MESSAGE FROM THE MAYOR Aloha everyone, As I write this, 59 people were killed and 527 more injured in Las Vegas after a shooter opened fire upon concert goers from the 32nd floor of a hotel across the street.

At this time, I can confirm that we did have a county employee from the 9th floor in Vegas for training and she is ok. Another employee was on vacation in Las Vegas and also unhurt.

I don’t know the status of any other county employees who were in Las Vegas, either for work or personal reasons. As you all know, Vegas is a popular vacation spot and our residents will go just for the weekend sometimes.

II you have family for friends there, I hope that they were untouched by this nightmare, what is now the deadliest shooting in modern U.S. history. These incidents happen far too often and we need more than thoughts and prayers. What we need right now is leadership and action.

That’s all I’m going to say about that right now.

Closer to home, I’d like to thank Homeless Coordinator David Nakama, the Family Life Center, Ka Hale A Ke Ola and the Maui Police Department for their fine work in getting housing for two families of 8 people each who were homeless and living in an encampment near our Kahului Water Treatment Plant along Amala Place.

It is very difficult to get housing for large families, and it was only through the collaboration and diligence of all those involved that made it happen. Mahalo to you all, and I hope County Council members notice your hard work, so that they may pass legislation funding more of our homeless initiatives.

And finally, congratulations to South Maui Parks Distric Supervisor Mary Kielty for holding the first Starlight Cinema event at Kamaole III Park last month. I heard the showing of “Jungle Book” was very popular with the community. Mahalo for all of your hard work!

A Message from Managing Director Keith Regan “Beware of small expenses. A small leak will sink a great ship.” – Benjamin Franklin “Never spend your money before you have it.” – Thomas Jefferson A daily takeout coffee from a favorite franchise. Lunch out with friends several times a week. An online shopping spree just because the items were on sale. So many relatively small purchases can add up quickly and undermine our finances– and leave us wondering where our paycheck went!

Thankfully, there are a number of simple yet effective strategies that can help manage our personal finances, and stretch the paycheck even a little further while setting aside funds toward our goals.

1. Take advantage of the County’s pre-tax options such as deferred compensation and flexible spending accounts.

As an employee, you are entitled to these valuable programs that can help you save money while reducing the taxable portion of your income. If you’re not sure where to start, your Department Personnel Officer (DPO) can help you schedule an appointment with a deferred comp representative when they visit. Your DPO can also share information with you about other pre-tax plans you may be eligible to enroll in.

2. Utilize the County’s self-service employee website.

The new Payroll system has been contracted and will be rolled out soon, and the new online system will make it even easier for you to keep tabs on your earnings, deductions, leave reports and other important payroll information. Stay tuned for updates!

3. Spend less than you earn every month.

Certainly this is easier said than done, but good financial habits can make this a lot easier. While it’s fine to splurge once in awhile, it’s important to track your daily expenses to make sure you don’t sink the ship with the little leaks.

4. Avoid buying on impulse.

We’ve all made the mistake of wandering around in Costco with a short list, then exiting the store with a full cart and a couple hundred dollars less in the bank. Make a list and stick to it, even if you have to shop just before closing to avoid temptation.

5. Set up automatic deduction for your savings or retirement account(s).

You probably won’t miss the $15, $20 or even $50 a paycheck, but it can add up very quickly to a sizeable emergency fund for a rainy day.

6. Take good care of your vehicle.

By keeping a regular maintenance schedule, you can help minimize major issues down the road. This will, in turn, save you money on costly repairs that could have been avoided.

7. Watch your credit like a hawk.

With the recent security breach at Equifax, it’s important to know right away if your credit score drops significantly; it could be a sign of fraud, identity theft or errors. If you discover that an account has been mysteriously opened in your name, or other financial actions that you did not initiate, you will need to take action quickly to minimize your liability and protect your finances.

8. Don’t smoke.

Don’t start, ever, and take steps to quit if you already smoke. Cigarettes are one of the most expensiveand health damaging- habits a person can have, and they will rob you of money, steal your health and take years off your lifespan. Quitting is a gift not just to yourself, but to your friends, family and neighbors as well. The health plans offered by the County through the EUTF all have smoking cessation programs that can make it easier for you to quit. I encourage you to try, and try again until you succeed.

9. Keep credit card debt to a minimum.

By making the minimum payment, you’ll be paying maximum interest. On the flip side, by paying off your balance each month, you’ll be saving big time on high interest rates that are like bed bugs: You can never seem to get rid of them. This important habit is also a variation of #3: Never spend more than you earn every month.

