ThePope'sletter,whichwas publishedto-dayin"OsservatoreRomano,"recallstheefforts oftheHolyFather,personally andthroughhisrepresentatives invariouscountries,tospare Polandthehorrorsofwar.It thenobservesthattheextraordinaryfacultiesgrantedtothe PolishBishopsafterthewarenablethemtoassistthefaithful intheirspiritualneeds.Theletteralsoaffirmsthateverything mustbedonetorelievethesufferingsofPoleslivingoutside thebordersoftheircountry.

WhenPolandwasoccupiedby analienpower,thelettercontinues,everyeffortwasmadethoughofteninvain-tofacilitatereligiouslifeandtomitigatetheconditionsofthepeople.

Fouryearsaftertheendof thewar,theCatholicChurchin Polandhasnotyetachievedits freedom,theHolyFatherdeclares,listingthenumerous measuresimpairingthatfreedom:Catholicassociationshave beensuppressed;religiousteachingintheschoolsisimpeded; thefreegrowthofreligiousinstitutionsisforbidden;theCatholicreligionisreviledandinsulted;Catholicpublicationsare chainedbycensorship;andreligiousassistanceisdeniedtoprisoners.

Evencorrespondencebetween theHolySeeandthePolish Hierarchyandthefaithfulhas beenrenderedimpossible,and Catholiclifeisbecomingdaily moredifficult,thelettersays.

Despitetheseconditions,the letterconcludes,nofearperturbsthespiritofthePolish people.Polandmustrallycloser toChristandtheChurch,the HolyFatherwrites,exhorting thenoblePolishnationtoact unflinchingly,tosuffercourageously,andtohopesteadfastlyinthestruggletowardobtainingtheirtrueobjectives.

InhisaddresstotheGerman "Katholikentag,"HisHoliness PopePiusXIIstressedtheurgentneedoftranslatingCatholic socialteachingsintoaction.In immediateresponsetothePapal plea,agroupofCatholiclandownersinWestphaliaannouncedthedonationofasizeable plotofland,whichistobeused forthebuildingofaWorkers' settlementunder"Katholikentag"auspices. Thefundsforthisprojectwere collectedduringoneofthe meetingshere,withvirtually everyparticipantcontributing onehour'swagestowardrealisationoftheplan. AjointcommitteeofCatholic employersandworkersunanimouslyadoptedaresolution callingforparticipationof workersinthemanagementand profitsofindustries.

DEATHFORPRIEST, GAOLFORBOYS.

LONDON,Sept.3-(NC).Adeathsentenceimposedupon apriest,andprisonsentences fornineschoolboys,saidto havebeen"persuaded"bya priesttoengagein"criminal activities,"arethelatestdevelopmentsinthewarwagedby theCommunist-dominatedre gimeofPolandagainstCatholics.

Thepriest,identifiedasthe Rev.StanislawJunusz,wassentencedtodeathbyamilitary courtafterhewasconvictedof membershipintheillegalorganisationWIN(Freedomand Independence).Anotherman wasalsosentencedtodeathand sixtoprisonterms.

Thenineschoolboys,sentencedinSzeczin(Stettin)bya militarytribunal,werefound guiltyofmembershipinanillegalmilitaryorganisation.Accordingtothegovernment-controlledPolishradio,theywere persuadedbytheirteacherof religiontocollectarmsandto lookforsomebodyolderthan theytoleadtheorganisation.

TOKYO,Sept.9.-Anincrease of21percent.inthenumberof baptisedCatholics,asalsoofthe catechumens,intheArchdiocese ofTokyoisrevealedbyacomparisonofofficialstatisticsissuedherebytheArchdiocesein 1948and1949. Thepercentageofincreasein theCatholicpopulationin1947 wasonly19percentabovethe 1946figure.Thenumberof Catholics,whichwasgivenat 10,397lastyear,hasnowrisen to12,441,whilecatechumens stillunderinstructionnownumber4,209,ascomparedwith 3,480lastyear. Thetotalofbaptismsforthis yearis3,465,including1,727 adults,ascomparedwith1,413 adultslastyearandonly943in 1947.Anotherencouragingfeatureofthisyear'sreportisthe numberofannualconfessions, whichrosefrom6,099to7,711, anincreaseof26percentsince 1948. Thereportlists26parishes thisyearascomparedwith21 lastyear,andofthesesixhad morethan100adultconverts.

