By DENISE RAY denise@appenmediagroup.com FORSYTH COUNTY, Ga. — Four men are scheduled for arraignment in Dawson County Superior Court March 12 in connection with the murder of a 21-year-old Dahlonega woman last fall.

Jerry Kyle Harper, 78, Isaac Thomas Huff, 18, Dylan Patrick Reid, 19, and Austin Todd Stryker, 24, all of Dawsonville, will enter pleas on charges in the murder of Hannah Bender last fall.

A Dawson County grand jury indicted the four Dec. 20 in connection with Bender’s murder.

Stryker was arrested in Pittsburgh, Pa., after turning himself in to authorities in early October. He remains the main suspect in the disappearance and murder of Bender.

He is charged with malice murder, felony murder, aggravated assault, aggravated battery, violation of the street gang terrorism and prevention act, possession of a firearm during the commission of a felony, possession of a knife during the commission of a felony, concealing the death of another and tampering with evidence.

Harper was indicted for violation of the street gang terrorism and prevention act, hindering the apprehension or punishment of a criminal and theft by receiving stolen property. Harper has been charged in Forsyth County for concealing the death of another and tampering with evidence.

Deputies arrest suspect after he flees traffic stop CUMMING, Ga. — Deputies arrested a Cumming man Feb. 22 after he fled from officers during a traffic stop.

Authorities say Matthew David Frix, 26, of Yellow Creek, Cumming, was spotted not wearing a seatbelt while traveling on Pilgrim Mill Road.

When deputies signaled him to pull over, he refused to stop his silver Chevy Silverado. Other officers became involved when Frix sped up to elude officers. Frix brought his vehicle to a stop in front of a residence near a wooded area and fled on foot.

K-9 officers were called and began tracking the suspect. Frix was arrested on charges of obstruction of law enforcement officers, driving with suspended/

Mother flees authorities after notified of violations FORSYTH COUNTY, Ga. — A Cumming mother told officers she fled during a traffic stop because she was worried she’d miss her son’s birthday if she were arrested. Deputies stopped Dulcia Rae Gilbert, 36, of Pleasant Manor Court, Cumming, on Feb. 17 after they noticed her vehicle registration was cancelled and her insurance status was unknown.

Man charged with fraud following bank transaction FORSYTH COUNTY, Ga. — Deputies arrested a Tallapoosa man and charged him with two counts of forgery and two counts of fraud Feb. 22. Authorities say Tony Lee Hulsey, Jr., 31, presented a check in the amount of $1,460 at the United Community Bank, on Buford Highway, Cumming.

He provided identification and a fingerprint for the transaction.

The check, issued by Humbleton Industrial Sales in Hiram, was later determined to fraudulent, according to a United Community Bank spokesperson.

Hulsey remains in Forsyth County Jail under a $3,630 bond. He was charged with forgery and fraud.

Community continues to shape branding for south Forsyth

By DENISE RAY denise@appenmediagroup.com FORSYTH COUNTY, Ga. — The third drop-in meeting for south Forsyth design standards and branding took place Feb. 24 at the Sharon Forks Public Library.

Residents gave feedback on progress from previous meetings toward creation of a unified concept for the area.

Attendees viewed current renderings of draft design requirements, asked questions and commented on the concepts presented by staff and the project’s consultants.

A steering committee created preliminary concepts which have been reviewed twice during previous dropin meetings for the community. Comments given at those meetings have been incorporated into the new designs. The process will continue over time to ultimately develop standards for the south Forsyth area.

“I’m curious to see how community feedback has maybe changed some of the points of interest,” Kim Cavalenes, Steering Committee member said. “I’m curious to see if any of the feedback from last month might have changed anything. I’m also curious to see about possible names of areas.”

The Steering Committee had been working on commercial areas, and it just made sense to include residential areas, too, Cavalenes said.

Aaron Arnett of Arnett Muldrow & Associates consulting said logos and marketing pieces drew the most input at the Feb. 24 meeting, though it differed little

from what was suggested at earlier workshops.

“There were a lot of really good comments about potential names for the areas,” Arnett said. “That was the bulk of the discussion from last time.”

Arnett Muldrow & Associates is a sub consultant to TSW, which is heading the branding study.

