Our vision is to “Empowering Communities and Changing Lives” by helping individuals, families and communities achieve their full potential. Moderator Kofi Annan—
kofiannan321@gmail.com Kofi Annan founded The Activated People (TAP), Virginia-based a non-profit organization dedicated to fighting for racial and gender equity. TAP formed the only statewide coalition dedicated to transforming policing in the Commonwealth. In addition, Kofi spearheaded the creation of the Northern Virginia Equity Agenda Coalition, which is comprised of over two dozen organizations and marks the largest coalition of its type dedicated to promoting racial & gender equity. The NOVA EAC has accomplished a great deal since its founding including successfully lobbied for the release of over three dozen non-violent incarcerated individuals from the Fairfax County Detention Center to reduce the risk of the spread of COVID-19 in the jail; successfully lobbied for the collection and release of racial and location data of positive COVID-19 cases in Fairfax County; twice successfully lobbied local and state governments to extend eviction moratoriums to prevent the eviction of tenants impacted by COVID-19; and raised over $6,500 to purchase over 20,000 facemasks for lower-income & minority northern Virginia residents.
Kofi previously served two terms as the president of the Fairfax County National Association for the Advancement of Colored People (NAACP). The branch led multiple successful advocacy efforts including convincing the county to designate over $10M for affordable housing and police body-worn cameras; helped draft the county’s first police body-worn camera policy; adoption of county-funded study aimed at eliminating racial disparity in police use of force; reform of the County’s School Resource officer policy which led to an almost 60% reduction in student arrests; and successfully advocated for the Fairfax County Public Schools to reform their teacher hiring practices to help reduce discrimination against African American teachers. Under his leadership, the branch was awarded the Thalheimer Award, a national NAACP recognition as the best unit of its size in the country. He also served as the Virginia State Conference NAACP Criminal Justice Committee Chair, where he led the first-ever state-wide Criminal Justice Symposium. Mr. Annan proudly served eight years in the U.S Army. He holds a Master’s of Science in International Relations from Troy University, and a Bachelor of Science in Criminal Justice with a minor in Psychology from Tennessee State University.

Proposed Amendments for 2020 PROPOSED CONSTITUTIONAL AMENDMENT #1 Article II. Franchise and Officers. Section 6. Apportionment. Section 6-A. Virginia Redistricting Commission BALLOT QUESTION
Should the Constitution of Virginia be amended to establish a redistricting commission, consisting of eight members of the General Assembly and eight citizens of the Commonwealth, that is responsible for drawing the congressional and state legislative districts that will be subsequently voted on, but not changed by, the General Assembly and enacted without the Governor's involvement and to give the responsibility of drawing districts to the Supreme Court of Virginia if the redistricting commission fails to draw districts or the General Assembly fails to enact districts by certain deadlines? EXPLANATION
Current Law: Under the current Constitution, the General Assembly and the Governor are responsible for drawing new election districts for the U.S. House of Representatives, the state Senate, and the House of Delegates. These districts are required to be compact and contiguous, and to have populations that are equal to each other. Proposed Law: The proposed amendment would shift the responsibility of drawing these election districts from the General Assembly and the Governor to a bipartisan commission, made up of 16 persons, half being members of the General Assembly and half being citizens of the Commonwealth. This commission would draw the election districts for the U.S. House of Representatives, the state Senate, and the House of Delegates and then submit the maps to the General Assembly for approval. If the commissioners are unable to agree on proposals for maps by a certain date, or if the General Assembly does not approve the submitted maps by a certain date, the commission is allotted additional time to draw new districts, but if maps are not then submitted or approved, the Supreme Court of Virginia becomes responsible for drawing these election districts. The eight legislative commissioners are appointed by the political party leadership in the state Senate and the House of Delegates, with an equal number from each house and from each major political party. The eight citizen commissioners are picked by a committee of five retired circuit court judges. Four of the retired judges are selected by party leaders in the Senate and the House from a list compiled by the Chief Justice of the Supreme Court of Virginia. These four judges pick the fifth judge from the same list. This selection committee then chooses citizen commissioners from lists created by party leaders in the Senate and the House. Members and employees of Congress or the General Assembly cannot be citizen commissioners. Each party leader in each house gives the selection committee a list of at least 16 candidates, and the committee picks
