Some of the report's most positive results show that Aerospace’s share of STEM workers is three times the national manufacturing average. Women make up nearly a quarter of all STEM-related aerospace jobs in Canada.

AIAC also finds that Canadian aerospace is the national leader in innovation and R&D investment, spending $1.7 billion in 2017. The aerospace industry accounts for 24 per cent of total manufacturing sector R&D investments. This high level is put into perspective when considering that aerospace makes up only five per cent of Canada’s total manufacturing GDP). It is seven times more R&D intensive, according to AIAC, than the manufacturing sector average.

I have been a business journalist for more than 15 years, primarily focusing on Canada’s manufacturing industries, and I now look forward to reaching into another of the country’s most important and innovative sectors of the economy.

Released in late June, a new report produced by the Aerospace Industries Association of Canada (AIAC) and the Department of Innovation, Science and Economic Development (ISED) describes aerospace as a national innovation leader.

The two groups describe their annual report, called State of Canada’s Aerospace Industry, as an evidence-based, relevant, quality and timely analysis for both industry and government decision makers.

It is largely based on Statistics Canada revisions of economic impact multipliers for the period between 2012 and 2017, including the measurement of jobs and GDP impact from the Canadian aerospace industry, its value chain, and associated consumer spending.

AIAC’s findings show how aerospace remains as one of Canada’s most important manufacturing sectors, creating high-quality jobs, technologies and global trading relationships. In 2017, aerospace contributed nearly $25 billion in GDP and almost 190,000 jobs to the Canadian economy, according to the report. This is broken down by direct aerospace jobs at 86,000 (with a $12.6 billion contribution to GDP in 2017), Canadian suppliers to the aerospace industry at 58,000 jobs (with a $6.8 billion contribution to GDP), and consumer spending by associated employees at 45,000 jobs (with a $5.1 billion contribution to GDP).

together with tourism and cargo, contribute more than $16 billion in total economic output, $8.4 billion in GDP, and $1.4 billion in government revenue across British Columbia. By the end of 2018, YVR explains these new projects will create nearly 2,500 full-time construction jobs on Sea Island and hundreds more off-site.

YVR BREAKS GROUND ON 20-YEAR EXPANSION

AIRBUS, BOMBARDIER CLOSE C SERIES EARLY

Vancouver International Airport (YVR) broke ground on a number of capital construction projects, including what the group describes as 75 major projects, totaling $9.1 billion over the next 20 years.

Three key projects include building one of the largest GeoExchange systems in Canada, significant terminal expansions, new parking options, and improved vehicle rental facilities.

YVR welcomed a record 24.2 million passengers in 2017 and is forecasting 32 million passengers by 2022. About 327,000 tonnes of cargo are expected to move through the airport by 2020.

Fifty-six airlines currently serve YVR, connecting to more than 127 destinations worldwide. YVR runs a not-for-profit operating model, receiving no government funding and all profits generated at YVR are reinvested back into the airport.

YVR supports around 24,000 jobs on Sea Island and more than 100,000 jobs across British Columbia. YVR’s operations,

Airbus SE and Bombardier Inc., and Investissement Québec, agreed to close their previously announced C Series transaction ahead of schedule on July 1, 2018. As a result, Airbus acquired a majority stake in the C Series Aircraft Limited Partnership (CSALP) initially announced in October 2017, and Bombardier will continue with its current funding plan. CSALP was originally established in Mirabel, Québec, between Bombardier and Investissement Québec. Its head office, primary assembly line and related functions will continue to be based in Mirabel.

The C Series is a family of jet aircraft primarily produced for the 100- to 150seat airliner market. Among a variety of aerospace activities, Airbus builds a range of passenger airliners from 100 to more than 600 seats. Headquartered in Leiden, Netherlands, but with its core production and facilities in France, Airbus generated revenues of €59 billion in 2017 with a workforce of around 129,000. Close to

CSALP expects to begin a second C Series assembly line in Mobile, A.B.

Having delivered 17 C Series aircraft in 2017, CSALP explains it is gearing up to double deliveries in 2018. With the finalization of this partnership, the parties expect increased demand to support a second C Series Final Assembly Line in Mobile, Alabama, dedicated to supplying U.S.-based customers. Airbus explains the C Series is positioned to capture a large percentage of the estimated 6,000 aircraft needed in this market segment over the next 20 years.

FIRST CHINA-NORTH AMERICA AIRLINE JOINT VENTURE At a ceremony in Beijing on June 6, Air China and Air Canada signed the first joint venture agreement between a Chinese and North American airline, deepening the two carriers’ existing partnership.

Details of the new joint venture enables the two countries’ flag carriers and Star Alliance members to expand their existing codeshare relationship by increasing commercial cooperation on flights between Canada and China, and on key connecting domestic flights in both countries.

“The Sino-Canada market is one of the important long-haul markets to Air China, which has been developed rapidly in recent years with an increase of 17.8 per cent in 2017,” said Jianjiang Cai of Air China. The carriers’ recently expanded code-share, effective May 5, 2018, increases the number of Canada-China connecting flight opportunities for customers by 564 each day. In December 2017, Air China and Air Canada implemented an expanded reciprocal lounge agreement for customers and introduced the airlines’ first joint frequent flyer promotion for their respective PhoenixMiles and Aeroplan members.

“As demonstrated by Air Canada’s average annual capacity growth of 12.5 per cent over five years and the $2 billion of aircraft assets currently committed on routes between Canada and China, China is an integral part of our global network,” said Calin Rovinescu, CEO of Air Canada, noting the country is expected to hold the world’s largest aviation market by 2022. As of December 31, 2017, Air China operated a fleet of 655 aircraft with an average age of 6.53 years. Passenger traffic routes have reached 420, including 101 international, 16 regional and 303 domestic routes.

