Pandemic’s ‘Punch To The Gut’ County Executive rules out layoffs and tax hike

n a worst case scenario, there will be up to 2,900 layoffs in the Nassau County workforce and a 60 percent increase in property taxes.

Those figures were cited in an Aug. 18 press release by the Nassau Interim Finance Authority (NIFA), the 20-yearold agency tasked with borrowing for the county and overseeing its finances.

It warned the scary outcome would be the end result if the Nassau County Legislature failed to approve County Executive Laura Curran’s debt restructuring plan.

The administration is seeking to close a budget gap it estimates at $385 million, and wants NIFA to delay a scheduled debt payment of $75 million on Nov. 15 to 2021. It would then use the cash from the debt service fund to narrow the gap. The legislature’s Republican majority is skeptical of the proposed move.

Curran also pushed back against the alarming figures presented by NIFA. According to spokesperson Michael Fricchione, she has ruled out both layoffs and a tax increase.

In his review of the county’s mid-year fiscal health, Nassau County Comptroller Jack Schnirman said, “The unprecedented storm of COVID-19 has been a gut punch to county finances and is upending progress.”

On Aug. 10, the administration presented its gap-closing plan to the legislature’s Budget Review Committee. This was in response to a rare subpoena by the majority to Deputy County Executive for Finance Raymond Orlando and Public Financial Management, Inc (PFM), the county’s financial consultants.

In a statement, Presiding Officer Richard Nicolello (R–New Hyde Park) expressed his skepticism with the restructuring plan, stating, “We are not prejudging any potential plan to address the county’s fiscal difficulties resulting from the COVID-19 pandemic. However, as the county’s elected representatives, we must review all possible options. The administration has...instead sought to ram through a refinancing plan that will burden residents with hundreds of millions in debt service and bureaucratic costs through 2051.”

We’re looking for ideas from everyone at all times. I can assure you that Andy and the team are tirelessly trying to find a way to keep the county’s finances together at the most effective level with the least amount of damage to the services that the county businesses, residents and taxpayers demand and deserve.”

Minority Leader Kevan M. Abrahams, citing a possible second wave, hoped that the administration had “other contingencies in place to mitigate shortfalls if sales taxes drop more than 20 percent or other issues develop.”

Orlando admitted that there was a lot of uncertainty ahead, “and we’re in a very treacherous environment,” but was confident of his team’s ability to assess the risks.

Later this month, Curran will unveil her 2021 proposed budget. After the Aug. 10 hearing, she sent a letter to Nicolello and Abrahams “calling for more robust and informed discussions with NIFA to strategize for the county’s 2021 budget and gap closing plan to ensure full transparency and to get all hands on deck to develop future strategies.”

Nicolello, in a statement, said, “As a result of the hearing and the subpoenas we served, the legislature is finally getting information about the administration’s plans to address the financial crisis caused by the COVIDrelated shutdown. We will work with all stakeholders to find solutions, but will oppose any effort to raise taxes.

With so many residents still out of work and so many businesses shut or struggling, government cannot add to the burdens already facing our residents.”

New York Institute Of Technology Shuts Down Athletic Programs

A

thletic programs across the country were facing financial backlash even prior to the coronavirus pandemic. But the deadly virus, which forced shutdowns throughout America, has put the final nail in the coffin for one local program.

The New York Institute of Technology’s athletics program is shutting down for at least two years, the institution revealed. NYIT, in a release, cited the pandemic as part of the reason for the school’s decision to end its athletic programs.

“We have a rich legacy in competitive sports and are proud of everything our student-athletes have accomplished over the years,” Henry Foley, president of NYIT, said. “We thank everyone involved in our athletics program for their spirit, dedication,

and professionalism. For the next two years, unfortunately, we will no longer be competing with our peers in the East Coast Conference (ECC) and NCAA Division II.” It is unclear what NYIT’s next steps will be as it determines whether or not to reinvest in collegiate sports.

However, it is a massive undertaking, financially and personnel wise to do so.

The Bears, up until this decision, participated in Division II baseball, softball, as well as men’s and women’s basketball, soccer, cross

country, lacrosse and track and field.

The Old Westbury-based institution will honor athletic scholarships, but student-athletes can transfer to other universities that will continue participating in NCAA sports.

While some institutions are postponing fall sports to the spring, others are just cancelling the season to focus on 2021.

However, few are making the drastic change that NYIT is.

NYIT did say that it will add more club-based sports teams to enhance the student experience.

However, it is not nearly the same

experience as NCAA sports and scholarships cannot be given for the students participating in it.

“The CyBears esports club team, founded in 2017, is an example of team activities that will be developed further,” NYIT said in a statement.

NYIT’s Long Island campus is open for the fall semester. Prior to the announcement that NYIT is shutting down its programs, the school created an outline for student-athletes to safely play during the pandemic.

Locker rooms and showers were not to be used until the school could determine it can be used in a socially distanced way.

“Selected athletic directors have been trained in the Johns Hopkins Contact Tracing programs and understand the principles of contact tracing,” the institution’s website says.

Amazon Might Not Come To Syosset

Firm officially signs three leases for warehouses on Long Island

Amazon, the major international online retailer, is evaluating the status of its new Long Island warehouses. Last week, the organization officially signed leases for three Long Island-based facilities, none of which being the previously-reported Syosset location.

The Syosset site is the former home of the Cerro Wire plant, a controversial spot given the chemicals that are still on the property.

Amazon recently came to an agreement to officially create a warehouse at 2 Westbury Ave. in Carle Place, which used to be a Waldbaum’s.

The vacant property has been under construction since early 2020.

With the completion of a 110,658-square-feet lease in Shirley, on top of the Carle Place location and Bethpage, it is unclear whether or not Amazon will pursue the Syosset project any further. The Shirley facility will open by the fall and will serve as a logistics delivery station. Amazon will not receive any tax breaks for the Shirley or Carle Place facilities.

Town of Oyster Bay Supervisor Joseph Saladino told Anton Media Group in June there will be about 150 warehouse employees and 400 delivery drivers, not including the dozens hired to construct the facility.

“Welcoming Amazon to this location would give our local economy a boost with hundreds of

new jobs and provide a greater tax base to help keep residential property taxes in check,” Saladino said. “Amazon would create over 550 new jobs in our area while environmentally cleaning up the property and eliminating a current eyesore.”

