Sandy Springs police arrest 4 in human trafficking sting By JOSHUA WILSON and HANNAH YAHNE joshua@appenmedia.com hannah@appenmedia.com SANDY SPRINGS, Ga. — Sandy Springs police arrested four people during an Oct. 7-8 human trafficking operation at Morgan Falls Overlook Park and along Hammond Drive, the department announced Oct. 9. Police said the operation targeted people involved in sexual exploitation and related crimes. It ended with an adult trafficking victim rescued and three children placed in protective custody, according to a news release posted to the department’s social media. Eric Dejuan Lightfoot was charged with trafficking a person for sexual servitude. James Brandon Bell was charged with pimping. Na’kaya Delzora Jones was charged with prostitution, making false statements and three
counts of second-degree cruelty to children. Tamera La’Shay Brasby was charged with solicitation for an illicit sexual act. Records said Lightfoot, who has a Memphis address, was booked into the Fulton County Jail on Rice Street Oct. 8. Bell, who has an Atlanta address, and Jones, who has an Austell address, were booked into the Rice Street jail Oct. 9. The county’s online inmate search tool did not show ages for any of those defendants. According to the county, Bell was released on a $2,500 surety bond Oct. 11. Jones was released Oct. 11 without posting a cash bond. Brasby, according to the police department, was taken to the Fulton County Jail’s North Annex in Alpharetta. Jail records for her were not available as of Oct. 11. The department’s release did not say how the three children were connected
to the case or which agency now has custody of them. “The charges resulting from this operation highlight the serious nature of human trafficking and crimes involving children,” the release said. The department said it “remains committed to thoroughly investigating these offenses, protecting vulnerable individuals, and ensuring those responsible are held accountable through the criminal justice system.” The department confirmed Oct. 10 the operation was the active investigation that Sandy Springs resident Marrón Bridges walked onto Oct. 7 at Morgan Falls Overlook Park. Bridges, who posted videos of the encounter to Instagram, says officers racially profiled her. She has filed a complaint with the department, which says it is reviewing the encounter. Police have not accused Bridges of any wrongdoing.
Police say profiling claim came amid trafficking operation By JOSHUA WILSON joshua@appenmedia.com SANDY SPRINGS, Ga. — Sandy Springs police say a resident who accused officers of racially profiling her Oct. 7 at Morgan Falls Overlook Park had walked onto the scene of a human trafficking operation that led to four arrests. Marrón Bridges, a Black woman, recorded videos at the park and posted them to her Instagram account. They show a white male police officer following her, asking her to identify
herself and then telling her to leave the park. Her account has more than 50,000 followers, and the videos have received hundreds of thousands of views. Bridges later said she filed a formal complaint with the department. In a video posted Oct. 9 to the department’s social media pages, Sgt. Giovanni Gomez, the department’s public information officer, said the department is aware of the incident and that officials are reviewing it. Gomez said Bridges had walked onto
the scene of an active investigation, but he did not specify that the encounter occurred during the trafficking investigation. On Oct. 10, police confirmed it was the Oct. 7-8 human trafficking operation in which officers arrested four people at Morgan Falls Overlook Park and along Hammond Drive. Police have not accused Bridges of any wrongdoing. Gomez referred people to the department’s social media channels for updates.

Candidate Q&A: Fulton County Commission District 3 FULTON COUNTY, Ga. — Fulton County Commission District 3 encompasses parts of Sandy Springs, the entirety of Buckhead and creeps into the midtown area of Atlanta. The district is currently represented by Dana Barrett, who was a Democratic candidate in Georgia’s secretary of state race. She was defeated by Penny Brown Reynolds. Jodi Merriday, a college professor for 30 years, is the Democratic candidate for District 3. If elected, Merriday says she will work to reduce property taxes, strengthen public safety, and protect voters through secure and fair elections. Technology executive Paul Burton is the Republican candidate. He wants to find new revenue streams for Fulton County to avoid higher taxes on current residents. He supports eliminating property taxes for adults 65 and older. Appen Media sent both candidates Q&A. Burton responded. The candidate’s responses have not been edited. www.facebook.com/ burton4fulton3 Why are you running for this office? BURTON: My top priority is to make Fulton County Government work. The county commission has a BURTON fairly limited scope. If we simply fulfill the commission’s core purpose—what it actually has the legal mandate to do—and do it well, everyone will benefit. Today, the commission is dominated by special interests and agendas outside its legal authority, resulting in unnecessary expenditures funded by taxpayers’ property taxes. This should not be the case. What are your top priorities if you are elected? BURTON: We must bring new revenue into the county rather than extracting more taxes from current taxpayers. The county has plenty of money—if only it would stop giving tax breaks and sweetheart deals to those who do not need them.

