WefindtheCatholicChurchcalled Catholicandreveredassuchbythe ancientFathersandBishopsandwriterswhoEyedintheearlydaysofChristianity.WefindSt.CyrilofJerusalemexpresslydeclaring"thatthe ChurchiscalledCatholicbecauseshe isspreadthroughoutthewholeworld, fromoneendoftheearthtothe other."St.OptalusandSt.Augustine makeuseofthewordCatholicasopposedtotheschisinoftheDonatists.
TheDonatistsprobablyderivedtheir namefromDonatus,surnamedthe "Great,"whowasthesecondSchismaticalBishopofCarthage.During thefirstthreecenturiesofherexistence.theCatholicChurchwasconstantlyandcruellypersecuted,millionsofChristianslaiddowntheir livesfortheirFaith,andsometimes thepaganemperorswouldissueedicts thatallthesacredbooksandthesacredvesselsweretobedeliveredupto theauthoritiestobeburned.Those Christianswhofromtimetotimede liveredupthesacredbooksorhanded tothepagansthesacredvessels,o worstofall,whodenouncedtothe paganauthoritiestheirChristian brethren,werecalled"Traditores," fromwhichourEnglishword"traitor" isderived.Now,theerrorofthe Donatist:consistedchieflyinmaintainingthatanyoneNvhowas,orhadever been,a"traditor"wasincapableofadministeringaSacramentvalidly,consequentlyalltheconsecrationsofbishopsperformedbytraditores,orby personssuspectedbybeingtraditores, werenullandvoid.Thetroublewas increasing.andthematerwasreferred totheEmperorConstantine.who,just aboutthistime.hadbecomeMasterof RomebydefeatingMaxentius.thelast paganemperor.Con'tantin'referred

Herewegetawhisperofthatextravagancewhichisallegedagainetthe AdministrationofthedayinIreland.Theneedforeconomywasemphasisedduringthe'elections,anddefinitejaromisesweremadebyMinistersand supportersoftheGovernmentthatpublicexpenditurewouldbesonsideralsly prunedandastrictwatchwouldbekeptuponthefinancesoftheFree `state.Whilstrevenueisbuoyantthereisalwaysatendencyonthepart ofGovernmentstobeextravagant,andwhetherfrominexperienceoralack ofcorrectappreciationoftheresponsibilitiesofauthority,therehasbeen alavishdisplayofgenerosityinthedistributionofpublicrevenueinIreland inArmy.andCivilServicepayments.Astart,however,hasbeanmadeto reduceexpenditurebydemobilisingaconsiderablenumberofthelarge standingArmywhichtheGovernmentthoughtessentialforthemaintenance ofOrderandLawintheFreeState,andwiththe!ImitationoftheCivil Servicelist.Considerablesavingscanbemadeinthesetwobranchesof unproductivelabourandinotherdirections,aspointedoutbytheLord Mayor.Thedeclarationthat"stark,nakedhunger"isinthehomesof thousandsofourkithandkinintheOldLanddoesnotendorsethefrequentassertionsmadethatthereisareactioninfavourofindustrialprosperitythroughoutthenation.ItishardtounderstandthevariousstatementsthatAmbeingmadebyMinistersoftheSaorstatandothersthat tranquility,orderandlawisbeingswiftlyestablishedundertheinfluence oftheneworderinIreland,whentheIrishcapital'snewspapers,whichare responsibleformuchofthepublicitygiventoctirrenteventsintheFree State,publishcontraryviews.Lawisstillbeingfloutedinmanypartsof thecountry,notwithstandingthedeclaredinflexibledeterminationofthe Governmenttohuntdowncrimewithinitsterritory.Itisremarkablethat somuchwantonandviciousdisregardforauthorityprevails.Tocounteracttheevilforcesthatareconspiringagainstthelife,welfare,andsafety oftheIrishcitizens,whoareloyaltoGovernment,aPublicSafetyBillhas passeditssecondreadingintheDail,andavigorousattemptisbeingmade toestablishorderuponafirmfoundation.Untilthatisdone,theactivitiesoftheGovernmentwillcontinuetobecrampedandimpeded.Meanwhile,theworkofreconstructionwillbedelayedandunemployment,and poverty,whichistheuglymateofunemployment,willbeamenacetoorder andauthority.