10. Treat your household budget as if you were running a business.

Setting a budget can help you stay on track with your spending, and remind you of long-term goals you are saving for. Sticking to your budget can help reduce stress and increase satisfaction when you start reaching your financial goals. Keep your profit margin in the black, even a modest margin, and you will making progress. As your own CEO, you will soon see how short-term sacrifices reap long-term rewards.

EDDIE TAM GYM TO BE CLOSED DUE TO MAINTENANCE The County of Maui Department of Parks and Recreation (DPR) announced that due to maintenance issues to the Eddie Tam Gym in Makawao, the Gym will be closed on October 14 and 15, 2017.

PHILIPPINE FLAG RAISING CEREMONY KICKS OFF FILIPINO-AMERICAN HISTORY MONTH

Mayor Alan Arakawa and the County of Maui together with the Maui Filipino Chamber of Commerce Foundation officially kicked off the month of October as Filipino-American History Month with a flag raising ceremony on Tuesday, October 2 in front of the County Building at 200 S. High Street. In 2008, the Hawaii State Legislature passed Act 15, 2008 which established October as Filipino-American History Month to “commemorate the contributions of Filipino-

Americans to the history and heritage of Hawaii and the United States.” After the brief formal program, entertainment was provided by La Galeria: Compania Baile Filipino and food samples were provided by the restaurants who will be at the Maui Fil-Am Heritage Festival: CAA Market Place, Central Mini Mart, Lea’s Halo Halo, Paradise Supermart Fastfood & Catering, R.M. Mini Mart, Randy’s Catering & Fastfood, and Vidad’s Local Kine Grindz.

“I invite all residents to attend the upcoming Maui Fil-Am Heritage Festival on October 21 at Queen Kaahumanu Center to discover the cultural diversity that makes Maui a special place to work, play and live,” said Mayor Alan Arakawa.

“The Maui Filipino Chamber of Commerce Foundation is appreciative of Mayor Alan Arakawa and the County’s support in celebrating the month of October as Filipino-American History Month,” said Sharon Zalsos, president of the Maui Filipino Chamber Foundation. “We look forward to sharing our Filipino-American history, heritage, and culture with all of Maui County.”

In the spirit of the quickly approaching holiday season, Mayor Alan Arakawa is joining the Maui Food Bank to promote hunger-relief efforts that will help prevent local families from facing hunger, and challenges Maui County departments and its 2600+ employees to raise a minimum of 100,000 pounds of food between now and November 15, 2017.

“Over the holiday season, the Maui Food Bank experiences heightened demand for food among individuals and families in need. As many of our most vulnerable residents are often the same individuals who rely on food banks, I am pleased to launch this Holiday Food Drive Challenge as a part of Maui Food Bank’s Annual Holiday Campaign,” said Mayor Arakawa.

“I am hopeful that Maui County’s 2600+ employees and the community at large can collectively meet our 100,000 pound goal. For the sake of our Maui Nui community, please join the various county departments in the #MayorsKauKauChallenge to help our neighbors in need,” said Arakawa.

The public is asked to drop off monetary and nonperishable food donations at various locations.

For the purposes of the competition, $1 will be equivalent to a one pound donation of food.

Leak Detection - Department of Water Supply BY: CHARLENE SAKAMOTO Department of Water Supply

Pictured from left: Jeffrey Malunay, Pipefitter I, and Jimmy Yanos, Pipefitter Helper The Department of Water Supply (DWS) has several divisions within the Department and the Field Operations Division is one. Some of the employees in this Division are the ones that are along roadways repairing and replacing our waterlines to maintain water service for our community.

In May, 2015, the DWS added a Leak Detection van to its fleet of vehicles. Some of you may have seen this van on the roadway, emblazoned with the words “Department of Water Supply LEAK DETECTION”. Manning the van is a Leak Detection crew consisting of Jeffrey Malunay, Pipefitter I, and Jimmy Yanos, Pipefitter Helper, both of whom are well trained and equipped to detect leaks throughout the County waterline system.

With the presence of this easily identified van, some are confused by the program’s intended purpose. Field Operations Dispatch personnel, who receive trouble calls on a 24/7 basis, receive requests for the Leak Detection crew to help locate leaks on private properties. The Leak Detection crew was not established for this purpose.

The Leak Detection crew’s purpose is to locate and identify the County’s waterlines and its appurtenances and to proactively detect

underground leaks in the County’s water system.

Once a leak is detected, the maintenance crews will repair the leaking waterline, resulting in the conservation of water.

If a consumer receives a bill that is higher than normal, the consumer should check for visible leaks on the property. If a visible leak is not detected on the property, the consumer should check the water system for leakage by first ensuring that no one is using any water on the property. Then open the water meter and locate the transponder, which is a black cylinder that measures water consumption going through the meter. Flip the cover to open the transponder.

