JOHNS CREEK, Ga. — Police are investigating a Dec. 10 home burglary on Waits Ferry Crossing.

That evening, an officer arrived at the house following an alert about an active alarm.

When officers arrived, they heard the sound of falling glass and saw that the back glass door had been shattered.

Employee suspected of gaming lottery JOHNS CREEK, Ga. — Police are investigating a BP gas station employee suspected of stealing and cashing winning lottery tickets.

Officers met with the gas station owner at the Haynes Bridge Road location. The Georgia Lottery Corporation had been at the location a few hours earlier and discovered the discrepancy before removing all lottery tickets from the location.

The owner said the employee would scratch off just enough to locate a winning amount and cash the ticket. Any losing tickets were sold to customers.

The owner said he was reviewing store footage.

Woman loses thousands through online scam JOHNS CREEK, Ga. — A Johns Creek woman contacted police Dec. 14 after she lost $2,600 to an online scam.

The woman, who sells art online, was sent a $2,600 check to pay for two of her pieces. When she attempted to deposit the check, the woman learned that it was fraudulent.

Before the check went through, the buyer asked the woman to cancel and refund the order. She sent the buyer the money before realizing she had been scammed.

After the officer secured the location and received backup, police found that several rooms had been ransacked and the exterior doors were locked. Officers also found that a power cable had been cut.

Police were unable to determine what was stolen at the time.

Electronics stolen from locked house JOHNS CREEK, Ga. — Police are investigating a Dec. 13 home burglary at Morton Bridge Road.

The homeowners said they left around noon and came back home shortly before midnight. When they returned, the homeowners found signs the rooms had been ransacked and called police.

The glass back door had been shattered, and police found mud tracks in the area.

The homeowners were unable to document everything that had been stolen at the time of the police report, but they did report the loss of a Nintendo Switch, watch and folder containing sensitive information.

Locked car burglarized in hospital parking lot JOHNS CREEK, Ga. — A Braselton man contacted police Dec. 12 after he saw that his car had been burglarized.

The man parked his car at the Emory of Johns Creek Hospital employee parking lot that morning. When he returned at 3:30 p.m., the man saw that the right front window was broken.

A gym bag containing three sets of hospital scrubs and a “Star Wars” bookbag with tennis shoes were taken.

Fake Apple support costs woman $500 JOHNS CREEK, Ga. — A Johns Creek woman contacted police Dec. 9 after she lost $500 to someone claiming to represent Apple.

DUI arrests Brian Kenneth Smith, 35, of Maid Marion Close, Alpharetta was arrested Dec. 14, on Old Alabama Road in Johns Creek for DUI–drugs, improper turning/signaling and city ordinance disorderly conduct.

Gail Page Boyd, 67, of Oak Farm Drive, Alpharetta, was arrested Dec. 13 on Old Alabama Road in Johns Creek for DUI, failure to maintain lane and driving on the wrong side of the road.

Cherish Joycelyn Walker, 34, of Treehills Parkway, Stone Mountain, was arrested Dec. 14 on Barnwell Road in Johns Creek for DUI, speeding and open container.

Neelank Swamy, 22, of Cambridge Crest Lane, Johns Creek, was arrested Dec. 15 on McGinnis Ferry Road in Johns Creek for DUI and headlights required.

Joshua Aaron Kapiloff, 24, of State Bridge Road, Alpharetta, was arrested Dec. 15 on Medlock Bridge Road in Johns Creek for DUI, failure to maintain lane and driving through the median.

A few days earlier, the woman received a call from someone who said they work with Apple support. The caller said there was some suspicious activity on her iCloud account, and they needed her to confirm some information.

The caller asked the woman several questions, including about what accounts she has. Someone was later able to access the woman’s credit card account.

Johns Creek reviews Jones Bridge traffic study

By CARSON COOK carson@appenmediagroup.com JOHNS CREEK, Ga. — With a road widening still up for debate, the Johns Creek City Council is considering a short-term improvement to reduce congestion on Jones Bridge Road.

In July, the council reached a compromise in order to move forward plans for the major north-south corridor: widen the pavement to support five lanes, but stripe the road for three lanes.

As part of the plan, the city contracted a traffic study to estimate when the road would need restriped.

The Johns Creek Public Works department summarized the findings of that traffic study at a Dec. 9 council meeting. The study, conducted by Kimley Horn consulting, identified a potential interim improvement: converting the right-turn lane on Jones Bridge at Waters Road to an additional southbound through lane.

South of the intersection, Jones Bridge has two southbound travel lanes.

By removing the concrete islands currently at the intersection, the city could improve travel times, the study found.

