Milton Mayor Peyton Jamison is one of six area mayors participating in a town hall this month to discuss talks with the county over sales tax distribution.

But now, Fulton County has an nounced is wants to increase its share of LOST proceeds from 4.9 percent to 35 percent – a move some mayors say will cost municipalities millions in funding for city services. The county has argued that with the incorporation of nearly every parcel of land into the formation of cities, it has lost millions in revenue. At the same time, county officials say they are still obligated to provide the same services, like the Health Department, Sheriff’s Office, assessments and other duties, that require funding.

Floyd, an educator from a young age, said that after moving to Atlanta to study medieval church history in gradu ate school, he began teaching secular studies at a Jewish high school and then English as a second language. However, he said he remembers feeling limited, because there was a set curriculum he had to follow. So, he said, he took a leap
Floyd would later relocate to Peachtree Corners. This May, he opened a second location in Roswell. Whereas most of his students at the Peachtree Corners location are Hispanic or Latino, the new location serves a diverse group of students from countries such as Ko rea, Russia, Ukraine and Turkey.
That’s important, Floyd said, because his students come from all walks of life.
“We really believe in community,” Floyd said. “We have small class sizes. Our student ratio is about 1 to 8, be cause we really want to give students that individualized, small group in struction. We want students to feel like they’re more than a number.”

Founder Joel Floyd started the school in 2012 in Doraville with just $500 and two students – one from Ethio pia and the other from Mexico. At the time, he said his goal was to address the language barrier that exists between im migrant adults and families who struggle with learning English.

The school offers six levels. Each is 16 weeks long and goes over both academic and vocational English like grammar, reading, writing, listening and speaking. Prices range from $460 a month to $1,500 for private classes. Online classes are also available.

English school builds community for immigrants
About 60 students are enrolled at the Roswell location. Floyd said there are other English schools in the area, but what sets English for a Lifetime apart is that it uses critical pedagogy to establish agency so students are prepared for any situation in American society. It focuses on the student as a whole.
“I felt like I’d be able to reach more people because my vision was so big,” Floyd said. “It connected back my child hood vision of one day having a school, but I didn’t know that years later it would be English as a Second Language. So, that’s why that passion has always been there. I just really love connecting with people from different cultures and different worlds.”
ROSWELL, Ga. — English for a Lifetime Language Institute takes a holistic ap proach to teaching English as a second language, regardless of educational background or social status.

In an AJC story in 2009, the news paper announced a steep drop in its daily and Sunday circulation because of a decision to reduce its distribution area from 74 counties to 20 counties. At the time, the Sunday circulation was 405,549, according to the Audit Bureau of Circulations. And daily circulation had dropped to 214,303. Those num bers meant that the AJC “fell out of the top 25 newspapers for daily circula tion.”The circulation of the print news paper has continued to decline. A June 2022 story in the PressGazette showed that the AJC was not among the top 25 newspapers in the coun try. The Savannah program was not a great success. After a few years some missionaries returned to Eu rope. Some remained and ministered to Cherokee Indians and to slaves on plantations. Others traveled to Penn sylvania and North Carolina where large and thriving colonies were being established.Today,Pennsylvania and North Car olina are the largest Moravian centers in the United States. Moravians pur chased 100,000 acres in North Carolina near the modern city of Winston-Salem
According to famed local historian Caroline Dillman, a remnant from the Savannah settlement bought a tract of land for $16 near the Chattahoochee River in the early 1800s and named it Warsaw after the city in Poland where some of the settlers originated.

Moravians began as a Protestant denomination in Bohemia and Moravia in the 15th century in what is now the Czech Republic. From their earliest days, the Moravians emphasized send ing missionaries throughout the world. The first small settlement in North America was established along the Sa vannah River in 1735.

In 2004 the church was moved to the Autrey Mill Nature Preserve & Heri tage Center in Johns Creek. In keeping with the purposely small congregations typical of the Moravians, the church has only 16 pews.

See MORAVIANS, Page 21
The Warsaw Church was built in 1822 on the original Moravian campground in Shakerag. It was moved to the Warsaw Cemetery on today’s Medlock Bridge Road after the Civil War across from St Ives Country Club. It was relocated to the Autrey Mill Nature Preserve & Heritage Center in 2004.
Cemetery is a few miles away on Med lock Bridge Road hidden behind the Ivy Hill Animal Hospital. Early settlers are buried together with more recent addi tions. The Moravians built the original Warsaw Church on the campground in 1822 and moved it to the cemetery after the Civil War.
Like the Star of Bethlehem, the Moravian star represents the birth of Jesus. The star is traditionally hung the first Sunday of Advent (the four Sundays before Christmas) and remains up until Epiphany (12 days after Christ mas). So, who were the Moravians? Where did they come from, and how did they get to North Fulton? Did they leave any lasting traces of their presence?

