New state laws boost education deduction, alter medical protocols

By DENISE RAY denise@appenmediagroup.com FORSYTH COUNTY, Ga. — Georgia Gov. Brian Kemp signed more than 300 bills into law in 2019, and many went into effect Jan. 1.

Back in April, the governor signed 21 bills into law that went into effect July 1.

Those new laws covered issues from human trafficking to flag displays.

The latest series of new laws run the gamut from expanding deductions for college savings plans to narrowing the criteria for those placed on the child abuse registry.

Here’s a rundown of some of the new laws that went into effect Jan. 1: HB 166 establishes licensing requirements for genetic counselors. The law mandates continuing education for these professionals who create treatment plans for individuals or families affected by or at risk of genetic disorders.

JOHNS CREEK, Ga. — A Johns Creek woman notified police Dec. 22 that someone had removed Christmas presents from her vehicle parked along Lexington Woods Lane.

The victim said she parked her car, a silver Mazda CX-5, on the curb in front of her house at about 7:50 that evening.

HB 63 provides doctors a way around what is commonly referred to as “step therapy,” a protocol contained in health insurance plans that requires physicians to try certain preferred medi-

cations first and have those drugs fail before moving on to a medication that might be more suitable for the condition.

The law now gives doctors a way to apply for exceptions to avoid step therapy and quickly start patients on the medication they recommend.

HB 288 establishes flat, predictable and in most cases higher fees that clerks of the superior courts are entitled to charge for filing documents and instruments pertaining to real estate or personal property.

It also provides for a flat sum structure, a repeal of certain related alternative fees and a repeal or provisions related to additional fees and costs in counties having a certain sized population.

HB 507 revises the criteria used by tax assessors to determine the fair market value of real property. Tax assessors now shall apply the existing zoning, use, covenants or restrictions, bank sales, and rent limitations in determining the fair market value.

Big projects will come to fruition in 2020 Once again, it is time to reflect on the past year and look ahead to welcome 2020 and a new decade.

2019 served as a planning year for Fulton County with many important future projects approved, including consolidating all county health services in a new building purchased in Alpharetta, a new animal shelter complex, and renovation Liz Hausmann and expansion of Fulton County Fulton County Commissioner, District 1 Brown Field Airport.

For the past several years, we have worked with Fulton County cities to improve our transportation network. With the passage of TSPLOST, you now see road construction projects all over Fulton County that will make your travels safer and quicker in the future. We continue to work to expand our transit network with MARTA and the newly formed ATL with the hopes of securing the necessary funding to bring a robust transit network to fruition, and we are looking for alternatives for that funding other than a Fulton County sales tax referendum in 2020.

One way to relieve traffic congestion is to provide services in North Fulton instead of going to downtown Atlanta. With that in mind, the Clerk of Superior Court is currently exploring setting up a North Fulton satellite office to better serve our community, including Board of Equalization hearings.

The new Fulton County Health Facility on Northpoint Parkway will combine behavior health, general health and developmental disability health services in one location to provide better coordination of services. In addition, we are exploring opportunities to add new services at this North Fulton location as we now have expanded room to grow. During the upcoming legislative session, the Board of Commissioners will work in partnership with the state Legislature to secure much-needed resources for those in our community who suffer from addiction.

Last year, we moved to the new city hall complex, continued our neighborhood paving and intersection improvements and began construction on two Transportation Special Purpose Local Option Sales Tax (TSPLOST) projects.

In our 2020 championship season, we are poised for action beginning with traffic congestion relief projects funded through TSPLOST. As traffic is the most common resident concern in Johns Creek (2019 Community Survey) the city has aligned four significant TSPLOST projects.

These four TSPLOST projects, taking place across our city, are anticipated to reach the construction phase in 2020. Also this year, construction begins on one major multi-modal, connectivity project funded through the Parks Bond: the replacement of Rodgers Bridge over the Chattahoochee. We are confident these improvements and investments will have a meaningful impact for those residents traveling in and through the city.

Johns Creek is well-known, regionally and nationally, as a safe and livable community. The city takes great pride in being named one of the safest cities in the nation on a regular and consistent basis — yet another trait of championship caliber.

Similar to any championship team, our ascent was born out of careful, intense preparation.