A clock-like face will have a red star and a red hand on it. If either the red star or the red hand is moving, there is a leak somewhere on the property. If the red star or the red hand is moving rapidly, the leak may be large; whereas, if the red star or red hand is moving slowly, the leak may be small. Repairs should be made as soon as possible.

Water must be shut off at the gate valve while repairs are being made.

If a gate valve cannot be located, contact the Field Operation Division’s trouble call line at 270 7633, to arrange for the shut-off of water. There is no fee for water shut off during regular working hours. page 9

Mayor Arakawa, Lahaina town celebrate Keawaiki Park improvements BY: SUE KIANG Department of Parks & Recreation

In August 2017, the improvements and beautification of Keawaiki (Small Boat Harbor) Park in Lahaina were officially dedicated by Mayor Alan Arakawa. This park, located next to the Lahaina Harbor across from the Old Lahaina Courthouse is the first of three phases of the community planned Lahaina Harbor Front Improvement Project.

Improvements to the area included two shade trellises, new landscaping, permeable brick pavers throughout, more lighting, new lamp posts and new tables and benches.

This project was conceived and planned by the Lahaina community during nine months of public meetings. The three overall goals developed during the planning process were: 1. sites 2.

With conceptual drawings in hand, Lahaina Restoration Foundation led the Mayor’s team on a walkthrough of the area, and the Mayor agreed to fund the first phase of the project. page 10

These funds were administered by Roxanne Teshima and Stephanie Kuramata from the Grants

Section of the Parks Department. The Parks Grant Program provided oversight of project plans, and approved the budget, budget updates, and all payment requests. They also provided LRF with guidance on county procedures and processes.

Once the project was underway, LRF provided daily traffic control in the harbor area for six months during times of peak congestion including cruise ship arrivals. LRF also served as project manager and met weekly on site with the contractor.. All of these services were provided by LRF at no charge to the county.

The success of this project was the result of the cooperation and close working partnership between the County Parks Grants Section and LRF. Many problems were solved and hurdles overcome due to a focus on the end goals of the project.

The design of Lahaina Harbor Front Phase 2A, another Parks grant program, is currently underway. This phase will be a re-landscape of County property on the mauka side of the Lahaina Public Library. Plans include a wider sidewalk, interpretive plaques, benches, areas for demonstrations and lectures. Landscaping will reflect native Hawaiian plants with an emphasis on kalo.

Mayor’s Office of Economic Development receives excellence award

The County of Maui Mayor’s Office of Economic Development won a Gold Excellence in Economic Development Award for its 2017 Made in Maui County Festival, a project in the category of Special Event of the International Economic Development Council (IEDC).

The honor was presented at an awards ceremony on Tuesday, Sept. 19, during the IEDC Annual Conference, which was held Sept. 17-20, in Toronto, Ontario, Canada.

“On behalf of the IEDC board of directors and Excellence in Economic Development Awards Advisory Committee, congratulations to the County of Maui Mayor¹s Office of Economic Development,” said Michael Langley, FM, CEO of GREATER MSP, Minneapolis-St. Paul, MN, and 2017 IEDC Board Chair. Not only did they work to

provide a necessary service to their community; but also, their participation in the awards program sheds light on their stellar projects which other communities can now use as a benchmark.”

“I was thrilled to be at this conference in Toronto to receive our award on behalf of Maui County,² said said Teena Rasmussen, Director of the Mayor’s Office of Economic Development. ³IEDC announced that they had a record 625 entries for the Excellence in Economic Development Awards this year. It is extremely gratifying that the Made In Maui County Festival rose to the top of our category by receiving the Gold award. It is great validation that the Festival has become an economic engine for our community.”

“The IEDC awards process is a thorough, nonbiased and multi-layered process. These are

extraordinary accomplishments for all winners, and an overall great effort by all participants. We look forward to next year’s awards competition,” Langley said.

The Made in Maui County Festival was established in 2014 by the County of Maui Mayor¹s Office of Economic Development (OED) and the Maui Chamber of Commerce. Held each year at the Maui Arts & Cultural Center on Maui, this major event was created to help grow the islands¹ value-added and small manufacturing businesses based within the county¹s three islands of Maui, Molokai and Lanai.

According to Rasmussen, “Vital to vendors’ success and the Festival¹s overall economic impact is the ŒBuyers Preview,¹ a B2B event where prequalified buyers, wholesalers and distributors receive a complimentary admission to meet with vendors and find new locally made products. Invitations are sent to 700+ wholesalers and distributors in Hawaii, the U.S. Mainland, Canada, Australia, and Japan. The relationships built and resulting purchases are taking Maui County businesses to new heights and to markets with both domestic and international export potential.

