Williston Park Resident And NYPD Officer Accused Of Being Chinese Spy

n documents from U.S. Department of Justice, Williston Park resident and New York City Police officer Baimadajie Angwang was arrested and charged on Sept. 21 with acting as an illegal agent of the People’s Republic of China.

Angwang, 33, is a Tibetan native of the People’s Republic of China (PRC) and is a naturalized U.S. citizen who initially traveled to the United States on a cultural exchange visa. According to court documents, Angwang overstayed a second visa and eventually sought asylum in the United States on the basis that he had allegedly been arrested and tortured in the PRC due partly to this Tibetan ethnicity. As a police officer, Angwang was assigned to the 111th Precinct in Bayside where he served as a patrol officer.

o one, it seems, can attract and repel so many voters as President Donald J. Trump. It is a truism of politics that presidential elections always increase the turnout at the polls. This has consequences for what are called down ballot races.

“Andrew Garbarino is going to win,” Cairo asserted. “He’s a good candidate. He’s got experience in the [state] Assembly. He’s working very hard. And he’s going to continue in the mold of Peter King, with that great representation that Peter has afforded all the residents in his district.”

Glen Cove IDA Approves Garvies Point’s Newest Application

he Glen Cove Industrial Development Agency (IDA) just held a virtual meeting to vote on updated plans for the development of Garvies Point. The board approved the newest application, with a unanimous vote, which is being overseen by developer RXR. The updated application will have more waterfront views for Garvies Point condo units, including a total of 346 condos, an increase from the original 2016 proposal of 172 units in blocks E and F and 56 workforce condos in Block F. The original proposal also had a market-range rental building in Block E that would have 101 units. Block D originally would have a 50,000-square-foot office building with parking.

Resolution 4A for a sales tax extention was approved with all board members voting in favor.

Glen Cove Mayor and IDA Chairman Tim Tenke said he appreciated the community’s ongoing input in the development project.

The updated proposal will have a part of the open space relocated to take advantage of the waterfront view. There will be a restaurant at the ground level, outdoor seating and a wellness center with a spa, open to the public. As previously reported, the construction will be split into three phases, A1: 136 units/10 stories; A2: 75 units/eight stories; and A3: 135 units/nine stories.

RXR’s Joseph Graziose, who is the executive vice president of residential development, addressed the project’s success.

“We have completed the entire roadway in connection with the city,” he said before detailing the aforementioned construction that’s been completed. “RXR remains committed in completing its vision of the Garvies Point project. We’ve been successful in bringing new people to Glen Cove.”

As of now, Harbor Landing North boasts 177 units with construction completed. Harbor Landing South will have people moving in this month within the 208-unit building.

The Beacon has sold about 45 percent of 167 condo units.

Questions were raised during the IDA meeting about the upcoming

construction schedule, as well as affordable housing within the buildings.

There will be 71 affordable housing units available and seven or eight extra ones for the workforce units. Due to COVID-19, 108 days of construction were lost. But the full schedule will be available soon, RXR explained.

Another question about the restaurant being built came up, requesting information about its location near the water. Graziose explained it’s the

perfect place given the waterfront property, as well as the capability to have outdoor dining.

“The other thing this gives you by bringing the operation of the restaurant into the actual building is, when the building A’s all three phases is done, that restaurant will be an operation for the building of 346 units,” Graziose said. “Residents, in my experience, where you have the walkability inside their own building

to go to a breakfast and lunch type venue, offers a restaurant operator a much better revenue.”

Additionally, there will be free parking on the property, but discussions will be ongoing about overnight parking. More than 160 spaces will be added to lots D and E near the ferry.

Jim Gaughran Secures Two Major Grants

For Sea Cliff Village Library and Glen Cove

New York State Senator Jim Gaughran just secured a pair of grants that will support two key areas in the Town of Oyster Bay. The senator, who is in his second year in office, secured a $250,000 grant for the City of Glen Cove, as well as $50,000 for the Sea Cliff Village Library.

“We send so much money as taxpayers to Albany in income tax and sales tax, and it’s my job to get that money back to get our fair share,” Gaughran said in an interview with Anton Media Group. “They need to go to projects that local governments have for their citizens.”

The grant designated for the City of Glen Cove will assist in the repair of the Morgan Memorial Park Seawall, which is the last line of defense to protect the city from coastal erosion and storm flooding.

Ever since Superstorm Sandy, the seawall has been deteriorating.

“I went out with Mayor [Tim] Tenke, Legislator [Delia] DeRiggiWhitton and other officials to this historical seawall that, if it’s not repaired quickly, could be lost forever,” Gaughran said. “That’s vitally important to the beautiful wall at a beautiful park. If the wall continues to deteriorate or come down, you’re going to lose a lot of

beachfront and the wall is there to hold up a hill with trees and vegetation behind it.”

Tenke, who is the mayor of the City of Glen Cove, in a statement to Anton Media Group, explained that he is grateful for the $50,000 grant.

“Morgan Park is a treasure here in Glen Cove,” Tenke said. “Being that part of the park is along the waterfront, it does incur damage from heavy storms. We are grateful to Senator Jim Gaughran for securing us a grant, which will be used to repair the Morgan Park Seawall.