The branding portion of the south Forsyth design initiative will include a logo and tagline as well as other marketing recommendations to help identify the area. These recommendations will help support a brand style as part of a larger placemaking initiative currently underway. The design standards will specifically focus on non-residential uses along commercial corridors, which will include both architectural and landscape-based elements.

“It’s going to be different from our typical code change,” said Tom Brown, director of Forsyth County Planning and Community Development. “With a code change we have a very formal process. This is the first time our department is working on something like this. It’s not a code, it’s not a plan, it’s just a series of recommendations.”

The Forsyth County Commission will decide the final step in the process, Brown said.

The design initiative is part of a subarea planning process outlined in the county’s Comprehensive Plan based on the character area map, which serves as a guide for directing growth and land use change over time. The purpose of this project is to recommend designs considered appropriate by the community in the southern portion of the county to enhance local-

contributions that women have made throughout history,” Tracy Walker, programming manager for Forsyth County Public Library said. “We’re fortunate that our speakers have also written books and give regular lectures, so they can share additional resources with participants who are interested in a deeper study of these topics.”

The first event will be a presentation and book signing by Susan Swann, author of “Sister Suffragists,” at the Post Road Library on March 5. Swann’s presentation “Suffragists: The Battle for the Vote in Utah”, begins at 7:00 p.m.

“Sister Suffragists” is set in Utah, where women had been able to vote since 1870, when the area was a U.S.governed territory. Swann will explain how the women of Utah were outraged when the Edmunds-Tucker Act of 1887 abolished voting rights they had enjoyed for 17 years and how they fought back.

The novel brings the history of women’s struggle for basic rights, such as the right to vote and the right to control any wages they might earn, to life for contemporary readers, Paula Glover, library spokeswoman said.

Also at the Post Road Library will be “Matriarchs of Atlanta’s Civil Rights Movement,” presented March 7 by Karcheik Sims-Alvarado.

Sims-Alvarado is the author of “Atlanta and the Civil Rights Movements 1944-1968.” Her presentation will include images from her book, museums and “The March” a virtual reality exhibit from Time magazine, Glover said.

The presentation begins at 3:30 p.m.

Jonathan Beall will describe the roles and contributions of women in guerrilla warfare in modern military history in his “Women in War” at the Hampton Park Library on March 8 at 2 p.m.

Glover said Beall lectures on modern military history, and his presentation is expected to describe the different ways that guerrilla and revolutionary movements rely heavily upon women for political and military leadership, in important support roles and in combat.

Johanna Luthman will present “Monstrous Regiment of Women: Queens of Europe” on March 14 at 3 p.m. at the Sharon Forks Library.

Luthman will explain how ruling queens and female regents were more common in the period from 1400 to 1700 than in the 1800s, or even most of the 1900s, Glover said. Profiles of Elizabeth I of England, Isabella of Spain, Christina of Sweden and Catherine the Great of Russia will describe how people harbored misgivings about female political power and the challenges these

women faced in leading their kingdoms, Glover said.

Luthman is author of “Love, Madness & Scandal: The Life of Frances Coke Villiers, Viscountess Purbeck.”

In addition to rights, combat and royalty, the series will reach beyond outer space March 15 with author Laura Forczyk.

Forczyk will discuss the role of female astronauts and other women leaders in science, policymaking and business during her presentation, “Women in the Space Industry,” at the Cumming Library at 2 p.m.

The presentation is expected to discuss the roles of both commercial and government astronauts and give an overview of the NASA’s Artemis project to land the first woman on the moon by 2024, Glover said.

In addition to her work as a NASA subject matter expert for planetary science missions, Forczyk has researched astrophysics and planetary science at three NASA centers and frequently comments on space-related policies and initiatives in the national media, Glover said.

Forcsyk is founder of the space consulting firm Astralytical and author of “Rise of the Space Age Millennials.”

Admission to each event in the Celebrating Women’s History series is free and open to the public.

A home for one of their own

By DENISE RAY denise@appenmediagroup.com FORSYTH COUNTY, Ga. — Close to 40 women from all walks of life came together on the blustery morning of Feb. 22 to begin construction of a home for one of their own. And they made history doing it.

