FORSYTH COUNTY, Ga. — Deputies charged a Habersham County man with the Aug. 12 theft of his mother’s car and credit card.

According to the arrest report, Joshua Naylor’s mother allowed him use of her car to drive to the store. The 32-year-old man was expected back within an hour.

But four days later, Naylor still hadn’t returned the car, and his mother reported the vehicle stolen. She also

Two roaming dogs attack woman, pet FORSYTH COUNTY, Ga. — A woman and her mother were walking their dogs down Swiss Air Road on Nov. 11 when two dogs came out of a wooded area nearby and bit the victim on her hand and leg. The loose animals also bit the woman’s service dog, according to a Sheriff’s Office report.

The dogs ran back to the area of their home after the attack. Deputies turned the investigation over to Forsyth County Animal Services.

The deputy was not able to determine who the primary aggressor was, and the incident was handled at the school level, according to the Sheriff’s Office.

Forsyth County adopts 2021 budget School board moves

By JOE PARKER joe@appenmediagroup.com FORSYTH COUNTY, Ga. — The Forsyth County Board of Commissioners approved its spending plan for 2021 at its Nov. 19 meeting as economic uncertainty due to the coronavirus pandemic continues.

The general fund, which pays salaries and expenses for day-to-day operation, is balanced at $151.8 million, a 1.4 increase over the current budget. Chief Financial Officer David Greun previously noted the county expects a 5 percent drop in sales tax revenue next year due to a lagging economy, but he previously told the board the county should “be in good shape” for sales tax income.

The reduction in sales tax collections could be offset by an expected increase in revenues from personal property and ad valorem taxes. The

county expects a 4.7 increase in real and personal property tax revenue to $63.8 million, and a near 2 percent rise in ad valorem income.

Expected expenditures are slightly up for the county’s library, parks and recreation, and Sheriff’s Office, while spending will be below 2020 levels for the county’s animal shelter and public transportation.

Additional general fund spending includes the creation of 21 new county employment positions for the Sheriff’s Office, parks and recreation, county court system and finance department.

Eight new positions are also outlined for the county’s fire, jail, engineering and E-911 departments. A cost of living adjustment will raise county employee pay by 2 percent.

The county’s Fire Fund is balanced at $29.6 million. Revenues and spending for next year are expected to in-

crease by 4.3 percent over 2020 figures.

Earlier this year, the county voted to lower the tax rate on personal property, the millage rate, for by one-half percent.

The Forsyth County School Board voted to roll over its 2020 tax rate into next year. The Fire Fund rate also remained unchanged.

The modest decrease in the millage rate could save homeowners a few dollars in property taxes, but the savings may be wiped out if the value of their home increased.

The county set its rate at 7.896 mills. The school district tax rate is 17.3 mills.

One mill brings in $1 in taxes for every $1,000 of a property’s taxable value.

In Georgia, a property’s taxable value equals 40 percent of its appraised — or real — value. A home with a real value of $100,000, for example, would have a taxable value of $40,000.

County officials break ground Nov. 17 on the Ga. 369 widening project that includes a new interchange at Ga. 400.

County breaks ground on Ga. 369/Ga. 400 interchange project FORSYTH COUNTY, Ga. — Forsyth County officials broke ground on a traffic project that will widen Ga. 369 and create a new interchange at its intersection with Ga. 400.

The project will widen Ga. 369 from a two-lane road to a four-lane road, divided by a 20-foot raised median, from just west of Ga. 9 to slightly east of Ga. 306, approximately two miles.

The project will also include sidewalk trails along both sides of Ga. 369. There will also be an added partial cloverleaf interchange at SR 369 and SR 400.

“The project will create an entirely new traffic pattern for all of north Forsyth that will have a positive ripple effect throughout the whole county,” District 4 Commissioner Cindy Jones Mills said.

“Thank you to the voters of Forsyth County for making this project possible with the voter approved Transportation Bond as well as our partners at GDOT.” The traffic signal intersection at Ga. 400 and Ga. 369 will be replaced by a grade-separated interchange that will become exit 18 off Ga. 400. A bridge will carry Ga. 369 traffic over Ga. 400.

Northbound drivers on Ga. 400 will use a cloverleaf to exit and will be funneled onto Ga. 369 to go west or go through an intersection with a traffic signal to travel east.