Our commitment to our first responders is evidenced by the construction of our new fire station off Kimball Bridge Road (Fire Station No. 64), expected to be completed in the fourth quarter of 2020. EMS and fire response times in the Sargent Road area will improve dramatically, as will response times across the city since the three existing fire stations will have smaller response zones.

Coming off the heels of hosting our first major event adjacent to our new city hall in Technology Park (the 2019 Founders Day Parade), we are more excited than ever about the potential of this wonderful community character area.

As outlined in the 10-year Comprehensive Plan, we are working to eventually redevelop Tech Park into a live-work-play destination and “Town Center” area. As we move this concept closer to reality, we are eager to begin planning for a future linear park adjacent to the new city hall and acquainting residents and visitors with the new town center area as a future community gem.

Our championship season of 2020 centers on ensuring we continue to provide high-level, highquality services desired by our residents. With our four TSPLOST projects, multiple park improvements and infrastructure advancements, we can successfully fulfill major goals and objectives while bringing our vision for a vibrant community closer to certainty.

In our championship season, we will show the region how Johns Creek takes action to remain the most exceptional city in metro Atlanta.

Once completed, Rogers Bridge will improve connectivity and access to public space and parks along the Chattahoochee River. At the same time, the Chattahoochee River Working Group continues to make progress on its ambitious plan to link river lands throughout Fulton County to create a series of flowing parks along 100 miles of the Chattahoochee River, from the Buford Dam to the Chattahoochee Bend State Park in Coweta County.

Finally, 2020 will bring the reopening of three newly renovated libraries to North Fulton.

The Roswell Main Library, Ocee and Spruill Oaks Branch libraries in Johns Creek will all resume operations early in the new year, with state-of-the-art amenities that will serve us for generations to come.

Heading into this new decade, our future is bright!

City Council considers Cauley Creek Park plans

By CARSON COOK carson@appenmediagroup.com JOHNS CREEK, Ga. — The Johns Creek City Council had made advancing plans for Cauley Creek Park a priority, but before the city can begin construction, it must clear several environmental regulatory hurdles.

In order to obtain the necessary permits, the council must have partial construction documents. At a Dec. 9 work session, council members discussed how to move those plans forward.

Because of the scale of the park and a limited budget, the city plans to complete the park in phases. Mayor Mike Bodker initially suggested the city go ahead and create construction documents for Phase 1 plus a little extra, so that if Phase 1 comes in under budget, the city could build more without having to go through construction documents and environmental permitting again.

Council members Chris Coughlin and Lenny Zaprowski said the city should go ahead and order construction documents for the whole park.

“I think we’re going to learn a lot by doing the whole thing,” Zaprowski said.

“I think it’s well worth it.”

Others were worried about wasteful spending.

“Let’s just say we’re not coming back to spend money on the part that is outside of Phase 1 for another five years,” Councilman John Bradberry said. “In five years, we may realize baseball is no longer in vogue, and everyone wants more cricket. You may end up wanting to build something completely different.”

Johns Creek student wins statewide PSA contest JOHNS CREEK, Ga. — Lillie Hayes, a junior at Johns Creek High School, recently won first place for her video submission to Georgia Public Broadcasting’s “Buckle Up Georgia” campaign.

The contest asked Georgia high school students to create a 30-second public service announcement focusing on the dangers of not wearing a seatbelt.

As first place winner, Hayes’ video aired in the broadcast of the 2019 Georgia High School Football Championships, and she received a Macbook Pro provided by the Georgia Governor’s Office of Highway Safety.

The staff recommended that the city continue to work with Barge Design.

Through a competitive bidding process, the city previously selected Barge to complete the master plan and field work for the survey.

Because of Barge’s familiarity with the site and plans for the park, Barge would be the fastest and most cost-effective option, the staff suggested. Alternatively, the city could solicit quotes from its on-call providers or do a full request for proposals.

A full request for proposals would add several months to the timeline, which some council members indicated they would not support.

The council decided to take a hybrid approach and ask the staff to negotiate with Barge. If the staff thought Barge was not offering a competitive price, they could then talk to on-call providers.

The council also agreed to expedite construction documents for a section of trail that would not require environmental permitting. This could allow the city to move one amenity of the park to construction sooner.