The Women Build 2020 for Habitat for Humanity was the first of its kind for Habitat for Humanity-North Central Georgia.

“We’ve done ‘women build’ days in the past, there hasn’t been a women-dominated build,” Habitat-NCG CEO Russ Hayes, said. “Sabrina [Kirkland] was talking to some female board members, and they took the idea and ran with it.”

Kirkland is the director of community affairs for Habitat-NCG. The women challenged themselves to build a house and raise the required $90,000 funding, Hayes said.

Financial support was provided by individual and corporate donations including Amazon, Sales Force and Travelers.

As the sun crept over the horizon that Saturday morning, the 38 women gathered for prayer, introductions, safety speeches and sponsor recognition. Among the additional sponsors were Taylor Commercial, Thompson Construction Group and Totally Running and Walking.

Homeowner Tishawna Loving and her family, son, Kylil, 18, and daughter, Kyla, 15, were introduced to the crowd of bundled volunteers and construction teams.

“Things were really tough for them in New York, and there was a lot of moving,” Mary Lamond, director of

family services for Habitat said introducing the family.

“This — becoming a homeowner — was one of the biggest prayers for my children and myself,” Loving said. “I did not see that in New York City.”

Laura Lilly, co-chair of the Women Build, shared remarks about the process of the build, including a conversation she’d had with Sandra Woods, her cochair for the project.

“Last fall, Sandra and I were having a conversation about how there have been many new experiences along the way for so many of us,” Lilly said. “I remember she commented something like, ‘when God gives you a new experience that stretches you and challenges you, it means He has something big in store.’ And then she added, ‘so watch out!’”

Lilly said this is the beginning of a new journey for Tishawna, Kalil and Kyla and for the all-woman team.

“So while this feels big — and it is big — it’s really just the beginning of something really beautiful,” Lilly said, pausing to control tears.

A humble Loving told the crowd that she appreciated each of them coming out to help build her threebedroom, two-story home.

“God has blessed us in such a huge way because not only are we getting a house, we are getting to help build it and meeting some amazing women who are helping us build it as well,” Loving said. “It doesn’t get much better than that.”

Looking at the crowd before her, Loving said, “this is amazing.”

Forsyth church is literally meeting people where they are

By DENISE RAY denise@appenmediagroup.com FORSYTH COUNTY, Ga. — A Forsyth County church offered Christian followers a creative option as they assembled for the ritual of receiving ashes on Ash Wednesday.

Midway United Methodist Church in south Forsyth County literally took church outside the walls, said Julia Murray, communication and connections coordinator.

The church introduced “Ashes To Go” from 6:30 a.m. to 7:30 a.m. Ash Wednesday, Feb. 26. Church clergy stood outside the main building, distributing ashes to those who showed up.

“We know that people are busy, so we want to make it easy for them to stay connected and grounded in their faith,” Midway UMC’s Senior Pastor Jennie Andone said. “It’s important to take things that traditionally happen inside the church sanctuary out into the community.”

“I loved the opportunity. It was a great way for me and other commuters

to participate,” Dilworth said on his way to work in Midtown Atlanta.

Anesthesiologist Pat Puma had work commitments all day that would have prevented her from attending a more formal service.

Rick Craft walked up to the ministers to receive ashes.

“I didn’t know if it was on foot or by car,” the Alpharetta insurance representative said. “It’s a fantastic idea. Ashes are ashes, and I’m Christian. This is a great way to fulfill an obligation as a Christian.”

Several teachers said they were thrilled to be able to receive ashes to go.

Early arrivals at school and no breaks during the day prohibited them from participating in the formal ceremony, they said.

There was free coffee and donuts to fuel bodies as they went about the remainder of their day.

“Ashes To Go” is also ideal for those who are, for whatever reason, distanced from God and don’t feel comfortable going into a church — which can be intimidating — but want to observe the day’s significance, Murray said.

Ash Wednesday is the traditional start of the season of Lent, the six weeks before Easter spent reflecting and spiritually preparing for Christ’s resurrection on Easter.