Senator Gaughran has proven to be a true supporter of the residents of Glen Cove, not just through his words, but his actions. This park is utilized by many people, and being

able to restore the Seawall will ensure many more years of enjoyment by the public.”

Residents from Glen Cove and Locust Valley often utilize Morgan Memorial Park for different activities, and the wall is meant to prevent flooding during hurricanes.

Prior to the pandemic, libraries across the island were struggling with funding. The $50,000 grant for the Sea Cliff Village Library will go to installing and furnishing a space specifically meant for teenagers.

The space will be considered a safe haven for students who are stuck at home as part of remote learning initiatives.

“Libraries have transformed to be community centers,” Gaughran said.

Development Of Jericho Shelter Halted

Nassau County judge has temporarily halted plans for a homeless shelter at the former site of the Hampton Inn on Jericho Turnpike in Jericho that drew protests from local residents.

The Sept. 22 preliminary injunction, granted

by Nassau County Supreme Court Justice Arthur Diamond, cited the developer’s failure to obtain permits and violations of zoning laws.

The plan was to house around 80 homeless families in the former hotel until more permanent housing arrangements could be made. Current town zoning restrictions allow temporary stays of just 30 days, and critics say it could potentially house the families for months.

The Town of Oyster Bay issued a stop-work order against the contractor in August, and later filed a temporary restraining order, which Justice Diamond issued.

Oyster Bay Town Supervisor Joseph Saladino said the town “will continue to enforce our zoning laws to protect our suburban quality of life. In doing so, we are representing and protecting our residents and neighborhoods.”

The injunction follows a series of protests against the project organized by the group Concerned Jericho Parents. Protesters said the money for the

Event organizer Jennifer Vartanov said her group wants to ask Nassau County Executive Laura Curran “to come forward and answer the many questions we have regarding the installation of the first mega-shelter in Nassau County.”

Community Housing Innovation (CHI), the nonprofit that would be managing the proposed center, operates 30 similar facilities across Long Island. The

executive director of CHI, Alexander H. Roberts, said in a statement, “Because most of our residents are children, we place a high value on safety and security. The [center] will have 24/7 security with 100 cameras connected to DVRs. Our resident support specialists will [ensure] that no drugs or other contraband pose a threat. The measures we take are welcomed by the overwhelming majority of families, who want a safe, nurturing environment to focus on getting back on their feet and into permanent housing.”

Speakers at the protest raised questions about the risk of COVID-19 transmission in the facility.

“Eighty-plus families living in close quarters in a hotel, and then having those children coming from the hotel to our schools is certainly a concern,” said event organizer Marc Albert.

They also raised concerns about the proposed shelter’s proximity to a local elementary school and busy intersection, and the burden that more children might place on their school district.

The nonprofit says the shelter in Jericho would only house families with children and the majority of those children wish to stay in their current school district. It would provide families with three meals a day as well as transportation to jobs and appointments, according to the organization.

Saltzman East Memorial Third Graders Receive Recess Backpacks

ith schools opening once again with many new procedures, Our Lady of Mercy High School student Madeline Gross, who is also the daughter of a Farmingdale School District third-grade teacher, initiated a community-minded project to help her mother’s class at Saltzman East Memorial enjoy their recess time while keeping socially distant and safe.

Gross brought her idea to her grandmother, Ann Lomonte, a member of the Women’s Club of Farmingdale (WCF). In no time at all, club members filled mesh backpacks with chalk, yo-yos, bubbles and single-use jump ropes that can be used individually by the students. In all, 82 backpacks were donated, enough for each third-grade student.

Hats off to “Maddie” for seeing a community need and finding a way to make it happen.

It’s obviously a family trait as Gross’ grandmother, Ann Lomonte, volunteered to help WCF President Tina Diamond participate in a GFWC (General Federation of Women’s Clubs) International Project—collecting empty pill bottles, with labels removed, to donate to medical facilities in disadvantaged areas world-wide. So far, more than 270 pill bottles have been collected.

Just before the start of school, the WCF Welfare Committee, chaired by Rosemary Emigholz, usually collects member-donated backpacks filled with school supplies to be provided to St. Kilian’s Outreach. For COVID-19 reasons, this year’s

Outreach asked for gift cards to Target and Walmart.

More than $500 in gift cards was donated and will be used by Farmingdale High School qualifying students for their school supply needs. And in July, club members donated 50 bags of nonperishable food items to supplement Outreach’s dwindling summer reserves.

In March, in honor of Dr. Seuss’ birthday, club members donated 37 Dr. Seuss books for pre-school children in need. Then WCF co-presidents Cheryl Parisi and Lorraine Stanton were finally able to deliver the books to the Eastern Nassau Head Start Program (operated by the Economic Opportunity Commission of Nassau County, Inc.) located at St. Francis de Chantal in Wantagh. This is one of eight locations on Long Island.

The Head Start Early Childhood Development Program offers a variety of services to preschoolers three to five years old and their families. They provide children with a place to learn through play.