£50,000schoolatBaguley, Cheshire,BishopJohnA.Murphy,ofShrewsbury,told2,000 peopleattendingtheceremony:"Ifthereisnohelpcomingfrom Governmentcircles,itisnota foundationstonewearelaying butamillstoneroundour necks."

"Thetimemaycome,"he added,"whenafoundationstone willnotevenbeamillstone,but atombstoneonCatholiceducation." Thecostofthenewschool, theBishopdisclosedmustcome fromthepeopleoftheparish. TheGovernmentcontributes nothing.Inaddition,thelocal Catholicsmustbuilda£270,000 highschool.

"Ifchildrenproceedtotheir fulleducationalcurriculum,it willcostus£500forevery child,"BishopMurphysaid.

MostoftheCatholicsinthe Baguleyareahavemovedthere recentlyfromManchester,underofficialencouragement,to alleviateovercrowding.They hadalreadypreviouslybuilta schoolfortheirchildrenin Manchesterandnowhaveto beginbuildingagain.

Ifthechildrenhadbeentransferredundertherequirements oftheEducationAct,theywould haverankedas"displaced pupils"andwouldhavebeen eligibleforGovernmentaidin buildingthenewschool.

Nearly200milesaway,in Bedfordshire,Catholicparents havebeenwarnedbyBishop LeoParker,ofLuton,thatthey willhavetofindabout£560,000 foreducation.

"Howareyougoingtoface suchaburden,"theBishop asked."Youcanworkout whatitwillcostperparent,per child,tohaveyourchildeducatedinaCatholicschoolin thistown.

"Itmaybe£40perhead,and manyofourparentshavemore thanonechild."

MADRAS,India,Aug.25(NC).-Theintegrationofabout 650minorIndianstatesinto about30largeindividualstates andunionsofstateshasbeenof advantagetoChristianity,itis observedhere.Asaresultof thesemergers,theterritoryof manyofthesestatesisbeing openedtomissionarywork. Forinstance,thebanonthe entryofmissionariesintothe territoryofUdaipur(nottobe confoundedwiththeRajput stateofthatnameinwestern India)andJashpurisnowbeing liftedbythegovernmentsofthe CentralProvincesandBihar.

However,inthefieldofeducation,Christiansarestillsubjecttoharrassment.Inthe CentralProvincesandBihar, Catholicschoolauthoritieshave recentlyreceivednoticesfrom municipalcouncilsandprovincialeducationalofficialstoshow causewhyoneorotherCatholic schoolshouldnotbetakenover bypublicauthorities.This meanstheywouldhavetoclose assolelyCatholicschools,or grantswouldbedeniedthem. Catholicauthorities,through theCatholicUnionofIndia,the laymen'sorganisation,aretakingthematterupwithsecular authorities.Meantime,K.MadhavaMenon,EducationMinisterintheMadrasProvincial Cabinet,hasannouncedthatthe EducationBillintroducedbyhis predecessorandempoweringthe

Governmenttorequisitionschool buildingswouldbeproceeded with.

TheVaticandidissueadecree excommunicatingCatholicswho becameCommunists.Suchoffendersweredividedintotwo groups,thesecondgroupwhich consistedofthosewhoprofess Communistdoctrines, were muchmoreseverelydealtwith thanthefirstclass,thatisthose whobecamemembersofthe partyorreadCommunistpublications.Itisnotnecessary toemphasisethelackofany politicalaiminadocumentin whichthereligiousmotivesare repeatedlyoutlined.Certain actsareprohibitedbecausethey directlyoffendreligionandfavouranti-religiousmovements. SAMEASOTHER HERETICS.

