsupporterofIreland'sstruggletowardsindependence.

Hisdioceseconsistedofthe south-eastcornerofEngland andLondonsouthofthe Thames.Nootherdistrictof theBritishIslessufferedas muchintherecentwar.After everyraidhewasoutamong hispeopleofthedockandfactoryareaconsolingandcomforting.Hewasconsidered London's,andprobablyBritain's,mostpopularpriest.

ThethemeoftheConference was"PreparationfortheFuture,"andthiswasdividedinto twogeneralsectionsof"Work" and"Marriage."Therewereelevenmainpointsofthetheme onwhichdiscussioncentred. Elevengroupsdiscussedthe points,andatthegeneralsessionintheafternooneachgroup leadergavethefindingsofhis groupandpracticalsuggestions andresolutions.

Underthe"Work"sectionthe pointsdiscussedwere:"Attitude toWork";"TheRightJoband ImprovementinIt";"Conditions ofLabour;""Wages,"and"The UseofLeisure."Underthe "Marriage"section:"TheDignityofMarriage;""Moraland SpiritualPreparationforMarriage;""TheHome;""The ChristianFamily;"and"Why CatholicEducation?"Thefindinnsofthegroupsshowedthat theyhadconsideredthequestionsseriouslyandcarefully.

"Twoorthreethingsstand outveryclearly.Thefirstis thatmostpeoplenowadaysdo notrealisethemeaningofwork. Itismerelysomethingththas tobedoneinordertolive.This, ofcourse,ispartlytrue.Butit seemsthatiftheYouthMovementshavedoneonethingitis thattheyhaveputintothe mindsoftheirmembersthat workisreallyavocation.

InregardtoConditionsofLabour.Wearenottoapproach thismattertogetasmuchaswe canmerelybecausewewantit. Thatwouldbeselfishness.What wewanttogetisourrightshare inthevalueofwork.Howthis

canbegotisanothermatter,and hastobeworkedoutinmuch greaterdetail.Thegeneral principleisthatweregardour workasavocation,butatthe sametimewearequitejustified inseekingforjustwages,conditions,etc.Weareentitledto themashumanbeings.

Marriage:Catholicpeoplecannotsaythattheyarenottaught themeaningofmarriage.Itis alwaysputbeforethemwiththe greatestofclarity.TheChurch's teachingiswellknown.Yet experienceshowsthathostsof Catholicsdofailinsomewayor otherinthismatterofmarriage. Eitherbecausetheydonotfind humanhappinessinit,orbecausetheyareinfluencedbythe worldandcometoregardmarriageinpracticeasapurelyhumaninstitutionandfailintheir dutiesasChristianparents,or foranotherreasonaltogether, thattheythemselvesceaseto practisethefaith,andtherefore, fromtheCatholicviewpoint, theirmarriageisacomplete failure.PopePiustheXIth. saidthatitisafactthatmarriageistheroadtoeithersalvationordamnationforthe greatmajorityofpeople.

Nobodycanfollowtheroad thatleadsthroughthisworldto heavenalone.Amanmusttake hiswifewithhim,awifeher husband,andparentstheirchildren.Ifattheendofalong life,nomatterhowhappyit mayhavebeenfromanatural viewpoint,theyhavefailedin thisregard,thenasChristians theirlifehasbeenanutterfailure.

Practicallyallthereasonsthat leadtounhappinessinmarriage aresmallinthemselvesandcan beovercomequiteeasily.Psychologistsclaimtogiveusthe reasonswhymarriagesbreak down.Allthesethingsenter. Butinthemselvestheyaresmall things.Theycanbeovercome byadequateknowledge-notextensiveorverydeepknowledge -itisquitesimpletobetaught practicalandpositiveprinciples.

Atthekernelofthewhole thingisthis:ThatforyoumarriageisGod'splaninlife.If twopeoplegetthisfirmlyinto theirheadsandcultivatethe correspondingspiritintheir hearts,nomatterwhatdifficultiestheymightmeetwiththey wouldbeabletofacethem.

TheCzechGovernment'sattempttolurethecountry's priestsintosubserviencetotheStatebranorderofanimprovedfinancialstatusstoodrebuffedthismonth.Ina bluntlywordedmemorandum,thedeansoftheCzechoslovak clergytoldtheregimethatthey"donotaccept"theproposed churchlawwhichwouldraisethepriests'salaries,butat thesametimemakeallchurchappointmentssubjecttothe approvaloftheState.TheArchbishopofPrague,Dr.Beran, hasbrandedthelawas"treasontotheteachingsofChrist andHolyChurch,"anddescribeditsattemptedbriberyas "thesilverofJudas."Thenewchurchlawwouldmake allpriestscivilservants,andraisetheirminimumpaywith systematicincreases.However,thelawwouldrequire "priorapprovaloftheStateadministration"forallappointmentsandpermittheStatetowithholdthisapproval"on thegroundofpoliticalundesirability."Itwouldmakeany violationpunishableas"anadministrativemisdemeanor" withsubstantialfinesorsixmonths'imprisonment.The memorandumrejectingtheGovernment'sBillwassent "withtheconsentofalltheBishops,"andalreadyhasbeen signedby70percentofthecountry'spriests.Church sourcessaidthatthedeclarationofthedeanswassignedby atleast90percentofthecountry'spriests.

