Ontheotherhanditistrue thatcertainreligioussects,and notablytheWitnessesofJehovah,havewilfullyandignorantlyabusedreligiousbroadcasting infavourofdisloyal,treasonable andirrationalpropaganda.But itwouldbeinvidiousifthewhole bodyofreasonableandresponsiblereligiousopinionwere therebybroughtunderthedominationofanall-powerfulboard ofsecularistswhodidn'tthink religionmatteredmuchanyway.Ifthisproposed"control"istooperatewithoutactual

oppression,itwillneedtoinclude religiousrepresentativesinits ranks.

However,theissuemightfinallyberesolved,theCatholic Churchwillneveracceptgovernmentalrestrictiononherdivinerighttoexplaintoallmen howtheteachingsofChristbear upontotalliving.Whenever thereisneed,inpoliticsasin anythingelse,toprotestthatthe lawofGodisbeinginfringedor humanliberty,theairofspirit. ualdevelopment,threatenedthe voiceoftheChurchwillbeheard despiteanyprohibitivemeasures.

Thereisnoreasontobelieve thatthepresentFederalGovernmentproposestousenewpowers inadisreputablefashion.But itcannotbeignoredthatthi, preciseattempttodivideoffreligionfrompoliticallifeisthe basictechniquebeingemployed bythepuppetregimesbehind theIronCurtaintostiflleand finallyextinguishtheChristian life.Norcanitbeforgotten thattherehavebeenresentful fluttersinpoliticaldove-cotesin recentyearsoverthesocialjusticestatementsonthereconstructionofthesocialorder.

Ingeneral,itisapitythatthe Governmentshouldfeelimpelled toinitiateareformwhichcould justasefficientlyhavebeen broughtaboutbytheparties themselves.

Withwearyingconsistencyin theStateLegislativeAssembly theexistence,functionandstructureoftheLegislativeCouncilis (baggedoutfordiscussion,and withequaltiringinconclusiveness nothingisdoneaboutit.The LabourPartywouldquitefranklyliketoseetheCouncilabolishedonthegroundsofinvincible conservatismwhichappears everytimeanyprogressivelegislationisbroughtdown.About theA.L.P.complaint,therehas alwaysseemedtometobefairly solidgiounds.TheLegislative Councilhasaratherunpleasant record,solongmaintainedasto bealmostatradition,ofobstructinganylegislationwhichwould makeforradicalchangesinthe sociallifeoftheState.Persistentcriticismhasatlengthforced theGovernmenttowidenthe franchise,butinitselfthisis onlyaminoradjustment,forthe Councilcontinuestoexhibitthe characterofreactionrepresentingcapitalconcentrationand vestedinterests.Formypart, Ithinkitwouldmakenogreat differencetoourpoliticalanosociallifeifitceasedtobe,providedthatsomethingbettercould bedesignedtoreplaceit.

TheconceptionofaHouseof Reviewisfundamentaltothe partiallydemocraticpoliticalinstitutionswhichwehaveinherited.Itscomposition,however, bothhereandinGreatBritain, isrootedinhistoricalcircumstanceswhichbearnorelationtothe realitiesofourtimes,andthere issomeurgencyaboutthepleas forradicalreform.ButIam convincedthatthereisroomand needforasecondHouse,andfor thatreasonIfeelweshouldopposetheabolitionevenofthe presentobsoletearrangement untilsomekindofpositivesubstituteisnutforwardwhich wouldfindgeneralagreement amongelectors.

PARIS,Nov.15-(Radio,NC).-ARussianattemptto deletethereligiousfreedomclausefromaUnitedNations draftofdeclarationofhumanrights,wasdefeatedafter spiritedoppositioninameetingoftheGeneralAssembly's 58-riationSocialCommittee.

Theoriginaltextofthedraft stipulatedthateveryperson shouldhavetherightoffreedom ofthought,conscienceandreligion,andtherighttochangehis religion.

TheRussiandelegate,ProfessorPavlov,proposedanamendmentspecifyingthattherightto practiseone'sreligionoughtto beguaranteed,"subjecttonationallegislationandpublic morallaws."

Hisamendmentwasvoted down,24tonine,withfiveair stentions.Votingwiththe U.S.S.R.insupportingtheamendmentweretheUkraine,Byelorussia)Poland,Yugoslavia, Czechoslovalda,Arabia,Iraq,and Venezuela.

SaudiArabiaproposedanamendmenttoexclusementionof therighttochangereligionin thedraft.Itsdelegate,Baroodi, admittedthatthepurposeofhis

proposalwastopreventtheactivitiesofChristianmissionaries amongMoslems.Hedeclared thatChristianmissionariesalwayspreparethewayforpoliticalandeconomicinterests,and thattheCrusadesthemselveshad beenmoreaneconomicthanareligiousenterprise. AfterhereproachedFrance andLebanonfortakingastand infavourofmissionaryfreedom, theBaroodiamendmentwasalso defeated,20to12,witheightabstentions.

Theoriginaltextwasfinally upheldbyavoteof25tofive, with12abstentions.Thefive opposingvoteswerethoseofAfghanistan,Pakistan,Iraq,ArabiaandSyria.Thematterwill nowgobeforetheGeneralAssembly. Inpassingthetext,thecommitteealsoincludedtherightof divorceamonghumanrights.

Theoriginalideainvolvedthedraftingofthechildren tothe'.eacoastduringschoolholidays,whereonelarge SummerSchoolwasconducted,undertheauspicesofthe Sisters.Thesefirstschoolswereanundoubtedsuccess, andsurpassedtheexpectationsevenofthemostsanguine. Butitwasfoundthatthetransportquestionwastooexpensive,andthattheschoolwastoolargeforthemosteffectiveresults.Hencetheschoolswerelocalised,and conductedonparochiallines,ratherthanDiocesan,each districtbeingresponsibleforitsowncatechumens.In thiswaythebestresultshavebeenobtained.Thegood worktheseschoolshaveeffectedisalmostincalculabk. fortheirworkisthemostpracticalofallmissionaryactivity.Itprovidestheonlyopportunityofproperreligiousinstructionwhichthesechildrenreceive,anditforms anddevelopsgoodsubjectsfortheChurch,moreeffectively,perhaps,thananyforeignmissionarywork.Thefact thatconditionsinthebushtendtomakeparentscareless onlyaddstothenecessity.Quitefrequentlythechildren actasiittlemissionarieslateronintheirhomes,andlead theirparentsbacktothepracticeoftheFaith.

Adecidedadvantageoftheschemeisthereligiousatmosphereinwhichitisconducted.Whileboardingat theConvent,thechildrenlearnmanypiouspracticesand habitsthroughoutthedailyroutineworkoftheschool. TheylearnthevalueoftheSacramentsandthemeaning oftheRealPresenceinapracticalway,throughlivingin suchclosecontactwiththeChurch.Withthezealous Sistersastheirteachers,theschoolbecomesinrealitya veritableenclosedretreat,wheretheory-andpracticeare carefullycombined,inamannerwhichisliabletoformthe mostlastingimpression.Experiencehasprovedthe wortho;thoseimpressions,andhasgainedforthescheme thehonourofbeingoneofthemostdeservingandpracticalformsofCatholicActionintheWest.
