Some of those changes have caused us to adapt personally and professionally to policies that affect the way we live and work. On many levels, those changes can be tremendously challenging, and there is a shared frustration among many planners about how they affect our work. From a different viewpoint, those changes can simultaneously be motivating. What changed this year can change again, and we as professionals are equipped to respond and navigate those changes for the communities and stakeholders we serve.

PRESIDENT’S MESSAGE I HOPE YOU'RE ENJOYING THE WONDERFUL HOLIDAY SEASON... ...and taking in the cooler weather and spending time outdoors appreciating Florida’s incredible natural beauty. As you do, I hope you find joy in the passage of HB 209, the State Park Preservation Act. At this year’s conference, we proudly recognized the bill’s sponsors – State Sen. Gayle Harrell and State Rep. John Snyder - as our Legislators of the Year, honoring their commitment to preserving our magnificent state parks. (See pp. 16) This season invites both gratitude and reflection. Sadly, our reflections this year include the loss of a cherished member of our APA Florida family. In August, Lester Abberger passed away.

Lester served as our legislative representative and liaison for more than two decades. A fourthgeneration Floridian and Tallahassee resident, he was deeply passionate about environmental conservation and generously supported numerous organizations through his philanthropy.

To those who attended the Florida Planning Conference, thank you! With more than 950 registrations, it was a tremendous success, offering rich networking opportunities in a stunning beachside setting.

During the conference, we announced updates to our mission and vision statements, the result of thoughtful exercises during our bi-annual spring retreat and a follow-up session with our facilitator.

While we initially planned for a day and a half, the passion of your representatives extended the process, especially as we worked to define our purpose. The most challenging part was crafting a concise, meaningful statement that reflects who we are and why we exist.

After much discussion, we agreed: We exist to champion a stronger tomorrow, together. (See pp .34 for full details.)

We also want to remind you of the Andre Anderson Minority Scholarship, named in honor of one of APA Florida’s past presidents. This $2,000 scholarship supports graduate-level students enrolled in a PAB-accredited planning program in Florida who identify as Asian, Black, Hispanic, American Indian, Pacific Islander, or Alaskan Native. Visit our website for eligibility details. Applications are due Feb. 6, 2026.

Another major milestone this year was strengthening our legislative presence in Tallahassee. During my time as President-elect, I explored how other chapters engage legislatively and saw the importance of building strong relationships with elected officials. Early this year, we hired a prominent consulting firm, Metz, Husband & Daughton, which has significantly increased our visibility, not just with legislators, but also with policy analysts and department leaders. We will lean on them in the upcoming 2026 Legislative Session.

In September, President-elect Edward Ng, AICP, and I met with several state staff members, including representatives from the governor’s office. In October, I also met with members of the House and Senate Democratic caucuses to introduce APA Florida as a trusted resource. These meetings are opening doors and positioning us as experts with practical knowledge legislators can rely on.

As part of our continual legislative outreach and messaging, we’re still collecting SB 180 stories for submission to state legislators. We have a good start but we can always use more. We’re also collaborating with Dr. Chris Hawkins and Dr. Owen Beitsch, FAICP, from the University of Central Florida on a survey exploring planners’ perceptions of recent legislative changes affecting local planning. Please take a moment to complete the survey and share it with your colleagues—your input is vital to understanding trends and shaping the future of planning in Florida. (See pp.41) Thanks to these efforts, we’re optimistic about potential changes to SB 180 in 2026. We’re being asked for input and we’re being heard. While much of this work happens behind the scenes, please know we are advocating tirelessly on your behalf and for the communities we serve.

Planners are inherently forward-thinking and resilient. We are equipped to help shape future scenarios by the actions and investments that we make today. That applies to matters of policy development and land use regulation, as well as the investments that we make in ourselves as a professional body. Where there are challenges, there are opportunities for growth. If we seize these opportunities, we can help to shape a future scenario where our value as planners is strengthened through the investments we make in professional development today. Now is the perfect time to invest in yourself and open doors to opportunities that will be available in the near future.

Let me be clear: When I say “professional development,” I’m not referring to the accumulation of continuing education units that you need to maintain your professional certifications. Those are important, but that misses the underlying purpose. What I’m talking about is taking time to focus on skills, understanding, and experience that make you better at what you do. And there are so many opportunities out there! Whether your goal is to deepen your impact, level-up your skills, or strengthen your leadership, there is a professional development opportunity for you!

OPPORTUNITIES FOR EMERGING LEADERS As an emerging leader, you’re looking for ways to broaden your impact, connect with other planners and disciplines, and contribute your voice. Look for ways to contribute your time and effort, while building networks and expertise: • Join a local APA Florida Section and run for an elected position.

• Volunteer to review APA National Conference submittals alongside seasoned professionals across the country.

• Apply to be a Community Planning Assistance Team (CPAT) Volunteer through APA Florida.

OPPORTUNITIES FOR SENIOR PLANNERS As a senior planner or administrator you know your way around a comprehensive plan, but you have opportunities to learn more about emerging technologies or share your expertise with the next generation and grow your mentorship skills: • Join the APA Upskilling Planners Initiative and partake in free webinars and skills-building opportunities on identified skills gaps and emerging technologies.

• Volunteer your time as a mentor to one of the Florida universities with a formalized mentorship program for planning students.

• Write an article for Florida Planning Magazine and share your knowledge while building your resume.

OPPORTUNITIES FOR INDIVIDUALS NEW TO PLANNING As a new planner or newly appointed planning official you’re making the most of learning by doing it on a daily basis. Invest in the foundations to deepen your core knowledge and build your confidence: • Make the most of in-office conversations. Remote and flexible work options are great, but they won’t give you the access to the informal conversations where you learn the how and why behind planning decisions.

• Sign up for the Planning Officials Training offered by APA Florida and learn the ins and outs of public meetings and planning processes from seasoned professionals.