"Thesuggestedlawaimstobetterthepositionofthe clergyatthecostoftheirfreedom,andtobringthespiritual missionoftheChurchintocomplete'dependenceonpolitical agenciesandinterests,"thememorandumdeclared.RejectingtheCommunistregime'sdemandforapprovalofChurch appointments,itsaid:"Theclergydeclarethattheywill accepttheirchurchappointmentsonlyfromthehandsof freeandunrestrictedchurchsuperiors."Thememorandumalsolabelledtheproposedsanctionsforviolationof theregime'swishesintheseinternalChurchmattersas "mostanti-socialandunfair."Criticisingtheinopportunenessoftheproposedsalaryincreasesfortheclergy,the priestssaid:"Thesalariesoftheclergyaretoberaisedata timewhen,becauseofvariouseconomicdifficulties,theloweringofthewagesofworkersandinsurancebenefitsofpensionedpeopleisbeingconsidered.Undersuchconditions theclergyvoluntarilyrelinquishesthebenefitsoftheincreasesproposedinthenewlawandrespectfullyrequests thattheincomesoftheworkersandpensionersberetained attheirpresentlevel,or,betterstill,improved.

Thepriestssaidthattheywouldbesatisfiedif,with minoradjustments,theancientCongrualawwereretained.Thislaw,workedoutintheeighteenthcenturybetweentheChurchandtherulersoftheAustro-Hungarian Empire,laiddownthetermsforStatefinancialaidtothe Church.Thegovernment-controlledpressandradio,which forweekshadcitedtheproposedlawraisingthesalaryof priestsasa"generousgesture"andproofofthegovernment'sgoodwilltoreligion,keptatight-lippedsilenceon thememorandumoftheclergy.However,foreignbroadcastsbeamed,atCzechoslovakiainformedthepeopleoftheir priests'rejectionofthegovernment'sfinancialblandishments.Thegovernmentmeanwhilekeptupadrum-fire attackontheChurch.ItslatestchargewasthattheBishopshadshownthemselves"treasonable"tothecountry because,thegovernmentalleged,theyhadnotyetappointed CzechpastorsintheSudetenlandareafromwhichGerman pastorshadbeenexpelledafterthewar.Thereason,the governmentpropagandistscharged,wasbecausetheBishops hopeforachangeintheborderstopermittheGerman prieststoreturntotheirparishes.

moraloutlookoftheyoung. Thereis,generallyspeaking,a lackofinterestinthearts,with possiblytheexceptionofmusic. Itmustbeadmittedthatthough enormoussumsarespentonalcohol,gamblingandthequest forfemalebeauty,manyofour schoolsremainugly,overcrowded,andout-of-date.Only 20percent,ofourchildrenreceiveanyschoolingaftertheage of15ascompared,forinstance, with75percentintheUnited StatesofAmerica.Theextraordinaryhighpercentageofunskilledworkersshowsthatour systemhasfailedtoprovidevocationaltraining.Theflight fromthelandwhichthreatens thestabilityofthenation,isthe resultofafalseoutlookengen-. deredbymoderneducation. Theresultsofsecularisation arefarmoregravethanthe peopleappreciate,andthereasontheydonotrealisethisis justoneoftheresultsofthe educationalsystemwehave, whichhasbeenrobbedofallreligion. AllChristianministersofreligionmustbeconsciousofthe tremendousdamagewhichhas beencausedtoreligionbysecularStateeducation.WeCatholicsblesstheforesightofour pioneerBishops,whonotonly refusedtoco-operatewiththis system,butincurredtheterrific expenseofestablishingtheir ownschoolsratherthansuffer thelossesthey'sawtheother churcheswouldincur,Dueto thecourageofthesemen,the devotednessofourteachingOrders,theenormousfinancial sacrificesoftheparents,we havebeenabletopreservea systemthatenablesthepoorest ofourchildrentolearntoknow andloveChrist.

