Theannouncementstatesthat thereporteddecisionforthereconsecrationfollowstherequests ofnumerousBishopsduringrecentmonths.

Theco-operationofvarious governmentsinmattersofpassports,visas,andmoneyregulationstofacilitatepilgrimagesto Romealsowasreported.Several countries,itwassaid,havemutuallydispensedwithvisasto Italy,andwillnotrequirepassports,butwillrecogniseofficial, individualpilgrims'cardsinstead, ArchbishopValerioValeriand Msgr.SergioPignedoli,PresidentandSecretaryoftheCentralCommitteeoftheHoly

TheBishops'pastoraltoldthe faithfultovoteforthose"whose personalitiesandprogrammeare apledge"thattheywillstand upfordivinerights,forthe freedomoftheChurchandCatholicschools,forStaterecognitionofchurchmarriages,for theprotectionofyouthagainst moralcontamination,andforthe protectionoftheunborn.

QuiteadealofmisunderstandingstillexistsamongnonCatholicsregardingthequestionofreligiousinstructionin theschools.Churchschoolsexistbecausesinceremembersofeverydenominationholdreligiontobeanessential elementofeducation.TheseChristianmembersareconvincedthattheywouldbeguiltyofagrossbreachofduty weretheytoneglectthisimportantelementinthetraining oftheirchildren.Anysystemofeducationfromwhich religioustrainingiseliminatedisinadequateandincomplete,andthereforeaninjusticetothechildreceivingit. Educationshoulddevelopthewholechild,andthespiritual sideshouldbecateredforaswellasthematerial.Andso theinculcationofpiety,reverence,andreligiousinstruction isofmoreimportancethanpurelyintellectualorphysical development.

Onthispoint-thereligiousinstructionoftheyoungpracticallyalldenominationsareagreed.Outsidethe CatholicChurch,however,thereisnodefiniteagreementas tothemethodofimpartingit.4ecausetheChurchconsidersthespiritualtrainingofthechildthemostvitalfactorineducation,shewillhavenothingtodowiththeState. schools,whichofficiallyrejectreligionfromthecurriculum. Itentailsthebuilding,equippingandstaffingofCatholic schoolsatatremendoussacrifice.Non-Catholicsectshave notbeenwillingorabletomakethesamesacrifice,andso theStateschoolsystemhasdevelopedtotheexclusionand thereforetothedetrimentofreligion.Mostofthelegislatorswhoevolvedthesystemweremenwhohonestlybut mistakenlydisbelievedinreligion.Somewentevenfurther.SirHenryParkes,theprimemoverofthesystemin Australia,publiclyadmittedthatheconsidereditadeathblowtothecallingoftheclergy.

When,therefore,writersfailtoseetheinjusticeofthe secularsystem,itimplieseitherthattheyarenotfullyconversantwiththeconditionsorthattheyareprejudiced againstreligionaltogether.Thislatterprejudiceis,of course,apalpablyfoolishone.Itisopposedtoallthelessonsofhistory."Thereisindeednothingmorewonderful inthehistoryofthehumanrace,"saysLecky,thehistorian, "thanthewayinwhichtheidealofChristianityhastraversedthelapseofages,acquiringanewstrengthandbeauty witheachadvanceofcivilisation,andinfusingitsbeneficent influenceintoeverysphereofthoughtandaction."The teachingsandpracticesofreligionformanessentialpart ofourcivilisation.Theyareintimatelyblendedwithour wholepersonallife.Torejectthemistoswimagainstthe wholecurrentofhistoryandtradition.Christianinfluences mustneedspresideovereveryimportantactfromthe cradletothegrave.

Thestatement,madebyMsgr. PaoloBertoli,Counsellorofthe ApostolicNunciatureinSwitzerland,sharplyrejectedtheassertionsmadebycertaindelegationswhoeitheropposeda preamble,declaringittobea matterofpropaganda,orsaid thatanyreferencetoreligious principleswasmerelyaninsertionofemptywordswithout anypracticalimport.

Inresponsetotheseassertions, MonsignorBertoli"affirmed categorically"that"neitherthe delegationoftheHolySeenor theotherdelegations-without distinctionofreligion-which supportedthestandpointofthe HolySeehadanyideaofmakingpropaganda."

LONDON,Sept.8-(NC).Newdetailsoftheprogramme oftheCommunist"Seminaries" trainingboguspriestsaspropagandaagentshavebeenrevealed inaVaticanRadiobroadcast heardhere.

The"seminaries"areconductedundertheauspicesofatheologicalsectionoftheCominform calledDesinform.Severalare nowinoperationinRussiaand thesatellitecountries.They caterespeciallytofallen-away priestsandformerseminary students.

"Thefirstandmostimportant taskoftheDesinform,"the Vaticanradiobroadcastsaid,"is todividethefaithfulunderthe pretextofapurerfaith,tounderminetheauthorityofthe headsoftheChurch,andespeciallyoftheHolySee,andto organise'progressive'Christian reformmovementsallegedlyfor returntoasortofevangelical povertywhichistobecome ChristianCommunism."

