Backin2021,wesharedandagreed toaninvestmentprofileforthis infrastructurewhichusedmore debt,attemptedtodosomecatchupondecadesofunderinvestment, plannedforurbanwatersecurityand growth,andplannedforwaste-water treatmentinvestmentoverthenext 15yearstotryandachieveresource consentcompliance.Youmayrecall itraisedurbanhouseholdrates significantlyoverseveralyears–some
ofwhichyou’vealreadyexperienced andworkhasprogressed,butmoreis stillyettocome.
Thisyearwehavethefirst opportunityindecadestomovethe dialonthescaleandefficiencyof deliveryofcoreinfrastructurewitha region-wideconversationforwater infrastructure.Thegovernmentsettings onthisarecalled“LocalWaterDone Well”andincludeasuiteoflegislative andregulatorytoolsforchanginghow
weinvest,deliver,fundandfinancethis coreserviceandinfrastructure. Thiswillmeangreaterregulation andaccountability,frontingupto decadesofunderinvestment,proper long-terminvestmentfortreatment ofwastewater,financingatscalefor moreefficientinter-generationaluse ofdebt,andamoresolidplatformfor theregiontogrow.Forthefirsttimein yearsitwillgiveustheopportunityto seeifworkingtogether,atscaleforthe

WorktorebuildStateHighway2 throughWaipawainCentral Hawke’sBayhasbeen completedearlierthanscheduled followingaraftofmaintenance.
TheworkbeganinJanuaryandhad beenscheduledtofinishattheendof thismonth.
Crewshavespentthepasttwo monthsinstallingnewkerbsand channelsandrenewingthestretch ofroadbetweenTamumuRoad andVictoriaStreet,justnorthofthe Waipawatownship.
Renewingthisstretchofroad involvedrecyclingtheexistingroad materialswithcementaddedtothe road,toextendthelifeoftheroad
aboutLocalWaterDoneWell.You mayrecallthatduring2022and2023, asthecountrywasdebatingthepast government’s“ThreeWatersReform” yourCHBDistrictCouncilrepeatedly statedthatthefundingtoolsand systemforinfrastructurewasbroken, andthestatusquowasnotanoption. Formanyyearsnow,wehaveasked CentralGovernmentforfinancial supporttocreateacircuit-breakeron theissue.Theyhaverefused,across multipletypesofpoliticalleadership andhaveprovidedthisnewregulatory frameworkforhouseholdsand businessestostillpaydirectlyforall investmentviaratesandcharges, butinadifferentstructure.Wewillbe lookingforguidancefromyouinthe comingmonthsaswenavigatethese proposals.

Crewswillbereturningnextmonthto dosomefurtherheavymaintenance, whichwillincluderesealinganother sectionoftheroadjustnorthof TamumuRoad.Bothsiteswillthen
haveasecondcoatsealapplied–we expectthattotakeplacenextsummer. Whenwerebuildasectionofthe roadandapplyachipsealfinish,it’s normaltocomebacklatertocarry outasecondcoatseal.Thislocks inthesealtomakeitwaterproof, keepsitstrongerandsaferforlonger, andhelpsreducethelikelihoodof flushingoccurring.Thatworkwillbe communicatedclosertothetime. Thenewmodelforsupplyingschoollunches seesallexternallunchesnowprovidedbya SchoolLunchesCollectivewhichiscausing hiccupsaplenty.
However,theTerraceSchoolinWaipukurau isprovidingalltheir140studentswithdelicious, nutritiouslunchesastheyoptedtogowith theinternallunchmodel.It’samodelthat hasworkedwellforthreeyearsandhasthe wholeheartedsupportofteachers, caregiversandstudents.
PrincipalĀnaruChesswas saysthatwithallthe negativepublicity surroundingthelunch programmetheyare keentosharetheir positiveexperiences ofprovidingamazing kai,betterthanthose deliveredunder theschoollunch collective,forthekids.
Forthelastthreeyears theschoolhasemployed achef,RebeccaKnowles.
TheMinistryofEducation fundsboththefoodandthe wagesforRebecca.It’squiteabig
undertakingforRebeccathatinvolvesordering, preparation,cookingandwashingup.
“It’sgoingparticularlywell.”
Wethoughtwecoulddobetterthanthe lunchesthatwerebeingmadeoffsiteand deliveredtousallpre-made.“There’sactually abitofarohabehindthelunchesthekidsare receiving.”
Recentlymealshaveincludedroastporkwith Asianslawandcheesypizzabread,Thaibeef salad,chickennoodlebowl,andpumpkinsoup withgarlicbread.Themealsareplatedand servedondinnerwarewhichisafarcryfromthe aluminiumcontainersthataregenerallysupplied undertheschoollunchprogramme.
Rebeccacreatesthemenusthatareall approvedbytheMinistryofEducation.Both parents/caregiversandstudentshaveaninput inwhatthey’dliketoseeservedupforlunch.For example,lastyearthekidsrequestedaboilup andRebeccaobliged-followinghealthylunch guidelinesofcourse!
Theteacherslovethefactthatthechildrenare fednutritiousfood.Somekids,about40ofthem, participateintheBreakfastClubthatofferstoast, miloandporridge.
Kidsaretryingnewfoodsthattheywouldn’t necessarilytryathomeandthat’sarealwin fromtheparents’perspective.Our“teacherslove itasweknoweverychildisfedeveryday.This benefitslearningandengagement,”Chesswas says. Beingwellnourishedisasignificantbenefit tothekidsandtoengagetheminlearningwe needthemtohaveafullpuku.“Ifwe’vegotkids comingtoschoolwhiletheyarehungrythenit’s verydifficultforthemtoengageinlearning.So, fromthatrespectit’sarealwin.”
Theartsandcraftssceneisvery muchaliveandwellinWaipukurau. Establishedin1970Waipukurau ArtsandCraftsIncorporatedhas seenhundredsofpeopleattend andbenefitfromtheknowledge, andcompanionship,gainedatthe variousworkshopsthatareonoffer.