BEARHAWK CANADA ESTABLISHED IN SASKATCHEWAN Mike Silvernagle will lead Bearhawk Canada, a new operating division of Bearhawk Aircraft based in Austin, Texas, including sales, service, parts and support of the

three models of Bearhawk aircraft kits.

Silvernagle will base Bearhawk Canada operations on a private 2,500-foot grass strip in southeastern Saskatchewan where customers can check out the company’s aircraft and experience demonstration flights. Silvernagle has flown all three Bearhawk models, including the 4-Place, Patrol and LSA. Steve Busby of Aerolite in Ontario will support Silvernagle’s Bearhawk Canada drive.

Silvernagle’s background in aviation started in the Canadian Advanced UltraLight Aeroplanes (AULA) category. Having built and flown various makes and models, he then became an instructor for these aircraft. Silvernagle owned and operated a Piper PA18-160 Super Cub, an Aeronca Champ and a Cessna 185. Silvernagle recently purchased a flying 4-Place Bearhawk and he is also nearing the completion of his Bearhawk Patrol quickbuild kit project. Silvernagle plans to take the Bearhawk LSA through the approval process for AULA in Canada.

The 4-Place Bearhawk fills a utility and transport role with its large cabin, explains the company, while the Bearhawk Patrol is a tandem 2-place version that excels at accessing remote airstrips. The Bearhawk LSA is a lightweight design that meets U.S. Sport Pilot requirements. Each

aircraft shares backcountry qualities, explains the company, that include stable slow flight and higher than expected cruise speeds. All three Bearhawk models feature a Riblett airfoil.

PORTER’S DELUCE INDUCTED INTO CANADIAN BUSINESS HALL OF FAME Robert Deluce, president and CEO of Porter Aviation Holdings Inc. and Porter Airlines Inc., was one of four leaders inducted into the Canadian Business Hall of Fame.

He was joined by George Cope, president and CEO of BCE Inc. and Bell Canada; Monique Leroux, chair of the board of Investissement Quebec, vice-chairman of Fiera Holdings Inc., and former president of Desjardins Group; and Ian Telfer, chairman of Goldcorp.

Deluce is also a member of Canada’s Aviation Hall of Fame and, explains Porter, he is part of a decades-long Canadian aviation legacy that began when his parents started White River Air Services Limited in 1951. NLAF ANNOUNCES ELSIE MACGILL AWARD RECIPIENTS Northern , Lights Aero Foundation unveiled eight recipients of its 2018 aviation and aerospace awards. For 10 years now, the notfor-profit foundation honours women making significant contributions in their field. The award program is named after aviation pioneer and human rights advocate Elsie Gregory MacGill, the world’s first female aircraft designer, who graduated from the University of Toronto’s electrical engineering program in 1927.

Major Micky Colton received the 2018 Pioneer Award for blazing a trail for women in the Canadian military after joining the Canadian Forces as a pilot in 1980. Julie Beverstein, assistant chief pilot, recruitment and retention, Porter Airlines, received the Flight Operations Award.

Rising Star Awards went to Larissa Chiu, who received her private pilot’s license through the Air Cadet Program in 2016 and now volunteers her time flying in the familiarization program for young cadets, and Katie Gwozdecky, a private pilot and graduate of the University of Toronto in mechanical engineering.

Flair explains Tait in 1984 helped craft a business plan for what would become Richard Branson’s Virgin Atlantic Airways, becoming one the airline’s first employees.

Starting out with a single Boeing 747, Tait then spent the next 18 years as an executive VP and a director building Virgin Atlantic into what is seen today as one of the industry’s most innovative carriers. In May of 2001, Tait was awarded as an Officer of The Order of the British Empire by Queen Elizabeth II for “Services to British Aviation in North America.” After leaving Virgin, he

served as senior VP, customer service, for Air Canada.

In 2017, Flair transitioned into being a scheduled carrier. On June 15 of this year, Flair will more than double its present total of 90 flights per week with increased nonstop and direct connectivity throughout an expanded Canadian network that stretches from Halifax to Victoria.

CAE AND KF AEROSPACE FORM SKYALYNE CANADA VENTURE CAE and KF Aerospace have aligned to form SkyAlyne Canada Inc., a 50/50 joint venture that will focus on developing and delivering world-class military pilot and aircrew training in Canada. By establishing the SkyAlyne joint venture, CAE and KF Aerospace are bringing together two Canadian companies with unmatched experience and capabilities in the delivery of pilot and aircrew training in Canada.

Currently, CAE and KF Aerospace deliver all phases of pilot training to the Royal Canadian Air Force (RCAF) through the NATO Flying Training in Canada (NFTC) program managed by CAE, and the Contracted Flying Training and Support (CFTS) program managed by KF Aerospace. The two companies will continue to manage these programs as currently contracted, while SkyAlyne focuses on building synergies between the two programs and ensuring the RCAF has access to world-class training to meet current and future needs.

Labour crisis in Canadian aviation Facing a root problem that continues to keep youth from excelling

and responsibility. To hide or downplay these realities benefits no one, but to add to that stress by creating a toxic work environment has been a lesson in human factors time and again.

We need to embrace, welcome and encourage new members into our industry, and do so in a way that opens their eyes to the realities while supporting them as they find their way.

The AME to apprenticeship and captain to first officer relationships have always been built on the mentor model, but somewhere along the way, we’ve lost some of this tradition. Egocentric and apathetic attitudes get in the way of this model of training and if we continue with this old-boy's-club mentality, then this crisis is going to get worse before it gets better. For example, had the practice of gender equality in the workplace been adopted even a generation sooner, we would not be in the position we find ourselves now.