This event also spurs economic development to our fledgling companies that are given the opportunity to attract major buyers and are urged to consider the implications of scaling up production.²

In just 4 years, the festival has helped build that number to over 260. Being a juried show, the festival is the most sought-after products show on Maui, with the promise of unveiling new products, meeting with prospective wholesalers and distributors, and connecting with new customers.

A dynamic entrepreneurial ecosystem has been developed around the festival, with 14 business development partners offering a wealth of programs, grants, consulting, microloans and workshops to further the success of these companies. Even those companies who do not get selected to showcase their products are offered a free 1-hour business consult. A Made in Maui County Marketplace website (www.madeinmauicounty.com <http://www. madeinmauicounty.com/> ) was also created to help festival vendors connect with consumers and wholesale buyers year-round.

The 4th annual Made in Maui County Festival will be held on Nov. 3 and 4, 2017 and will feature over 140 vendors offering a wide variety of made in Maui County products; along with food trucks, product demonstrations, fashion shows and drawings.

BY: GINNY MCKEE Department of Management In any new software implementation, the acronyms fly right and left, and it is no different with our project to implement Workday software for HR and Payroll. Over the last 6 weeks, a team of 37 employees and 6 consultants hovered in the project team room to complete an exercise known as Business Process Alignment (BPA). During the 100+ hours of BPA, representatives from nearly every department in the County shared their Day in the Life (DITL), explaining the forms, policies, and processes they use to support the County’s HR and Payroll functions.

Once our implementation consultants from Sierra-Cedar understood our processes, they were able to align these with industry and Workday best practices, and complete the Workday

Business Process Review (WDBPR). In spite of the complexity of our processes, the team left BPA confident in the Workday solution, and the opportunities to improve or even eliminate some processes, thereby meeting a project goal of increased efficiency.

One key activity taking place in October is the Change Readiness Assessment which will be made available to 250 County employees. This anonymous survey will be used to help understand the challenges being faced in deploying the Workday software and new processes, and to develop a plan to make the transition as easy as possible. If you are one of the “lucky” 250 employees chosen, we look forward to your honest and candid feedback.

Department of Housing & Human Concerns Preliminary Grant Application In an effort to meet the needs of Maui County residents, all qualified private nonprofit and for-profit organizations providing or planning to provide services and programs in the areas of social welfare, youth services, alcohol and substance abuse, homelessness, youth centers and other public service programs within Maui County are invited to submit a Preliminary Grant Application to the Department of Housing and Human Concerns (DHHC) Funding periods will be from July 1, 2018 to June 30, 2019 and July 1, 2019 to June 30, 2020.

Storm Water Matters

Construction Pollution Prevention Workshop

The County and the Hawai‘i Department of Transportation (HDOT) Highways Division hosted a Construction and Post-Construction Best Management Practices (BMP) Workshop at the Maui Arts & Cultural Center in late August.

The training was a huge success with over 90 participants.

The workshop focused on pollution prevention practices related to development. Attendees included County and State employees, architects, engineers, consultants, contractors, inspectors, and local vendors offering stormwater BMP products. Attendees had the unique opportunity to network with professionals in a similar field as well as discuss stormwater BMP product availability with vendors.

The training day highlighted local projects and had informative sessions focused on Construction BMP Challenges and Lessons Learned presentations. The sessions were interactive as attendees shared their project experiences.

Attendee feedback described the workshop as “a good broad based introduction to the various requirements and agency responsibilities” and as providing the “ability to get exposure to the changes in construction related to new stormwater regulations.” The workshop survey indicated that 100% of participants would like

to attend next year’s training session and would recommend the training to others.

Sediment is the most common pollutant from construction activities and can be transported to streams and oceans through storm water runoff. Many of the BMPs discussed at the 2017 Workshop were related to dust control, erosion control techniques, and post-construction (or permanent) measures to prevent erosion.

Maui County and HDOT adhere to comprehensive construction site runoff control programs to prevent water pollution during construction activities. Pollution prevention starts at the design phase of a project. Designers consider both construction and post-construction BMPs to minimize the project’s environmental impact.

Contractors play a critical role in executing the designers plans and in following permit requirements starting with breaking ground. This workshop was highly desired by attendees from many different backgrounds in construction.

The 2017 Construction and Post-Construction BMP Workshop was the first joint conference hosted between HDOT and the County of Maui and both parties look forward to future training collaboration.