Thisdecree,issuedonJuly 1st.,didnotconstitute,sothe HolyOfficeinRomeruled,an absolutebartoCatholicmarriage.InanewdecreeelaboratingitsdeclarationofJuly1st., theCongregationstatesthat marriagesbetweenCatholicsand Communists,whilenormally forbidden,maytakeplaceinthe presenceofapriestforgrave reasonsandunderspecifiedconditions.

Thenewdecreereferstoeach ofthetwocategoriesofCommunistsdiscussedinthefirst decree.Differentprovisions arelaiddowninthisnewor-

theCatholiceducationofthe childrenissafeguardedandthat thefaithoftheCatholicmember isnotendangered.Thesecond canon,1066,rulesthatonlyfor graveandurgentreasonsabout whichthepriestshouldconsult theBishop,shallheassistatthe marriageofapublicsinner,or onewhoisnotoriouslyunder censure,whorefusestobereconciledwiththeChurch.

SAFEGUARDS.

ForCatholicstobepermitted tomarrymilitantCommunists excommunicatedbythe.earlier decree,theHolyOfficeruled thattheprovisionsofcanons 1061,1102,and1109mustbeobserved.Thesecanonsregulate marriagesbetweenCatholicsand personsnotoftheCatholic Faith,Allowmetoexplain theprovisionsofthesethree canons.

Canon1061statesthatthe Churchcanpermitmixedmarriagesonlyunderthefollowing conditions:(1)Theremustbe aseriousreason,(2)theremust bepromises,usuallyinwriting, thatthechildrenwillbebrought upasCatholics,andthatthe faithoftheCatholicpartywill notbeinterferedwith,and(3)

ItwasItalian-bornFather Harbert,describedas"themost fantasticofallthecolourful charactersthatfigureinthepicturesquepanoramaofthegreat CatholicrevivalinVictorian England,"whoreceivedNewmanintotheChurchin1845, oneofthemajormilestonesof thatrevival.

VIII.proclaimedthefirst,which wasmentionedinthepagesof Dante.But,asFatherCordovaniwrites,therewastheOld Testamentpracticeofthejubileewithitsliberationofservantsandsettlementofdebts.

TIMEOFRECONCILIATION.

Thencamethedaysofthe persecutions,whenthe"Lapsi," orlapsed,presentedthemselves totheChurchwithwhatmight becalledlettersofspiritualcre- ditsgiventothembyMartyrs andConfessorsoutoftheirown stockofmerits.Withthese the"Lapsi"obtainedreconciliationwiththeChurch"beforethe appointedtime." Later"reconciliationbefore theappointedtime"became "commutation,"andindulgences weregrantedforthefoundation ofhospitals,forthebuildingof cathedrals,fortheCrusades,and otheractsofpiety.Finally plenaryindulgencesforvisitsto thebasilicasofRomebecame thebkisiccharacteroftheJubilee.AllthisFatherCordovani tellsinhistreatise,"TheTheologyoftheJubilee,"inthe JuneissueoftheOfficialBulletinoftheCentralCommitteefor theHolyYear.

Rather,hegraftedthatknowledgeontoatreeofsoundartisticability,andfromitsprang abranchwhosemagnificence willnotfadewhileyetthesun sets.Achildcouldpainta riotofcolour;butonlyTurner hadthepatienceandthewillto copysowellthatpaintedby theHandofGod.

Nowthisideahasaverypracticalbearingonthepresent stateofacomparativelynew artwhichisingreatdangerof beingneglectedprecisely,paradoxicallyenough,becauseofits ubiquity.Thereisaboutphotographyadeceptivequalityof ease.Withsimpleapparatus theveriesttyrocantakeaim, pressatrigger,andsubsequentlyexhibittoapolitelyenthusiasticcircleoffriendsastudy ofSusieplungingintotheplacid bosomoftheocean.Butthe unfortunatetruthisalltoooften apparent,thatone'sinterestin theusualportraitofUncleAlgernonisdirectlyproportional toone'sinterestinUncle aswellit mightbewhenoneisconfrontedwitha"photo"whichportrayshisfeaturesaccurately enough,butwithnomoreartisticappealthangracestheillustratedpagesofthePoliceGazette.Theverymentionof photographyconjuresuphorriblememoriesofanguished hoursspentporingoverfamily albumsundertheinescapable guidanceofanenthusiastichost, Photography,likemeaslesand theatombomb,seemstohave cometostay.