Theartscentreat5Couglan RoadwasahousefromCentral Hawke’sBayCollegethatwas surplustorequirementswhentheywere extendingtheclassrooms.Theybought thesectionin1983andlaterthehouse wasrelocated.Itwasstrippedand repurposed.Nowtheyhaveamortgage free,versatilespacetoworkandexhibit, withkitchenfacilitiesandon-siteparking. TeresaDuffinisthecurrentpresident whoisakeenandaccomplishedthread painter.Sheinitiallyjoinedtheclubabout sixyearsagoandwasintroducedby hernext-doorneighbour.Theclubisa goodplacetomeetpeopleandenjoy companionship.Everyomeiswelcome, whatevertheirage.“They’reanice, friendlybunchwithlotsofexperience,” shesays.
Therangeofactivitiesonofferis
substantialandincludeswoolcraft, mosaicsandglass,pottery,needlework andpatchwork.Nomatterhow accomplishedeveryoneiswelcomeand thosewithknowledgearehappytopass onwhattheyknow.There’salsoquitea collectionofreferencematerialforthose wholiketostudymoreontheirchosen subject.Everysooftentherewillbea specialworkshoporgroupchallenge thathavetobefinishedondeadline.The finishedarticlesarethendisplayedforall toadmire.
Theannualsubscriptionisvery reasonableat$60ayearand participantscanattendanygroupfor thatfee.Thenthere’sa$1donationa weekforteaandcoffee.
PerhapstheoldestmemberisHazel Knight,alifemember,whois90-yearsofage.“It’skeepingdoingthingslike thisthatkeepyouyoung,”shesays.She startedpaintingandcurrentlyattends theembroiderygroupbutdescribes herselfas“ajackofalltrades.”Currently she’sworkingonfourUFOs-unfinished objects-andaturtle.

LastyearRuahineAnimalRescue rehomed67animalsincluding arabbit.Alreadyinthefirsttwo monthsof2025theyhaverehomed 21animals.SpokespersonAmber McArthursaystheywillhelpany animalexceptrodents(rats,mice)and rescueshaveincludedbirdsandeven goats.
RuahineAnimalRescuewasformed followingtheclosureoftheSPCAin CentralHawke’sBayasconcerned volunteersrealisedthatanimalissues werenotgoingtogoaway.“Wecame togetherwithonesharedgoal-to makearealdifferenceinthelivesof
animalswhohadbeenabandoned, neglected,orjustneededsomeoneto lovethem,”Ambersays.
TheRescueistotallyrunby volunteerswhosharedaytimeand afternoonshifts365daysoftheyear. Othervolunteershelpwalkingthedogs andsupportwithfundraisingactivities. Manyofthecurrentvolunteerswere formerSPCAvolunteers.TheCatTeam LeaderKerryDunbarhasrecently beenmadealifemember.Shewasan employeeandvolunteerwiththeSPCA forover29years.

