CatholicAction,withamembershipofmorethan100,000,exdumtoPresidentJuanD.Peron. presseditsviewsinamemoranTakinguptheargumentsadvancedbythosewhosupportthe measure,thememorandumsaid thatthetheorythathousesof prostitutionwillforma"sexual safetyvalve"isdefeatedandnot aconstructivewaytodealwith theproblem.

JAPAN'SWOMEN RESENTINSULT

stronglywordedprotestagainst thestatementsmadetothepress infavourofbirthcontrolfor JapanbyDr.WarrenS.ThompsonlastMarch,hasbeensentdirectlytoGeneralMacArthurby theCatholicWomen'sClubof Tokyo.Accordingtothepress reportsatthetime,Dr.Thompson"scoffedattheideathatthe considerablebodyofopinionin theUnitedStatesoranywhere elsewouldopposebirthcontrol measuresinJapan."
Intheirprotest,theclub,made upofalliednationalslivingin Tokyo,saythat"By'birthcontrol'Dr.Thompsonimpliesthe preventionofconceptionby meansofartificialcontraceptivesasoneofthebirthcontrol measures.Nowhereishereportedasexceptingcontraceptives, asinfairnessanyonemustdoin accuratelyreportingtheCatholic positiononthissubject.

IthasbeensaidthattheBritishbrandofSocialismisa veryanaemicaffairbycomparisonwithitsContinentalnamesake.ButincontrastwiththeLabourPartyofthiscountry,theBritishLabourPartyhasgoneverymuchfurther bothinachievementandinopenaspiration.Howeverextremeitsprogrammeandambitionsmaybe,atleastithas hadthesavingvirtueofhonesty.InBritaintheydo dostraightforwardlyandbydemocraticappealwhatinAustraliaisdonewithoutmandateandbystealth.
IntheprogrammeoutlinedbyMr.MorrisontotheBlackpoolConference,theultimateobjectivewouldseemindistinguishablefromatotalitarianState,atleastontheeconno" micside.For,hedeclared,"everybodyengagedineconomicactivitymustunderstandthatallbusinessisthenation's business."Thisfalseandperniciousconceptionofeconomic functionwasrecentlyscotchedbythePope,whopointedout thattheStatedidnotcreateprivateenterpriseandthatit wasanaturaloperationbetweenfreemen.ThattheState shouldaspiretoassumealleconomicactivityismonstrous andmustleadtotyrannyandtofiscaldisaster.
ti Atthesametimewedocedetherightandthedutyof theStatetocurbanti-socialconduct,whichinthebadold dayswascalledlaissez-faire.Theprovinceinwhichthe Statefindsitsnatural(andindeed,only)justificationisinits safeguardingofthecommongood.ButdirectStateownershipisnoanswertotheevilsofruggedindividualism.It merelyamountstothesubstitutionofpublicmonopolyfor privatemonopoly.
Itisnottrue,moreover,asMr.Morrisonclaimed,that theonlyproperjustificationforprivateenterpriseisthatit shouldbe"efficient,economical,reallyenterprisingandworkingforthecommongood."Privateenterpriseisinthe natureofthings;itnomoreexistsatthewillandpleasure oftheStatethandoesthefamily,anditcannotbearbitrarily dissolvedonspeciousgroundsofefficiency.Strangely enoughanumberofindustriestakenoverbyBritishLabour couldbejustlycriticisedonahundredandonegrounds-exceptthatofinefficiency.However,itmustbekeptinmind thattheword"efficiency"inSocialistmindshasanemotive ideologicalcontentwhichaddsuptowhatsuitstheSocialist book,thePartyline.
Mr.Shinwell,theSecretaryforWar(ironicallyenough) wenttotheradicalextremeofthreateningBritishfarmers thattheywouldbedispossessediftheydidnotwillinglyrespondtothedirectionsoftheMinistryofAgriculture.He addedthattheLabourPartyhadnotabandonedtheprincipleoflandnationalisation,butconcludedcautiously:"We thinkthatitwouldbeunwisetodisturbthefarmingcommunityatpresent."Hisfinaldecisionisprofoundlywise, foritisthefarmerswhoopposethemostsolidfronttothe swellingarroganceofStatepower.ItisfortheSocialists todowhatthefarmershavedone-comedowntoearth!