Trained personnel supervise the classes of 16 to 17 children. The program consists of activities in art, language, math and science in a friendly, warm atmosphere. Nutrition, health, social services and psychological/speech therapy services are provided. Children with disabilities are welcomed. Visit www.eoc-nassau.org/head-start.

Hicksville Gregory Museum Upgrades HVAC System

o-founded by Gardiner E. Gregory (a longtime Hicksville High School teacher) and his late wife Anne Church Gregory, the Gregory Museum has been located at the Heitz Place Courthouse since it was moved there in 1973 from where it was originally founded at the Gregorys’ Cottage Boulevard home in 1963.

While the institution’s namesake passed away in 2005, it has continued serving the community as an earth science center. With Governor Andrew Cuomo’s New York State on PAUSE order in effect, nonessential businesses like museums were required to remain closed up until the end of August.

The Gregory Museum postponed all tours and activities as a means of complying with the order as a means of helping the community help decrease the spread of the virus.

With COVID-19 being an airborne virus, upgrading the building’s ventilation became a major priority. Legislators Rose Marie Walker and Laura Schaefer came to the rescue by approaching the Nassau County Legislature to request Community Revitalization Project (CRP) funding for an InterMunicipal Agreement (IMA) with the Town of Oyster Bay, to purchase, upgrade and install an

HVAC system at the museum. CRP funding is used to benefit local municipalities, fire departments, museums and schools. Walker was unequivocal in stating the importance of this upgrade for both public safety and historical preservation purposes.

Walker said. “This new heating, ventilation and air-conditioning system will allow for more than just public use of the museum, but also will help in preserving the one-of-a-kind history the Gregory museum contains. Historic artifacts and documents

need a climate-controlled environment to maintain integrity and this CRP funding provides that.”

Schaefer’s efforts helped fund two other projects besides the Gregory Museum HVAC upgrade. The Westbury Fire District will be receiving portable data terminals through a CRP grant. These terminals will be installed in each response vehicle in the care of the fire department. They will allow for full computer-aided dispatch information while responding to alarms. This advancement in technology will be of great benefit to coordination and response time for emergencies.

The final project allows the Garden City Fire Department to purchase portable radios for use during their emergency calls. These radios, replacing out-of-date equipment, will allow the department to coordinate and respond to fire and emergency calls and provide the best service.

“The residents in the 14th Legislative District are benefiting from these CRP funds, as their fire departments and museums will be updated and quality of life will be maintained,” Schaefer said. “I am happy to provide the means possible for these services, and look forward to seeing the funding go to good use.”

Williston Park Resident And NYPD Officer Accused Of Being Chinese Spy

n documents from the U.S. Department of Justice, Williston Park resident and New York City Police officer Baimadajie Angwang was arrested and charged on Sept. 21 with acting as an illegal agent of the People’s Republic of China.

In the criminal complaint, it states that between May of 2018 to present day, both dates being approximate and inclusive, Angwang knowingly acted in the United States as an agent of a foreign government without prior notification to the attorney general of the United States, as required by law. Angwang is being charged with committing wire fraud, making false statements and obstructing an official proceeding.

Angwang, 33, is a Tibetan native of the People’s Republic of China (PRC) and is a naturalized U.S. citizen who initially traveled to the United States on a cultural exchange visa. According to court documents, Angwang overstayed a second visa and eventually sought asylum in the United States on the basis that he had allegedly been arrested and tortured in the PRC due partly to this Tibetan ethnicity. As a police officer, Angwang was assigned to the 111th Precinct in Bayside where he served as a patrol officer and member of the precinct’s crime prevention team. He is currently assigned to the community affairs unit where his duties include serving as a liaison between the NYPD and the community served by the 111th Precinct. Angwang is also employed by the U.S. Army Reserve (USAR) where he currently holds the rank of staff sergeant and is stationed at Fort Dix, NJ. The court documents allege that since approximately 2018 to present, Angwang maintained a relationship with at least two PRC officials stationed at the Consulate in New York. One of the officials is believed to have been assigned to the China Association for Preservation and Development of Tibetan Culture—a division of the PRC’s United Front Work Department (UFWD). The department is responsible for, among other things, neutralizing sources of potential opposition to the policies and authority of the PRC. If village residents felt left out about the announcement of New Hyde Park Road reopening, they weren’t the only ones. At the Sept.

17 board of trustee meeting, board members mentioned their frustration about being given no notification until the very last minute.

“New Hyde Park Road was opened as you all know on August 24. I do want to extend my apologies to our residents as well as the rest of the community for the lack of notification. Unfortunately for myself, the mayor and the board, as well as the rest of the village hall, we were not aware of the opening until a half hour prior to reopening. I was walking to my home from work and all of a sudden I got a frantic phone call from the mayor and I popped up to New Hyde Park Road in 20 minutes.

Justice Court Cleared To Reopen Westbury Village Justice Thomas J. Liotti announced that the court will open on Wednesday, Sept. 30 for in-person proceedings. Except for administrative functions, it had been shut down by Governor Andrew Cuomo since March, as with all municipal courts.

Justice Robert Bogle, the administrative judge for all village courts in Nassau County, visited the court and approved it for reopening, making it one of the first in New York State to get such approval.

