Welcome to the last Bulletin magazine of 2025, I hope that you all looking forward to having a wonderful Christmas and New Year and I wish you all the best for 2026. While this may be the last Bulletin of the year, it is my first as the incoming Chair and I look forward to serving the Association for the next two years. I would like to thank Michael O’Connell for his last two years as Chairman, he has worked extremely hard on behalf of the APEA over his tenure and has left the Association in a great position to take it forward into the future.
There has never been a better time to get involved with our association our Branches are the heart blood of the industry and they are always on the lookout for new members to bring insight into what matters to our members. Most committees meet online and would only require you to give up a few hours of your time. If this is something you would be interested in doing just email the admin team at admin@apea.org.uk and they will be happy to put you in touch with your local branch. The APEA has long tradition of setting the standards for safety in the UK and around the world and as we move forward into 2026, the APEA has a wide range of courses that offer the opportunity for people working in all areas of the industry to improve their skills with courses on Wetstock management, DSEAR, Electrical standards through to courses that cover the construction and inspection of petrol stations. As well as courses that cover the Fireworks standard there are courses for everyone to develop their understanding of the industry. Information about the courses can all be found at www.apea.org.uk
It doesn’t seem two minutes since the APEA Live event back in November and I would like to thank again all those who made it such as special night, from the events team that organised it, the sponsors who’s help makes it all possible to all of those who took the time to enter the awards. Welcome to this new edition of the APEA Bulletin, once again full of news and interesting articles for your perusal. I hope that all members enjoy this edition and find something of interest.
I would like to thank all the sponsors of the different parts of the event, the exhibitors, who I hope enjoyed the increase in footfall this year and basically everyone who contributed in any way shape or form to the event.
Avid readers may be aware that every Bulletin I edit I always put in my introduction a subtle plea for copy: I’m going to be a little more blatant now, we need articles, news, and anything that you think might be interesting for members to know!! Maybe a topic you would like to see covered from a technical point of view? Every edition now we really do struggle to fill; I know we always manage but when we near the deadline for inclusion there is usually a mad scramble for copy, so please, please consider submitting something, even a question for our experts - there is nothing like a stupid question (well I have had a couple but I’ll keep quiet on that one). Seriously, it’s the magazine for you members so it would be great to have an easy time of it for once (or forever!). Rant over.
Those members that attended will certainly agree that this year APEA Live was a great success and let us look forward to next years’ – bring on APEA Live 2026.
We have just held APEA Live 2025, and there is a great article in this edition that reflects the event brilliantly. I was seriously impressed with the conference, and the panel sessions were very well received, so I am sincerely grateful for the speakers that gave their time to divulge their expertise to an appreciative audience.
Finally, I would like to thank a few people who have assisted me in this edition, firstly Jamie Thompson for his articles and holiday photographs, Gareth Bourhill and Anton Martiniussen for the article hints when they come across something for me to look into and finally, Christine and Helen, our new APEA administration for their help and patience in waiting for me to finish the copy.
The exhibition was a great buzz of activity during the day, and it was very encouraging to see a lot of our friends form the regulatory side of the industry. It was great to catch up with former colleagues and have a chin wag over a cup of coffee. The awards dinner, as usual, was a sold-out event. The evening went very well and there was lots of networking going on throughout the evening. The awards, enthusiastically presented

by Matt Dawson, England Rugby World Cup winner, excelled in his category descriptions and seemed to enjoy himself! Congratulations to all the award winners – details of which are later in this edition. One I must comment on is the lifetime achievement award which was Mr Richard Wigfull of Wigfull and Sons. I have known Richard for many years and for those who do not know, Richard is an expert in the field of LPG and what he does not know about the subject isn’t worth knowing. It was certainly a well-deserved award and I offer Richard my heartfelt congratulations and well done!

A sad piece of news came following the last edition of The Bulletin, that is the passing of Tom Daly – APEA Council Member and Training Chairman. Tom had been ill for a little while but it came as a great shock to hear that he had passed away. I had known Tom for some considerable time and spent quite a few training courses with him; a lovely man, very knowledgeable and an all round nice person. My personal condolences go to Tom’s family at this time, there is a full obituary within this edition – RIP Tom.

With the publication of the IET 5th Edition of the Code of Practice for Electric Vehicle Charging Equipment Installation (2023), and the 5th Edition of the APEA/EI “Blue Book” (2024) there have been various further technical developments to help clarify the safety issues that needed to be addressed in this area. The Association for Petroleum and Explosives Administration (APEA), which represents the major stakeholders in this sector, has again collaborated with the IET in issuing this updated 2nd Edition and joint publication to help provide important updated guidance. All the “Blue Book” electrical stakeholders were also approached for comment. This 2nd edition supplement will exist and be available until the APEA/EI “Blue Book” or the (IET) Code of Practice (COP) for Electric Vehicle Charging Equipment Installation, 5th Edition are next revised and its contents will then be reviewed. The APEA would certainly encourage all site duty-holders to ensure that those companies and contractors, especially electrical contractors, they consider employing to install EVSE on their filling station ensure that the technical details in this supplementary COP are followed.

Obituaries By Jamie Thompson
Michael Lugg It is with sadness that we announce the passing of Mike Lugg, a former chairman of the Association, peacefully at his home at the age of 91 on 15 September. Mike had a career with BP and was engineering manager and will be remembered for working with both regulators and company engineers in the many changes that happened in the industry during those years and also his work in the Institute of Petroleum where he was made a Fellow in recognition. He was Chairman of the APEA in 1994/6 and was made a Fellow for his work in Industry in 1996.

He introduced the Year Book to the APEA during his tenure and chaired the first Blue Book working party. He retired and carried out some consultancy work and kept his interest in the industry. We were very pleased to meet him again at the APEA Live dinner in 2024 where he was introduced to the current chairman and met old friends and continued to remain an APEA member.