Traveling southbound on Ga. 400, drivers will use a cloverleaf to join Ga. 369 moving east. A separate off-ramp will lead to an intersection with a traffic signal for drivers joining Ga. 369 westbound.

Construction is expected to take 36 months with the upgrades going live late 2023.

The project was identified in the Forsyth County Major Transportation Plan of 2006. Funding for the intersection comes from the 2014 Forsyth County Transportation Bond, GDOT dollars and state grants. The transportation bond will fund the widening of Ga. 369.

Funding for the widening of Ga. 369 comes from the County Transportation Bond.

In September, Forsyth County Chief Financial Officer David Gruen said the projects had come in over budget by $12.2 million.

forward on new attendance lines

FORSYTH COUNTY — The draft plan to redistrict several schools is now the final plan after the Forsyth County School Board voted to accept staff recommendations on how best to fill two new schools opening in August.

The new lines are necessary with the opening of East Forsyth High School and Hendricks Middle School which are currently under construction. Approximately 2,800 students in seven middle and high schools will be impacted with the new attendance lines.

Deputy Superintendent Joey Pirkle said the draft plan in October sufficiently meets the primary objectives for staff in creating new attendance zones, and requires no changes.

“As staff we are always referencing the two primary objectives for redistricting [which are] do our recommendations functionally populate our new schools [and] do our recommendations relieve overcrowding at existing schools?” Pirkle said.

The public had the opportunity to weigh in on the draft redistricting plan through public forums and online input over the past few weeks. Pirkle emphasized all comments were reviewed by staff but determined no changes were necessary.

“After discussing the comments and feedback the staff believes the [draft] proposal is the one that best meets the district’s objectives,” Pirkle said.

Superintendent Jeff Bearden noted principals at all impacted schools provided feedback throughout the process and agreed with the recommendations. He asked for the public’s support on the changes.

“I certainly understand any time your child is moving from one school to another it’s always a challenge,” Bearden said. “We will do everything in our power to guarantee your child is attending a quality school… and I know that is going to happen.”

A summary of the redistricting plans includes: Hendricks Middle School — Students will be rezoned from Liberty Middle (423), Vickery Middle (464) and Otwell Middle (288). The first-year attendance at Hendricks MS is projected at 1,175 students, which is 80 percent of its capacity to allow for future growth.

East Forsyth High School — Students will be rezoned primarily from North Forsyth and Forsyth Central for a first-year enrollment of 1,603 students.

Although that number is 75 percent of the school’s capacity, only students in grades 9-11 will attend East Forsyth in its first year.

Forsyth economic summit highlights development strategy amid challenges

By JOE PARKER joe@appenmediagroup.com FORSYTH COUNTY, Ga. — Fostering economic development amid the flurry of challenges presented by COVID-19 was a difficult task, but Forsyth County still made progress. That was the message at the 2020 Economic Development Summit put on by Forward Forsyth, the county’s economic development arm, in a virtual conference Nov. 17.

Forward Forsyth is a public-private partnership between Forsyth County government, Forsyth County Schools, Lanier Technical College, the University of North Georgia, the Forsyth County Development Authority and the Forsyth County Chamber of Commerce. The organization formed in 2019 to carry out recommendations made in the county’s 2018 economic development strategic plan.

Carter Patterson, chairman of the Forsyth County Chamber, touted the local response to the COVID-19 pandemic.

He said Forsyth was the first county in the state to launch an economic recovery initiative, Together 4 FoCo, which provided expertise to businesses, promoted local companies and provided capital.

“I believe we were successful in all of those areas,” Patterson said.

Patterson also outlined that the Chamber coordinated with the county to dole out over $2.76 million in Coronavirus Aid, Relief, and Economic Security Act dollars to over 300 businesses in the county.

More than 525 jobs and $109 million in new capital investment came to Forsyth in 2020, Patterson said.

Those new projects help to shoulder the tax responsibility placed on residents.

“Our initial growth resulted in a beautiful bedroom community, but it also resulted in an imbalance between commercial and residential property tax revenues,” Semanson said. “Our current split is about 70 percent residential and about 30 percent commercial. Ideally, the county would have closer to 40 percent of commercial properties to help provide the government services residents and businesses both want and need.”

A more balanced tax digest is also beneficial for local schools. Kristin Morrissey, vice chair with the Forsyth County Board of Education, said homeowners are burdened with about one-quarter of the cost to educate each child in the school system.

