LONDON,Sept.22.-ThenumberofdivorcepetitionsinBritainnextyearislikelytobe higherthaneverbefore--probablytentimesgreaterthanin anypre-waryear.ThisconclusionisreachedbyFrederick RedmanandJosephGarity,who havebeeninvestigatingthe wholedivorcepictureforthe "SundayPictorial,"asecular tabloidhere.

Theirforecastisbasedonthe passingbyParliamentofthe LegalAidandAdviceAct, whichhasreceivedtheRoyal Assent,thusbecominglawin August.Undertheprovisions ofthismeasurefreelegalaid willbecomeavailabletoeveryoneearningupto£.8perweek, afigureembracingperhaps50 percentormoreoftheworkingpopulationofBritain.

Uptothepresenttheaverage costofanundefendeddivorce petitionhasbeenaround£70.

Now,saytheseinvestigators,divorcewillbeavailabletoagreat massofpeople.Theofficial "grounds"onwhichthecourts

grantsdivorces,theyadd,are theresultofabrokenmarriage, notthecause.

"Ourconclusiononthetragic problemofdivorce,"theyreport,"isthatthebestchanceof stemmingthetideliesinbetter preparationformarriage,and morehelpinbringingabouta reconciliationbetweencouples whofeeltheirmarriageis breakingdown.Thegreatneed isforsoundadviceandguidance beforethesedomestictragedies reachthedivorcecourt.

"TheNationalMarriageGuidanceCouncilnowgetsaState subsidyof£5,000forthiswork, andhashelpedtoformnearly 100marriageguidancecouncils inbigtowns.Muchsmaller subsidiesarealsogiventothe FamilyWelfareAssociationand theCatholicMarriageAdvisory Council.

ConfusionOfIssues

HasIsrael's"coldwar,"wagedintheHolyLandsince thehaltoftheArab-Jewishshootingwar,enteredanew phasewiththeobjectiveof"confusingtheissues?"This suspicion,sharedbymany,receivesconsiderablesupport throughastudyofnumerousdefinitelypro-Israel,andantiinternationalarticlesthathaverecentlyappearedinsections ofthegeneralpressThesearticlesrevealwhatappearsto beatacticofstatinghalf-truths,oftakingcertaincommentsfavourabletotheIsraelisideoutofcontext,ofdragginginthe"Russianbogey,"andgivingbutscantheedto Christiandemandsbasedupontheformaldeclarationsofthe UnitedNations,andCatholicdemandsspecificallyasstated bytheHolyFather.However,alltheseissuesthatare raisedanddiscussedatlength-whetherJewsdid,ordidnot, profaneChristianchurches;whetherCatholicsdid,ordid not,condonesuchactions(andtheydidnot);whetherornot therearestrainedrelationsbetween"religiousfaiths";and whetherornottheCatholicChurchfearsinfiltrationinthe HolyLand-allthesequestionsobscuretherealissuesat stake.

Whataretheserealissues?Theycanbesummarised asfollows:(1)Thetrueandproperinternationalisationof Jerusalem,and(2)thereturntotheirhomesoftheArab refugees.BothofthesestepshavebeenorderedandreaffirmedbytheUnitedNations'GeneralAssembly.The textsarethere,availabletoeverybody.Theystatethe issueclearlyandprecisely.Theycannotbeobscuredby anysmokescreens.Theyarebeyondthepowerofunilateral modificationorabrogationbyIsrael-orevenbytheUnited States.Asfor"confusingtheissues,"takeanarticleina NewYorkdaily,speakingabout"strainedrelationsbetween twofaithswhichhaveavitalstakeintheHolyLand."Here itmustbestressedfortheunwarythatthereisnoquestionofanystrainedrelationsbetweentwofaiths.Itisa ouestionofstrainedrelationsbetweenChristianityonone handandthepoliticalstateofIsraelontheother,which claimstobeademocracy.Asovereigndemocracy,suchas Israelessaystobe,mustnotassumethatthefreeexerciseofreligionandrespectforchurchesandtheirrightsare thingsthatcanbepermittedordeniedatwill.Inademocracy,religionhasitsinherentrights,whicharequiteindependentoftheState.