The court has taken all steps necessary to insure the safety of court personnel and all those who come before it by installing glass shields, observing social distancing and providing forms with the usual standard questions to be completed.

Everyone’s temperature will be taken and sanitizers will be available. No one will be admitted without a mask.

The court will schedule additional court dates until its docket is cleared of any backlog.

“In Westbury, justice is our first priority. We are taking all necessary

steps to insure the speedy trial and due process rights of all,” Liotti stated. “I am very grateful to Judge Bogle, Mayor [Peter] Cavallaro, Village Attorney Anna Vikse and our staff, headed by Court Clerk Rita Geraldi, all of whom have worked extra hard to bring about the opening.”

Liotti added, “I am inviting Governor Cuomo and our County Executive Laura Curran to our court so they can see what we have done to stop the spread of the virus. By using Westbury as an example, other courts may also be approved for reopening. We’re not doing Skype and Zoom, we’re doing the real thing, in person. Our federal and state constitutions require us to provide speedy, public trials to preserve the right of confrontation. We take an oath to uphold, protect and defend the constitutions, which we in Westbury intend to do.”

Liotti noted that the annual Constitution Day program that he hosts in September has been canceled, “but we’ll catch up next year.”

Great Neck Plaza BZA Hears Maple Drive Application

he Village of Great Neck Plaza Board of Zoning Appeals (BZA) recently unanimously voted to adopt a drafted decision by the BZA regarding an application for a multistory mixed-use building at 16 Maple Dr., Great Neck Plaza. This was after a discussion related to off-site parking spaces and an amendment made to remove a sentence addressing affordable housing units.

The virtual Zoom meeting was held on Wednesday, Sept. 23.

The application is being made by 87 Middle Neck Rd. LLC. Attending the BZA meeting was Jeffrey Wilks, principal and representative of the applicant, and its Garden City-based attorney Christopher Prior.

Village of Great Neck Plaza Attorney Richard Gabriele said the BZA had previously voted to grant requested variances for the application with certain conditions, and that he was directed to draft a fact-finding document.

According to the proposed BZA decision posted on the village’s website, the property consists of approximately 0.167 acres and it is currently occupied by a commercial building having primarily one level at grade. It formerly contained several small retail uses. It is now vacant except for one tenant, and is in a state of disrepair.

The applicant is proposing to demolish the existing structure on the property and construct a five-story mixed-use building having 2,936 square feet of retail space on the ground floor, and four residential floors above the ground floor, containing 13 residential units— two which would be affordable housing units.

The application was first made in late 2018, and was denied by the Village Commissioner of Public Services on the grounds that it required numerous variances from code. The applicant then subsequently applied to the BZA for the variances in March 2019, revising its initial application, and it was again denied by the Village Building Department. These variances included height limitation, parking extending beyond the site footprint, and the number of off-street parking space requirements.

as lead agency for the project’s review under the State Environmental Quality Review Act (SEQRA), and the board issued a conditional use permit and site plan approval on June 3. However, these did not eliminate the need for the variances.

At the Sept. 23 BZA meeting, Gabriele said he provided a copy of the proposed decision to BZA members as well as the applicant’s attorney. He said they received very few comments in response, however there was some concern that the necessity of obtaining four off-site parking spaces for the applicant to obtain a Certificate of Final Occupancy (CFO) was not clear enough.

As stated in the BZA decision, the applicant must provide at least one space for each non-commercial unit in the proposed building. There are nine on-site parking spaces at the proposed building’s underground parking garage, and since there are thirteen non-commercial units in the building, the applicant must arrange for at least four parking spaces off-site for the use of non-commercial tenants.

Prior then reported that since the previous BZA meeting, his client is having difficulty finalizing an

agreement with nearby Bond Parc Condominiums.

BZA Chairman Michael DeLuccia praised the project, saying, “we all agree this is going to be a nice addition to the village.”

But he added that the four off-site parking spaces are “a rather large compromise that we made, and this decision was made to put the onus on the applicant to get it done.”

Wilks explained his concern that he’s not certain of the logistics and costs with the four off-site spaces between the village and Bond Parc before signing an agreement and moving forward. However, he said this project is a group effort and he wants to work alongside everyone involved.

Gabriele said that if the applicant is unable to make a deal with Bond Parc for parking spaces, and he presents those facts to the village, he can try to work out a deal with the village.

On the two affordable housing units in the proposed building, Prior said his applicant would prefer to not have language in the agreement that expressly addresses workforce housing in a particular context.

Gabriele said the village has affordable housing in three of its districts,

and said it would create an issue if the off-site parking spaces were automatically given to the affordable housing units, and on-site spaces were given to other tenants.

At the end of the meeting, the BZA decided to remove one sentence regarding the affordable housing units because, among other reasons, the Board of Trustees addressed issues relating to the affordable housing units in its conditional use permit.

BZA members Eileen Falk, Richard Shapiro and David Kirschenbaum agreed that the sentence should come out. Marleen Gerber disagreed and Chairman DeLuccia deferred to Gabriele.

Going forward, Gabriele said there are a number of other agreements that need to be worked out between the village and the applicant, and depending on if there are delays due to the ongoing COVID-19 coronavirus pandemic, the demolishing of the existing structure and completion of the new building could be completed by mid-2022.

