News from REINZ April 2017 Low level of inventory

“The lack of stock available for sale remains an ongoing problem across the region, with the data now showing Hawke’s Bay to have the lowest level of inventory across the country.

The shortage of stock and continued interest from buyers is driving price expectations higher and forcing offers to

be as clean as possible to get across the line, particularly when the REINZ HPI shows Napier market activity up 21% on a year ago and Hastings up 22% over the same period.”

Compared to a record median price achieved in March the median price fell 2% with prices rising 1% in Central Hawke’s Bay, but falling 6% in Napier and 1% in Hastings. On a seasonally adjusted basis the median price fell 7% compared to march, indicating that the rise in prices was weaker than normally expected.

Sales volumes in Hawke’s Bay fell 26% compared to April 2016, with sales falling 15% in Hastings, 30% in Central Hawke’s Bay, and 32% in Napier City. Compared to March sales volumes fell 29%, with sales falling 20% in Hastings, 33% in Central Hawke’s Bay and 35% in Napier City.

On a seasonally adjusted basis sales for April fell 2% compared to March indicating that sales were slightly weaker than expected for this time of year.

The median number of days to sell eased by three days compared to March, from 29 days in March to 32 days in April. The number of days

to sell eased by one day compared to April 2016. Over the past 10 years the median number of days to sell for the Hawke’s Bay region in April has been 46 days.

Residential property market-local highlights by QV

H

astings district’s top four selling suburbs in the last three months were Havelock North with 65 sales, Akina 26 and Flaxmere 25.

Te Awanga sales were 34% above the CV which were conducted in August 2016.

Frimley values were 33% over CV. Median sales prices were $562,000 in Havelock North, $323,500 in Akina and $191,000 in Flaxmere.

Napier City sales show Napier South with the most sales at 31, Onekawa with 28 and

Marewa with 26. Differences between the CV conducted in September 2014 were 38%, 34% and 37% respectively. Median sales prices were $374,000, $331, 017 and $322, 250 respectively.

Total sales in Central Hawke’s Bay were 51 with 34 being in Waipukurau and 9 in Waipawa. Differences between the CV conducted in September 2015 were 29% and 25% respectively. The medians were $230,000 and $220,000.

ES it is difficult to buy a first home. But looking on the brighter side at least we’re not faced with buying or renting property in Auckland.

For most people being able to be buy a home by saving the necessary deposit will involve sacrifice and determination. In order to save for a house spending has to be drastically reduced and debt eliminated: this means paying off credit card debt, giving up many lifestyle ‘luxuries’ such as eating out, the latest phone, buying lunch, a daily cup of coffee and taking expensive holidays. Getting a second part-time job will also go some way to helping save for a deposit. Lending institutions are likely to be impressed if you show them a steady track record of saving.

Those hoping to buy their first home will find plenty of information on the internet available. There are schemes to

help first home owners too such as the Welcome Home Loan scheme. Grants are also available through Kiwisaver for people who have been saving for at least three years and withdrawals of savings may be possible.

Another option to save money includes living with your parents until older. Maybe they’d help by letting you live at a reduced rent in turn for helping around the house? If your parents or grandparents are comfortably off perhaps they could lend you the deposit?

It’s easier for two people to pool their resources (couples have the

advantage here) so buying property with friends is becoming more popular.

This needs to be documented with a property sharing agreement which a solicitor can draw up for you. Factors such as sharing expenses such as rates and maintenance also need to be documented.

Keep your eye on the local property market and aim to buy what’s affordable rather than set your sights too high. Properties can always be renovated over time.

Equity release and reverse mortgages

S

tatistically we’re living much longer these days. Seeing that we could be retired for more than 25 years, we’re going to need money coming in.

From the age of 65 most New Zealand residents receive NZ Super every fortnight. Additional retirement income above that needs to come from savings, paid work or business activity, or even our home.

One way of using our home is to free up cash by an equity release scheme.

The most common type of equity release is selling the house and purchasing a cheaper one that is smaller or in a cheaper area. This can free up some money while still providing the benefits of owning a home.

If we own a house or other property, and need to free up some money for long term living expenses, pay for

emergencies or a major expense, we can use a ‘reverse mortgage.’

This is where we borrow an amount against our property either in a lump sum or by drawing down on the loan as and when we need the money. In the meantime, the interest payments build up.

When we die or the property is sold, the full loan plus interest has to be repaid – so we will leave behind a smaller legacy.

When considering a reverse mortgage, it’s good to talk about it with family and get independent financial and legal advice. It’s important to understand how the product works and what it might cost (including fees and interest charges). We can take a ‘worst-case scenario’ view when working out the cost projections – and not assume a property will increase in value.