To foster a better educated employee base, the school district has expanded its workforce program initiative to provide new pathways, including in aerospace, mechatronics, cyber security veterinary science and, with the opening of East Forsyth High School, architecture, drafting and design.

David Seago, chairman of the Forsyth County Development Authority, said the county will begin looking into it’s “catalyst projects” which include creation of a new business park in the northern portion of the county and identifying key sites for business use.

A recent survey from Forward Forsyth showed more than 500 individual business parcels were developed between 2017 and 2019 and the total value of the county’s companies increased by 10 percent up to $3.2 billion during that span.

“Not only do these kids get to have a happy holiday, but this program also gives parents the joy of giving,” Jacob Granados, The Place of Forsyth’s director of purposeful engagement said. “We currently have 1,796 children fully registered for The Place Holiday House with more being processed.”

Granados said The Place has heard stories of parents diverting money from utilities, rent or food to provide their children with gifts for Christmas. In one of the wealthiest counties in the nation, he said, no one should have to carry that burden alone.

There is a need every year for Holiday House, but this year has been particularly difficult with so many out of work or facing financial hardships.

“COVID has certainly turned the tables on so many,” he said. “This year we have seen more need, especially for food, than any other time in our 45-year history.”

Joni Smith, President and CEO of The Place, said the organization is beginning to see an increase in the number of families seeking financial assistance to “keep a roof over their heads and utilities current and running.”

That makes this year’s Holiday House even more vital for the community.

“In a year that has been tumultuous, this program is even more important for parents to know that Christmas is taken care of, that they don’t have to face their children with nothing on December 25th,” Granados said.

It also benefits the area at large, providing the community with a way to unite and make a positive impact, he added.

Like the holiday season in general, this year’s Holiday House will be conducted differently.

Instead of having kids pick out toys and other items in a store, the Place is asking that donors purchase gifts through a wish list compiled by the parents of local kids. The wish lists include gifts from Amazon, Target and other retailers and can be accessed through theplaceofforsyth.org/holidayhouse. A list of several toy drop-off locations is also on the website.

The Place is hoping its Holiday House can provide joy for all this holiday season, as it has done for so many families in years prior.

“The response has been tremendous from both recipients and donors,” Granados said. “We have seen single parents and guardians leave crying so relieved that they can play Santa for their children. We have seen volunteers leave in tears having seen such expressions of gratitude, and for some, having seen the faces of poverty for the first time.”

As The Place looks to provide help to the community, it is also asking those in the area to help the organization. Granados said the group has set a goal to raise $350,000 by the end of the year to recoup lost revenues from its thrift store due to COVID-19 closure, and it needs to be “prepared for what may come.”

Alex Automotive thriving amid pandemic Amid downturn in economy, owner hiring to meet demand

By JOE PARKER joe@appenmediagroup.com DULUTH, Ga. — Few businesses have been spared from hardships over the course of the COVID-19 pandemic.

At Alex Automotive, business is better than ever.

Located at 4328 Abbotts Bridge Road on the Duluth/Johns Creek border, the full-service automotive repair firm specializes in Mercedes-Benz, Porsche, BMW and Land Rover maintenance. It has seen unprecedented business over the last six months.

“In March and into part of April, we did see a dramatic drop [in business],” owner Alex Whitney said. “Then it was like we were busier than we’ve ever been.

I’ve staffed up to meet demand. This has absolutely devastated a lot of businesses, but it has been good for others. It’s been a good year for us.”

Whitney attributes the sharp increase in customers to many people working from home. That has allowed people to get car repairs and maintenance completed without being out a ride.

“I think it’s pretty much people saying, ‘While I’m home, I might as well go ahead get this work done,’” Whitney said.

Alex Automotive has seen “the spectrum” of cars needing service, from those who had to be towed into the shop due to lack of use while others are getting more frequent maintenance.

“We’ve seen people who have been driving much more now because they don’t want to be in a car with other people or use other modes of transpor-

tation, they just want to get in their own personal car to drive,” Whitney said.

To keep up with the influx, Whitney has hired on two new employees.

“For only having 10 employees, that’s a significant percentage,” he said.

Business did slow around the election, which Whitney says is the case each cycle, but he expects his company to be back in unprecedented territory in the coming weeks.

Though not as many people will be traveling this holiday season, part of the resurgence Whitney expects will be drivers gearing up their cars for road trips.

“People who are going to hit the road need to get their cars looked at, and now is the time to be thinking about getting their car ready for winter before winter gets here,” he said.