• Attend community meetings, charettes, and public hearings to learn the ropes and connect with stakeholders on topics related to your area of responsibility.

• Apply to a specialized planning certificate program through the online Urban and Regional Planning program at the University of Florida or other on-campus program in your area.

With so many opportunities available, there has never been a better time to invest in your professional growth. The changes of the past year have reminded us that our value as planners lies not only in our technical expertise, but in our adaptability, resiliency, and willingness to grow.

When we choose to engage in meaningful professional development, we’re not just keeping up, we’re moving forward with purpose. By building new skills, expanding our networks, and deepening our understanding, we equip ourselves to better serve our communities and shape what comes next. Whether you’re beginning your planning journey, stepping into leadership, or refining decades of experience, the investments you make today will strengthen your impact tomorrow.

The Importance of Salary Negotiation and How to Prepare Effectively

Salary negotiation is one of the most powerful tools employees have to ensure fair compensation, yet many people – women in particular – hesitate to initiate these conversations. Understanding the broader factors that shape the wage gap can help you approach negotiation with clarity and confidence.

Economic conditions such as tighter budgets, lingering effects of the Great Resignation, and general market instability all influence wage trends. Additionally, workforce interrupters – from caregiving responsibilities and medical leave to the well-documented “childbearing penalty” – can disproportionately affect earnings over time. Structural factors also play a role in the wage gap: men continue to hold a higher percentage of executive positions, and research shows women negotiate less frequently. These wage inequities also persist because employees sometimes lack clear information about what others in similar roles earn, both within their company and industrywide.

Taking the steps to advocate for yourself and potentially close these gaps requires a proactive mindset.

Confidence – supported by data – can help you initiate these important conversations. Doing your research about median wages and benefits packages will empower you with an essential foundation and help you to build a persuasive argument. An effective preparation starts with self-assessment.

Identify your core abilities, key accomplishments, notable accolades, and future ambitions. Gather market data such as comparable salaries and cost-of-living factors, including housing, transportation, and essential goods. This information strengthens your case and demonstrates that your request is grounded in objective evidence.

That said, it’s equally important to consider your employer's perspective. Organizations balance budget constraints, internal equity, and retention strategies, so understanding these realities can help you frame your request in a collaborative, solutions-oriented way.

As you prepare to enter a salary negotiation, remember that compensation extends beyond base pay. You may be able to negotiate additional paid leave, flexible scheduling or location options, travel or training budgets, conference attendance, tuition reimbursement, or a shortened probationary period.

These elements can significantly enhance the overall value of your compensation package—even when salary flexibility is limited.

Promoting yourself is another critical skill when it comes to salary negotiation. Educate yourself on potential promotion pathways and highlight the measurable impacts of your work.

Discuss how your responsibilities have evolved and articulate the value-added duties you already perform or are prepared to take on.

Strong self-advocacy not only communicates your worth but also signals your readiness for growth.

Finally, as you evaluate an offer, know your walk-away point—your Best Alternative to a Negotiated Agreement (BATNA). Understanding what you’re willing to accept, and what you are not, ensures you make decisions aligned with your goals and financial needs.

When approached thoughtfully, salary negotiation becomes more than a conversation—it becomes an essential strategy for longterm career equity and advancement.

What is Imposter Syndrome?

To paraphrase: It’s a mental pattern characterized by persistent self-doubt, where individuals question their skills, talents, and achievements, feeling undeserving of success despite clear evidence of competence. They live with a constant fear of being exposed as a fraud.

Imposter Syndrome Is Real But It Shouldn’t Own You By: Patti Shea, MPP I spent at least 30 seconds explaining to our Communications Intern why I was going to ask the question I was about to ask. Why I thought I needed to do that is beyond me, but as a Gen Xer talking to a Gen Zer, I didn’t want to disappoint.

“Chloe, what is this ‘six seven’ thing all about? I really don’t want to google it,” I groaned.

It wasn’t laziness. I was fearful of what it meant.

Chloe, being the fantastic human being she is, knew I was genuine in my inquiry, rolled with it, and explained its genesis.

“Ohhhhhh, that’s it?” I asked. (It’s from a song, folks. Our generation had 867-5309 Jenny, after all!)

As innocuous as this exchange seems from the surface, it was hard for me to ask, because I am Chloe’s supervisor. I am supposed 8 Winter 2026 | Florida Planning

to know it all, right? Why would I let an intern know that I don’t know something? What am I doing here? What have I done? As these fleeting random thoughts crept into my head I shrugged it off.

This is hard for us Gen Xers to do. Especially when we’re confronted with “Imposter Syndrome.”

What is Imposter Syndrome? To paraphrase: It’s a mental pattern characterized by persistent self-doubt, where individuals question their skills, talents, and achievements, feeling undeserving of success despite clear evidence of competence. Again, dating myself here, but mid-1990s SNL’s Stuart Smalley was onto something with his daily affirmations. Of course, it was a comedic skit, but the underlying message was there, and Stuart (played wonderfully by Al Franken) delivered it genuinely and without judgment.

According to the Imposter Syndrome Institute, “the term ‘impostor phenomenon’ was coined in 1978. Despite references to impostor “syndrome” appearing as early as 1981 and its popular use today, it is not a psychological condition or diagnosis of any kind.” So it’s been around for decades, but only in this digital age has it been magnified.

Talking to colleagues and friends, imposter syndrome is real and creeps in when we least expect.

I’ve learned in these small sample of conversations that it is when we are at our weakest, mentally, with all of life’s happenings - dealing with a sick child, caregiving of an aging parent, navigating divorce, feeling financial strain, or just what is going on in our world - that we feel exhausted, “less than,” leading us to question ourselves, what am I even doing here?

We may not recognize Imposter Syndrome when it hits, but that’s what it is.

And I will let you in on a secret … ready? You’re human.