TheDesinformagentshaveinstructions,thebroadcaststated, tofindpoorbutambitious clergymen,whofindfaultwith thebehaviourandworkofthe Churchhierarchyandcanconvincethemasses.Thebroadcast saidthebestagentsareconsideredthoseleadersofCatholic organisationsandpriestswho feelthattheinfluenceofthe Churchshouldberestrictedto thefourwallsofthesanctuary, whowillpreachseparationof theChurchfromallpubliclife, andcondemntheallegedalliancebetweencapitalismandthe CatholicChurch. These"seminaries"arelocated,accordingtothebroadcast, inaMoscowsuburb,theprincipalschool;inLithuaniafor

agentsfornorthernEurope,in SiberiafortheFarEast,inConstanza,Rumania,andatFeodosiaintheCrimea,Totalenrolmentattheseschoolsisabout 5,000,thebroadcastsaid.

"Thetaskofthisorganisation isatthemomentoftheutmost importanceforStalin,"the broadcastsaid."Heisreportedtohavesaidthathewould beabletoriskanotherwaronly afterRomewasdefeatedfirst."

TheplanfortheDesinform wasdrawnuptowardtheendof lastyear,theVaticanradiosaid, addingthatthediscussionstook 1)laceunderthedirectionofthe deputygeneralsecretaryofthe CominformandthelateGeorgi Dimitrov,expertCommunist tacticianandformerBulgarian Premier.

Cantheworldfeeditselfin thefaceofarapidlyrisingpopulationwhich,despitewarand pestilence,hasincreasedseven percentduringthelastdecade alone?Isitpossibleforthe worldtoprovidenotonly enoughfoodbuttherightkind offoodforitspeople?

ScientistsoftheUnitedStates DepartmentofAgriculturebelievethattheanswertoboth questionscanbe"yes."But theyarequicktostressthatattainingawell-fedworldinvolvesno"miraclemethods'or short-cuts.Suchaworldrequiresputtingmorelandinto cultivationandsecuringlarger andmorediversifiedyieldsfrom theland.Thatmeanshard workandcloseco-operationby .theworld'sleadersandpeoples.

Theproblemofsufficientfood forallisasoldascivilisation itself.Evenwithrecentadvances,onlyaboutadozennationshadevenareasonably gooddietbeforeWorldWarII.

Andwithinthesecountriesthere wasawidevariationindiet. Halftheworld'spopulationin 1939wasgettinglessthan2,250 caloriesaday,andlargegroups

insomenationsgotlessthan 1,000.Thatisslowstarvation. ProductionIncreasesNecessary.

TheUnitedNationsFoodand AgricultureOrganisationhas figuredoutthat,tofeedadequatelytheincreasedworld populationof1960,theremust bethefollowingincreaseofproductionabovethe1936-39world average:fruitsandvegetables, 163percent.;milk,100percent; meat,46;rootsandtubers,27; cereals,21;andsugar,12per cent.. Americanagriculturalscientistssaytherearetwomajor waysofachievingthisincreased production-(1)cultivatingvast, new,andatpresentundeveloped regions,and(2)usingmoreadequatemethodsofagricultural planting,production,marketing, transportation,processingand financing. StudiesbytheU.S.DepartmentofAgricultureshowthat one-halfoftheworld'ssurface cannotbecultivated.Ofthe otherhalf,however,onlyabout one-fifthisnowbeingfarmed. Neverthelessabeginninghas beenmade.Besidesthework ofspecialisedagenciesofthe UnitedNations,theU.S.DepartmentofAgricultureishelping agriculturistsofmanycountries toadaptnewfarmingmethods totheirparticularareas.

Socialinsuranceisaneedof thiscountrythatmustbesatisfiedinthenearfuture.But bureaucraticinsurancehasdehumanisingeffectsthatshould beavoidad.

Humanpersonalityanddignitydictatethatamanshould findinhisfamilypatrimony,in hispersonalproperty,attached tohisfamilyandbuiltupbyhis ownindustry,thewherewithal toliveanormalhumanlifeand facetheriskstowhichmenare heirs.

TomaketheStatetheowner ofanimportantpartofthefortuneofthecitizensmeansincreasedcostsandlessprofitto all.Itcrampsdifferencesof ability,aptitudes,temperament, tastes,wants,initiativeandthe theirpersonalvalue.

TEMPTATIONTOAGOVERNMENT.

Apartfromthis,insuranceis ahighlytechnicalandprogressivebusiness.Newformsof insurance,newandadvancing techniquesarebeingconstantlyapplied,andthissupposesa degreeof'flexibilitythatthe

bureaucraticmachinecompletely lacks.