Thisisacardinalprinciplein theeducationgiventochildren inCatholicschools.Itispart ofthetraditionofEnglisheducationbecauseEnglandwasonce Catholic,andtheultimatewellspringsofcultureandeducation inEnglandwereonceCatholic foundations,suchbeingtheancientUniversitiesofOxfordand Cambridge,andsuchschoolsas Eton,Winchester,Chaterhouse, etc.-thegreat"PublicSchools" oncethealumnariesofmonasteries.

EVOLUTION.

ThestepsbywhichtheCharitySchoolsofthe18th.century, turnedintoEnglishStateeducatesystemofthepresentday arewelldefined.

1823:ThefirstGovernment grantof£20,000wasmadeto assistCharitySchoolsintheir work.

1839:Aspecialcommitteeof thePrivyCouncilwassetupto administerthepaymentofthe annualgranttoCharitySchools, thusinitiatingwhateventually grewintoaBoardofEducation andultimatelyaMinistryof Education.

1847:Thegrantwasmadeapplicabletoallschools'which guaranteedtogivechildrenefficienteducationwithreligious teaching,andthisallowedCatholicschoolstoqualifyforState aidforthefirsttime.Thtis EnglishCatholicschoolshave forjustoveracenturynowenjoyedtheadvantagesofState financialsupport.

FAMILIARPENURY.

1870markedtheintroduction ofStateorBoardschoolstosupplementtheeducationalsystem alreadyprovidedbytheChurch schools.Churchschoolswere toreceive16/-perpupilperannumfromtheGovernment.The BoardSchoolsreceivedalike sum,buttherestoftheirrunningcostsweremetfromalocal rateleviedoneverybody,and evenonChurchpropertyand Churchschools.TheChurch schoolshadtobridgethegap betweentheirallowanceof16/andtheiractualrunningexpensesfromtheirownresources.It

wasthissplitbetweenthefully financedBoardSchoolandthe thenceforwardpenuriousChurch Schoolswhichmarkedthefirst disharmonyinEnglisheducation.Itwasaturningpoint, andfromaspiritualpointof viewtheturnwasdownandnot up.TheBoardSchool,trueto theEnglishtradition,didgive religiodsteachingbut,asthe schoolswererunentirelyoutof publicmoney,thereligious teachinghadtobeacceptableto allshadesofProtestantbeliefin England.Sinceabouttheonly thingsincommonbetweenall wasabeliefintheCreatorand acceptanceoftheHolyBible,religiousteachingintheBoard Schoolsbecame ultimately "Bibleteachingwithoutnoteor comment,"thatisplainbible readingwithoutanyinterpretationeitherofscholarshipor pietyorofChristiantradition.

Theintentionbehindthismight havebeengood,buttheultimate effectonthegenerallevelof ChristianknowledgeinEngland wascalamitous.Itislargely forthisreasonthatthereissuch adismalcontrastbehindthe high-soundingenunciationof ChristianprinciplesinEnglish education,andthedismalstate ofpublicmoralitywhichithas contributedtoproduce.Somuch forthe1870EducationAct.

FIRSTAID.

1902broughtanewEducation Act,whosepurposewastopre venttheChurchschoolsbeing swampedbytheBoardschools. Itlevelledthingsupbygiving Churchschoolsthewholeof theirrunningandteachingcosts. Itleftthemwiththecostof providingandkeepinginrepair oftheirschoolbuildings,andno doubtthiswasacceptableatthe timebecausethechurcheswould feelthatsolongastheyowned theirownbricksandmortar theyweremastersintheirown schools.Thisisajustview, anditwasonewhichcouldbe heldbecauseschoolbuildings werenotveryexpensivein1902. Theycostthenaboutasmuch asthesimpleschoolspossiblein ourAustralianclimatecostat thepresentday.

HIGHERSTUDIES.