The city still faces a decision over what material to use on the trails. The council will continue discussing the parks bond in future work sessions.

At the same work session, the council considered plans to build a roundabout at the entrance to Cauley Creek Park, on Bell Road and across from Old Homestead Trail. The city staff is ready to advance the project to right-of-way acquisition, the final stage before construction, with a budget of $200,000.

The City Council is slated to vote on this item Jan. 13.

Acts of courage and grace What will you tell the children?

So, every year about this time I am convinced that I’m probably going to have to skip this year’s Christmas/ holiday column because I can’t think of anything positive to say. Every year, however, I ultimately end up remembering this: For every act of hatred, for every evil event, for every unkindness, for every minuscule or massive selfish act — like mass shootings — there are a thousand beacons of light, kindness, courage and grace; we just don’t always see them or hear about them like we do with the bad stuff.

Good intentions are OK. But good acts are better. Action is better than

intention. That’s what our minister Ollie Wagner keeps telling us.

“Don’t just think about doing something to help people, actually do something.” This is one minister who, for the record, practices what he preaches too.

Acts of courage and grace are all around us in the person of your neighbor, your kid’s teacher, your old friend from college, the new person at work or just some complete stranger who is stopping to change a flat tire of a stranger.

Grace is found in those fostering a child, pulling someone out of a burning house, taking in a refugee family, sitting someone’s adult parent with dementia so they can have a couple hour break, reading to someone or just sitting next to a friend or stranger and listening.

My wife Christina is a lot like Ollie; she walks the walk and consistently is coaching me to do the same. And I know and realize that I fall so short on the “do something” spectrum. If I have any goal for 2020, it is going to be become that someone who actually does more. My wife, and my children have taught me 99 percent of what I know that is worth knowing, and how to live as well — and how we should treat others. To them I am so grateful.

There are no small or large acts of

grace or courage; they are all the same size — the size of the entire planet, the size of “being alive,” the size of “past the stars.”

Horace Mann once wrote: “Be ashamed to die until you have won some victory for humanity.”

That victory is achieved every time your attention is focused outward instead of inward, and in some way that makes someone else’s life better or happier or less alone — “past the stars.”

Being kind to one person shines as brightly as the light that comes when thousands are saved.

Grace is color blind and has no nationality. So is the courage to act with grace, too. When Christ said “that what you did not do for the least of these (my children) you did not do for me,” he meant everyone — including those who cross borders out of fear, those who feel helpless, who are hungry, and those who are persecuted. They are all his children and we are expected to help them all. When we choose not to, we are choosing to separate ourselves from God and his grace.

I watch my wife ask others how they are doing. I hear her ask about their children, their parents, their job — or their job hunt. I watch her take food to them. I see her invite them to eat with

the group — day in, day out. There are no large or small acts of grace or kindness; they are all the same size.

What will you say to your children someday, or their children?

Acts of courage require making choices, making decisions about whose values and standards to follow — yours or theirs, yours or your parties, yours and what is right or theirs and what is expedient. They are all choices.

For elected officials, when is it time to vote for what you know is right, even if it means the vote is not expedient and may not help you get reelected? Is holding office so important that it is worth compromising what and who you are until you can’t even recognize yourself — compromising and betraying who your children and grandchildren thought you were or what you stood for?

This has nothing to do with any of the current political chaos. It has everything to do with stuff like whether or not we want to help each other or hurt each other or whose laws and values we choose to follow — man’s or Gods. It about the personal decisions we make.

Our neighborhoods, our city, our state is full of good people who care, who

Alpharetta welcomes 158-room Home2 Suites

By PATRICK FOX pat@appenmediagroup.com ALPHARETTA, Ga. — Alpharetta’s portfolio of hotels just got bigger with the recent opening of the Home2 Suites by Hilton Alpharetta at 12075 Morris Road.

Dozens of dignitaries and business leaders were on hand for a ribbon cutting Dec. 13, including key executives from Hilton.

The 158-suite hotel developed and owned

by Mitesh Patel of RAM Hotels, provides convenient access to Alpharetta attractions such as the shops and restaurants of Avalon.

RAM Hotels started operations in 2003 and currently owns and operates 23 hospitality properties in Alabama and Georgia. The company plans to open two more hotels within the next quarter, has four under construction and four in the early planning phase.