For years I have been intrigued by a Moravi an star painted on the ceiling of the historic Thomas Byrd house in Milton built in the early 1800s. The former private home is owned by the City of Milton and serves as a senior activity center. The star is quite beau tiful and has been a mystery for years. No one knows who put it there, but many people assume Mora vian missionaries painted the star. It was painted using candle flecks on milk paint, a technique which creates the impression of marble.Other vestiges of possible Moravian presence appear from time to time. Marjorie Bates recalls a house she lived in 50-plus years ago in Midway that had a Moravian star covering an entire ceiling. The house was already old when she moved there, and it has since been destroyed. Another mystery.
Moravian stars originated in Ger many in the 1830s in Moravian schools which used them as classroom craft projects to help teach geometry to boys. The two- or three-dimension stars have anywhere from six to more than 100 points, but traditionally have 26 points.
The single Moravian church in Georgia today is First Moravian Church of Georgia in Stone Mountain, founded by Pastor Jack Vaiden, who established the congregation in 1975. It is a di verse group with members from several countries.TheMoravians and Cherokee Indi ans worked well together for more than 30 years. The most celebrated Cherokee leader was wealthy businessman and plantation owner Chief James Vann (1766 –1809). Between 1802 and 1804, he completed the most elegant home in the Cherokee Nation which even today is a major tourist attraction. It is locat ed on the Moravian Springplace Mission which was active in Georgia from 1804 to 1833 in the northwestern part of the state. The Moravian missionaries even helped build the Vann house.
Chief Van invited Moravian mis sionaries to the area to teach Cherokee children. The result was the first school for young Cherokees.

ist, master planner, and designer of communities and residences. He owned and lived in the Byrd house from 1998 to circa 2002. He undertook much needed renovations and was deter mined to discover the origins of the star.Lew took paint chips from the Byrd House and compared them to the original paint in the Vann house and found a per fect match. Fireplaces in both houses have late Georgian and Federal designs with characteristically large delicate mantle pieces. The Byrd House foyer had Chero kee names scribbled on the walls which unfortunately someone painted over. The house featured two parson’s rooms for
traveling preachers which very well could have included Moravian missionaries go ing from Savannah to Warsaw or to North Carolina or Pennsylvania.
So, while we may never know for sure who painted the star and when, available information strongly suggests that it was done by Moravian missionaries.Specialthanks to Pastor Jack Vaiden, Judy Webb, Ed Malowney, Bill Lusk and Karen Fowler for their assistance with this column.

The appeal is that it is less crowded – at least for now – and it just feels more “neighborly,” but with most of the amenities of those other two destinations. They are building lots of new retail, a restaurant “pod,” offices, and a combination of townhomes and loft-type residential. It is fun to live close enough to be able to watch the progress and feel like you are part of something special that is happening. Real estate values have appreciated but perhaps lag behind the white-hot Alpharetta market at this point. That is, not everyone has “discovered” Cra bapple.

Six Bridges: So, after we ate at N.Y. Butcher last week, we decided to walk around Crabapple and just enjoy the night air and catch up on what stores have gone into this rapidly growing downtown. Just a few blocks from N.Y.

Butcher, we discovered the just-opened Six Bridges craft beer, and soon, craft spirits destination. We were there on Fri day night and they were packed. It was impressive considering that two days prior was their first day open.
Six Bridges bills itself as a “dog and family-friendly tap room” and describes its beer selection as “lagers, NEIPAs, pastry stouts, saisons, and fruited sours and more. I am fairly ig norant of the craft beer world though, but I can say that the two drafts that we ordered were great. They opened their first location in Johns Creek in 2018, so they have already worked out most of the startup details, and it showed.Aswith N.Y. Butcher, my main take away from Six Bridges was simply how well run, upbeat, friendly, casual the overall environment was and how ex cited the staff was and how welcomed we felt. They are doing something very right, and we will be back I am sure.