As property tax bills climb, residents have raised concerns about both how the county spends that money and the appraisal process. What changes would you make to how the county spends tax money and appraises properties? BURTON: The tax digest is rarely accurate. Some properties are missing from the rolls, while others are significantly under-appraised. Correcting these discrepancies will generate enough new revenue to support the county’s social welfare objectives. In January, the FBI seized roughly 700 boxes of ballots and records from Fulton County’s elections hub as part of its investigation into how the county handled the 2020 election. What is your opinion on the investigation and the county’s
response to it, and what would you do to reassure voters about the integrity of Fulton’s election administration going forward? BURTON: In 2020, ballots were cast, counted, and tallied, and a winner was certified. I am not aware of any evidence that the tallies were inaccurate or fraudulent. Going forward, we must ensure that election officials fairly and transparently implement our election laws and processes so that everyone entitled to vote has the opportunity to do so and to have their vote accurately recorded and counted. If election officials do their jobs effectively and properly, everyone will trust the election results—even if they do not like the outcome. That should be our objective. Food insecurity remains a persistent issue across Fulton County, affecting families and a rising number of seniors. Thorne, Goldman renew bitter rivalry in District 1 rematch By JOSHUA WILSON and HANNAH YAHNE joshua@appenmedia.com hannah@appenmedia.com JOHNS CREEK, Ga. — Four years after Republican Bridget Thorne won the Fulton County Commission District 1 seat by fewer than 400 votes, she and Democrat Maggie Goldman are on the ballot again. Their rematch has become a race marked by attack ads, a public insult from the county’s top elected official and a combative debate. Early voting began Oct. 13 and runs through Oct. 30. Election Day is Nov. 3. Thorne beat Goldman in 2022 with 50.28% of the vote to Goldman’s 49.72%. District 1 covers the northeastern portion of the county, including all of Johns Creek, major portions of Alpharetta, the eastern and northern portions of Roswell, and some northern sections of Sandy Springs. The seat represents around 183,000 people, according to county officials. The attacks have resumed. Goldman’s campaign is running ads telling voters to “take the Thorne out of our side.” In August, outgoing Fulton County Commission Chair Robb

Republican Fulton County Commissioner Bridget Thorne, left, answers a question during an Oct. 5 debate in Johns Creek as Democrat Maggie Goldman, her challenger for the District 1 seat, listens. Pitts endorsed Thorne at a campaign event on the rooftop of an Alpharetta business. As she looked on, he went after Goldman. “I know that there’s probably at least one spy here who will repeat what I said,” Pitts said. “I want you to hear me clearly. Bridget’s opponent, Maggie Goldman, is a nutcase.” Thorne later told Appen Media she does not “campaign through personal insults,” but she has said Goldman “knows nothing” and has accused her of “manipulating the press.”
The tension was on display Oct. 5, when the candidates met for a debate before about 150 residents at Rivermont Golf Club in Johns Creek. Clash over reparations One clash came over reparations, or proposals to compensate Black Americans for slavery and the discrimination that followed. Those proposals range from direct cash payments to housing, education and economic development programs. In May, the county’s Reparations
Task Force released a Harm Report of more than 600 pages. The report estimates that Black residents of the county suffered harm worth $908 billion in today’s dollars. “This report demonstrates that Fulton County’s prosperity was built on a racialized economy that first taxed enslaved people as property and later overtaxed their citizen descendants,” the report’s conclusion reads. The report documents that harm but does not say whether or how the county should pay reparations. Commissioners extended the task force for up to two years to develop recommendations and study whether they are feasible. Goldman said Thorne “believes we have already paid reparations in money to Grady Hospital, [historically Black colleges and universities] and MARTA.” Thorne disputed that claim. “I did not say that we already paid reparations,” Thorne said. “I just said, in the report, we should take in account programs that we have developed to help the community. And we should look at ways that maybe we could expand programs.”