two from each list for a total of eight citizen commissioners. For a plan to be submitted for the General Assembly’s approval, at least six of the eight citizen commissioners and at least six of the eight legislative commissioners must agree to it. Additionally, for plans for General Assembly districts to be submitted, at least three of the four Senators on the commission have to agree to the Senate districts plan and at least three of the four Delegates on the commission have to agree to the House of Delegates districts plan. The General Assembly cannot make any changes to these plans, and the Governor cannot veto any plan approved by the General Assembly. The amendment also adds a requirement that districts provide, where practicable, opportunities for racial and ethnic communities to elect candidates of their choice. A “yes” vote will make a bipartisan commission responsible for the initial drawing of election districts. A “no” vote will leave the sole responsibility for drawing the districts with the General Assembly and the Governor. FULL TEXT OF AMENDMENT
[Proposed new language is underlined. Deleted old language is stricken.] Amend Section 6 of Article II of the Constitution of Virginia and amend the Constitution of Virginia by adding in Article II a section numbered 6-A as follows: ARTICLE II FRANCHISE AND OFFICERS Section 6. Proposed Amendments for 2020 PROPOSED CONSTITUTIONAL AMENDMENT #2 Article X. Taxation and Finance. Section 6. Exempt Property BALLOT QUESTION
Should an automobile or pickup truck that is owned and used primarily by or for a veteran of the United States armed forces or the Virginia National Guard who has a one hundred percent service-connected, permanent, and total disability be free from state and local taxation? EXPLANATION
Current Law Generally, the Constitution of Virginia requires all property be taxed. However, there are certain types of property that the Constitution specifically says is not subject to taxation. Proposed Law This amendment would add to the list of property that is not subject to state or local taxation one motor vehicle owned and used primarily by or for a veteran of the United States armed forces or the Virginia National Guard who has a one hundred percent (100%) service- connected, permanent, and total disability. The amendment says that motor vehicle means an automobile or pickup truck. The motor vehicle would be exempt from taxation beginning on the date the veteran gets the motor vehicle or January 1, 2021, whichever is later. A veteran who claims this tax exemption would not get back any taxes paid on his motor vehicle prior to January 1, 2021. Under this amendment, a motor vehicle that is owned by the spouse of a veteran of the United States armed forces or the Virginia National Guard with a one hundred percent (100%) service-connected, permanent, and total disability could also be free from taxation. The General Assembly is allowed to pass a law that places conditions or restrictions on this exemption. A "yes" vote will mean the Constitution of Virginia will be amended to exempt one automobile or pickup truck that is owned and used primarily by or for a veteran of the United States armed forces or the Virginia National Guard who has a one hundred percent (100%) service-connected, permanent, and total disability from state and local taxation. A "no" vote will leave the Constitution of Virginia unchanged and automobiles and pickup trucks owned and used primarily by or for a veteran of the United States armed forces or the Virginia National Guard who has a one hundred percent (100%) service-
connected, permanent, and total disability will continue to be subject to state and local taxes. FULL TEXT OF AMENDMENT
[Proposed new language is underlined. Deleted old language is stricken.] Amend Section 6 of Article X of the Constitution of Virginia as follows: ARTICLE X TAXATION AND FINANCE Section 6. Exempt property. (a) Except as otherwise provided in this Constitution, the following property and no other shall be exempt from taxation, State and local, including inheritance taxes: (1) Property owned directly or indirectly by the Commonwealth or any political subdivision thereof, and obligations of the Commonwealth or any political subdivision thereof exempt by law. (2) Real estate and personal property owned and exclusively occupied or used by churches or religious bodies for religious worship or for the residences of their ministers. (3) Private or public burying grounds or cemeteries, provided the same are not operated for profit. (4) Property owned by public libraries or by institutions of learning not conducted for profit, so long as such property is primarily used for literary, scientific, or educational purposes or purposes incidental thereto. This provision may also apply to leasehold interests in such property as may be provided by general law. (5) Intangible personal property, or any class or classes thereof, as may be exempted in whole or in part by general law. (6) Property used by its owner for religious, charitable, patriotic, historical, benevolent, cultural, or public park and playground purposes, as may be provided by classification or designation by an ordinance adopted by the local governing body and subject to such restrictions and conditions as