TheUseofDramaticArts.
Itwasunanimouslyagreed thatdramadoesportrayamessagetoalltypesofpeopleinall walksoflife.Butintherenderingof phasisedthismessage,itwasemthatonlytrueand provenfactsbeusedinorder noprejudicebecreatedagainstothercountries.Thereisalack ofinterestinDramainYouth Clubsandsothefirstneedwas topromoteinterestwithinthe club.Oneimportantrecommendationfromthisgroupwasthe conductingofanEisteddfodculminatinginYouthWeek.
TheUseofMusicCraftsand Hobbies.
Sincetheseareananswerto theproblemofhowtoovercome thelanguagebarrier,whichso oftenpreventsusfromknowing others,aswellasofferingoppor- tunitiesforincreasingourknowledgeofotherpeoples,theex- tensionoftheseactivitiesinall Clubs sationwasurged.Theorganiofamusiccamp,withall youthorganisationstakingpart,wasconsideredapracticalstep inthisdirection.
Itwasinthelightofthis statementthatdelegateswhoattendedtherecentYouthConference,heldatthePointPeron YouthCamp,undertheauspices oftheAssociatedYouthCouncil, approachedthediscussionofthe themeoftheConference"World eightyUnderstanding."Over delegates,representative ofabouttwenty-fiveWestAustralianYouthorganisations,andTheuseofradiowasnotconincludingfourmembersofthesideredanimportantaspectas N.C.G.M.andfiveY.C.W.'s,at-farasyouthclubswerecontendedtheConference. cerned.Sincethetimesof TheConferencewasconduct-broadcastcouldnotsuitallthe edonthelinesofthefirstNa-efforttolistenmustbeanindivtionalSeminarrecentlyrunbydualone. theCommonwealthOfficeof Educationfortheaimsand idealsoftheUnitedNations Economic,ScientificandCulturalOrganisation.AsWesternAustraliawasthefirst Statetoattemptthismethodof working,theCommonwealth OfficewatchedtheConference withinterest,anobserverbeing sentfromMelbournetoattend. Thatafifteen-pagereportwaspublishedattheendoftheConferenceissufficientproofofthe effectivenessofthisformof Conference. TheGeneralConferencewas dividedintofiveworkinggroups, viz.:1.PhysicalandSocialActivities. 2.TheuseofFilms, RadioandLibraries. 3.The useofDramaticArts.4.The useofmusic,crafts,andhobbies.5.ClearerThinking-how tocombatprejudices,todiscriminatebetweentruthandpropa- gandaandtheappealsofPress, RadioandFilms.Eachofthese considered,andrecommendedto thefullConference,detailedactivitiesforYouthClubprogrammeswhichwouldtendtowardsbetterunderstandingbetweenourneighboursathome andabroad.Eachgroupwasagaindividedintosub-groups, whichdiscussedparticularan- glesoftheirtopic.Eachsubgroupregularlyreportedtothe wholegrouponprogressmade, andthegroupinturntothegen-eralConference.Inthisway everyonewaskeptintouchwith theworkofeachgroup.
Atintervalsduringtheweek-endinterestingandinformative filmsonpresent-dayconditions inoverseascountrieswere shown.Thesefilmswerea greathelptothedelegatesin thattheyenabledthemtorea-lisetheurgencyoftheproblemtheywerefacing.Theonlyaddressgivenduringthecamp wasdeliveredbyMr.M.Little, DirectorofEducationinW.A., whohasrecentlyreturnedfrom aworldtourinconnectionwith theU.N.E.S.C.O.Mr.Little wasabletoexplaintothosepresentthemethodstheOrganisationusestoachieveitsobjec- tives.