The Syosset site, should Amazon sign the deal with Oyster Bay, would end the decades of empty lot space next to the Long Island Expressway.

Garden City’s Castagna Realty, which is owned by the Albanese Organization, has a partnership on the property with Simon called Syosset Park Development LLC. Saladino reported that Amazon is indeed discussing its options for the property.

“For too long, this property has been the subject of debate due to concerns over increased student enrollment, over development and density, as well as increased traffic,” the supervisor said. The Syosset warehouse will be Amazon’s fourth on Long Island if the deal is signed, an expansion that’s come as a result of the HQ2 debacle that saw plenty of backlash as Amazon attempted to ink a deal in Long Island City, Queens.

Now, Amazon is receiving plenty of cooperation from leaders inside of the Town of Oyster Bay, but with the other facilities being signed, sealed and delivered, the future of the Syosset property remains unclear.

Piccola Bussola Burns Popular village restaurant faces extensive damage

nother popular restaurant in the Village of Mineola suffered a sad fate last week when it went up in flames suffering extensive damage throughout the building.

According to the Nassau County Police Department, the fire occurred at 12:40 p.m. at Piccola Bussola located at 159 Jericho Tpke. on Aug. 27. Upon arrival, police units found the restaurant and the apartment above were fully engulfed in flames. Multiple fire departments responded to extinguish the fire, which could be seen for miles, over a two-hour period.

Three members of the fire department suffered injuries and were treated at the scene. Some residents even reported losing power right after the fire started.

“Early indications are no one was in the restaurant when it ignited,” a restaurant spokesperson said when Anton Media Group reached out for comment. “The cause and exact origin of the blaze weren’t immediately clear.”

The Nassau County Police Department said that the fire is still under investigation.

A GoFundMe page has also been started to help the two families who were displaced because of the fire. One of the families has three young boys who are nine months, 2 years old and 7 years old. As of publication, the GoFundMe page has already raised $4,100 for the families.

Piccola Bussola, which is owned by former Mineola Chamber of Commerce president Tony Lubrano, posted on its Facebook page that the restaurant will rebuild and be back as soon as possible.

Roslyn Landmark Society Awarded Grant

Roslyn Landmark Society has received a $2,000 grant from the Robert D.L. Gardiner Foundation for operating expenses incurred during the COVID-19 pandemic shut down.

The Reimbursement Operating Support 2020 fund was created by the Gardiner Foundation to help counter the negative financial impact of the pandemic on Long Island’s historic stewards.

Grants were available to all eligible Long Island’s historic mission-based nonprofit organizations for reimbursement of institutional expenses such as utilities and IT support incurred during the state-wide shut down from March through May 2020.

The Roslyn Landmark Society will utilize the $2,000 grant to reimburse expenses associated with upgrading its website and general utility costs.

The upgraded website will add more features and links, news, events, project profiles, videos and a photo library.

“Thanks to the generosity of the Gardiner Foundation, our website will help us stay connected to members and the community, receive online donations and act as a platform for our membership and sponsor drives,” Jennifer Lister, director of the Roslyn

George “Butch” Starkie Farmingdale native Starkie is the sole owner and operator of Starkie Brothers Garden Center and has a number of other businesses in the horticultural field. He was mayor of the Village of Farmingdale from 200812 before he stepped down to spend more time with his family and help his business recover from the recession.

His decision to run for his old position arose from his view that the current administration has been stepping away from the tenets of a master plan for redeveloping the village’s downtown that was codified during his time in office.

Why are you running for mayor again?

The coronavirus happened on my watch and I feel obligated to restore what was damaged.”

community outreach so that every resident’s voice was heard and we could get a document that we could all agree to at the time. It was signed, sealed and delivered. It was a painstaking process—find out what people were willing to tolerate in order to revitalize Farmingdale and not cross the line. Every time we hit that third rail, we’d back up a little bit. We came up with a phenomenal document that was clear and concise. It was worth every dime that we spent on it at the time. Then we created a code based on that document and the only reason I’m running is that the master plan and the code has been hijacked. There are things in the master plan that were clearly not followed.

On Aug. 25, standing in front of the Glen Cove police headquarters where he once presided as mayor, the congressman and other elected officials joined law enforcement leaders to laud five officers from across his district for heroic actions.

Suozzi’s 3rd district covers the northern parts of Queens, Nassau and Suffolk counties.

“The cops have been beaten up a lot lately,” Suozzi asserted. “There’s no question about that and we need to show our support for the great things that they do. That doesn’t mean we’re not against trying to reform things and make things better.”

He added, “We need to hold up police officers that are examples of the best of us. They put their lives on the line every day. Men and women in blue are protecting us, they’re serving us. And we could not have the quality of life that we have were it not for fantastic public servants.”

Nassau County Police Commissioner Patrick Ryder said, “I want to thank the congressman for bringing us here. Our society has a lot of anger and hatred towards law enforcement.”

Ryder called out PO Darren Pittman of Glen Cove, one of the honorees, for saving “one of our officer’s life. And that’s the brotherhood, the family among officers. We always look out for each other. We are willing to lay our lives down for each other.”

He added, “It’s an important message that we must remember in these times.”

Pittman was able to wrestle a gun away from a suicidal cop, preventing a tragedy. The Nassau County officer, known to Pittman, lives in Glen Cove and is reportedly recovering and back on patrol.

Nassau County Executive Laura Curran thanked Suozzi for making the presentation possible and said, addressing Nassau County honoree Keith Owens, “Thank you for what you do each and every day to keep us safe.

I think it’s so important not to take for granted what our brothers and sisters in blue do for us every day.”

She called basic civil safety, “the bedrock of society,” enabling people to live their everyday lives without fear.

Heroic Briefs Michael Ippolito | Lauren Creighton, NYPD, Queens Precinct 111: On Dec. 27, 2019, saved the life of a 13-month-old infant who was unresponsive and had stopped breathing while his mom was driving on the Cross Island Parkway. Ippolito administered air to the infant while Creighton coordinated emergency personnel. The infant regained consciousness and was transported to the hospital and made a full recovery. The officers were nominated for the NYPD Cop of the Year Award.