On 15 September we heard that our Training Chairman Tom had passed away in hospital in Dublin. Tom had been suffering from Cancer and his sudden passing was a shock to those who worked with him. Our thoughts are with his wife Sandra and his four boys. I had known Tom since he became the Petroleum Officer in the Dublin Fire Brigade in 2005, where he was a dedicated officer who ensured that the Petroleum Regulations were enforced in Dublin City and the Greater Dublin area. Tom joined APEA in 2005 and quickly became a hard-working, capable and enthusiastic member of the Association. He was the long-standing Chairman of the Irish Branch of APEA right up until his passing. He grew and expanded the Branch by encouraging many people from across the entire industry, both North and South of the Irish border, to join and become active members of APEA. In 2016 Tom became Chairman of the Training Committee in APEA. He took on this role with much enthusiasm and introduced
on-line training courses to the array of Training Courses the Association now provides. In addition, Tom was a regular Trainer and provider of the 3-day courses that have been run in Ireland and the UK. He has also delivered these training courses in Hong Kong, Bahrain, Cyprus and Malta on behalf of APEA. Tom contributed to the revisions of the Blue Book and was a member of several European Standards committees. He also made contributions to the recent Fuel Store Regulations in Ireland. He was Chairman of the Association from 2019 - 2021 and was made a Fellow of APEA in 2010 in recognition of his contribution to the industry. On his retirement from the Fire Service Tom continued to work in the industry as a consultant where he was well known and well respected. He kept working up until his final days which shows the passion and commitment he had to his work and the industry. Tom will be fondly remembered by those he worked with and will be missed by all his colleagues and friends here in APEA.

Testing for Petroleum outside of a filling station environment By Rob Collins London Fire Brigade’s Petroleum and Transport team has introduced new equipment and procedures for the testing of petroleum outside of the petrol filling station environment. Petroleum that is stored dangerously or illegally in domestic premises or elsewhere can be tested on site with the aid of a hydrometer, allowing for results that are instant and can lead to a safer and speedier resolution of incidents. In collaborative work with the Brigade’s scientific advisors, Bureau Veritas, a simple, safe and conclusive method of testing has been devised. The density of a liquid can be measured with the use of a hydrometer. Using this equipment petroleum inspectors can now test on site with full confidence that the results provide an accurate, conclusive result under the correct conditions. Simply fill the tube with the fluid using a “syringe pump” and allow it to settle. Carefully lower the hydrometer (set for petroleum) and allow it to settle in the fluid; if it’s petroleum it will “float” within a given range marked on the hydrometer. Lastly, the temperature of the fuel is recorded as it can be used for any later investigation (extreme temperatures may have an effect as can impurities in the liquid). A new investigation report form has been produced alongside this new procedure, to ensure a complete investigation takes place. Then a decision can be made on the course of action. This may be to seize the petroleum and have it removed safely if it is deemed excessive or stored improperly.

The correct personal protective equipment and cleaning procedures are essential. This includes ensuring that ATEX certified electrical equipment is used near potentially explosive atmospheres, as well as appropriate eye and skin protection when coming into contact with potential petroleum spirits. Buncefield: The day the ground shook
20 years on: Lessons that reshaped an Industry The calm before the storm Sunday, 11 December 2005, began like any other winter morning in Hemel Hempstead. Dawn broke quietly over the Hertfordshire countryside, but behind the fences of Buncefield Oil Storage Depot, a silent catastrophe was unfolding. By 6:01 am, the calm was shattered by an explosion so violent it registered 2.4 on the Richter scale, the same magnitude as the collapse of the World Trade Centre. The blast tore through the site, sending a fireball skyward and a shockwave racing across the country at the speed of sound. Buncefield was no ordinary depot. Built in 1968, it had grown to become the fifth-largest oil storage facility in the United Kingdom, holding aviation fuel, petrol, diesel, kerosene and gas oil. Its 29 tanks sprawled across 100 acres, feeding Heathrow via pipeline and dispatching 400 fuel tankers every day. Originally encircled by open land, the terminal had gradually been hemmed in by offices and warehouses as property prices soared. On that December morning, this proximity would amplify the devastation.
Ignition: fury unleashed The first sign of trouble was a sinister vapour cloud, illuminated by floodlights as it crept across the site. By 5:38 am, CCTV captured a mist seeping from Bund A, where Tank 912 stood, a giant vessel 18 metres high and 25 metres wide, capable of holding six million litres of fuel. Unbeknownst to operators, an anomaly in the automatic tank gauge (ATG) had masked the danger. The tank continued to fill long after readings suggested 28

it was static. At 5:20 am, petrol began to overflow through the air vents, cascading down the roof and splashing against the wind girder. This agitation created a volatile fuel-air mix that condensed in the freezing air, forming a ground-level cloud that spread ominously over 80,000 square metres. Witnesses reported a strong smell of fuel. A motorist described his engine racing before stalling as he drove through a “murky cloud”. Tanker drivers abandoned their vehicles and fled. Minutes later, the vapour ignited, most likely by a spark from a pump house, an emergency generator or a car engine. The resulting explosion unleashed overpressures up to 1,000 millibars, a destructive force twenty times greater than any previous vapour cloud blast.

The impact was apocalyptic. Entire office blocks were obliterated. Cars in nearby car parks exploded, leaving charred shells. Windows shattered one and a half miles away, and minor damage was reported as far as 11 miles. The blast was heard across southern England, its sound funnelled by a meteorological inversion that also spared the region from choking smoke. The inversion trapped the plume high above the ground, preventing a major environmental disaster, a rare stroke of fortune on a day defined by chaos. Yet amid the devastation, there was a miracle: no fatalities. Sixty people presented to hospital with injuries, but had the explosion occurred on a Monday morning, when thousands would have been at work, the toll would have been unimaginable.
A battle against the flames For firefighters, the challenge was unprecedented. Twentytwo tanks across seven bunds were ablaze, some containing millions of litres of fuel. The site’s own firefighting systems had been obliterated. Foam stocks were destroyed. Water mains lay in ruins. Within hours, Hertfordshire Fire and Rescue Service declared a major incident and mobilised resources from across the country. Thirty-one fire services joined the battle, deploying 86 percent of the 642 appliances used over the duration. Highvolume pumps snaked 24 miles of hose across the landscape, drawing water from distant sources. In total, 786,000 litres of foam concentrate and 53 million litres of water were applied, with 15 million litres recycled to reduce environmental impact. The incident triggered the first national mobilisation of Fire and Rescue Services by the National Coordination Centre, a milestone in UK emergency response. By Tuesday, the main tank fires were extinguished. Smaller bund fires flared until Saturday. Behind the scenes, a recovery operation began, removing millions of litres of contaminated water, transferring fuel from damaged tanks, and assessing structural integrity. Contractors worked on site for 30 months, clocking 78,000 man-hours without a single accident. They disposed of 25 million litres of waste, moved 50 million litres of fuel, and decontaminated 29 tanks and hundreds of miles of pipework, a feat that earned commendation from the fire service. 30