Againstthedefenceswhich thehumanorganismhappily buildsupagainstthissortof thing,themanwhowishesto sellhisphotographsmustmake adeterminedassaultifhe wishestogainmorethanamateurstatus.Hispicturesmust bemadebothinterestingand beautifuliftheyaretosecure amarket.Nowthenewsphotographermaygetoutofitbyrecordingeventsandthingsinterestinginthemselves;themagazinephotographer,whenhe cannotdothis,toooftenresortstotheexpedientofdottingtheforegroundwithsparselycladfemales(adeviceas agreeableaestheticallyasifhe litteredthepicturewithorange peelorgarbagecans).Butthe trueartist-photographer-and heisrare-takessomeobject, oftenoneasprosaicasthesame garbagecan,andfromitmakes apictureofsuchenduringqualitythatwewanttotakeitaway, andhangitonthewallofthe livingroom,andshowittoour friendsandadmireitourselves forever.Foritshowsussomethingwehavelookedatathousandtimes,butneverseenuntil now.Goodphtitography,like goodpaintingorsculpture,must havethisqualityofleavingus suddenlywiser.Andthere shouldbemoreofit. Letusnotimaginethatitis aneasytask.Thecameraar-

fistcannot,likethepainter, omitinconvenientdetailsina landscape.Hecannotmakethe shorttallorthenewold.He mustselectwithcarehisviewpoint,manoeuvrethediscordant outofthepicture,composewith consummatecare,andwithno littleabilityattranslatingthe colouredscenebeforehiminto thegreyandwhiteoftheprint; andhemusthaveaperfectmasteryoftheapparatusandmaterialsathiscommand.Theartistmusthaveanunerringeye forthepotentialitiesoflightand shade,patienceJobmightenvy, and,mostimportantofall,he musthaveaninfinitecapacity forsaying"That'snotgood enough."

IfindIhavewrittenthusfar withoutmentioningthatIbegan withtheintentionofreviewing abook-"TheHolyCity,"by FrankHurley,butIfeelthatI couldnotbetterreviewthis workthanbyfirstexplaining whatmustbefoundinphotographyinorderthatitbetruly anart,andthenreferringthose interestedtothismagnificent work.Forbesidesbeinga reallyfine"documentaryaccount"oftheHolyLand,this volumecouldwellserveasa seriesofillustrationsofphotographyatitsbest.

Jerusalemisinaveryreal sensethehomeofusall.There Christlivedanddied,without Whomnothingelsewouldmatter.Butthepictureswehave seenofithavebeenpicturesfor children'sstory-books,sothat thewholebusinesshastended toassumealegendaryaspectas farasouremotionsandimaginationareconcerned.Captain Hurleydispelsthisfeelingas

Notonlyistherenosubstancewhatsoevertorumours ofarapprochementbetweenChurchandStateinYugoslavia,thereisplentyofevidencethattheTitoregimepersistsinitsdeterminationtomakeYugoslaviaacompletely CommuniststateandtoeradicatetheChurch.Whatever violentdifferencesmayexistbetweenYugoslaviaandthe Cominformcountriesinotherfields,theyarestillincompleteharmonywhenitisamatterofpersecutingtheChurch. ThisisthetenorofseveralbroadcastsbyVaticanRadioin recentdays,andoftheviewsexpressedbyVaticancircles onthepresentsituationoftheChurchinYugoslavia.WidelycirculatedrumoursaboutmeetingsofTitowithCatholic ecclesiastics,ofimpendingresumptionofnormaldiplomatic relationswiththeHolySee,ofanearlyreleaseofimprisoned ArchbishopAloisiusStepinac,ofZagreb.andofthedawn ofaneweraofatleasttoleranceare"unfortunatelybut thefruitoffancyand,unhappily,havenofoundationin fact,"theseutterancesdeclared.Ontheotherhand,VaticanRadiopointedout,therearereportsthattheTitoregime isseekingtoimitatethemanoeuvresoftheCommunistrulersofCzechoslovakia,andistakingstepstoorganiseaspurious"CatholicAction"inanefforttodividetheranksofthe faithful.