Keith Owens, Nassau County Police Department Sixth Precinct: On July 25, 2020, the five-year veteran responded to an active shooter at Americana Manhasset.

Owens chased after the subject and ultimately apprehended him. Other officers discovered six spent .380 shell casings and a car that had been struck by two bullets. The gun involved in the shooting and traceable to the perpetrator was found in the area.

Christopher Jablonski, Suffolk County Police Department: On March 25, 2020, he received a report that someone was drowning in the vicinity of the Cold Spring Harbor boat ramp. Jablonski estimated that the victim was at least 150

yards from shore. He found a small boat and rowed out, using his hands as paddles. Jablonski jumped into the water and towed the victim until rescue personnel on shore were able to throw a rescue line once the two were within 40-50 feet of the shoreline.

The victim was transported to a local hospital where his core temperature was below the threshold for hypothermia. Named Suffolk County Cop of the Month for June 2020.

Darren Pittman, Glen Cove Police Department: On Nov. 9, 2019, at 4:20 a.m., received a distressing text from an off-duty Nassau County police officer who lives in Glen Cove. After speaking on the phone with his colleague, Pittman grew alarmed and called the Glen Cove Police Department for backup and proceeded to the officer’s home in his private vehicle. The Nassau officer was sitting in a vehicle with his off-duty handgun in his hand and his duty weapon on the front seat. When Pittman realized that the officer was ready to take his life, he lunged for the gun and wrestled it away. The officer was subdued by the responding officers and taken to the hospital for evaluation and is currently receiving treatment and intervention from his command.

Owens responded to reports of an active shooter at the Americana in Manhasset and apprehended the suspect.

Geraldine Hart, commissioner the Suffolk County Police Department, said the handful of officers present were a stand-in for the thousands represented by various police departments being honored, “and they all deserve recognition. They don’t expect it, but they certainly have earned it.”

Suffolk County officer Christopher Jablonski put his own life at risk this past March when he dove into the waters of Cold Spring Harbor in order to save a drowning victim, who suffered hypothermia.

Suozzi pointed out, “Remember, it was March. The temperature was 43 degrees when he dove into the water to save the guy.”

He went on to say that Jablonski’s grandfather served on the Glen Cove police force years ago and the family was still represented in the city.

“Between COVID-19 and the unrest going on in this country and the criticism of a lot of fine men and women that wear this uniform, it’s unbelievably refreshing to me today to see what’s going on here, to have this recognition bestowed upon our members,” said Glen Cove Police Chief William Whitton. “I know how good it makes them feel. I know how good it makes me feel. And as the word spreads I know how good it’s going to make everybody else who puts a uniform on feel. There needs to be more of this.”

Glen Cove Mayor Tim Tenke stated, “I just want to say thank you from the bottom of my heart to Congressman Suozzi for taking the time out of his busy day to come in and recognize these officers for what they do. I also thank the county executive and the commissioners for coming here. This is important. It signifies what other officers do on a daily basis without recognition. It’s refreshing to hear positive things being said about our police.”

A Community Responds

W

hen fire broke out at the Piccola Bussola restaurant, a community responded.

As smoke billowed from the rear of the building many neighbors called 911 to report the fire. Mineola volunteers began gearing up as additional firefighters left their homes and workplace, and responded to the firehouse. But in the first few minutes of the chaotic scene, several everyday citizens stepped up and became heroes.

Roberto Oliveira was working at United Auto Center when he saw the thick black smoke coming from the adjacent building. Knowing that the apartments above are home to many young children he immediately raced up the stairs. He found a family beginning to evacuate. He insured that the three young children and two adults were out and then went back in to check on the last apartment. Finding the door locked he kicked it in to make entry and search the apartment. Thankfully no one else needed to be evacuated.

At Village Hall, Building Superintendent Dan Whalen and custodians John Lodikeit and Tom O’Brien also saw the smoke and flames coming from the roof and ran towards the building. Dan and Tom are both veteran volunteer firefighters. They quickly conducted a primary search of the second floor and relayed actionable information to the first arriving firefighters.

Simultaneously, John entered the adjacent businesses checking for fire spread and began evacuating the patrons from these locations.

As firefighters initiated an aggressive attack, the fire rapidly expanded and a ceiling collapse further hampered efforts. The heat of the day also began taking a toll and several firefighters suffered injuries.

Standing on the sidelines many local business owners watched in awe as the brave volunteers battled the conflagration. Rosa and Tony from Arditos knew they had to help. They began preparing “fuel” for the firefighting machine. They brought out countless drinks and sandwiches.

Churrasquiera Bairrada and Dunkin Donuts also brought refreshments to the scene.

When the smoke cleared, the reality set in. Mineola had lost a valued neighbor in Piccola Bussola. But perhaps even more tragic, two families were left homeless and had lost

all of their possessions. Once again the community rallied in support.

Calls for donations began appearing on social media and the support was overwhelming. Children’s clothing and supplies came in such volume that the organizers had to request that donors hold off after only a day. Within hours, a local resident had put up a GoFundMe site and thousands of dollars were raised.

Ironically, it has often been Tony Lubrano and his team at Piccola Bussola who have supported the community. Every year, Tony coordinates a team of runners for the Stephen Siller Tunnel to Towers

Run to support military and first responders. During the holidays, Tony is a staple at the village tree lighting offering cocoa to the community.

During COVID-19, he regularly supplied meals to first responders in hospitals as well as fire houses.

Mineola prides itself on being known as “the friendly village.” The collective action of village employees, volunteer firefighters, business owners and residents demonstrate that this is more than a motto. It is truly a culture of caring.

Mineola Volunteer Ambulance Corps Usher In New Vehicle

Residents, members of the Mineola Volunteer Ambulance Corps (MVAC) and of the Mineola Fire Department recently gathered outside MVAC’s headquarters to officially add ambulance 263 to MVAC’s fleet. The ambulance started its service with MVAC on Feb. 16 of this year and within just only 30 days, ambulance 263 was primarily responding to COVID-19 calls that were being placed throughout the village.

Typically, MVAC responds to more than 1,500 emergencies a year. Some of those emergencies can be minor to severe and include slips and falls, narcotic overdoses, auto accidents, belly aches, headaches to shootings, stabbings or cardiac emergencies.

