PARIS,Dec.17.-(NC)-ThelatestPalestineresolution,passedbytheUnitedNationsGeneralAssemblyjust beforeitsadjournment,specificallyincludesNazareth amongtheHolyPlaceswhich,togetherwithreligious buildingsandsites,aretobeprotected,withfreeaccess guaranteed,under"effectiveUnitedNationssupervision."
Theresolution,whichsetsupaConciliationCommissionforthesettlementofthePalestineproblem,repatswhathasbeenaconstantU.N.positionnamely, that"inviewofitsassociationwiththreereligions,the Jerusalemarea shouldbeaccordedspecialandsepar. atetreatmentfromtherestofPalestineandshouldbe placedundereffectiveUnitedNationscontrol."
ThetextofArticle15ofthe proposedconstitutionforthe StateofIsrael,regardingexistingrightsandtaxexemptionof HolyPlacesandreligiousbuildingsorsitesandfreedomofworshipisgiveninfullbelow.
Thenewcommission,composed ortheUnitedStates,Franceand Turkey,istopresenttothe fourthregularsessionoftheGeneralAssemblynextyeardetailed proposalsfor"apermanentinter- nationalregimeforJerusalem areawhichwillprovideformaximuntlocalautonomyfordistinctivegroupsconsistentwiththe specialinternationalstatusofthe Jerusalemarea."
MeanwhiletheSecurityCouncil isrequestedtotakefurthersteps toinsurethedemilitarisationof Jerusalemattheearliestpossible date.TheConciliationCommissionistoappointUnitedNations representativeswhowillco-operatewithlocalauthoritieswithrespecttotheinterimadministrationoftheJerusalemarea.
TheLutheranWorldFederationhasaskedtheUnitedNationsforthereturnofallChristianchurchpropertiesandcompensationforanydamageinflictedontheminPalestine.

FollowingisthetextofArticle 15oftheproposedconstitution fortheStateofIsrael,whichis tobevotedonintheJanuary electionsthere:
(1)Freedomofconscienceand thefreeexerciseofallformsof worship,subjectonlytothemaintenanceofpublicorderand moralsshallbeinsuredtoall.
(2)Existingrightsinrespect ofHolyPlacesandreligious buildingsorsitesshallnotbedeniedorimpaired.Thelibertyof
access,visitandtransittoHoly Placesshallbeguaranteed,in conformitywithexistingrights, toallwithoutdistinction,subject totherequirementsofnational security,publicorderanddecorum.
(3)Notaxationshallbelevied inrespectofanyHolyPlace,religiousbuildingorsitewhichwas exemptfromtaxationonthedate oftheestablishmentoftheState. Nochangeintheincidenceof suchtaxationshallbemade whichwouldeitherdiscriminate betweentheownersoroccupiersofHolyPlaces,religiousbuildings orsites,orwouldplacesuchownersoroccupiersinapositionless favourableinrelationtothegen- eralincidenceoftaxationthan existedpriortotheestablishment oftheState.
(4)TheSabbathandtheJewishHolyDaysshallbedaysof restandspiritualelevationand shallberecognisedassuchin thelawsofthecountry.TheHolyDaysofotherreligiousde-nominationsshallbeequallyre- cognisedaslegalclaysofrestfor membersofsuchdenominations.

