Camera alerts homeowner to alleged burglary attempt FORSYTH COUNTY, Ga. — A New York teen was arrested May 31 after a homeowner reportedly spotted him prowling near his Hamby Road residence.

Orlando W. Thomas, 19, was charged with conspiracy to commit a burglary, loitering and prowling and obstruction of law enforcement.

According to the Sheriff’s Office, the homeowner noticed someone on his security camera trying to open his back door.

The suspect ran when deputies showed up, but he was quickly apprehended.

Deputies and the homeowner both identified Thomas as the alleged prowler who tried to break into the residence.

Man charged with theft at home building site FORSYTH COUNTY, Ga. — Deputies say they interrupted a June 3 burglary at an unoccupied home on Smithbriar Drive and arrested a man allegedly trying to steal copper wiring.

The home was under construction.

Deputies saw a small light shining from inside and ordered the suspect out of the home.

They identified the man as Billy Tuggle, 47, of Ball Ground. He was charged with burglary and possession of tools to commit a crime.

According to deputies, Tuggle claimed the builder allowed to him collect scraps from the property. When deputies asked, Tuggle couldn’t name the builder or provide his contact information. Deputies said Tuggle was carrying a bucket with wire strippers, cable cutters and loose pieces of copper wiring. They also found a long strip of copper wiring and a tape measure next to Tuggle’s vehicle.

Cumming man charged in hit-and-run incident FORSYTH COUNTY, Ga. — A hit-andrun driver struck a garbage truck with two workers on board June 3 on Chattahoochee Road, according to deputies.

Sheriff’s officers tracked the suspected driver to Shadewater Drive and arrested him there. Lukas Teska, 33, was charged with hit and run and cited for driving too fast for conditions.

The Cumming man was reportedly speeding over a hill along Chattahoochee when he struck the left side of the garbage truck. Two garbage workers were riding on the truck at the time. Their supervisor followed the vehicle eastbound along Shady Grove Road.

Teska admitted to deputies that he crashed into the garbage truck, but he claimed the trash collectors told him he could leave. The garbage men denied that account and told deputies Teska never stopped, according to the Sheriff’s Office.

Forsyth County continues debate over dumpsters in residential districts

By PATRICK FOX pat@appenmedia.com CUMMING, Ga. — Forsyth County commissioners spent a great deal of their June 8 work session talking trash over a bid to ban dumpsters placed in all residential areas.

The issue first came up in a May 25 work session when commissioners considered a 30-day time limit on dumpsters located in residentially zoned areas.

Commissioner Molly Cooper said she initiated the action after having received complaints from residents about dumpsters sitting in driveways for extended periods of time. Some cited cases where a dumpster in a neighbor’s yard was to the point of overflowing.

The regulations would not apply for those cases where a permit has been issued for work on a property.

Commissioner Todd Levent asked the matter be delayed to consider lengthening the time beyond 30 days because not all home projects require permits. If a homeowner gets a new roof or has new siding installed, he said, the project can run more than 30 days, and neither project requires a permit.

Commissioner Alfred John said a dumpster may sit on a property for an extended period if a tree falls on a house.

No action was taken on the matter in May, but the commission revisited the issue at its June 8 work session.

Heather Ryan, Forsyth County planning manager, presented a revamped proposal, including some provisions for exceptions.

The regulations would ban dumpsters in residential districts, with exceptions for: Those associated with an active building or land disturbance permit.

Those on site for 30 days or less.

Those screened from view from all property lines.

The proposal also addresses the types of materials that may be deposited in dumpsters located in residential districts. The regulation would ban accumulation of waste that may create a health or environmental hazard or a nuisance.

“We’re not trying to be punitive here,” Cooper said.

“If you’ve got a large dumpster, and you’re using it as a trash can – you can’t.”

Cooper added that based on the phone calls she’s received from residents, notifying Code Enforcement about the problem has yielded no results.

Commissioners debated whether to include roll-off dumpsters in the regulations.

Addressing Cooper, Levent said roll-offs were commonly used by the construction industry, and it seems the county is punishing everyone for a few violations.

“You don’t need to be attacking other people for something they didn’t do wrong,” he said. “Leave them alone.

Their industry’s not causing an issue … Your complaints didn’t come from roll-off dumpsters. They came from the smaller dumpsters that are handling solid waste and household trash.”

Cooper called the charge “ridiculous,” and said industries, like roofing, siding and small renovation specialists that do not require permits are unlikely to require a dumpster for more than 30 days. She also said the complaints she received are real, not hyperbole.

