TwopriestsandaJesuitlay brotherwereamongthe13persons'tried"inBudapestand sentencedtoprisononcharges ofillegalcurrencydealingsina "conspiracy"with Cardinal Mindszenty.Msgr.ImreBoka, formertreasurerofthearchiepiscopalchancery,wassentenced tofouryearsinprison,lossof politicalrightsforanotherfive years,andafineof1,000 forints.TheReverendJosef Vid,identifiedasthetreasurer oftheJesuitSocietyinHungary,andJohnVaradi,aJesuit laybrother,weresentencedto threeyearsandnineyearsloss ofpoliticalrights. ThehighestsentencewasimposedonDr.GaborHorvath, formersecretaryofDukePaul Esterhazy,oneoftheco-defendantsofCardinalMindszenty, whodrewsixyears'imprisonment. Therearecountlessindicationstodemonstratetheworthlessnessofthe"confessions"ob-
tainedbyCommunistsecretpoliceandprosecutorsfromthe15 accusedProtestantclergymenin Sofia,Bulgaria,andfrommost ofthe13persons"tried"in Budapest,Theexactnatureof themethodsusedinorderto forcenormallystaunchmeninto incriminatingthemselves,protestingtheirloveanddevotion fortheCommunistregimes,and cringinglypleadingformercy, continuestobeobscure.But nobodyisdeceivedbythepretenceoflegalproceedingsstaged inSofiaandBudapest.Statementsbyleadersofpublicopinionaroundtheworlddemonstratetheclearrecognitionof thefactthatthese"trials"area partofaworld-widecampaign aimedatdestroyingtheChristianchurchesbymakingthem willingtoolsoftheCommunist regimes.

BRUSSELS,March5.-Thecontinueddeepinterest ofHisHolinessPopePiusXII.inthemovementtoward aunitedEuropefoundstrikingexpressioninamessage addressedbyhimtotheInternationalCouncilofthe EuropeanMovement,whichhasjustconcludeditsfirst plenarysession.ThemeetingswereattendedbyArchbishopFerandoCento,ApostolicNunciotoBelgium,who servedasrepresentativeoftheHolySee.
ThePapalmessage,readat theclosingsession,wasasfollows:

PriortojoiningtheCrownLaw Department,Mr.Dunphyhad specialisedinindustriallawand workers'compensationcases.So that,upontheretirementofMr. WalterDwyerfromtheArbitrationbenchin1945,Mr.Dunphy waswellqualifiedtobecomehis successor.

Moreimportantly,itisobvious(andadmittedontheGovernment'sside)thatthesecrecy whichnowsurroundsapatient's confidencestohisdoctorwillgo b"theyboard,Informationon suchmattersastransmissible disease,pregnancyandillegitimacy,V.D.,insanity,etc.,will havetobeaccessibletogovernmentdoctors,clerks,inspectors, etc.,unlessthefinancialsideof theActistobebasedonhope. Thiswouldbesociallydisastrous andimmoral.Itisallverywell forMinistersoftheCrowntobe assuringusthatnosuchthing couldhappen,forithappened' thisweekwhentheMinisterfor theArmycommittedtheenormityofrevealingtheconfidential healthhistoryofamanwho/is provingembarrassingtothe Government.Thisisanissue whichwillnotonlyimpederecruitmenttotheArmedServices butwillunderminepublicconfidenceingovernmentalassurancesofsecrecy. Politically,thelawsunder whichthisschemewilloperate arenotfullyknown,eventothe ParliamentwhichpassedtheAct, foritisanexampleofoneof thegreatestevilsofthebureau_ craticState-"governmentbyregulation."ThereisaDirector GeneralofHealthwithundefined powers,subjecttotheMinister; butthereisnorealcontrolby Parliament.Itofferstheplannersofthenewtyrannyunlimitedpowersofregimentationand "control."Inademocraticsetup,allessentialconditionsshould beexplicitlystatedinActsof ParliamentSenatorNash,of thisState,advertedtothedangerofthisprocedureduringthe Senatedebate,andwiselydeclaredthatParliamentshould alwayshavesubstantiallegislationtocoversuchimportant matters.Itisplaintoseethat inthefinalresultgovernmentby regulationwouldcompletelydestroyParliamentasadeliberativebody,ItisaviciousprinciplethataMinistershould havevirtuallylegislativepowers toadministerbyregulationa wholenationalscheme,suchas thatdealtwithintheNational HealthServiceAct.Here,asin othermatters,theGovernment hasgonetoofarandtoofast alongthepaththatleadstothe ServileState.Itisallthe greaterpitywhenwereflecthow theimportantmatterofhealth couldsoeasilpbehandledona nationalbasiswithoutrecourse tocoercion,regimentation,and ulteriorpoliticaldesigns.