Tracing the cause The cause was traced to Tank 912 and its failed gauge system. A simple malfunction had triggered a chain of events culminating in Britain’s largest peacetime explosion. The legacy was profound. New regulations tightened controls on oil storage, introducing enhanced secondary containment, fail-safe mechanisms and robust emergency planning. Foam and water supplies are now stored off-site, and contingency plans are kept remotely to prevent loss in a blast.
The legacy that changed everything Twenty years on, Buncefield remains a defining moment for the industry, a stark reminder of the catastrophic potential of complacency and the resilience required to recover. Henry Simpson, who led the environmental response as Commercial Director at Adler & Allan, recalls the magnitude of the challenge: “The scale of destruction defied imagination, yet the industry rose to the challenge and I am very proud how everyone worked together to get the clean-up done.” Today, he serves as the Managing Director of TSG UK Solutions Ltd., carrying forward the lessons learned from a disaster that shook the nation.

The future of heavy equipment isn’t louder, it’s smarter By Jonathan Carrier, founder and CEO at Allye Energy For decades, the sound of diesel engines has been synonymous with progress on construction sites. That familiar rumble signalled work getting done, deadlines being met, and projects moving forward. But in 2025, that noise increasingly signals something else entirely: inefficiency. Despite ambitious electrification goals across the UK construction sector, diesel remains the dominant power source on sites nationwide. The Construction Leadership Council reports that sites consume approximately 2.5 million tonnes of diesel annually to power plant equipment, site cabins, electric vehicle chargers, and standby generators. Meanwhile, a Department for Energy Security and Net Zero (DESNZ) study estimates roughly one million generators operate across the UK, many running in idle mode “just in case” power is needed. This diesel-first approach reveals a fundamental mismatch between how we think about site power and how sites actually use it. Power demand on construction sites is inherently variable, fluctuating throughout the day based on active tasks, weather conditions, and crew schedules. Yet diesel systems are sized and operated for peak load scenarios: preparing for the maximum possible demand rather than responding to real-world, momentto-moment requirements.

The result is an industry running engines at partial capacity for extended periods, burning fuel to maintain availability rather than deliver actual work. Even as electric plant equipment and EVs become increasingly common on sites, they’re often charged using the very diesel generators they’re meant to replace. We’re essentially using yesterday’s technology to power tomorrow’s equipment, a transitional approach that perpetuates the inefficiencies electrification should solve. This oversized, always-on approach carries consequences that extend far beyond fuel receipts. Diesel waste is just the visible symptom of a deeper operational problem. Wet-stacking: incomplete combustion that occurs when diesel engines run at low loads damages generators, increases maintenance requirements, and shortens equipment lifespan. Noise pollution affects site workers, wildlife, neighbouring communities, and increasingly triggers regulatory scrutiny in urban environments. Rising operational expenditure from fuel costs, maintenance strain, and equipment replacement erodes project margins at a time when construction faces persistent cost pressures.

Faster fixes, fewer lost sales From our experience, retailers with real-time access to nozzle performance data raise issues with their sites and service providers faster – often cutting downtime by days. The result? Fewer lost sales, higher customer satisfaction, and more proactive asset management. There are often events where it takes time for a customer to come into the store and actively report an issue – if they do at all. What we are seeing in the data is that average downtime is about six consecutive days of nozzle downtime. What would it look like if we could cut that down to three days, or two and a half? How would that lessen the burden on the customer and the loss of revenue?
UK success stories In the UK, Titan Cloud has already helped fuel retailers remain compliant while also using their existing data streams to identify and address issues proactively. One UK customer was using an email alert system that notified them if a nozzle hadn’t sold in the last two hours. It only ran during trading hours, to avoid noise from overnight periods. Another had low level alerts emailed to them when tank stocks reached predetermined levels so they could book deliveries to ensure continued supply, given they are also the fuel provider for their company owned sites.

A sector at a crossroads: Insight, challenge and collaboration at MK Stadium APEA Live 2025, once again, gathered regulators, petroleum inspectors, operators, suppliers, consultants and industry leaders for a conference defined by change, challenge and forwardthinking collaboration. Held once again at the iconic MK Arena, this year’s event was steered with professionalism and a warm, encouraging style by Kathryn B Wilson, who ensured the programme flowed seamlessly while fostering open dialogue throughout the day. What emerged was a vivid picture of an industry standing squarely at a crossroads: balancing regulatory evolution, technological development, safety considerations, environmental responsibility and rapidly shifting consumer behaviour.
A REGULATOR’S VIEW: CLARITY, CONSISTENCY AND COMPLIANCE The morning began with an update from Clare Scawthorne of the Petrol Retailers Association (PRA), whose session remains one of the most anticipated segments of APEA Live each year. Clare firstly highlighted the evolving strategies for regulatory compliance visits, outlining how regulators are reshaping approaches to better reflect modern site operations. Delegates were reminded of the wealth of essential documentation guidance, standards and technical papers - now hosted on the Energy Institute website, an increasingly important digital resource. A major focus was the forthcoming EU-derived forecourt change rules, now active in Ireland and expected to influence UK practice. Meanwhile, with the withdrawal of analogue phone services on the horizon, PELG is reviewing the DSEAR L133 paragraphs 93 and 94 to ensure continuity of safety communication systems. Clare encouraged industry professionals to contribute to PELG’s work via area representatives or trade associations, underscoring the collaborative nature of modern regulatory development.
LEGAL STANDARDS & PUBLIC PROTECTION Flame Arrestors, Inspector Training and Disused Tanks The next speaker, Jamie Thompson, delivered one of the day’s most impactful technical sessions. Jamie explained recent changes to the test methods for flame arrestors under ATEX, noting that while these requirements are legally binding, they missed inclusion in the latest Blue Book due to publication timing. All new sites must comply, and existing sites must upgrade arrestors during servicing. Jamie emphasised the critical importance of properly trained and authorised Petroleum Inspectors, citing a striking real-world case where a site lost 300,000 litres of fuel because deliveries and sales were recorded but never reconciled. The lost product was later found stored inside a mosque - highlighting the potentially serious risks of oversight failures. 44