Understanding state, local fireworks rules

By CARSON COOK carson@appenmediagroup.com GEORGIA — A few years ago, Georgia residents had to travel to a neighboring state to legally set off their own fireworks. Then in 2015, the Georgia General Assembly enacted legislation that allows consumer fireworks to be sold and used in Georgia.

In July 2018, a new state law went into effect that provided clarity for how cities and counties could regulate fireworks within their boundaries.

It is illegal to set off fireworks within 100 yards of an electric plant, water or wastewater treatment plant, gas station, refinery, electric substation, jail or prison, helipad, nursing home or other health care facility.

It is also illegal to set them off within any park, recreational area, historic site or state-owned property or while under the influence of alcohol or drugs or if under the age of 18. The governor has the power to enact temporary restrictions in areas suffering from a severe drought.

The state law allows consumer fireworks to be ignited any day beginning at 10 a.m. and 11:59 p.m. so long as

The council members seemed receptive to this suggestion but asked it to be brought back before them at their Jan. 13 work session.

The traffic study looked at Jones Bridge in three segments. From Morton Road to Buice Road is congested and is currently over capacity, the study found.

With a three-lane widening, the road was predicted to reach capacity in 2023, and with a five-lane widening by 2043.

For State Bridge Road to Morton and from Buice to Waters, the segments were not expected to reach capacity until 2026 and 2025, respectively. A three-lane widening would not change that capacity point, the study found, though the proposed improvement at the Waters intersection could push the Buice-Waters segment’s capacity point back a year.

With five lanes, those segments of the road would not reach capacity between now and 2043, the study predicted.

The study also looked at the potential impacts of the proposed widening on Barnwell Road and the intersection

The state also allows the use of fireworks on certain holidays regardless of local rules. Those holidays are Memorial Day weekend, July 3 and 4, Labor Day, and Dec. 31 until 11:59 p.m. and New Year’s Day from midnight to 1 a.m.

Though the law prevents cities from regulating fireworks on those holidays, it was still considered a win for local control, according to the Georgia Municipal Association. The law’s sponsors included State Reps. Jan Jones (R-Milton), Chuck Martin (R-Alpharetta), and State Sen. John Albers, who represents parts of Alpharetta, Johns Creek, Milton and Roswell.

In Milton, fireworks are permitted any day up to 9 p.m. if they do not create “loud and unreasonable noise” defined in the city’s noise ordinance.

Decibel limits effectively prohibit fireworks throughout in Alpharetta and in residential areas in Forsyth County.

In Dunwoody and Roswell fireworks may only be used between 10 a.m. and 9 p.m. except on allowable holidays or with a special use permit.

The Johns Creek City Council briefly discussed creating a firework ordinance

of Jones Bridge and Old Alabama and made recommendations.

The next steps are for the city council to consider the interim intersection project and to seek public feedback on the plans for the corridor.

The council had asked staff to minimize the project’s costs and impacts on property owners by using 11-foot travel lanes, narrowing median turns as much as possible, minimizing sidewalk and shoulder widths. The city staff said they met these requests as much as possible, but some right-of-way acquisition — a heavy cost on any road project — would still be required.

The staff has prepared two options for the five-lane footprint, three-lane striping plan. One of the alternatives included striping for bike lanes.

The plans also call for maintaining five-lanes just north of Waters Road by creating a Florida-T intersection. The Florida-T design would allow drivers turning left from Waters Road to merge onto Jones Bridge more smoothly.

The city already has a Florida-T configuration at the intersections of Buice Road at Old Alabama and Sargent Road at McGinnis Ferry Road. Following the Florida-T, the striping would taper down to two travel lanes and a center turn lane as quickly as is acceptable per engineering standards.

The city staff said it plans to present

this November but considering the difficulty of enforcement, opted to focus on public education instead.

Fireworks can be particularly stressful for victims of gun violence or veterans who have post-traumatic stress disorder (PTSD) or for people with certain cognitive disorders. The loud noise and random timing of the explosions can trigger flashbacks, cause intrusive thoughts of traumatic memories and induce anger or paranoia.

For pets that have an aversion to loud noises, the American Society for the Prevention of Cruelty to Animals recommends keeping animals indoors, playing soft music, giving pets weighted blankets and considering anti-anxiety medication in extreme cases. Ingesting fireworks can poison pets, so ASPCA recommends thoroughly cleaning up the area fireworks were set off before letting your animals have access.

For those who plan to set off fireworks, local fire departments encourage extreme caution. Fireworks should only be used outdoors and in open areas away from homes, structures and other combustible areas. Afterwards, fireworks should be carefully placed in a bucket of water to make sure that they are com-

Some other safety tips from the U.S. Consumer Product Safety Commission: • Never place any part of your body directly over a fireworks device when lighting the fuse.