We need to create a toxic-free work environment that is welcoming. I call on experienced AMEs and pilots to be more open to working with our new members. Welcome, encourage and mentor them and demonstrate the positive side of aviation with all of the opportunities that it has to offer. If we endeavour to make them a part of the team and share our knowledge and experience with them, we can build on the lessons of the past to strengthen our future. | W

The job of integrating new pilots into the ranks is relatively easy when the idea of flying an aircraft captures the imagination of so many. But how do we attract young and eager mechanics-in-training when our idea of the greasy mechanic is too constantly perpetuated by the macho attitudes of the staunch old guard? Over the years, I have watched young people enter the industry only to be treated with negative, unwelcoming and unprofessional attitudes. Many times, newcomers are made to feel inadequate from day one, that they have not done enough, and that it will take many more years before they can become true AMEs, pilots or most other aviation roles.

We understand this industry is not an easy one to break into. It requires years of hard work and investment to achieve even apprentice AME or right-seat status. For those who do manage to find an entry-level position, they are often greeted with pessimistic attitudes that demoralize them and often result in the individual prematurely leaving the industry. By no means am I suggesting we coddle or falsely appease new members of our industry. Aviation can be a challenging career that presents toughworking conditions, high levels of stress

s many of you are well aware, one of the greatest challenges currently facing our industry is the ongoing labour shortage. This shortage has reached such a level of concern that many companies and organizations call it a labour crisis. It has spurred the creation of career initiatives in an effort to correct the trend, including partnerships between postsecondary institutions and corporations to more directly streamline graduates into the workforce.

Many companies are offering increased wages and benefits to entice current and potential employees to join the workforce on a permanent basis. The current industry is an employee’s market in a way that we haven’t witnessed in a long time, if ever. These new initiatives are a welcome step, but I would like to discuss the viewpoint that this shortage was predicted many years ago and perhaps should never have reached its current crisis level. More alarming, the root problem that existed then, still exist now.

When I entered aviation nearly 20 years ago, my fellow pilot trainees and I often heard about the imminent pilot shortage.

Over the years, the imminent nature of this shortage never fully materialized. It reached a point where it was chalked up as a sales pitch by flight schools and usage of the term “because of the pilot shortage” became a punch line. Today, we have come to the realization that this imminent shortage is now reality and it is no laughing matter.

Reflecting on the start of my own Aircraft Maintenance Engineer (AME) training, I remember being bombarded with reminders of the approaching pilot shortage, but there was hardly any mention of a possible AME shortage. How could one part of the industry be so assured of a labour shortage, yet another sector be blindsided by the same issue? In my own observations, I believe one reason for this blind spot, and a major factor in explaining our current situation, is the mindset of exclusion and apathy that is ever present in our industry. We haven’t made it a priority to attract newcomers to choose aviation, and in particular non-pilot positions, as an attractive and rewarding career.

This mindset of apathy and exclusion was prevalent back then and still exists today. It

CSeries order, only to leave empty handed. Most notably Paris in 2011, where an order from Persian Gulf carrier Qatar Airways appeared imminent. With or without Moxy, it feels different this time. In December, EgyptAir finalized an order for 12 CS300s, with purchase rights for an additional 12, and Latvia’s airBaltic, the launch customer for the CS300, fast tracked an order for a further 30 aircraft to secure delivery positions ahead of the BombardierAirbus tie up, where it is expected that more potential customers are ready to ink deals.

“We could have waited, but we were of the opinion that we better buy them now to secure these [delivery] positions, not to risk that after the takeover somebody else takes them,” Martin Gauss, airBaltic’s chief executive told Reuters.

Bombardier estimates demand for 6,800 aircraft in the 100- to 150-seat sector over the next 20 years. Airbus’ biggest challenge will be slimming down the programs lumpy production costs to make it more competitive. “It’s no secret that the program today is not profitable,” Klaus Richter, an Airbus procurement chief, told Bloomberg. “The [airplane] is too expensive. We’ll have a discussion with suppliers because it makes a big difference if you have 300 or 1,500 in your order book.”

Neeleman is reported to be raising US$100 million from investors including former Air Canada chief executive, Robert Milton, according to the UK’s Economist. Moxy will launch in 2020, coinciding with when the first Americanbuilt CSeries will begin rolling off a second assembly line at Airbus’ A320 production facility in Mobile, Alabama.

The Moxy story was broke by Airline Weekly, an online industry newsletter, which is reported to have seen Neeleman’s investor presentation. Moxy will follow the Azul model, providing point-to-point service between secondary airports, while using the CSeries advanced economics and comfort level to sidestep the austerity of ultra-low-cost rivals. Bombardier estimates that many secondary and tertiary markets have lost jet service in recent years as larger narrow-body aircraft have made these routes uneconomical for mainline carriers.

Moxy would become the second largest customer for the CSeries after Delta Airlines, which is expected to take delivery of its first aircraft next year. Both customers could provide a showcase to stimulate orders in the struggling 100- to 150-seat sector.

ombardier’s CSeries returned to the Farnborough Air Show in July. The same spot where the program was launched 10 years ago. Even so, the UK show has not been kind to the airplane over the years. But neither has Paris. Will the 2018 edition of Farnborough be any different? Forecasting can be a bit of a mug’s game, and the UK turnstiles will be clicking as Wings goes to press. Still, there are encouraging signs that Farnborough will deliver the CSeries its strongest air show performance to-date.

For starters, Farnborough is as much a program reset as it is a return. On July 1, while most of us flipped burgers, set off fireworks and counted down the return of hockey, Bombardier and Airbus finalized a deal to transfer majority ownership of the CSeries to the European consortium, although the program remains headquartered in Montreal (see On the Fly). Paris and Farnborough are where airplane builders love to generate industry buzz by fattening their order books. It is difficult to picture Airbus not wanting to make a splash, beginning with a rebranding of the program. Bloomberg News reported in April that the CSeries was set for a name change, to leverage the Airbus brand and send a signal to potential buyers that the program is here to stay.

