School Budgets Garner Overwhelming Support BY FRANK RIZZO

arle Place and Westbury school district residents gave strong assent to their public schools’ 2019-20 budget plans on May 21. In this, they joined voters from across the state; according to an analysis by the New York State School Boards Association (NYSSBA), 98.4 percent (663 out of 674) of public school district budgets passed. The NYSSBA, in a press release, revealed that “In the eighth year of the state’s property tax cap, 657 districts proposed budgets with tax levies that were within their caps and required only a simple majority to pass. Of those districts, 99.5 percent saw their budgets pass. The average budget passage rate since 1969 is 86 percent. Since the introduction of the tax cap in 2012, the average passage rate for school district budgets is 98 percent.” Here’s a look at school budgets within the Westbury area:

Carle Place By a 435 (81 percent) to 101 margin, voters approved the 2019-2020 budget of $50,224,682. The operating expenses represent a 1.59 percent change from the current year budget.
The estimated 2019-20 tax levy is $43,197,689, a 1.59 percent change from the current year tax levy. A slightly higher number (448 to 76, 85 percent) of voters approved ballot Proposition 2. It authorizes the district to “appropriate and expend a total amount
not to exceed the total estimated cost of $2,075,000 from the capital reserve fund established by voters [in 2017], for Phase IV abatement and reconstruction costs at the Rushmore Avenue School (four classrooms on the second floor and related hallway and stairwell areas); Cherry Lane large playground area and related area asphalt replacement; and various district-wide air conditioning unit replacements.” Incumbent board Vice President Lawrence Zaino Jr. ran unopposed for the one expired seat and garnered 483 votes. “Thank you to the Carle Place School District community for their consistent, generous support of our school district. Our amazing students are a clear reflection of this wonderful community,” said Superintendent of Schools David Flatley, “The board of education would like to thank the community for their ongoing support in passing the budget

wenty girls from Westbury High School took part in a Girls, Inc. field trip to Republic Airport in Farmingdale on May 23. The young women took advantage of the opportunity to meet the GEICO Skytypers, discussed potential career paths in aviation, and climbed aboard famous vintage WWII aircrafts. Pilots Tom Daly and Jim Record were their guides. Record, a Garden City resident, told the Westbury Times he has been with the Skywriters since their formation. The former Navy and commercial pilot, who flew 747s for Delta, said he enjoyed giving the tours. “That’s the only way young people get exposed to aviation,” he said. “And that’s how we all start, when we were young.” The students are a part of Girls Incorporated, of Deer Park, that provides school and community-based programming to serve the unique needs of girls, ages 5-18, living in Nassau and Suffolk Counties. “Through program participation, girls learn the skills to become leaders in their communities, leading to exponential change and gender equity,” according to a printout.
The event, noted a press release, was a “precursor of a very female forward show. For the first time, four female pilots will be featured including U.S. Air Force Thunderbird Captain Michelle Curran, an experienced fighter pilot who flies aircraft No. 6 as the team’s Opposing Solo. Joining Captain Curran on the jet team is No. 10 Captain Lauren Venturini, an executive officer on the team and No. 11 Captain Kassandra Mangosing, the team’s maintenance officer.” In addition, “esteemed Aviatrix Jessy Panzer, one of the world’s leading female aerobatic pilots, will also be making her Bethpage Air Show debut this year, joining legendary pilot Sean Tucker who retired his solo performance last year. Panzer will fly the Oracle Extra 300L alongside Sean D. Tucker’s Oracle Challenger III.”