• Light fireworks one at a time, then immediately back up to a safe distance • Never pick up or try to re-light fireworks that fail to ignite (“duds”).

• Never point or throw fireworks at anyone.

• Keep a bucket of water or a garden hose handy in case of fire or other mishap.

• Never carry fireworks in a pocket or shoot them off in metal or glass containers.

The widening of Jones Bridge Road has been one of the more contentious projects funded by the 2016 transportation sales tax, or TSPLOST. In the run-up to the 2016 referendum, supporting documents specified Jones Bridge would be widened from two to four lanes. Those supporting documents have put the City Council at odds, with disagreement over to what degree the city must conform to the specifics that were presented to the public before the referendum.

The city’s legal counsel has advised that the council would be inviting a

lawsuit if it built anything different than what was stated in the TSPLOST supporting documents. This advice was echoed by a courtesy review from the Georgia Attorney General’s Office in December 2018.

Last November, the council voted to draw up plans for both a three-lane and four-lane widening. Mayor Mike Bodker vetoed that decision, arguing that it would be a waste of tax dollars to create designs that could not legally be built.

The council did not have enough votes to overturn the veto, creating a stalemate until this summer, when the five-lane footprint, three-lane striping plan compromise was reached.

Council makes progress on TSPLOST projects in 2019

By CARSON COOK carson@appenmediagroup.com JOHNS CREEK, Ga. — For the past few years, the transportation sales tax approved by voters in 2016, TSPLOST, has been one of the most contentious issues facing Johns Creek.

Despite persisting disagreements over interpretations of the law, in October, the City Council sent two TSPLOST projects to construction.

The first project is at the intersection of Bell Road and McGinnis Ferry. For about $1.7 million, the city will extend the northbound right-turn lane on Bell Road and add through lanes on McGinnis Ferry.

“I know many of us, while we may not agree on the method, we can agree traffic kind of stinks here in Johns Creek and throughout Metro Atlanta,” Mayor Mike Bodker said at the time of approval. “This will be

Cities reject state bill to deregulate home design A state bill that would prevent municipal and county governments from regulating residential building design failed to pass either chamber of the Georgia Legislature this year but could come up again in 2020.

Bills were proposed in both chambers that would have prohibited local governments from adopting or enforcing ordinances relating to building designs, such as color, material, roof shape or window or door style, on one or twofamily dwellings.

The bill included a few exceptions, such as homes located within a historic district. It allowed the regulation of home design through private covenants, such as homeowners associations.

Proponents of the bill argued homeowners should have the freedom to design their home to their style, while opponents said it took power away from cities and could destroy the aesthetics of neighborhoods.

“This is a very dangerous precedent that they’re setting to home rule and to our ability to control the look and feel of our community,” Mayor Bodker said.

Johns Creek, Alpharetta, Milton and Forsyth County passed resolutions opposing the bill. The Georgia Municipal Association, a group that lobbies on behalf of Georgia’s cities, also opposed the bill.

In September, the Johns Creek City Council passed a resolution preemptively opposing the bill should it come up again.

The project is part of a group of improvements to the Bell-Boles corridor. The city plans to make intersection improvements, such as adding or extending turn lanes, at Bell and Medlock Bridge Road and at Boles and Abbotts Bridge. The city also plans to replace the bridge over Cauley Creek tributary and add roundabouts along Bell Road. These projects are in the design stage and some could enter right-of-way acquisition early next year.

The council also approved plans to widen State Bridge Road from Camden Way to the Chattahoochee River. The project includes a pedestrian bridge over the Chattahoochee and traffic signal upgrades at Camden Way and St. Georgen Common.

In January, consultants completed a study that helped shape the vision for what a fiscally sustainable performing arts center could look like, and in March, the City Council passed a resolution voicing support of the project.

This summer, Fulton County Commissioner Liz Hausmann secured funding for a financial feasibility study, and during this fall’s council election, the arts center project was one of the most discussed topics.

The initiative even got a new name this year: The Legacy Center, meant to convey that the facility would be more than a performance venue.

The Legacy Center would bring the Johns Creek Arts Center, which has outgrown its current location, and performing arts groups under one roof. Plans for the venue include a visual arts gallery, classrooms, office space and a banquet hall, designed to function as a corporate event venue.

Such a facility is estimated to cost around $55 million, which the Legacy Center Task Force hopes to fund through a mix of private donations and public support.

