Prayerswereofferedinallchurchesandprotestmeetings convenedtovoicethehorrorandindignationofmillions thattherudehandofwarshouldnotbelaidononeofthe mostsacredspotsonearth.YetinPalestine,inthat sameHolyCitywhereChrist,OurLord,sufferedand diedforthesalvationofallmen,twoarmedcamps,both non-Christian,arebivouacedinanuneasyarmistice.Alreadychurchesandreligiousinstituteshavebeenprofaned,andamortarbombhasdamagedtheBasilicawhich enshrine:,thetombofChrist.ThePopehasissuedtwo encyclicalletterscallingonallChristianstoworkin everywaypossibleforthepreservationoftheHoly Places.Bywayofensuringapracticalandjuridical solution,thePopehasurgedtheinternationalisationof Jerusalem.
Despiteallthis,thereisamongCatholicsandChristiansgenerallyacuriousandlamentablelistnessnessover thefateofthoseHolyPlaceswhichwerethelocalesof OurLord'slifeanddeath.Yetthereisreal,appreciable perilshouldtheUnitedNations'failuretosolsrethePalestinianQuestionpersistandtheHolyLandbecome againthebattlegroundofJewandArab.Wemusteven faceuptothepossibilitythattheHolyPlacesinJerusalemandelsewheremaybedestroyedunlessarational agreementcanbereachedbetweenthecontendingparties.Thepresentpoliticalandmilitarysituationistoo delicatetobeprolongedindefinitely,andfightingmaybe resumedatanymoment.Itisequallyplainthatnothing istobehopedforfromtheplanofpartitionwhichhas neverhadachancetooperate.andwhichisnowopenly repudiatedbyIsrael,despiteitsadmissiontomembership inU.N.O.Theonlyeffectivemeanswhichcanassure thesafelyandprotectionoftheHolyPlacesandoffree accesstothemliesintheadoptionoftheInternationalisationproposalputforwardbytheHolyFather.Itis thedutyofCatholicstopressthissolutionupontheirinternationalrepresentatives.
IfRomeissacredbecauseitisthecityofChrist's Vicar,thecradleofChristianity,andtheheartofChristendom,Palestineisathousandtimesmoresobecauseit isthebi,thplaceofChristianityandthehomeofthemost intimateandcherishedmemoriesoftheSaviour.The Papacy,ingivingtheinitiativeforthepropercustodyof theHolyPlaces,iscontinuingitshistoricrolefromthe dayswhenthePopespreachedtheCrusadescenturies ago.TheHolySeedesiresthateveryCatholicshould followwithinteresttheeventstakingplaceinPalestine, andshouldjoininaCrusadeofPrayerthataproperjuridicalstatusmaybesetupwhichwillregulatetheadministrationoftheHolyPlaces,perhapsforcenturies.Here isamatterwhichshouldbeofpersonalimportanceto eachindividualCatholic.AsuggestionofpracticalusefulnessisthattheMayDevotionsshouldbeofferedto OurLadyforthisintention.Somethingcanalsobe donecorporatelyinthepoliticalfield,forastheApostolic Delegatehaspointedout,"opportuneinterestnowmay obtainresultswhichitwouldbevaintoexpectlateron."

Despiteallthis,thereisamongCatholicsandChristiansgenerallyacuriousandlamentablelistnessnessover thefateofthoseHolyPlaceswhichwerethelocalesof OurLord'slifeanddeath.Yetthereisreal,appreciable perilshouldtheUnitedNations'failuretosolvethePalestinianQuestionpersistandtheHolyLandbecome againthebattlegroundofJewandArab.Wemusteven faceuptothepossibilitythattheHolyPlacesinJerusalemandelsewheremaybedestroyedunlessarational agreementcanbereachedbetweenthecontendingparties.Thepresentpoliticalandmilitarysituationistoo delicatetobeprolongedindefinitely,andfightingmaybe resumedatanymoment.Itisequallyplainthatnothing istobehopedforfromtheplanofpartitionwhichhas neverhadachancetooperate.andwhichisnowopenly repudiatedbyIsrael,despiteitsadmissiontomembership inU.N.O.Theonlyeffectivemeanswhichcanassure thesafetyandprotectionoftheHolyPlacesandoffree accesstothemliesintheadoptionoftheInternationalisationproposalputforwardbytheHolyFather.Itis thedutyofCatholicstopressthissolutionupontheirinternationalrepresentatives.

1.WhentheMajorityand MinorityReportsoftheSpecial PalestineCommitteeweresubmittedinSeptember,1947,there wasmuchdiscussionanddebate. TheArabblocdefinitelyoppOsed theMajorityReportandall thoughtofPartition.
2.TheGeneralAssemblymet inNewYorkinOctober,1947. TheZionistsstroveunderstandablytoenlistthesupportand votesofallmembernationsfor thePartitionPlanasproposedby theMajorityGroup:Jewish State,ArabState,InternationalisationofJerusalem,anditsenvirons-TheZionistgroupswere readily-enthusiastically-disposedtoaccepttheMajorityRe-

"I'mnotinfavourofyour policytowardSpain,"theSenatortoldtheSecretary,"and untilthatpolicyischangedI'm goingtolookintothisappropriationwithafinetoothcomb."
TheSenatornotedthatSpain andtheUnitedStatesdonot exchangeambassadorsatpreCent,althoughSpainisseeking suchanexchange,TheSecretaryexplainedthatthiscountry wasfollowingoutthespiritofa UnitedNationsrecommendation thatmembersshouldnotexchangeAmbassadorswiththe Francoregime,butsaidrelations betweenthetwocountrieswere "friendly."
