Gainesville man cited in drive-by shooting FORSYTH COUNTY, Ga. — Deputies arrested a Gainesville man on Aug. 17 after his former boss reported that he shot at him in his driveway.

Johnathon Alvin Samples, 21, was charged with aggravated assault, terroristic threats and possession of a firearm during the commission of a felony.

The victim said he recognized Samples as one of his former employees when Samples drove by his home and fired a gun at him. The victim said he was pulling out of his driveway when he saw a Chevy Avalanche traveling toward him. He told officers Samples pointed a pistol at him as he crossed the victim’s driveway and fired a single round from the vehicle.

No one was injured during the incident. Deputies nabbed Samples on Dahlonega Highway and arrested him.

Man charged with fraud using lost bank cards FORSYTH COUNTY, Ga. — A Cumming man was arrested Aug. 17 for reportedly trying to use lost credit cards at multiple businesses.

Jeremy Lee Barrett, 37, was charged with two counts of financial

transaction card fraud. Deputies said the card owner’s father called authorities Aug. 17 to report that his son lost his wallet a few days prior at the Fieldstone Recreation Association community pool along Elder Field Lane. The father tracked the wallet to a McDonald’s along Atlanta Highway.

Deputies said Barrett attempted to use the credit cards at the McDonald’s and at a Dollar General along Bethelview Road. Employees at both shops identified Barrett as the person who tried to use the cards.

Barrett admitted to swiping them but told deputies he threw them away because the cards didn’t work. Deputies said he was a registered sex offender and failed to report that he’d quit his job Aug. 1. Officers tacked on an additional charge sex offender employment violation.

Deputies arrest woman for abusing 911 service FORSYTH COUNTY, Ga. — A Cumming woman was arrested for excessively calling 911 after she contacted authorities dozens of times on Aug. 21.

Karoline Jennifer Hinga, 45, was charged with improper use of 911.

Deputies said she called the Sheriff’s Office 28 times. Fifteen of those calls were to 911 and none were for legitimate law enforcement purposes, according to the Sheriff’s Office.

Deputies tried to explain to Hinga that calling 911 when there’s no emergency is dangerous. She told officers each time that she understood but continued to make the calls.

Drug & DUI arrests Tiffany Camille Markham, 39, of Bronze Oak Way, Cumming, was arrested Aug. 12 on Bethelview Road for trafficking in illegal cocaine, illegal drugs, marijuana, or methamphetamine, possession of drug related objects, possession of a schedule I controlled substance, possession of schedule I or II controlled substance with intent to distribute and possession with intent to distribute schedule I or II controlled substance.

County approves updated master plan for Shady Grove Campground

BY TIFFANY MORGAN newsroom@appenmedia.com FORSYTH COUNTY, Ga. — Forsyth County commissioners gave their approval to expand efforts at Shady Grove Campground to draw visitors.

The commission voted Aug. 24 to adopt a new master plan for the 110acre site on Allyn Lane Memorial Way on Lake Lanier.

Parks and Recreation Director Jim Pryor said the county has continuously made upgrades to the facility since taking over operations from the U.S. Army Corps of Engineers around 2006. Every major upgrade takes time, he said, because it must be approved by the regional Corps office in Mobile, Alabama.

With an updated master plan for the site, Pryor said, the Corps can simply approve the document as a whole, eliminating the piecemeal process the county has been going through.

The long-range plan includes a $3.4 million budget, with each major expense approved by the county.

Pryor said a master plan would also put Forsyth County in line for Natural Resources grants without scrambling to develop and engineer new initiatives.

Right now, Shady Grove Campground encompasses 110 campsites for groups, tents and RVs. It has a beach and swim area, boat ramp with a courtesy dock, paths and children’s playground.

County commissioners voted unanimously to approve the updated master plan and submit it to the Army Corps of Engineers for consideration.

Commissioners also agreed to allow expansion of glamping sites for Timberline Glamping Company.