BishopJohnToner,ofDunkeld,Scotland,theoldestmemberoftheHierarchy,wasfound deadinbedTuesdaymorning (May31).Hewas99yearsold. LONDON,June4.-Stunning changeshavetakenplaceinthe BritishHierarchywiththe deathsoftwoBishops,oneof thembelievedtohavebeenthe oldestEnglish-speakingBishop intheworld.BotharesucceededbytheirCoadjutors.The weekalsomarkedtheappointmentofanewBishoptothe Hierarchy.
BishopJohnToner,ofDunkeld,Scotland,theoldestmemberoftheHierarchy,wasfound deadinbedTuesdaymorning (May31).Hewas99yearsold. TheBishopwasfounddeadby hishousekeper,whenhedidnot appearattheusualtimeforhis morningroutine.Hewasthe fifthBishopoftheSee,which waserectedin1878andcovers alargepartoftheeasterncoast ofScotlandandtheHighlands. FatherMichaelDunnefinishedhiscourseofstudiesatAll Hallows,andwasordainedin 1940.Earlyin1941theVicar GeneraloftheBritishforces paidavisittoIrelandseeking chaplainsfortheBritishArmy. Hewantedtwohundredpriests forimmediateduty,andsogenerouswastheresponsethat withinaweekortwohehadthe requirednumber.Enlistingat Belfast,FatherDunnewaspostedimmediatelytoH.Q.Southern CommandatSalisbury.
Aftersometimespentatone ofthecasualtyclearingstations, hewassenttoPlymouth.Hardlyhadhearrivedherewhenthe Germansopeneduptheirtremendousblitzontheport.At thistimehewastheonlyCatholicchaplainstationedinthe area,andhehadtobearthefull responsibilityofministeringto thewounded.Whenthings quieteneddownheappliedfor permissiontojointheparatroopers.Atthistimethisbranch oftheserviceswasveryhushhush,andevenhisC.O.didnot knowoftheirexistence.
Whenhispostingcamethrough hewassenttotheDukeofDevonshire'sestate,wheretheinitialtrainingwasdone.Here lifewasverydifferentfromthe ordinaryarmyroutine.Ranks weredroppedandeveryonewas treatedalike.Personaltuition wastheorderoftheday.Every manreceivedindividualattentionfromthespecialistswhohad gatheredtherefromeverypart ofthecountry.

ArrivingatBombayhewas postedtothe82nd.WestAfrican Division.Themenwerecoal blacknativesfromtheGold Coast,Cameroons,andNigeria. OfficersandN.C.O.'swerewhite. FatherDunnefoundtheseblacks marvellous.Thehumidtorrid weatherplayedhavocwiththem, buttheywerewonderfulfighters andexcellentCatholics.Their devotiontotheMass,theRosary,andOurLadywasextraordinary,andindeedtheirreligiousfervourputmanyofthe whitestoshame.
Actionsooncame,andthey werepostedtotheBurmafront, formingtherightflankofthe BritishdrivesouthfromMandalay.Mendiedlikefliesinthe humidatmospherewherethe temperatureoftenreached130 degrees.Foodwasparachuted tothembuttheyoftenhadto shoottheirmulesandeatthem. Mountainouscountryhadtobe traversedandoftenthemules hadtobecarriedoversomeof thehumpsandlowereddown theotherside.Crocodilesand snakeskilledmanyofthem.This drivetookfourmonths.They wereintouchwiththeenemyall thetime,butfinallyhewas brokenandahaltwascalled abouttwohundredandfifty milesfromRangoon.
Thefirstpartofthetraining consistedintoughening-upexercisestostrengthentheneck, shouldersandankles,which wouldhavetobearthebruntof thefall.Regularroutemarcheswerestartedimmediately. Eachdaythedistanceincreased, andbythetimetheywereready tostarttheirrealtrainingaonehundred-milemarchwasno novelty.Eighthoursperday werespentatP.T.withatenmilejogtofinishofftheevening. Theneachwasgivenamedical check.Thistookplaceevery day. Aftertheyhadpassedthrough thisfirstpartsatisfactorily,they weretransferredtoanothersection,whereactualtrainingtook place.Airsicknesstestswere giventoall.Theywerestrappedintoahammockandthen violentlyshakenupanddown foraperiodofabouttwenty minutes.Iftherewasthe sIghtestsignofsicknessthenthe treatmentwasrepeatedthenext day,theonlydifferencebeing thattheyweretestedforthirty minutes.Ifafterfailingathird testforanhourthentheywere sentbacktotheirunits.Havingpassedthroughthisordeal theyweregiventheirfirstexperienceofactualjumping. Fromaseventy-fivefoottower theysliddownawirerope,a stoutleatherbeltbeingtheonly thingbetweenthemandtheconcretefloor.Thecasualtyrate washigh,butinvaluableexperiencewasgained(iftheysurvived).
AtRingway,nearManchester, theyhadtheirfirstjump.This wasdonefromaballoonata heightofaboutsixhundredfeet. Actualparachutinginactionis donefromaboutthreehundred andfiftyfeet,takingroughlyfifteensecondstoland(inthis wayyouarelesslikelytobe pickedoffinmidair,andyou haveareasonablechanceofsurvival,ifyour'chutehastimeto open).Aftersurvivingtwoballoon jumps,sixfromaircraftat
