"Nevertheless,eventshavemovietowardacompleteabsenceoffrictionbeta.veentheVaticanandItaly.Musso-

linihasrestoredthecrucifixtothe schools,andhasrigorouslypunished Feecistiwhohavebeenguiltyofeven minoraffrontstotheChurchorChurch interests.Hisdesiretokeepongood termswiththeVaticanisnotquestioned,andhewouldbeelatedtohave itssupport;butPiusXI.hasshowna masterhandinavoiding'complications withinternalpoliticalforces'inItaly.

Thelargeandinfluentialgroupin thatcountrywhichtheorganisingskill ofDonSturzo,theSicilianpriest, builtup,whileoftencalledtheCatholicparty,bearsinrealitythenameof thePopularparty,andCatholicsin authoritydpnotgiveitany)theyde signation.Itsaimhas.beenamoderateprogrammeofsocial standingbetweentheextremeradicals whoacquiredFPmuchDowerthere afterthewarandreactionsryelementsthatwouldhavedeniedameliorationtolabour.Incpartystands firmlyagainstanylegislationencroachingontheChurchortrespassing againstherpropertyrights,butthatis bynomeansthewholeofitspurposes.

"FromPiusXI.hascomenoelan thatheapprovesordisapprovesthe pattyasanorgar,i3aricii,andwhen DonSturzoeliminatedhimselffrom itafterhisrecentclashwithMussolini overthenewelectoralbill,itisunderstoodthatthepriest-politicianretired toamonasterywithVaticanapproval. ThePope,ineffect,hastoleratedthe MussoliniGovernmentanddonenot theslightestthingtohamperitsreorganisationworkinItaly,recognising thatthestablereconstructionofthe countryhasbeenanurgentneed.

Theattitudeoftheteachershas changedforthebetter.Theyhave beguntorealisethedifficultiesofthe subject,andtheoldtheorythatanyonecanteachReligiousinstruction well,isgraduallydisappearing.Unfortunately,ithasnotquitedisappearedyet.Tohaveconvincedthe teachersthatReligiousDoctrinerequiresasmuchcareandstudyin preparationasothersubjects,isan advancethatwecherish.Thatthe teachersareanxiousandeagertodo theirbestisapparent.Pe'rhapsthe mostconvincingevidenceofthis(o operationoftheteachersistheinterestandattentionthathasbeengiven toCatecheticalLiteraturelastyear. TheCatechismformsthestablefood forchildrenfrom8to14years.Itis themostdifficultpartoftheprogrammetodowell.Fewteachers giveitthepreparationandattention thatitcertainlydemands.Mostteacherssucceedinhavingitmemorisedand restsatisfiedwiththat.Thatisnot theaimweendeavourtoreachinthis matterItisbuthalfofwhatwe want-anessentialhalf,butstillnot thecompleteend.Ouridealisto sendfromourschoolsenlightenedCatholics,boysandgirlswith"areason forthefaiththatisinthem."That idealmusthestrivenforduringthe Catechismyears,aslater.Thechild's mindwantsareasonformostthings. andespeciallyforreligioustruths.Conseouently,thethoroughexplanationof theCatechismtextmustprecedeits memorising.Justasamanploughs wellbeforehedropshisseed,somust the,receptivefacultiesofthechildbe thoroughlyworkedupon,byexplana- tionandteaching,beforeyoucanhope toharvestarichcropofmemorywork.ToteachtheCatechismdemandsagoodgraspofthetheological truths.Ourteacherscannotbeexpectedtohaveatheologian'sknowledgesofthegreattruths.Henceitis necessarytohaverecoursetoexplanatorymanuals,teachers'aids,andpopu- larcompendiaoftheology.Ihave suggestedbeforethatacornerofour schoollibrariesbedevotedtoCatechiticalLiterature,availabletoteachetti andtaught.Intwoschoolsofthe Archdiocesetheyhaveadoptedthesuggestion,andafairlygoodreference libraryisoventotheteacher.;andthe children.Therehasbeenanincreasinginterestinsuchliteratureoflate, andoursincerewishisthatthereligiousteachersoftheArchdiocesewill becomepartisansofthatinterest,and thatthemovementwillflourishinour schools.

Historymustbetakeninabroad sense,andincludethebiographiesof modernChurchmenandCatholic statesmen.Howfrequentlydowe delightinreadingshortbiographical sketchesofgreatmenin"TheCatholic Press-andelsewhere,yethowmany teacherscollectthoseasreadingmatter fortheirclasses?Biographiesarethe greatmeansofbringinghometothe childrenthefactthatsomemenliving amidtheirownconditionshavepracticedsuchvirtuesintheirlives.They areproofswecanpointto,goalsto spuronourefforts.Biographiesare lessonsinbeingmen.WhatisShe goodofhero-worshipunlessyoumean toliveuptothatstandardyourself? Butifsuchanideahasneverbeenproposedtochildren:ifgreatmenare merelynamesanddatesandfacts,and theirpersonalitiessohigh-and-mighty astobeunapproachable,theyreally arenotmuchgood.