“Ash Wednesday is an important day where we remember how loved we are by God,” Andone said. “It sets the tone for the entire Lenten season. Eas-

ter Sunday doesn’t stand alone – it has no meaning if you don’t consider the events that lead up to it: Palm Sunday, the Last Supper, Good Friday.”

The event had a profound impact on church staff, too.

“This was literally meeting people where they are,” Murray said. “The staff was so moved by the stories they heard about how touched people were to have this opportunity, prayer requests people made and fact that this was a huge need for folks who ordinarily couldn’t have attended worship today, for countless reasons,” Murray said.

Southern Post development breaks ground near downtown Roswell

By JULIA GROCHOWSKI julia@appenmediagroup.com ROSWELL, Ga. — One of Roswell’s most anticipated developments is now officially underway.

Dozens of residents, developers, elected officials and community stakeholders celebrated the groundbreaking of the Southern Post, Feb. 27 on the corner of Alpharetta Street and Norcross Street. The property has sat idle since the city acquired it in 2016.

That changed last year, when commercial real estate development firm S.J. Collins Enterprises was chosen to revitalize the 4.28-acre property. The company closed the deal November 2019 with Virginia-based Armada Hoffler Properties Inc. “This is very exciting,” Mayor Lori Henry said. “I have lived in this neighborhood for 30 years… This is truly a transformational project in Downtown Roswell.”

Plans call for the front of the property facing Alpharetta Street to feature several restaurants and shops. The back of the property will include approximately 128 apartment units and 13 town homes, as well as a 5.5-story parking deck with 403 retail parking spaces.

“This is a big day in the city of Roswell,” said Roswell Inc Executive Director Steve Stroud. “S.J. Collins and Armada Hoffler Construction are bringing new jobs to this city.”

The property will hold about 90,000 square feet of loft office space, which is now available for lease.

“With each project we build or development, we find it important to tell the story,” said Tim Hodges, Armada Hoffler vice president of Construction. “Our vision for this project is to become Roswell’s new go-to destination.”

The development’s name, Southern Post, is a nod to the country breakfast restaurant, Southern Skillet, that once dominated the property and closed its doors in 2011. The name also references the Southern Mills General Store, which was the first retail store to serve the community around Roswell Mill.

Project representatives said the development’s design will fit in architecturally with the city’s downtown area.

The Southern Post development, located at the old Southern Skillet property on Alpharetta Street, will include apartments, town homes, office space, retail and a parking deck.

“It’s going to be a special project,” said S.J. Collins Enterprises Principal Steve Collins. “There are some exciting things that are coming… What this city has done is unbelievable to me. What they’ve done with this downtown area with all of these restaurants and everything. I think we’re going to enhance it and make it that much better.”

Justin Latone, senior vice president of leasing for S.J. Collins, said the company is working to bring local and regional restaurants to the property. And, he said it will open up extra space for the popular and growing Alive in Roswell monthly festival.

Tyler Perry has created a movie-town in south Atlanta While most downtown areas are typically considered “entertainment” districts, none in Atlanta really compare to what Tyler Perry is cooking up on and around the 330 acres he bought near Fort McPherson GEOFF SMITH Assurance Financial, in 2015. Perry developed a major movie and television studio with 10 sound stages all intertwined in old buildings that were once part of the historic fort. It also included new buildings, like a replica of the White House for his television series, “The Oval,” according to a recent article in the Atlanta Business Chronicle. Now he wants to buy another 20 acres and build a theater on the same scale as the Cobb Energy Performing Arts Center and surround it with restaurants and an alley of “about 10 small theater houses and dinner theaters.”

Fort McPherson was a U.S. Army based south of Atlanta on the edge of East Point. Its history goes back to 1867 when it hosted U.S. infantry regiments whose mission was to enforce Union regulations during Reconstruction. It was used as a camp to house Imperial German Navy prisoners of war during World War I and as a training site for the Active

Army and Georgia National Guard. It held picketers who were detained during the General Textile Workers Strike in 1934. And it served in many different capacities up until its closing in 2011.

Since Perry purchased his 330 acres, major motion pictures, including “Diary of a Mad Black Woman,” all of the “Madea” films, “Precious” and major television series have been filmed there.

In addition to the restaurants and theaters, Perry envisions a museum of his work along with African-American history on the site. And he would also conduct public tours of Tyler Perry Studios.