“The ambulance was dedicated in memory of ex-chief and commissioner Edward Rummel who passed away four years ago after 26 years of service to the department,” Board of Commissioners of MVAC Thomas Devaney said. “Ed was also a member of the Albertson Fire Company and a sergeant in the NYPD. Ed’s mother, Patricia Rummel, sister Kim Rummel Morovich and two nephews were on hand and were the ones to break the bottle of champagne on the ambulance.”

their gracious donation to purchase three Arrow EZ-IO systems for each of MVAC’s ambulances. The equipment will allow the MVAC easier vascular access to patients when MVAC may not be able to secure a more traditional IV. “The final thank you for the day went to the Adolf Block VFW Post 1305 who recently donated $10,000 to MVAC,” Devaney said. “We had Manuel Martin and Louis Pinto on hand so that we could publicly acknowledge them.”

The MVAC is active in the Village of Mineola when it comes to public

events and is always looking to recruit new members. However, this year has been a little bit more difficult due to COVID-19 and its restrictions.

“We usually have a tent at the Mineola Street Fair and we usually do something during EMS Week, which is in May, however the pandemic put a hold on both,” Devaney explained. “We are always looking for members. All necessary training and certifications are provided too.”

New Hyde Park Road Opens Earlier Than Expected

t was reported last week that 3TC’s and the MTA’s New Hyde Park Road grade crossing elimination project is coming along ahead of schedule, but within only a couple of days of the village board saying they’re awaiting further announcements by 3TC and the MTA, New Hyde Park Road reopened to traffic after being shutdown for six months.

On Monday, Aug. 24, 3TC was on site with Governor Andrew Cuomo, MTA Construction and Development President Janno Lieber, and LIRR President Phil Eng to cut the ribbon at the New Hyde Park Road underpass.

“The New Hyde Park Road grade crossing has been a traffic nightmare for decades and fixing it was easier said than done,” Cuomo said in a statement.

“I’m proud to say we’ve just opened the new grade crossing on budget and two months ahead of schedule. With one more crossing eliminated, we are looking forward to fewer delays for LIRR and a transit network that can support a 21st century economy for Long Island and New York.”

The newly opened New Hyde Park Road is a major accomplishment for the villages of New Hyde Park and Garden City, and features a new four-lane underpass with pedestrian sidewalks on the east and west sides of the underpass. An ADA-compliant pedestrian bridge over the road will provide for easier access to the renovated New Hyde Park Station. There is also a dedicated left-turn lane from southbound New Hyde Park Road to Clinch Avenue and from northbound New Hyde Park Road to Plaza Avenue.

“The elimination of the New Hyde Park Road grade crossing has enhanced safety and reliability for all those that use New Hyde Park Road,” Eng said. “This project improves our operations, reduces traffic congestion and improves the environment through the elimination of these crossing gates. This along with our industry leading efforts to improve grade crossing safety through the use of reflectorized delineators and our collaboration with Waze demonstrates our commitment to improving the quality of life for all Long Islanders.

Troop 298 Of New Hyde Park Rescues Hiker At Harriman State Park While out on a summer hike, after months of COVID-19 restrictions, Scouts and leaders from Troop 298 in New Hyde Park were able to put their skills and training to use. Last month, Troop 298 was about three and a half hours into their weekend backpacking trek in Harriman State Park and was taking a short break on the Appalachian Trail by the location known as the “Lemon Squeeze.” While taking the break, a hiker had slipped and fell off a seven foot rock ledge and landed on a trail and some rocks below, breaking his ankle. The troop immediately went into first aid/ rescue mode. The troop assessed the situation, called 911, stabilized and comforted the hiker, wrapped and splinted the ankle and leg, took down necessary information for EMTs and park rangers, and cleared a path so that the injured hiker could be carried out to emergency transportation. The troop even assisted park rangers and EMTs in lowering and carrying the hiker in a rescue basket to safety. The park

rangers, EMTs, as well as the hiker, were amazed and commented on how skilled and prepared the troop was for the rescue. Mr. Rainer Burger noted the troop lives by the Scout motto “Be Prepared.” The troop had all the necessary first aid, gear, rope, and most importantly skills. The heroic Scouts and leaders were recognized for their bravery on Aug. 10 with proclamations and citations from New Hyde Park Mayor Larry Montreuil, the village board and Nassau County

The Scouts that were part of the rescue included Life Scouts Daniel Corcoran, Maks Manoni, Daniel Sohl, Daniel Dore, Collin Lowey and Aaron Canese; Star Scout Michael Dore and 1st Class Scout Andrew Canese, Assistant Scoutmaster Rainer Burger, who is also a village trustee, noted that he and all the Troop 298 Scout Leaders are proud of the Scouts.

The Long Island Water Conference hosts an annual Best Tasting Water Contest. Old Westbury was voted as having the best tasting water in Nassau County three years in a row ending in 2016—another achievement that Carillo cited.

“Superintendent of Water Tom O’Connor does wonderful job. He’s terrific,” praised Carillo.

“What is unique about Old Westbury?” he was asked.

“It’s bucolic. It’s something that we always wanted to maintain, things like the rural roads,” he replied. “The odd thing was you take [streets such as] Bacon Road and Wheatley Road and they had terrific canopies and trees hanging over the roads. It looked really beautiful.”

But in the aftermath of storms Irene and Sandy, he stated, the residents asked for the trees to be trimmed and the canopies to be opened up.

After Sandy, he said, “I was the only mayor on Long Island to ask residents to cut up all the trees and bring them to the [curb] so we could take them away. It cost us $2 million, but we were able to be reimbursed by FEMA.” He added, “We hired a firm that did work in Louisiana after Hurricane Katrina, and they were very familiar with how to do the applications for reimbursement. So I was really proud of that, to help all the residents clear the trees. And if any resident had a house damaged by the storm, we did not charge them a building permit.”

The police department has 25 police officers, two detectives and two lieutenants.

They really know how to handle themselves,” he said. “They do a lot more for the residents than other police departments. They’ve put out fires with garden hoses. They check houses. If they see newspapers out there [for too many days] they contact the residents. They really keep a pulse on what’s going on in the village. And Chief [Robert] Glaser does a phenomenal job.”