Everyone feels this way, and they’re not admitting it for fear of seeming stupid or being hip. And guess what, that’s OK!

I’m no Mel Robbins (or Tony Robbins or any Robbins) but here’s my POV: Embrace what you don’t know, and dive deeper into learning, critics (perceived or real) be damned. Heck, you’re doing something about it instead of yelling at the kids to get off your lawn.

The local PR association hosted a symposium on the genius of Taylor Swift’s PR savvy and what we, as communications professionals, learn from it. Not only did I attend, but I invited my boss, Stefanie, to attend. I am not a Swiftie, but Stefanie is, and I knew she would love it. I think I was the oldest person in the room, but heck, man, I was there to learn, and that I did. I couldn’t take notes fast enough, so I whipped out my voice memo app and recorded it. I may not recall any Taylor Swift song, but I know 13 ways she’s a communications genius! I went. I learned.

That’s it. Embrace the unknown.

The Imposter Syndrome Institute has some resources on its website that are here for you to review, but to me it comes down to this: It is a privilege to age and to have the capacity to continue to learn and have experiences. We all know what we know, have done what we have done, do what we know how to do. If you don’t know something, acknowledge it, then learn about it, then move on.

We’ve been doing it our entire life, why stop now?

And when all else fails, just remember what Stuart taught us, “I’m good enough, I’m smart enough, and doggone it, people like me.”

LEGISLATIVE EXCELLENCE: JAN. 29 - 30 You’re Invited to the Florida Planning Summit

Greetings to my fellow planners, I’d like to personally welcome you to register for and attend the 2026 Florida Planning Summit held in Tallahassee, on Jan. 29-30, 2026! The Capital Area Section is honored to host the event this year.

Previously known as the annual Public Policy Workshop, the Florida Planning Summit has been revamped with a fresh lens, not only to discuss policy concerns impacting planners over the next year, but to allow the host section an opportunity to showcase their section and share their story to peers across the state.

This year’s theme is Rural Momentum.

To achieve this new vision, we are offering two separate tracks for registration: the Legislative Track, and the Rural Planning Track. The former will focus on 2026 legislation, deep diving into the bills that are most likely to impact practicing planners, including a mobile tour to the state capitol. The second track, Rual Planning, was selected out of consideration that 11 counties encompassing the Capital Area Section, 10 are considered rural. By extension 31 out of Florida’s 67 counties are also rural.

In preparation for this event, the APA Florida Chapter Executive Committee has been reviewing the feedback we received following the 2025 workshop. It was your feedback as participants that served as the catalystcontinued that on page 7 led us to make sweeping changes to this event. I’m very excited to have been a part of this endeavor and even

more excited to share the culmination of these efforts with you. If you haven’t been to a recent Public Policy Workshop, I think it’s time you gave the Florida Planning Summit a shot.

If Tallahassee is a bit too far of a commute, I have even more exciting news for you! Starting in 2027 the Florida Planning Summit will begin moving around the state, allowing other sections the opportunity to host and showcase their great work and achievements, returning to Tallahassee in even number years for the legislative session.

So, if we don’t get to see you in Tallahassee this year, hopefully we will see you next year when the Florida Planning Summit is hosted by the Heart of Florida Section.

Again, the Capital Area Section looks forward to welcoming you all in Tallahassee early next year, and if there is anything I can do for you personally while visiting our great section please don’t hesitate to reach out. We want you all to have a wonderful time.

Henry’s commitment to professional development and mentorship is equally noteworthy. As the founder and leader of the APA Florida Treasure Coast Section AICP Exam Study Group, he has guided more than 1,000 planners and students in their pursuit of certification. This remarkable achievement has not only advanced individual careers but has elevated the quality and integrity of planning practice across the state.

His service within APA at the local, state, and national levels reflects a deep and sustained dedication to the profession. Henry has held numerous leadership roles, including Vice President for Professional Development, Vice President for Certification Maintenance, and Chapter Delegate. In each capacity, he has demonstrated strategic insight, collaborative spirit, and an unwavering commitment to excellence. DISTINGUISHED SERVICE TO THE CHAPTER

Melissa Zornitta, FAICP APA Florida proudly honors Melissa Zornitta, FAICP, with the Distinguished Service to the Chapter Award in recognition of her transformative contributions to the chapter.

Melissa’s leadership has spanned more than a decade of service, including her tenure as Vice President of Section Affairs, President-Elect, and Chapter President. She pioneered the Section Handbook and Chair training, unified section finances, and led the Legislative Policy Committee during a critical time for Florida’s growth management laws. Melissa’s deep understanding of the political process and her ability to foster constructive dialogue among stakeholders enabled the LPC to advocate effectively and strategically. Under her leadership, APA Florida successfully opposed harmful legislative proposals affecting the state’s growth management framework and Developments of Regional Impact.

As President, Melissa launched a Membership Task Force, benchmarked APA Florida’s value against allied organizations, and forged new partnerships that strengthened advocacy and professional development. Melissa’s vision for improved communication led to the hiring of APA Florida’s first part-time communications professional and the creation of an Ad Hoc Vice President of Communications role, later formalized in the chapter bylaws. This team implemented new software to enhance section newsletters, produced promotional and event videos, and significantly upgraded the chapter’s website— transforming how APA Florida engages with its members.

Melissa’s legacy is one of strategic vision, collaborative spirit, and unwavering dedication. Her impact continues to resonate throughout APA Florida and the broader planning community.

the passage of HB 209, the State Park Preservation Act. Introduced in response to widespread public concern over proposed commercial development in state parks, HB 209 is a model of democratic governance. The legislation was crafted with careful consideration of public input and environmental science, and passed both chambers unanimously, with 48 bipartisan co-sponsors, demonstrating extraordinary legislative consensus.