TheCatholicattitudetoeducationcannotbeproperlyunderstoodwithoutanunderstandingoftheCatholicattitudeto lifeitself,forthelastanalysis ofalleducationaltheoriesdependsontheviewtakenofthe dogmaoforiginalsin.The educationalworkoftheCatholicChurchistorestorethesons ofAdamtotheirhighposition aschildrenofGod,citizensof Hiskingdom. Intheeducationoftheyoung, thefamily,theChurchandthe Statehaveeachitsownrights

andresponsibilities.Theroletheexploitationofhumanweak-sult,notsomuchofgoodmetoftheStateinthissphereofac-

tivitywasclearlydefinedinthe PapalEncyclicalonthissubject.

Thereitislaiddownthatthe Stateshouldpromoteinvarious waystheeducationoftheyoung, encouragingandassistingthe initiativeandactivityofthe Churchandthefamily.Itshould supplementthiseducationwhere itfallsshortofwhatisnecessaryforthetrainingofyouth.

STAGGERINGLIABILITY.

Theprinciplebehindthepenaltieswasthatalreadydicusssedofmakingthetestforbonafidedesireforseparateschools afinancialone.The1936proposalasregardssecondary schoolswasrevived,i.e.,75per cent.ofthecostoftheschools frompublicfundsand25per centfromtheCatholiccommunity.

Asregardsprimaryschools, 50percentofthecostofmodernisingandrebuildingofthese schoolswastobeallowed. Whereentirelynewschoolswere started,however,thewholecost wouldhavetobebornbythe Catholiccommunity.Onapercentagebasisthislooksfair.In hardcashitwasestimated.however,thatsomethinglike £10,000,000wouldhavetobe foundontermsofcashdownor losetheschools.Swollenwith sinkingfundandinterestthis sumwouldamountto£20,000.-

Thislatterthreatwasmetentirely,andthefinancialdemandsnipartbyspontaneous andunitedactionofCatholic parentsinEngland.Letusfirst, however,lookattheprivileges Catholicschoolsweretoretain andincrease.Thesearenot generallyknowninAustralia: theyshouldbe.

WIDEPRIVILEGES.

Catholicschools,bothprimaryandsecondary,receivethe samefullandfreeprovisionsof runningcosts,textbooks,teachingcosts,andpaymentofteachers'salaries,asdoStateschools, andnodistinctionismadewhere ateacherisareligious,i.e.,nuns andbrothersreceiveStatesalariesandStatepensions.Free schoolmilkandsubsidised schoolmealsarealsoprovided; schoolbusfaresarepaidwhere Catholicsarealiveenoughtoinsistthatthebusfaresarepaid, whichisnotalwaysthecase. TheteacherstoCatholicschools bre appointedbytheschool oardsofmanagersorgovernors,whoalsocontrolthereligiousteachingintheprimary schoolsandthewholeofthe teachinginthesecondary schools.IfexistingCatholic secondaryschoolswishtoremainoutsidetheStatesystem theycanstillqualifyforpartial assistancefromtheStateand yetretainalmostcompleteindependance.

ItdoesgetroundtheimpossibilityoftheCatholiccommunitypayingcashdownforany newschoolsbuiltforCatholic children.ItisSection106of theEnglish1944Act.

WISHESOFPARENTS.

Asregardsthethreattoclose Catholicschools,thiswaseventuallycoveredbytheacceptance bytheGovernmentofan amendmentproposedinthe HouseofLordsatalmostthe laststageoftheBill.Itissection76ofthe1944Act,and

statesamostimportantprinciple:"Childrenshallbeeducatedinaccordancewiththewishes oftheirparents."Thisclause canmeanthat.whereabodyof Catholicparentscanputupa caseforaschoolofusefulsize toeducateasufficientnumber ofCatholicchildren,thenthe Statemustmaintainsucha schoolforthem,andwhere suchaschoolalreadyexistsit mostcertainlycannotbeshut down.ThisisacompletesafeguardinlawforEnglishCatholicschools.

DOUGHTYCHAMPION.

Thissectionwasintroduced byaCatholicpeer,LordJohn Russell,ofKillowen,Fortyyears before,asMr.JohnRussell,he hadbeenaprincipalspeakerat agreatCatholicRallyinLondon whichhaddefeatedin1906an outrightattempttodotoEnglishCatholicschoolswhatwas donetoAustralianCatholic schoolsin1896,thatis,tobuy themoutoftheStatesystem.It isgiventofewlaymentoserve theChurchsowelloversolong aperiod,neverthelessinsuch mattersastheseitisonlythe laitywhocanserveinthepoliticalfield. ThepresentsituationinEnglandisnotperfectlyclear.On theonehandtheprogrammefor thebuildingofnewCatholic schoolswithStateassistanceis goingforward.Ontheother hand,EnglishCatholicbishops aremakingsomeemphaticprotestsaboutthecoststoCatholics oftheseschools.ItisprobablytheCatholicintentiontobuild theschoolsatanycost,and thenhopethatprayertoHeavenandprotesttotheGovernmentprovideafinancialsolution

Mostoftheseprovisionswere presentedreadymadeforCatholicsintheoriginaldrafting oftheBill.AstheCatholic Hierarchyhadbeennegotiating uncompromisinglyonthematterforsomeyears,itisnotsurprisingthattheofferasmade wasafairlygoodone,except fortheamountofmoneyinvolvedandthepossiblethreat toclosedownsomeCatholic schools.