He reminded delegates that APEA delivers the training required both face-to-face and online - and reiterated the need for proactive management of disused tanks, whose explosion risk remains a persistent safety concern if left unassessed or unmade-safe.
PANEL 1: EV & LIQUID FUEL – COEXISTENCE OR COLLISION? The first panel of the day brought together Gareth Bourhill, Gareth Bourhill Consulting, Rob Collins, London Fire Brigade, Graham Warnell, EV- EBOX and Daniel Basley, BP Pulse, to explore the complexities of sites hosting both EV charging and traditional liquid fuels. Designing the Forecourt of the Future Gareth addressed the strategic and technical considerations for dual-fuel sites, pointing delegates to the Blue Book and the dedicated EV Code of Practice. However, he cautioned that the financial realities are daunting: power supply upgrades can reach six-figure sums, raising serious questions about commercial viability. His message was unequivocal: • Honest communication and competent contractors are essential. • Collaboration with fire services, regulators, fuel suppliers and insurers must start early to ensure safe, compliant development. Safety Realities on the Ground Rob Collins brought a responder’s perspective, contrasting two recent incidents: • A petrol fire, resolved with one appliance and minimal disruption. • An EV fire, requiring two appliances, additional vehicles, 10,000 litres of water, environmental containment and prolonged area closures. The comparison underscored the unique challenges of EV incidents - from thermal runaway and toxic vapour clouds to the complications posed by hybrids, which carry both battery systems and fuel tanks. Rob also highlighted the behavioural shift where members of the public run toward fires with mobile phones, creating additional safety concerns. Environmental considerations were also front and centre: contaminated firewater can attract significant regulatory penalties if not contained on-site. Graeme Warnell made comments regarding firewater collection and the risk assessment process currently being offered, and also highlighted the Blue Book guidance on vehicle charging bays. Daniel Basley from BP Pulse highlighted the challenges of a major retailer in the fuel market introducing a completely incompatible fuel to the UK’s forecourts.

• The requirement to report every price update within 30 minutes could pose significant challenges, especially where older Point of Sales systems are in use.

The afternoon opened with an insightful consumer trends presentation from Andy Crosson (Lumina Intelligence). Changing Consumer Behaviour Andy reported rising EV scepticism, affecting charging-related retail patterns. Meanwhile, several long-standing commercial pressures continue: • High labour costs, ‘Drive-offs’, price-sensitive consumers willing to travel five miles for cheaper fuel!
The appointment of VE3 Global - the lowest bidder - to build and police the system raised questions about capability, scalability and support. Large fines loom for non-compliance, though many in the room believed the project may face further delays into 2027. With operators retaining only 6–10 pence per litre, expectations of consumer savings were minimal.
A SECTOR NAVIGATING TRANSITION

APEA Live 2025 painted a compelling picture of an industry confronting simultaneous shifts: regulatory reinterpretation, EV integration, public-safety evolution, environmental responsibility and changing consumer needs.
Despite these pressures, forecourt retail holds significant opportunity where fresh coffee remains the unrivalled driver of footfall and Food-to-go continues to grow.
Yet, the day’s tone remained optimistic. Through open discussion and shared knowledge, the sector demonstrated its resilience and readiness. As 2026 approaches, four messages resonated:
Parcel collection points bringing in additional non-fuel visitors which could lead to impulse buying - protein snacks, treats, convenience items - remains strong.
Stay informed. Stay compliant. Stay collaborative. Stay ready.
Loyalty schemes are delivering measurable increases in spend and Andy noted the cleverness of retailers like Lidl, where locating the bakery at the entrance boosts sales. Rural stations are increasingly successful with on-site butchers, while ready-made evening meals-to-go appeal to commuters. With the ban on BOGOF promotions approaching for retailers, multipacks are emerging as the key way for retailers to demonstrate value. Bridging the Pump–Shop Gap Pay-at-pump continues to challenge in-store footfall. Andy encouraged operators to use pump-based advertising, and for EV sites, charger-mounted screens displaying charge progress and promotional content - which may draw drivers indoors. Additional parking and rapid service options can ease pump blocking and increase site efficiency.
FUEL FINDER – WILL IT DELIVER? The closing panel - featuring Gideon Carrol (Edge Petrol), Paul Clegg (Greenergy) and Clare Lafferty (myAutomate) - explored the government’s forthcoming Fuel Finder app. Originally planned for late 2025, the launch has been pushed to February 2026, though panellists expressed scepticism about even that date according to Industry Concerns. The app aims to improve transparency and drive down pump prices. However, panellists argued that: • Comparable comparison tools already exist; supermarkets (40%+ of sales) heavily influence price regardless; prices reflect refinery volatility more than consumer behaviour; smaller retailers risk disproportionate compliance burdens.

Winner: Xmo Strata Xmo Strata Bulletin Our first bulletin was issued in March 2005 to raise awareness of a near miss that had occurred on site; to share the lesson internally and include field workers. We had line-managers visiting crews, and H&S days, but this can feel more like they are being policed or preached to, so we thought a regular bulletin on topical subjects would help propagate the message that we are serious about building a safe culture. Thus, the idea of issuing these bulletins regularly to a wider audience was implemented. Initially the intent was to issue the bulletins monthly, however it was quickly found that we had more material to share and this was too infrequent. By March 2008, a bulletin was being issued personally by a Director of Xmo Strata every Thursday to employees, subcontractors, clients and peers, sending
out the message that safe practice is consistent, intrinsic and unwavering. The 1000th bulletin is scheduled for 20th November 2025. We regularly get positive (and occasionally negative) feedback about the bulletins and believe that they have been relatively successful in building and maintaining our safety culture. We fully intend to continue the weekly publication of the bulletins and welcome any comments or suggestions on topics or improvements that we can make.