BenjaminBritten.Theresult, whilenotoutstanding,ispleasant enough,andgivesscopeforafair amountoftechnicalexcellence. Nationaldancesbecometrans.posedandcounterpointedinto theeleganceofthearistocratic salon.AnnSomersandCecil BatescontributedafinelyexecutedpasdedeuxinTyrolesevein, andtheBolero,apasdetrois, gaveBrendaHamlynanopportunitytoincreaseourregardfor herabilitytocreateandmaintainanairofmystery.Shehad shownussomethingofthisability in"TheFugitive,"duringthe previousweek, LadyIntoFox.
thoughWalterGoredancesthis roleperfectly.Weseethefox runningswiftlyaboutthestage, leapingandscratchingatdoors andwindows,crouchingtiredand frightenedinacorner,endeavouringwildlytoriditselfofan encumberinggown.ThereiscatlikegraceinMissHinton'smovements,perfecttiminginharmony withtheunobtrusivemusic (takenfromHonegger),andhistrionicabilityofahighorderrevealedinherwatchfulandsensitiveface(suitablymadeupfor theoccasion).Weseethepoor creaturepantinganddesperate, analtheillusionissostrongasto causethetechnicalskillofthe dancetomergealmostunnoticed intothegeneralbackground.In otherwords,thereisaperfect fusionofalltheartshereengaged.
AndreeHoward,anotherof MadameRambert'sproteges,is responsibleforthestartlinglyapt choreographyof'LadyInto Fox,"andyetanotherofthe Rambertclan,NadiaBenois, createdthedesignforthedecor andcostumes.Ithinkthisballet willlive;ithasalreadybeen dancedfornineyearsbySally Gilmour,whopioneereditatthe MercuryTheatre,London,in May,1939.
Thecompanywasnotinthefirst placenotableforall-round strength.Thecompanyissmall, anditssuccessdependsagreat dealontheexcellenceofindividualperformers.Withthreeof thebestofthemgone,itisnot surprisingthattheremainder findsithardtomakeanimpressioncomparablewiththatleftin ourmindsbytheBorovanskys. WeseemfatedinPerthtoget arawdealwhereanyartistic enterpriseisconcerned.Again andagainwehavehadtobecontentwithdepletedcompaniesor withsomethingmuchlessinthe wayofpresentationthanthat wihichisturnedonforoureasternbrethren.Oftenwehaveto missoutaltogether.Onewould imagine,though,thatastheBritishCouncilisabodyprimarily concernedwitheducationand withestablishinggoodwill,that wehereintheWestwouldhave bulkedequallylargeasthecitizensofotherStatesintheeyes ofthoseresponsibleforbringing theBalletRamberttoAustralia. Atthebeginningoftheyearthe BritishCouncilbroughtusthe Oliviers,andahowlofprotest wasraisedovereastbecausewe werethefirstinthefieldwith thisdramatictreat.Itwascertainlysomethingtowritehome about;butnowwearebackin ouroriginalroleofCinderella, andwegettheBalletRambert sansprincipals,sansorchestra, andsanssuitableconditionsfor thepresentationofthedance.Is itanywonderthattheattendanceeachnightisdisappointingly small? SoireeMusicale.
Icanfindnothingtocavilat inAndreeHoward'sstriking ballet,basedonthefantastic novelbyDavidGarnett("Lady IntoFox"),whichtellsthestory ofhowaman'swifeistransformedintoavixenandthereupon experiencesallthefearsandemotionspeculiartothisanimal,predominantamongthembeingthe desiretoescapeintothewoods findattainthefreedomofthe wilds.Statedthusbaldly,the themeseemschildishandwould notappeartolenditselftoballeticinterpretation,whicheschewstheridiculousandordinarilysemsbestadaptedtocontemplationofthegreatabstractions.Yetthesuccessofthispiece iscomplete.PaulaHintondanced thefoxwithasurenesswhich carriedallbeforeitThough thephysicalchangeisimmediate (sheputsonacostumesuggestive ofafox),thementalchangeis gradual-passingfromfearand bewildermentthroughwildness andsavagery(shebitesherhusband'shand)topanic-stricken desperationtoescape.Theatmosphereisnotoneoftragedy, butratherofpathos.Weseem tobeactuallylookingatafox alhichhasoursympathyinits effortstoreachitsnaturalmedium.Wearenotawareofany feelingsofpityforthehusband-

Thisisanimpressionisticpiece inspiredbyEdouardManet's paintingofthesamename.We seethebarmaidbehindhercounterstaringvacantlyatus;there isagiantmirrorattherearin whichthegayballroomsceneis reflected.Theparticipants,apart fromthebarmaid,areawaiter, acoupleofdrunks,anoldman, theCan-Cangirls,acharlady.I didnotfindtheballetparticularlyinteresting.

Itisapleasantcurtain-raiser andaspecificcalculatedtodisposethedigestionforwihatever goodthingsaretofollow.The onlyhitchwasthatoneofthe ballerinaslostherfootingandhit thestagewithadecentsortof thump.Theeffectofsucha fauxpasishardtoestimate,but thereisnodoubtthatitcanbe far-reaching. "SoireeMusicale"issetina lateGeorgianballroom,chandelieredandpink-curtained.Like manyotherballetsintheRambertrepertoire,itisanoriginal creationfromcompanyheadquarters.AntonyTudor,oneof MadameRambert'stroupeof choreographers,hasgonetowork onmusicbyRossiniarrangedby

Asthere'snoprizeforsecond, Iwillnotwastetimetryingto convincemyreadersthatwe thoughtoftheideafirst.
Butfromnowonthisgrand newfeatureViewpoint(which we'vehadinlcoldstorageawaitingthebeneficentauguryof beinglaunchedwiththeNet Year)willcaterfortheindeterminateinnerstrivingsofthose whoyearnforthefullerlife-in otherwords,itwillbeagood grumblecornerforthosewho wanttohaveagoatme.
ReferringtoLowBrow'sletter (which,Ihope,appearssomewhereinthisissue),Imakethe followingobservations.They constitutemyownviewpoint. Forthesakeofbrevityand clarity,Iwilltabulatethem.