Undertheheading,"Instruction,comesafullerexplanationofessential things.Ouraimistovarytheprogrammeinthissectioneachyear,so astomilitateagainstmonotonyof everdoingthesamethings.We selectsometopicandmakeitthepinnacleofinterest,andendeavourto haveanewpeakorafreshaspectof thesamepeakforstudyeachyear. ChurchHistory. Theworkoftheleavingclassesisan improvementonlastyear.Thecourse prescribedisconsideredtooheavy,but _AncomparisonwithwhattheyaredofileinIrelandandEngland,itiscomparativelyalightprogramme.The programmewillremainthesame,but Iwilloutlinemeansofselectionwhich willlightenitsomewhat.InChurch Historyourpositionisnotyetsatisfactory.Thetextweareusuingis partlyresponsible.Ourlineofattackisalsoatfault.Isuggestedlast yearthatweshouldwriteourown ChurchHistory.Fiveteachershave beguntheworkwiththeirclasses,selectingthetopics:"TheIslandofSaints andScholars?'"TheGreatWestern Schism,""TheOxfordMovement."and the"PioneerPriestsofAustralia." ThebestavenuetothisidealofapeopleactivelytakingpartinourChurch servicesistheschool.Wehavetaken thefirststepinthatdirection.To consolidatetheworkaccomplished thisyear,wemustcreateopportunitiesforchildren'ssinging.Achildren'sBenedictionserviceoneach FirstFjidaywouldbeadmirable. TherewassomeattemptatSocial Studythisyear,oneschooldoinga considerablecourseoflecturesbased onthe"RerumNovarium"ofLeo XHI.'Wedonotaimatadetailed studyofthegreatproblemsinsocial science.Ouraimisrathertogivethe seniorpupilsinourschoolsanindicationoftheattitudeoftheCatholic Churchtowardsthegreatindustrial andeconomicissuesoftheday.The coursecanbeeasilydonein-afew well-plannedlectures.Apersonalacquaintancewithsomeproblemswhich ourowncountryprovides,wouldbea trainingfortheirgrowingminds.In IrelandandEnglandsocialguildsare flourishing.Ishaveoftenthoughtof suggestingtotheSocietyofSt..VincentdePaultheadvisabilityofformingjuniorbranchesinourbigschools withasocialstudycircleattached. Mostofthebigcollegesintheold countryhaveLeoGuilds.wherea courseoflecturesaregivenandthe membershaveapersonal.knowledgeof theactualconditionsoftheworking classesthroughvisitation.Inthis waytheyaremadetorealisethatthere isasocalproblem,whichhasnotyet enteredtheirlife,butwhicheventuallywillinfluencethemeinlateryears.

TheactionoftheQuebecProvincehasmeritedunstintedpraiseinthepress ofU.S.A.Thenon-Catholicpopulationofthisprovinceissosmallasto bealmostnegligible.Yettheauthoritiesthereequipandmaintainseparate schoolsforthoseunwillingtoenterCatholicschools.Ifyouseekcountries outsidetheEmpire,youcangotoHolland,anon-Catholiccountry,which equipsandfinancesschoolsforeachreligiousbody.

Canapeoplebemoralwithoutreligion?Thereisanoldproverb whichruns:"Ifyouplucktheflowerfromitsroots,theflowersoondies." MoralitymustrestontheonlysolidfoundationofReligion.Itisobvious consequentlythatyoucannothaveamoraleducationunlessitisareligious education.Wehavedirectedyourattentiontothestatesmanwhohasoc casionedanewbirthforhiscountry.Nowcomebacktothebirthofanother nation.GeorgeWashington,standingonthesodofanewly-bornland, andvisioningthe.futurethatawaitedit.declared:"Ofallthedispositions andhabitswhichleadtopoliticalprosperity,religionandmoralityareindispensablesupports.Letitbesimplysaid,whereisthesecurityforproperty, forreputation,forlife,ifthesenseofreligiousobligationdesertstheoaths whicharetheinstrumentsofinvestigationincourtsofjustice?Andletus withcautionindulgethesuppositionthatmoralitycanbemaintainedwithoutreligion."Hissuccessorshaveignoredhiswarning,,andwecanview theresult,?nthecrime-riddenAmericaofto-day.