A New Era In Massapequa Park Mayor Daniel Pearl and Village Unity Party slate sworn in

t took nine months, but former trustee Daniel Pearl was finally sworn in as mayor of the Incorporated Village of Massapequa Park on Monday, Sept. 21. Also taking an oath to serve as newly elected trustees were running mates Dana Durso and Todd Svec.

Pearl defeated interim mayor Teresa Spinosa, who was coming off an 18year stint in public service as a trustee and deputy mayor. Spinosa became interim mayor when former Mayor Jeff Pravato was voted as the Town of Oyster Bay Receiver of Taxes during the November 2019 elections. Pearl, a trustee for the past seven years, resigned his position back in January after announcing his intention to run along with Durso and Svec under the Village Unity Party banner.

Rounding out the race was local resident and Just Get It Done Party candidate, Dr. Cynthia Paulis. With the pandemic hitting in mid-March and New York State imposing mandates that postponed all local referendums, the March 18 special election that should have only had a two-month campaign season instead stretched to nine months and culminated on Sept. 15. Pearl wound up pulling in 1,536 votes, Spinosa tallied 536 and Paulis came in with 371. While Pearl, a lifelong resident and the current Town of Oyster Bay deputy commissioner of the department of public works in charge of sanitation and solid waste, won handily, Spinosa claimed in an official statement that an influx of financial support to Pearl’s war chest from village outsiders allowed him to run a negative campaign during the extra six months the election ran. As far as Pearl is concerned his victory came based on the issues his party ran on and as for accusations of outsider influence, including one source reporting the town’s Republican Party donated $40,000 to his coffers, Pearl explained he raised $20,000 via two separate fund raisers attended by family and friends and flatly denied the accusation.

But on this evening, any campaign recriminations were cast aside as Pearl took his oath of office surrounded by family and friends. Sworn in

a point of thanking Spinosa, former trustee Rich Begandy (who lost his seat) and current trustee Tina Schiaffino, who served as the master of ceremonies for the evening. He also

thanked a number of town officials that were in attendance including Pravato and Assemblywoman Vicki Walsh. In keeping with the issues he campaigned on, Pearl pledged that he and his board would make elected officials contribute to their health insurance, aid downtown businesses economically reeling from the pandemic and ease the building permit process while ensuring sensible code enforcement.

“Todd Svec, Dana Durso and I are committed to this community,” Pearl said. “We will put people first, and never politics. We are committed to keeping taxes down and making government accountable. We will ensure that the streets will continue to get repaved, that graffiti gets removed and that village government effectively communicates with local law enforcement to protect our quality of life and the safety of all our families.”

Durso, a licensed real estate agent who has owned a number of local eateries, including Vincent’s Pizzeria on Boundary Avenue and Marinos on Carmans Road, was sworn in by Town of Oyster Bay Councilman Thomas Hand. Svec, the proprietor of Arlo Drug Store, was administered his oath by longtime friend and Town of Oyster Bay Councilman Steven Labriola. While the latter included personal anecdotes about Svec and Durso prior to swearing in the former, he saved his greatest praise for Pearl.

“I’ve known him basically my entire adult life,” Labriola said. “We have worked together, both in politics and in government. I knew seven years ago that there was something very special about Dan Pearl and I had the privilege of recommending him to fill a vacancy as trustee for Mayor [Jim] Altadonna at the time. I’ve watched him become a real asset to this village over the years. I’m so proud of him and I’m so proud to be able to call him my friend. I know the village is in very good hands with this team, that cares so greatly about the people of this community and about keeping it one of the greatest places to live and to raise a family.”

RUTH BADER GINSBURG: A ‘SUPREME’ JUDICIAL GIANT As I was celebrating Rosh Hashanah with my family last Friday evening, I learned of the tragic passing of Supreme Court Justice Ruth Bader Ginsburg. Her death hit me like a punch in the stomach, leaving me breathless and scared because the true impact of her death may not be truly felt or appreciated for years to come.

An American trailblazer and icon like Justice Ginsburg comes along very rarely in

our history and her legacy in championing equality and civil liberties for all Americans is carved into American jurisprudence for generations to come.

However, with a president who has no regard or appreciation for our democracy and its pillars that keep its foundation strong and what I had believed to be indestructible, I am fearful that her legacy could very well be weakened, rendered de minimis or even erased. By

adding another narrow-minded and biased judge to the court, he could thereby facilitate the reversal and nullification of the progress this country has seen over the past 50 years in civil rights, women’s rights, LGBT rights and marriage equality, privacy rights and abortion rights.

Justice Ginsburg’s death has brought our country to a tipping point. We must fight to preserve and protect the

fundamental rights bestowed on us all as a result of her life’s contributions as a selfless, dedicated, relentless trailblazer. I firmly believe she would be disappointed in all of us if we didn’t seize this opportunity to carry the torch that she lit and carried for 87 years.

May she rest in peace and may her memory be a blessing for each and every one of us.

