LONDON,July1.-(NC)-R.A.Butler.Conservative memberofParliament,declaredthathehadnevercontemplatedthe"massacreoftheinnocent"whichhastakenplace asaresultofthetreatmentofCatholicschoolsinsome countyplansunderthe1944EducationAct.

AsMinisterofEducationinclasses.Idonotthinkthatwe theformerCoalitionGovernment,Mr.Butlerfatheredthe EducationActintheHouseof Commonsandcarrieditthrough despitestrongoppositionfrom manyquarters.UndertheAct Catholicsmustmeetcrippling costsiftheywishtoretaintheir schools.

SpeakingtotheNationalSociety,Mr.Butlerappealedtoall educationauthoritiestogive Churchschoolmanagersareal opportunityofretainingtheir schools.

TwomembersoftheEnglish Hierarchy,ArchbishopJoseph MastersonofBirminghamand BishopEdwardEllisofNottingham,haveestimatedthecostto CatholicsundertheEducation Actprogrammeassome£66,000, 000insteadof£13,000,000as originallyestimated.

DuringfightinginAugust, 1944,atPlumeret,inBrittany,a groupofFrenchpartisansasked twopriests,thepastorofPlumeretandtherectorfromSt. Anned'Auray,togototheGermansunderaflagoftruceand askthemtoceasefiring.The

NancygaveatriumphalwelcometoHisEminenceEugene CardinalTisserant,PapalLegate totheCongress.Heisanative ofthecity,wherehisfatherwas anemployeeoftheCityGovernment.Some50,000peoplewaitedinfrontoftherailroadstationandgavehimprolongedapplause.

BishopBoleslawSloskans, exiledAdministratorApostolic ofMinskandMohilev,Russia, declaredthattherearenownot lessthan15,000,000peopledoing forcedlabourintheSoviet Union.

Thetorrentofbirthcontrolpropagandaisswellingdayby dayandmorepeoplearecaughtinitscurrentbecausethey havenomoralmooringsatall.Sincetheauthorisationof thefreesaleofcontraceptiveslastApril1st,ordersare placedwithchemistsinsuchincreasingnumbersthatthe supply,atpresent,lagsfarbehindthedemand.However, thatisonlyaquestionoftime.Speculatingchemicalindustrieswillsooncatchup.Theunexpectedlyrapidgrowthof theJapanesepopulationsincetheendofthewarhascaused amonggovernmentleadersandotherresponsiblepersonsan almostfrenziedfearofimpendingdisaster.Atthesame time,itmayturnouttobecomeaveryseriousobstaclein thewayofevangelisingthecountry.Forthelastsixmonths Americanexpertsonpopulationproblemsandtechnical adviserstotheOccupationHeadquartershavetriedtostir theJapaneseGovernmentintotakingtheinitiativeand formingadefinitepopulationpolicy.Tothequestionof whatcanbedoneaboutit,theonlyanswergivenis:birth controlthroughcontraceptives,coupledwithanation-wide campaigntoconvincethepeopleofitsnecessityandtoteach themmethodsofcontraception.

Thedailypress,theradio,thecinema,cheapmagazines andevenclassroomteachinghaverespondedtothecallof theGovernmentwithsucheffectivenessthatyoungandold, richandpoor,arecomingmoreandmoretobelievethat theadoptionofWesternmethodsofcontrollingthepopulationistheonlychanceofrebuildingtheshatteredeconomic, socialandculturalconditionsoftheircountry.Nosubject ismoreardentlydiscussed,evenbyyoungboysandgirls, thanbirthcontrol.EventheReddangerisratedasof secondaryimportance.Andherelurkstherealdanger. Accordingtoarecentreport,ataplenarysessionofthe HouseofRepresentatives,theCommunistsalonerefusedto endorsearesolutiononbirthcontrol,whichwasthenpassed withoutthem.DoesthismeanthattheCommunistParty willdiscouragebirthcontrolamongitsmembers?Itlooks likeit.Whatifthepracticeofbirthcontrolweretabooed inCommunistfamilies?Inlessthan20yearstheReds wouldcommandanabsolutemajoritybythemerefactthat thenon-Communistpopulation,throughthepracticeofbirth control,willincomparisontotheRednumbershave dwindledtoa"bettereducated"and"betterfed"butweak minoritythatiseasilycrushed.

