Sir,-Yourcorrespondent, "Austlabor,"isslightlyinaccurateincreditingMr.NelsonLemmonwiththesaleconditionsof Commonwealth-Staterental homes.
Theactualpositionappearsto bethatthesearrangementswere madeataconferenceofState Premiers.Atthatconference, Mr.Lemmonsuggestedthatany housessoldshouldbeattheactualaveragecostofeachhouse inthegrouperectedatthesame timeasthehouseunderconsideration-virtuallyatactualcost.
TheStatesoverrodethis,however,andadoptedtheprinciple (whichwasrightlycondemned by"Austlabor")ofsellingunder conditionsWhich,inaprivateindividualwouldbetermedblacken
However,certainLabour-governedStatesdidnotapprove,and twoofthem-Queenslandand Tasmania-are'breakingthe agreementbysellingatactual cost.TheetherLabourStateNewSouthWales-hasonlysold, Iunderstand,atotalofeleven ofthesehomes,andapparently sharesthefeelingthatthebasis ofsaleisunjustAsIpointed outinmyweeklycommentary onRadio6KYonFriday\sleekat 8p.m.,iftheStateGovernment herehaddonelikewise,itmight havesomereasonforcallingitself'Liberal."
Throughtheyears,Labourhas alwaysregardedhousingasa vitalproblem.Nearlytwenty yearsago,inthedepression,Mr. E.G.Theodore,thenTreasurer intheScullinLabourGovernment,proposedaspecialnote issuetoheusedforhousingpurposes.Thiswouldnotonly havegreatlyrelieveddistress currentatthattime,buttheadditionalthousandsofhouses wouldbeappreciatednow.The anti-Labour opposedthisand,hackedbyoppositionfromthetradingbanks, finallysucceededindefeatingthe Government
eurcommunitywhichfindsitself intheunfortunatepositionof notbeingabletoaffordreasonableaccommodation,and,secondly,tocontrolunnecessary luxurybuildingwork-suchas picturetheatresorexpensive buildingrenovationsmadeinexpectationofRoyalorothertours. ButalsobelievethatitistotallyunjustfortheCommissionto preventfamiliesfromproviding themselveswithhomesortofine adenominationalschoolinthe hillsformakingurgentlynecessaryadditions,whileallowing extensiveadditionstoState schools.
Thereisalotofloosetalk aboutLabourandSocialisation. ActuallyLabourhasdonemore thananyotherGovernmentto ensureeconomicfreedomforthe Australiancitizen.Itssocial %servicelegislation'maynotbe perfectinallrespects,butnonetheless,itisagenuineattemptto achievefreedomfromwantfor thelessfortunatesectionsofour people.Thatexcellentsocialisticinstitution-thePostOfficeissupportedbyallpoliticalparties,andmanycontrolsaremore ferventlysupportedbytheerstwhileanti-Socialiststhanby Labour-e.g.,butterrationing, housingcontrols,andpeacetimeconscription. No,Mr.Austlabor,Icannot agreewithyouinthatrespect. IbelievethatbecauseLabouris ademocraticparty,itismuch closerintouchwiththeman-inthe-streetthantheanti-Labour groupswiththeirjuntasofbig businessmagnates.Thereare thingsimpliedintheLabour Party'spolicywithwhichIdo notcompletelyagree(forexample,acceptanceofaroyalistsystemofgovernment),butIknow thatthewayexiststhroughdemocraticprocessesbywhich theseaimsmaybeachieved.Yours,etc.,

Labourdidnotreturnto poweruntilOctober,1941-only twomonthsbeforethewar(so farasAustraliawas,orshould havebeen,concerned)really started.Butimmediatelythe warwasfinished,Labourset aboutprovidinghomesforthe people.TheConstitutiondoes notgivetheCommonwealth powertoactuallygointothe housingbusiness,soitprovided financefortheStatestodothe jobanderectedcertaincontrols, whichhavesincebeenhanded overtothevariousStates.In themoreprogessiveStatesthese controlshavebeengraduallyrelaxedfromtimetotimeandprivatebuildingencouraged.In NewSouthWalesaspecialcooperativehousingschemewas setup,latercopiedbyVictoria duringtheshortreignofthe CainLabourGovernment.These co-operativesarefinanciallyguaranteedbytheState-insome Statesupto100percent,which meansthattheintendinghomebuilderrequirespracticallyno deposit.WhenIwasinthe Eastabouttwoyearsago,the Y.C.W.co-operativeshadjust started,butweregrowinglike wildfire.
However,inthisState,under aso-calledLiberalGovernment, such'cooperativesareillegal. Allhousesmustbebuiltunder arigidpermitsystemwhich seemstohaveforitsprimeobjectthecreationofamonopoly forcertainregisteredbuilders.
WhereasinNewSouthWales, forinstance,aworkingmanmay buildahomeofupto1,000 squarefeetthroughaco-operativebuildingschemeorevenprivately,withouttheworryofa permit,inthisStateanybuildingoperation-evenofonly£50wouldbethesubjectofsevere legalactionifdonewithoutthe approvaloftheStateHousing Commission.

Duringthe40yearsofhis episcopate,Dr.Carrollplayeda notablepartinthecompletion ofSt.Carthage'sCathedraland intheerectionofSt.Vincent's Hospital,Lismore.Therewas alsoagreatincreaseinthenumberofschoolsandconventsin thediocese.
In1931,aCoadjutorwasappointedinthepersonofthe MostRev.Dr.PJ.Farrelly, whowillsucceedBishopCarroll.

ActuallytheTheatreCouncil hasbeenfunctioningbymeans ofmonthlymeetingsforquitea while.Butishasnotbeen greatlybeforethepublic'snotice. ThisyeartheCouncilranaplay competitionwhichattracted21 entriesfromalloverAustralia.
Theprizewas£25.Theprizewinningplay-"LifeBurnsOn," byTomJudd-willinitiatethe DramaFestivalonJune21.This willbethefirstDramaFestival inPerthsincepre-wardays.

Ifweneededanyreminder thatCatholicsoughttobe,andin mostplacesare,intheforefront ofdramaticactivity,itwasgiven bytheBishopofKilmorc,Most Rev.Dr.Lyons.Speakingat theconclusionoftheCavan DramaFestival,HisLordship saidthathehadbeeninformed byaneminentauthorthatthe numberofCatholicsonthestage wasfargreaterinproportionto theirnumbersthanthoseofany otherreligion.Thereasonwas 4 thattheCatholicreligionhadso muchdramainitsceremonies.

TheoccasionalsermonwaspreachedbyVeryRev. Dr.E.Sullivan.