Stateinsurancealsoprovides agovernmentwithatemptation totreatinsurancepremiumsas taxes,toraidtheinsurance treasurytosubsidisesomeother department,asisbeingdoneat presentbetweenvariousdepartmentsofgovernment.John Citizen-andhisvotingpossibilities-willbeapathetictoa reductioninthegrantstoUniversities,thoughagenerousendowmentofhighereducationis inaccordancewththespiritual andscholarlytraditionofthe Irishpeople;butifthatpicking ofeducationalandculturalpocketsprofitsthemanwholikes hispint,orsomepopularsocial service,itmaycatchsomevotes. Insurancecouldthusbecome partofapoliticalgame, Henceitiswisetofollow Papaldirectivesandleaveto smallergroupstheenterprise theyarebetterabletocarryout thantheStateInsurancecomprisesaspiritualandamoral elementandisnotpurelyfinancial;nowtheimpersonal, bureaucratic,anonymouscharacteroftheStatecannotcontributetothismoralneed.

HOWITCOULDBEDONE.

Theseprinciplesshouldbe borneinmindinplanningthe socialsecuritythatislongoverdueinthiscountry.

Twopointsmustbeespecially

borneinmind:ourChristian outlookandtheindependent characterofourpeople,andsecondly,theresourcesofthenationalincome. Morethanrichercountriesindeedweneedsecurityinhealth, accidents,industrialandotherfamilyallowances,butthissecuritymustbedevisedinamannerthatwillnotimposeundue burdensonthelesspaidworkers. Existingmachinery,where satisfactory,shouldbeutilised andco-ordinated.TheNational HealthInsuranceSocietycould haveitsscopewidenedandbe givenamorerepresentativeand vocationalstructure.Trade Unionandmutualassurance shouldbeencouragedandsubsidisedwherenecessary.A centralBoardofInsurance,as recommendedbytheVocational Commission,shouldbesetup, representingagriculture,industry,commerce,andtheother professions,withco-ordinating supervising,andadvisingfunctions.

Specalmeansshouldbe soughtoffosteringandfavouringIrshinsuranceandofdsoouragingthehugeamountof foreigninsuranceoperatedin Ireland.IfEnglandcanplace anembargoonIrishbooks,we shouldbeabletodefendour owninterests,keepourmoney athomeandmakeitcontribute tooursecurity.

RANCHI,India,Aug.25.-A scurrilousattackontheIndian Christiancommunity,carriedby alocalpaper;pinthispopulous cityoftheProvinceofBihar, hasbeensmashinglyanswered byahighGovernmentofficial andothers.

Theattackwaspublishedin thenewspaper,"Sentinel,"inan articlebya"staffreporter," whichassailedmissionariesas tools"ofBritishimperialism" beforeindependenceandfor "IndianisingChristianity"asa "subtledevicetogainconverts" afterindependence.

"TheChristianmissionaries are,ofcourse,afinelot,"the articlebegan."Tilltheother day(beforeindependence)they were,itiswellknown,thefirst lineofdefenceofBritishimperialisminIndia.Theyofferedallkindsofbaittothepoor andconvertedthemtoChristianity.Gospelprecededtrade andflagfollowedtrade.The convertsweredenationalisedin notime."

Duringtheindependence struggle,thearticlewenton, Europeanmissionariesincited ChristianIndianstoopposethe freedommovementtoothand nail.Ofthepresentactivities ofmissionaries,the"staffreporter"wenton:

"Theyhave,ofcourse,stopped theabuseofHinduismandIslam.Buttheyhaveadopted worsedevices.Nothingbut praiseisraineduponMahatma Gandhiinthemissionarypress ofIndia.Butwhatissaidbetweenlinesisnoteworthy:all thatisgoodintheteachingsof GandhiisborrowedfromChristianityandallthatisbadfrom Hinduism."

DefendersoftheIndianChristiancommunityimmediately cametothefore,includingM. Morris,amemberoftheIndian ConstituentAssembly;L.Sen,a retiredgovernmentofficial;Dr. B.S.Laha,aretiredcivilsurgeon,andothers.Amongthe Catholicclergy,therewascited thenameoftheRev.JeromeDe Souza,whoseattachmenttothe NationalistcausetheCongress highcommandhasrecognised bynominatinghimtotheIndian ConstituentAssembly.Bishops FrancisRoche,ofTuticorin, ThomasPothacamury,ofBangalore,andThomasGracias, AuxiliaryofBombay,were namedasbeingardentsupportersofthesamecauseamong theCatholicHierarchyfromthe verybeginningoftheircareers.

ThearticlesofMr.Senand DoctorLahaappearedinthe "Sentinel"itselfandanswered thestaffreporter'sallusionto Christianityasa"foreignreli-

gion"bysayingthat"Roman Catholicismisnotalieninany land,"that"itisnotlimitedby geographicalbarriersnorbynarrownationalism,"that"itis international."TheyquotedPanditJawaharlalNehru,Prime MinisterofIndia,assaying:"IndianChristiansarepartand parceloftheIndianpeople. Theirtraditionsgobackover 1,000yearsandmore.They formoneofthemanyenriching elementsinthecountry'sculturalandspirituallife."

TheHolyFatheraddressed, inFrench,apilgrimagegroup of1,200membersoftheChristianWorkers'MovementofBelgiumatthePapalvillahere. Thepilgrimswereledbythe BelgianMinisterofCommunications,PaulEgers,andMinisterofLabour,OscarRehogue. Amongthemalsowereleaders ofunions,co-operativesand culturalandassistanceorganisations.