ThedifficultiesoftheGovernmentarenotfullyappreciatedbythepeopleasawhole,consequentlythereisnotthatco-operationwiththeGovernmentwhichisessentialforaspeedyrestorationoforderandtranquility.Uneinplos-mentisashadowthatisloomingdarkandthreateninginEngland. Thereconditionsoflifeamongalargesectionoftheworkingpeopleare wretchedintheextreme.OnlytheGovernmentdoleisstandingbetween themandstarvation.
InIrelandthisuglyspectreisalsoashadowonthelandscape.Thereleaseofthepoliticalprisoners,ofwhomnotmanynowremaininprison, andtheircontributiontounemploymentisanothermatterwhichisgiving anxietytotheGovernment.Untilthesemenarereinstatedintheiraforetimeoccupationsandgivenanincentivetorenouncetheirpolitical antipathytotheTreaty,discontent,andheartburningswillprevail amongstthem.Itisofnoimportancethattheirprisondoorshaveopened iftheyhavereturnedtotheirhomesonlytofindthattheyandtheirdependentsareupagainstthespectreofunemploymentandstarvation.Many ofthemareinhadhealthandunfittedtoreturntoworkimmediately. Somethingshouldbedoneforthem.Anditwouldbesoundpolicyonthe partoftheCosgraveAdministrationtoadoptthebroadestprinciplesofconciliationintheirregard.Mr.Cosgravespeaksofrepayingoldloamand keepingfaithwiththecountry'sobligations.Whilstthatisanessential dutyoftheIrishGovernment,itisnotanimmediatenecessity.It raisedrecentlyatenmillionloaninternally,andtheenthusiasmshownby themagnificenttotalofcontributionsmanifestedtheconfidenceofthecountryintheGovernment.Thatrioneywastobedevotedlargelytoreconstructionworks.ThegreatimperativedutyoftheGovernmentistomisiediatelyproceedwiththeseworksandraisethespectreof"stark,naked hunger"whichexistsinotherpartsofIrelandasinDublin.ItisonlyreasonableandmercifulthattheGovernmentshouldmakesomeprovisionfor thereleasedprisonersuntiltheyfindemployment,andsoputthembeyond thetemptationtobecomeirreconcilableenemiesoftheGovernment.
Weoftheraceinthiscountry,whetherbybirthordescent,areintimatelyinterestedintheprosperityoftheIrishFreeState,andthoughwemay havewidelydivergentviewsontheGovernment'spolicy,whilsttheGovernmentismakinganhonestandstraightsawardefforttorestoreorderandto establishauthority,wethinksupportandencouragementshouldbegivento theCosgroveAdministration;whenitfailsinitsdutytothepeople,then letitconstitutionally,hesweptfrompower.Ourhopeisthatthisyear willclosewithafinerecordofworkdonebythemforGodandErin.
TheLaity'sResponsibility
TheCatholiclaymanisinagreatmeasureresponsibleformanyofthe falseideasofhisnon-Catholicfellowmen.True,somearepossessedofa narrowminderinesswhichnoamountofeducationorpersuasioncouldchange. batthisisnotuniversallytrue.Theaveragenon-CatholiciswoefullyignorantofCatholicteaching,simplybecausethere.hasbeennoonetoproperlyinstructhiminfundamentalCatholicprinciples.Heassociateswith Catholiclaymeninbusiness:inpolitics,andinsociallife,yetheneverreceivestheslightestinklingofCatholicdoctrinefromhisCatholicfriends. Why?Therearetworeasons.TheCatholiclaymaneitherdiesnotknow hisreligon,orheisashamedtoopenlyprofessit.
