Theimportantpointinthis statementistherenunciationof forceandtherelianceonpeaceful,righteousmeanstoachieve theendsofjusticeamongnations.NopowerblocwasformedorevencontemplatedinNew Delhi.Therewasnotalkof gunsorplanesorarmies,of playingonenationagainstanother.Theemphasiswasall onmoralstrength,wieldedcollectively,inaworlddesperately seeking"anewintegrationand anewunity"amidalltheconflictsthatdivideandtormentit.
Norwasthisconceptofthe newroleofAsiainworldaffairsmerelyaninspirationof themoment.Itwasoneofthe mainthemesofthefirstAsian RelationsConferenceheldin 1947. TherewasagreatupsurgeofjoyinthatConference: happinessovertheawakening ofAsia,oftheendingofher longnightofbondageandher emergenceintothesunlightand thesweetairoffreedom.There waswarmprideintherecollectionofAsia'sgreatpastand herrichheritageofwisdom. Mostimportantofall,therewas astrongsenseofdedicationto thetaskofcreatingorderoutof postwarchaos,notbyforcebut throughamityandunderstanding.
"AndwhatwillAsiadowith herrenaissance?"criedthelate
aftertheNewDelhiConference, Isoughttodefinetheroleofthe newAsiaasakindofThird Forcededicatedtopeace. I conceivedittobeastrong moralinfluence,backedbythe unitedwillofAsia'smillions, interposedbetweenthepower blocsthatthreatenthepeaceof theworldwiththeirceaseless strife. Isawitalsoasaneffectivecounterpoiseagainstthe menaceofCommunismand otheranti-democraticforcesin Asia.AndIhaileditasa sourceofstrengthfortheUnitedNations,andapotentialral- lyingpointfortheuniversaldesireforpeacethatrisesover andabovetheclamourofthe powerblocsforarmsandalliancesthatintheendcanonly leadtowar.
AunitedAsiaworkingforthe peaceandprogressoftheworld: thisis,asMrs.Naidusaid,an olddream.TheFilipinopeo-plehavehadtheirfullshareof it.Ithasbeenmyprivilegeto beoneoftheinterpretersofthe Asiandream,oneofthehumble spokesmenofitsmessage.
Longbeforethewarthatwas toliberatemostofAsiaandto awakenittoitsvastpotentiali- ties,wehadaPan-MalayanmovementinthePhilippines.Itschiefpurposewastostrengthenthemoralandculturalties amongthepeoplesofAsia;in thehopethatthiswouldserve asastablefoundationforpoli- tical,economic,andsocialcooperationinthefuture.Itwas oneoftheforerunnersofthe Pan-Asianmovementnowassumingrealityasanassociation ofAsianstateswithintheframeworkofUN.
SincetheUnitedNationswas organisedinSanFrancisco,the championedhilippineshasconsistently thecauseofAsian freedom.Ithasalwaysbeen ourcontentionthatafreeAsia wouldbeoneofthefirmest propsofworldpeace.Onthe otherhand,wehavewarnedrepeatedlyofthegraveconsequencestoworldsecuritythat thedenialoffreedomtoAsian nationswouldentail.
Onaccountofourhistoryand raditionsIhavealwayshoped thatfreeAsiawouldachievea positionofequalpartnership withtheWestern"democracies in andsafeguardinghumanliberty fosteringitsgrowthina freeworld.Igavevoicetothis hopeinNewDelhi,andhave sincetried consciousnesstoimpressuponthe oftheWestthe crucialimportanceofwinning thefriendshipandenlistingthe aidofthedemocraticnationsof Asiain againsttheglobalstruggle theforcesthatareseekingtoenslavemankind.
AItisadifficulttask,rendered doublysobytheWest'smistakes andmiscalculationsinitsdealingwithAsia.
Thestruggleforthemastery ofAsiamaybesaidtomoveon twolevels:onemilitary,andthe othermoral.
Onthemilitaryplane,the Westhaslostthefirstgreatbattle.Duelargelytothefailure toextendadequateaidtothe NationalistGovernment,China hasfallenunderCommunist domination.Onthemoralplane, theWestisalsoindangeroflosingthefirstgreattestofpurposeandprinciple.ThetestinggroundisIndonesia.
IhavepointedoutrepeatedlythatIndonesiaisoftheutmostimportanceinthestruggl betweentheWeStandtheSovietUnion,betweenCommunism anddemocracy,forthesoulof Asia.IndonesiaisthetouchstoneoftheWest'ssincerity. Allthegreatprincipleswhich theWesthaschampionedinthe UnitedNations-equalityamong nations,therightofallPeoples toself-determination,theoutlawingofforceasameansof settlinginternationaldisputes-allthesearebeingputtellthe testinthecaseofIndonesia. NOttheNetherlandsalonebut thewholeWesternworldison trialinIndonesiato-day.And Asiawatches,andwaitstosee howtheWestwillacquititself.
