THE JUDGES Thian Chin is leading the Critical Information Infrastructure (CII) Division at the Cyber Security Agency of Singapore (CSA). The division is responsible for building the cyber resilience of the Nation’s essential services across 11 CII sectors covering government, utilities, transport and services clusters.

Thian Chin has over 20 years of experience in Information & Technology governance, risk management, resilience and compliance, and Operational Technology cybersecurity. Prior to joining CSA in August 2015, he was responsible for the regional Technology Governance function in United Overseas Bank. He also led the Technology Risk function in GIC Pte Ltd from 2008 – 2013. In his earlier years, he was a manager leading a team of Information Technology auditors in Ernst & Young.

Thian Chin holds an Executive Masters in Cybersecurity from Brown University, Bachelor’s Degree in Computer Engineering from Nanyang Technological University and is an alumnus of the George C Marshall European Center for Security Studies. He is a certified CGEIT, CRISC, CISM, CISSP, CISA, CDPSE, GICSP and SABSA practitioner.

THE JUDGES Dr Carrine Teoh Chooi Shi (CISSP, CBCP) is Chief Strategy Officer at Bond Holdings and adjunct lecturer at Universiti Teknologi Petronas. With 20 years of experience in engineering technology and cybersecurity, her areas of expertise are CNI protection, standards and privacy. She has vast experience in cybersecurity frameworks, ISO 27001, Common Criteria, PDPA, Cyber Ethics and Critical Infrastructure Protection. She is passionate about the synergy of business and technology, emphasizing on digital economy and cybersecurity. Dr Carrine advocates for women in technology especially in cybersecurity.

She champions the empowerment and active involvement of women in technology and cybersecurity.

She is passionate about developing the next generation of cybersecurity talents, by mentoring and sharing her knowledge and skills.

She was part of the team which spearheaded Malaysian Women in Security (MYWiS). She is Vice President for Nanyang Technological University Singapore Alumni (Malaysia). Dr Carrine was awarded Top 30 Women in Cybersecurity in ASEAN 2021. She is appointed Awards Selection Committee for Cybersecurity Woman of the Year 2021. Since then Aaron has been involved in writing and delivering in-flight aviation security programs for airlines the world over and has trained over 40,000 cabin crew in all aspects of in-flight security. A former IATA instructor Aaron continues to train corporate and aviation security and has recently developed cutting-edge material on mindfulness, Amygdala hijacking, and emotional intelligence and its role in the future of security.

THE JUDGES Recently adjudged as one of the Top 30 Women in Security in ASEAN 2021 and one of the Top 10 Women in Cyber Security Philippines 2020. Her career has taken her through 25 years of study, research, teaching, and administration. She has written numerous articles and editor of popular journals. A lady wearing multifarious hats, she is a soldier, a Certified Ethical Hacker, a Certified Secure Computer user, international lecturer, moderator and panelist, women, peace and security and GAD advocate and Trainor, development practitioner, a Formal mentor, a pistol expert, VVIP Protector, a judoka and above all a mom of 2 wonderful sons.

THE JUDGES As a Fellow of the Singapore Computer Society (SCS), Shao Fei currently serves as President of the Cyber Security (CS) Chapter of SCS, and as a nominated Executive Committee Member of the Association of Information Security Professionals (AISP). At the same time, Shao Fei is a member of the Coordinating Committee for Cybersecurity formed under the Singapore Standards Council, EC-Council Global Advisory Board, Black Hat Asia Board of Advisors, and GIAC Advisory Board.

In his professional career, Shao Fei is a Principal Security Architect at Amazon Web Services (AWS). THE TOP 30 Jannette Chavez-Arceo is an education administrator, peace educator, child, and women protection advocate, and the first female battalion commander of her Army Reserve unit. She works for the Armed Forces of the Philippines includes various policy assignments in the areas of Reserve Force Development, Gender and Development Mainstreaming, Military Leadership Development, Cyber Peace Education, and Prevention of Violent Extremism. She served in the Philippines’ Department of Justice as an Executive Officer of the Inter-Agency Council Against Trafficking (IACAT) Secretariat, the Committee of the Special Protection of Children and a member of the Senior Officials Meeting on Transnational Crime (SOMTC) executive committee under the Philippine Center for Transnational Crimes (PCTC).

Her anti-human trafficking work contributed to the country’s Tier 1 rating in the U.S. Department of State Global Report on Trafficking In Person . She initiated the membership of the Philippine government in the Global Alliance to End Child Sexual Exploitation Online and the Asia Pacific Financial Coalition Against Child Pornography. She was a member of the ASEAN Expert Working Group (EWG) under the ASEAN Senior Officials Meeting on SENIOR CLOUD SECURITY Transnational Crime (ASEAN SOMTC) that drafted and negotiated the ASEAN Convention Against Trafficking In Persons Especially Women and Children (ACTIP) and its corresponding Regional Plan Accenture of Action to Combat Trafficking in Persons (ARPOA) and the ASEAN EWG that legally scrubbed and socialized these regional instruments.

Jenny is the winner in 2022 Ally of the Year from AYA and WIT, Asia, 2021 Women in IT Outstanding Contribution Award, Asia and 2021 SG 100 Women in Tech recipient. She has also received the Top 20 Cybersecurity Women in Singapore, 2020 award.

THE TOP 30 Karthikayini Senthilkumaran (Kart)'s first formal entry into Cybersecurity was as a Cybersecurity Lawyer in 2017, after training in Cybersecurity and Counterterrorism Law in the United Kingdom.

Between 2011 and 2014 she was involved in data protection work as part of the public service in Singapore, and between 2014 and 2017 she underwent training and contributed to the private legal sector in the United Kingdom.

From 2017, Kart was involved in the pioneer team setting up the Cybersecurity legislation in Singapore, as well as leading Industry Development for Cybersecurity companies entering the Singapore market and companies looking to springboard from Singapore to Southeast Asia, the United Kingdom and European Union, United States of America, as well as Australia. During this time Kart also volunteered her time to programmes for women and diverse individuals with less access to enter the Cybersecurity market, as well as supporting start-ups, youth and mid to late career entrants take up Cybersecurity.

She continues to volunteer in these roles and went on to lead the Cybersecurity posture for a technology start-up she co-founded in 2019. In a second cross-market business consultancy start-up she co-founded in 2020, she brought Cybersecurity companies from the United Kingdom to Singapore and Southeast Asia, and Cyber companies from Asia to UK and EU, as well as parts of America, Canada, and Africa.

In her current role as Legal Specialist for Cybersecurity and Technology, she continues to work on Cyber legal posture, and has also spearheaded sharing sessions among global markets the company supports to share knowledge on Cyber governance, compliance, and developments in pen-testing and IoT areas. She continues to conduct these sessions outside of work for people, especially women, and young people as well as mid-career entrants looking to work in Cyber. She also sits on hiring panels at work to have women access cyber roles, and is in the process of publishing a free book for children on basic cyber hygiene.