harshlycriticisedin"TheRecord."Greatalloivancewasmade forhandicapsoverwhichthe dancershadnocontrol.Onthe whole,Ithinkourtreatment%Pas verygenerous."Peterandthe Wolf,"forexample,wascommended.Aboutninemonthsago, inSydney,"TheBulletin"slated it.
2.Iagreethatitwouldbe usefulfortheuninitiatetohe givensomepriorinformationas towhatconstitutestheartofthe ballet.Jdisagree,however,that itisnecessarytogiveadvance descriptionsofparticularballets. Adequatenotesoneachballetare giveninthecompany'sprinted programme.
3.Criticismofanyartshould nevertaketheformof"active discouragement";andinthese columnsitneverhas.
4.MadameRambertistobe congratulatedonformingthe firstEnglishballetcompany (overtwentyyearsago).Idonot thinkitcanbesustained,however,thatthestandardofballet inEnglandishigherthanitis elsewhere.
5"Crowdedhousesinthe EasternStates"isaverynebulousstatement,particularlyin viewofthehugepopulationsover 'here.Whatissignificantisthat thehousesherearenotcrowded; (continuedonPage9.)
ThearrestofCardinalMindszenty,PrimateofHungary,addsnothingtotheservileaspectoftheSovietdominatedEasternblocofnations.Butforthe"parlour-pinks,"andanaemicintellectualswhostillthinkof Stalinar,dhisgangstersofthePolitburoaslikeablebut misguidedfellows,especiallyinthematterofreligious toleration,itmusttomeasablinding,firstrevelationof tyrannyandcynicism.Fortherehasneverbeenthe slightestquestionofCardinalMindszenty'sintegrityas achurchman.Notatany'timehashe"obtruded"religion into political'sphere.Thereisampleevidence, reportedweekafterweekintheCatholicpress,thatthe RednethasbeendrawnabouttheCardinal,meshby mesh,forhisdestructionwhenitwasfoundimpossibleto silenceorsubverthim.Thatthisissoissufficiently testifiedbythechargeoftreason,whichmeansthatthe CommunistoppressorsofHungaryhaveconspiredfor hisdeath,verymuchastheSanhedrindecidedupon Christ'scrucifixionbeforehistrial.
ThetacticsofthepuppetregimeinHungaryhave monotonouslyfollowedthepatternofMarxistpersecutionofreligiontheworldover,wheretheyhavegained theascendancy.Firstly,therewasthelong-sustained attackbypressandradio,inunprecedentedbitterness againsttheCardinalbecausehedareddefendthecivil andreligiouslibertyofHungariansagainstthecurious "democracy"whichhadbeenthrustuponthembythe Kremlin.TheCardinalwasthe"chiefallyofforeign imperialism"andof"anti-democraticactions."Thiswas combine:]withpuerileeffortstosplittheHierarchyby appealsto"progressive"CatholicstooverthroWtheCardinal'sleadershipandbyspreadingrumoursofdissension.Toallthis-therewasadualdiscomfortinganswer. TheHierarchyissuedastatement,declaringthemselves "completelyunited"withtheCardinalinhisworkfor Churchandcountryanddeploringthe"disgraceful attacks"againsthim.Evenmoreimportantly,thepeople ofthisgrotesque"democracy"spokeinanaccentlouder thanwords.Fifty-threepercent.ofCatholicsreceived HolyCommunionontheFeastofChrist'sKingship.
Finally,theCardinal'ssecretarywasarrestedandan issueoftheMagyarCourierwasconfiscated.Following HisEminence'sarrest,furtherpressandoppositionprotestshavebeenruthlesslysuppressed.Instaggeringcon-. trasttoallthisupsurgeofhateandtyrannytheCardinal hasmaintainedanobleanddisintereSteddetachment. ScarcelyamonthagohechallengedtheGovernmentto givethecaseoftheChurchachancebeforepublicopinion, daringthemtopublishthelettershehadaddressedto themregardingtheiraccusations.ButsuchwastheconstitutionandtemperofHungary's"democracy"thatit couldignoretherequestsofthatChurchtowhich70per cent.oftheHungarianpeoplebelong.TheCardinalacJaredhisintentionofstandingfirm"forGod,theChurch andthecountry."Inhislastpastoral,hedeclared:"In faceofthesufferingsofmynation,myownfateisofno importance."Itwasobviousfromthetoneofthatdocumentthatterrificpressurewasbeingbroughtagainst CatholicstodisowntheirPrimate.Hungary'sRedsare outforCardinalMindszenty'sblood,buteachdropofit shallbeapledgeandaguaranteeofthesurvivalofthe ChurchinthelandofSt.Stephen.