1918markedtheinceptionof thefirstaidforChurchschool secondaryeducation.Thisthe 1902Acthadfailedtodo.In 1902secondaryeducationwasa new-fanglednotion.By1918 itsvalueandscopewerebeginningtoreceivegeneralrecognitionassomethingessentialfor citizensofournewageofscience,engineering,andelaborationofthepatternoflifeincivilisedcommunities.ManyState secondaryschoolshadalready beensetup.Topreserve varietyineducationitwas thereforenecessarytosubsidise independentsecondaryschools byasystemofgrants'inaid whicheventuallygrewinto sumssufficienttobridgethegap

1928markedthepublication oftheHadowReportonthe educationsystemofEngland, whichproposedcontinuous,free andcompulsoryeducationfor allchildrenuptotheageof16. PARDUBICE,Czechoslovakia, Sept.16(NC).-CzechGovernmentpropagandaaboutthe "completesympathy"ofthe greatmassesofCzechCatholics withtheGovernment'sideaof Catholicism,wasgiventhelie byanincidenthere.

TheGovernment'sregional Committeecalledtogetherall thelaycatechistsintheareato issueinstructionstothemon howreligiousclassesshouldbe conductedduringthecoming schoolyear.

WhenoneofthespeakersbegantoattacktheHolyFather andtheBishops,allthecatechistsgotupandleftthemeeting inprotest.Thefollowingday theCommunistpressboasted aboutthe"success"ofthemeetingandtheGovernment'sprogramme,

abjurationofhiserrors,toabsolvehimfromallChurchpenalties,toadministertohimconditionallytheSacramentof Baptism,andtorevalidatehis marriage.DoctorMartinezattendedtheMexicoCitySeminaryforsixyears. "AfterreceivingHolyCommunion,"says"LaVoz.Parroquial,"publishedbytheGuadalupeChurch,"thechaplain helpedhimtoofferthanks, whichthepatientdidwithfervour:whenhewasbeing.con-gratulatedbythepriests,doctorsandothersaroundhim,he exclaimed:'Thisisthegreatest dayofmylife.'" Afewdayslaterhedied,but justbeforethathewrotethe followingnote: "Imakeformalretractionof myMasonicaffiliation,aswell asofanyformalandmaterial actiononmypartwhichmight haveworkedagainsttherights oftheCatholicChurch;equally Imakeretractionofallmy writingsthroughwhichImay haveoffendedtheCatholic Faithanditsgoodcustoms.

Therearesomesignsthatthe Sovietauthoritiesmaymove stillfurthertowardstheChristianpositioninthematterof marriageandthefamily,ifarecentspeechoftheRussianProfessorKolbanovskyinWarsaw istobetakenseriously,andis notmerelyapropagandagesture.TheProfessordeclared thattheGovernmentintended tomakedivorceevenharderto obtain,andhealsoreferredto marriageasan"indissoluble tie,"declaringthatparentsare chieflyresponsiblefortheirchildren'seducation.Divorce,he declared,hadadisastrouseffect onthementalityofthechildrenofbrokenhomes,whobecame"half-orphans"-sothatit mustberegardedasagreatsocialcrime.Asfor"freelove," theProfessordeclaredittobe "primitive"andwithoutvalue -andhecondemnedutterlythe viewthatthefamilyasamere "bourgeiosinstitution,"andthat theStatealonemustlookafter education.

BythedeathofMr.William Morris,on16th.August,Northamlostoneofitswell-known andhighlyrespectedcitizens. Thedeceasedgentlemanwas bornatMittagongsomeseventytwoyearsago.Hecameto WestAustraliaasayoungman, andspentthelastfortyyearsof hislifeinNortham,where,by hisunassuming,gentlemanner, heendearedhimselftomany.

Hisillnesswaslongandtedious,butwasbornewithexemplaryChristianpatienceand fortitude.Hisoneanxietyduringthisprolongedperiodwas theburdenhefearedtobeto hislovedones.

Whenitwasapparentthathis endwasnear,themembersof hisfamilyweresummoned,and fortifiedbytheritesofHoly Churchandsurroundedbyhis devotedwifeandfamily,he breathedforthhisgentlesoul intotheHandsofHisCreator, Whomhehadendeavouredto servesofaithfullyduringlife. Heleavesawidowandfivechildrentomournhisloss.One ofhissons,Bill,paidthesupremesacrificeandsleepsina hero'sgravefarfromhisnativeland.