This landmark bill reinforces the Division of State Parks’ mission to conserve Florida’s natural heritage while ensuring public access to traditional, low-impact recreational uses such as hiking, birding, bicycling, camping, fishing, and paddling. It specifically prohibits commercial ventures within our parks that may compromise the character and ecological integrity of our environment, namely the construction of lodging facilities, golf courses, and other impactful amenities. These developments would take away from the mission of our state parks, which is to “provide resource-based recreation while preserving, interpreting and restoring natural and cultural resources”.

Senator Harrell and Representative Snyder’s legislation places transparency and public participation at the forefront by requiring regular updates to land management plans, along with mandatory public hearings and digital accessibility of these documents. This structure ensures ongoing citizen oversight and reaffirms the public’s role as stewards of Florida’s shared natural legacy.

Their effort also aligns directly with APA Florida’s Legislative Platform, including: • Supporting long-range land and resource management that conserves and enhances Florida’s natural systems; • Promoting meaningful and responsible citizen engagement in decisions affecting the public realm.

Their leadership was critical in crafting one of the most significant environmental laws in Florida’s history. The bill was heralded by Floridians of all backgrounds and political stances. It was signed by Governor Ron DeSantis on May 22, 2025, and marks a turning point in safeguarding Florida’s 175 state-funded parks for future generations.

OUTSTANDING LOCAL PUBLIC OFFICIAL

Tim Rhode, City of West Melbourne APA Florida is pleased to honor Tim Rhode with the Outstanding Local Public Official Award for his exemplary contributions to infrastructure planning, community development, and civic engagement for the City of West Melbourne.

As City Manager, Tim has led transformative initiatives including

the modernization of the sanitary sewer system, the advancement of a local water treatment facility, and strategic improvements to road connectivity and flood mitigation in underserved neighborhoods. His efforts have been supported through effective use of Community Development Block Grants and environmental funding programs such as “Save Our Indian River Lagoon.”

He has also overseen the development of a comprehensive Master Recreation Plan and facilitated its implementation through collaborative City Council engagement. His leadership in transitioning homes from septic to sewer systems reflects a commitment to environmental sustainability and public health.

Balancing growth with community needs, Tim has fostered partnerships—such as with Farm Share—to support food distribution events in city parks, enhancing resident well-being. Kaitlyn Nieman, University of South Florida Kaitlyn Nieman has consistently demonstrated academic excellence in USF’s MURP program, maintaining a perfect 4.0 GPA. In the Fall 2024 studio course, she distinguished herself as a capable and committed project manager, leading her team in the development of a comprehensive StoryMap on Progress Village. Her leadership, organization, and technical expertise in GIS were instrumental to the project’s success.

Despite significant disruptions caused by back-to-back hurricanes and her responsibilities in an emergency operations center, Kaitlyn remained focused and resilient, motivating her peers and continuing to support the studio even after the semester concluded. Her professionalism, maturity, and collaborative spirit far exceeded expectations.

Kaitlyn’s leadership extends beyond the classroom. She serves as a MURP Fellow with Forward Pinellas, incoming President of the Student Planning Organization, student representative on the APA Florida Executive Committee, and project manager for the Progress Village Studio. Category: Neighborhood Planning l Recipient: Midtown Stakeholders Committee, Tallahassee The Midtown Implementation Plan is a comprehensive special area plan incorporating land use planning, urban design, and infrastructure investment to guide redevelopment in the Midtown District of Tallahassee, Florida. The plan was envisioned with a heavily engaged Midtown Stakeholders Committee that met for two years to identify priorities that guided the plan’s development. The plan incorporates a land use and zoning analysis at the district, block, and site levels, providing alternatives for adaptive site reuse and investments to support multimodal access and safety.

City of Orlando Quick-Build Program

Category: Best Practices l Recipient: City of Orlando In 2023, the City wrote it’s first Quick Build Guide, which set a framework for how the City will imagine, plan, build, and transition quick build projects from vision to implementation. Out of this Quick Build Guide, the City embarked on two projects: a bike lane on Corrine Drive that converted underutilized on-street parking to add a bicycle facility and adding curb extensions and daylighting areas integrated with public art in Downtown Orlando to help shorten crossing distances and reduce vehicle turning speeds. The Quick Build Program aims to move the needle towards achieving Vision Zero in the City Beautiful.

Vision Zero Central Florida Initiative

Category: Best Practices l Recipients: MetroPlan Orlando Vision Zero Central Florida (VZCFL) has been a coordinated effort led by MetroPlan Orlando, partnering with local jurisdictions, to provide comprehensive Safety Action Plans for our threecounty region (Osceola, Orange, and Seminole Counties), as well as for each county and city.

These plans lay out regional and local efforts to change road designs, educate and engage people, and work with law enforcement and emergency responders to save lives. This work was made possible by a $3.79 million Safe Streets and Roads for All federal grant awarded to MetroPlan Orlando in 2023.

The Port District Master Plan and Pioneer Park

Category: Implementation Project l Recipients: City of Port St. Lucie Situated along the North Fork of the St. Lucie River, Port St. Lucie was developed as a suburban tract development, leaving the community without an authentic downtown experience and their greatest asset - the river - underutilized. After many attempts to activate the river’s edge, the City saw the need for a cohesive vision for a destination along the riverfront, offering a rich public realm while also protecting the environment. To achieve this, the City implemented The Port District Master Plan - a framework for sustainably activating a stretch of riverfront while maximizing access to nature and water.

Hillsborough Community Air Monitoring Network Category: Grassroots Initiative l Recipient: Hillsborough TPO

The Hillsborough Transportation Planning Organization, partnering with the University of South Florida, the Environmental Protection Commission of Hillsborough County, the Tampa Heights Junior Civic Association and community groups, launched the Hillsborough Community Air Monitoring Network. The network uses low-cost sensors installed at community sites near major interstates. Organizations volunteer to host air monitors that collect real-time data. The project emphasizes education, giving students hands-on opportunities to learn how the sensors work, interpret air quality data, and understand its connection to community planning. By making this data accessible, the project empowers residents to engage in local decision-making with knowledge and confidence.