Theirworkwouldnotbepossible withoutthesupportofthecommunity andsponsorshipbylocalbusinesses. “Weareveryluckywiththesponsorship wereceive.Thebusinesseswhoare sponsoringusnowaredoingitfrom thekindnessoftheirhearts-asthey can’tcurrentlyclaimanythingback fortheirdonations.”Thegrouparein thefinalprocessofapplyingtobea registeredcharityandhopetohave goodnewstoannouncesoon.
Becomingaregisteredcharitywill meanthatsponsorswillbeableto claimtaxdeductionsanditwillopen moredoorsforthemtoapplyformore grantstocoversomeoftheirongoing costs.
Ongoingcostsaresubstantial,for examplevetfeeswere$3500last month.Naturallytheyaimtobeas frugalaspossiblebuttherearecertain basicsthatcan’tbedonewithoutsuch aswormingandfleaproducts.CHB VetsandVetServicesWaipukurauare workingwithRuahineAnimalRescue toprovidedesexingandvaccination services.Itisanticipatedthattheywill need$120,000.00thisyeartocover costs.Anyideasoreventstohelping fundraisewillbegratefullyreceived.
“Ourbiggestneedcurrentlyisfor morepeopletofosteranimalsasthey muchpreferdogsandpuppiesbewith carerswhocantrainthemandgive themallthelovetheyneed.Catsare abitdifferentastheyarereasonably self-sufficient,butkittensarealso fostered.Withfosteringtheanimal rescueprovidesallthefood,thelitter, beddingandsupport,thefosterfamily justprovidestheloveandtraining.”

Thismagnificentphotowaskindly senttomebyafriend,askingme ifIknewwhereitwas.Itisanold Frenchpostcardandclearlynamedas beingin‘Hawke’sBay,NouvelleZelande’. Iimmediatelyrecognisedthosehills straddlingtheTukitukiRivermidway betweenTamumuandPatangata, havinglookedattheirprofileforthelast 70years.
Ihavesinceseenthisimageintwo books.Thefirstisin“Throughoutthe EastCoast”,thefirstoftwobooks
publishedonthehistoryofWilliams& Kettle.Thecaptionreads“Woolfrom PakihiroaStationcrossingtheMata River,Ruatoria”.Obviously,thereisno mentionoftheFrenchcaption.Inany case,Idoubtthattherewassucha treelesslandscapearoundRuatoriain the19thCentury,and,forthatreason, suchaconsignmentofwool.

TheexhibitionPhotographingthe PacificSistersshowcasesaselection ofimagesbyWaipukurau-based freelancephotographerandwriter VivienneHaldane.Haldanefocused herlensonthegroundbreaking PacificSisters,arenownedartand fashioncollectiveofPasifikaand Māoricreatives.TheSistersbeganin theAucklandavant-gardeartsscene intheearly1990s.
Theexhibitionfeaturesthreesets ofphotographs–oneblack-andwhitesettakeninAuckland,andtwo coloursets-inNelsonandPekapeka RegionalParknearHastings.They showcasetheartistryoftheSisters, whomadetheirownclothingfrom naturalandrecycledmaterials,using DIYtechniquesandblendingarange ofinfluences.Haldane’simages combinefashioneditorialwith storytelling,performance,andplay. Theblackandwhiteimageshave previouslybeenshowninTePapa andAucklandArtGallery.
“It’sachanceforlocalstoseea littlesegmentofthesenational exhibitions,”Haldanesays.

Pekapekaimagesareabsolutely stunning,againstthemagnificent foliage.”
TheexhibitionreflectsonVivienne’s longstandingrelationshipwiththe Sistersovera30yearperiod.

Nowthespotlight’sturnedonher, andshesaysshelovesit.

Sowhyarethreemagnificent Clydesdaleteamspullingwagons
heavilyloadedwithwooldownthe middleoftheriver?Myguessisthatit isfromnearbyTamumuStation–then alargepropertyextendingfromnear wherethephotowastaken,southwards toabouttheOmakereHall.Also,that thiswasassumablypriortotherailway reachingCHBinthemid-1870s,andwell thebridgeswerebuilt.Thewool,then, couldhaveenteredtheriverjustabove shagRock,(Thewasasurveyedroad leadingfromtheTamumuRoadtothat point),andjoiningtheMiddleRoadat Patangata.