Real Solutions To The MTA Five-Alarm Fire & 12 Billion Shortfall MTA Chairman Pat Foye claims he is facing a “five alarm fire.” The solution requires fare box revenue, City Hall, Albany and Washington to all pitch in to put out the fire. Earlier in the year, the MTA requested $3.9 billion in additional funding. After receipt of $3.9 billion in CARE COVID19 funding, the MTA announced they needed another $3.9 billion. Today, it is $12 billion. What will it be tomorrow? Several weeks ago, it was a four-alarm fire. Now it is a five-alarm fire. What will it be tomorrow? MTA Chairman Patrick J. Foye reminds of Pinocchio.

As I previously noted, there is still $12 billion or more worth of Federal Transit Administration (FTA) funding projects in active open grants. Why has the MTA refused to conduct a forensic audit to determine unspent available balances? The FTA issued guidance on March 13 that gave all transit agencies permission for reallocation of funding from capital projects in existing grants to use toward COVID-19 expenses. The same applies to 2020 and future 2021 formula funding under various FTA grant programs.

as part of many capital projects and consultant contracts (how much of this work could be performed by in-house forces) should be reallocated toward paying for COVID-19 expenses. Creating College Friendships In The Time Of COVID-19 As many colleges reverse course merely days before they were set to begin in-person instruction, and as some abandon their plans after already having opened, many students are left scrambling and making last-minute arrangements during the pandemic. Since the pandemic, the soup kitchen needs help more than ever as unemployment and the number of people needing food assistance spike. The art studio and their students had originally planned for another fund raising art exhibition in June 2020, which had to be canceled due to the pandemic. Despite challenge of lacking traditional fund raising channels, the young artists found an alternative and creative mean to support Holy Apostles Soup Kitchen and those it serves. In August, nine of Sally Studio’s art students teamed up to design high quality, printed tote bags using their original artworks. The students sold the bags for $15 each, with 100 percent of the proceeds being donated to the soup kitchen.

“The pandemic has severely limited the fund raising capabilities of the Soup Kitchen,” art teacher Sally Feng said. “We at Sally Studio Art center are really proud to be part of this.”

Terian took the reins as president and CEO in 2002 and built on the legacy of her late husband. An architect by training, she has put her background to good use when it comes to designing new facilities, including one dealership that was made completely environmentally friendly. She has supported her employees by introducing new training programs and strengthened opportunities for women.

Fifth grade students from Lee Road Elementary School in the Levittown Public Schools observed International Dot Day on Sept. 15. The special day was created based on the Peter H. Reynolds book The Dot. The story encourages students to “make their mark” in the world and has inspired students

across the globe to create, have courage and collaborate. At Lee Road Elementary School, fifth graders in Eileen Vogel and Valerie Dillon’s classes read The Dot and discussed the theme of perseverance. The students then participated in a connect the dots activity with pictures containing up to 600 dots.

Oyster Bay Town Councilwoman Michele Johnson announced that the popular Toddler Arts & Crafts program will return during the months of October and November. This eight-week program offers classes at the town’s Oyster Bay Ice Skating Center Community Room and Hicksville Athletic Center and is open to children ages 2 through 4 and begins on Oct. 13. Registration begins Tuesday, Sept. 29, from 1 to 4 p.m. at the town’s parks department recreation office located in Town Hall South, 977 Hicksville Rd., in Massapequa.

“Classes fill up quickly on a first-come, first-serve basis, so register today,” Johnson said.

Residents who sign their toddler up for the program must choose one class per week, per child. Classes will take place on: • Tuesdays at 10 a.m. for two-year olds and 11 a.m. for three-and-four-year olds at the Ice Skating Center Community Room in Bethpage; • Wednesdays at 10 a.m. for two-year olds and 11 a.m. for

three-and-four-year olds at the Hicksville Athletic Center in Hicksville; and • Thursdays at 10 a.m. for two-year olds and 11 a.m. for three-and-fouryear olds at the Ice Skating Center Community Room in Bethpage.

Each class is approximately 45 minutes. The cost of the program is $25 per child who is a town resident and $30 per child whose caregiver is a town resident, but not the child. Space is limited and upon registration, the child’s birth certificate and a tax or utility bill will be required to validate age and proof of residency. A guardian must be present during the class.

To protect your health and safety, all participants and parents must wear a mask for the duration of the program.

Fatal Car Accident In Bethpage Homicide Squad detectives report the arrest of a Massapequa man for an incident that occurred on Sept. 22 at 10:35 a.m. in Bethpage.

According to detectives, while traveling southbound on Stewart Avenue near the intersection of Linden Avenue, 30-year-old John Cappello crossed over into oncoming traffic while operating his 2000 Mitsubishi Monteiro and was in a collision with a northbound 2019 Nissan Rogue operated by a 74-year-old female. As a result of the collision, the female operator was transported to an area hospital and was later pronounced deceased by a staff physician. Her name is being withheld pending family notification.

Cappello was also transported to an area hospital and was admitted for a non-life threatening injury.

A subsequent investigation revealed that Cappello was operating his vehicle in an intoxicated condition and was placed under arrest.

Cappello is charged with second-degree manslaughter, second-degree vehicular manslaughter, second-degree assault and driving while intoxicated. He will be arraigned when medically practical.