“What was an uphill climb a couple years ago is close to the peak and hopefully soon it will be downhill,” said Wayne Baughman, chair of the Johns Creek Cultural Arts Center Task Force and director of the Johns Creek Symphony Orchestra.

Disagreement remains over to what degree the council can deviate from the projects as they were proposed to the public in advance of the 2016 referendum for the sales tax. Where the city said it would widen the road from two to four lanes, could the city add a center turn lane instead? The city attorney has said such an alteration could invite a lawsuit.

Some hope the new City Hall will foster transforming Technology Park into more of a city center. Some city events, like Founders Day Parade, have already moved to that area.

The city purchased 7 acres and an existing 75,000-square-foot office building in February 2017. The building was renovated for about $15 million.

Johns Creek cuts ties with city manager After five years on the job, City Manager Warren Hutmacher was ousted in June.

The announcement of the separation agreement was sudden, and the council reached the decision in behind closed doors. According to the separation agreement, Hutmacher was given six months’ severance, about $110,000.

Police Chief Ed Densmore was immediately appointed acting city manager.

Densmore has served as police chief since the department’s inception in 2008.

The city also lost two department heads this year. Fire Chief Jeff Hogan stepped down in February to accept an appointment to become Georgia Fire Marshall. Chris Coons, who had served as assistant fire chief since 2012, was promoted to the head position.

“Our fire department is in very capable hands thanks to his experience as a leader and his vision for success,” Mayor Bodker said.

Community Development Director Sharon Ebert also left this spring, and

Ben Song replaced her this fall. Song previously served as a community development director in Brookhaven and as the director for Real Estate and Records Management with Gwinnett County.

Vaping restrictions pass across North Atlanta The Johns Creek City Council amended city codes in June to strengthen regulations on e-cigarettes — also known as vaping.

The new code requires vendors to check the ID of anyone attempting to purchase vaping products, duplicating state law, and prohibits the sale, manufacture and distribution of certain synthetic drugs.

The city also essentially banned any new vape shops from opening in Johns Creek.

Proponents of the proposed code changes argued the council needs to address the rising popularity of vaping among teenagers. According to the 2018 Georgia Student Health Survey, 12 percent of high schoolers and 4 percent of middle schoolers in Fulton county self-reported using vaping products.

Council members Chris Coughlin and Stephanie Endres voted against the measures, arguing the restrictions would likely be ineffective at stopping teens from obtaining vaping products and were punitive to certain businesses.

Johns Creek is far from the only government cracking down on vaping.

Alpharetta and Milton passed similar floor space requirements. Fulton County banned e-cigarette use in its public parks, and Forsyth County, Dunwoody and Milton are considering the same.

Police agree to partner with security cams In 2019, Johns Creek Police expanded its ability to use cameras as a crime-stopping and crime-solving tool, but the issue raised concerns about privacy and surveillance.

In July, the city approved a contract with Axon Enterprise, the manufacturers of Tasers, to bring body cameras to Johns Creek officers.

Police Chief Ed Densmore said he spent three years researching different devices before he found a product he felt confident recommending.

“When I looked at everything across the field this was by far the leading candidate,” he said.

The cameras begin recording if an officer pulls out their Taser, if they are near other cameras that are recording, if nearby police vehicle lights are turned on or if the officer manually turns the camera on. The camera only stops recording if the officer deliberately pushes a button for five seconds.

By bringing body cameras, in-car cameras, interview room cameras and the database that stores the footage under one vendor, the Axon contract is expected to save the city thousands.

have pledged to take up the issue when they are back in session. Other states and the federal government have looked at banning flavored vaping products and raising the tobacco age to 21.

Across the country, the Centers for Disease Control and Prevention has confirmed more than 2,400 cases of lung illness in patients with a history of vaping, including 52 deaths. In Georgia, there have been at least 36 cases, including four deaths, according to the Department of Public Health

Medlock Bridge repaving generates controversy

This fall, the Georgia Department of Transportation repaved Ga. 141, known as Medlock Bridge Road through Johns Creek.

When the state repairs a major thoroughfare at no cost to the city, it’s usually not a hotly debated issue, but it

Then, this October the Johns Creek City Council approved contracts that allow police to more easily access footage from Ring doorbell cameras and Flock Safety license plate readers.

With Ring, the footage is owned by individual residents and is only turned over to police without their permission. The agreement, which passed unanimously, grants police access to an online platform to see which homes have Ring devices.

Flock cameras are installed in neighborhoods to Ring doorbell capture still photos of cars and license plates entering the subdivision. The homeowners’ association owns the footage and controls police access. Council members John Bradberry and Stephanie Endres voted against the agreement with Flock, citing privacy concerns.