“We can go all day with ‘what-ifs,’” she said.

Commissioner John said that even roll-off dumpsters can accumulate unsightly trash and create a nuisance.

Commission Chairwoman Cindy Jones Mills recommended county staff collaborate with the new head of Code Enforcement for suggestions on how the regulations can be enforced.

To that point, County Attorney Ken Jarrard said if current regulations are making enforcement a problem, commissioners need to beef up the code and specify pre-

cisely what is not allowed in dumpsters while located in residential districts. General household trash and waste can be a problem after even one week, he said.

“That would be a nuisance in any jurisdiction, whether it’s spilling over or not,” he said.

Jarrard advised the county craft a part in the code that presumes if there is trash in the dumpster at a residence, the owner can be cited for illegal dumping.

Commissioners agreed to draw up revisions that address time frames for emptying, removal and allowable contents in dumpsters before a final vote. The board set July 13 as the next time to resume discussions on a matter, a full three weeks after the county’s new Code Enforcement director is in place.

John said all new ordinances start somewhere, even a single complaint, and he urged action on what appears to be a problem capable of festering.

“I think we’ve got to take a shot at it,” he said.

County enacts moratorium on permits to update design standards code

By PATRICK FOX pat@appenmedia.com FORSYTH COUNTY, Ga. — The Forsyth County Commission voted June 8 to impose a one-month moratorium on land disturbance permits for certain residential properties on large lots.

The action applies to those parcels zoned R2R, a single family residential restricted district.

Over the past two years, the county has enacted several moratoriums to maintain the status quo while it updates the Unified Development Code.

The latest update, however, fails to list R2R among the residential zoning categories.

Similar to other residential zoning categories, R2R allows for low to medium density residential development with a maximum density of 1.71 units per acre when serviced by individual onsite sewage disposal.

County Attorney Ken Jarrard said he would like commissioners to identify any new standards it wants to add for R2R properties for inclusion in the

updated code. Much of R2R property now has few conditions.

Commissioner Laura Semanson asked whether the property owners are exempt from the updates because of a grandfather clause.

Jarrard answered that if they are in construction, they may be.

“If they are sitting fallow, if there are no pending permits, and they are just idle, then I think we have the ability to change our codes, and they would have to comply with those codes.”

Planning and Community Development Director Tom Brown said that the residential design standards the county adopted in 2019 would not currently apply to R2R. Those standards include architectural and building requirements, such as windows, building materials and other design features.

Right now, Brown said the county has an estimated 300 acres of undeveloped R2R property, stretching along Bethel Road, Browns Bridge Road, Wallace Wood Road, Buford Highway and other areas. The smallest parcels

are between 10-15 acres, but many are 40-50 acres, he said.

Commissioner Todd Levent said he would like updates to include minimum square footage and design standards on the properties. That process, he said, generally takes about two months with the required public hearings.

“This is all about things that are zoned that don’t have conditions on them and trying to get design standards on them,” Levent said.

Commissioners agreed that the moratorium would run one month and would apply only to land disturbance permits. It does not apply if an R2Rzoned property already has made application for a permit or to new applications whose developers are willing to submit to the recently adopted architectural design standards that cover South Forsyth County.

The first public hearing to modify the county’s architectural design standards for R2R properties will be held July 8.

Restaurant navigates pandemic to expand its community reach

Roswell restaurant responds to needs of local community

BY TIFFANY MORGAN newsroom@appenmedia.com ROSWELL Ga. –– From The Earth Brewing Company had just finished one of its busiest weekends of the summer last June, when outdoor and indoor dining was ordered closed due to the pandemic.

Owner Tim Stevens remembers it like yesterday.

Blocked from operating his Roswell business in a normal fashion, Stevens had to act quickly. As a family man, he said he saw a lot of locals struggling to find fresh produce, meats, toilet paper and other merchandise that was harder to come by at the beginning of the pandemic.

So, Stevens put together “Market Boxes,” for $30 a piece, twice a week.

The boxes contained locally grown produce and other groceries that his vendors sold. Selling the boxes, he said, was his way helping his vendors keep revenue and give back to the community in a time of need.

They also provided more than 2,000 meals to students in need during the summer months. Operating a mobile kitchen with all fixins, Stevens’ business also provided food to first responders as a fundraiser and has partnered with several organizations throughout the region.

“We saw what people’s needs were

“And as an owner and operator, I was able to [give back to the community] quick.”