Councilmember Guzman proposes bills to protect archaeological, cultural sites Two legislative proposals were introduced at the County Council meeting on Oct. 6 to address concerns presented during discussions on a proposed moratorium on sand mining, Councilmember Don Guzman announced.

“The proposals offer solutions to key issues raised during the Council’s Infrastructure and Environmental Management Committee discussions regarding a temporary moratorium on sand mining in Central Maui” stated Councilmember Guzman. “The valuable information gathered during these meetings inspired the drafting of the bills.

“The fact that there is litigation over this matter points to areas of concern and ambiguities in our policies, and as the residing councilmember of Central Maui, this is of serious concern to me.”

The first proposed bill would amend the definition of “Resource Extraction” in the Maui County Code to more narrowly encompass activities that may result in natural resources being mined and used for purposes other than on-site construction.

The second proposed bill would amend the code to enhance enforcement provisions when persons fail to comply with state and federal regulations affecting archaeological monitoring, preservation, or mitigation plans or requirements of the soil and water conservation districts. The proposed bill also includes a provision allowing officials from state and county agencies to enter property for the purpose of ensuring compliance with rules and regulations.

“The Council’s role is to clearly define the resource extraction process so the Administration can better regulate and safeguard our finite resources and sensitive cultural sites, complexes and landscapes.

I heard the testimony and understand the related court action, and offer these bills in an effort to bring clarity and certainty to our laws” stated Guzman.

Domestic Violence Awareness Fair to be held October 14 The County of Maui Committee on the Status of Women announced it is hosting its 4th Annual Domestic Violence Awareness Fair on Saturday, Oct. 14, 2017 from 11 a.m. – 3 p.m. at Queen Kaahumanu Center.

The event is open to the public and is designed to provide information about domestic violence and the support and resources available to our community. Participating organizations include Women Helping Women, PACT (Parents And Children Together), Child & Family Services, the Office of the Prosecuting Attorney – Victim Witness Program, and Maui Police Department’s Domestic

Violence Unit.

“It’s up to us as a community to help stop domestic violence,” said Sheila Rae Kelley, Chair of the Committee on the Status of Women. “Our hope is that this event can offer hope and healing to anyone needing help in saying ‘No More’ to an abusive situation. We all need to be educated about the impacts as well as the resources that are available, because in truth, domestic violence affects all of our lives.”

The department also welcomed Gary Saldana to the Current Planning Division. Gary previously worked for many years with County Council and at Office of Council Services before starting his new career as a Planner IV 9/16/17.

Congratulations to Long Range Division Planner VI Garrett Smith, who was selected to fill the position on a permanent basis effective 10/1/17.

He was previously an emergency hire.

Farewell and best wishes to Joy Paredes, who accepted an appointment at the Department of Fire & Public Safety as the new Private Secretary to the Chief. Joy was previously the Secretary I in the Long Range Division.

August’s other winner, Land Use & Building Plans Technician Pikake Fernandez Ruiz, recognized Zoning Inspector I Merle Tashiro for her above and beyond efforts. Pikake described Merle as “full of life, with a go get ‘um attitude and is not afraid to do what it takes to get her job done.

When dealing with the public, Merle would go above and beyond to try and help them, but if excuses do not turn into compliance, she will slap you with a violation without any hesitation. She brings a lot of life experiences to our everyday work challenges and breaks the tension with humor and laughter.”

On behalf of Mayor Alan Arakawa, Deputy Managing Director Jock Yamaguchi and Budget Director Lynn ArakiRegan praised the employees and retirees, offering Mayor’s appreciation for a job well-done.

“These employees being recognized exemplify everything good about our County workers,” Mayor Arakawa said following the recogntion events.

“They’re dedicated to public service, work well together, have a great attitude and go beyond the call to get things done. I’d like to wish all of our dedicated public servants a big mahalo for everything they do to make Maui County one of the best communities in the world.”

“During the past year, Officer Segault selfgenerated 383 cases, as well as responded to 402 calls for service and issued 111 citations. He has recorded 26 felony arrests, 27 misdemeanor arrests, 2 traffic arrest and 76 arrest assists. These statistics are a reflection of Officer Segault’s ability to find a balance between his duties as a uniformed patrolman and his willingness to take on added responsibility as one of our up-andcoming narcotics investigators.”

“Despites the demands of his patrol duties, he is also n active and decicated member of the United States Army Reserve 871st Engineer Unit, serving once each month and participating in additional extended drills and missions that occur once or twice every year. Civic Adventures Answers the Call for Help

Lei Halia O Kalaupapa is an annual event commemorating the lifting of the isolation ban for patients with Hansen’s disease living in Kalaupapa by placing ti leaf lei at every known burial site. A total of 330 ti leaf lei were made on Maui through Kaunoa’s Civic Adventures program, with help from Kihei Youth Center, and shipped to Kalaupapa for the event.