Thematterofthemoneydemandedandthethreatofclosusewas,however,asufficient "casusbelli"totheCatholics ofEngland.Thelaity.inmany placeshadinfactalreadybeen arousedandmobilisedbythe hostileactivitiesofsome reformingassociationswho wantedtoabolishChurch schoolscompletely.Outofthis hadarisentheembryonicconceptionthatsinceparentsarethe peoplemostvitallyinterested ineducationandthepeopleto whomtheschoolchildrenbelong,therightapproachonthe matterwasasaparents'organisation.Thusthepublication oftheGovernment'sproposalsin 1943resulted,amongstCatholics,inthesettingupofaCatholicParents'andElectors'Associationinmanydiocesesin England.

Fromtheformer proceededthelackofemphasis oncharacterandintellectual keenness,fromthelattera paralysingstandardisation.If itistruethatsuchstandardisationistheessentialfeatureofa dyingcivilisation,surelywe shouldbeveryconcernedto combatit.

Inthepastverylittleattentionhasbeenpaidtovocationaltraining,sothatour wholesystemwasapttoconditionboysandgirlsforwhatwe mightcall"whitecollarjobs," insteadoftheskilledtrades,and occupationsinthecityrather thanlifeontheland.Thereis to-dayaverynaturalreaction againstthistrend;thedanger nowisthateducation,ignoring itsdutytoproduceculturedcitizens,mayproducemenandwomenwhocanhandletoolsbut whohaveneitherculturenor educationofthetruekind.It isoneofthebiggestproblems ofeducationalexpertstodecide atwhatstageofaboyorgirl's schoolingshouldacareerbe chosen,andthepupilswitched overtospecialise.Buteven afterthepupiltakesupsome technicalspecialisationthere stillremainstheneedforculturalandmoraltraining;otherwisewewillhaveanenthusiasticcraftsmanwithathinveneer ofculture.Aboveall,aneducationshouldbeprovidedfor girlswhichwouldfitthemfor theirvocationaswivesand mothers.

JUSTIFIEDEXPENSE.

Itistruethatthesefreedoms willcostmoremoneybut,ifwe areconcernedwithfreedomand wanttogiveourchildrenaproperstartinlife,weshallhave tobereadytopaythatprice. Ahalfeducatedorwronglyeducatedelectorateisapermanent menacetoourdemocraticway oflife,andournationalprosperity.Acountryharassedby classwar,facingasteadydeclineinitspopulation,andhampredbyabigproportionofunskilledworkers,canAotafford tobemiserableaboutits schools.Thisdoesnotmean thatweshouldwastemoney providingtypesofeducationfor peoplewhoarenotableorwillingtotakeadvantageofthem.

TheCatholicChurchstandsfor equalityofopportunity,sothat everychildmayhaveachance tobetrainedforthatoccupationinwhichheorshehasnaturalaptitudes,aslongasheis willingtoco-operate,byhard work,withthoseassistinghim.

RIGHTSAND LIMITATIONS.

Itwillbeseenfromwhatwe havesaidthattheCatholic Churchclaimsnospecialprivilegesinthismatter.Itwillinglyadmitstheequalrightsof othergroups.TheCatholic Church,whichhastoeducate 220,000childrenannually,withoutanyexpensetotheState, hassurelytherighttodemand someassistance. Thefinalchapterofthissplendidpamphletisdevotedtothe responsibilitiesofparentsasregardstheeducationoftheir children.Parentsmustnot imaginethattheyhavefulfilled theirdutywhentheyhaveplacedthechildevenatthemost excellentschool.Theyhave theresponsibilityofwatching hisprogresscarefullyandof studyinghistemperamentand aptitude.Especiallythesedays shouldtherebethefullestcooperationbetweentheschool authoritiesandtheparents,if thechildistobeguidedinto asuitablevocation,orhispersonalityfullydeveloped.

Ifthisjusticeisdone,then thereisnoreasonwhythe Stateshouldnotrunitsown systempfestablishments,primary,secondary,andtechnical. Stateschoolsshould,ofcourse, befreetodoso.Allthisis askedisthatthe"independent schools"shouldbetreatedona basisofequalitywithState schools.