Thatthereisaveryseriousproblemnosanepersoncan deny.AtthepresentrateofincreasethepopulationofJapan willreach100millionbytheyear1968.Itissaid,however, thatthenaturalresourcesofthecountrycanfeedonlya maximumpopulationof60million.Therefore,something mustbedonequicklyandpositivelytosolvetheproblem. TheOccupationAuthoritieshavegiventheirapprovaltoa proposedbirthcontrollawthatissoontobeenacted,accordingtowhich,itisrumoured,ataxwillhavetobepaidfor everychildfromthethirdoneup.Hereisthepointwhere theCatholicChurch,withherinsistenceontheintrinsic immoralityofartificialbirthcontrol,mightlayherselfopen againtothechargeofbeingunpatrioticbyrefusingtosanctiontheuseofthe"onlyscientific"meansofavoidingan imminentnationaldisaster.AlreadyCatholicsarehard pressedevenbywell-meaningfriendsbecause,whileonthe onehandacceleratingthenationalruinbytheir"backward" morality,theyhaveontheotherhandnopositivesolution tooffer,thatwouldbeacceptabletoall.

TheprotestsoftheChurchtothehighestauthoritiesin thecountryhavebeenpassedoverinsilence,buttheday maynotbefaroffwhenshewilloncemorebebrandedas anenemyofcultureandcivilisation,whichtheJapanese aresoeagertoattainbyslavishlyimitatingtheirone-time enemies.Themaninthestreetistoldagainandagainthat thesomuchenviedhighstandardofWesterncivilisation isduetotheconsciouslycontrolledpopulation,whichaffords childrenabettereducationandadultsmoreleisurefor culturalpursuits.Itishardlyfairtoexpecttheoverworkednativeclergyandforeignmissionarieswithouttechnicaltrainingtocomeforthwithapositiveandworkable solutionoftheproblem,which,whilerespectingthemoral law,wouldneverthelesscommandtheattentionofnonCatholicpopulationexpertsandinducetheGovernmentto adoptit.Unlesssomethingcanbedoneaboutit-anddone verysoon-theJapanesenationwillbeminedmoreeffec' Livelythanbytheatomicbomb,theCatholicChurchwillbe brandedasanenemyofthepeople,andtheCommunists willlaughandcongratulatethemselvesontheireasyvictory.

Thetorrentofbirthcontrolpropagandaisswellingdayby dayandmorepeoplearecaughtinitscurrentbecausethey havenomoralmooringsatall.Sincetheauthorisationof thefreesaleofcontraceptiveslastApril1st,ordersare placedwithchemistsinsuchincreasingnumbersthatthe supply,atpresent.lagsfarbehindthedemand.However, thatisonlyaquestionoftime.Speculatingchemicalindustrieswillsooncatchup.Theunexpectedlyrapidgrowthof theJapanesepopulationsincetheendofthewarhascaused amonggovernmentleadersandotherresponsiblepersonsan almostfrenziedfearofimpendingdisaster.Atthesame time,itmayturnouttobecomeaveryseriousobstaclein thewayofevangelisingthecountry.Forthelastsixmonths Americanexpertsonpopulationproblemsandtechnical adviserstotheOccupationHeadquartershavetriedtostir theJapaneseGovernmentintotakingtheinitiativeand formingadefinitepopulationpolicy.Tothequestionof whatcanbedoneaboutit,theonlyanswergivenis:birth controlthroughcontraceptives,coupledwithanation-wide campaigntoconvincethepeopleofitsnecessityandtoteach themmethodsofcontraception.

Thedailypress,theradio,thecinema,cheapmagazines andevenclassroomteachinghaverespondedtothecallof theGovernmentwithsucheffectivenessthatyoungandold, richandpoor,arecomingmoreandmoretobelievethat theadoptionofWesternmethodsofcontrollingthepopulationistheonlychanceofrebuildingtheshatteredeconomic, socialandculturalconditionsoftheircountry.Nosubject ismoreardentlydiscussed,evenbyyoungboysandgirls, thanbirthcontrol.EventheReddangerisratedasof secondaryimportance.Andherelurkstherealdanger. Accordingtoarecentreport,ataplenarysessionofthe HouseofRepresentatives,theCommunistsalonerefusedto endorsearesolutiononbirthcontrol,whichwasthenpassed withoutthem.DoesthismeanthattheCommunistParty willdiscouragebirthcontrolamongitsmembers?Itlooks likeit.Whatifthepracticeofbirthcontrolweretabooed inCommunistfamilies?Inlessthan20yearstheReds wouldcommandanabsolutemajoritybythemerefactthat thenon-Communistpopulation,throughthepracticeofbirth control,willincomparisontotheRednumbershave dwindledtoa"bettereducated"and"betterfed"butweak minoritythatiseasilycrushed.