SincetheinstitutionbyChristofmarriageasaSacramentalstate,theChurch(whichHeappointedasthe guardianandteacherofthetruthsHerevealed)hasthe soleprerogativeoflayingdowntheconditionsunder whichChristianmarriagemaybevalidlycontracted,or dissolved.ThepaganisstillboundbytheNaturalLaw, which,allcivilisedmenagree,favourspermanentmonogamyagainstpolygamyandpromiscuity.TheState, therefore,entersthepictureverylateandonlysinceits secularisationhasitpresumedtoexercisepoweroverthe contracticaianddissolutionofmarriage.Inpointoffact, nopositivelawhasanyvaliditywhenitcontravenes NaturalLawandmarriageisaclassicalinstanceofsuch aconflict.Hence,theactionoftheStateregardingdivorce,forexample,ismerelyanemptygesture,apretence, foravalidmarriageremainsabindingcontractbetween bothpartieseventhoughtheStatehasdeclaredthebond dissolved.Itisinterestingtonotethatthemodern State,being"freed"ofanyChristianorevenmoralrestraints,feelsnoneedtodefenditsrightstoexercisecertainpowers.Itsimplyassumesthemasthoughitwere thesourceofitsownauthority.IntheChristianview, onthecontrary,thedemocraticStatederivesitspower indirectlyfromGodthroughthevoiceofthepeople.

Someunrehearsedincidents attendedthefinale,addingto thefun.Atonestage,when Titaniaandherfairieswere busyontheside(thecapricious Queenwaspreparing,Ithinksto nestledownforanaponsome flowerybed)alargeandvery realrat,whohadnoplaceinthe castatallmadeasuddensally throughapatchoflightright acrosswhatwemightcallcentrestage.Thenceforward,safelyesconcedinathicket,hispresenceknownonlytotheaudience,heplayedaminorrolewith greatefficiency,beinganartistin thematterofcreatingdramatic suspense,Hisoccasionalmoves throughthethicket,expertly timedtoagreewiththerolling ofBottom'sass'shead-forBottomandTitaniaactuallylay downwithininchesofhim-were adelighttowatch.Itwasa piquantthoughtforus,too,to reflectonthelovelornQueen's possiblereactionsifshewere suddenlytodiscoverthather strayinghandcaressednothairy Bottombutadownrighthairy rat.LateronPuckwasgreetedwithaburstofrudelaughter fromthegroundlingswhenhe declared:

ThisShakespeareanproduction byJeanTweedieandDavid Bradleywassomethingofwhich theUniversityDramaticSociety canwellbeproud.Itisa comfortingthoughtthatthere arestillpeopleinourmidstwho arecapableofthinkinginterms otherthan s.d.Whenboxofficeconsiderationsseemtopreponderateevenintheplansof theamateurs,itisnolessthan thrillingtocomeupagainstthe plaincolddeterminationofa bodyofenthusia,sticintellectualstorestoredramatoits rightfulplaceinourcultural tradition.Andwhatareward wastheirs!InsteadofWetnursingacastaway,asitmight reasonablyhavebeenexpected theywouldberequiredtodo,aae Universityplayershavefound themselvesinthepositionof beingfoster-parentstoaninfant prodigy.Phoenixhasarisen fromhisashes.Shakespeare hasbeenre-bornintheSunken Garden,andpeoplehavecome fromfarandneartolaytheir goldathisfeet.

LesGibbneyastheWall.Philostratecaughtoureyetowardsthe finish-orrather,ourears.
TitaniaWaspleasing,andTheseusimpressivewhenhespoke, asalways,withsuchprecision andclarity.KenRogers,as Lysander,wasfluentandforceful.Iwouldnotliketoleave thecreditsideoftheledger withoutexpressingmykeendelightwiththeworkofallthe clowns.Ididnotexpectthat the"rudemechanicals"wouldbe sofunny,AndletusBaga wordinpraise,too,ofallthen peopleofthecourt.Theywo'e notdesignedtocatchandhold thelimelight,buttheyhadto carryagreatdealofthenarrative,andthistheydidveryeffectively.HippolytaandHermiawereespeciallygood.The Fairieslabouredhardtoplease us,andcommandedouradmirationforthesure-footedspeed withwhichtheysweptbarefoot overtherough,dim-litterrain. Themadrigalistsandthemusiciansmadeanunobtrusivehut veryimportantcontributioato theover-alleffect.Ballet'MistressJeanVincentandChoir MasterA.J.Leckiedeserveour thanks,asdoallthetechnicians andbackstageworkerswhose unflaggingattentiontoessential tasksmadethismagnitudinous presentationpossible.
