Aquinas College is a Catholic school for boys in the Edmund Rice tradition and it welcomes international students from Kindergarten to Year 12 to the College. Currently Boarding is only offered for students from Year 7 to Year 12.

The College is located on the banks of the Canning River about 10 km from Perth central business district on 62 hectares of land. It has a long history of having students from overseas since the College began in 1894. International students are important as they add another dimension to the life of the College.

Enrolment Procedures If you wish to send your son to Aquinas College as an International student, you will need to complete the following procedures. Note: International Students are accepted into Kindergarten -12 at Aquinas College, but only from Years 7-12 for Boarding.

All matters brought to the attention of the College will be handled with confidentiality. There will, though, sometimes be occasions when information provided may need to be presented to others in an effort to investigate or resolve a complaint. The College maintains a record of all complaints received such that services can be constantly improved.

Complaints may be about any aspect of a student’s educational experience at Aquinas College that they believe to be unfair, unjust or unreasonable. Be sure to tell someone with the ability to fix the problem if you are unhappy. The College can only improve something if you tell them about it.

The College will, in the first instance, attempt to solve simple issues informally. Should that fail, or in the case of serious complaints, the matter will require formal action within the Complaints Procedures. All formal complaints must be provided in writing with supporting details.

The College will address all complaints promptly and provide acknowledgement of the complaint within 10 working days. All responses to formal complaints will be in writing. The College’s final response to any complaint will detail in writing the decision and the reasons supporting that decision. This will be stored in the student’s record file. Students will be given a written record of the outcome.

Students are encouraged to monitor their academic progress. The College has an obligation to protect the privacy of each individual, but students are able to discuss their progress with their tutor or subject teacher at any time.

The Director of International Students will meet with each student to review their progress at the completion of each term. The Term 1 and 3 meeting will be pastoral in nature. At the end of each semester, which is the study period for Aquinas College, the review will be focused on academic progress.

This meeting will require informal input from the subject teachers and the tutor teacher as well as input from the student as to their perception of their progress. This meeting will result in an individual action plan to be developed by the student.

Satisfactory academic progress is defined at Aquinas College and applicable to overseas students as: Lower Secondary (Years 7 to 10): students are required to obtain an average minimum result of a ‘D’ grade in all subjects according to the College assigned grades. Upper Secondary (Years 11 & 12): students are required to obtain an average minimum result of a ‘D’ grade across their subjects and/or maintain the minimum requirements needed to attain their WA Certificate of Education (WACE).

Students who are identified as being ‘at risk’ of failing to attain satisfactory progress at the completion of Term 3 will be notified in writing by the Deputy Principal.

Those students who have failed to attain satisfactory academic progress at the conclusion of the academic year will be formally advised in writing at the time their academic report is issued of the College’s intention to report the student to the Department of Education. The student will then have 20 working days (4 working weeks) to appeal the College’s judgment.

The student must put any appeal regarding academic progress in writing. In particular, the student must advise the College of any circumstances, especially compassionate and compelling grounds, for the College reconsidering its decision to report the student to the Department of Education.

Any student who is reported to the Department of Education will be issued with a Section 20 breach notice.

The College requires that students maintain their attendance rate well above the Department of Home Affairs requirement of 80%. This will ensure that the student is less likely to fall below the 80% rate should they fall sick. When a student falls below the 80% rate of attendance, the College will calculate whether sufficient time within the school year exists to reverse the situation to above the 80% attendance rate requirement.

In the event that a student falls below the 80% rate, the College may accept ‘compassionate and compelling’ grounds but only if: the attendance rate remains above a minimum of 70%; the student provides a written explanation and evidence to support that explanation; the explanation provided by the student is deemed to be truly compassionate and compelling; the student has been able to otherwise maintain their satisfactory academic progress.

In this event, the College will formally write to the student stating that their rate of attendance falls below the required standard and there is insufficient time to allow the student to return to a satisfactory rate. Before the student is reported to the Department of Education, the student will receive notice that the school intends to report them to the Department of Education and advising that they have 20 working days to appeal the decision to the school. In the event that the student’s appeal is unsuccessful, then the school will produce a Section 20 breach notice.