The village, he revealed, is working on a new comprehensive plan with updated zoning.

The aim, he said, “Is to keep the place bucolic.”

Carillo said that the next mayor, Ed Novick, “wants me to stay on as a consultant. I told him, ‘You want me, I’m here, pro bono. I’m available for you.’ ” “As mayor, what are you most proud of doing?” he was asked.

“I always made myself available to the residents. I feel proud of that.

Service to the residents. I take it seriously and the trustees do too. We want to try to preserve the village as it is. The village is special to me.”

14. At the Aug. 19 board of education meeting, a resolution was adopted by unanimous vote to open on Sept. 14 in order to allow for four full days of staff development during superintendent’s conference days scheduled for Sept. 8 through 11.

“It is critical that all school personnel be trained in the many new procedures required under the pandemic guidelines set forth by the Centers for Disease Control (CDC), the governor, the New York State Health Department and the New York State Education Department,” explained Superintendent of Schools Marianne Litzman.

HPS parents are an essential part of the success of the reopening. This has been an extremely challenging time, especially considering that circumstances are fluid, often changing day-to-day. The district greatly appreciates everyone’s patience and flexibility.

Please remember, if you elected to send your child(ren) to In-School Instruction (K-5 Elementary) or Hybrid Instruction (6-12 Secondary) on the district’s online Parent Commitment Form, there will be important health and safety expectations in place for students and staff as schools and classroom doors open:

• Social distancing must be practiced by all students at all times. Buses will carry fewer students in order to maintain proper social distancing on the bus. Classroom desks will be configured to comply with the CDC’s guidelines of six feet of

Castro Honored As Trailblazer

yster Bay Town Supervisor Joseph Saladino and the town board recently honored Bernadette Castro with the Susan B. Anthony Leadership award in recognition of her influential achievements that have inspired countless women. The award was presented on the 100th Anniversary of women’s suffrage, as the town commended the centennial of the fight for women’s rights being heard and ratified by the 19th Amendment.

“Women involved in ensuring equal rights paved the way for other Rosie the Riveter types to follow in their footsteps,” Supervisor Saladino said.

“People like Susan B. Anthony were influential leaders who made a true difference, and Bernadette Castro is also a role model who deserves our highest recognition for her charitable work, public service, and success in the private sector.”

Castro’s involvement with the furniture enterprise Castro Convertibles started long before she became its chairwoman and COO. She started in the family business at age 4, when she famously became the most televised child in America

Under her tenure, the state preserved more than one million acres of land. Her vast preservation efforts helped protect drinking water and secured thousands of acres of forest space.

She also secured the US Open for

Bethpage State Park in Farmingdale, the first time the Open was ever held at a public golf course. Her great work earned her an appointment of vice chair of the Advisory Council on Historic Preservation by United States President George W. Bush.

Her efforts were also recognized by the National Recreation and Park Association, which designated New York State Parks as the country’s best state parks system.

Castro’s passion for protecting the environment extends to her community and charity involvement, which even further extends to great organizations such as Tomorrow’s Hope Found, the Interfaith Nutrition Network, and the New York Landmarks Conservancy, to name just a few.

“It is truly an honor not only to recognize Bernadette Castro for her many great accomplishments, but more importantly to thank her for all her efforts in protecting our environment,” Saladino stated. “All of the difference she has made in our parks system will allow for them to be enjoyed and treasured for many generations to come.”

Oyster Bay Bribery Figure Sentenced

assau County District Attorney Madeline Singas announced on Aug. 26 that the owner of a prominent Long Island paving company was sentenced to a threeyear conditional discharge for bribery to help facilitate the construction of a senior housing development in Hicksville.

Elia “Aly” Lizza, 72, of Oyster Bay Cove, pleaded guilty on Jan. 16 to one count of bribery in the second degree (a C felony). Lizza also paid $350,000 to settle a civil forfeiture action brought against him by the NCDA’s Civil Forfeiture Bureau. The NCDA had recommended a sentence of one to three years in prison.

Carlo Lizza & Sons Paving, Inc.—a defunct paving company owned by Elia Lizza—was sentenced to a conditional discharge. The company pleaded guilty on Jan. 16 to one count of bribery in the second degree (a C felony).

Former Oyster Bay official Frank Antetomaso, 80, of Massapequa, pleaded guilty on Aug. 26 to disorderly conduct (a violation).

“This case exposed a brazen pay-toplay culture in Oyster Bay government that included bribery, rampant nepotism and illegal favors for the friends and family of those in power,” Singas said. “This investigation exposed how a dysfunctional government in Oyster Bay benefited crooked contractors and local officials, while honest taxpayers and business owners who

played by the rules were shut out.”

According to the indictment, Elia Lizza issued approximately $1.6 million worth of checks from 2009 to 2016 from personal accounts to Oyster Bay Commissioner of Planning and Development Frederick Ippolito for his role in negotiating anticipated payments of more than $20 million dollars to Lizza from the developer of Cantiague Commons—a $150 million residential housing complex for seniors. Ippolito was simultaneously controlling the oversight of the developer’s rezoning application and site plan approval.

To further facilitate the deal, Ippolito negotiated the sale of 50 Engel St. in Hicksville, where Lizza’s asphalt plant was located, to the Town of Oyster Bay. The town would not approve the rezoning application for Cantiague Commons given its proximity to the asphalt plant.

According to Singas, Ippolito and former Oyster Bay Supervisor John Venditto advocated to the town board on behalf of Lizza in connection with the subject application, and concealed Ippolito’s financial interest in the project.

Ippolito was indicted by the IRS for failing to disclose these payments, and died in 2017 while serving a 27-month prison sentence.

Antetomaso—a former Town of Oyster Bay official and principal of engineering firm Sidney Bowne that was working on the Cantiague Commons project—allegedly passed messages between Ippolito and Elia Lizza.

Venditto was acquitted of federal corruption charges, but pleaded guilty to state charges corrupt use of position or authority (an E felony) and official misconduct (an A misdemeanor) in July 2019. He avoided jail, but lost his law license and died this past March.