Indonesiaisthecrossroads whenceAsiaandtheWestmaytakeparallelordivergentpaths.Inthecourseoftheirconference inNewDelhithefreestatesof Asiaplacedonrecordtheirfirm beliefinthejusticeoftheIndonesiancauseandtheirearnest desirethattheIndonesianpeo-
withtheWestorgoitsownway.Theonlypossiblebasisforenduringco-operationbetween AsiaandtheWestisequality asfreepartnersengagedinthe vitalenterpriseofbuildinga betterworld.Andthefirstrequisitetothesuccessofsucha partnershipistherootingoutof colonialismfromthesoilofAsia. Colonialism,withitsconcomitant evilsofpoliticalinequalityand economicexploitation,isthe mostfertilebreedinggroundforCommunism.Insofarasit seekstokeepbyforceitsremainingcolonialholdingsin Asia,theWestunwittinglyplaysintothehandsoftheenemy.
TheWesternPowersareengagedinanextraordinaryeffort to thesecureWesternEuropeand othercountriesofthesocalled"Atlanticcommunity" fromeconomiccollapseandmilitaryattack.Intheirpreoccu- pationwiththeproblemsofthe West,theyareliabletoignore orminimisethetwindangers thatmenacetheEast:Communismandtherecrudescenceof colonialism.Iftheydonot helpthepeoplesofAsiatomeet theseproblemssquarelyand solve wakethemfairly,theymay upsomedaytofindthat theyhaveindeedsavedthe Westernworldbutatthecost oflosingtheotherhalf-the vast,populousandincalculably richworldofAsia.
OnlyafreeAsia,workingin completeequalitywiththe West,canhelptowinthepeace andpreservefreedomanddemocracyforallmeneverywhere.
Tothosewhoearnestlydesirepeaceforthewholeworld,I wouldthereforesay:lookEast. LookbeyondtheAtlanticOcean, piebegrantedassoonaspos-pasttheElbeRiver,beyondthe siblethefreedomtowhichtheyMediterraneanSea.Consider arefullyentitled.Inthisman-theproblemofAsia,wherelive morethanhalfthehumanrace. nerAsiaexpressedbyimplica- tionitsdissatisfactionwiththeWhenyouhavemadetheWest securefrominvasion,tyranny andhunger,youhavesecured onlyhalftheworld.Canthat halfstandifwar,oppressionandwantshouldplungetheother halfintochaosandruin?
West'streatmentoftheIndonesianquestion,andindicatedits readinesstosupportIndones- claimstotheextentofaregional associationwithintheUN. TheCatholicsinBulgaria havealwaysbeenloyalcitizens, Anti-Catholicismneverexisted inBulgaria.ButonSeptember9,1944,whentheCommuniststookovertheGovernment withtheinterventionofthe Russianarmy,thesituation changed.
AnyonewhodaredtodisagreewiththeCommunistsandover95percentofthepeopleareanti-Communist-becamesubjecttopersecution,tortureandmurder.Allpolitical partieswereabolished,their leadersarrested,interned,or senttoSiberia.Concentration campsappearedforthefirst timeinBulgarianhistory.Thou sandsofinnocentpeoplewere interned,includingintellectuals, diplomats,professionalmen, businessmenandworkersall whorefusedtojointheCommunistranks.
TheCommunistsdidnot sparetheleadersofthedifferentreligiousdenominations,becauseintheirpersontheysaw oppositionwhichCommunism couldnottolerate.Whileincriminatingevidenceagainst theseleaderswaslacking,the Communistswereneverata lossintheirwaystocreateor discoversuch"evidenced"The Communistsdidnothesitatato arrestinnocentpeopleand throughtorturestoforcethem toadmitdrummed-upcharges againstthosewhosespiritthey couldnotcrush, StudentsatCatholicschools werearrestedandtorturedfor monthstoextractfromthem "evidence"againsttheirteachersandprincipals.Such"evidence"wasnecessaryforthe Communistsinorderto,discredittheCatholicsbeforetheir compatriotsandpresentthemas foreignagentsandenemiesof thenation.Boysintheirteens weresubjectedtounbearable torturestomakethemcharge crimeswhichtheirteachershad nevercommitted.Incourage someoftheseboysmatchedthe earlyChristianmartyrs.Many didnotsurvive,Manywho werereleasedaftermonthsof imprisonmentwereunable.to findtheirownhomes!Unbelievablesufferingshadblankedtheirmindsandmemories, andtheywalkedaimlesslyabout untilfriendsbroughtthem home.
In1947theCommunistspassedalawclosingforeignschools inBulgaria.Actuallyitwas aimedatCatholicschools,becausetheywerenumerousand theonlyschoolswhichworried theCommunists.Hadthe schoolsagreedtoteachthat Stalinisfatherofallpeopleand thatthelateBulgarianCommunistdictator,GeorgeDimitrov,washisfirstfollowerand Messiah,theymighthavebeen allowedtocontinue,butnotfor long.Theiropendefiance sealedtheirfateandtheywere closed.