BMS Group successfully delivered a full-scale fuel infrastructure transformation at a live MOD site, replacing outdated, non-compliant infrastructure with a modern, above-ground facility. The project eliminated environmental risks, doubled fuelling capacity, and ensured uninterrupted operations vital to national defence. Innovations included modular, NDT-tested pipework, remote monitoring systems, and specialist lighting compliant with military standards. The installation exceeded safety, sustainability, and environmental benchmarks—fully meeting MOD, ATEX, and APEA Blue Book standards. This project sets a new benchmark for non-retail fuel installations, combining engineering excellence with future-proofed design and operational resilience.
Octane Holding Group Delivering safer, smarter refuelling for frontline emergency services Octane Holding Group delivered a full turnkey refuelling infrastructure upgrade for Yorkshire Ambulance Service at Keighley Ambulance Station, replacing a 40-year-old underground tank with a modern, fully compliant above-ground system. All works were carried out in-house, including new bunded diesel and AdBlue tanks, dual-walled pipework, ACO drainage, and a Kingspan Class 1 separator. The installation features full digital control via MCS Sapphire fuel management, OLE5020 tank gauging, SGB leak detection, and a Pumptronics Zeon pump. The result is a safe, sustainable and future-ready refuelling facility that protects the environment, improves operational control, and supports critical ambulance fleet resilience across Yorkshire.
Premier Energy Storage Ltd Lubrication on a Grand Scale Premier Energy Storage were commissioned to design, install, and commission an automated engine oil replenishment system for 22 Jenbacher natural gas engines used to Generate power at a hyper-scale data center in Dublin Ireland. With engine oil change intervals ranging
from 4,000 to 6,000 hours, the system was engineered for reliability and efficiency. It automatically drains oil from each engine sump, transferring it via twin pumps to bulk storage tanks, before refilling with fresh oil supplied through dedicated day tanks. The system continuously monitors and adjusts oil temperature and cleanliness to maintain ideal viscosity and purity in all weather conditions. Built-in interlocked safety features ensure secure operation, minimizing the risk of leaks or environmental contamination while maintaining optimal engine performance.
Triscan Systems Ltd Triscan South West Ambulance pollution compliance project in the rain! Triscan contracted by South West Ambulance to upgrade several sites supplying and install completely new fuel storage solutions, compliant to all current storage and environmental legislation. Entailing decommissioning of existing below ground tanks and the installation of a new full retention forecourt separators, tank pads, necessary drainage modifications, along with the creation of a new wash down bays with canopies, silt traps, drainage and new site separators. One such project in Dorchester raised significant further environmental considerations due to its proximity and direct interaction with a major chalk stream (Frome) in the UK and the highest rainfall in 20 years.
West Fuel Systems Ltd Fuel system for Grain dryer & Heating system West Fuel Systems Limited were tasked with providing our clients Fisherton Grain store, with a new fuel system that would provide fuel to their existing Grain store & heating system. The new fuel system consisted of 30,000 litre fuel storage tank, duplex pump set & controls, Jigsaw Fuel Management System & Tank Gauge for recording the usage of fuel from both the Grain dryer & Heating system. Delivered as a full turnkey project by The Jordon Group – part of the Bellrock Group – the development brings together modern retail, food-to-go and fuel facilities within a bright, efficient and customer-focused environment. From initial design concepts and bespoke joinery to refrigeration, HVAC installation and energy-saving systems, every element of the interior fit-out was managed in-house, reflecting Jordon’s 60-year heritage in delivering high-quality, operationally robust forecourts. The project was shaped by significant site constraints, including complex level differences, challenging ground conditions,
demolition of existing structures and the presence of a geologically important cliff face. Rather than limit the scheme, these challenges inspired its architectural character. The new shop building is embedded into the cliff, with striking timber accent columns rising like tree trunks to support an overhanging roof – a deliberate visual echo of the woodland canopy above. Where many developers might have overlooked such a demanding site, the team’s innovative construction techniques and the client’s forward-thinking approach enabled a bold reinvention. The result is a standout destination that sets a new benchmark for modern forecourt design and customer experience.

Richard Wigfull The ELAFLEX / APEA Lifetime Achievement Award recognises an individual who has demonstrated consistent excellence and commitment. This year’s award went to Richard Wigfull, Owner and Director of Wigfull & Sons, Leicestershire, at the APEA Live 2025 Gala Evening at MK Dons Stadium. The judges were impressed by the breadth of work on safety, standards, and best practice for decades. Richard studied Fuel Science at the University of Leeds before beginning his career with Babcock & Wilcox. He later worked in South Africa on major chemical plants and consulted on complex fuel systems. In 1977, Richard joined John Wigfull & Co. Ltd. He has dedicated himself to the safe storage and handling of liquid and gaseous fuels and is recognised as one of the United Kingdom’s leading authorities on LPG design. Richard has played an influential role in Liquid Gas UK’s Codes of Practice and has contributed to both the Blue Book and Red Book for petrol-station safety. His work has had a lasting impact on how fuels are stored, transferred, and managed. Richard has contributed to several prestigious national projects. He helped design and test the Queen’s Centenary Flame near Tower Bridge and the Golden Jubilee Beacon on The Mall. Following the Piper Alpha disaster, Richard supported the Health and Safety Laboratory at Buxton. This work contributed directly to ISO 22899-1, now the international standard for jet-fire resistance.