The agreement enables Flock Safety to alert police if stolen or otherwise suspect vehicles pass one of the cameras. This will create a more proactive approach to policing, Densmore said.

The City Council overturned that request in August and the lanes stayed 12 feet wide.

The Public Works Department proposed the lane width reduction arguing that a wider shoulder would create a number of safety benefits. The department also planned to ask GDOT to lower the speed limit from 55 to 45 mph along the road, which could further improve safety, but would be unlikely to be approved without some change to the road.

Dozens of residents opposed the change asserting that a lane-width reduction would be a “backdoor” or “Trojan horse” for widening Medlock to six lanes.

The City Council has said it will not consider adding lanes to Medlock Bridge until it settles on a long-term solution for the intersection with State Bridge Road and coordinated plans with Forsyth and Gwinnett Counties.

Two new members elected to council

After months of debate, gateway moves forward

In a December runoff, incumbent Chris Coughlin was reelected to the Johns Creek City Council, while political newcomers Brian Weaver and Erin Elwood won open races.

This summer, council members Steve WEAVER Broadbent and Jay Lin announced they would not seek reelection. In total, 10 candidates ran for the three at large seats up this year.

Weaver comes to Post 2 after retiring as Johns Creek Police Major in April. He said he loves to serve the ELWOOD community and after 37 years as a police officer, he is ready to serve in a new way.

Coughlin, the only incumbent in the race, came just shy of an all-out victory in November, but won reelection to Post 4 solidly in the runoff.

For Post 6, attorney Erin Elwood was the winner, running on a message of making progress on projects like parks and a town center.

In its last meeting of the year, the Johns Creek City Council narrowly approved plans to place an artistic gateway marker at the intersection of Kimball Bridge Road and State Bridge Road.

The final vote was 4-3, with council members John Bradberry, Chris Coughlin and Stephanie Endres opposed.

The project has been more than a year in the making. Last winter, the Johns Creek Convention and Visitors Bureau’s top request for hotel tax dollars was to place artistic monuments at entrances to the city.

After months of back and forth between the CVB and City Council, the council allocated $64,000 to create a single marker at State Bridge and Kimball. Throughout the summer, artist William Massey held public meetings to help determine the design. This fall, four designs were put to an online vote.

The winning design features Rogers Bridge over the Chattahoochee River.

Between the trusses of the bridge are images that represent eras of local history, such as Native Americans, farming, gold mining, education and technology.

The CVB has requested funding for a second gateway marker as part of the 2020 tourism product development budget, but that debate will stretch into the new year.

How ranked choice voting saved Christmas In my family, holidays are dominated by traditions. From the food we eat (cinnamon rolls), to the clothes we wear (matching pajamas), to the order we open presents (youngest adult goes first), almost every detail Carson Cook stays the same year Reporter carson@appenmediagroup.com over year.

One such tradition is the Boxing Day movie. For as long as I can remember, my family — mom, dad, aunt, two sisters and I — has gone to see a new movie in theatres on Dec. 26, followed by a nice dinner out. This may not seem like a particularly Christmas-y tradition, but to me it is as much a part of the holiday as decorating a tree or making cookies for Santa.

When my sisters were younger, my mom would pick out which movie we’d see each year, but as we grew older, and our tastes grew more different, this seemed less and less fair. At some point, we switched to voting for which movie to see, but this too had its problems.

movie since 1977 — would have probably stayed home. Or it could have blown up into a huge fight. Neither would really jibe with the Christmas spirit.

But there was a movie out that year that we all could have enjoyed, Disney’s “Moana.” Even if it wasn’t our first pick, how could we go wrong with a familyfriendly adventure starring Dwayne “The Rock” Johnson?

Maybe my mother had it right all along. Maybe she hadn’t been picking the movie she most wanted to see personally, but the one she knew would be least objectionable to the most people.

Maybe I had been undervaluing the emotional labor my mother put into peacekeeping for years.

But no, I couldn’t admit my mom was right.

So, I proposed what I thought was a novel and clever solution (and what my family thought was further proof that I am a huge nerd): ranked choice voting.

For those who aren’t familiar with ranked choice voting, also known as RCV or instant runoff voting, I suggest you take some time to get acquainted.

It has been adopted statewide in Maine and in a growing number of municipalities across the country. At least one local elected official — Johns Creek City Councilman Chris Coughlin — has been pushing to introduce it in Georgia.

With RCV, each voter ranks their options from their favorite to the one they least prefer. If one candidate wins an outright majority, they win, just like an ordinary winner-take-all race.

If no candidate wins the outright majority, the candidate with the least firstplace votes is eliminated. Those who voted for that candidate, their votes are transferred to their second-place choice.

