LONDON,May9.-Anationalrallyof6,000CatholicmothersfromallpartsofBritainwerewarnedhereby ArchbishopRichardDowney,ofLiverpool,thatwomen, emancipatedonlyinrecenttimes,areto-dayforging theirownshacklesinamisguidedquestforlicenceinsteadofliberty.

Theone-dayrallywasorganisedbytheUnionof CatholicMothers.

Whenwomenwontheiremancipation,ArchbishopDowney said,itwasnaturallyexpected thattheywouldbefound"on thesideoftheangels,"butin somecasestheirveryliberty"has gonetotheirheadslikeaninteericant."

LONDON,May12-(NC).ReportsfromBelgradedarken thealreadygloomypictureof thesituationoftheChurchin Yugoslavia,wherepersecutionof theclergyhascontinuedunabated.Therecentsentencing ofsevenJesuitFathersinthe SloveniancapitalofLjubljana hasbeenfollowedupbytheimprisonmentoffourCatholic nuns,latestwordfromthere says. Thenuns,thereportsays,were accusedofwartimespyingand receivedsentencesoffromtwo tofouryearsathardlabour after"trial"inadistrictcourt inNovoMesto,Slovenia.The nuns,itadds,wereconvictedof furnishingthepriestspreviously sentencedwithinformationconcerningtheworkofYugoslav partisanunits.

(1)Itisnotincompetition withAlcoholicsAnonymous(a socialgroupforvoluntarycure ofdrinkers),butseekstoprovideCatholicalcoholics,whether membersornotoftheA.A withthebenefitoftheological principles,sothattheymayuse divinelyinstitutedmeansforthe rehabilitationoftheircharacters.

(2)Itrejectsthebehaviouristicphilosophywhichwouldabsolvetheindividualofresponsibilityforhisactions.Thusit acknowledgesthatitistrueto saythatanalcoholicisasick man,butitisnottruetosay thatheisnotresponsibleforhis sickness.

(3)Itidentifiesalcoholism asavice,abadhabit,acquired

byaseriesofvoluntaryacts.

(4)Itholdsthattohavea balancedcharacter,whichanalcoholicdoesnothave,aman niustpossessthefullcomplement ofgoodhabits.

(5)Thus,sincesanctifying graceisthefoundationofallinfusedhabits,theredemptionof analcoholicmuststartwith confession,andadvancethrough thedevelopmentofhisspiritual afebythemeansinstitutedby Christ.Whenamanpossesses allthegoodhabitsofasoulin thestateofsanctifyinggrace,he cannotbeanalcoholic.

(6)Finally,thenaturaltendencyofsousepersonstoward intemperanceistakenintoaccount,butitisheldthatwith thesumtotalofhisnaturaland supernaturalpoweranormal personendowedwithfreewill cancontrolthistendency.

Thereisnoneedtoretracethe storyofisolationandneglect whichhasmadethisStatethe CinderellaoftheCommonwealth inpeaceandinwar,Butit doesseematlastthatthevast potentialitiesofW.A.arebeing recognised.Theirondeposits ofthenorth-westcoastarebeing exploited,thereisprospectof thedevelopmentofaheavysteel industryandmostrecentlythere

areconcreteproposalsforthe developmentoftheKimberleys. Generallytherehasbeenagratifyingextensionofsecondaryindustry. Nowallthisismuchmore thanamatterforlocalpride;it isofnationalsignificance,andit isclearthattheFederalGovernmentcanbestmeetitsobligationsbyfinancialsupportandba supplyingscientificandtechnicaladvice.Ageneralsupervisorycontrolofthissortisnot merelydesirable,itisnecessary. TheBritishGovernmentiscertainlytiedupinamosttortuousandincomprehensiblepolicy regardingIreland.ErnestBevin hasprovedhimselfperhapsthe greatestForeignSecretaryBritainhaseverhad.Assuredly noothermanhassoattestedthe strengthandsincerityofhis purposesandmotives.The grantingofindependenceto IndiaandBurma,theretirement ofBritainfromEgyptandPalestine-theseactsofstatesmanship,howeverinfluencedbythe inevitabilityofevents,madeit impossibletoresisttheIrish claimtobecomeafree,sovereignandindependentRepublic.

Henceitwasstaggeringtofind theBritishGovernmentfollowingitsactofjusticeandgenerositywiththepurblindfollyof theIrelandBill,theonlypurposeofwhichistoperpetuate thewretchedconditionofPartitionsetupbyLloydGeorge twentyyearsago.ThePress hasraisedahueandcry,sound andfury,abouttheviolenceof theIrishreaction.Itisastoundinghowthemostfairmindedjournalsjustcannotget pastthemyththatPartitionex-

Prayerswereofferedinallchurchesandprotestmeetings convenedtovoicethehorrorandindignationofmillions thattherudehandofwarshouldnotbelaidononeofthe mostsacredspotsonearth.YetinPalestine,inthat sameHolyCitywhereChrist,OurLord,sufferedand diedforthesalvationofallmen,twoarmedcamps,both non-Christian,arebivouacedinanuneasyarmistice.Alreadychurchesandreligiousinstituteshavebeenprofaned,andamortarbombhasdamagedtheBasilicawhich enshrine:,thetombofChrist.ThePopehasissuedtwo encyclicalletterscallingonallChristianstoworkin everywaypossibleforthepreservationoftheHoly Places.Bywayofensuringapracticalandjuridical solution,thePopehasurgedtheinternationalisationof Jerusalem.