Boeing had previously rebranded the McDonnell Douglas MD-95 as the 717 after inheriting the program during a merger with its former U.S. rival. The 717, which once gave Boeing a clean shot at the lower end of the 100- to 150-seat market, was cancelled in 2006 after only 156 were built. A similar fate is unlikely to greet the CSeries which is clean-sheet technology, whereas the A320neo and 737 MAX are second and fourth iterations of mid-1980s and 1960s platforms, respectively. The likeliest designations for the rebrand are A210 and A220, making the former CS100 and CS300 models the first aircraft in a new Airbus 200 family, leaving the door open for stretched versions of the platform, which is what Airbus and Boeing had feared since the program was first launched.

These 20 leaders, who are all under the age of 40 as of December 31, 2018, were selected by our editorial team following a nomination process over several months and our own industry outreach to seek out individual influence, achievement and commitment to the communities and companies they help lead.

BONNIE BHALLA AVIATION SALES LEAD, CANADA, WORLD FUEL SERVICES MONTREAL, QC Bonnie Bhalla, age 32, joined World Fuel Services Corp. as a sales executive in late 2016, after that company acquired the aviation fuels business of Imperial Oil in Canada, including its aviation centre at the Calgary International Airport, for US$135 million. This was part of a larger asset move by Imperial’s parent, ExxonMobil, to sell aviation-fuelling operations at 83 airports in Canada, the United Kingdom, Germany, Italy, Australia and New Zealand.

The Imperial acquisition made World Fuel Services (WFS) an ever stronger player in Canada’s aviation industry. World Fuel manages more than 7.3 billion gallons annually in the worldwide aviation sector, its largest revenue-generator over land and marine operations, which equates to dealing with some 3,000 airports, 15,000 customers and more than 3.2 million annual transactions.

than 10 years. In July 2017, she was named as WFS's aviation sales lead for Canada.

“With World Fuel's acquisition of Imperial Oil's assets in Canada, Bonnie has been a critical link insuring the needs of the Canadian marketplace are met as the business undergoes a major transformation,” explains David Munger of WFS. “Without her efforts many airlines, FBOs, and airports would have seen a much larger negative impact during the transition. We have placed Bonnie in a leadership role due to her natural understanding of the marketplace and her ability to motivate and connect with both customers and employees.”

One of WFS's major Canadian clients explains, “Bonnie has been assisting our company with jet fuel for over five years.

She is diligent in her interactions when it comes to sensitive matters like fuel supply.

She understands our business well and makes every effort to ensure priority in fuel delivery.”

ROBERT BRUNNENMEIR FOUNDER AND PRESIDENT, FLIGHTPATH CHARTER AIRWAYS BRESLAU, ON Robert Brunnenmeir, age 36, started Flightpath Charter Airways with a Piper Navajo back in 2006 at the Region of Waterloo International Airport (YKF), in Breslau, Ontario. Today, Flightpath has expanded to hold more than 15 different private jets and turboprops with bases not only in Waterloo, but also Charlottetown (YYG), Montreal (YUL), Ottawa (YOW), Barrie (YLS), Toronto (YYZ), Winnipeg (YWG) and Edmonton (YEG).

Flightpath now operates a variety aircraft to meet diverse client needs, such as a Beachcraft King Air 200, Bell 206 Long Ranger, Embraer Phenom 100 and 300, Cessna Citation CJ3, Bombardier Learjet 45, Embraer Legacy 450, Bombardier Challenger 604, and Bombardier Global Express types.

“Rob insures his staff has the tools they

need to succeed and he would never ask us to do anything that he wouldn’t do himself. He has demonstrated this on many occasions,” explains Ryan Collins of Flightpath. “He will personally fly flights to help out when it gets busy or even to give a deserving employee a day off. You will never see this man running his company from the sidelines. I can say he truly leads by example.”

A graduate of Western University’s Commercial Aviation Management program, Brunnenmeir gained his first professional experience working in the banking industry for three years before becoming a fight instructor at the Waterloo Wellington Flight Centre. A year later, he founded Flightpath to combine his passions for business and aviation. He is an active member of the Canadian Business Aircraft Association (CBAA) and the National Business Aircraft Association (NBAA).

MATTHEW COOK MARSHALLER AND CHIEF UNION SHOP STEWARD, SIGNATURE FLIGHT SUPPORT MISSISSAUGA, ON Matthew Cook, age 36, as a marshaller with Signature Flight Support’s location at the Toronto Pearson International Airport, is responsible for directing aircraft traffic on one of the company’s busiest ramps. Since the merger of Page AvJet and Butler Aviation in 1992, Signature Flight has grown to become the world’s largest network of Fixed Base Operations (FBOs), with more than 200 locations.

As Markus Brucks of Signature explains, “Matt has managed to turn the faceless job of a marshaller into the role of a customer service ambassador, despite being only one member of a large service team. Wearing his trademark shirt and tie, no matter what the weather conditions are, his presence July/August 2018 | WINGS 19

simply says first class.”

Brucks continues to explain how Cook utilizes his nine years of experience with Signature: “His innovative single point of contact approach and willingness to tackle any of the multitude of issues that may arise from aircraft, crew, weather conditions and passengers have made him an indispensable asset to the everyday operations at Signature.” Cook also trains new marshallers at Signature Toronto.

Cook was elected as chief union shop steward, Local 2413, in January of 2017.

As a result, he became an integral part of the bigger operations picture at Signature Toronto. His interest in aviation began at a young age, receiving his recreational solo pilot permit at age 14. Today, Cook is the youngest lifetime sustaining member of the Brampton Flying Club where he bases his Cessna 172.

SEBASTIAN COSGROVE MANAGER, CARGO CUSTOMER RELATIONS, AIR CANADA TORONTO, ON Sebastian Cosgrove, age 31, has developed an impactful career with Air Canada in seven short years. In his current role, Cosgrove formed the Cargo Customer Relations department to resolve customer

issues, globally. He developed the policies, procedures and compensation framework for the department.

