TheSwissConstitutiongoes backto1874.The51st.article, whichbanstheJesuitsfrom Switzerlandasacommunity,and preventsindividualmembersof theSocietytoengageinany kindofactivitiesinbothchurchesandschools,wasaresultof thebitternessengenderedbythe Sonderbundwar.Dr.vonSteiger stressedthatunderthisprovisionJesuitsmaynotevenarrangeforspiritualretreats,publicorprivate,orwhetherthey areattendedbyclergyonlyor laypeopleaswell.Theymay notreplacesecularpriestsinpastoraldutiesoraddresspublic gatherings.
Thisdoesnotmean,ofcourse, thatindividualJesuitsmaynot resideinSwitzerland.Asamatteroffact,numerousSwissnationalsaremembersoftheSocietyandevenforeignJesuits mayresideinthiscountryand applyforSwisscitizenship.However,theirSocietyisnotallowed tofunctionasitdoesinother countries.

NATIONAL THEATRE
Wehaverecentlyhadwithus inthiscityMr.TyroneGuthrie, aLondonplayproducer.who hascometoAustraliaattheinvitationoftheFederalGovernmenttomakeareportinconnectionwiththeproposaltoestablishaNationalTheatre.Mr. Guthriecameouttothiscountryundertheauspicesofthe BritishCouncil,abodywhichinterestsitselfinthespreadof artandculturetotheDominicns.Weareindebtedtothe BritishCouncilforthevisitshere lastyearandearlythisyearof theOldVicCompany,headedby theOliviers,andtheBalletRambert.
WheninPerthlastweek,Mr. Guthriemetrepresentativesof thelocaldramaticsocieties,and gaveapublicaddressintheRepertoryTheatreon"TheTheatre andtheCommunity"HelistenedtolocalopiniononthesubjectofestablishingaNational Theatre,andoutlinedaplanof actionwhichheproposesto makethebasisofhisreport. Thoughheisemployeddirectly bytheBritishCouncil,towhich bodyhisreportwillbemadein thefirstinstance,itiscertain thatMr.Guthrie'eviewtswill enterlargelyintodiscussionsin Ministerialcircleswhenthetime isripetolaunchtheNational Theatreproject.Itis,therefore,expedientthatweshould knowwhatareMr.Guthrie's views,andwhatarethepossible alternativestohisscheme, MRGUTHRIE'SSCHEME.
ItishardtofaultMr. Guthrie'sfirstcontentionthat whatwelackmostinAustralia isastandard.Beingsofarremovedfromtheancientcentres ofculture,andbeingoffthe trackoftouringprofessional companiesforatleastthelast twentyyears,itwouldbelittle shortofmiraculousifwewere notsadlyoutoftunewithall thatisbestindramaticart.(It shouldbenotedthatMr.Guthrieisconcerninghimselfonly withthelegitimatestage,asit referstodrama.Hedoesnot proposetoextendhisenquiry toincludesuchthingsasopera ormusicalcomedy.) Ifwe neededanyassurancethatwe wereslipping,itwouldbesufficienttocastaneyeroundatthe extraordinaryamountofsmugnessthathasdevelopedamong amateurbodies.Notanactor inPerthbutraiseshiseyebrow ifyoudaretocriticisehim;not anamateurgroupanywherein Australiabutsecretlybelievesit hastheHolyGrailinitskeeping, Andthereissomejustification forthisattitudeonthepartof amateurswhenoneconsidersthe woefullimitationsofoursocalled"professionsls."
Thesecondpotstressedby Mr.Guthrieisnolessindisputable:itisthatwehaveagreat needofgoodproducers.Actors andactressesaretwopencea bunch;butgoodproducersare scarcerthanhens'teeth.
Mr.Guthriemaintainsthat therecanbenolarge-scalemove towardssettingupaNational Theatreuntilwehaveprovided ourselveswithastandard.The waytodothisliesinimporting thebesttheatricalcompanies availableinEuropeforthepurposeoftouringallthecapital citiesandbigcentresofthe Commonwealth.Thiswouldinvolveaheavyinitialoutlay