Ballistic Missile Preparedness BY: CHARNAN CARROLL Maui County Emergency Management Agency While the chance for Hawaii to be threatened by a nuclear missile launched by North Korea is considered unlikely, current news headlines are creating concerns and questions for all of us. As with any type of hazard that could affect us, it is prudent to be prepared.

Because nuclear radiation is the topic of the day, let’s talk about how we can be prepared for this type of emergency.

Be Informed Upon notification of a missile launch, Hawaii State Warning Point will activate the ‘Attack-Warning’ signal on all outdoor sirens statewide (wailing sound) and transmit a warning on radio, television and cellular telephones.

All residents and visitors must immediately seek shelter in a building or other substantial structure.

In the case of a launch from the Korean peninsula, Hawaii will have less than 12 to 15 minutes before missile impact.

There are no designated blast or fallout shelters in the State of Hawaii at this time. Due to the extremely short time between missile launch and impact, sheltering in place is the best option.

Make a Plan When an attack warning is received or a brilliant white light (flash) is observed, take immediate action. Surviving the immediate effects of a nuclear detonation requires sheltering in resistant structures.

Remain sheltered until you are told it is safe to leave or two weeks (14 days) have passed, whichever comes first. Listen to local AM-FM radio stations for official information.

Local Emergency Management Agencies will assess residual radiation and fallout. This could be as little as a few hours or as long as 14 days.

Your family may not be together when a nuclear disaster strikes, so it is important to for everyone to understand the importance of seeking shelter where they are and staying there until it is safe to leave.

Cell phone, television, radio and internet services will likely be severely disrupted or unavailable.

Walkie-talkie radios may be useful in keeping people in communication with one another.

Plan how you’ll contact one another and reconnect after the radiation danger has passed.

Build a Kit In Hawaii, home emergency kits should have 14 days of water, non-perishable food and supplies, per person, for any type of disaster. Don’t forget a battery-powered radio with extra batteries for official announcements, and plastic sheeting & duct tape to cover windows, doors and other areas that are not air-tight.

South Maui Parks & Recreation Staff busy serving needs of public BY: TODD RICHTER Department of Parks & Recreation

Aloha from beautiful South Maui!

Starting in January, as we have done for the past 24 years, we ran the 5-8 year old, and 9/10 year old divisions of our South Maui Youth Basketball League.

Over the summer, we ran our 12/U league with teams coming from Kihei, Kahului and Lahaina.

We run 2 skateboarding events annually at the Kalama Skatepark in partnership with the great people of One Love Skate. We focus on youth age 12 and under, averaging 20-25 participants at each event. Itâ&#x20AC;&#x2122;s a fun day of skateboarding education, games and challenges that ends with many prizes handed out. The grand prize awarded at the end of the event is always a brand new skateboard.

Our skateboarding events are held in June and December.

Late last year we established a partnership with the DLNRâ&#x20AC;&#x2122;s Maui Outreach. We have started a Barbless Fishing Program that teaches kids the value of using

the less harmful barbless hooks. Participants learn how to tie proper hook knots, casting techniques, identifying measuring and releasing fish. They are also encouraged to take care of the beach and ocean.

As an added bonus, a NOAA representative speaks, and demonstrates procedures for an injured or sick seal. It is an all-day event for youth ages 9-12. To promote fishing as a family activity, we ask that at least 1 parent attend. We end the day with prize giveaways and a potluck lunch. For safety reasons, we limit the program to 20 youths.

Another partnership we have developed over the past couple of years is with the Kihei Charter School.

Their students do volunteer work in our parks such as pulling weeds, painting picnic tables in the beach parks. This year 2 projects were started and completed. The first being the addition of painted graphics at the Kalama Skatepark. The 2nd project we worked on was a pictorial display of old Kalama Park. The end result can be seen on the wall inside

the Extension Pavilion at Kalama Park.

Each Spring we are the lead in organizing a Bike Safety Program as part of the Keiki Fest held at UHMC. After watching a short video on safe biking and proper helmet fitting, the kids practice what they learned on a course we have set up. Generous businesses or individuals donate new bikes for prizes.

Every child who watches the video and completes the course is then eligible for the bike giveaway at the end of the event.

Also this Spring, we participated in the 1st Annual West Maui Green Ways Festival by providing the bikes and helmets for the bike safety portion of the event.

In addition we monitored the bike safety course.