In the event that the College decides to extend the international student’s enrolment, the College will advise the student to contact Immigration to seek advice on any potential impacts on the visa, including the need to obtain a new visa.

All instances of deferment, suspension or cancellation may be appealed by the student under the guidelines listed above for Complaints and Appeals. The student then has 20 working days to finalise that appeals process either within the school and/or using external appeals processes. During that time, the College enrolment is maintained but the student may be prohibited from attending school.

Where a student is under the age of 18 years, a Letter of Release will only be granted where the student’s parent or legal carers have confirmed in writing their support for the transfer, or in the case where the registered provider supervises the welfare of the student. Valid enrolment from the new course provider will also confirm their acceptance of the welfare responsibilities of the student. If no Welfare Letter is produced, the transfer will not be approved.=

The College’s preferred position is that all International students be in Boarding. When the International Student is enrolled in Boarding, the College requires that International students have a designated carer who may be, but not necessarily, a blood relative. Parents must nominate an adult, to Aquinas College for vetting, to act as a carer. Aquinas College has a process for choosing and mentoring carers and potential carers must apply to the College in order to be recognised as a carer, so long as they have met the necessary criteria as outlined by the College. This includes all adults over the age of 18 having a Working With Children Card if they are not family members.

An offer of enrolment will not be made until the College has approved the carer. Failure to provide a carer acceptable to the College will result in a failure of the application and enrolment will not proceed. Please see page 27 for full details of the criteria required to be a carer.

It must also be noted that, at all times while students are in the care of their carer, Aquinas still has a duty of care for the students and is responsible for any behaviours. If carers fail in their responsibilities, while in charge of the student, they can lose their right to be a carer and thus put the student’s position at the College and student visa at risk.

The College maintains an obligation to monitor the duty of care that is being provided by the carer and will contact Department of Home Affairs where the College believes that the student is not being well looked after or is being neglected in any way.

The College at all times maintains an important duty of care for the welfare of the student under legal provisions such as the Education Act, 1999 and the Child Protection Procedures required by the Catholic Education Commission. This duty of care applies to all teachers within Western Australia.

Failure by an under-age student to abide by the arrangements set in place by the College or required under Visa Condition 8532 and Section 5.1.d may be grounds for suspension or termination of enrolment as it places both the student and the College at risk. Under these circumstances the College maintains its responsibility for the welfare of the student until such time as: the student is accepted by another registered provider and that provider

the student leaves Australia, or other suitable arrangements are made that satisfy the Migration

The College will only proceed with the provisions under Section 5.1.d for reporting a student via PRISMS when all other options for resolution have been exhausted. In all instances, the student retains rights of appeal as per the Complaints and Appeal provisions.

Support Staff Apart from the excellent academic staff delivering the curriculum at Aquinas College, the student will also receive the additional specialised support of the Director of International Students, the school Psychologists, Head of House, Heads of Schools and Careers Counsellor. The student will be placed in a Tutor group for further support and guidance.

The Director of International Students The Director of International Students monitors the welfare of international students while they are studying at Aquinas College. The Director of International Students also monitors attendance and can organise tutors for International Students struggling in any subject. The Director of International Students is available to counsel students and to help them with personal and academic problems and refer them to the appropriate services if required.

The Director of International Students is contactable at all times in serious situations, otherwise he is contactable during school hours 9450 0698. For any after hours emergency, they can be contacted on 0419 975 569.

English as an Additional Language or Dialect Aquinas College does not offer English as an Additional Language or Dialect (EALD) courses to International Students. To graduate from secondary school in Western Australia, and gain a Western Australian Certificate of Education (WACE), students must have successfully completed an approved literacy (English) course at both Year 11 and Year 12 level. This means that any International students must have a level of English that would enable them to pass the WACE English courses. International Students studying at Aquinas College must be able to achieve the literacy requirement for WACE Graduation (WACE).

Curriculum All schools in Western Australia follow the curriculum authorised by the Western Australian Government. This curriculum focuses on the student’s learning in terms of what they know and are able to do. At this College the curriculum is divided into nine learning areas: Religious Education, The Arts, English, Health and Physical Education, Languages other than English, Mathematics, Science, Society and the Environment and Technology and Enterprise.