Cosgrove also manages all media escalations for Cargo, including social media and traditional media outlets. This past year, he organized hurricane relief efforts at Cargo, which delivered more than 8,000 kilograms of aid to impacted regions. In addition to this, he organized an company event where employees and GlobalMedic worked together to create humanitarian aid kits, which would serve more than 1,000 families.

Cosgrove also launched Air Canada’s internal social network, Yammer, in 2012 for In-Flight Service (a user group of around 7,000). The pilot project was then rolled out to the rest of the organization’s 30,000 employees. This internal social platform won Best Social Intranet of 2012 from Ragan Communications.

Cosgrove began his career at Air Canada as a temporary flight attendant. Throughout the summer, he would fly for the company as a trilingual (English, French and Italian) flight attendant. In the fall, he

would return to school to complete his B.A and B.Ed degrees at Trent University and Queen’s University, respectively. He is an active volunteer on Trent University’s Alumni Council, where he was recently elected as VP, communication and membership services.

With these accomplishments and more, Cosgrove received the 30th edition of Air Canada’s Award of Excellence, the airline’s highest recognition and a peer-driven program. He was nominated and selected for the award along with 57 others out of the company’s 30,000 employees.

TYLER HUNT VP, APRON FUEL SERVICES DORVAL, QC Tyler Hunt, age 33, has played a major role at Apron Fuel Services, enabling its growth within the aviation industry over the past nine years.

His involvement includes supplying de-icing fluid to many key Canadian airports such as Toronto Pearson (YYZ), Kelowna (YLW), Hamilton (YHM), and Whitehorse (YXY).

major airports maintain a supply of ground fuel, in addition to supplying jet fuel to airlines and FBOs from coast to coast. “He has continued to meet all our clients ever changing needs while developing a positive work environment for his colleague, clients and suppliers,” explains a colleague. “AFS benefits from his ability to suggest creative, out-of-the-box ways to solve our clients and our supplier’s problems, while keeping a clear focus on the task at hand.”

A significant national supplier known for its close relationships with major oil refineries, fuel brokers and transportation providers, Apron Fuel appointed Hunt as VP in August 2017, after he spent more than two years as the company’s director of business development. He built an understanding of the industry by serving as a sales manager for five years when he first joined Apron Fuel, before becoming GM for a year. Hunt holds a Bachelor Science degree from McGill University, where he was member of the varsity ski and sailing teams.

CECILY KENNEDY CHIEF PILOT, FAST AIR WINNIPEG, MB Cecily Kennedy, age 37, has been in Canada’s aviation industry since 2002.

After becoming an assistant chief pilot in 2013, she moved to Fast Air in 2016 to serve as its chief pilot. Founded in 1995, Fast Air today holds Manitoba’s largest charter fleet of turboprop, rotary wing and business jet aircraft (20 aircraft in total) operating out of a private terminal at the Winnipeg Richardson International Airport. The company also provides expertise in sales, avionics, maintenance, aircraft management, charter services and an FBO location.

Kennedy is current on the Hawker 800, King Air 200 and 350 aircraft, while also providing expertise as an Approved Check Pilot. In this capacity, and serving as chief pilot, she ensures that the training standards for up to 40 pilots is managed and maintained to meet Fast Air’s standards.

“This position is especially challenging with the high turnover of flight crews at this time. In addition to this, she has gained the respect of the flight crews for her ability to get things done on their behalf,” explains Dennis Lyons of Fast Air. Kennedy recently became involved with the Elevate Aviation program, based out

of Edmonton, AB, to help provide opportunities for young woman in Canadian aviation. She has already hosted one group of aspiring aviation youth from Manitoba at Fast Air, showing them firsthand what career opportunities are available.

In May 2018, Elevate received $426,000 in funding from the Federal government to expand its program across the country.

NOLAN KIELY MARKETING MANAGER, NEW UNITED GODERICH, AND FOUNDER, CRIMSON AIR SERVICES LONDON, ON Nolan Kiely, age 33, after graduating from the Commercial Aviation Management program at the University of Western Ontario, gained key industry experience working in operations for Sunwing Airlines, Image Air Charter and Flightexec.

These positions exposed him to both the structured airline world, as well as the often more frenetic pace of the business aviation sector.

in his current position to develop an entirely new program to promote NUG’s multiple initiatives to the global marketplace. This program includes initiatives like obtaining a Special Flight Operations Certificate, introducing UAVs onsite, obtaining panoramic footage of NUGs facility and work, and expanding business relationships.

Drawing on his previous experience in the executive jet charter world, Kiely is now also directing efforts toward his startup enterprise called Crimson Air Services. The company is structured to fill what he sees as a gap in the market for a locally based aircraft charter brokerage and to overcome what he describes as a disconnect between private-jet clients and the companies servicing them. Crimson Air is structured to provide custom-tailored private jet travel services to clients.

During that time he flew missions in support of NATO, UN and NORAD commitments around the world. He has been deployed in both Libya and Afghanistan.

STÉPHANIE LAFOREST SENIOR DIRECTOR, LEAD OF INTEGRATION MANAGEMENT OFFICE, AIRBUS AND CSERIES JOINT VENTURE, BOMBARDIER MONTREAL, QC Stéphanie Laforest, age 35, was responsible for the integration of the Airbus-CSeries joint venture. The transaction – one of the largest in North American aviation – closed earlier than first planned on June 7, 2018 (officially July 1, 2018). As a result, Airbus acquires a majority stake in the C Series Aircraft Limited Partnership (CSALP), which expects to capture a large share of the projected need for more than 6,000 100- to 150seat airliners over the next 20 years.

Laforest joined Bombardier in 2008 as part of the strategy and product development team for the chief engineer of Bombardier Aerospace, contributing to the company’s aircraft development.