Ready Set Orange Category: Planning for All Ages l Recipient: Orange County

The Ready Set Orange program, developed by Orange County Government’s Building Safety and Planning Divisions in collaboration with a private design firm, provides pre-designed floor plans for Accessory Dwelling Units (ADUs) and Single-Family Homes. Designed for residents building in Orange County, it promotes diverse, and economical housing options, fosters sustainable growth, and encourages intergenerational living. By broadening access to affordable housing, the program strengthens community resilience and supports the region’s growth.

City of Newberry, Downtown Development Proposal Category: Student Project - Group l Recipients: University of Florida

This student project tackled creating a vibrant Newberry downtown that balances historic preservation with new economic vitality. After extensive discussions with Newberry planning staff, students developed clear objectives: introduce amenities that attract businesses, support local development, and draw regional and commuter traffic. Using a thorough analysis of existing conditions and comparisons with case studies from similar towns, they crafted site-specific recommendations. Florida State University conducted a four-part project to support Plan Hillsborough with its Future Land Use Map update. The project began with a guidebook on Innovative Planning Approaches, highlighting six key areas to help planners address emerging issues. Four representative areas were then selected, ranging from urban/industrial to suburban/commercial contexts. Proposed future land use changes for each area were developed and vetted through workshops and surveys with Hillsborough County planners. The project concluded with a comprehensive recommendation report and an interactive Story Map, providing Plan Hillsborough with the analysis and tools needed to advance its future land use amendment package.

Through research, case analysis, and community outreach tools, it offers an actionable roadmap for cities to implement alternative housing solutions that are practical, equitable, and socially transformative.

Category: Neighborhood Planning l Recipient: Hillsborough County The Bethune Park Master Plan process organized community members, businesses, and County departmental needs around an organized vision for a key central public park space in Wimauma, a socioeconomic and culturally diverse neighborhood in southern Hillsborough County. An interdisciplinary coalition harnessed the power of local voices, bilingual outreach, and culturally nuanced facilitation to restore trust and realign community priorities. The result of these efforts was the creation of a consolidated Conceptual Master Plan, focusing on the location of a two-story library/community center, a playground/splash pad, and an outdoor stage pavilion and open field.

Downtown Sebring CRA Pedestrian Safety & Lighting Enhancement Study

Category: Implementation Project l Recipient: AtkinsRéalis The Downtown Sebring CRA Pedestrian Safety and Lighting Enhancement Study identified practical, research-based solutions to improve walkability and safety in Downtown Sebring. Focused around historic Circle Park, the plan led to recommended enhancements based on proven safety strategies such as decorative crosswalks, curb bulb-outs, and upgraded lighting—many of which have since been implemented and were featured on HGTV’s Hometown Takeover in early 2025. History and Culture Trail Category: Grassroots Initiative l School: Blueprint Intergovernmental Agency, Tallahassee

The History and Culture Trail (HCT) is a project that uncovers and celebrates the underrepresented history of the neighborhoods, businesses, and people in the Southside of Tallahassee. It is a signature feature of the Capital Cascades Trail Segment 3, a transformative 1.5-mile urban corridor that connects Tallahassee’s historic Southside neighborhoods to Downtown Tallahassee, Florida State University, Florida Agricultural and Mechanical University, and a vibrant commercial and residential district. HCT promotes active transportation and civic engagement by allowing visitors to experience local history through interpretive public art, historical monuments, and a community gathering space.

Student Poster Competition Winner Marissa's poster highlighted the Okaloosa County Vulnerability Assessment, a key initiative under Florida’s Resilient Florida Program. Developed by Florida State University’s Department of Urban and Regional Planning in collaboration with the RIDER Center at the FAMU-FSU College of Engineering, the study takes a deep dive into climate-related hazards, such as sea-level rise, storm surge, and extreme weather. By evaluating risks across critical assets, including community infrastructure, the assessment uncovers pressing threats to shorelines and natural resources. These findings provide a roadmap for strategic mitigation planning and securing essential resilience funding for the future.

2025 Great Places in Florida People’s Choice Award Goes To …

Pioneer Park and the Port District

Situated along the North Fork of the St. Lucie River, Port St. Lucie is the third-largest city in South Florida and a regional destination for nature enthusiasts.

Historically developed as a suburban tract community, the city lacked an authentic downtown experience and left its greatest asset - the riverfront - underutilized. After several attempts to activate the waterfront, the city recognized the need for a cohesive vision: a community destination offering a vibrant public realm while protecting the local environment.

To achieve this, the city implemented the Port District Master Plan, a framework for programming and preserving a stretch of riverfront land that maximizes access to nature and water while minimizing environmental impact. This project delivers meaningful infrastructure, creates spaces of everyday belonging, provides physical locations for cultural memory and storytelling, and fosters intergenerational and cultural connections.

Pioneer Park, a 9.75-acre site just south of the City’s Botanical Gardens, has been transformed into a dynamic riverfront destination. Highlights include: • A boardwalk constructed from 100% recycled materials, featuring an overwater stage • Canoe and kayak launch • Versatile open-air event spaces and public seating areas • Renovated historic homes • An inclusive children’s playground designed for all abilities • A future riverfront restaurant currently in development • Public art installations, with more planned upon completion of the restaurant The 8-foot-wide, 3,200-linear-foot boardwalk connects three parks and two retail centers, providing pedestrian access to recreation, nature preserves, shopping, and dining.

Community engagement was central to the development of Pioneer Park. In March 2015, with assistance from the American Institute of Architects (Treasure Coast Chapter), the city hosted a charrette at the Port St. Lucie Botanical Gardens to gather public input. More than 100 residents participated, shaping the conceptual master plan approved by City Council in November 2015.