When COVID restrictions eased, and limited dining came back, the brewing company, located at 1570 Holcomb Bridge Road, hosted drive-in concerts in the parking lot. Their first event was last May, and Stevens said his was one of the first businesses in the country to try it.

Like many other business owners, Stevens said he owes a great debt to the community. “[The drive-in concerts] really are what saved us through the whole pandemic,” Stevens said. “They were lifesaving during a really critical time. And we’re still doing those today.”

With its newest partnership with Nantahala Outdoor Center, the brewing company now returns near the Chattahoochee River for their Azalea Park Beer Garden. Each weekend, there is live music, beer and good food, Stevens said.

What’s up, for my pup?

Into a world so loud, so arrogant and so hurried emerges something so simple and so reassuring. It has no political party, no agenda, no “read between the lines,” and for sure no RAY APPEN strategic implicaPublisher Emeritus ray@appenmedia.com tions or competitive advantages. And it has nothing to do with being a patriot, or anything COVID, or who you believe won the election.

It is pure, white, and small. And sometimes it is cold but most of the time it is just, well, “it.” No matter, it never fails to generate smiles all around, and sometimes odd noises.

And, yes, it tends to fall on the insatiable side — in the order of things.

There is — I assumed, but was later corrected — no debt, no implied obligation, no margins, no calculated cost, although for sure there are costs involved associated with it. Yet, it is growing, rapidly. It reminds me of those summer blazes on the west coast, spreading out of control, buffeted by strong winds sweeping over canyons and plain or anything viral on the Internet — something that keeps growing and getting bigger on its own. Only without a doubt and unlike those West Coast fires, there is no danger nor sense of panic. Most of the time, just grins.

There are no conspiracy theories that surround it, at least not yet. And, despite its growing popularity, few paparazzi follow it, nor does it seem to be on the news media’s radar currently.

But it is there, everywhere.

It reminds me of an insider joke, one that everyone knows about and gets without effort, yet one that no one talks about. It is just a little secret among friends that generates all those grins.

And the greatest irony of it all might just be that it is “emerging” right out of the dry, barren bosom of cor-

porate America — unfunded, unbudgeted, and more than everything else, unmanaged. It’s not very profitable either. Actually, there are no profits, only expenses. And it is going on right under corporate’s nose — on their cameras, and in plain sight. Jacquelin.

What might I be talking about, you ask?

“Pup-Cups,” I might just answer — those small plastic cups filled with whipping cream that you can get at the Starbucks drive through window for your dog. Free. It’s, of course, for your pup, the one sitting in the car beside you as you pick up your Starbucks coffee.

The pup that thinks mana from heaven has just fallen as he or she licks that cold almost pure sugar cream-filled cup.

“Pup-cup.” I like just saying the name. It has a good sound and is fun to say. Saying it is almost as fun as the anticipation of the smile you get when you ask the barista if they “serve pup cups.” They just love passing out that delicious concoction to the pup in the car — just our little secret between the Starbucks peeps, my pup, and me. Sometimes life does things right — like “pup-cups. “ And, I have been experimenting to see how many other places are cool enough to do “pup cups” the right way. I ‘ve been in a Dairy Queen that passed with flying colors and smiles! I got one at a McDonald’s too — life done right! And I just assumed that my fav — Chick-fil-A would be hip to “”Pup cups,” and much to my surprise,- what I got was “my pleasure, that will be 27 cents.” Seriously Speedy? Can’t we all just get along? Cut the pup some slack guys! We know you cow-lovers love the pups too, no? Let your hair down some, have some fun! You really need that 27 cents? Undo your pup-cup policy. Make it free! Pups just wanna have fun and pup-cups wanna be free!

Fight the heat. Climb a canyon!

Uh-oh. It’s starting to get hot outside.

The other day, in fact, it was downright toasty. I took the pup out for her midday walk, and for the first time this year I felt the unmistakable and unavoidable heat STEVE HUDSON of the coming sumGet Outside Georgia, mer sun. aa4bw@comcast.net The pup and I found ourselves looking for shade to avoid the heat.

It looks like it might be another hot summer.

It’s not that I mind the heat so much.

Rather, it’s the fact that being cool and comfy in an air conditioned house, possibly with a cool beverage close at hand, can easily become more appealing than being hot and sweaty outdoors.

Uh-oh again. There’s the danger.