Patel, executive vice president of RAM Hotels, said the hotel’s featured amenities, like all Suite-style rooms, outdoor kitchen, fire pit and fitness center make it a perfect fit for the Avalon shopping area.

“We are confident this will capture premium extended-stay clients to stay with us for long term,” Patel said.

With close to two dozen hotels now operating within its borders, Alpharetta has drawn a large share of the business and entertainment hospitality market for North Fulton.

In addition to drawing people who stay, shop and eat in local restaurants, hotels provide cities with additional revenue in the form of local hotel/motel taxes. These taxes can add up into the hundreds of thousands each year.

Roswell is currently home to 11 hotels.

Four additional hotels are in development — three business class hotels on Westside Parkway and a boutique hotel in the Historic District.

Roswell Inc, the city’s economic development arm, is pursuing a plan to bring more hotels into the city and recently launched a second hotel feasibility study in partnership with Visit Roswell, said Roswell Inc Director of Communications and Public Relations Carisa Turner.

Johns Creek has three hotels operating within the city.

Matthew Thomas, Alpharetta Economic Development manager, said the hospitality industry serves to help keep the local economy vibrant.

“We know we have a lot of corporate travelers in the city during the week,” Thomas said. “A lot of them do business here, and to have the supply of hotels to accommodate those travelers doing business in our city with a great product such as Home2 Suites means Alpharetta is even better positioned to accommodate meetings, accommodate events and other needs of the business community.”

The hotel offers all-suite accommodations with fully-equipped kitchens and modular furniture, providing guests the flexibility to customize their suite to their style and preference. The hotel also features complimentary internet, inviting communal spaces, and trademark Home2 Suites amenities such Spin2 Cycle, a combined laundry and fitness area, Home2 MKT for grab-and-go items, and the Inspired Table, a complimentary breakfast that includes more than 400 potential combinations. Maybe not all of us, and maybe not to that extreme, but for sure, all of us can always find ways to improve. And January is a great time to take that to heart.

Last week, I had the great fortune of talking to a friend, Wendy Ellin, whose business and passion is to help high-lev-

el executives organize their work-lives.

Her job — and she’s very successful at it — is to create productive work spaces and processes so her clients can work more efficiently. She’s a New Yorker who gets straight to the point and will tell you exactly what’s holding you back in your workspace and how you can more efficiently push yourself forward.

Since we are all looking for clarity right now, here are a few things that Ellin says every one of her clients have found helpful.

Ellin is a huge fan of keeping a clean E-mail Inbox. A workmate of mine asked her why she thought this was important.

“Do you go to your regular mailbox and only take out what you want? And let everything else pile up?” she said.

She suggests first to sort your inbox by “sender,” then go down the list and delete all the e-mails you no longer need. She strongly suggests just deleting anything over a year old. But, she says that if you absolutely have to hold onto

Technology has significantly improved the efficiency and effectiveness of this process. Accounting systems like QuickBooks now provide an inventory management module that allows you to “connect” your sales projections to your inventory and make it easier to manage.

Inventory is a very expensive asset. Making sure your customers can get your products when they want them while at the same time minimizing your investment in inventory will help you maximize your profits.

Ongoing planning, taking advantage of discount terms with your vendors and utilizing inventory management technology will help you to manage inventory in your small business and improve your bottom-line results.

Ellin also talks about not letting an inability to do something perfectly get in the way of doing that thing at all. For example, all of us have that task we want to accomplish. But we put it off until we have a clear idea of how it will end perfectly. Success lies not in completing a perfect project, but in actually starting the project at all. Annual budgets, planning for a new strategy or planning for a new company position are all things that get put off while we wait until the perfect moment. She says to just put it on your calendar and get started.

She reminds me of one of my favorite Vince Lombardi quotes when she talks about the not letting the desire to be perfect get in the way of creating something excellent.

“Perfection is not attainable, but if we chase perfection we can catch excellence,” Lombardi once said.

Ellin also believes we should all make a commitment to never be late. This is one small thing you can do to manage people’s perception of you. Because after all, we earn our reputation either way. Ellin says to schedule travel time on your calendar before every meeting or event so that you arrive on time. And then honor it. If you are the first one there, you can use the time to catch up on managing your inbox, catch up on a task you were involved in, or just plain catch your breath.