Thefirstreasonseemstobemore.tothepoint.IninstructingnonCatholicsthepriestisfrequentlyconfrontedwiththestatement:"Whydo myCatholicfriendsrefusetoanswermyqtiestions?"Weareatalossto know,unlessitbethattheCatholicfriendsdonotknowtheirreligionsufficientlywelltogiveareasonforthefaiththatisinthem.ifsuchisthe case,theyshouldhangtheirheadsinshame.
TheLordlsfayorofDublin,atameetingoftheDublinCorporationinDecemberlast,referringtocertainreportswhichweresubmittedforconsideration,saiditwouldhavebeeneasiernottorulethemoutoforder,butlet thembedealtwithbythegoodsenseofthemembersoftheCouncil,andif thesewerenormaltimeshewouldtakethatcourse.Butasthefinancial 'affairsofthecountrywereinatransitorystage;asunemploymentwasmore generalthaneverbefore;asstark,nakedhungerwasinthehomesofthousandsoftheirpeople,particularlyintheCityofDublin,hethoughtitwas thedutyoftheCorporationtoeaveeverypennytheycouldlegitimately,and

This,fromtheleadersoftheChurches, wasanincentivefortheneoplealsoto beverycordial.Hedidnotflatter himselfthathewasaltogetherdeservingofthenicethingsthathadbeen saidabouthim,andcouldassure.those presentthathissuccessinthedistrict wasduetothepeoplethemselvesand tothegenerousassistancehehadhad fromthevarious bodies.He hadalwaystakenaverykeeninterest inthedistrict,andherecalledtheprogressofthetownduringthepast22 years.In1902Katanisingwasavery insignificantplace.Thefarmersof thattimehadhadaveryuphillfight, butgritanddeterminationhadpulled themthrough.Hereferredtothe Church,which,inmoneyandpromises, hadbeenpaidforonthedayupon whichitwasopened.Healludedhumorouslytohisactivitiesinsport.The peopleinKatanninghadalwaystreatedhimkindly,andhecouldassure themthathewasreturning-andwould onlybeawaytwelvemonths.He wishedtothankthemforthewalletof notes,whichwouldcomeinvery handy,andheassuredthemthathe wouldfindnodifficultyingettingrid ofit.Hethankedtheartistswhohad sokindlycontributedtotheevening's entertainment.Healsothankedthe Chairmanforhisremarks,andforhis presentationofbellstothechurchesat KatanningandKojonup.Hegreatlyappreciatedthesekindnesses.andtenderedhisverysincerdegratitude.He wouldcarryawaywithhimtotheOld Landverymanyhappyrecollectionsof thepleasantdaysspentinKatanning. ReplyingtothegreetingofhisMinistersataNewYear'sreception,Signor Mussolini,thankingthemfortheiraid in"thehardtaskaccomplished,"said itwouldstillbesometimebeforetheir workwascompleted.However,they hadmadeallpreparationsfortherealisationoftheiraims.Theyhad,first ofall,tore-establishtheideaofthe Stateandtofixtheideaofgovernment.Theywereproudofhaving madeofgovernmentalivingorganism 4,inthemidstofnationalsociety.The newregime,heclaimed,hadgivendisciplinetotheItalians,which,although imperfect,wasagreatimprovementon whathadexistedbeforeNovember, 1922.EuropewasnotArcadiaeven bef6re1914,andviolencedidnotfirst originatewithFascism.Itwasnot easytopassfromastateofinsurrectiontoalegalsituation,andmanyproblemswereinvolved,whichoftenoc cupiedhisthoughtswhileotherpersonsslept.Theycouldwithoutunduepridebesatisfiedwiththeirwork: thatworktheywouldcontinue.Italian lifewouldbeatstillstronger,andnationalreconstructionwouldbethe headingunderwhichFascismwould makeitsgloriousanddefiniteentry intoItalianhistory.Gen.Ferrari,the ChiefofStaffoftheArmy,hadpresentedaplantohimforthereorganisationofthemilitia,withaviewto promotingthenationalinterests.The alteration,however,wouldnotinvolve anyalterationinthetraditionaland fundamentalcharacterofthemilitia AmbassadorsandthePapacy.