Glamping is simply “glamorous camping” and provides amenities and resort-style services not associated with traditional camping. The company currently operates seven sites at Shady Grove, providing various amenities from tents with king beds, electric air conditioning and heating, to retro trailers with a full kitchen and private bathroom with a shower.

Timberline Glamping Company was able to stay booked at all sites at 100 percent regardless of the pandemic, Co-CEO Nathan Self said. National Geographic reached out to them to be featured in their top 500 campgrounds in all 50 states.

Self also said they have stayed consistently booked and they request expansion because of the amount of people that are looking for glamping sites.

Director of Parks & Recreation Pryor said the company has been good to work with and commended them for the attractiveness of getting out in nature.

“Camping has boomed and taken off.

I believe they’re the reason the popularity of the campground has become so much of what it is,” Pryor said.

The commissioners approved the expansion of adding 13 sites – the vote was 5 to 0. With the revenue, 10 percent goes back into keeping up with the aesthetics of the campground. And with the expanded sites, Pryor said they expect to double this year’s revenue of $70,000 in the upcoming year.

Forsyth County renews pledge to open agenda material for online viewing

ground material for agenda items it discusses during meetings. Up till recently, and for more than a decade before, the county has had to print out hundreds of pages of background documents and distribute them in binders to each commissioner for reference during meetings. There was no widespread distribution of the binder material to the public before or during meetings.

The move from paper to pixel is expected to save money and will give residents a chance to follow the action at commission meetings like they never have before.

“We think this is a great step forward,” said Assistant County Manager Brandon Kenney.

The system is scheduled to launch for the Oct. 12 commission work session.

Surrounding counties, like Fulton and Gwinnett, have had electronic agenda packets available online for more than a decade. Cherokee and Dawson counties have made their agenda support material available online for at least the past two years.

Municipalities, including Alpharetta, Johns Creek, Milton, Roswell and Sandy Springs, have made it a practice for years to post agendas and supporting packets online.

Commissioner Todd Levent said late changes are rare, and additions to the agenda can simply be announced at the beginning of the meeting.

Commissioner Laura Semanson asked whether the commissioners’ packet generally contains documents that require redacting, items such as license applications that include private information.

Following the meeting, the County Attorney’s Office said material that could be redacted might include information on a license application or a citation, like a person’s private cellphone number or date of birth.

County Attorney Ken Jarrard said commissioners can announce changes at meetings as they come up.

Following the commission meeting, Jarrard said most of the documents associated with the agenda are contracts, Power-Point presentations and spreadsheets.

“But there are some documents, from time to time, that do contain some sensitive information,” Jarrard said, adding that he hopes no one considers guarding private information as a move to deceive the public. “This is about being more transparent, for goodness sake, not less.”

The City of Cumming posts only the agenda online, with no backup materials.

Kenney said that when Forsyth County commissioners first approved funding for the online upgrade in 2019, implementation began in-house. Most of the latter part of 2019, he said, was spent training employees how to use the software to incorporate supporting documents into the online agenda.

“We wanted to make sure that staff was comfortable with the process and understood and knew how to use the new software,” Kenney said.

The rollout was sidetracked with the advent of the pandemic, and the focus turned to how to get government to function remotely, Kenney said.

“We’re back in a good position at this point where we felt like we’re ready to begin moving in the direction of publishing the agenda book online,” Kenney said.

While county commissioners agreed opening access to background materials will be a positive step, they had some hesitation about people’s expectations of the agenda document. They said the agenda is sometimes amended late in the process, and even the support documents can change hours before a meeting.

Local students exceed state peers on Georgia Milestones tests High-stakes exams remain mandatory despite disruptions

By CANDY WAYLOCK candy@appenmedia.com CUMMING, Ga. — Officials with the Forsyth County Schools System are assessing the district’s performance on the Georgia Milestones Assessments as they focus on academic recovery and stability under the COVID-19 pandemic.