She was promoted to marketing account manager in 2009, leading the marketing activities of the Africa and Middle East regions within the Commercial Aircraft business unit (CSeries, Q400, and CRJ). In 2010, she was transferred to Berlin, Germany, to join the Corporate Audit and Risk Management unit of Bombardier, focused on mitigating business risks in locations like China, Romania, Hungary, U.S., France and the UK. In 2012, Laforest became manager, strategy and business development for Bombardier's Locomotives division based in Zurich, Switzerland, and then promoted to senior director, strategy and business development in November 2013. For this role, she returned to Berlin and was responsible for the strategic orientation, business development and alliances with key partners and also helping to incubate a new product concept. Laforest returned to Bombardier's corporate office in Montreal in late 2016, working on various strategic projects in close collaboration with Bombardier’s CEO and the executive committee.

CARTER MANN MANAGER OF GOVERNMENT AFFAIRS & COMMUNICATIONS, CANADIAN OWNERS & PILOTS ASSOCIATION OTTAWA, ON Carter Mann, age 30, is a third-generation pilot who has been a member of the Canadian Owners & Pilots Association (COPA) before starting to fly. He joined COPA’s staff in January 2017, after growing his career in Ottawa and Vancouver in various communications roles for governmental and political offices, including his recent work for the Premier of BC (2016). Mann previously served as press secretary for the Department of National Defence (spring 2013) and the Canada Revenue Agency (2013-2015), in addition to assisting the Minister of Public Safety Canada from 2011 to 2013.

After graduating from the University of British Columbia with a bachelor’s degree in International Affairs, he interned with the Office of the Minister of State (Transport), before his first aviation job as a linecrew technician for Signature Flight Support (Esso Avitat), at the Vancouver International Airport (YVR), where he stayed for six years.

General Aviation (GA) Safety Campaign, Mann now plays a key role in the planning of new initiatives. His mandate is to improve safety across GA without imposing harsh, costly new regulations on pilots and aircraft owners. Mann also works closely with organizations like NAV Canada, provincial aviation councils, and with local COPA chapters. He led initiatives like COPA’s Members Choice Awards to rejuvenate membership and GA interest. His revamping of COPA’s flight school/student membership program has seen participation grow from four to almost 200 in one year.

He is also refreshing COPA's brand, logo and professional position.

LEAH MARCOUX ASSISTANT CHIEF FLYING INSTRUCTOR, KF AEROSPACE DEFENSE PROGRAMS SOUTHPORT, MB Leah Marcoux, age 30, has spent nine years building her aviation career with KF Aerospace, currently serving as assistant chief flying instructor for Grob Operations within the organization’s Defense Programs division.

She helps manage the flight training for approximately 200 student pilots and navigators annually for the Royal Canadian Air Force (RCAF), based in Southport, Manitoba.

Marcoux joined KF Aerospace’s instructor team in 2009 and was promoted to assistant chief flying instructor in 2011. Her position is only one of two in Canada, where she manages a staff of civilian flight instructors and military students, while working in concert with the CFI and various DND staff members. She manages to maintain her civilian qualifications in addition to her RCAF supervisory training duties.

She now instructs students on the Grob 120, which is fully IFR and aerobatic certified. As a Class I flight instructor, she helps these students to often realize their dreams by graduating as winged military pilots with the RCAF, ready to be deployed around the world. As a former air cadet, Marcoux gives back to the cadet program by serving as a board member, helping to select cadets for power flying scholarships.

The training aspect of KF Aerospace took on even more importance in May 2018, when it aligned with CAE to form SkyAlyne Canada, a 50/50 joint venture that will focus on developing WWW.WINGSMAGAZINE.COM

military pilot and aircrew training in Canada. Currently, CAE and KF Aerospace deliver all phases of pilot training to the RCAF through the NATO Flying Training in Canada program managed by CAE, and the Contracted Flying Training and Support program managed by KF Aerospace.

The two companies will continue to manage these programs as currently contracted, while SkyAlyne focuses on building synergies between the two programs. The move will give KF Aerospace more power to provide RCAF with access to worldclass training, which becomes particularly critical as the Canadian government works toward determining its next generation fighter jet.

KRISTEN MCCALLUM CIVIL AVIATION SAFETY INSPECTOR, FLIGHT OPERATIONS, TRANSPORT CANADA, PRAIRIE & NORTHERN REGION WINNIPEG, MB Kristen McCallum, age 36, began her aviation career as a reservations agent in 2004 at Skyward Aviation in Thompson, MB. She then became a Metro first officer with Perimeter Aviation in 2006 and over the next two years worked her way into the position of Metro captain. Her skill and

experience was recognized in March 2009 when she successfully landed a Metro II “gear-up” in Winnipeg, MB, after the landing gear failed to successfully extend. McCallum and her fellow crew member were credited for the safe landing of the aircraft, which resulted in no injuries to passengers or flight crew.

From 2011 to 2014, McCallum progressed through the flight line in the Dash 8, as she also focused on a training role to develop operationally safe and effective flight crew. In 2014, she joined Transport Canada as a civil aviation inspector, flight operations. In this role she is responsible for: Aviation safety oversight of, and service activities for, individuals, enterprises, organizations, and Minister’s delegates.

McCallum is also responsible for verifying, in the context of flight operations, compliance with the Canadian Aviation Regulations and she promotes proactive enterprise-wide Safety Management Systems for the safety of civil aviation operations.

Through her work at Transport Canada, McCallum has led several planned surveillance activities of air operators. “Kristen is widely respected by industry professionals due to her industry experience, knowledge of the regulations, and sincere desire to increase safety margins within the industry,

In 2011, McFadzean accepted the role of VP of operations (2011-2013), then executive VP (2013-2016) and chief operating officer (2017). In December of 2017, McFadzean succeeded Peter Maurer as chief executive officer of DAI.