Despiteallthis,thereisamongCatholicsandChristiansgenerallyacuriousandlamentablelistnessnessover thefateofthoseHolyPlaceswhichwerethelocalesof OurLord'slifeanddeath.Yetthereisreal,appreciable perilshouldtheUnitedNations'failuretosolsrethePalestinianQuestionpersistandtheHolyLandbecome againthebattlegroundofJewandArab.Wemusteven faceuptothepossibilitythattheHolyPlacesinJerusalemandelsewheremaybedestroyedunlessarational agreementcanbereachedbetweenthecontendingparties.Thepresentpoliticalandmilitarysituationistoo delicatetobeprolongedindefinitely,andfightingmaybe resumedatanymoment.Itisequallyplainthatnothing istobehopedforfromtheplanofpartitionwhichhas neverhadachancetooperate.andwhichisnowopenly repudiatedbyIsrael,despiteitsadmissiontomembership inU.N.O.Theonlyeffectivemeanswhichcanassure thesafelyandprotectionoftheHolyPlacesandoffree accesstothemliesintheadoptionoftheInternationalisationproposalputforwardbytheHolyFather.Itis thedutyofCatholicstopressthissolutionupontheirinternationalrepresentatives.

IfRomeissacredbecauseitisthecityofChrist's Vicar,thecradleofChristianity,andtheheartofChristendom,Palestineisathousandtimesmoresobecauseit isthebi,thplaceofChristianityandthehomeofthemost intimateandcherishedmemoriesoftheSaviour.The Papacy,ingivingtheinitiativeforthepropercustodyof theHolyPlaces,iscontinuingitshistoricrolefromthe dayswhenthePopespreachedtheCrusadescenturies ago.TheHolySeedesiresthateveryCatholicshould followwithinteresttheeventstakingplaceinPalestine, andshouldjoininaCrusadeofPrayerthataproperjuridicalstatusmaybesetupwhichwillregulatetheadministrationoftheHolyPlaces,perhapsforcenturies.Here isamatterwhichshouldbeofpersonalimportanceto eachindividualCatholic.AsuggestionofpracticalusefulnessisthattheMayDevotionsshouldbeofferedto OurLadyforthisintention.Somethingcanalsobe donecorporatelyinthepoliticalfield,forastheApostolic Delegatehaspointedout,"opportuneinterestnowmay obtainresultswhichitwouldbevaintoexpectlateron."

Despiteallthis,thereisamongCatholicsandChristiansgenerallyacuriousandlamentablelistnessnessover thefateofthoseHolyPlaceswhichwerethelocalesof OurLord'slifeanddeath.Yetthereisreal,appreciable perilshouldtheUnitedNations'failuretosolvethePalestinianQuestionpersistandtheHolyLandbecome againthebattlegroundofJewandArab.Wemusteven faceuptothepossibilitythattheHolyPlacesinJerusalemandelsewheremaybedestroyedunlessarational agreementcanbereachedbetweenthecontendingparties.Thepresentpoliticalandmilitarysituationistoo delicatetobeprolongedindefinitely,andfightingmaybe resumedatanymoment.Itisequallyplainthatnothing istobehopedforfromtheplanofpartitionwhichhas neverhadachancetooperate.andwhichisnowopenly repudiatedbyIsrael,despiteitsadmissiontomembership inU.N.O.Theonlyeffectivemeanswhichcanassure thesafetyandprotectionoftheHolyPlacesandoffree accesstothemliesintheadoptionoftheInternationalisationproposalputforwardbytheHolyFather.Itis thedutyofCatholicstopressthissolutionupontheirinternationalrepresentatives.

1.WhentheMajorityand MinorityReportsoftheSpecial PalestineCommitteeweresubmittedinSeptember,1947,there wasmuchdiscussionanddebate. TheArabblocdefinitelyoppOsed theMajorityReportandall thoughtofPartition.

2.TheGeneralAssemblymet inNewYorkinOctober,1947. TheZionistsstroveunderstandablytoenlistthesupportand votesofallmembernationsfor thePartitionPlanasproposedby theMajorityGroup:Jewish State,ArabState,InternationalisationofJerusalem,anditsenvirons-TheZionistgroupswere readily-enthusiastically-disposedtoaccepttheMajorityRe-

5.Isitlogicalorjusttoadmit anationwhichevenbeforeattainingmembershipdefiesthedecreesoftheGeneralAssembly?