Additional input was collected through surveys and public meetings, ensuring the project reflected community preferences—particularly for playground amenities.

Thoughtful planning was fundamental to the project’s success.

A phased approach allowed multiple features to be developed concurrently, supported by efficient construction management.

On a 100-mile inn-to-inn hike in England's Cotswolds this summer, my daughter and I followed the designated footpath to a crossing. We emerged from a field to the edge of a limited access highway with vehicles travel ing highway speeds.

It was Friday at evening rus h hour. Yet, the marking on the road encour aged us that this was the right way to traverse thi s road, that others had crossed here, and the roa d was prepared for us. We stood there for a moment, knowing that our legs, which had nea rly 20 miles on them from that day alone, wo uldn't respond if we needed to sprint. We tur ned around and walked another mile out of our way to cross at an overpass and live to walk ano ther day. I admire the chutzpah even if the unp rotected crossing made me shake my head.

I visited Barcelona, Spain over the summer, and while exploring the city, it became clear that Barcelona is committed to creating livable, peoplecentered streets.

Pedestrians are clearly prioritized through wide, walkable sidewalks, generous shade trees, and thoughtfully placed benches that invite passersby to pause and take in the sur roundings.

It was especially inspiring to see how the city applies Complete Str eets principles along major corrid ors like in Paseo de Gracia, where car s, buses, bicycles, and pedestrians eac h have clearly defined, separated spa ces. Not only was Gaudi's Casa Mila beautiful to see, but a reminder to the imp ortance of historic preservation in sha ping's a city's identity. Overall, Barcel ona is a great example of how though tful urban planning can enhance quality of life.

Berlin, Germany Cynthia Spidell: Trip to Berlin July 2025; Pictures are from the famous Kreuzberg neighborhood in Berlin which is known to be historically rich & diverse. It is greatly influenced by a large Turkish community, who originally migrated to Germany in the 1950's as "guest workers" due to the post war Wirtschaftswunder. In the pictures, we walked to a well known Turkish restaurant and passed lots of bicyclists, pedestrians and people enjoying public spaces. It was alive with activity and is highly recommended for anyone visi ting Berlin!

Malmo, Sweden Sofia Thordin: Loved the cobblestones on the pedestrian-only avenue both in Malmo Sweden. There were a mix of pedestrians and cyclists and it was so different from what we experience here in Florida. We took the stroller and walked through the city center without a single worry about safety or traffic. The baby liked the bumpiness of the cobblestones as he slept like an angel.

What an incredible year it has been!

I am thrilled to share that this year’s Florida Planning Conference was one of our most successful events yet thanks to an outstanding Host Committee and volunteers who gave their time and expertise. It was wonderful to see so many of you enjoying more than 85 sessions, engaging tours, and three inspiring plenary speakers. The success of this event truly reflects the dedication and hard work of our team and community.

Thank you to everyone who contributed to making Daytona Beach an unforgettable experience.

Looking ahead, planning for FPC26 and FPC27 is already underway! In case you missed the announcement, due to hotel construction, we’ve shifted the conference dates by one month. In 2026, mark your calendars: FPC26: Oct. 13 – 16, InterContinental Miami FPC27: Sept. 7 – 10, Palm Beach County Convention Center Our Miami Host Committee is brimming with creative ideas to showcase everything the city has to offer and we cannot wait for you to experience it.

Speaking of new ideas, what’s better than one day of our winter public policy workshop? Two days!

We’ve expanded and rebranded this event into the Florida Planning Summit, taking place Jan. 29 – 30 in Tallahassee. This year’s theme is Rural Momentum, featuring interactive sessions, mobile tours, and policy discussions with leading planning advocates.

We’re introducing two dynamic tracks - Legislative and Rural - to ensure a robust and engaging program. Our goal is to alternate locations each year between Tallahassee and a smaller community that would otherwise not be able to host a full conference.

Our team is working hard to bring in top policy experts to help us tackle the challenges facing Florida’s communities. I hope to see you there!

What’s else is in store for 2026? PLANNERS ON THE MOVE ABERNETHY RETURNS TO PLANNING ROOTS Elizabeth Abernethy, AICP has now returned to her planning roots at the University of Florida, where she now serves as the inaugural Plannerin-Residence in the Department of Urban and Regional Planning after retiring in May. In addition to teaching our next generation of planners, she is also responsible for overseeing the mentorship and fellowship programs, assisting on student master thesis committees, along with creating and fostering community partnerships benefiting the URP students and department.

Prior to returning to academia, Elizabeth served as the Director of Planning and Development Services for the City of St. Petersburg. In that role, she oversaw initiatives in zoning reform, floodplain management, and community resilience. One of the highlights of her career was her award-winning St.Pete2050 vision plan and progressive land development regulations that has earned her both statewide and nationwide recognition. In 2024, she also received the Chapter Planning Leadership Award for Outstanding Local Public Officials.

BARROW JOINS INSPIRE PLACEMAKING AS PM Megan Barrow, AICP has recently joined the Inspire Placemaking Collective as a Project Manager. In this role, she'll be focusing on guiding redevelopment projects while supporting a range of services including comprehensive planning, land development code writing, historic preservation, and community engagement. Megan is very passionate about leveraging transportation and land use investment to support community growth, especially for those in areas facing environmental and economic challenges.

After spending nearly 10 years in both the public and private sector, she most recently spent her time at the City of Orlando as a Senior Transportation Planner before taking her new position. She received a Bachelor of Arts in Journalism with a minor in Urban Practice and Policy from the University of Richmond, and a Master of Urban and Regional Planning from Georgia Tech, giving her both the skills and experience to help her succeed at her new position.