Just when summer is finally here, and just when we all want to get outside after that long and uniquely trying stretch we’ve just been through, it goes and gets hot. Really hot. So hot that (I admit it) the temptation to stay indoors is strong.

What a lot of us (myself included) really need at such times is an incentive – and the Georgia Department of Resources has just the thing. It’s the Canyon Climbers Club, one of several DNR-sponsored “clubs” designed to encourage the couch potato in all of us to get off the sofa and get outdoors…even in the heat of summer.

According to the Georgia Department of Natural Resources, the Canyon Climbers Club provides a way to encourage us to “experience some of the system’s most spectacular landscapes.”

“Georgia’s Canyon Climbers Club is for those few who want to scale to the top of Amicalola Falls, explore the floor of Providence Canyon, brave the swinging bridge in Tallulah Gorge and master the staircase in Cloudland Canyon.”

“The few,” eh? Maybe, like me, you’ve always wanted to be one of the elite, and here’s your chance. Besides, all you have to do to earn that exalted status is to complete four hiking challenges. Just four. That sounds reasonable, doesn’t it?

Of course, you don’t have to join the club to enjoy the hikes. The trails are there and waiting for you whether you’re a Canyon Climbers Club member or not.

But there’s something kind of fun about signing up and making it official. You can do that at gastateparks.org. Simply visit gastateparks.org/parkclubs and choose Canyon Climbers Club to find all the details. Joining costs $20.

And membership has its privileges.

For your $20, you get (1) a really cool shirt that you can wear while hiking to announce to the world that you are of-

ficially taking on the challenge plus (2) once you complete all four challenges, a neat certificate which you can then hang in a place of prominence on your wall!

So signing up is straightforward. But how does the hiking part work?

It’s straightforward too. Just visit each park (wear your Canyon Climbers Club tee shirt to tell the world what you’re doing!) and hike away.

What kind of hiking are you in for?

At Amicalola Falls State Park, you’ll be challenged to climb that seemingly endless stairway from the parking lot to the observation platforms near the falls. I won’t tell you how many steps that involves. Going in, you may not want to know.

More steps await at Cloudland Canyon State Park, where you’ll go from the canyon rim down the waterfall trail all the way to the canyon floor.

In Providence Canyon State Park, there’s a multi-mile loop trail with a spur that takes you through some impressive local geology.

And at Tallulah Gorge State Park, you’ll want to hike from the north rim down to the swinging bridge (yes, swinging bridge) which carries you from one side of the gorge to the other. Lots more steps.

Is there a time limit to complete the challenge hikes? Nope. Take as long as you want.

After you have finished at each site, do you need to find someone to confirm that you’ve done the hiking?

“No, you do not,” notes the Canyon Climbers Club’s list of frequently-asked questions. “You may simply keep track on your own.” Hiking is all about, well, hiking, and success is its own reward.

But the site adds, “If you’d like to have your challenge acknowledged by the park visitor center, our folks would be glad to congratulate you.”

The fact is that after completing some of these hikes, as you stand there feeling the fading burn in the muscles of your legs, you may feel that adulations are in order. Accept them graciously. You earned them, after all.

In the end, once you’ve finished all four hiking challenges, you can even get a certificate! Just send in your completed checklist, and the certificate will come your way. It’s as simple as that.

I like things like the Canyon Climbers Club. Sure, I can always go hike on my own. But having that little bit of structure, that little bit of self-imposed accountability, can help keep me going when my air-conditioned den looms more appealing that being outdoors in the heat.

Sometimes we all need a little encouragement.

Sawnee EMC Foundation funds nonprofits’ efforts CUMMING, Ga. — The Sawnee Electric Membership Foundation, created by Sawnee EMC in 2003, announced will distribute more than $24,000 to 10 local nonprofit organizations.

The funds for these projects are raised from Sawnee EMC’s member-owners through the Operation Round Up Program, a charitable program unique to electric cooperatives and is designed to give members a means of working together to use their small change to make an impact in their local communities.

Operation Round Up allows participating members to round up their electric bill to the next dollar. On average, participating members contribute $6 per year. The money collected through Operation Round Up is directed to the Foundation and is then administered in a series of grants by its volunteer board of directors.

Additionally, the Foundation Board approved $1,546 for two lineworker scholarships through the Brian Johnson Memorial Scholarship. The scholarships will fulfill the balance for two students, Coley Loudermilk and Thomas Trudnak, to receive their Lineworker Certification through North Georgia Technical College.

The Foundation Board approved $24,490 for local charitable organizations.