WhateverdifferencestheremaybebetweenStalinand Tito,themethodsusedbythemarethesamewhenitisa matterofpersecutingtheCatholicChurch.YugoslavCommunistsandtheircomradesoftheCominformhavenot abandonedtheirhopeofsuppressingtheCatholicChurch definitelyintheirterritories.Bothpursuewithequalpertinacityandferocitytheircommonefforttoseparatethe peoplefromtheirChurch.Inordertobecomeconvinced ofthishardtruth,itissufficienttonoticethetendencyof theState-controlledpressofYugoslavia.Thusitbecomes quiteclearthatthedisagreementwithSovietRussiaandthe otherCominformcountriesisamatterofpoliticalexpediency.AlthoughTitoandtheYugoslavpressarebitterly attackingRussiaandhersatellites,almosteveryissueof thevariouspublicationsofYugoslaviaalsocontainswholeheartedapprovalofalltherecentactsofpersecutionagainst theChurchandreligionbehindtheIronCurtain.Thus,for instance,greatprominencewasgiventothebitterattacks bytheCommunistPrimeMinisterofCzechoslovakiaagainst ArchbishopJosefBeran,ofPrague,andallthechargesmade againsthimmetenthusiasticapprovalbytheYugoslavpress.

ThisisthetenorofseveralbroadcastsbyVaticanRadioin recentdays,andoftheviewsexpressedbyVaticancircles onthepresentsituationoftheChurchinYugoslavia.WidelycirculatedrumoursaboutmeetingsofTitowithCatholic ecclesiastics,ofimpendingresumptionofnormaldiplomatic relationswiththeHolySee,ofanearlyreleaseofimprisoned ArchbishopAloisiusStepinac,ofZagreb,andofthedawn ofaneweraofatleasttoleranceare"unfortunatelybut thefruitoffancyand,unhappily,havenofoundationin fact,"theseutterancesdeclared.Ontheotherhand,VaticanRadiopointedout,therearereportsthattheTitoregime isseekingtoimitatethemanoeuvresoftheCommunistrulersofCzechoslovakia,andistakingstepstoorganiseaspurious"CatholicAction"inanefforttodividetheranksofthe faithful.

WhateverdifferencestheremaybebetweenStalinand Tito,themethodsusedbythemarethesamewhenitisa matterofpersecutingtheCatholicChurch.YugoslavCommunistsandtheircomradesoftheCominformhavenot abandonedtheirhopeofsuppressingtheCatholicChurch definitelyintheirterritories.Bothpursuewithequalpertinacityandferocitytheircommonefforttoseparatethe peoplefromtheirChurch.Inordertobecomeconvinced ofthishardtruth,itissufficienttonoticethetendencyof theState-controlledpressofYugoslavia.Thusitbecomes quiteclearthatthedisagreementwithSovietRussiaandthe otherCominformcountriesisamatterofpoliticalexpediency.AlthoughTitoandtheYugoslavpressarebitterly attackingRussiaandhersatellites,almosteveryissueof thevariouspublicationsofYugoslaviaalsocontainswholeheartedapprovalofalltherecentactsofpersecutionagainst theChurchandreligionbehindtheIronCurtain.Thus,for instance,greatprominencewasgiventothebitterattacks bytheCommunistPrimeMinisterofCzechoslovakiaagainst ArchbishopJosefBeran,ofPrague,andallthechargesmade againsthimmetenthusiasticapprovalbytheYugoslavpress.

WhatisSocialJustice?It hastodowiththerightrunning ofcivilsociety.Inacountry wherethewagesaretoolow therecanbesaidtobeafailure inSocialJustice.Wherethe peoplearewellgoverned,where socialinstitutionsaresoundand lawsarebeneficial,sothatthe peoplehavethemaximumof freedomwiththeminimumof exploitation,thereyouhaveSocialJustice.

RIGHTTHEWRONG.