Fulton County remains under scrutiny from a federal Department of Justice investigation that found the county jail’s conditions violate detainees’ constitutional rights, citing overcrowding, inadequate medical care and high numbers of in-custody deaths. What is your assessment of the county’s criminal justice reform efforts so far, and what changes would you push for – beyond jail renovations – to address the underlying issues that were identified? BURTON: The jail and its leadership are simply broken. The core issue is not a lack of funding—it is a failure of leadership. People are dying because

they cannot access healthcare, and juveniles are being held in dark isolation for days at a time. It seems likely that a federal judge will order specific actions, and Fulton residents will ultimately foot the bill through their property taxes. We must replace or restructure leadership because the current administration has done nothing to implement meaningful reforms. The Sheriff is an independent constitutional officer that can, and does, act independently of the County Commission, so this problem must be solved in collaboration with him and his office.
the backlash it has caused? BURTON: Flock Safety cameras observe what any individual could see from the same location, so they do not, strictly speaking, present privacy issues. However, access to the collected database has the potential to be misused—for example, through traffic stops based on false positives. Therefore, local law enforcement’s use of the data should be closely scrutinized and regulated in accordance with standards acceptable to the community the cameras aim to protect. Nationwide, Flock Safety cameras have come under fire for privacy concerns and for being misused by police officers. What are your thoughts on both Flock Safety and

Understanding Eczema: When it's time to see a Dermatologist Brought to you by - Dr. Tiffany Clay-Ramsey, Epiphany Dermatology National Eczema Awareness Month is an opportunity to shine a light on one of the most common skin conditions I treat as a dermatologist. Eczema, also known as atopic dermatitis, affects millions of children and adults and can have a significant impact on daily life. While it may seem like “just dry skin,” eczema is a chronic inflammatory condition that often requires more than over-the-counter moisturizers to effectively manage. Eczema can appear differently from person to person. Some people experience dry, rough, or scaly patches, while others develop red or darker discolored
areas that itch intensely. The skin may crack, ooze, or become thickened from repeated scratching. In infants, eczema often develops on the cheeks and scalp, while children and adults commonly experience flare-ups in the creases of the elbows and knees, on the hands, neck, face, or around the eyes. Because eczema can look different across various skin tones, it’s important to have any persistent rash properly evaluated. If your skin is persistently itchy, painful, interfering with sleep, becoming infected, or not improving despite using moisturizers and over-thecounter treatments, it’s time to schedule an appointment with a board-certified dermatologist. We can determine whether eczema is the cause of your symptoms
or if another condition—such as contact dermatitis, psoriasis, or a skin infection—is responsible. The good news is that eczema is highly manageable with the right treatment plan. Your dermatologist can identify your triggers, recommend skincare products that support your skin barrier, and develop a personalized treatment approach that may include prescription topical medications, oral therapies, or advanced biologic treatments when appropriate. You don’t have to live with constant itching or uncomfortable flare-ups. This National Eczema Awareness Month, take the first step toward healthier skin by partnering with a board-certified dermatologist to develop a treatment plan tailored to your unique needs.