“I want them to start doing tours,” Perry told the Atlanta Business Chronicle. “I want them to have a place where they can walk safely or get on a streetcar or tram. I need a base for that to happen. This would be open to the public.”

The site is near the Lakewood-Fort McPherson MARTA station. Major developments are occurring around the Dunwoody, Sandy Springs, Chamblee stations and others.

Perry would also like to see a residential component and incorporate a linear park with bike paths.

The property is currently owned by the McPherson Implementing Local Redevelopment Authority (MILRA). They recently sold another 11 acres to Washington, D.C-based Easterly Government Properties Inc., who used it as a lab for

the U.S. Food and Drug Administration.

MILRA did this despite Perry making an effort to buy that property too.

This project just goes to show how interesting Atlanta has become. Unique town centers are being built throughout the metro area, and having one centered around a major studio would be another jewel in our crown. As more people and businesses keep moving to the area, and as our economy keeps diversifying, we will have more diverse options when it comes to finding a home or finding something to do on the weekends.

Perry has pumped a lot of economic activity in an area that 15 years ago was pretty stagnant. He brought in film stars from across the country and helped to rocket the film industry in Atlanta off the ground. Georgia is now one of the most filmed-in places on the planet for major motion pictures and television series.

4. Over Personalization. I’ve seen built-in parrot cages in bathrooms, built-in deep fryers in kitchens, etc. Sure it’s your home, but if you personalize it with non-removable items, or make changes that don’t make sense to most of the population, you’re going to devalue your home.

5. Bright, Open and Spacious. This is a pretty basic formula that always works. Move a few walls, brighten up the paint colors, counters, and invest in lighting. Follow this formula and you will improve the value of your home.

Choosing the right material for your Exterior Shutters Shutters can make or break the curb appeal of a house and it is important to consider the different materials that shutters are made of. Prices will vary considerably between the different materials and each will have its own positives and negatives. Let’s take a look at the 4 main ones.

Wood: Very traditional and good looking. Could be pricey depending in the wood species that is used. Stay away from cheaper woods like Poplar or pine that will rot, twist and split within a short period of time. Good species are Western Red Cedar and Cypress. Make sure you add some sort of a cap to the top of the shutter to prevent splitting and make sure your provider seals the wood effectively to prevent rot. Easy to customize size and styles. Easy to repaint depending on the paint used, and special care should be taken to ensure the paint seals the product completely.

Vinyl: Cheapest option you can get, but then it will also look like that. The summer heat can play a trick on these where the shutters became brittle with color fading over time. These shutters are typically hollow and not very strong.

Its recommended that they are mounted flush against the wall, although some service providers sell hardware kits to mount them on hinges. Vinyl shutters are typically 3 times cheaper than wood or composites, but remember you’ll have to pay for installation 3 times. Limited options available for size, style and color.

Difficult to repaint effectively.

Composite Wood: Pricing is comparable to wood, and although you get the look and feel of wood, you don’t have the issues that comes using wood. No rotting, swelling, twisting and if it is the right material, no insect damage. There are different composite materials available and not all are rated for extended exterior use, so make sure your provider uses the right stuff (and can prove it).

Very long lasting and in some cases you even have environmentally friendly/safe options available. Easy to customize and a good provider should be able to create unique designs and styles perfect for your home. Similar to wood it will need repainting in a few years, but generally easy to do. Can be mounted on hinges or direct to the wall.

PVC: Pricey, so shop around. This stuff will last almost forever and moisture have no effect on it. Heat does play a role and it’s prone to cupping, bending and warping, so make sure your provider adds some form of additional strengthening. Seems that the indus-

try standard is to add metal bracing on the back to prevent some of the issues.

Difficult to paint and typically comes in standard colors. Make sure from you provider what steps you’ll have to take when it comes to repainting. Can be mounted flush or on hinges.

Playhouse to present musical ‘Pippin’ CUMMING, Ga. - The School Street Playhouse proudly presents the 2013 Tony Award-winning revival of time-honored musical “Pippin,” March 5-29 in Cumming at the School Street Playhouse.