NILOOFAR MORADI TURBINE DESIGN, PRATT & WHITNEY CANADA MONTREAL, QC Niloofar Moradi, age 31, earned her undergraduate degree in mechanical engineering from Concordia University in 2010 and launched her career at Rolls Royce Canada in the energy sector. Drawn to aviation and aerospace, Moradi later joined Pratt & Whitney Canada (P&WC) as an aerodynamicist, where she was involved in all aspects of turbine aerodynamics, from research and airfoil design to engine development and production support.

In 2016, concurrent with her design work at P&WC, Moradi earned her master’s degree from École de Technologie Supérieure as a significant player in the creation of a multi-disciplinary design optimization system. She was responsible for creating a rapid threedimensional airfoil generator program that is now an integral part of this overall design system.

Moradi has done design work for several P&WC engines, including the PT6C-67A, powering the AW609 Tiltrotor. She currently works in the Turbine Mechanical Design department, where she designs and integrates turbine components.

Moradi, also focused on encouraging and creating new opportunities for the next generation of engineers, is a member of the Industrial Advisory Board for the MIA Engineering Department of Concordia University. She works in conjunction with faculty members to continuously adapt engineering education according to industry needs. She is also a member of the Aerospace subcommittee of the Palais des Congrès de Montréal, helping to organizing major aerospace events in Montreal such as the 2015 ASME Turbo Expo and, most recently, the 2018 Global Power and Propulsion Society conference.

She has been involved with P&WC’s Women Leadership Committee since 2015, while also actively promoting charitable organizations such as Dress

JEFF MUIR BUSINESS DEVELOPMENT MANAGER, WINAIR LONDON, ON Jeff Muir, age 36, oversees a team of sales, marketing and account management professionals at WinAir, which develops aviation management software with hundreds of installations at worldwide aviation organizations – from airlines and heli-ops to law enforcement agencies and oil suppliers. WinAir technology is specifically designed to track and manage aircraft maintenance and inventory control.

Muir joined WinAir in 2009 as a business development representative and quickly began to develop his sales skills at client locations in Africa, North America and Europe. After focusing on the business-side of aviation maintenance, Muir worked to expand his understanding of consultative services, project planning, software and process implementation, and change management.

Today, he manages accounts for a range of global aviation industry subsets. He has been directly involved in the implementation of new product installations and client upgrades at hundreds of aviation-specific organizations in more than 30 countries.

MALAK SEDRA GENERAL MANAGER, EASI MONTREAL DESIGN CENTRE MONTREAL, QC Malak Sedra, age 39, spearheads the EASi Montreal Design Centre, which is part of the global recruiting giant Aerotek, and has close to 20 years of experience in the aerospace domain. He took on his current role in May 2017 with the goal of creating a culture change at the centre. Leveraging his aerospace design experience, Sedra works closely with team leads and business development to grow all engagements like designing aircraft interiors and ducting or aero-derivatives gas turbines.

Sedra holds a bachelor’s degree in mechanical engineering, specializing in thermo-fluids and propulsion, as well as an executive MBA from the John Molson School of Business and a PMP designation.

Working with companies like Pratt and Whitney Canada (P&WC), Goodrich and Triumph, Sedra is proficient in electrical hardware, engine certification, EMI, and fuel control design, among other skills. At P&WC, he was one of its youngest team leads responsible for the PT6C-67A, the power plant powering the BA609 tilt rotor. He worked on almost all engine models at PWC during his tenure and as a systems engineer worked on hydro-mechanical design within fuel systems and supported engine tests.

He was also certified by Andrew’s Airforce base to be the system engineer for flight tests on board P&WC's Boeing 720, which included altitude testing required for engine certifications at up to 40,000 feet. At P&WC, he then took on an aftermarket project management position before working with Goodrich as a program manager for its pump engine controls. Goodrich sponsored his PMP and executive MBA. JENNI SIDEY-GIBBONS ASTRONAUT, CANADIAN SPACE AGENCY CALGARY, AB Dr. Jenni Sidey-Gibbons, age 29, was born in Calgary and in July 2017 became one of two recruits selected by the Canadian Space Agency (CSA) to become an astronaut, only the country’s fourth such recruitment process that happens approximately every seven years. She relocated to Houston, TX, to start the two-year Astronaut Candidate Training Program at the Johnson Space Center as a member of the 2017 National Aeronautics and Space Administration astronaut class.

Sidey-Gibbons holds an honours bachelor’s degree in mechanical engineering from McGill University in Montreal, QC (2011), where she conducted research on flame propagation in microgravity in collaboration with the CSA and the National Research Council Flight Research Laboratory. She then moved to the UK to earn a Ph.D. in engineering with a focus on combustion from the University of Cambridge (2015).

The focus of her research in Cambridge was around flames, how we use them, and how to stop them from emitting harmful pollutants. More specifically, she worked on the development of low-emission combustors for gas turbine engines. Sidey-Gibbons also worked as an assistant professor in the Energy, Fluid Mechanics and Turbomachinery division on topics ranging from conventional and alternative energy production to introductory thermodynamics and flame physics.

Sidey-Gibbons is the co-founder of the Cambridge chapter of Robogals, a student-run international organization that aims to empower young women in STEM. Through this work, she has taught programming to more than 3,000 young girls across the UK, which in large part led to her receiving the Institution of Engineering and Technology's Young Woman Engineer of the Year Award and a RAEng Young Engineer of the Year Award in 2016.

ALEX WELCH VICE PRESIDENT, ROUTE AND NETWORK PLANNING, INTERVISTAS CONSULTING VANCOUVER, BC Alex Welch, age 35, began working with InterVISTAS 12 years ago and is already providing critical support for airline and airline clients in Canada with analytical route and network development services. These projects include airline and airport consulting projects around the world in places like New Zealand, the Caribbean and Africa.

“Alex has brought innovative approaches to route and network development in Canada, not only using large data and global scope route and network development software, but recognizing their limitations and supplementing with unique contributions of his own to tailor results to the realities of Canadian aviation,” explains Dr. Michael Tretheway, managing director of InterVISTAS, noting Welch’s impact on Canadian communities. Several airports have realized new air services as a consequence of his marketing efforts, explains Tretheway, and carriers have been able to improve fleet utilization and market profitability.