Rivalry: Continued from Page 5 Thorne questioned what more the county could do. “We spent $250,000 for this Harm Report,” Thorne said. “How much more do we have to spend? Let’s work at helping people … and bringing people together instead of dividing people.” She added that “the harms of the past are real.” “But what can we do moving forward except bring up a divisive topic?” she asked. Fight over data center incentives Another clash emerged from claims related to tax breaks for data centers. Thorne said she “passed a resolution so that data centers no longer got tax abatements,” or reductions in the level of taxation, when those businesses locate in the county or expand their existing operations. The Fulton County Board of Commissioners approved the resolution opposing abatements and other incentives in August. The resolution urges the Development Authority of Fulton County, which does business as Develop Fulton, not to consider those incentives. It does

not bar the authority from granting them. “As a commissioner, I urge the Fulton Development Authority to respect the wishes of the cities that I represent,” Thorne said. Goldman called the measure “basically a messaging resolution.” “The development authority is its own entity that we can appoint members to, but we have no authority to tell them what to do,” she said. The authority has granted $150 million in tax breaks for data center projects since 2020. A Develop Fulton representative said the authority’s board is “independent.” “The Develop Fulton board … thoughtfully considers each project, including not only considerations of the increase in tax revenue to the county but also the variety of stakeholder perspectives,” the representative said. Dispute over assessments For Goldman, the bigger issue with data centers is not abatements but assessments. She said the county tax assessor has undervalued commercial properties, including data centers, leaving homeowners with more of the tax burden. She pointed to a Quality Technology Services data center in Atlanta as an example. She said that
facts and rules, not residents’ emails. “Don’t be fooled,” Thorne said, adding Goldman wants to lower taxes through assessments rather than by cutting the millage rate or limiting spending.

data center was initially appraised at $100 million despite a $1.4 billion investment. The county, Goldman said, changed that appraisal to $2.5 billion this year. Goldman said she pressed the assessor’s office for the higher value and mobilized 66 residents to email the board of assessors about the matter. Thorne said she also wants properties assessed properly. She said many of the undervalued properties she investigated were in tax abatement areas orere in assessment freezes. She said the QTS value was decided on
Little talk of Flock cameras Flock Safety license plate reader cameras, a contentious issue throughout metro Atlanta and the rest of the country, barely came up at the debate. Both candidates said Fulton County Police use the cameras only at the airport. “The only area that they use Flock cameras is in our airport,” Thorne said. “That is our most valuable asset that we have, and it’s also subject to very large criminal activity.” Thorne was referring to the Fulton County Executive Airport. HartsfieldJackson Atlanta International Airport is owned by the city of Atlanta and patrolled by Atlanta police. Thorne said she supports using the cameras at the county-owned airport. Asked how long the county should keep the data they collect, she said, “I don’t know the answer to that.” She said the cameras are used only in “that little 2-mile square area.” Goldman said the county should require public disclosure of how long Flock data is stored and which outside agencies can access it.

Each line in the puzzle below has three clues and three answers. The last letter in the first answer on each line is the first letter of the second answer, and so on. The connecting letter is outlined, giving you the correct number of letters for each answer (the answers in line 1 are 4, 4 and 6 letters). The clues are numbered 1 through 7, with each number containing 3 clues for the 3 answers on the line. But here’s the catch! The clues are not in order - so the first clue in Line 1 may (or may not) actually be for the second or third answer in that line. Got it? Good luck!

Continued innovation in digital media has changed the ways in which people buy, sell and interact with products and services. It has caused businesses to reassess the ways in which it communicates with potential customers and advertises its products. It has been well documented that these changes have had a destructive impact on local newspapers, which continues to be a primary source for local news, but is no longer a primary source for local advertising dollars – historically the lifeblood for reporters and their coverage. At Appen Media Group we want to address this conflict head on, and build new and innovative approaches to monetizing local news and creating a sustainable future for local journalism in metro Atlanta.

THE APPEN PRESS CLUB
One solution is the creation of a membership driven organization called the Appen Press Club that is dedicated to recruiting people and companies to join as members. Members pay recurring monthly or annual dues that are 100% dedicated to sustainable journalism. By providing predictable revenue, Appen Press Club members and partners help fund the salaries and expenses of local reporters who will no longer be subject to the whims of marketing budgets and an ever changing advertising world. In turn, those reporters will provide the readers they serve with highly researched and qualified journalism focused on subjects that directly affect their quality of life.