News UK faces backlash after leak reveals new road tax for electric vehicles Electric car drivers will be charged 3p per mile, while plug-in hybrid owners will pay 1.5p per mile. The UK Government budget confirmed a leaked Office for Budget Responsibility (OBR) report that stated that electric and hybrid vehicle owners in the United Kingdom will face a new pay-per-mile road tax from April 2028. The budget outlined that electric car drivers will be charged 3p per mile, while plug-in hybrid owners will pay 1.5p per mile, with both rates rising annually in line with inflation. The government argues the levy is roughly “half the fuel duty rate paid by drivers of petrol cars.” The OBR apologised for the leak and said it was investigating how the report was released ahead of the Budget.
An EV driver travelling 8,500 miles a year would pay around £255, on top of the standard £195 Vehicle Excise Duty. The OBR estimates the scheme could raise £1.1bn in 2028-29, rising to £1.9bn by 2030-31, though revenues depend heavily on future EV uptake. The report warns the tax could make electric cars less attractive, potentially cutting sales by around 440,000, partly offset by other government incentives. James Courts, head of policy at Octopus Electric Vehicles, said that while EV drivers should contribute to road funding, introducing charges “far too soon” risks undermining progress. “As we’ve seen in other countries, introducing a charge now would stifle growth and be self-defeating,” he said. The policy comes as the UK prepares for a 2030 ban on new petrol and diesel cars, raising questions about how to balance revenue needs with climate goals.
SPAR expands forecourt network in the North of England New sites in West Lancashire and County Durham expand the brand’s convenience and fuel retail footprint. SPAR has expanded its forecourt presence in the North of England with the opening of two new sites: a company-owned SPAR store in West Lancashire and an independently operated forecourt in County Durham. In West Lancashire, SPAR UK wholesaler James Hall & Co. Ltd has launched the rebuilt SPAR Lathom store following a £3 million knockdown redevelopment. The new site features an eight-pump Shell forecourt and a significantly enlarged convenience store offering fresh food-to-go, a deli counter, bakery, hot food, coffee and a broad grocery range. The site
also includes two EV charging points, AdBlue dispensers, air and vacuum services, an ATM and 25 parking spaces. In County Durham, independent operator Valli Forecourts Ltd has opened its 17th site at Stanley Service Station. The new SPAR store provides an extensive convenience offer, including food-to-go, ready meals, a large, chilled drinks section and coffee. The site features a Shell forecourt with AdBlue pumps and canisters, an HGV pump, car wash, five jet-wash bays with air, water and vacuum services, and ample parking. SPAR has been active in the UK since 1956 and continues to grow through a mix of licensed independent retailers and companyowned stores supported by five regional organisations and a central London office providing marketing and buying services.
DKV Mobility expands acceptance with 150 EG On The Move stations DKV Mobility’s UK network now provides access to around 2,100 fuel stations. Leading payments platform DKV Mobility has expanded its acceptance network in the United Kingdom via an EG On The Move deal. DKV Mobility customers will have access to more than 150 EG On the Move stations across the country. EG On the Move operates modern forecourts that offer refuelling, convenience retail, foodservice, and fast EV charging. The sites serve both heavy goods vehicles and passenger cars, making them relevant for a wide range of fleet operations.
“We are pleased to further strengthen our network in the United Kingdom through the integration of EG On The Move. This cooperation allows us to offer our customers a broader and more reliable supply network across key transport routes,” says Neil White, UK Country Manager at DKV Mobility. With this expansion, DKV Mobility’s UK network now provides access to around 2,100 fuel stations. In addition, customers can access around 52,000 EV charge points across the UK.

UK imposes anti-dumping duties on Chinese biodiesel imports The Trade Remedies Authority’s (TRA) investigation concluded that Chinese biodiesel has been sold in the UK at artificially low prices. The UK government has introduced new anti-dumping duties on biodiesel imports from China, following a recommendation by the TRA. The decision, confirmed by the Secretary of State on 24 November 2025, aims to protect domestic producers from unfair pricing practices. The TRA’s investigation concluded that Chinese biodiesel has been sold in the UK at artificially low prices, causing significant harm to local manufacturers, including Argent Energy and Olleco. After reviewing evidence and stakeholder responses, the authority determined that imposing duties aligns with the
UK’s economic interests and supports fair competition in the renewable fuel sector. Under the new measures, ad valorem duties will apply as follows: 14.79% for the Zhuoyue Group and other cooperating exporters, and 54.64% for all remaining exporters. These tariffs cover imports of biodiesel, including fatty-acid mono-alkylesters (FAME) and paraffinic gas oils derived from non-fossil sources (HVO), whether pure or blended. Sustainable aviation fuel is excluded. The duties are designed to maintain a level playing field for UK producers while reinforcing the integrity of the renewable energy market.
AA partners with Zapmap to enhance EV charging in the UK Integration brings real-time charge point data to the AA app as both organisations aim to ease the transition to electric vehicles. The AA has entered a new partnership with Zapmap that will give its members direct access to one of the UK’s most comprehensive electric vehicles (EV) charging databases. The integration brings Zapmap’s real-time charge point information into the AA app, allowing drivers to locate chargers and check availability without switching platforms. Zapmap currently maps more than 86,000 public chargers nationwide and was recently selected by the Department for Transport to deliver Electric Vehicle ChargePoint Open Data. Its information on charge point type, location, pricing and status will now sit alongside existing AA app features, including route planning, parking search, pump-price comparisons, motoring news and breakdown reporting. The AA sees the move as a key step in helping drivers navigate the shift to e-mobility. Although running out of charge accounts for less than 2% of EV-related call-outs, the organisation says
confidence in public charging remains a major concern among drivers considering an EV. Nick Edwards, Chief Digital Officer at the AA, said the partnership provides reassurance at a critical moment for the market. “Prospective and current EV drivers want more certainty about where they can charge. The Zapmap partnership delivers this,” he said. Edwards added that the AA continues to invest in EV skills, with more patrols trained to handle electric vehicles and roadside fix rates at 88%. Zapmap CEO Richard Bourne said the collaboration reflects the two organisations’ shared aim of simplifying life for EV drivers. By giving AA members visibility of rapid en-route chargers, destination sites and neighbourhood charging options, he said, the integration “helps make the next wave of EV drivers confident to make the switch.” The partnership follows the AA’s recent EV Readiness Index, which found many UK motorists still feel they need greater support before moving away from petrol and diesel.
Mazda partners with Repsol to expand electric mobility services in Spain Spanish energy giant Repsol will provide private charging installation plus exclusive tariffs for public charging. Mazda has partnered with Repsol to simplify the transition to electric mobility for Spanish drivers. The collaboration will allow Mazda dealerships to offer integrated energy solutions alongside vehicle sales, including home charging installations, public charging discounts, and streamlined access to government incentives. Under the agreement, customers purchasing an electric Mazda will be able to arrange the installation of a home charging point

at a preferential rate, with Repsol managing the entire process – from setup to subsidy applications. Repsol, which operates one of Spain’s largest public charging networks with more than 2,700 points, will also provide exclusive tariffs for public charging and additional benefits through its Waylet app, which has over 9.3 million users. The alliance includes handling of Energy Savings Certificates (CAE), enabling buyers to receive financial compensation when replacing combustion vehicles with electric models. Repsol’s network offers 24-hour support and on-site assistance at over 1,100 service stations equipped with charging facilities.