Alpharetta Chamber announces Taylor mortgage team joins Synovus 2020 officers and board members COLUMBUS, Ga. — Synovus Mortgage has announced ALPHARETTA, Ga. — The Alpharetta Chamber of Commerce has announced the volunteer officers and Board of Directors for 2020.

Ron Altman, owner of BurgerFi restaurant, becomes the chamber’s eighth chairperson. He replaces Lisa G. Shippel of Lisa Shippel Law, LLC, who becomes immediate past chair.

Centennial student dashes cerebral palsy stereotypes Senior excels in sports and in the classroom

named a 2019 U.S. Paralympics Track and Field All-American, her third time receiving the honor.

She will also travel to Thailand in February to compete in the International Wheelchair & Amputee Sports Federation World Games.

In May, she swept three events in the GHSA track and field state championships in the newly created ambulatory division, winning state titles in discus, shot put and the 100-meter race. In 2018, she earned a bronze medal in discus at the Cerebral Palsy Games in Spain.

Gray says those with cerebral palsy are not typically portrayed as being successful athletes or scholars, but she is living proof that they can be.

“Sports in general have given me a great community, and I want to be a positive role model for young girls and athletes,” Gray said. “I’m really trying to break down stereotypes. You can have cerebral palsy and you can compete, do well in school and be an athlete.”

Gray’s venture into athletics began at a young age with her parents encouraging her to participate in physically demanding activities.

“My parents were really proactive because, with cerebral palsy, kids with the disability really

Gray is actively breaking down stereotypes of those with cerebral palsy, both in the classroom and in track and field.

Gray carries a 4.0 GPA at Centennial. She was recently chosen as a Coca-Cola Scholar semifinalist from over 93,000 applications. The foundation awards college scholarships to those who show dedication to leadership and service with a positive impact on others. In the same month, she was named the winner of the Heisman High School Scholarship for Centennial.

She is also national AP Scholar and the president of the Centennial High School Chorus.

Gray is also a standout in athletics, where she competes in track and field. In November, she was the only female athlete from Georgia to be

need to stay active in order to stay mobile and so their muscles don’t tighten up,” Gray said. “My parents encouraged different activities like ballet, kayaking or rock climbing.”

But Gray was apprehensive to join the sport in which she has had the most success, track and field.

“I was really hesitant to start because I had never seen girls compete in adaptive track and field,” Gray said. “But my mom encouraged me, told me it will be good for me and that I would probably be surprised.”

Count Gray surprised.

She has grown to love track and field over the past five years, particularly discus, and she said the sport has raised her confidence. It will take her internationally for a second time in February for the IWAS World Games where she will compete in discus, shot put and the 100-meter race.

“I’m so excited,” Gray said. “I know a lot of the people who are going to compete, I’m familiar with my teammates, and you become like family. It is also great to meet people from different coun-

“I feel like education is a way for me to surpass expectations about what a student with disabilities is supposed to be like,” she said. “I feel like the classroom gives me the ability to break down barriers and show people that I actually am smart, which is not often portrayed.”

As she breaks stereotypes and misconceptions, Gray has her own message for those with a disability.

“Don’t let your physical disability limit you in any way,” she said. “I feel the reason I’ve been able to do so well is I’m always reaching for the next thing. Be open to new opportunities, but also be open to ask for help. My coaches, family and my friends have led to my success, and kids in general should know it’s okay to need help.”

She also believes that anyone with a disability should consider athletics.

“Sports have been really beneficial in my life,” she said. “And there so many different pathways people can take, I’ve been very lucky.” order to be reelected.

Why do so many of us choose to compromise our values and the good works we do — the work we perform to help the least of us — by not having the discipline and the faith to be loyal to our real values, and instead opt out to adopt the values and contempt of others?

We all have the capacity to take the higher road, the more difficult road, the road that is ruled by love and unshakable faith.

So, despite what seems to be a world turned upside down today — one beyond redemption and reconciliation — I choose to hold on to hope and faith in us and to celebrate our “better angels.”

Region 7-6A basketball teams enter second push of region play

By JOE PARKER joe@appenmediagroup.com NORTH FULTON, Ga. — Fans will likely be in for another tight race for the No. 1 seed in the Region 7-AAAAAA tournament with the standings logjammed after the initial round of region games in boys and girls play. Region play tips back off this week following the holiday break.