South Recreation staff is always happy to help with a Kayaking Program at Olowalu Landing developed by the Department Inclusion Specialist. This enable individuals with disabilities to get out on the ocean.

Out staff goes to the Kihei Youth Center weekly and recreates with the members. During summer break, we also do a weekly recreation day at both South District PALS sites.

New this year, we started a weekly board game day

with the Kaunoa Seniors in the Kihei Community Center Main Hall. The game that seems to be the most popular is The Game of Things. Lots of laughs.

Another new addition this year we started a summer youth kickball pilot program. We are hoping next year we can conduct an actual league.

In October we will run our 3rd Annual Youth 3 on 3 Basketball Tournament at Kalama Park. A very popular 2 day event that draws teams from all over the island. We have 3 age divisions, 13/U, 16/U, and 18/U, with a maximum of 10 teams per division. We also include several skills compet-itions. New for this yearâ&#x20AC;&#x2122;s tournament will be a 10/U division that will replace the 18/U division.

Lastly, after a ground-breaking ceremony held on August 31st, we look forward to the completion and use of the South Maui Recreation Center. This air conditioned facility located in the South Maui Community Park will feature 2 full length basketball courts, locker rooms, meeting rooms, a kitchen/ concession area, and Parks staff offices.

We have a great District crew and we really enjoy providing recreational activities for our South Maui community.

E-Cycling Closed on Maui this month; Reopens October 31st The County of Maui Department of Environmental Management announced that its County-sponsored “E-Cycling” Electronics Recycling Program will close on Maui during the month of October.

The Maui E-Cycling program, located at 901 Lower Main St. (across Maui Soda & Ice) will reopen Tuesday, Oct. 31 and will accept all the materials it usually accepts: all TVs and TV accessories; all computers and computer accessories; all audio, phone and gaming devices; and all microwave ovens.

Upon reopening on October 31st, the Maui E-Cycling hours will be Tuesdays from 1-5 p.m. and Saturdays from 8 a.m. – 1 p.m. The E-Cycling program on Molokai remains open and has no restrictions. Lanai E-Cycling is event-based, also with no restrictions.

“We’ve had to rearrange our schedule in the shortterm because the pounds of electronics recycled in Maui County has outstripped the pounds manufacturers must pay for in accordance with the State electronics recycling law,” said Marty McMahon, E-Cycling Program Manager for Habitat for Humanity Maui, program sponsor. “I’d like to thank the public

for their patience, and as this is the last closure of the year, please do not dump items at the gate, or leave items along the roadside or at the landfill during the month of October when we are closed. Full restoration of services is just a month away.”

Habitat is the yearly recipient of a County Recycling Grant that helps pay for the program. E-waste processors pay all shipping costs, over $300,000 per year, and there is no charge to the County to process E-waste. The County has provided free E-Cycling for eight years for the benefit of Maui, Molokai and Lanai residents and businesses. One 40-foot container every week, at a minimum, is shipped to mainland processors.

Parks & Recreation Moving Sports Leagues & Recreational Programs to a Tri-Annual Permit Processing The County of Maui, Department of Parks and Recreation will be moving to the Tri-Annual Permit Process for all leagues and recreational programs.

This new process will affect application requests for the majority of facility usage countywide, including athletic fields, multipurpose fields, ballfields, courts, pools, and gymnasiums.

This means that coaches, league organizers, athletic directors and other sports officials must submit their application requests months before each season begins. The new system will be more efficient than the year-round system which would sometimes result in overbooking of facilities.

The new Tri-Annual Permit Process schedule looks like this: - to reserve county facilities and fields for the WINTER/SPRING season (January 1 to April 15), application requests must be submitted to the department during the first two weeks in October, which this year falls between October 2 to 13, 2017.

- for the SUMMER season (April 16 to July 31), application requests must be submitted during the first two weeks of January, which next year falls

between Jan. 1 to 15, 2018.

- for the FALL season (August 1 to December 31), application requests must be submitted during the first two weeks of May, which next year falls between May 1 and May 14, 2018.

“Once everyone gets used to the new schedule they’ll find that it will be more accommodating and less cumbersome than the old permitting system,” said Parks Director Kaala Buenconsejo. “The main thing right now is that those looking to reserve fields and facilities for the Winter/Spring season need to get their application in next month, between Oct. 2 to the 13th.”

Application request packets will be available at all Department permit offices and also on the County of Maui website at www.mauicounty.gov/parks.

Application requests will be reviewed in the priority order outlined in the Department’s administrative rules (also available at www.mauicounty.gov/parks).

Budget DIrector Lynn ArakiRegan is beyond excited that her dog, Taiko, has become a therapy dog with Caring K9s Maui.