SCHUMER SUPPORTS CCPA Dear Fellow Legislator: I write to express my support for the passage of the Climate and Community Protection Act (CCPA) (S.2992/A.3876), introduced in the New York State Assembly by Assembly Member Steve Englebright and in the Senate by Senator Todd Kaminsky. I applaud them, the broad coalition of environmental, labor, community and economic justice groups supporting the bill, and the bills’ 68 assembly and 35 Senate sponsors for their leadership and commitment to passing this bold climate change policy for the state—one that will help vulnerable communities and create a tremendous number of new, family-sustaining jobs for fellow New Yorkers. We live in unprecedented times. We are witnessing human-caused climate change—in the form of increased severe storms, floods, droughts, wildfires and other extreme weather events—causing loss of life and damage to people’s livelihoods all over the country and world. The global scientific consensus has called on governments, industry and civil society to take action now to keep temperatures from rising above levels that would lead to long-term catastrophic climate change impacts. I believe we must prioritize the urgency of climate change and the need to take bold steps to aggressively confront it, and that is exactly what the CCPA does, and it is what I am fighting for in the U.S. Congress. I have insisted that any federal infrastructure plan must have clean-energy and pro-climate policies, including investments in electric vehicles, energy efficiency and a modernized electric grid to aid the transmission of renewables like wind and solar. Likewise, I am fighting for the inclusion of battery storage, electric vehicle and additional wind and solar tax incentives as part of any tax extenders package. Along with our valued partners who lead
the House of Representatives, we will also push in the appropriations process for funding for cleaner electric buses, resiliency, equitable clean-energy transitions and energy-efficient building incentives. I have also formed a Senate Democrats Special Committee on the Climate Crisis to continue to highlight the need for a bold climate change agenda. While New York has taken some very significant steps to address these challenges, more remains to be done. As states, municipalities and other local jurisdictions around the country responding to the lack of leadership from the current administration take on the mantle of passing ambitious climate legislation that supports equitable transition to 100 percent clean, renewable energy, New York can take a leading role in reducing emissions and investing in communities that are affected by the impacts of climate change. From farms across the state battling changing weather patterns, to cities facing urban heat risks, to the many communities on New York’s coasts threatened by storms and rising water levels, New Yorkers are already facing the impacts of climate change. As we address these challenges, we must also keep sight that communities that have faced historic discrimination, oftentimes low-income communities and communities of color, often bear too much of the burden of industrial pollution and can also be at greater risk
of climate change impacts. In addressing climate change, we must protect and invest in the communities that are the most vulnerable. The CCPA before the legislature, if passed, would be the most robust climate policy package passed by any state in the country. The legislation calls for a just transition to a renewable energy economy, good jobs for many tens of thousands of New Yorkers, and investment in communities at the front lines of climate change and pollution. The CCPA mandates New York State achieve 100 percent greenhouse gas emissions reductions and a transition to renewable energy, economy-wide, by 2050. The bill directs 40 percent of all state energy investments to benefit disadvantaged communities, and creates strong wage and contracting standards for jobs that will be created in a renewable energy transition. The CCPA represents an achievable framework for implementing the kind of changes we need to boldly confront climate change. Passage of the CCPA would position New York to lead the national debate on how we can tackle climate change and would offer an example for other states to follow—on how to do so while also building a more just and equitable economy. With the CCPA, New York State can reduce emissions and catalyze green infrastructure development with projects like community solar, energy efficiency retrofits, offshore wind, electric
buses, mass transit expansion and more. A transition to a 100 percent clean, renewable energy economy is estimated to create more than 200,000 jobs in New York in the first decade. Taking bold action today is a down payment on the state’s future. If we rise to the climate challenge, we can create tens of thousands of good clean energy jobs, while we protect vulnerable communities—and secure a viable and vibrant future for those who will come after us. Cherry Lane Bridge Replacement Starts June 1
T
he Long Island Rail Road today announced on May 24 that crews working on the LIRR Expansion Project will replace the 66-year-old bridge that carries the main line over Cherry Lane in Carle Place. The work will result in a 48-hour suspension of train service between Mineola and Hicksville on the weekend of June 1-2. Crews have assembled a new bridge at Cherry Lane in Carle Place, at the western end of the Carle Place station. On the weekend of June 1-2, workers will cut away the existing bridge and move a new bridge into place, using a technique that was recently used less than a mile east in October 2017 when the railroad replaced the Post Avenue Bridge in Westbury. The new bridge at Cherry Lane will be wider, with a third bay to support the Main Line’s future third track. It is expected to improve train service by reducing the potential for the bridge to be struck by overheight trucks, incidents that temporarily cause trains to operate at slow speeds. The new bridge will have a height of 14 feet, an increase of 1 foot, 2 inches over the current height of 12 feet, 10 inches. The LIRR is adding express trains between Babylon and New York City to help customers travel. Elsewhere, trains will operate at normal service intervals, but on adjusted schedules,
on the Far Rockaway, Hempstead, Long Beach, Montauk, Port Washington and West Hempstead branches, and between Ronkonkoma and Greenport. Main Line trains will operate hourly between Mineola and Penn Station, with stops at Merillon Avenue, New Hyde Park and Jamaica. Carle Place Civic Fun Run Goes Wilde The Carle Place Civic Association held its annual 5K Fun Run on May 19, naming it in honor of longtime members Margaret (Peggy) and Jim Wilde. Peggy, who died last December, chaired the run for many years. The race started and ended at Carle Place Middle-High School. At left are the top male and female finishers, Matthew Diequez and Ursula Babino. At right, Patricia Wilde crosses the finish line with her father Jim. This was the first time Jim participated in the race; previously, he helped his wife with all the myriad activities involved in planning and operating a road race.