Chile opens first Bio-LNG plant in South America The plant will produce biomethane from biogas sourced from organic waste in the pork industry. A new milestone in Latin America’s energy transition has been reached with the opening of Chile’s first Bio-LNG plant in the Ñuble region. The facility, developed by Spain’s Grupo HAM in partnership with Empresas Lipigas, will produce biomethane from biogas sourced from organic waste in the pork industry. The modular “plug-and-play” plant consists of six interconnected units, three dedicated to biogas treatment and liquefaction and three for auxiliary services. This design allowed for rapid
installation and commissioning. In its initial phase, the plant will process 7,500 cubic metres of biogas per day, with plans to scale up to 16,500 cubic metres. The Bio-LNG will be distributed through Lipigas service stations to fuel heavy-duty trucks and industrial operations, aiming to cut emissions in Chile’s road transport sector. The project also promotes circular economy principles by converting waste into energy, creating rural jobs, and returning nutrients to the soil. Grupo HAM already operates similar plants in Spain and Italy and sees the Ñuble facility as a strategic step to expand its footprint in Latin America.

The milestone comes as the company accelerates efforts to position itself as a major fuel brand in South Africa, with more than 800 sites scheduled to carry its new identity. The rebrand, initiated after Astron Energy, took full ownership of its retail network, and aims to modernise forecourts and sharpen
the brand’s visibility in a highly competitive fuel market. According to John Bailey, the company’s Retail and Marketing General Manager, the strategy is built around customer expectations. “A clean, modern space, friendly service, and the confidence of choosing a brand that understands their needs,” he said. With 600 stations now transformed, Astron Energy is moving toward its next target: rebranding 700 sites. The company’s progress underscores broader shifts in South Africa’s fuel retail sector, where operators are racing to update ageing infrastructure and capture consumer loyalty in a changing mobility landscape.
Honda partnership for Hydrogen in Brazil Neoenergia and Honda announce a strategic collaboration to promote green hydrogen as a clean fuel alternative in Brazil. The partnership will centre on Neoenergia’s first green hydrogen refuelling station, set to open in Brasília in December 2025. The project, backed by more than R$30 million (€5.4 million) under Brazil’s Research, Development and Innovation Program (PDI) regulated by ANEEL, aims to accelerate the country’s transition to low-carbon mobility. Honda will contribute by testing its CR-V FCEV, a plug-in hybrid SUV powered by hydrogen fuel cells, over a six-month trial period. 72

France has passed a new milestone in its push toward cheaper, cleaner mobility with 4,000 service stations across the country now offering Superethanol-E85. The high-ethanol blend produced largely from French agricultural sources is available in roughly 42% of all filling stations, according to industry figures released this week. E85’s expansion has been steady rather than sudden: on average, more than one new station has opened every day for the past eight years. The rollout reflects both growing consumer interest
and the industry’s effort to provide alternatives as fuel prices fluctuate and electrification advances unevenly across the country. At around €0.72 per litre, E85 remains significantly cheaper than petrol, offering potential annual savings of more than €700 for motorists driving 13,000km per year, and over €1,100 for highermileage drivers. DHL, Phillips 66 sign major SAF supply deal in U.S. Three-year agreement to deliver large volumes of sustainable aviation fuel to DHL’s West Coast operations. DHL Express has signed one of the largest Sustainable Aviation Fuel (SAF) agreements to date in the U.S. cargo sector, securing more than 240,000 metric tons of SAF from Phillips 66 over the next three years. The deal is expected to cut lifecycle emissions by roughly 737,000 metric tons compared with using conventional jet fuel. Most of the fuel will be supplied to Los Angeles International Airport, DHL’s main West Coast gateway, with potential expansion to San Francisco and other regional airports. The SAF will be produced at Phillips 66’s Rodeo Renewable Energy Complex in California, one of the world’s largest renewable fuels facilities. The company will apply the fuel through a book-and-claim system, allowing it to reduce emissions within its global aviation network even when SAF is not physically delivered to every aircraft.

Aramco signs $30bn in US deals as energy giant deepens American ties The new deals span LNG, procurement, financial services and advanced materials. Aramco has unveiled 17 new agreements with US companies worth more than $30 billion, expanding the Saudi state-owned energy group’s long-standing footprint in the United States. The announcement coincided with the US-Saudi Investment Forum 2025 in Washington, DC, where economic links between the two countries were in the spotlight. The latest round of agreements follows 34 preliminary deals revealed in May, bringing the potential total value of Aramco’s recent US-focused partnerships to about $120 billion. While the company says the agreements support its “strategic growth objectives”, they also reflect its continued efforts to diversify revenue streams amid global pressure on fossil-fuel producers.
The new deals span LNG, procurement, financial services and advanced materials. They include potential investments in the Lake Charles LNG project through MidOcean Energy and a separate LNG partnership with Commonwealth LNG in Louisiana. China welcomes its largest ammonia-to-hydrogen refuelling station New Foshan facility by Zijin Hydrogen targets up to 40% cost reduction for hydrogen fuel. FZU Zijin Hydrogen Power, a subsidiary of Zijin Mining, has launched China’s largest commercial ammonia-to-hydrogen refuelling station in the Nanhai District of Foshan, Guangdong Province. The facility, capable of producing and dispensing 1,000 kilograms of hydrogen per day, is the country’s first commercial station of this scale to use ammonia-based hydrogen production. According to the company, the site can cut hydrogen costs by around 40% compared with conventional production and supply methods. Instead of transporting compressed hydrogen by tube trailers, the station employs direct liquid ammonia supply, producing hydrogen on-site and delivering it immediately for vehicle
refuelling. FZU Zijin says this model addresses key pain points in the hydrogen value chain, including high logistics costs and inefficiencies in transport and storage. At the core of the system is the company’s proprietary technology, which uses low-temperature catalysts, new reactor designs and optimised processes to achieve an ammonia decomposition rate of more than 99.5% at temperatures below 480°C. FZU Zijin claims its end-to-end solution, covering hydrogen production, storage, transport and refuelling can reduce hydrogen costs for end-users by 40–50% versus traditional approaches. With its 1,000 kg/day capacity, the Foshan station can supply fuel for up to 100 hydrogen-powered vehicles per day, offering a scalable template for future ammonia-tohydrogen projects.