In Years 11 and 12, students select their subjects from a range of approved courses that allow them to receive a Western Australia Certificate of Education (WACE) upon completion of their studies.

Reports Reports are issued three times per year: at the end of Term 1, end of Semester 1 and end of Semester 2. It is an expectation that the carer attends the Parent Teacher Evenings to meet with teachers and speak about the student’s academic progress. Parents and/or carers have the facility to access a student’s results and academic progress throughout the year through the College Portal. This means that parents/carers don’t have to wait till report time to find out how their son is progressing. The information on student progress on the portal will be updated every five weeks.

English Requirement for Entrance Appropriate proof of English language proficiency is required with an Application for Enrolment.

The required levels for entry are outlined in the College Enrolment Information brochure. Students are required to be able to demonstrate literacy through a recognised English competency test (AEAS is preferred), or have graduated from a recognised English Language Academy. Results from any other reputable English testing service will be considered at the time of application. No student will be enrolled at the College unless he can demonstrate a satisfactory level of competency in English as indicated below. Boarding A Boarding environment is the safest and most appropriate accommodation for students of high school age studying away from home. For this reason the preferred position of Aquinas is that International Students at Aquinas College live in Boarding.

Roles and Expectations of Carers All International Students must have a Local Carer while in Boarding. The Boarding houses are closed during term holidays and boarders’ long weekends, and at these times the carer must provide suitable accommodation. The boarding student cannot remain at the College during these periods as no supervision can be provided. If the boarder is too unwell to stay in boarding during the Term period, they must be collected and looked after by the Local Carer. The following criteria and conditions must be met before approval is granted.

The Local Carer: be at least 25 years of age. Family members or friends over 21 may be considered at the Principal’s discretion; be of good character, and provide current Federal Police Clearance and a Working with Children Check and demonstrate the capacity to exercise an adequate duty of care; have permission to reside in Australia until the student turns 18, or their student visa expires. Passport or visa documents will be collected. be able to speak and write English at a good level; complete a Local Carer Nomination Form, which needs to be signed by the Local Carer, the student’s parents, and a representative of the College. The Local Carer must be approved by the College before the student commences boarding at Aquinas; meet with the Principal (or delegate) in order for the College to assess their suitability; permit the College to assess the suitability of the accommodation during the pre-enrolment process, with site visits thereafter if deemed necessary by the College; provide full contact details, including address, contact phone numbers in Australia and an email address; is responsible for meeting the student on their arrival in Perth and providing accommodation; until the Boarding houses open on the evening before the term commences; be available to contact and respond to emergency calls from the College; needs to advise the College of all adults over the age of 18 living in the Local Carer’s home, All adults must also have a Working With Children clearance.

Important Note When a change of Local Carer takes place, the Director of International Studies must be informed and the details of another carer must be provided on the Change of Carer Form, once the vetting for suitability process has occurred. Failure to do so can result in the Student’s Visa being at risk and Aquinas College is required to report such circumstances to the relevant government authority.

SOME SPECIFIC RULES

During Term Time If for some extraordinary reason the International student is staying with their carer during term time, they should stay at home and study on school nights (Sunday - Thursday). Years 10, 11 and 12 students are expected to do at least two hours of study every night. When in the Boarding House, senior students will do at least three hours per night. If there is no formal homework, students should read or revise what they have learnt during the day at school.

During the school week, the student should be in bed with the lights out by 10.30 pm. Students should always be home on time for the evening meal, unless previous arrangements have been made.

Students should let the carers know of any parent meetings at school or other activities that they might like to attend. The College Newsletter should be shared with the carer to keep them informed about school events.

Students should have a limited amount of time to ‘play’ on computers and play stations during the week (e.g. 1 hour each night) and they should only do this after they have finished their homework and chores.

Lockers All students are issued with a locker and a lock for it. Keep your books and personal possessions in the locker when you don’t need them for class. If you damage or lose your lock you can purchase a replacement from the School Office

Normally teachers will permit the student to leave the class unless they are doing a test, etc. If during recess or lunchtime, a student cannot find the toilets, ask one of the staff on duty or another student; they will be happy to provide advice.

We also have two Psychologists, Careers Counsellors and a Chaplain who will help you with personal or study problems. You can make an appointment with either the psychologists or counsellors at the School Office.