provided by general law. (7) Land subject to a perpetual easement permitting inundation by water as may be exempted in whole or in part by general law. (8) One motor vehicle owned and used primarily by or for a veteran of the armed forces of the United States or the Virginia National Guard who has been rated by the United States Department of Veterans Affairs or its successor agency pursuant to federal law with a one hundred percent service-connected, permanent, and total disability. For purposes of this subdivision, the term "motor vehicle" shall include only automobiles and pickup trucks. Any such motor vehicle owned by a married person may qualify if either spouse is a veteran who is one hundred percent disabled pursuant to this subdivision. This exemption shall be applicable on the date the motor vehicle is acquired or the effective date of this subdivision, whichever is later, but shall not be applicable for any period of time prior to the effective date. (b) The General Assembly may by general law authorize the governing body of any county, city, town, or regional government to provide for the exemption from local property taxation, or a portion thereof, within such restrictions and upon such conditions
as may be prescribed, of real estate and personal property designed for continuous habitation owned by, and occupied as the sole dwelling of, persons not less than sixtyfive years of age or persons permanently and totally disabled as established by general law. A local governing body may be authorized to establish either income or financial worth limitations, or both, in order to qualify for such relief. (c) Except as to property of the Commonwealth, the General Assembly by general law may restrict or condition, in whole or in part, but not extend, any or all of the above exemptions. (d) The General Assembly may define as a separate subject of taxation any property, including real or personal property, equipment, facilities, or devices, used primarily for the purpose of abating or preventing pollution of the atmosphere or waters of the Commonwealth or for the purpose of transferring or storing solar energy, and by general law may allow the governing body of any county, city, town, or regional government to exempt or partially exempt such property from taxation, or by general law may directly exempt or partially exempt such property from taxation. (e) The General Assembly may define as a separate subject of taxation household goods, personal effects and tangible farm property and products, and by general law may allow the governing body of any county, city, town, or regional government to exempt or partially exempt such property from taxation, or by general law may directly exempt or partially exempt such property from taxation. (f) Exemptions of property from taxation as established or authorized hereby shall be strictly construed; provided, however, that all property exempt from taxation on the effective date of this section shall continue to be exempt until otherwise provided by the General Assembly as herein set forth. (g) The General Assembly may by general law authorize any county, city, town, or regional government to impose a service charge upon the owners of a class or classes of exempt property for services provided by such governments. U.S. Election Assistance Commission
TIPS To Enhance Your Voting Experience Know the voting process in your State before you vote in the next election. The following tips from the U.S. Election Assistance Commission may help enhance your voting experience.
1
Most States require citizens to be registered in order to vote. Make sure you understand the voter registration requirements of your State of residence. If you are not registered to vote, apply for voter registration no later than the deadline to register in your State. Contact your local or State elections office or check their Web sites to get a voter registration application and learn the deadline to register. The National Voter Registration Application form is available at https://www.eac.gov/voters/registerand-vote-in-your-state.
2
Confirm your voter registration status
Once you register to vote, check your status with your State or local elections office several weeks before the last day to register to vote. That way, you can change your registration information if needed (for example: name, address, or other corrections) in time to vote.
3
Know your polling place location and hours
If you vote at a polling place on election day, confirm your polling place location. Make sure you know what time your polling place opens and closes.
4
Know your State’s voter identification (ID) requirements
Some States require voters to show ID to vote. You can find out
what forms of ID your State accepts by contacting your State or local elections office or checking their Web sites.
5
Understand provisional voting
Federal law allows you to cast a provisional ballot in a Federal election if your name does not appear on the voter registration record, if you do not have ID, or if your eligibility to vote is in question. Your State may provide other reasons for voting by a provisional ballot. Whether a provisional ballot counts depends on if the State can verify your eligibility. Check with your State or local elections office to learn how to tell if your provisional ballot was counted.