Whitney said any time a car is brought into his shop it undergoes a 90-point inspection, which can identify any issues or potential problems ahead of time.

“You want to address your battery before you go to start your car on a cold morning and you have a dead battery,” he said.

Whitney suggests bringing cars into the shop at least a week before any trip so there is time to address any issues or make any repairs. And regular maintenance is vital for the European luxury cars Alex Automotive specializes in keeping on the road.

“If you ignore what could have been a relatively inexpensive repair, it could end up being a very expensive fix,” Whitney said.

Thanksgiving thoughts on food If my waistline is any indication, Thanksgiving is obviously my favorite holiday. And if this column gives you any indication I use drugs, I assure you I do not. Why would I do drugs when JOE PARKER there is beer?

“Turkey butt bread” sounds a lot less appealing than stuffing/dressing.

If a smoothie is generally defined as blended fruit(s), could we consider ketchup a smoothie? If a soup is nothing more than a mixture of foodstuffs in mostly liquid, is a smoothie soup? Is ketchup soup?

True optimism is believing the hot dog you’ve purchased from a gas station roller doesn’t have other people’s spittle, phlegm and general nastiness on it.

The person who decided that what was really missing from their potato dish was marshmallows was someone definitely hitting the bottle hard on Thanksgiving.

Eating a sandwich for dessert sounds strange until there’s ice cream involved.

Avocadoes, certain fish species and some nuts are often labeled as “good fat.” I hope people describe me in the same way.

Do vegans eat animal crackers?

Oreos are vegan. That’s a statement, not a thought, but it is interesting anyway.

If we used the labeling system used for corn-on-the-cobb for other foods, we would have peach-off-the-tree,

chicken-wings-off-the-bird, honey-offthe-hive and vanilla-beans-out-of-thepod ice cream.

Eating sausage biscuits and gravy for breakfast is telling the world you will not be productive that day.

The first person who cracked open an oyster, saw what was inside and decided it looked like something he could eat must have been on the cusp of starvation.

The more you think about it, the less appetizing it sounds to order a “bucket” of chicken or popcorn.

Any liquid is a BBQ sauce if you put it on BBQ. Also, BBQ can be a verb, noun or adjective.

Eating mashed potatoes with squash sounds like someone dropped dinner. You cannot convince me that Cheese Nips were not named by a giggling, 8-year-old boy.

Many older Americans heading into the holidays feeling depressed NAPSI — Many older Americans say they feel depressed—yet the majority of them are not planning to get help, according to a new national survey—though it could make a tremendous difference in their health and well-being.

With the onset of colder weather, fewer daylight hours, and the effect of the pandemic on holiday celebrations and traditions, more seniors than ever could be struggling with depression.

The GeneSight Mental Health Monitor reported that about two-thirds of adults 65 and older who are concerned they may be suffering from depression say they won’t seek treatment. That’s compared to fewer than half of adults over age 18. In addition, three in 10 of these older adults think “they can just snap out of it.”

“The ‚Äòpull yourself up by your bootstraps’ mindset and reluctance to talk about mental health may be preventing seniors from getting the help they need,” said Dr. Mark Pollack, chief medical officer of Myriad Neurosci-

ence, makers of the GeneSight test, a genetic measure that identifies potential gene-drug interactions for depression medication. “People seek treatment for conditions like heart disease, high blood pressure or diabetes. Depression is no different. It is an illness that can and should be treated.”

One GeneSight patient, Carmala Walgren, a 74-year-old resident of New York, agrees that depression should be treated regardless of age.

“There is such a stigma about depression among people my age,” said Walgren. “It is worth it to find treatment that helps you.”

Canceling holiday celebrations and the effect on mental health The pandemic is taking a toll on the mental health of older Americans. Nearly one in four people over age 65 said that the news about the pandemic has left them “feeling consumed with sadness.”

nearly 4 in 10. Concerns about COVID are also why more than one in three seniors worried about being depressed say they are “somewhat” or “very likely” to cancel holiday celebrations such as Thanksgiving.

Even as some consider canceling holiday festivities, isolation from friends and family remains a concern. Just under half of these seniors say they feel “isolated and disconnected from family,” compared with 28% of all respondents over age 65, and 24% of respondents over age 18.

Connecting can help with depression Parikshit Deshmukh, M.D., CEO and medical director at Balanced Wellbeing, LLC, specializes in geriatric psychiatry.