The original indictment charged the defendants with more than 200 hundred counts. All but 40 counts were dismissed as having been abated

by Ippolito’s death. Lizza was allowed to plead to the highest count—bribery in the second degree—in the interest of judicial economy.

LETTERS TO THE EDITOR SETTING THE RECORD STRAIGHT Over the last several weeks, there have been numerous letters, articles and Facebook posts addressing our Village of Garden City Board of Trustees and our Community Agreement. I know that I will open myself up to personal attacks and challenges on what I will say, but I wanted the residents to get a different perspective on these topics.

I have been blessed to be a village trustee for more than seven and a half years. I love being a trustee. This position has no compensation, no benefits and believe me, it is a second, full-time job. But to my close friends and family they know that I love every second of serving this village.

All eight of us work thousands of hours each year attending meetings, answering e-mails and phone calls, and working with our village senior management to run our village.

Unfortunately, 80 percent of all improvements that we have achieved over the last seven and a half years the public will never know or see. Let me try to address a few areas that have been mentioned over the last few weeks.

Our Community Agreement has served our village for more than 100 years. We have four Property Owners’ Associations (POA) where thousands of your fellow residents all volunteer to represent each section of our village and enable residents the ability to have a voice in our form

of government. They elect officers and directors that not only address individual areas like traffic, schools and parks, but each elect two village trustees who serve on the village board. Although populations vary from POA to POA, this system enables all sections of the village to have an equal voice.

I am proud to be a part of my Western POA since 1995.

I have been a director, an officer, a president and now a village trustee. I have seen so many great residents participate in this process. Before we look to destroy our great system, let’s remember all the good that they have accomplished and will accomplish.

If any of you want to make a difference, I suggest you join your POA and help make our village the special place it has always been.

We trustees are your fellow neighbors, friends and residents. We each come from different backgrounds and bring different skill sets to our positions. I have served four mayors and have learned many things from each of them. I put serving this village above all else. My family can attest to that. I have never missed a village board meeting. I answer every call and I listen to every resident’s opinion on any matter.

Unfortunately, I do know that there are times when the board and I are unable to address a specific question

or topic. That frustrates the heck out of me. If any of you run a business or have dealt with legal matters, you will understand my frustration.

As I have read the various letters and articles, you might wonder what the heck do these trustees do? Let me give you a few examples: recently invested to begin modernizing our public library; rebuilt and expanded our senior center, which pre-COVID, had more than 1,800 residents per month utilizing the facility; hired excellent, experienced department heads; totally revamped the building department by digitizing its records (more than $1 million expense); replaced all village street lights with LEDs, which will provide ongoing savings of over $150,000 per year; replaced old water meters that were either broken or inefficient; new water tower; modernized equipment throughout the village; saved millions of dollars every year in waste and inefficiencies; dramatically increased technological capabilities in all departments; three new turf ball fields at Community Park; new multi-purpose turf field at Community Park; established additional parking at Stewart Field in order to protect parents and children who attend events there; modernized our Finance, Public Works and Fire departments and created a solid Human Resources Department; worked on the

1,4-dioxane water contamination issue a year before any public discussion. Garden City is years ahead of most communities on Long Island; redoing the train station at Nassau Boulevard while maintaining the look and the history of that historic brick lot and walls; and extended 7th Street closures from one night to four and assisted various other businesses to have outdoor dining and other activities due to COVID. These are just some of the things that our board has accomplished while keeping your village taxes in line. Your village taxes over the last seven years have seen the tax levy increase an average of just 1.18 percent.

In this village of more than 22,000 residents, we not only have eight trustees, but hundreds of residents involved in our POAs as well as many who express their opinions on various topics at meetings.

We are all working toward the same goal: keep Garden City a great community. What I hope to come from this article is to better inform our residents on the activities of the board of trustees and all of our hard-working, contributing residents. I encourage all of you to get involved during this time of change and uncertainty.

TIPS TO KEEP VEHICLES SAFE FROM THEFT As Commissioner of the Nassau County Police Department, I would like to take this opportunity to bring to light an increase in stolen vehicles, which is occurring across Nassau County.

The police department has been increasing and intensifying our patrols in all locations of concern and made substantial arrests over the past year. However, we cannot allow this to continue in our communities.

Education of our residents plays an important part. Some

very simple measures can be applied to greatly assist the police department to decrease criminal activity.

Our intelligence shows that approximately 98 percent of stolen vehicles occur due to the operator leaving the FOB/ key inside the car. Many times, this becomes a crime of opportunity. Residents should be aware that criminals canvass the neighborhoods. They are walking from house to house checking to see if vehicles are left open. Once the criminal is inside your vehicle, they steal

what they can and if the FOB is present, they will steal the vehicle.

I want to educate our residents, so that in a collaborative effort we can decrease the number of stolen items from cars and the actual theft of the vehicle. This can be done using some simple safeguards: • Always remove your FOB/ keys from your vehicle when you’re not operating it • Never leave a spare DOB/ key in the vehicle • Ensure that your vehicle is locked at all times and close

Rosh Hashanah—The Jewish New Year

It is the Judaic belief that on Rosh Hashanah, the Jewish New Year, the Almighty decides the destiny of each and every Jew individually, as well as the fate of the nation collectively, for the span of that year.

As such, Jews ask the Almighty to grant them and their loved ones a sweet New Year. One of Rosh Hashanah’s many names is the “Day of Remembrance,” because we use it to process the past year and pray for a new and purposeful upcoming year.

Jews believe that all people are created in the Almighty’s image. We know that humans, unlike animals, have the ability to choose and can thus be held responsible for their actions.

Professor Victor Frankl, the author of Man’s Search for Meaning and the inventor of Logo Therapy, along with Aaron T. Beck,

who co-founded Cognitive Behavioral Therapy, believe that we are not defined by what happens to us but rather by how we respond to what happens to us. Our brain was created with a certain plasticity that gives us the power to choose how we feel and how we act.

The essence of the Jewish faith is the belief that through repentance, prayer and charity, one can change his or her fate and sever any harsh decrees. Prayer is at its most powerful when Jews pray together collectively, though solitary prayer is also valued.

Allow me to give some encouragement as we enter the next season of our lives.