6
Check the accessibility of your polling place
If you are a voter with minority language needs or you are a voter with special needs or specific concerns due to a disability, your polling place may offer special assistance. Contact your local elections office for advice, materials in a specific language, information about voting equipment, and details on access to the polling place, including parking.
7
Consider voting early
Some States allow voting in person before election day. Find out if your State has early voting in person or by mail and if so when, where, and how you can vote before election day. If you choose
to vote early by mail, know the deadlines for requesting and returning your ballot. Some States provide dropoff stations for mail ballots, and some States allow voters to return mail ballots to polling places on election day.
8
Understand absentee voting requirements
Most States allow voters to use an absentee ballot under certain circumstances. Check on the dates and requirements for requesting and returning an absentee ballot before election day. Absentee ballots often must be returned or postmarked before the polls close on election day. Determine your State’s requirements for returning absentee ballots.
9
Learn about military and overseas voting
Special voting procedures may apply if you are in the U.S. military or you are an American citizen living overseas. You may qualify for an absentee ballot by submitting a Federal Post Card Application (FPCA). Contact the Federal Voting Assistance Program or check its Web site: http://www. fvap.gov, for information relating to military and overseas voters.

VIRGINIA 2020 Top Issues in the Field 1. Poll Schedule - On Election Day, each polling place will be open from 6:00 a.m. to 7:00 p.m. ET. A voter in line at the polling place by 7:00 p.m. has the right to vote.
2. July 1st Voting Law Changes – Various changes to Virginia’s voting laws go into effect on July 1, 2020,
applying to the November 3, 2020 General Election. These changes include no-excuse early voting, removing the requirement to show photo ID prior to casting a ballot, making Election Day a state holiday, automatic voter registration at the Department of Motor Vehicles, and expanding acceptable student IDs.
3. Voter ID - A voter must provide valid photo ID in order to vote a regular ballot. For ID to be considered valid, it must be genuine and not be more than 12 months past expiration. Acceptable forms of photo ID include: (i) a Virginia driver’s license; (ii) a U.S. passport; (iii) any other photo identification issued by Virginia, one of its political subdivisions, or the U.S. government; (iv) a student identification card containing a photograph of the voter and issued by any public or private institution of higher education or private school located in Virginia; or (v) an employee ID card containing a photo of the voter. 4. Accessibility and Assistance - Any voter who needs assistance voting is entitled to have some person of their choice, other than the voter’s employer, an agent of the employer, or an officer or agent of the voter’s union, mark the voter’s choices or assist the voter in marking their choices on the ballot. Voters who are 65 or older or physically disabled are entitled to request that an officer of election hand them a printed ballot outside the polling place but within 150 feet of the entrance to the polling place. 5. If a voter has moved - If a voter has moved, but has not re-registered to vote at their new address, they may continue to vote at their old polling place temporarily if their registration has not been changed or canceled. If they moved within the same precinct, they may still vote at their old polling place after any period of time has passed. If they moved within the same registrar’s jurisdiction and congressional district, they may vote in the following two federal general elections and any intervening elections. If they moved to a different registrar’s jurisdiction, they may vote through the next November general election and any intervening elections following their move. In any case, they need to ask for and fill out a change of address form. They can cast a regular ballot. 6. Mistake on ballot - If a voter makes a mistake or “spoils” their ballot, the voter has the right to receive a replacement ballot after returning the spoiled one. 7. Polling place boundaries and electioneering - Voters have the right to vote without anyone campaigning or trying to influence their votes in any other way within 40 feet of the entrance to the polling place. Voters ARE allowed to wear campaign t-shirts, buttons, etc. when they go to vote. Candidates or anyone visiting the polling place without voting are NOT allowed to wear campaign material. 8. Felony Conviction - A voter with a felony conviction is not able to vote unless their rights have been restored and they have re-registered to vote. A voter’s registration status can be checked at https://vote.elections.virginia.gov/VoterInformation and rights restoration status can be checked at https://solutions.virginia.gov/RestorationOfRights/Search. Voters with a felony conviction in a state other than Virginia must first have their rights restored in that state before being able to register to vote in Virginia.