This repeats until a candidate wins the majority.

Proponents of RCV argue it saves taxpayers’ money, prevents spoiler candidates, discourages negative campaigning and gives voters more choice than the “lesser of two evils.” However, like any policy change, it is not without its drawbacks.

Obviously, RCV was designed with more than six voters in mind, and for more important issues than a Boxing Day movie, but allow me to share some of the pros and cons I’ve observed.

One of the biggest criticisms of RCV is that it’s too confusing. If people are overwhelmed by their choices and the complexity of the system, they may just stay home and not vote at all. I can say there is validity to this criticism. Even though this is the third year we have used RCV to pick a movie, I still had to explain to my family how it worked. Twice.

A related criticism is that more choices mean voters will have a harder time staying informed. For movie choices, I remedy this by sending everyone the trailers to all the options. For municipal elections, I’d recommend voters read their local newspaper.

Another thing I’ve learned is that sometimes, maybe even most of the time, the results will be the same as if you voted the traditional way. This year, “Little Women” received four first place votes and none of the rankings were needed.

Something my family doesn’t have to consider is the price of elections. This years’ Johns Creek City Council runoff cost about $130,000. My family used the free website rankit.vote, which is an easy way to test RCV for yourself, and maybe avoid an argument with your family this holiday season.

Electoral policies aside, I want to wish all our readers a happy holidays and terrific new year. And don’t forget to appreciate the peacekeepers in your family this holiday season.

Give the gift of low mortgage rates Once again, experts are surprised to see mortgage rates lower today than from where they began the year — to the point where I am actually refinancing the loans that I made last January.

Geoff smith MortgageNewsAssurance Financial, gsmith@lendtheway.com Daily’s survey for rates for a 30-year conventional mortgage started the year at 4.55 percent and ended last week at 3.81 percent. If you bought a house for $400,000 last January, then refinanced this month, between the increased amount you’ll be paying toward principal every month, and the lower monthly payments you’ll be making, you’d save over $13,000 if you sold your house in 10 years. You’d save $32,000 if you held onto it for 30 years.

Refinances are also making sense for anyone who still has a mortgage that originated 10 years ago. If you bought a house and took out a loan for $400,000 back then, your 30-year rate is probably higher than 4.5 percent, according to MND. Today you have 20 years left on that mortgage. If you were to refinance that mortgage to a 15-year, lopping off five years of payments, you could likely get a rate closer to 3.5 percent, according to MND, and save over $11,000 over just five years, and over $50,000 in the next 15.

Your monthly payments might be $300 or so higher, but the amount of principal

you’d be paying down is exponentially higher and the savings are serious.

I’m sure for many of you, with what you just spent on presents, the idea of saving that much money right now is welcome. It has been a wild ride the last two years. One measure of where experts think our economy is headed is the Federal Reserve’s movement of its federal funds rate, which is the rate the Fed charges banks to store money with them. When they think the economy is growing too fast and inflation starts to get out of control, they raise this rate to encourage banks to store more money there. When they think the economy needs a nudge, they lower the rate to encourage banks to take money out and put it into the economy in the form of loans to businesses and homeowners.

In 2018, they increased that rate 4 times. This year they decreased it 3 times.

Now they seem to be in a holding pattern.

Throughout 2019 and most of 2018, experts increasingly predicted that we would be headed into a recession sometime in the next 12 months. In January of 2018, experts predicted a 13.11 percent chance of a coming recession. That peaked last September at 34 percent.

Since then, there has been a very sharp drop down to 25 percent this month. We are all in the midst of the longest economic expansion in this country’s history. Since the collapse in 2008, we have been growing steadily and slowly. With not a ton of hard data to show for it, more and more experts seemed to predict a looming recession

A growing economy typically signals rising mortgage interest rates. But a growing economy also signals job stability and salary increases. One would guess that rates are going to increase throughout 2020. And they should. Just like most predicted they would earlier this year.

Synovus names McClure area market executive COLUMBUS, Ga. — Synovus Bank has named Matt McClure market executive for Northeast Atlanta. McClure joined Synovus in April 2010 and was previously senior vice president before his promotion. Synovus’ McClure Northeast Atlanta market includes Forsyth, Gwinnett, DeKalb and North Fulton counties.

McClure is a long-time resident of Forsyth County, where he lives with his wife, Rachel, and their three children.

He is currently on the boards of directors for the Forsyth County Chamber of Commerce and Forsyth Community Clinic. He serves as a district representative for Forsyth County Parks and Recreation and is a former chairman of the United Way of Forsyth County and Leadership Forsyth.