“Pippin” is both a humorous story about growing up and a dark tale of the danger of false appearances and empty promises. An ensemble of dancers tells the story in this stylized musical of young prince Pippin’s quest for true happiness.

Pippin, played by Sean Anderson, explores the glories of war, the temptations of love, and the intrigues of political power before discovering happiness lies not in the extraordinary but in the ordinary moments of everyday life.

The production will be directed by Kyle Larsen and choreographed by Buddy Stotts. Kyle, an award-winning director, has brought many wonderful performances to the Playhouse in the past, including productions of “Georgia Senior Follies,” “Annie” and “Mamma Mia!” Stotts brings “Pippin” to life with his successful career in Broadway and in film.

Following the premier, performances are slated for every Thursday, Friday and Saturday at 8 p.m., and Sunday at 3 p.m. through March 29.

Lambert High to stage ‘Holiday Inn’ FORSTYH COUNTY, Ga. — Lambert High School will bring the story of Irving Berlin’s “Holiday Inn” to the stage March 12 through 20.

The show tells the story of Jim, who leaves behind the bright lights of show business to settle down on his farmhouse in Connecticut. With the help of spirited schoolteacher Linda, Jim turns the house into an inn with dazzling performances to celebrate each holiday.

Complications, comedy and romance arise when Jim’s best friend Ted tries to lure Linda to Hollywood to be his new dance partner. Based on the classic film, the musical features a parade of Irving Berlin hits, including “Blue Skies,” “Heat Wave,” “White Christmas,” and “Cheek to Cheek.”

Shows will be March 12-14 at 7 p.m., March 15th at 2 p.m., March 19 and 20 at 7pm. Tickets are available at showtix4u.com.

Lambert’s theatre program took home a state championship last fall for its One Act Play “She Loves Me,” winning for two year in a row.

Drew Davison, a Lambert senior will play the starring role of Jim in “Holiday Inn,” was awarded Best Actor at the competition. Davidson recently received a $2,000 scholarship from the International Thespian Society based on his rankings during the individual events at the Georgia Thespian Conference.

Halcyon announces student art contest FORSYTH COUNTY, Ga. — Halcyon is calling all aspiring artists in Forsyth County to make the mixed-use community their canvas with its first Student Art Wall Challenge.

Students from kindergarten to grade 12 are encouraged to submit an original design for an outdoor mural illustrating their answer to the question: “What does Halcyon mean to you?”

Entries will be evaluated based on artistic ability, creativity and how the design represents Halcyon and the greater Forsyth County community. The student with the winning design will receive a special prize package from Halcyon and will collaborate with Atlanta-based designer Troy King to bring their idea to life at Halcyon this spring.

Located adjacent to Kilwins, the mural wall is 8 feet and 4 inches tall and 29 feet and 11 inches wide. The contest is open for entries until March 11. More

The Georgia Environmental Protection Division has received a new application for the reissuance of an existing LAS permit. Having reviewed such application, the Environmental Protection Division proposes to issue for a maximum term of five years the following permit subject to specific pollutant limitations and special conditions: CBRE Birmingham Village, 191 Technology Parkway Suite 130, Peachtree Corners, Georgia 30091, LAS Permit No. GAJ030817, for the Marketplace at Birmingham Village Water Pollution Control Plant located at 980 Birmingham Road, Alpharetta, Georgia 30004. Up to 0.0181 MGD of treated wastewater is being land applied on a dedicated site in Fulton County in the Coosa River Basin. In addition, language for an approved Sludge Management Plan to deliver sludge to another permitted facility for further treatment and ultimate disposal has been included in the permit.

Persons wishing to comment upon or object to the proposed determinations are invited to submit same in writing to the EPD address below, or via e-mail at EPDcomments@dnr.ga.gov, no later than thirty (30) days after this notification.

If you choose to e-mail your comments, please be sure to include the words “LAS permit reissuance - Marketplace at Birmingham Village Water Pollution Control Plant - GAJ030827 (Fulton County)” in the subject line to ensure that your comments will be forwarded to the correct staff. All comments received prior to or on that date will be considered in the formulation of final determinations regarding the application. A public hearing may be held where the EPD Director finds a significant degree of public interest in a proposed permit or group of permits.