“We use the state assessments as one tool to assist in the development of our students,” said Jennifer Caracciolo, director of communications. “[But] because of COVID, we also realized how important it is to build great relationships with our students, parents and colleagues.”

Last week the Georgia Department of Education released the results of the federally mandated, annual assessments of student achievement.

The tests were administered to students last spring in grades 3-12.

ments given in the 2018-2019 school year, prior to the pandemic. Tests were not administered in the 2019-20 school year.

Students in Forsyth County Schools outperformed their peers in test-by-test comparisons at each grade level. Students are assessed at four levels: beginning, developing, proficient and distinguished learner.

Nearly 30 percent of Forsyth County high school students scored in the top “distinguished learner” level in Algebra 1, compared to 7 percent statewide. One in four local students scored at the highest level in biology, compared to 1 in 10 of their peers statewide.

While test scores are important, said Caracciolo, they are less im-

portant when navigating education disrupted by the pandemic.

“We had a very successful 202021 school year and the number one reason why was because of our focus on relationships over scores,” Caracciolo said.

She noted the district also considers the “social and emotional” impacts of COVID on instruction and learning.

State education officials said the most recent results should be kept in context.

“Georgia Milestones was designed to measure the performance of students in a typical educational environment,” said Meghan Frick, spokeswoman for the GDOE. “And in 2020-2021, rolling quarantines, rising case counts, and shifting instructional

models impacted the educational experience for students throughout the state.”

Comparisons from previous scores are also difficult because participation mandates were waived. In Forsyth County Schools, fewer than half of enrolled high school students took the Milestones tests.

“State School Superintendent Richard Woods made clear school districts should not require virtual students to come into the building [just for] Georgia Milestones if they were uncomfortable doing so,” Frick said.

Roswell’s long-awaited boutique hotel passes new milestone for construction Developer West Alley LLC plans to build a boutique hotel at 37 Magnolia St., where there is currently a shuttered Wells Fargo branch.

By CHAMIAN CRUZ chamian@appenmedia.com ROSWELL, Ga. — After about five years, progress is being made to get historic downtown Roswell its first boutique hotel.

The City Council approved site plan changes Aug. 23 to allow the private developer, West Alley LLC, to move forward with the project. It was the third time since 2017 the City Council voted in support of a boutique hotel at 37 Magnolia St., where there is currently a shuttered Wells Fargo branch.

Councilman Marcelo Zapata said it gave him a sense of déjà vu.

“In three days (on Aug. 27), it will be the third anniversary of the approval of modification of the site plan from the 2017 conditional use,” Zapata said.

“Four years passed by, and I think at least three hotels have been built in two or three miles. I know Windward has one brand new on the east side, we have two in Mansell, and here we are again in 2021 talking about the boutique hotel.”

In May, the Roswell Downtown Development Authority chose West Alley to take over the project after an agreement with Canton Place Development broke down last year during the COVID-19 pandemic.

The mixed-use building will include a 125-room hotel, restaurant, office, retail and event space. It will also have 397 parking spaces and stretch down 895 Mimosa Blvd. and 26 Webb St. A hotel brand has not been disclosed.

West Alley consultants and contractors are locally owned and operated. Attorney Kurt Hilbert, who spoke on behalf of West Alley during the meeting, said they are looking at beginning construction in 2022 or 2023. Overall, he said, the project will be a $90 million investment for Roswell.

“Many times, projects that are presented to mayor and council here in this chamber include outside folks who do not truly know Roswell, its rich history, its culture or its challenges,” Hilbert said. “We are hopeful that what is being presented this evening bridges all of those areas with a well-thoughtout, mixed-use design that contemplates and emphasizes the positive aspects of Roswell’s past and present as well as its future.”

Under the approved site plan changes, West Alley agreed to several conditions from the city, including designating 100 of its parking spaces for free public

parking. It will also provide a minimum of 8-foot sidewalk along Webb Street and Mimosa Boulevard and a minimum of 10-foot sidewalk along Magnolia Street to go along with the city’s Bicycle and Pedestrian Master Plan.