TheRev.CanonWalterKiely,one ofthebest-knownandbelovedofthe IrishpriestsinEngland,celebratedthe GoldenJubileeofhispriesthoodrecently.BorninCappoquin,-Co.Waterford,onApril12,1846,or77yearsago, CanonKielyhashadaveryinterestingcareer.Afterhisordinationin RomeonDecember20,1873,heleft Ireland,andhasresidedsince1881in Portland,butthoughoutofhisnative landforsuchalongperiodhenever ceasedtotakeadeepandactiveinterestinherwelfareandheraffairs generally.WhenthelateMichael DavittwassufferinginPortlandPrisonforhisparticipationinFenianism, hewasfrequentlyvisitedbyCanon Kiely.AftertheRisingof1916,numbersoftheSinnFeinersfromIreland wereconfinedinPortlandPrison, wheretheywereministeredtoby CanonKiely,whothenwas,actingas chaplaintotheinstitution.Another bodyofprisonersaliocameunderhis spiritualswayweretheConnaught Rangers,whomutiniedinIndia,and 30ofwhomwereimprisonedinPortland,whereatonetimehehad210 Irishprisonerstovisitandattend. Amongstothers,Messrs.Bartonand Dowling,thelatterofwhomwasassociatedwithRogerCasement,werein theprison.In1921,theGovernor tookmattersintohisownhands,and dealtratherdrasticallywithMr.Barton,whowasplacedinapunishment cellonslowdiet.CanonKiely,asan Irishman,tookupthecaseofhissufferingfellow-countryman,andcommunicatedwithMr.JosephDevlin, M.P..whowasthenamemberofthe BritishHouseofCommon:.Mr.DevlinbroughtthetreatmentofMr. BartonunderthenoticeofParliament, withtheresultthatMr.Barton'sgearterswerschanged,hisremovalto Portsmouth,wherehefinishedhis time,havingbeenordered.AtpresentCanonKielyoccupiestheposition ofNavalChaplainatPortland,andis alsothechaplaintotheprison,which hasrecentlybeenconvertedintoa Borstalinstitution.Byallclasseshe ishighlyesteemed,butbynonemore thantheIrishmenandwomenwhose lotitistobebroughtintocontact withhim.

AttheFranciscanMonastery,Erith, lastDecember,Father'Modestus, O.S.F.C.,receivedthecongratulations ofhisbrethreninreligionontheoccasionofthesixtiethanniersaryofhis ordination.BorninGlasgowin1840, heenteredtheFranciscanCapuchin OrderinBelgium,andwasordained priestinBrugesonDecember16,1863.
AsayoungpriestFatherModestus workedforsomeyearsinSouthAustraliainthedayswhenvisitingtime Catholicsscatteredoverlargetractsof countryoftenentailedjourneyswhich ranintohundredsofmilts.ReturningtoEnglandin1874,FatherModestusfilledsomeimportantportion,of hisOrder-.andwastwiceProvincialof theEnglishFranciscanCapuchinProvince.Itwasduringhistermofoffice thattheFriarsacquiredasaHouseof StudiesSt.Bernard'sSeminary,Olton, whichhadbeenbuiltbyBishopUllathornefortheDioceseofBirmingham.
In1899FatherModestusproceededto America,andfortwentyyearswasengagedinmissionaryworkinvarious partsoftheUnitedStates. -Nell-MeritedTribute.