Now,althoughAustraliaisn't abadplace,itis,nevertheless, inmanyrespectsfarremoved fromwhatafullyChristian countryshouldbe.Thatis,SocialJusticehasnotyetbeen fullyrealisedinAustralia.The purposethenofSocialJustice Sundayistomakepeople,particularlytheCatholicpeopleof Australia,interestedinhaving areallysoundandgoodcornmunitYkenjoyingthoseconditionsandinstitutionswhichbest securethecommongood.This high-lightingofSocialJusticeis intendedtoencouragepeopleto opentheireyestowhatiswrong withthepresentset-upandto seehowthewrongthingscanbe setright.

Withthisendinview,aspecialStatementisissuedonSocialJusticeSundayeachyear. SometimestheStatementisissuedbytheBishopsthemselves;sometimesitissimply authorisedorapprovedbythe Bishops.

Eachyear'sStatementdeals withsomecurrentandpressing problem,orsomecryingneedin thesocialset-upofAustralia, andshowshowsuchdifficulties aretobetackledalongChristianlines.

OTHERYEARS,

TheSocialJusticeStatement lastyearwason"Socialisation," andinitthemoralaspectof. SocialisationofIndustrywas thoroughlyairedandexpounded."TheLandisYourBusiness,"whichappearedin1945, stressedtheimportancetoAustraliaofsoundrurallife.The StatementontheFamilyin1944 wasanorderlyandcompelling expositionoftheimportanceof familylifeandhowthefamily shouldbeprotectedbythepublicauthority."PeaceinIndustry"oftwoyearsagooutlinedtheChristianviewofindustriallife,anddealtwiththe tradeunionmovement,strikes, andotherproblemsofindustry.

BISHOPSONEDUCATION.

Whatarethequalificationsof theBishopstospeakonthese andotherkindredmattersthat comeundertheheadingofSo-

This:-The Government,inanallegedly Christiancountry,thatdoesnot encourageChristianeducation, isfailinginitsdutytothecommunity.Itisfailingtofoster theconditionsandinstitutions vitalforthecommongood-that is,itisfailinginSocialJustice, TheallegedlyChristiancommunitythatdoesnotinsiston Christianeducationisfailingin itsduty,and,therefore,inSocialJustice.

MOTHEROFLEARNING.

Verywellnow,havingclearedalittleground,ortriedto, letusgoontotheStatementitself."TheChurch'sclaimto judgetheeducationalsystem restsupontwomainfounda, tions.Historicallyspeaking,it wastheChurchwhichestablishedthefirstschoolsanduniversitiesfromwhichWestern educationsprang.Theauthorityofasecularencyclopediasupportstheviewthatthevery principlesonwhichmodern curriculaarebasedderivefrom Catholicorigins."Inother words,theCatholicChurchis themotherofeducationin Westerncivilisation,and,ifanyonehastherighttobeheard,it's amother.Take,forinstance, theinstitutionsthatareregardedwithreason,asthegreatest gloriesoftheBritisheducationalsystem,theUniversitiesof OxfordandCambridge-theywerebothfoundedandrun originallybytheCatholic Church.Thefamouspublic schoolsinEngland,Winchester, andEton,wereCatholicfoundationslikewise-Eton,bythe way,beingestablishedforthe educationofpoorboys.TheParisUniversityandmostof thefamousplacesoflearningin Europearefoundationsofthe CatholicChurch.

Soyouseethatpeoplewho say,"Whyshouldanyonelisten towhattheCatholicChurchhas tosayabouteducation?"simply showhowlittlequalifiedtheythemselvesaretoexpressan opiniononeducation-theydon't

knoweventheelementsofthe historyofWesterneducation.

Thentheresianotherreason whytheCatholicChurchhasthe righttospeakoneducation. InthewordsoftheStatement: "Onanotherground,sinceevery educationalsystemexercisesa profoundinfluenceonthemoral outlookofitssubjects,the Church,whichistheguardianof morals,must,fromtimetotime, assessthemeritsofthesesystemstoseewhethertheirinfluenceisforgoodorill."