ItisalongstepfromWashingtontoCoolidge.Butcomparetheirviews enthisvitaltopicofeducation.SpeakinglastDecember,thePresidentsaid: "Mereintelligenceisnotenough.Enlightenmentmustbeaccompaniedby thatmuralpowerwhichistheproductofthehomeandofreligion.Real educationandthetruewelfareofthepeoplerestuponthisfoundation, whichtheGovernmentcanapproveandcommend,butwhichthepeople themselvesmustcreate"FromWashingtondowntoourday,thewisest statesmenofU.S.A.havebeenatpainstoimpressupontheirpeoplethefact thatwithoutmorality,widelydiffusedamongthepeople,goodgovernmentcannotendure,andthatintheabsenceofdefinitereligiousbelief, whatpassesasmoralitymustsoonfail.

Itisquitetruethatmorality,"moralpower,"derivesitsstayfromreligion,andthatitfindsapowerfulallyinthehome.Butifyouholdthe viewthatreligionandmoralityshouldbetaughtONLYintheChurchand home,youhavethewrongendofthestick.IntheCatholicview,thereis nosphereoflife,nohumanactivity,fromwhichAlmightyGodandHis Lawcanbesafelyexcluded.Leastofall,perhaps.canHebeexcluded fromtheschool,thatactivitysoprominentinthelivesofourchildren,upon whomrestallourhopesforthefuture.Andregardingsolelythepracticalaspectofthematter,wearejustifiedinasking:"Ifthechildisnot trainedinreligionandinmoralityatschool,wherewillbebetrained?"Half anhouronceortwiceaweek,underchurchlyauspices,isnotenough.Few parentstoday-haveeitherthetimeortheabilitytoimpartmuchmorethan thebarestelementsofreligioustraining.Theunfortunateprobabilityis thatifthechildisnottrainedinreligionandinmoralityatschool,he willreceivenoreligioustrainingwhateverworthyofthename.Whyreligionshouldbeincludedinanysufficientschemeofeducation,andhowit canbetaught,arequestionswhichtheCatholicChurch,throughherschools, hasansweredwithnotablesuccess.Theseschoolsalonemeetthestandards whicharenecessaryforthecreationofgoodAustraliancitizens.Theydo notconsiderthat"mereintelligenceisenough,"butstrivetoimparttoevery pupil"thatmoralpower"whichfindsitsmostlastingfotindationinthe truthsofsupernaturalreligion.

Mostpeoplefightshyofstatistics.andanyargumentbasedonthemis rebuttedbytheadage,"You - canproveanythingbyfigures."Evenso,we askyou,gentlereader,tostiflethatprejudiceandlookatthoseplainfigures whichshouldinterestyou.WhatdeourCatholicschoolssavetheState Treasury?Now,attendandhearwhatyouandyourco-religionistssave theStateinthematterofeducationalfinance.In1922,wehad8,270children, attendingourCatholicschools.Attherateof£9perchild,whichwas quotedthatyear,butwhichweconsidermuchtoolowanestimateofthe costnerchildineducation,wesavedthisStateofW.A.thesumof£74,430. -7hegreatbusinessoftraining,therefore,is,first,tolaybeforethechild thebestandnoblestideal;secondly,togetthatidealstampedintohis mindintheconcreteformofsoundprinciples:thirdly,sofirmlytoestablishthehabitofactingaccordingtothoseprinciplesthatitwilllastforthe restofhislife.Nowcomesthefinalquestion--issuchanIdealfromwhich radiateprincipleswhicharetheguidinglightsofcharacter,thebasisof all-isitpossiblewithoutreligion?IfGodbebanishedfromthetraining process-thenwherearethesanctions?WhyshouldIseekanideal whichremandsanefforttoreach?Whyacceptprincipleswhichcurbmy inclinations?WhyworryaboutcharacterifIamabletoearnmyownliving?Nosatisfactoryanswercanbegiventoqueriessuchasthese,unless weacknowledgeaGodtoWhomweowethedutyofobedienceinthesematters.Younsovsevertheflowerinfullbloomfromitsroots,butthe flowersoonlies.ItisalikefallacytoimaginethatwecanteachmoralityandcharactertoourchildrenwithouttheknowledgeofalivingGod, Whoselawisourlife.Education,therefore,issynonmouswithamoral training,acharacter-formation.Thataggregateofqualitieswhichwedesignatebythatwordcharacterarelackinginthattrainingwhichhasno placeforGodinitscurriculum.Characterisaflowerthatcannotlivewhen severedfromitsroots.No.itmustbeplanteddeepdowninthesoilof Religion.tendedannurturedbythefertilisingshowersofGod'sgrace,trainedtoclimbontheuprightsofChristianprinciplesuntilitreachesitsidea ofaChrist-like',loom.inshort,trueeducation,ofwhoseessenceismoralityandcharacter.isareligiouseducation.whosefragrancecanneverfade becausetherootsareinGod.