The standings are especially tight in boys play with the top six teams separated by one game or fewer.

Near the top of the fray is Cambridge, defending region champs who are 5-2 against 7-AAAAAA opponents. The Bears have a host of new talent leading the squad this season, and their added focus on defensive play has allowed them to outscore their region foes by an average of 15 points per game.

One of the Bears’ two region losses is to Johns Creek, who downed Cambridge 83-82 on Dec. 10.

Since compiling a 24-5 overall record in the 2015-16 season, the Gladiators have been near the bottom of the 7-AAAAAA standings the last three seasons. However, Johns Creek seems to have hit its stride in the opening half of this year, winning nine of their opening

12 games and compiling a 5-2 region record.

The surge has been led by the Gladiators’ offense which is tops in the region with 78 points per game in 7-AAAAAA play. Senior guard Jordan Johnson has been a consistent leader on the stat sheet, scoring 25 or more points in the Gladiators’ last four region games.

Chattahoochee, which finished third in the region tournament last season, enters the second half of its region schedule fourth in the standings. The talent-rich Cougars return to action this Friday against Cambridge.

Hooch’s two region losses have been in tight contests. The Cougars fell to Pope, 67-61, and dropped their Dec. 6 matchup with then undefeated North Atlanta, 55-51.

Despite a sub-.500 overall record, Centennial is winning the games that truly count — its 7-AAAAAA contests.

Under second-year head coach Matt Barksdale, the Knights are 4-2 to open region play.

Centennial will be challenged early in its return to region play with the Knights taking on Pope Jan. 2 and Johns Creek Jan. 4.

After winning their opening region

matchup over Dunwoody, Alpharetta has dropped five straight to put the Raiders at seventh in the standings in Clay Crump’s first season at the helm.

Northview has battled throughout its region schedule but has come up just short in several contests. The Titans fell to Cambridge, Centennial and Pope by eight points or fewer and lost their Dec. 10 matchup with North Atlanta, 60-57, in overtime.

After winning its season opener, Dunwoody has since dropped 12 straight games, including seven region tilts. The Wildcats, ninth in the 7-AAAAAA standings, are back in action Jan. 4 against Northview.

GIRLS While the standings are a bit more spread out in girls play, there will still be plenty of jostling for position when region play resumes this week.

Leading the standings entering the second phase of 7-AAAAAA games is Johns Creek. The Gladiators are tied at 6-1 with Cambridge in the standings, but Johns Creek took the Dec. 10 matchup of the teams, 57-46.

The Gladiators returned much of their offensive firepower from last year’s state tournament team and have the region’s top scoring offense with an average of 56 points per game in 7-AAAAAA play. Senior guard Ahmia Childs has led the way with significant contributions from junior guard Carson Tanguilig and senior forward Samantha Breslow.

Cambridge is off to its best start in program history and will look to continue to rack up region wins this week.

With just two seniors on its roster, the Bears’ youth has powered an impressive start to the season. Freshman Jordynn Dudley has been a major offensive contributor, with sophomore Angelina Cofrancesco and junior Kennedy Daniels contributing on both sides of the court.

Former Centennial coach Lorenzo Withrite is in his first season leading Chattahoochee, and the Cougars are 1-5 to open region play.

Three-time defending region champions Northview are at the bottom of the standings at 0-7 in 7-AAAAAA play. Sadly, new challenges arise every year, including the epidemic of vaping among our youth. The growing number of students vaping or using e-cigarettes is a daily battle for our community and schools. What was originally created to help adults with smoking cessation, has been converted through clever marketing and misuse to introduce nicotine products and THC oils through these easy-to-hide devices. FCS has increased our efforts to reduce the use and abuse

I appreciate the dedicated parents, and parent groups, who support our students and our schools. of these products with increased awareness and disciplinary actions. Unfortunately, the problem is a bigger community problem and will not be solved in our schools alone.

In all cases, school resources are important, but they are more successful when parents are also engaged in their children’s lives. Nothing substitutes for the guidance of a loving parent. I appreciate the dedicated parents, and parent groups, who support our students and our schools. We will continue to work together toward accomplishing even more in 2020.