Webb Street currently has no sidewalks. The city also eliminated a previous condition for West Alley to construct a deceleration lane on the southbound through/right turn lane on Magnolia Street.

But before the City Council voted, Zapata asked Hilbert about the guarantees West Alley could give residents on its financial strength as well as construction and operational expertise so they would not be back in four years “listening to the same story.”

“I’ve been doing this for a long time as a lawyer, and this particular team has expertise that I have not seen with this project in the past — there were gaps, there were flaws, there were all kinds of

Kitchen Upgrade. Adapting the kitchen for more occasions, and more people, kids plus grandchildren. Frequently improving circulation by incorporating an island with an eating area for grandchildren is a common goal.

Improving accessibility of cabinets with roll-out drawers and improving storage are almost always included.

Flooring and Stairs. A highly desirable upgrade is the front entry to the home because it’s the first this you see when entering the house. Removing aged carpet runners on stairs, replacing white pickets with black metal on stairs, and re-staining hardwood floors from the 1980’s honey color to one which is darker, are all common changes made by empty nesters.

Master Bathroom. Empty nesters are very focused on, not only improving the “feel” of their bathroom, but also safety aspects. “Fortunately, there are a wide range of products that incorporated safe, non-slip surfaces that also look fabulous” says Brittany Lingerfelt, head designer at Remodeling Expo Center.

Real Estate Market Update Brought to you by – Ansley Atlanta As this year’s unique back-to-school season rolls out across metro Atlanta, it would seem that ‘hot-market Summer’ may finally be cooling, if only slightly.

LIPPERT According to July stats from FMLS, sales are estimated to be down by 5% once the final numbers are posted (currently reflecting a 12.5% decline), which is a notable dip from June. Not unlike the last 12

months, July’s numbers are a mixed bag of indicators for what’s to come for the rest of this year, depending on perspective. The decline in sales is noteworthy, but not necessarily unexpected, and represented by several likely factors, according to Cynthia Lippert, Managing Broker of Ansley Real Estate’s North Atlanta office, it’s not uncommon for people to move well ahead of the new school year beginning, especially as schools reopen more fully since the pandemic. Additionally, as many popular travel destinations re-opened heading into Summer, many pandemicweary travelers returned to the skies,

beaches, and just about anywhere but their living rooms in an attempt to enjoy some normalcy. Forbes reported pre-pandemic levels of travel over the recent July 4th weekend. More specific factors include a slight decrease in new listings, despite overall trending in the right direction toward easing the unrelenting shortages. This points toward the continuation of the seller’s market well through the end of the year. But for buyers looking to begin home searches in the next 12 months, the message is becoming more and more clear - waiting may not be the best answer as prices continue to surge. Inventory is

still down 33% year over year, and with rates holding low, it could take months to absorb all the unrequited demand.

That could mean that buyers who stay the course and purchase sooner may benefit from earlier and steeper equity growth than they might if they wait six months. “As frustrating as it is to be in the market for a home right now,” says Lippert, “buyers may do well, maybe better, by pairing up with an expert REALTOR and persevering.”

Clear away clutter to create a clean workspace on the counter and remove expired, stale and unwanted food from the pantry, fridge and freezer. 4. Get Organized for School It’s back to school time, and life gets hectic again. Consider what would make this fall run more smoothly. Because of the pandemic, school districts were given flexibility in how results were used. End of Course test scores in high schools counted for 10 percent of the final grade only if they helped improve a student’s grade. Otherwise, it counted for only 0.01 percent of the final grade. In the younger grades, other factors for re-

tention and promotion were used.

Parents will receive a report from the state detailing their student’s performance, along with summary information about overall performance at the school, system and state levels.

In 2015, No Child Left Behind was replaced by the Every Child Succeeds Act. The new law took away the federal penalties and pushed decision-making to the states and school districts on how to raise achievement levels.