Pre-purchase house inspection

B

efore jumping in and making an offer on the first house that appears to meet your needs take a really good look around your potential new home and do some basic homework on the condition of the house. If the list of work required gets too long it could be too costly to repair and also service your mortgage.

For peace of mind you have a Registered Building Inspector undertake a thorough pre-purchase condition report.

The latest concern for purchasers of property is the likelihood of the presence of meth which could be left over from manufacture and even people smoking meth in the property. There are companies that specialise in testing.

You might like to consider having a clause in the sale and purchase agreement saying the property tests negative for meth contamination.

Your inspection checklist might look something like this-

Condition of the roof, is it rusty?

Are the gutters and drain pipes in good condition?

If weatherboard check condition, any borer or soft patches?

Check plumbing, water pressure, taps and showers.

Do the piles appear to be in good condition? If wood check condition especially below soil line.

Doors/windows close properly.

Any cracks?

Are there enough power points?

Check over the power box and ask if it’s ever been re-wired. If so when?

Is there any insulation?

What sort of heating is there and how efficient is it?

Are there any signs of damp or water stains, does it smell damp?

Is it near a river or low lying, what’s the potential for flooding?

Check where the sun falls and will it get sun all year round?

What’s the condition of the kitchen and bathroom?

What chattels, such as curtains and carpets, are included in the sale and what condition are they in?

Are fences, paving and driveways in good condition?

Have building consents been issued with a code of compliance certificate?

Check property zoning.

How lawyers can assist home buyers

T

he sale or purchase of a property is, for most of us, the biggest financial transaction we will ever undertake and one that should be made with careful consideration.

A lawyer’s role is to ensure that any agreement entered into protects your best interests, whether you are selling or buying, and meets the ever changing legislative requirements and restrictions, such as the recently introduced Bright-Line tax.

Purchasing a property, especially for a first home buyer can be demanding, particularly in today’s very competitive property market and you may feel pressured to act quickly.

Dealing with agents, banks, insurance companies and lawyers at the same time can be difficult. Add dealing with Kiwisaver withdrawals and Housing New Zealand grants into the mix and it

can get stressful! A lawyer brings all of those relationships together and makes sure everyone’s requirements are met and the transaction runs smoothly.

You should obtain appropriate advice from a lawyer early on in the process.

You may feel tempted to take risks so that your offer is the most appealing offer to the seller, such as omitting some of the usual conditions which may be included in an agreement (like a LIM report or a builders report). But you need to be aware of the consequences if you do decide to take those risks and a lawyer can help you make an informed decision.

It is also important to speak with a lawyer before you sell your house. Many agreements include warranties and undertakings on behalf of the seller and you need to ensure you can provide those warranties and undertakings before you sign on the dotted line. And when

you do receive an offer on your property, a lawyer can explain any extra terms included by the purchaser before you accept them.

House insurance

Y

ou’ll need some insurance before the bank will advance you the money to purchase your house!

Sum insured

The sum insured is the maximum amount an insurance company will pay to rebuild your home in the event of a claim.

If rebuilding costs more then you’ll have to make up the difference!

Features covered can include driveways, fences and swimming pools.

Insurance policies usually also cover additional costs associated with the rebuild, such as professional fees and demolition costs.

Your insurance policy will give details of what will and will not be included in your sum insured. It is important to read your policy carefully to understand what it covers. If in doubt contact your insurer with your questions.

There are online calculators (homebuilding.cordell.co.nz) to help

you and you always have the option of consulting professionals such as builders and quantity surveyors. It’s best to check the sum insured annually at the time your policy is due for renewal. Insurers will probably increase the sum automatically but it’s better to err on the side of caution. Also check if special features such as swimming pools, tennis courts are covered.

Contents insurance

Insurers offer different levels of cover for contents and often have discounts if you buy house, contents and car insurance with them. Landlords and tenants can also buy insurance.

Earthquake insurance

EQC’s insurance is called EQCover.

EQCover provides natural disaster insurance for residential homes, land and contents.

You automatically have EQCover for your home and land if you have a

current private insurance policy for your home that includes fire insurance.

The role of Registered Property Valuers

egistered Property Valuers provide a range of services to assist home buyers and to provide them with the information they require to make an informed decision when purchasing. Lenders will often require a valuation from a Registered Valuer as the basis of their secured lending.

‘Market Valuations’

Market valuations will in most instances be required by the bank/lender to assess the property’s value and to confirm the associated risk. Dress up your windows and floors

A

nother way of refreshing your home is to renew window treatments and floor coverings and these days there’s no shortage

of choice.

Wool carpet was once extremely popular but it has largely been superseded by synthetic carpet, such as solution dyed nylon, which is hardwearing and easy to clean.