A 2018 study by the National Insti tute On Drug Abuse (NIDA) indicated that longer-term use of cannabis, ex tending from age 18 into the late 20s or beyond, was associated with “increased risk of self-reported health problems at age 50.” Problems included psychi atric and psychological disorders, use of more lethal drugs, alcoholism and physical illnesses. Many financial advisers promote achieving financial independence by your anticipated retirement date. Since “retirement” means different things to different people, why not pursue finan cial independence at the earliest date possible? Mitch Anthony, in his book, “The New Retirementality: Planning Your Life and Living Your Dreams... at Any Age You Want,” 5th Edition (Wiley, 2020), diagramed a financial rendition of Abraham Maslow’s famous Hierarchy of Needs. At the base of the pyramid is “Survival Money.” Once you earn and accumulate enough money after tax to meet basic needs, the next level is “Safety Money,” reserves to “meet life’s unexpected turns.” Next comes “Freedom Money,” spending on things that bring “enjoyment and ful fillment to life.” Like trying to achieve Diamond level in Delta Airline’s “hier archy of frequent flyer perks” aimed at traveling in comfort up front in first class, focus on building Freedom Money. It’ssaid that “money does not buy happiness,” but it takes money to buy a Peloton stationary bike or other invest ments in self-improvement and healthy living that may add years beyond your scheduled expiration date. There is a distinct link between financial stability and healthy wellbe ing and longevity. Average life expec tancy at birth in 2020 was pegged at 77 years, down 1.8 years compared to 2019 due to COVID-19 and other factors. Where you live may make a difference. Hawaii had the highest life expectancy at 80.7 years; Mississippi the lowest reading at 71.9 years. The Southern states don’t fare all that well. Georgia’s life expectancy at birth in 2020 is 74.10 years, below average.
Why the differences? Highest life expectancy was found largely in the Western and Northeastern states and included Minnesota and Florida. Perhaps locales conducive to outdoor activities encourage healthier living. In states with lower life expectancies, concentrated poverty in areas that spur unhealthy living contributes to shorter life spans.

The committee, formalized in April 2022, has been tasked with study ing the feasibility of Milton running its own local elections. Milton paid Fulton County $84,671 to run its 2021 mu nicipal general election and another $70,368 to conduct a runoff election in late November, according to the contract agreement.Overthe past few months, panel members have researched costs, proto cols, equipment and staffing required to run a city election.
Council members were included, Krokoff said, to ensure that efforts re main in line with what the City Council’s expectations were of the assessment.
Both issues were restated in a draft of the committee’s final report presented at the Aug. 22 meeting.
An Open Records request filed with the city Aug. 31 turned up emails indicating that there were about half a dozen meet ings held before the committee was formal ized at the April 18 City Council meeting. No announcement or advertisement of the informal meetings could be located.
Krokoff said he clearly stated at the Nov. 15, 2021, meeting that the “group of six” would be an “informal feasibility study group” that would “start the process.”
Assistant Attorney General Jennifer Colangelo said the informal meetings held before April should have followed guidelines per the Open Meetings Act.

Moh rig appointed resident Lisa Cauley to the committee, he said.
Cost has repeatedly been cited as a key issue, but when asked about other benefits to self-operated elections, Mohrig did not respond. However, he did expound on the issue of cost through an email.
By the end of the meeting, it was decid ed that Krokoff would convene the group of six to start the process to draft objectives.
Mohrig was also asked whether he thinks he can maintain impartiality on the panel to guarantee a free and open election to all residents, regardless of their political affiliations and beliefs.

Milton City Manager Steve Krokoff said interest in local control over the municipal election dates back to July 2021, when residents disputed the con tract with Fulton County for that year’s municipal election. Mohrig was asked about any experi ence related to election work, but he did not answer the question.
Georgia’s Open Meetings Act requires that meetings of every “department, agen cy, board, bureau, office, commission, authority, or similar body of each such county, city, or other political subdivision of the state” be open to the public.

“With the large increase in cost associated with Fulton County’s ad ministration of the City’s 2021 Milton Municipal Election, and no apparent willingness by Fulton to charge Milton (only) the incremental costs it would incur by administering our election (as has been provided in all previous Milton Elections), the Council wisely decided to take a hard look to see if administering its own municipal elections would be: 1. Feasible from a procedural perspective; and, 2. Cost effective,” Mohrig wrote.
“Paul Frickey, a partner with the law firm that represents Milton (Jarrard & Davis), noted that what was contemplat ed at the Nov. 15 meeting was not a ‘for mal committee,’ though the City Coun cil could make it one at a later time,” Krokoff said. “And, to emphasize the informality of that first step, no council vote was taken.