According to Dr. Deshmukh, families should make plans to connect virtually if they don’t feel comfortable about getting together in person. Further, caregivers should be vigilant in looking for the signs of depression in their older loved ones.

“It’s more important than ever to let

each other know we care and that we are not alone—even if it feels that way,” said Dr. Deshmukh. “Video calls might not be for everyone. Yet, if that’s the only way to stay in touch, we need to do it.”

And Dr. Deshmukh reminds seniors to talk to their doctors. “If your clinician recommends treatment, ask about the GeneSight test. The results can help them make decisions about medications to treat your depression.”

This evening, I set to work planning to write an article that our local readers would find interesting and informative DR. TAYLOR and began writing about a skin cancer case that I recently treated. But as the days are getting colder and COVID is still in the air, I thought, wouldn’t it be nice have something fun and pleasant for a change? Which leads me to…. Uncombable Hair Syndrome.

Yes, uncombable hair syndrome is an actual disease. First off, my sincere apologies to anyone afflicted with this malady if I misunderstand any distress it may cause. My only exposure to this condition was to a single case in my residency, the details of which I hope will excuse me for any seeming lack of sympathy: A beautiful couple presented to clinic with the CUTEST child you ever seen. He was a delight, babbling and smiling and running amok trying to grab everything he shouldn’t have. At first glance, nothing appeared wrong. His arms were free of eczema. His moles looked normal.

He didn’t even seem to have a lick of lip licker’s dermatitis. Why was he in a dermatology clinic? Exasperated, his mom lamented, “I can’t comb his hair – you don’t understand it WON’T comb.”

She went on to explain. No matter the mousse, the hair spray, the shampoo or conditioner, his obstinate hair willfully sprung back into a tussled mishmash of hairs going in every direction.

These hairs had a mind of their own.

Their position was not random. Instead, a certain hair would always try to go backward. The next, always forward.

Push one in a certain direction, and it would spring back to the position that it preferred.

My attending physician exclaimed “your child has uncombable hair syndrome!”

Uncombable hair syndrome is a wellcharacterized medical condition. One can easily find information on the genes involved by turning to Wikipedia, but I strongly urge the reader to go to Google Image instead and type in “uncombable hair syndrome” and enjoy photos of the dandelion capped rascals running around with uncombable hair Several types of hair disorders are sometimes lumped together with uncombable hair syndrome but the classic disease occurs because the hair follicles have a notch or a triangular shape, and so the hair grows out with a ridge or a

groove resulting in a stiff hair that can only fall one way. The Latin name is pili trianguli et canaliculi, which, if you are a Latin scholar, perhaps means something. Children afflicted with this condition are typically towheaded with very light blonde to white hair.

To be a syndrome, a disease must have two or more features that occur together as a disease “complex.” In this case, the two primary features are the uncombable hair of the child and the frustration of the mother. Scientists still debate whether the smirking laughter of the father playing on his phone in the background constitutes a third feature of this disease. This would make the syndrome a triad.

Fortunately for our patient, his disease has an excellent prognosis. The hair of uncombable hair syndrome typically becomes uncombable early in childhood and normalizes in early adolescence, often at puberty. Our patient was otherwise completely healthy without any signs or markers of other dermatologic disease.

Given that our patient is a boy, my attending’s advice was simple: “keep his hair buzzed until he’s about 13 or so.”

“So you don’t have any treatment?!” said the mother.

“Well, I thought the reassurance that it should normalize in 10-11 years and that you could buzz the hair in the meantime is a good treatment plan,” said my attending.

The father laughed.

The mother remained frustrated. The child’s hair remained uncombable.

Please note that this syndrome should not be confused with the “wont comb his hair” syndrome as displayed by my son, age 2 (see photo).

Wish Tree drive to help children in foster care Solution

CUMMING, Ga. — An initiative to provide gifts to local children in foster care this holiday season is now underway. Georgia United Credit Union Foundation’s Wish Tree program will allow those in the community to provide gifts to Forsyth County kids through Dec. 9.

Toys, clothing and other items requested by local children can be found at gucufoundation.org/wishtree. Purchased gifts will be shipped directly to the Family Promise of Forsyth which will deliver the gifts to the children.

Monetary donations can also be made at Georgia United Credit Union’s Cumming branch, 312 Canton Highway, and will be used to purchase gifts for kids in foster care around the Cumming area.