The mission of the organization is to improve the quality of people’s lives through the magic of pet Monica Morakis, Aging and Disability Specialist therapy. Their IV, Office of Aging, Department of Housing and work includes Human Concerns, and Chris Morakis would pet therapy like to share their feelings of joy in the marriage visits to nursing of their only son, Galen Morakis and their homes and adult now daughter in law, Angela Morakis. Galen day care centers, and Angela were married on July 29, 2017 in comfort visits with hospice patients, as well as Charlotte, North Carolina. Congratulations to the various educational and therapy programs at growing Morakis Family! schools, children’s camps, and Boys & Girls Clubs.

Atwell was born on September 9, 2017 at the Maui Memorial Medical Center. The Department of Environmental Management’s family just grew larger with just the cutest new member.

Thirteen youth aged 5 to 18 participated in the Lanai Skate Jam held on September 10 in the Lanai County parking lot. Kids learned how to skate and balance on the skateboard.

It was tons of fun going up and down the ramps, winning prizes, and enjoying the refreshments provided by the Lanai parks staff under the direction of Norraine Pascua.

Take Immediate Action 1. If you are indoors, stay indoors well away from windows.

2. If you are outdoors, seek immediate shelter in a building preferably a concrete structure such as a commercial building or parking structure.

3. If you are driving, pull safely to the side of the road and seek shelter in a nearby building or lie flat on the ground.

4. DO NOT look at the flash of light.



1. Remain sheltered until you are told it is safe to leave or two weeks (14 days) have passed, whichever comes first.

2. You may be advised that it is safe to leave your shelter for short periods of time to locate food, water and medical care.

3. Electrical, water and other utilities may be severely disrupted or unavailable.

Why Have a Department Safety Policy?

SUBMITTED BY: SEARAY BELTRAN Safety Specialist III, Department of Corporation Counsel There are no laws requiring employers to have handbooks and policy manuals, even for safety and health issues. Then why should your department go to the trouble and expense of creating written policies? In two words--safety pays!

The investment of time and money to ensure that employees understand your safety and health program rules comes back with positive--and measurable--returns. Injuries and work-related illnesses mean higher insurance premiums and increased operating costs--which eventually mean higher costs to customers for products and services and lower margin for competitiveness, not to mention damage to a company's reputation with the community, with potential employees, and with its own workforce.

Your Department's Policies Your department's handbook is the logical place to plainly state rules, regulations, and procedures that affect safety, and wellness in your facility, as well as other workplace issues.

By consistently applying and communicating safety and health policies and incorporating these policies into core business processes, employers can: • Reduce the cost and frequency of penalties for health and safety violations.

• Minimize the likelihood of lawsuits.

• Lower health insurance and workers' compensation premiums and other medical costs.

• Increase productivity and morale.

• Expand safety and health awareness at all levels.

• Improve communication and trust between management and workers.

• Bring about a lasting, positive change in employee relations.

• Ensure minimal disruptions for customers and clients.

• Protect the company's reputation.

Policies serve several useful functions: • Giving rules that can be applied consistently • Answering frequently asked questions for employees (especially new hires) • Meeting legal requirements for providing certain information to employees in writing, and • Outlining company goals.

A lack of policies--or simple noncompliance with them--often sends the message that employees' safety is of secondary concern to the bottom line. And your employees should never have the impression that safety takes a back seat to productivity!

Why Safety Plans?

Depending on your type of operation, federal OSHA requires as many as 18 safety plans and there may be additional requirements from state agencies including workers compensation providers. OSHA and state agencies sometimes use the words “plans” and “programs” interchangeably but in most cases, they mean the same.

Written safety plans will help you comply with workplace safety laws, prevent worker productivity losses due to occupational injuries and illnesses, and reduce workers' compensation and related litigation costs. Effective safety plans depend on the credibility of management's involvement, inclusion of employees in safety and health decisions, rigorous worksite analysis to identify hazards and potential hazards, stringent prevention and control measures, and thorough training.

Why Must Policies and Plans Be Put in Writing?

Without written policies, directors, managers and supervisors will often rely on decisions made by peers and predecessors who have handled similar situations in the past. Other director and managers rely on instinct, dealing with each situation as it arises and relying on their own “good” judgment to make the right decisions.

Either approach results in inconsistencies, which in turn can result in misunderstandings, grievances, and even lawsuits. A single manager's decision--with no written policy to back it up-can set “policy” and influence dozens of similar decisions by other managers and supervisors.

In most cases, OSHA requires safety plans to be written but even when not specified by regulations, written documentation will go a long way in preventing possible OSHA citations.