Aremarkabletributeto'heJesuit FatherswaspaidbySirGeorgeLloyd, theretiringGovernorofBombay,on theeveofhisdeparturefromIndia. SpeakingatXavier'sCollege,Bombs'', SirGeorgeLloyd,onbehalfofthe Government,thankedtheFather:for theireducationalworkintheBonnlay Presidency."Inthefiveyea,-;sinceI firstspokeinthishall,"saidtheGovernor."Thavehadnocausetogoback onanythingIsaidasregardsyour work,butIshouldlikeifpossibleto

In1798theIrishCollegeatRomewas abolished,anditslaststudent,Dr. Blake,shippedtoMarseilles,andthe CollegeBuildingsconvertedintomilitarybarracks.In1824Dr.Blakerestoredthefoundation.Hehadmeanwhilebeenaparishpriestofoneofthe Dublinparishes.Withtheblessngsof theIrishHeirarchyandcommendatory letterstothePopefromthefourarchbishops,totheCardinal-Prefectofthe SacredCollege,andtotheSecretaryof Propaganda,Dr.Blakecamebackto Rome.NicholasCallan,thefirststudentattherevivedcollege,whobecameaneminentscientistandprofessoratMaynooth,accompaniedhim. The"Phenomena"Repeated.
M.Langevintecelvedratherviolent blowsontheleftcheekboneand shoulder.Atthesixthseance,a waste-paperbasketwasmoved. Therewasanoiseofgrindingfrom thebasket,whichwentupintheair. The,controllers,however,discovered thetricksemployed,andrepeated themafterthemedium'sdeparture. Theresult"ofthemetaphysicalex perimentsconductedattheSorbonne byanumberofeminentsavantsand thefamousPolishmediumGuzikis nowmadeknown,andthereporton them,publishedinthe"Opinion,"is notfavourabletothemedium,who,it isalleged,resortedtotricks,easily discovered,inordertoproduce"phenomena."Theexperimentsweremade ontheinitiativeofM.PaulHeuze,a keenstudentofmetaphysicalenigmas. andGuzikagreedthattheyshouldbe scientificallyverified. Atablewas placedinacornerofthelaboratoryof experimentalbiologyattheSorbonne. Themediumsatatoneendofthetable andtheprofessorandotherspresent weregroupedaroundit,andformeda chainbyholdingoneanotherbythe littlefingerandplacingtheirhandson astripofphosphorescentpaper.The roomwasindarkness,butthephos-phorescentpaperrevealedthepresence, position,andmovementsofthehands ofthemediumandcoptrollers.
Waste-PaperBasket'sEvolutions. Thosesittingtotherightandleftof themediumcouldcontrolGuzik'slegs. NowandagainDeJelski,managerof themedium,puttohimquestionsin Polish,whichweretranslatedinto French.AtthefirstseanceM.Rabaud,ProfessorofBiology,andL. Langevin,ProfessorofPhysics,were touchedontherightandleftshoulders respectively,andachairwasdisplaced attherightofthemedium.Atthe thirdseanceM.Langevinreceived ratherviolentblowsontheleftcheekboneandshoulder,andagainachair wasdisplaced.ThatoccupiedbyM. Rabaudwaspushedagainstthetable. Otherpersonsweretouchedatthe sixthseance,andawaste-paperbasket. ontheleftofthemediumwasmoved: therewasanoiseofgrindingfromthe basket,whichwentupintheair,fell onthenoseofM.Langevin,andfinally landedonthetable.Thecontrollers discoveredthetricksemployedandre- peatedtheminthesameconditions afterthedepartureofthemedium.
Inordertoconfirmorrefutethe hypothesisthatthelegsofthemedium hadbeenemployedinproducingthe "phenomena,"itwasdecidedtoinstituteanautomaticcontr(1ofhislegs. Soasecondseriesofseanceswasorganisedonthisbasis,andtheyyielded negativeresults.Nophenomenonwas produced.Thereportoftheprofessorsconcludesthatphenomenaofcontactanddisplacementsalwaystake placewithinreachofthemedium,that inthecourseofthesixseancesthe mediummadeattemptstofreeoneof hislegs,andthatallthephenomena disappearedassoonashislimbswere controlled.
Theprofessorsdeclareunreservedlythatthephenomenapresentedtothem donotputintoplayany"mysterious mechanism,"andthattheywereproducedbythemedium,whousedhis elbowforcertaincontactsandoneof hislegsfordisplacingarticles.This isthesecondtimethatso-calledmysteriousphenomenahavebeenexposed byM.PaulHenze.