Mr.Guthriedoesnotenvisage thebuildingofaNationalPlayhouse-eitherinCanberraor elsewhere.Heconsidersthat existingtheatrescouldbehired bytheNationalTroupe.Presumablythestandardofwork presentedbythetravellingNationalTheatreplayerswouldbe suchastoforcecommercialintereststocometoanagreement. InEnglandnotroubleisexperiencedinthismatter;butin Australia,whereavirtualmonopolyinthecontrolofplayhousesmayexist,initialdifficultiesmighthavetobeovercome.
ALTERNATIVES.
Whatarethealternativesos theschemejustoutlined?
OneisthattheFederalGovernmentshouldmakeavailable asumofmoneytobeusedas 'subsidiesfortheamateurgroups alreadyinexistence.Itishard toseehowaNationalTheatre coulddevelopfromthismove, andtherewouldbethegigantic problemofhowtodisbursethe subsidiesfairly.Furtherthe problemofprovidingastandard mouldstillremainThusthis suggestiononitsowndoesnot appeartobearealalternativeat all, Buttherearethosewhocling totheideaofsomesortofsubsidyforamateurs,co-laterally withtheestablishmentineach StateofabranchoftheNationalTheatre-comprisingat leastatrainingschool,andperhapsaNationalPlayhouseas well.Itisarguedthatproducerscouldbebroughtfromoverseastorunthetrainingschools. ButwouldsuitablyqualifiedproducersbeattractedtoAustralia onasalarybasis?Itmustbe rememberedthatfromaworldwidestandpointAustraliaisa culturalbackwaterinwhich peatnames.wouldquicklysink intooblivion.SirLaurence Oliviersacrificedtimeand moneytocometoAustraliafor ayear;buthowmanyothers woulddothis-andwouldn'twe wantthemformorethanayear, anyhow?

Thisjustcan'theassillyasit sounds,butthereitwasinblack andwhiteonthecablepageof ourmorningcontemporary.The UnitedNationsOrgansation,accordingtothereport,plansto buildaspecialchamberfor prayerandmeditationinits headquarters,nowtbeingconstructedinNewYork.Ireally mustquoteinextensowhatfollows,becauseitplacesthe"New YorkTimes"inanicheofimmortalityallonitsown:
"Itwillbenon-denominational andwillconsistofnothingbuta bare-walledroomwithonlythe simplestoffurnishings.Itis understoodthatthedecisionto buildthechamberistheresult ofpersistentdemandsfrombelieversthroughouttheworld thatthenewheadquarters shouldhaveaplacewheredelegatescanseekdivineguidance. Oncethewrithingstopsand onecangetupfromthefloor, oneought,Isuppose,begrateful toGodthatU.N.O.doespropose toacknowledge,howeverbelatedly,theexistenceofGod,theefficacyofprayer,andtheneedof Divineguidanceintheshapingof humandestiny.Butthemethod ofachievingthisendisjustalittletooludicrousTheprocess ofseekingthelowestcommon denominatorinreligionendsup withabare-walledroomwith

ticalandpropagandistactivities oftheParty.
Itshould,Icontend,beacseptedasaguidingprinciple thattheCommunistPartyisnot partandparcelofanormalpollacalarrangementinthecountry. Hence,evenifitisconsidered wisetoalLowitthesamerights andprivilegeswhichtheacceptablepoliticalpartiesenjoy,it shouldbemadecleartoeveryonethatthisismerelyamatter ofexpediencyandnotofright. Formypart,thinktheGovernmentshouldsuppressrigorouslyallattemptstopervert unionactivityfromitsnormal industrialChannelstopolitical ends,andthatitshouldthrow thewholeweightofitspower andprestigebehindthedecisions oftheArbitrationCourtandthe systemofconciliationithasset up.Inthisrespectitspresent attitudetowardstheMcPhillips' caseiscorrectandcommendable.