DWI Arrest In Roslyn The Nassau County Police Department reports the arrest of a New York man for DWI—Leandra’s Law on Sept. 20 at 4 a.m. in Roslyn.

According to police, 27-year-old Bryan Ramirez was operating a 2002 Gray Acura traveling westbound on the Long Island Expressway near exit 37. Ramirez was observed by officers making multiple lane changes unsafely. Officers activated their emergency lights and conducted a vehicle and traffic law stop. A subsequent investigation was conducted and Ramirez was placed under arrest without incident. The vehicle’s passengers included two minor children, ages 2 and 6 years old. The children were released into the custody of their mother.

Ramirez is charged with two counts of aggravated driving while intoxicated (child under 16) under the Leandra’s

Queens Man Arrested In East Garden City For Weapon Third Squad detectives report the arrest of a Queens man for criminal possession of a weapon that occurred

on Sept. 16 at 7:25 p.m. in East Garden City.

According to detectives, police responded to a 911 call for a miscellaneous complaint at 208 Ellington Ave. Upon arrival, officers were informed the building’s maintenance department was contacted about a water leak. After conducting the repair, the maintenance technician felt the broken pipe may have been caused by a discharged firearm and contacted police.

Three subjects were observed jumping from a second-floor balcony. Prior to jumping, an object was thrown to the ground. The subjects fled on foot.

A short time later the subjects were located in the vicinity of Commercial Avenue and Quentin Roosevelt Boulevard and a thorough investigation was conducted. It was determined that a handgun was the object thrown to the ground when police arrived.

Twenty-five-year-old Kayshawn Joseph was arrested. Joseph is being charged with second-degree criminal possession of a weapon, third-degree criminal possession of a weapon and criminal possession of a firearm.

He was arraigned on Sept. 17 in Mineola.

ntroducing your pet to a new family member is a task that can be done effectively, when given the proper strategies and guidance. Certified professional dog trainer Michelle LaMarca Knapp said pet owners need to create a new routine in order for the dog to adjust to the new baby that’s coming.

“If you feed your dog twice a day at 8:30 a.m. and 5 p.m. in the evening, you’ve got to start to vary that a little bit,” LaMarca Knapp said. “They may eat a little earlier one day and a little later for dinner. You need to work up to that so the dog stops anticipating its food at a different time. Same thing with walks. They have a regular bathroom routine. If you have to walk the dog, you’re going to have to switch it up or probably think about bringing in a dog walker. Especially in the first few months with a newborn, when life is so unpredictable.”

She suggests getting a dog walker a few months before the baby is due, so that the dog can have time to build up a relationship with the person. If your pet enjoys spending time with other dogs, LaMarca Knapp said dog day care centers are another option to keep pets socialized.

She said there is an important adjustment that has to be made between the parents and the dog.

“Once the baby comes, you’re not going to have the time or the inclination to spend as much time with your

wo hundred and forty million. That’s the number of calls Americans make every year to 911. And if you ever wondered what happened inside those call centers, wonder no more.

ABC’s brand new show Emergency Call, which is hosted by actor Luke Wilson, will give viewers a first-hand look at the dramatic moments that lead up to the arrival of help rather than the events of what happens after firefighters, police or emergency medical services teams arrive.

The hour-long episodes will focus on the extreme, suspenseful and sometimes humorous stories that flood 911 call centers.

“Earlier this year, the producers got in touch with me and just wanted to see if I was interested in it,” Wilson said about how he became involved with the show. “For me growing up, my favorite section of The Dallas Morning News was always the metro section, which is part of the paper that dealt with not just crime, but car crashes and different things like that. I was always interested in where something happened, what time something happened, their name and their age—all that kind of stuff. It was always a short paragraph or just four sentences and I would always wonder what the rest of the story was. I was always into that and was just more focused on the police. You see shows about the police and firemen growing up, but you never thought about the call takers.

EMERGENCY CALL continued When I started talking to the producers of the show, I thought, ‘Wow. This really ties back into that’ and it was just something I never really thought about. You never really see the people who are the first link in the chain of first responders.”

In the first episode, the show chronicles heart-pounding stories about rising flood waters in New Orleans that suddenly have people stranded on a highway inside their cars, a teenager’s scary encounter with a bear who is stalking her through the Alaskan wilderness, a granddaughter being coached through the phone on how to perform CPR on her unconscious grandfather, and more.

“Viewers will get a really good glimpse of what the people are like who take these calls,” Wilson said. “What struck me the most was how sharp these people are in terms of multi-tasking. They’re not just getting your address and what happened. A lot of times they’re having to calm you down and it’s difficult to just get the address. One of the funny things these call takers said is that people would be surprised when you ask someone where they live and they say, ‘It’s the blue house on Wall Street’ and then they hang up. And I saw that happen multiple times where it’s a domestic disturbance and someone would say the street they live on and hang up. This one call taker had a funny thing where she said if someone is over 40 and she’s having trouble getting their address, she’ll tell the caller if she was going to send a letter to the caller, where would she send it and then the caller gives her the [actual] address. So they figured out these shortcuts to get the facts of exactly where someone lives.”