Emory Hospital to expand This was a big year for Emory Johns Creek Hospital, the city’s biggest employer.

In November, the hospital broke ground on a $61 million expansion that will add two floors and 40 new beds to the existing hospital building.

CEO Marilyn Margolis poured thanks onto the Emory Johns Creek staff and board members, the broader Emory Healthcare system and the hospital’s partners, including the city and Johns Creek Chamber.

“One of the things I know for sure is: This facility is beautiful. It’s going to be more beautiful, but without the people who work here, without the people in this community, it would just be a lot of bricks and mortar,” Margolis said.

The hospital expansion is expected to open in April 2021. The sixth floor will provide additional clinical space, while the fifth floor will primarily provide non-clinical space. A two-chair inpatient dialysis room will also be constructed on the fifth floor.

Earlier in the year, Emory opened a new women’s center just up the road from the hospital.

City launches initiatives to boost business climate Milton began two schemes in 2019 to bolster the city’s business community and create an open line of communication between businesses and city staff.

In February, the city began its “Corridor Conversations” which allows businessowners and employees wo meet with local leaders and city staff for informal discussions.

Milton Economic Development Director Sarah LaDart said the meetings can foster relationships and allow businesses to share their issues or ideas with the city. Milton will hold quarterly meetings in each of the city’s business centers, Deerfield Parkway, downtown Crabapple and Birmingham Crossroads.

The city held its first Meet Me in Milton event Oct. 26, with the program hitting full stride next year. In the same vein as Alive in Roswell, the city will host the gatherings from 4 to 8 p.m. on the third Saturday of each month from April through September on The Green in downtown Crabapple.

Each gathering will have a different feature, with plans including a cornhole tournament, outdoor movie screening, a car show, art show and other events that will draw crowds.

Albedo & Altitude: What you need to know for winter sun safety

By Dr. Brent Taylor Premier Dermatology and Mohs Surgery of Atlanta What is the safest time to be outdoors? It turns out that this is not as easy a question to answer as you might think, and part of the Dr. Taylor reason is something called “albedo.” The term albedo is defined as the percent of sunlight that is reflected off a surface.

Fishermen have higher rates of skin cancer than our average outdoorsmen because of sun not only reaching them from above but also because sun bounces off the water and strikes their skin from below. We often say that this gives them a “double dose” of radiation and sun damage. But is the damage really double?

Albedo, the percent of light bouncing off a surface, varies by a number of factors including the type of surface the sunlight is hitting and the angle the sun is at relative to the surface. For example, when the sun is at angles of 40 degrees or higher in the sky relative to the horizon, the albedo of water is fairly constant at around 5%, meaning that only 5% of the sun is bouncing up and potentially hitting you. As the sun drops below 40 degrees, the albedo of water increases dramatically with about 50% of sunlight bouncing off of water when the sun is at an angle of ten degrees and almost 100% of sunlight reflecting off the water when the sun is just above the horizon at an angle of zero degrees. For many latitudes in the northern hemisphere in the winter months, the sun spends all its time below 40 degrees, so a large amount

of light is reflecting off surfaces at all times. In Atlanta on Christmas, the solar elevation angle only reaches 32 degrees at noon.

Snow is a different beast all together.

We love snow because it is pretty and sparkly… but are those sparkles in fact sinister? (Cue alarming music now). If you are an avid skier who doesn’t want skin cancer, it is useful to know that ice has a higher albedo than water, and snow has an even higher albedo than ice. In fact, snow reflects as much as 90 percent of solar radiation. Some of the worst sun burns that I have ever seen have come after ski trips. We might not think about sun damage in winter months figuring that the sun is less intense. However, many ski trips are in late spring at low latitudes and high elevations, so the snow persists even though the sun is now high in the sky.

When it comes to skiing, you really can receive a double dose of UV radiation due to albedo and elevation. The general rule of thumb is that with every 3000 feet increase in elevation, UV radiation increases by 10%.

So what is the safest time to be outdoors? The dermatologist would say that it is safest to ski between 6pm and 6am.

The orthopedic surgeon might disagree.

The real answer is to protect your skin from light from above and below with proper clothing and sunscreen.

After a winless 2018 campaign, the Cougars compiled a 3-7 overall record in Malone’s debut season, with three of their losses coming by one score.

Northview girls basketball continued its domination in Region 7-AAAAAA in the 2018-19 season and won their third consecutive region crown in February.

The Titans went 18-0 against region opponents during the regular season and region tournament.

Northview also made another deep playoff run and reached the Elite Eight of the state tournament for a third straight year, but the Titans fell to eventual state runner-up Lovejoy.