Theplannerofthechamberfor prayerapparentlybelievesthat Godwillbeinattendanceat specifiedhourstolendeartothe democraticprotestsagainstRussiantyrannyandtotheSoviet fulminationsagainst'Western imperialismandwarmongering.
Butthegemofthepieceisthe mentalimageryofMr.Gromyko, intentinhisprayerfulmeditationonthenon-existenceofGod. .Indeedthebarenessofthechamber'swallsandfurnishingswould appeartheidealatmospherefor suchfranticmeditations,Itis allverytragicallyamusing,especiallythebitaboutthe"real trepidation"concerningRussia's reactiontothsproject.Does thatmeanthafRussiamightlet downanironcurtainonthe GraceofGodorthatthedemocracieswouldfeartocrossMarxistatheismastheydidnotfear tocrosstheRedsoverthestarvationofBerlin.Evenallowingforthecompletelackof humouramongtheSovietdelegates,IcannotimagineanyRussianreactionexceptsardonic mirthatthechildishstupidity whichunderliesthe"prayer room"notion.Ifthechamber issosimplethateventheRussianscanuseitfornon-religious meditation.itisstillnotassimpleasthemanwhoconceivedit. itwillnotsatisfytheRussians tocontemplatetheRealAbsence ofGod;itwillnotsatisfythe CatholicstocontemplatetheAbsenceoftheRealPresence.Indeeditwillsatisfypreciselynobody.
WillSuppressionPay?
Inviewofmountingevidence ofatendencyonthepartofthe publicauthoritiestoforcecommunistsatleastkeepwithinthe law.itisopportunetoconsider inageneralwaythequestion nowbeforethepublic-what shouldbedoneregardingthe CommunistParty?Itisidleto pretendthatthequestionis readilysoluble;itisadmittedly aproblem,andoneonwhich soundreasonshavebeenadvancedbybothsides.Furthermore, itscorrecthandlingisamatter whichconcernsthepublicwelfareveryintimately.
TheattitudeoftheFederal GovernmentisthatCommunism shouldbedealtwithwithinthe Unions.Now,whileitistrue thattherealeffectivestrength oftheCommunistPartyliesin itscontrolofkeyunions,itis plainthatunionistswillnotbe abletocleanupthegangstersin

Finally.thedecorwasrather disappointing.Idon'tknow whetheritwasduetobadlightingoftheflatsortoomuchuse ofpastelshades,butthescenery usedinActsIandIIIwas "wishywashy"inappearance.It wasbelowexpectations.

performance.Ex-Serviceunits hadabigplaceintheparade,as theypaidtributewithmemorial crossesartisticallyerectedon greengrasstothosewhonever cameback.Therewasaband everyfewminutes,andaband inreserveoppositethestand,to accompanyanydrillorhumorous antics,suchastheonewhichthe colouredsoldierspresented.There wasplentyofhumourthroughoutthemarch,aidedbythecommentsofthebroadcasterbeneath,.However,Imustgive prideofplacetothemounted units.SanFranciscocannever beclassedasaone-horsetown.I haveneverseen,outsidetheDublinhorseshoes,suchexcellent horseflesh,andthesilverembellishedtrappingsonbridleand saddle,combinedwiththeelaboratecostumesofthemennd womenriders,madethissection oftheparadeofabsorbinginterest.Arabhorseschampedtheir bits,sleekblackstallions,worth thousandsofdollars,dancedon theirhindlegs,circushorsesper formedbeforeus,cream,black, gieyandpiebaldhorsestookan hourtopass.Thehorsesseemedtosense.theywereonparade, andwitharchednecksanddancinghoofs,theyshowedtheirap- preciationoftheapplause,andto changeourexclamationmarks intosmilesawoodenbroncho mountedonafloatthrewhis riderupintotheairforour amusement!TheG.A.A.floatannouncedfootballmatchesbetweenCorkandKerry,andClare andConnacht!Severalfloats toldoftheinjusticeofpartition.