So why is a show such as Emergency Call

important to have on television?

“When I would visit these call centers, there would be these little lulls and I’d get the chance to have these good talks with people where they’d say that people just don’t call 911 because they’re having a good day. I hope people will get a sense of how great and sharp these people are, and also how empathetic they are. I’ve heard these crazy action packed calls and then I heard a heartbreaking call where a couple of weeks ago I was down south of LA in a call center and a woman called with Alzheimer’s and this incredibly kind call taker talked to this woman, who didn’t know what year it was or where she lived. My heart kept breaking and this call taker kept talking to this woman who would get suspicious and would ask, ‘Why are you asking me all these questions?’ Having people with this disease, I knew exactly what the call taker was dealing with and how daunting a task it is. There’s these action packed calls that we have on the show, but there’s also these touching calls where you realize they [call takers] really are a part of the community.”

Besides being host of Emergency Call, Wilson has established himself as of one of the most versatile actors of his generation with his indelible performances in broad comedies, thoughtful dramas and provocative independent features. Some of his credits include Wes Anderson’s Bottle Rocket, Rushmore, and The Royal Tenenbaums; The Skeleton Twins opposite Bill Hader and Kristin Wiig; Old School with Will Ferrell and Vince Vaughn; the Legally Blonde franchise with Reese Witherspoon and more. So what is next for Wilson this year and for 2021?

“I have a great period football movie called 12 Mighty Orphans and that’s finished and should be coming out in 2021,” Wilson said. “We’ll figure out how and where people can watch. I would imagine it will be an on-demand type movie. Next month, I go back to work on DC’s Stargirl for my second season of that, which I’m really excited about.”

When a board of education of a school district elects to receive proposals submitted in response to a request for proposals, such board of education shall evaluate each proposal from a responding contractor according to criteria established by the Commissioner of Education, which criteria shall include, at a minimum: (i) the previous experience of the contractor in transporting pupils, (ii) the name of each transportation company the contractor has been an owner or a manager, (iii) a description of any safety programs implemented by the contractor, (iv) a record of accidents in motor vehicles under the control of the contractor, (v) driving history of employees of the contractor, (vi) inspection records and model year of the motor vehicles under the control of the contractor, (vii) maintenance schedules of the motor vehicles under the control of the contractor, (viii) financial analysis of the contractor, (ix) documentation of compliance with motor vehicle insurance requirements, and (x) total cost of the proposal.

Proposals will be evaluated and awarded based on the following criteria by the School District pursuant to Sections 305 and 3625 of the Education Law and Section 156.12 of the Regulations

of the Commissioner of Education.

Notwithstanding the provisions of any general, special, or local law or charter, a board of education or a trustee of a district, pursuant to rules and regulations promulgated by the Commissioner, may award a contract for the transportation of pupils involving an annual expenditure in excess of the amount specified for purchase contracts in the bidding requirements of the General Municipal Law in compliance with the bid law or subsequent to an evaluation of proposals submitted in response to a request for proposals prepared by or for the board of education or trustee of a district. The Commissioner, in addition to his existing statutory authority to approve or disapprove transportation contracts, may reject any award of a transportation contract that is based on an evaluation of proposals submitted in response to a request for proposals if he/she finds that (1) the contractor is not responsive to the request for proposals or (2) the proposal is not in the best interests of the district.

Security in the form of a bond or certified check payable to the Carle Place Union Free School District in the amount of ten percent (10%) of the first year of each contract is required to be submitted with each proposal. A performance and payment bond in a sum of 100% of the annual amount for each of the contracts may be required as set forth in the request for proposals.

Proof of the ability to furnish a performance bond in the amount of 100% for each year of the contract must also be submitted with the bid.

he New York Islanders surged in the NHL Playoffs, reaching the Eastern Conference Finals, and on the heels of a big win before they were eliminated, the team gave back to the fans with an exclusive “I Love NY” Islanders t-shirt across the tri-state area.

The team partnered with a number of bars and restaurants to serve as

pick-up locations while brand ambassadors visited select neighborhoods to spread the playoff hype for the Blue and Orange. The energy of the fans during the playoffs was tremendous, with even the players from other teams in the NHL bubble noticing all of the messages of support, thanks to the power of social media.

The New York Islanders Hockey Club has seen ticket demand skyrocket over the last month. Recently, the Islanders set an all-time record for season ticket sales, driven by the team’s playoff success and by the recent launch of UBS Arena at Belmont Park. Only 20 percent of season tickets remain available for the inaugural 2021-22 NHL season.

“As the team heads into the second round of the playoffs, the unprecedented demand for season tickets adds a new level of excitement about the team,” Islanders co-owner Jon Ledecky said. “The support from our loyal Islanders fans across the metro New York region has been tremendous.”

The Islanders also expect to be sold out of premium inventory by early next year. UBS Arena at Belmont Park has sold more than one-third of its suite inventory in the last two weeks.

“We are thrilled to see this strong response to UBS Arena at Belmont Park, which will be the state of the art sports and music venue in the market,” Tim Leiweke, CEO of Oak View Group, a partner in UBS Arena at Belmont Park, said.