Never compromise your ideals. Never give in to defeat or despair. Never stop journeying merely because the way is long and hard. Moses did not lose the vision that made him a fighter for justice. He did not

become embittered or sad when things did not unfold as he expected. He accepted that there were things he would not live to achieve and proceeded to teach the next generation how to achieve them. His body was old but his mind stayed young. Moses, a mortal, achieved immortality through the legacy of his transmission.

He taught us that the good we do lives on and that the blessings we bring into the lives of others never die.

The language of hate is capable of creating enmity between people of different faiths and ethnicities. The most destructive force in history, it is the unmistakable mark of toxic leadership.

The Jewish way is to learn to love and forgive. While we acknowledge the evil men do, we stay focused on the good that is in our power to do. Only thus can we raise the moral compass of mankind

and help redeem the world we share.

Within every family, every community and every organization there are trials, tests and tribulations. Strong families and communities have a clear sense of what their ideals are and are not blown off course by the winds of change. Who are we?

Where do we stand on the important issues? What are we trying to achieve and what kind of people do we aspire to become? These are the questions Jews strive to ask and answer on Rosh Hashana.

Best wishes for a happy and healthy New Year if you are of the Jewish faith and continued luck in the new fall season if you do not celebrate.

May G-d hear our prayers at the start of the Jewish year 5781 and fulfill our most dearly-held wishes.

A Letter To My Grandfather This summer, in what has become an annual ritual for me, I flipped through some old photos and documents that belonged to my parents who died in the 1990s and I made a discovery that took me by surprise.

I found a stray envelope with no letter inside. It was mailed to my maternal grandfather, Harry Goldberger, who lived in Newark, NJ, in November of 1940. The letter was postmarked Tarnow, Poland. My grandfather came to the U.S from Poland sometime around the beginning of the 20th Century.

I was astonished to find swastikas featured on the postage stamps, as well as a stamped emblem signifying the Oberkommando der Wehrmacht (OKW), the High Command of Armed Forces of Nazi Germany, which theoretically had oversight over the German Army and the Luftwaffe.

However, Hitler manipulated military branch leadership, pitting one against the other, in a divide and conquer strategy that placed most military decisions in his own hands.

World War II began on Sept.

1, 1939 with Nazi Germany’s invasion of Poland.

The letter to my grandfather arrived a year after the invasion, at which time the Nazis had already dissolved the boundaries of Poland and started planning for the genocide that followed and resulted in the deaths of three million Polish Jews, half of all Jews killed during the Holocaust.

Shortly after the Germans occupied Tarnow, Poland on Sept. 8, 1939, the Nazis burned down most of the city’s synagogues and placed Jews into forced labor.

deportations to killing centers began. By September 1943, the 10,000 Jews who survived the ghetto were deported. Seven thousand were transported to Auschwitz, where thousands were gassed each day.

Another 3,000 Jews were sent to the Plaszow concentration camp, used primarily as a forced-labor facility, near Krakow. More than 1,000 prisoners worked for Austrian industrialist Oskar Schindler in Plaszow, who protected

them from the horrors of the camp in his factory.

By the end of 1943, Tarnow was declared by the Nazis “free of Jews.” The overwhelming majority of Tarnow Jews had been murdered.

Most of the hundreds that returned after liberation, left soon thereafter to escape antisemitic attacks by locals.

Since there was no letter inside the envelope, I was left with many questions. Was my family from Tarnow? Who

mailed the letter to my grandfather? Were they deported to the camps? Subjected to forced labor? Tortured? Shot?

Gassed? Incinerated? Or, did they survive? Were any of them on Schindler’s list?

Hitler was installed as chancellor in 1933. Following the death of German President Hindenburg in 1934, Hitler consolidated the chancellorship and presidency under his title Fuhrer.

Although the German translation of fuhrer is “leader” or “guide,” if you look it up today you will find that it is defined as “a ruthless, tyrannical leader.”

As the German economy improved, the populist movement grew and a cult of Fuhrer worship was advanced by his propagandists. The Holocaust was well underway seven years later.

Can you imagine the damage that a modern-day Fuhrer could do in seven years? Someone with a cult of personality following who operated above the law, with unlimited power and control of the military?

The American Airpower Museum (AAM), Long Island’s only flying military aviation museum, will host a day of precision flying by vintage military aircraft on Labor Day weekend, Saturday, Sept. 5.

The action will be from 10:30 a.m. to 4 p.m. at AAM’s Hangar 3, 1230 New Highway in Farmingdale.

To commemorate the 75th anniversary of the end of WWII (Sept. 2, 1945) the AAM will honor two WWII veterans.

To address an increase in food insecurity during the COVID-19 pandemic, Nassau County Legislator Joshua Lafazan (D—Woodbury) is partnering with community leaders to host a food drive and distribution event at The Village Church in Bayville on Saturday, Sept. 5. The food drive will occur from 9 to 11 a.m., with the distribution event to immediately follow from 11 a.m. to 1 p.m. All food donations will benefit local residents.

“The loss of jobs with the onset of COVID-19 resulted in many families being ‘short on cash’ for even the simplest of food items,” Madeleine Petrara Perrin, who is helping to organize the drive, said. “The Bayville/Locust Valley community came together and in their typical spirit of generosity and kindness helped their neighbors in need.

On the 100th anniversary of the 19th Amendment being officially certified in the Constitution, also known as Women’s Equality Day, elected officials unveiled a new sign in front of the Nassau County Theodore Roosevelt Executive and Legislative Building commemorating a suffrage march that occurred in 1913.

The sign is placed along the route of the march, where suffragists and supporters of women’s right to vote marched down Franklin Avenue to Hempstead.

“On Women’s Equality Day, we are reminded that the right to vote is precious and not to be taken for granted. The sign we unveil today not only recognizes the first suffrage March on Long Island but commemorates the 100th anniversary of women being granted the right to vote,” said Nassau County Executive Laura Curran. “I hope this marker will always remind us where

On May 24, 1913, more than 500 women and men gathered in Mineola, rallying for women’s voting rights. They were followed by countless cars and people riding horseback.

The three-mile “parade and pageant” were organized by “General” Rosalie Jones,

a famous Long Island suffragist.

The procession began at Mineola Boulevard and First Avenue and continued down Franklin Avenue to Front Street. The march ended in Hempstead were 5,000 people gathered for speeches by Jones and Jessie Hardy Stubbs, a famous national suffragist.