DALTON GARNERS AWARD FOR BROOKSVILLE PRESERVATION GUIDELINES Christine Dalton , AICP, CNU-A, recently prepared The Brooksville Historic Preservation Design Guidelines, as part of Dalton Studio, in collaboration with Roots Creative Co. This project was given a very special award: the Distinctive Preservation Action Award! Funded through a Florida Division of Historical Resources Small Matching Grant awarded to Brooksville Main Street, this project was developed for a community that does not yet have a formal historic preservation program in place. These guidelines were designed to aid in educating city leadership, citizens, and property owners, on matters of historic preservation, rehabilitation, maintenance, and introduce readers to the architectural styles most commonly found in Brooksville. The project has been warmly received, by not only locals, but also statewide recognition! Christine received her B.A in Environmental and Growth Management Studies from Rollins College and her M.A in Historic Preservation from Goucher College.

DANAHER LAUNCHES NEW FIRM Alan Danaher, PE, PTOE, AICP, PTP, a transportation planner and traffic engineer both in central Florida and nationally, has established a new business after over 50 successful years in the industry, called ARD Engineering LLC. With this business, Alan will be providing transportation consulting services to both public and private sector clients, including research and marketing support. He plans on providing services like traffic studies, corridor and subarea transportation planning, transit development studies, ITS studies, and overall senior advisor services. After studying for a B.S in Civil Engineering from Purdue University, a M.S in Transportation and Highway Engineering from Northwestern University, and experience in engineering and transit systems, Alan brings the skills necessary to succeed in his new position.

DAVIDSON JOINS JACOBS With 11 years of transportation planning experience under her belt, Kaitlin Davidson recently accepted a job offer from Jacobs Engineering as a Senior Transportation Planner and Project Manager.

In her first week alone, she was appointed the opportunity to serve on TRB's Standing Committee on Communications and Public Engagement - AQB14. She is especially looking forward to serving on the committee and working with her fellow committee members in a collaborative space. Kaitlin received her bachelors in Information Communications Technology from Florida State University, preparing her with skills in marketing and communications, writing and editing, and public speaking and information technology.

DAYAL NAMED BROWARD CIO Abhishek Dayal, AICP, has recently joined Broward County as Chief Infrastructure Officer. In this leadership role, he oversees the development and execution of the county’s capital program, including procurement, inspection, maintenance, and rehabilitation of fixed assets within the Broward County Transportation Department.

Abhishek holds a Bachelor of Architecture from the Indian Institute of Technology Kharagpur and a Master of Community Planning from the University of Cincinnati.

KORNEL RETURNS TO FORESTRY ROOTS Laureen Kornel, AICP is a Forest Technician, Professional Planner, Arborist and Public Administrator, who received her technical diploma in Forestry Technology, a B.Sc. in Environmental Planning, and a Master's degree in Public Administration. This year, she was offered an opportunity to return to her roots in Forestry and she accepted a position as City Forester with the Public Works Department with the City of DeLand. This is an especially exciting opportunity, as Laureen is looking forward to utilizing all of the disciplines she has studied and worked in throughout her career over the past 30 years. In this new role, she will be serving to develop and implement plans to plant and maintain urban landscaping, park and right-of-way trees and plantings, irrigation systems, and related amenities.

KRAUM EARNED FPRA AWARD FOR TRANSPORTATION SERIES Sarah Kraum, a Senior Transportation Planner with the Space Coast Transportation Planning Organization, along with her colleague Abby Hemenway, received a very special award for their workshops that provided the opportunity for citizens, elected

officials, and local and regional partners to engage, learn about, and provide input to the Advance 2050 Long Range Transportation Plan.

The award given to them for this project was the Florida Public Relations Association Golden Image Award of Distinction: Special Events for their execution of the Fast Forward Workshop Series: Advancing Transportation on the Space Coast.

MILCH JOINS ORLANDO HEALTH Nathan Milch, AICP, has joined the Orlando Health team as a Planning and Development Manager within the Asset Strategy Group! In this new role, he is part of a talented team focused on shaping the future of healthcare by planning and developing new facilities and spaces that aim to expand access to care across communities. Nathan received a Masters degree in City/Urban, Community, and Regional Planning from the University of Central Florida, and has been working in the planning field since! Beginning as a Planning Intern with Poulos & Bennett and the City of Winter Park, he has worked his way up to his current role, bringing along a very strong educational and work background in land use planning, GIS, and urban design.

SMITH JOINS INSPIRE PLACEMAKING Nakeischea Smith, AICP, has recently joined the Inspire Placemaking Collective team as a Project Manager in their Miami Office! In Memoriam Remembering Lester Abberger, APA Florida Legislative Representative for More Than Two Decades APA Florida mourns the loss of one of our most dedicated and passionate allies, Lester Abberger.

Lester was more than our Legislative Representative. He was a tireless advocate for a better Florida. For more than two decades, he championed sound planning policy, working across the Capitol and with dozens of nonprofits to shape a more resilient, inclusive, and well-planned future for all Floridians and visitors alike.

“As APA Florida’s legislative consultant, Lester served alongside numerous chapter presidents and Legislative Policy Committees, navigating historic shifts in planning norms and policy,” APA Florida President Allara Mills-Gutcher, AICP, said.

“On behalf of APA Florida, we extend our heartfelt condolences to Lester’s family. His legacy will live on in the communities he helped shape and in the hearts of those who had the privilege to work alongside him. He will be deeply missed.”

He served for many years on the planning committee for the Treasure Coast Section’s Annual Planning Officials Training Workshop, where his insights and reliability were deeply appreciated. More recently, he volunteered at several ethics seminars organized by the section and the planning congress, always bringing a spirit of service and professionalism.