Thatthereisaveryseriousproblemnosanepersoncan deny.AtthepresentrateofincreasethepopulationofJapan willreach100millionbytheyear1968.Itissaid,however, thatthenaturalresourcesofthecountrycanfeedonlya maximumpopulationof60million.Therefore,something mustbedonequicklyandpositivelytosolvetheproblem. TheOccupationAuthoritieshavegiventheirapprovaltoa proposedbirthcontrollawthatissoontobeenacted,accordingtowhich,itisrumoured,ataxwillhavetobepaidfor everychildfromthethirdoneup.Hereisthepointwhere theCatholicChurch,withherinsistenceontheintrinsic immoralityofartificialbirthcontrol,mightlayherselfopen againtothechargeofbeingunpatrioticbyrefusingtosanctiontheuseofthe"onlyscientific"meansofavoidingan imminentnationaldisaster.AlreadyCatholicsarehard pressedevenbywell-meaningfriendsbecause,whileonthe onehandacceleratingthenationalruinbytheir"backward" morality,theyhaveontheotherhandnopositivesolution tooffer,thatwouldbeacceptabletoall.

TheprotestsoftheChurchtothehighestauthoritiesin thecountryhavebeenpassedoverinsilence,buttheday maynotbefaroffwhenshewilloncemorebebrandedas anenemyofcultureandcivilisation,whichtheJapanese aresoeagertoattainbyslavishlyimitatingtheirone-time enemies.Themaninthestreetistoldagainandagainthat thesomuchenviedhighstandardofWesterncivilisation isduetotheconsciouslycontrolledpopulation,whichaffords childrenabettereducationandadultsmoreleisurefor culturalpursuits.Itishardlyfairtoexpecttheoverworkednativeclergyandforeignmissionarieswithouttechnicaltrainingtocomeforthwithapositiveandworkable solutionoftheproblem,which,whilerespectingthemoral law,wouldneverthelesscommandtheattentionofnonCatholicpopulationexpertsandinducetheGovernmentto adoptit.Unlesssomethingcanbedoneaboutit-anddone verysoon-theJapanesenationwillberuinedmoreeffectivelythanbytheatomicbomb,theCatholicChurchwillbe brandedasanenemyofthepeople,andtheCommunists willlaughandcongratulatethemselvesontheireasyvictory.

"CatholicsinEnglandarecomparativelyfew,about3,000,000, representing10percent.ofthe totalpopulation,"Mrs.Woodruffsaid."Butwhatislacking inquantityisfoundinquality. Theyaregoodandfervent,withoutthereligiousindifference foundinthecountry'sProtestant majority.Particularlyduringtit warourranksincreasedconsiderablythorughtheexampleof loveandsacrificeshownbyBritishCatholics'

Henceforward,themysteryof adifficultlanguagegavehimno trouble.Thepurityofhissotive,Mezzofantibelieved,disposedGodtoassisthim.Headley givesthisaccountontheauthorityofapriestwhowasafriend ofMezzofanti,andherelates thatMezzofantihimselfattributedhispowerofacquiringlanguagestoDivineasistance.

Biographer'sIndustry.

Notaleofromanceoradventurborofheroismcouldmake sopowerfulanappealtoaneducatedmindasdoesDr.Russell's brilliantnarrativeoftheprogress andattainmentsmadebythis prodigyofspeechfromtheyear 1770,whenheenteredtheJesuit SocietyatBologna,untilhislife endedonMarch15,1849,then holdingseveralofthemostexaltedofficesintheRomancuria.

On25th.June,1949,aftera periodofillness,therepassedto hisrewardoneofthemostcolourfulpersonalitiestodonthe Hiberniancollar.BillBrown, ashewasaffectionatelyknown, hadbeensecretaryofHibernian branchesatNortham,Albany, Subiaco,andFremantle.For manyyearshewasamember oftheDistrictBoard,andhad heldeveryofficeintheBoard, includingthatofGeneralSecretary,asthepositionwasthen called.Afterhisresignation fromthatpositiontotakeover thesecretaryshipoftheCeltic Club,hewasappointedaGrand TrusteeoftheSociety,which positionhehelduntilafew weeksbeforehisuntimelydeath.

Hisoutstandingachievement wasattheTriennialInterstate ConferenceoftheSocietyin 1933,whenhewassuccessfulin obtainingforWesternAustralia thehonourofprovidingtheNationalDirectoryoftheSociety forthenextthreeyears.In thataugustbodyheheldwith distinctionthepositionofNationalSecretary.

FormanyyearsBillBrown heldthepositionofauditorof St.Kevin'sBranchoftheSocietyuntilhisdeath.

Theforegoingrecord,webelieve,hasnotbeenequalledby anyothermemberoftheSociety inAustralasia.

Anotablefeatureofhiscareer wastheinfluencewhichtheSocietyhadinthedevelopmentof

hischaracter,andtheinfluence forgoodwhichhewasableto exertamongthemanyhundredsofmemberswithwhom hecameincontact.Hewasa capableofficer,whodidwith careandkindnessanytask whichheundertook.Hewas alwaystrusted,respected,and honoured.Hiscontributionsto debatesatdistrictconferences, andInterstateconventionswill wellberememberedbyallthose privilegedtohearhiswords.

Althoughhehadmanyother interests,BrotherBillBrown wasalwayspreparedtogivethe Societypreferenceinhisactivities.