However, there is a beautiful selection of New Zealand wool carpets. Wool has the advantage of being hard wearing, strong and provides natural insulation. It’s also natural, renewable and a biodegradable fibre. At the top end of the market is beautifully soft carpet made from 100% Merino wool.

There’s a trend away from hard flooring, think ceramic tiles, to various versions of plank or timber style flooring.

There’s a huge range of engineered timber floors, dark, light and all are very hardwearing.

Vinyl products have come of age with a bewildering variety to choose from in both two and three metre widths.

Grey is a popular colour as is polished concrete look vinyl, the timber look and the tile look.

Another look that’s been popular for a while is polished concrete floors. They are strong and durable. The concrete is polished to show the aggregate underneath and then it is polished to a high shine.

For most of us some form of window covering is necessary for both privacy, warmth in winter and protection from the sun during warmer months.

Blinds and shutters are alternative window treatments. The old fashioned venetian blind has been re-invented and there’s a huge range of blind styles to choose from. Popular right now are aluminium, wood, faux wood, thermal and blackout blinds. Don’t be afraid to inject a splash of colour or patterns as blinds don’t need to be bland.

Roller blinds and pleated blinds are still popular and are available ready-made, custom made and in kitset. European style shutters that completely block out the light are becoming more popular, especially for bedrooms. They keep out the light and cold.

Thinking outside the square there are plenty of other alternative window treatments such as screens, awnings and window film.

A little care and attention will go a long way to preserving the look of your floor coverings. Carpets are going to get dirty but being tidy around the home can reduce mess: for example, only wear

socks or house slippers indoors and ensure pets are clean and dry before being allowed indoors. Vacuum regularly and have your carpets professional cleaned from time to time.

Wool carpet needs handling carefully and stains/spills should never be rubbed.

Several stains, such as alcohol and blood, can be removed simply: blot stains with paper towel or an absorbent cloth then apply a spot-removal product onto an absorbent material NOT the carpet,

then blot working gently inwards. Use a clean cloth and rinse with lukewarm water. Soak up any excess water with paper towels.

Cleaning curtains can be a risky business unless they are clearly marked as being able to be machine washed.

The backing on thermal lined curtains will probably peel off if washed in a machine. Dry cleaning, or cleaning by specialist curtain experts, is by far the best option.

ust as interior decoration is a matter of personal taste so too is the presentation of the external space you own.

A new era in lighting

N

othing can alter the mood of a home so quickly as lighting. However, a trip to buy a lightbulb can be confusing these days because incandescent bulbs are being phased out for more energy efficient light bulbs.

For those needing a new bulb it would pay to know what you’re looking for before venturing to the store as the choice is bewildering. The other thing to do is check the fitting before you buy- your old bulb will likely either be a bayonet fitting, or a screw fitting.

Incandescent bulbs or old fashioned bulbs are not very energy efficient and much of the energy generated is lost as heat.

Halogen bulbs are more efficient than incandescent bulbs but less efficient than CFL or LEDs.

CFL, or Compact Fluorescent, bulbs are 75% more efficient than Incandescent bulbs.

LED or light emitting diodes are by far the most energy efficient: 90% more than incandescent. They last much longer too, possibly for decades.

Light output is measured in lumens these days rather than watts.

For example a 60 watt bulb would equate to 700+ lumens. You’ll also have a choice on the colour of the light. An incandescent bulb is about 2,700k (Kelvin scale) and the colour of the sun at noon is 5000k. Match the

k to the light effect you desire. In simple terms the higher the number the brighter the light. The box will usually give an indication as to the colour, for example warm white.

With the new technology comes an opportunity to further enhance the look and feel of your home whether you’re searching for colour changing wifi light bulbs complete with app or a bulb for your bedside lamp.

Winter warmth

here’s something extremely comforting arriving home in the middle of winter to a toasty warm house. What’s even better is snuggling down for a quiet evening beside a wood burning fire.

What are you going to heat?

For a room that’s not used very often like a bedroom or study, an electric fire might be the best solution. All electric heaters are equally efficient as they convert all the electricity they use into useful heat.

Rooms used more often, such as a lounge, would benefit from having a fixed

heating appliance such as woodburners.

They cost more to buy but are cheaper to run and have a higher heat output.

Woodburners and pellet burners need resource consent to be installed. Your installer will normally organise this for you.

Hawke’s Bay Regional Council provide funding and assistance to homeowners to install clean heat and insulation to their property. If moving into an existing home ideally the insulation (walls, ceiling, floors) should be checked and replaced, if necessary before attending to ventilation and heating.

Woodburners are still very popular in Hawke’s Bay and there’s plenty of choice from rural style to contemporary.

Burning wood is a good option for

the environment as it’s a renewable resource. There are strict guidelines about emissions and all fires on sale today have to be approved by the Ministry of the Environment.