This march was the first in its history on Long Island.

NEIGHBORS IN THE NEWS Each summer, students from the Levittown Public Schools participate in an engaging reading program called the district’s Summer Reading Extravaganza. Despite the COVID-19 pandemic, the program continued this summer in a virtual format to promote literacy in the community and give students and faculty a shared reading experience.

Levittown students entering fifth grade read Dan Gutman’s The Kid Who Ran for President as part of a community-wide summer reading project. Students and their families were encouraged to visit the Levittown elementary summer reading program website, which provided supplemental activities that parents could do with their children, interactive games for students and some information on the election process.

Middle school students entering grades 6-8 read Catherine Ryan Hyde’s Pay It Forward and had the opportunity to register for one of three summer reading discussion days through the Levittown Public Library’s website.

POLICE REPORT Grand Larceny In Syosset

The Major Case Bureau reports the arrest of an Oceanside woman for a grand larceny that occurred on Aug. 25 at 7:25 a.m.

According to detectives, 49-year-old defendant Cami Turchin was employed at Chesney, Nicholas & Brower, LLP, a law firm located at 485 Underhill Blvd. in Syosset. From March 24, 2017 to Feb. 8, 2019, Turchin had on multiple occasions stolen company funds for her own personal use. Upon her employer discovering the loss of funds, police were called and a report was filed.

On Aug. 25 Turchin arrived at the 8th Precinct and was placed under arrest without incident.

Turchin is charged with second-degree grand larceny and nine counts of first-degree falsifying business records.

She was arraigned in Mineola.

Fatal Car Accident In Massapequa

The Seventh Squad reports the details of a fatal auto accident that occurred on Aug. 22 at 9:25 a.m. in Massapequa.

Seventh Precinct police officers responded to a call for a single car auto accident in the vicinity of Unqua Road and Sunrise Highway. A 75-yearold female was driving northbound on Unqua Road when her 2010 Toyota

Prius left the roadway and struck a utility pole. The female was transported to an area hospital where she was pronounced deceased by hospital staff. There appears to be no criminality at this point. The victim’s identity is being withheld at this time pending family notification.

Child Endangerment In Greenvale

The Sixth Precinct reports the arrest of a Roslyn woman for endangering the welfare of a child that occurred on Aug. 19 at 7:05 p.m. in Greenvale.

Units responded to a radio assignment for children left in a car at Wheatley Plaza shopping center. Upon arrival, they discovered two children, ages 6 and 4, unattended in a 2016 Nissan Rogue. Upon further investigation, they found the mother of the children, 31-year-old defendant Emily Bonilla Ramirez, left the children in the car and went food shopping with a third child. The defendant was placed into custody without incident and the children were turned over to their father.

Bonilla Ramirez is charged with two counts of endangering the welfare of a child. She was issued a desk appearance ticket returnable to First District Court on Monday, Oct. 5.

Aided Case In Massapequa Park The Nassau County Police Department reports the details of an aided case that occurred on Aug. 17 at 11:10 a.m. in Massapequa Park.

According to police, Seventh Precinct officers responded to a call at 101 Second Ave. for a person who had a vehicle fall on them while they were changing a tire. Officers were able to quickly lift the vehicle and pull the victim out from underneath. The victim was transported by ambulance to a local hospital for treatment of lower leg injuries.

Robber Wielded Machete In Garden City

The Third Squad reports the arrest of

Roosevelt man for attempted robbery that occurred on Aug. 26 at 8:18 p.m. in East Garden City.

According to detectives, a male armed with a machete ordered occupants out of their vehicle in the parking lot of Lifetime Fitness at 750 Zeckendorf Blvd. The victims fled with the key fob, rendering the vehicle inoperable. The subject fled on foot.

After an investigation, Elmer Marroquin was placed under arrest on Aug. 27. The subject was transferred to a local hospital for treatment of an unrelated illness.

Marroquin is charged with attempted robbery in the first and second degrees, menacing in the second degree and third-degree criminal possession of a weapon. He will be arraigned when medically practical.

Coalition Pushes For Fans To Attend Races As Riverhead Competition Gears Up

he New York Motorsports Coalition is not happy with Governor Andrew Cuomo, who is not giving racing facilities across the state a green light to host a limited number of fans.

This coalition, which consists of track operators throughout New York, the Specialty Equipment Market Association (SEMA), the Performance Racing Industry (PRI) and more, are making a convincing case for the governor to approve attendance at racetracks. With more than 60 racetracks in New York, many of which are family-owned facilities, there is a need for additional revenue.

And the coalition believes this can be done in a safe way. The coalition originally proposed that, starting on Aug. 28, tracks could have a 40 percent capacity for spectator events, mandating face masks and social distancing for both participants and fans. Come Sept. 19, a racetrack can push its capacity level to 70 percent through the end of the racing season since outdoor events have a lesser risk of spreading COVID-19.

“Racing facilities can reopen using the best practices from the CDC and from examples in other parts of the country with social distancing and requiring masks,” Christian Robinson, who is SEMA’s director of state government affairs, said on a Zoom call. “The racing season is not year-round, so their season is running short.”

Further, not allowing New York racetracks to open to fans is actually creating a larger risk of spreading the coronavirus. Fans are traveling to other states, which have relaxed some coronavirus orders, to attend races. Some, Robinson said, have even traveled to and from Canada in order to watch events.

Unlike other types of sports facilities, motor sports is unique in the sense that it is outdoors and with a large acreage at most tracks, people can spread out.

“It’s different from a football game or baseball game, where you’re cramming people into grandstands,” Robinson said. “It puts motor sports in a position to lead the way in terms of reopening.”

The coalition will continue to work with the governor’s office to come up with a plan that will eventually lead to full capacity in 2021. At that time, crews and fans alike will still be mandated to wear face masks and social distance.

“Track operators in the state will need to carry the coalition further,” Deery said.

But one of the positives from the pandemic is the advancement of technology at the local short track level.

Live streaming events, just like what Riverhead Raceway is doing, is enabling fans across the country to watch races they’d never even think of seeing.

“You’re sitting on Long Island and you can watch a race from Nevada or California this weekend,” Deery said.