Following the 2018-19 season, head coach Chris Yarbrough announced he was leaving the program to lead the Sequoyah girls program. In five years, Northview went 101-48 under Yarbrough with three region championships and two trips to the Final Four of the state tournament.

Michael Martin was tapped to lead the Titans for the 2019-20 season.

Gladiators, Knights swim to state titles The Johns Creek boys and Centennial girls swim teams each captured their program’s first overall state titles at the state meet at Georgia Tech Feb. 8-10.

The Centennial girls beat out Alpharetta for the Class 6A championship and finished first in four events.

Elly Deas, Tessa Sergile, Katharine Ward and Medline Singletary placed first in the 200- and 400-yard medley relay.

Deas and Singletary also won individual titles, with Deas placing first in the 100yard backstroke and Singletary besting the field in the 500-yard freestyle.

The Johns Creek boys captured relay state titles in the 200-yard medley (Andrew Simmons, Adrian Iannamico, Samuel Song and Ethan Davey) and in 400-yard freestyle (Simmons, Davey, Iannamico and Chase Kennedy).

Iannamico earned an individual state championship in the 100-yard backstroke.

Johns Creek’s boys and girls golf teams swept the Class 6A state championships in May. The Johns Creek boys continued their dominance with the program’s fourth straight state championship, beating out state runner-up Creekview by 26 strokes. Andy Mao won an individual state title to lead the Gladiators with teammate Bruce Murphy placing second.

Five Johns Creek players finished in the top 10.

The Johns Creek girls team won their second state title in three years, beating out state runner-up Northview by 37 strokes.

The Gladiators’ Gen Wu won the individual state title ahead of teammate Kate Song in second.

Chattahoochee also placed in the top-10 in team scores.

Northview, Johns Creek battle for tennis state title Johns Creek area schools continued their streak of winning boys tennis state championships with the Gladiators taking the title over crosstown rivals Northview in May. The matchup featured the two defending state champions (Northview 2017, Johns Creek 2018).

The Gladiators took the contest, 31-16, for the title and beat Dunwoody the following week for the team’s 16th straight region win.

After dropping their first four postseason games, the Gladiators took down Alexander in the first round for the program’s first playoff win.

The Gladiators had a late lead over perennial title contenders Valdosta in the second round, but the Wildcats scored late to end Johns Creek’s season.

Northview High to move to different classification The GHSA shook up the local athletics landscape when it announced the new regions for the 2020-21 season in November.

Northview saw the biggest change for Johns Creek area schools with the Titans moved down from Class 6A to 5A. The Titans will play in Region 7-AAAAA beginning next athletics season, where they will play Blessed Trinity, Calhoun, Cartersville, Cass, Hiram and Woodland (Cartersville).

Mount Pisgah was slated to be moved into another region, but the school successfully appealed the decision to stay in Region 6-A with its traditional rivals.

Johns Creek and Chattahoochee will remain in Region 7-AAAAAA but will face some new schools. Pope, North Atlanta, Dunwoody and Northview were moved out of the region and replaced by Creekview, River Ridge, Riverwood and Sequoyah.

Police arrest suspect while fleeing store JOHNS CREEK, Ga. — Police arrested a man Dec. 15 for allegedly shoplifting from the Target on State Bridge Road.

The loss prevention officer said he saw the man conceal items in his backpack while he tried on a pair of shoes. When the loss prevention officer tried to stop the man when he left without paying, the man allegedly pushed the loss prevention officer and ran out of the store.

Police found the man in the nearby wood line with $130 worth of merchandise concealed in his bag.

The man, identified as 25-year-old Mark Vasquez of Duluth, was arrested for shoplifting.

Agency alerts woman to fraudulent account JOHNS CREEK, Ga. — A woman from Cumming contacted police Dec. 3 after she was alerted to $1,000 worth of fraud.

That day, the woman received a letter from a collection agency about a business account that was past due.

The woman had not opened the account.

After some digging, the woman found out that the account was opened in August with UPS. The account had packages delivered to locations in Roswell and Canada.

UPS told the woman they needed a police report so that she would not be held liable for the charges.

Bank alerts man to thousands in fraud ALPHARETTA, Ga. — An Alpharetta man contacted police Dec. 9 after he learned of a $12,000 fraudulent charge on his credit card.

In late October, the man’s bank contacted him asking if a $12,000 purchase from a watch company in California was valid. He said he had not made any such purchase and was told the charge would be reversed.

On Dec. 4, however, the man saw that the bank reversed the reversal, putting the $12,000 charge back on his card. A representative told the man that their investigation showed the charge was valid.

The purchase had been shipped to an unknown address in Alpharetta.