Richard was the kind of volunteer who arrived early, stayed late, and willingly took on any task that needed doing. His career in planning spanned several decades, including roles with multiple local governments in Illinois and later as a consultant in Florida. Earlier this year, he was appointed to the Palm Beach County Planning Commission — a role he was honored to hold and one that reflected his lifelong commitment to thoughtful, community-centered planning. . Richard continued to contribute to the public good through active involvement in local United Methodist congregations and extensive volunteer work. He participated in over 30 mission trips, applying his planning expertise and compassionate spirit to improve infrastructure and living conditions in underserved communities both domestically and abroad.

Remembering Richard Livingston Dunn, Urban Planning Leader and Advocate for Florida Communities Richard Livingston Dunn, a dedicated urban planner and public servant, passed away on September 3, 2025, in West Palm Beach, Florida, at the age of 87.

Born on June 20, 1938, Mr. Dunn earned both his Bachelor’s and Master’s degrees from Eastern Illinois University, followed by post-graduate studies at Indiana State University. His early career included service in the U.S. Army Air Force and the Illinois National Guard, reflecting a lifelong commitment to civic duty.

Known for his comprehensive experience in public and private sector, Basehart was part of a generation of planners and consultants that saw Palm Beach County, Florida grow from less than 500,000 residents to a population of over 1.5 million. Over a remarkable career that spanned over five decades, and serving in key County positions of Zoning Director and Executive Director of Planning, Zoning, & Building, then in various consulting roles, Bob had a hand in many projects around the county.

Bob studied architecture at the University of Miami and later earned degrees in Psychology and Urban Planning at the State University of New York at Buffalo. Bob often quipped that his psychology degree helped him work with elected officials and developers alike. He decided to head back south after the Blizzard of ’74 and worked as Hollywood, Florida’s Zoning Administrator. He headed north to Palm Beach County in 1978 and spent the next five decades in key leadership roles in the public and private sectors.

His steady guidance and technical expertise helped advance the County’s development framework during a period of rapid growth and change. His work in the private sector further cemented his reputation as a planner who understood the essential connection between policy, form, and place; as someone who could translate abstract regulations into livable design.

Basehart returned to the public sector in 2009, joining the Village of Wellington, Florida as its Planning, Zoning, & Building Director. While Bob’s professional accomplishments are vast, it was his quick wit and effortless ability to bring humor to any situation that truly set him apart. He had a knack for sliding in comments so subtly that they sometimes went unnoticed—until you caught the smirk and the twinkle in his eye. Whether lightening the mood in a tense meeting or making an ordinary day more enjoyable, Bob’s humor was a gift to those around him.

“Our team here at Wellington are fortunate to have had Bob complete his last chapter with us. Seasoned professionals and entry-level staff alike benefitted from his professional experience and knowledge,” said Jim Barnes, Wellington’s Village Manager. Barnes also noted “Bob was the kind of planner every community hopes to have—calm, wise, and deeply committed to doing what was right for both people and place. In Wellington, his calm professionalism, deep institutional knowledge, and mentorship enriched both the organization and the community it serves. Colleagues across the region remember Bob not only as a consummate professional but also as a thoughtful collaborator and mentor. He was known for his ability to bridge perspectives—balancing technical rigor with compassion, and long-term vision with practical solutions. His quiet leadership and unwavering integrity made him a trusted voice in every room he entered. Bob’s legacy lives on through the plans he shaped, the communities he strengthened, and the many planners he inspired.

His passing was a tremendous loss to the planning profession, but his influence endures in the work and values of those who were fortunate to learn from him.

An avid sports fan, his only regret was that his beloved Buffalo Bills never secured a W in the Super Bowl. Bob’s expertise, and encyclopedic knowledge of Palm Beach County have left a lasting positive impact on every place he has worked. His absence is deeply felt, and his contributions will continue to shape our community for years to come.

LEGISLATIVE OUTREACH AND EDUCATION In September, President Allara Mills-Gutcher, AICP, and Edward Ng, AICP, MPP, met with legislative committee members, staff, and state agencies to discuss the impacts of SB 180 on community planning. These conversations have opened the door to ongoing dialogue, and we’ll keep you updated on progress.

In order to help these efforts, in the summer we began collecting stories from our members about how SB 180 has affected their community. Our lobbyists from Metz Husband & Daughton continue to use these submissions to explain how segments of the bill hamper planning efforts.

We also partnered with the University of Central Florida Public Administration Department on a survey of planners’ perceptions of recent legislative changes. Your input is vital. Please complete the survey by Dec. 31. Take the survey here.

Additionally, we hosted a three-part legislative review series covering bills from the 2025 session impacting infrastructure, transportation, spring restoration, affordable housing, and more. There were two webinars - July 29 and Oct. 28 – and a two-hour breakout session at FPC25 in Daytona Beach. More than 400 attendees participated in these sessions, earning a combined 5 CM credits.

MEMBERSHIP CONNECTION THROUGH CHAPTER CHATS Our bi-monthly Chapter Chats continue to strengthen member engagement. In August and December, we discussed chapter business, strategic plan updates, and legislative advocacy efforts.

provided continuity throughout the process. Collaboration with local developers and planners strengthened the project team and positioned the City to secure grant funding for individual elements. While the primary funding sources were the City’s General Fund and a dedicated special assessment district, additional grants were awarded by the National Endowment for the Arts, the Florida Inland Navigation District, and the State of Florida Division of Historic Resources.

Although adhering to the schedule was important, the city prioritized gathering community feedback to ensure every detail was thoughtfully considered. Pioneer Park now contributes to community health and well-being by offering outdoor recreational opportunities for all ages and abilities. Children enjoy imaginative, multi-sensory play, while boardwalks and seating areas invite relaxation and informal gatherings. The park also preserves cultural heritage through the relocation and restoration of historic homes, creating unique visitor experiences.

Between June 2024 and June 2025, 471,000 people visited Pioneer Park, underscoring its success as a community destination. The City of Port St. Lucie is proud to receive an award for this project at the Florida Planning Conference in September.