Czech Republic and Germany strengthen cooperation on hydrogen infrastructure Countries launch a new working group to develop a cross-border hydrogen transmission network supporting Europe’s clean-energy goals. The Czech Republic and Germany are deepening cooperation on the development of a shared hydrogen infrastructure, following the first meeting of a new bilateral working group in Berlin. The platform will coordinate efforts to connect the hydrogen transmission networks of both countries, an important step toward building Europe’s future clean-energy backbone. “Hydrogen can significantly support the energy transition and strengthen our energy security. Together with Germany, we want to build infrastructure that links our industries, boosts regional resilience, and enables the use of clean energy across Europe,” said Czech Minister of Industry and Trade Lukáš Vlček. Created by the Czech Ministry of Industry and Trade and Germany’s Federal Ministry for Economic Affairs and Climate Action, the working group includes gas transmission operators
and energy regulators from both countries. Its mandate covers technical, legislative, regulatory, and economic aspects of crossborder hydrogen transport. Bernhard Kluttig, Director General at the German ministry, emphasised the regional significance: “A reliable hydrogen infrastructure does not stop at national borders. This working group lays the foundations for a climate-neutral and secure energy future in Central Europe.” The initiative builds on a cooperation declaration signed on 25 April 2025. Czech transmission operator NET4GAS is part of the group and is preparing its existing pipeline network for future hydrogen use through the Czech-German Hydrogen Interconnector (CGHI) project. European EV charging company Fastned has secured a site in St Yvi, Brittany, to develop France’s first motorway service area dedicated exclusively to electric charging. The project, scheduled to open in 2026, represents a significant milestone in the country’s transition to zero-emission mobility. Located on Route Nationale 165, a key artery carrying more than 28,000 vehicles daily and part of the E60 continental network, the station aims to provide a seamless charging experience for drivers. Fuels Industry UK CEO warns Government inaction risks energy security failure London – 29 October 2025 – On the day of her appearance before the Energy Security and Net Zero (ESNZ) Select Committee, Elizabeth de Jong, CEO of Fuels Industry UK, has issued a stark warning to the Government: the UK refining sector is beyond a tipping point, and unless immediate, tangible carbon leakage policy changes are made the country faces further refinery closures. Since the beginning of the year, the UK has lost one third of its refineries, slashing the nation’s refining capacity to just four operating sites. Fuels Industry UK asserts this crisis is a direct consequence of the Government’s failure to provide a level playing field with importers, subjecting domestic refiners to high UK carbon costs while allowing imported fuels from countries with lower or non-existent carbon pricing to undercut them. “Today, I have a single, unavoidable message for the Government: we need warm words on the importance of the sector to be turned into decisive action that meaningfully address carbon leakage and protects the UK’s energy security,” said Elizabeth de Jong. “We have reached a critical juncture. The policy omissions that allowed Grangemouth and Lindsey to cease operations are still there - costing our surviving refineries every day and threatening the last of our ‘Made in Britain’ fuel supply. This is a failure of industrial strategy and a direct threat to our national resilience.”
Carbon Border Adjustment Mechanism (CBAM) Action Required Carbon leakage policies – which should ensure UK refineries are not at a disadvantage due to the carbon prices paid under the UK Emissions Trading Scheme – need to be more effective for our sector. The urgent inclusion of petroleum products within the scope of the UK’s planned CBAM, which is currently set to ignore the sector is needed, with an interim scheme if it is delayed. Fuels Industry UK has supplied the Treasury with a robust, workable methodology for calculating and applying CBAM to refined fuels, removing the last technical barrier to inclusion. “We see no reason for the Treasury to exclude petroleum products from the CBAM,” Ms. de Jong continued. “By allowing higher-carbon imported fuels to bypass the costs paid by UK producers, the Government is allowing carbon leakage: exporting British jobs and pushing emissions overseas to less regulated parts of the world. This doesn’t help Net Zero; it simply shifts the problem, making global emissions worse and our energy supply dangerously exposed.” Fuels Industry UK says the Government must use this Select Committee inquiry as an immediate catalyst for change, delivering policy certainty and a competitive framework that underpins the future of UK manufacturing and energy security. Without it, the ongoing crisis will see the UK swap domestic resilience for an ever-increasing, volatile dependence on imports.

Scottish Branch Staffing crisis for Local Authority Trading Standards in Scotland. Workforce numbers at historic low. By Ian Hillier APEA Scottish Branch Representative The Society of Chief Officers of Trading Standards in Scotland (SCOTSS) represents the petroleum inspectors employed by Local Authorities in Scotland. The Society conducted a workplace survey in 2025 which revealed that there are now less than 250 staff to enforce Trading Standards legislation. Scottish Local Authorities are responsible for enforcing petroleum legislation within their area and Trading Standards officers carry out the inspection duties when required.
APEA Scottish Branch continues to help struggling Trading Standards in Scotland by assisting in the organisation of training courses for petroleum inspectors. A bespoke three-day Petrol Filling Stations – Combined Construction, Audit and Inspection Course was well attended last year and a Wetstock Management course is planned for next year.
More worrying than the drop in total numbers is the demographic which indicates that 60% of staff are over 50 years old with very few new recruits. If the trend continues services to business and the public will decrease, leaving the public open to consumer frauds and dangerous products with businesses not able to access local help to comply with complex trading standards legislation. A Which? Investigation recently exposed a postcode lottery with very poor staffing levels in some areas. SCOTSS has issued a statement confirming the lack of human resources and the poor outlook for the future and John Herriman, CEO of the Chartered Trading Standards Institute said:
“The findings of the SCOTSS workforce survey paint a stark picture of the challenges facing Trading Standards in Scotland. The current position is simply not sustainable for the future – consumers risk being left exposed to unsafe products, scams, and illegal sales, while businesses will be denied the support they need to navigate an increasingly complex regulatory landscape. This isn’t just a Scottish issue – it is a UK-wide challenge. And while Trading Standards teams go above and beyond to protect the public and support businesses, with the right investment these services can deliver even greater protection, fairness, and confidence for consumers and businesses alike. Consumer protection is a cornerstone of a fair economy and a vital public service, and we call on both Governments to strengthen it through long-term planning and sustainable resourcing.” This continuing problem may have serious implications for the petroleum industry in accessing information and assistance from a depleted Trading Standards service. In a recent visit to a rural site, which had not been inspected for some time, this sadly neglected dispenser was found.

Bespoke Training Courses If you cannot attend any courses listed on the APEA training course list above, the APEA can arrange bespoke courses for your staff to be held at your offices. Just email us on admin@apea.org.uk and state which courses interest you, the number of delegates and preferred dates. If you can provide the venue, refreshments, and lunch for the delegates, discounts on the usual APEA training rates will be included.