In addition to his Masters in Economics from the University of British Columbia, Welch recently completed InterVISTAS' leadership development program though the TIAS School for Business and Society. His selection for the by-invitation-only program marks him as a future corporate leader.

Welch is a frequent guest lecturer at the British Columbia Institute of Technology and currently sits on an advisor board for the Vancouver School of Economics at the University of British Columbia. He actively participates in industry associations like

SOPHIA WELLS CHIEF FLIGHT INSTRUCTOR, EDMONTON FLYING CLUB, AND DIRECTOR OF ADVOCACY, ELEVATE EDMONTON, AB Sophia Wells, age 31, has been with the Edmonton Flying Club for nine years, including the past five as chief flight instructor. She has also worked with Elevate Aviation for the past three years as one of its first executives. In May 2018, non-profit Elevate received $426,000 in funding from Federal government's Support for Women's Economic Security program to advance gender equality in Canada. She will be a key driver of expanding Elevate’s mandate across Canada’s aviation industry.

Wells is a graduate of the Mount Royal University's aviation program. She holds an airline transport pilot’s license and serves as a Transport Canada pilot examiner. She is also a Navajo captain for Morgan Charters and often works at North Cariboo Air in customer service and passenger screening, adding to her experience within the charter aircraft business.

At Elevate, Wells primarily works to encourage young women to join the industry. She leads the Elevate Mentorship program, training and connecting mentors from across the country with those who are looking for support and guidance. She has also been a key part of Elevate's fundraising calendar that promotes inspiring stories of women in of aviation and raises funds for both the Lois Hole Hospital for Women and the Elevate Aviation Bursary program that has raised more than $80,000. | W

JETNET IQ ON TODAY’S MARKET BASED ON SEVEN YEARS OF DATA COLLECTION

ETNET LCC on any given workday has around 50 people in its Utica, New York, headquarters phoning and emailing aircraft owners and operators to produce some of the aviation world’s most unique, practical and accurate research. Its goal is to reach approximately 500 people every 90 days to create a small sampling error of about four per cent in its data. Over the past seven and a half years, JETNET has spoken with or received industry surveys from more than 15,000 owners and operators worldwide – in 129 countries.

Data from this herculean collection effort – designed to accommodate a marketplace comprised of more than 110,000 commercial, corporate and helicopter airframes – is then analyzed and disseminated through the company’s analytical branch JETNET iQ, which was formed in 2011 in collaboration with aviation consultancy Rolland Vincent Associates LLC of Plano, TX. 30 WINGS | July/August 2018

JETNET iQ surveys are designed to read the pulse of the business aviation community on such issues as their regard for major airframe and engine brands, intentions for future aircraft utilization and purchases, perceived obstacles to new aircraft purchases, and overall marketplace sentiment. In mid-June, Rolly Vincent at the Canadian Business Aviation Association conference in Waterloo, Ont., described the state of the business aviation market by drawing from JETNET iQ’s latest quarterly report.

“We have been monitoring things very closely for the last 7 1/2 years and we have never seen the markets as optimistic as they are right now,” says Vincent. At couple weeks earlier at EBace in Geneva, Vincent explained net optimism – the difference between respondents who indicate market conditions are “Past the low point” and those who say they have “Not yet reached the low point” – measured almost 45 per cent in Q1 2018 within the WWW.WINGSMAGAZINE.COM

He notes 65 of respondents for JETNET iQ’s most recent report are Canadian, who indicate Canada has a large proportion of turboprops, with multiengine aircraft representing 23.6 per cent of the country’s fleet and single-engine turboprops accounting for 21.7 per cent. In terms of business jets, Vincent explains the numbers are largely driven by the U.S., which holds around 60 per cent of all aircraft, followed by the European region at some 14 per cent, with Canada contributing one to two per cent of the worldwide fleet.

“We can say [business aviation] is very underdeveloped and what I mean by that is countries and regions are only just starting to discover [its] benefits,” says Vincent, noting the top six or seven market comprise around 80 to 85 per cent of the fleet. “Canada of course has been a long time user of these types of aircraft and I think more and more we are going to see growth here as well.”

Returning to JETNET iQ’s unique position with the owner-operator community, Vincent shares insight into how people are using their airplane.

Based on a worldwide analysis, Vincent explains high utilization operations – predominantly charter airways, fractional owners or large corporations – are clocking in at around 328 average hours per year. “But a whole bunch, 45 per cent of operators worldwide, tell us that they only use their airplanes 250 hours a year or less,” he says. “So those hangars in the FBOs around the world are probably pretty busy. If I were a real estate investor, I would be buying airport property right now.”

Looking at the purchase of aircraft, Vincent notes an excess of pre-owned slowed the market in the past, but JETNET is seeing consistent improvement in inventory with numbers of available aircraft getting lower every year. “In fact, last year there was quite a dip down. We had quite a few transactions… 2018, we think might be a little slower [because] there is not as much good inventory – fresh inventory – for sale.”

JETNET iQ is currently tracking that nine per cent of the world business jet fleet is for sale, which Vincent describes as a “pretty good place” – lower than it had been for many years, even as the time it takes for an aircraft to transact continues to run at around 300 days worldwide. as opposed to relying solely on quarterly order and backlog reports from larger public companies.

“The uptick in 2017 emptied a lot of young inventory out of the market, so right now if you are looking for a pre-owned aircraft less than 10 years old, that has only been flown on Sundays at the Waterloo Airport, and kept indoors at that beautiful Chartright hangar, as they say in Quebec, bonne chance. There is nothing out there,” says Vincent, giving a nod to the host locations of CBAA 2018. He also notes that among the five largest business aircraft

OEMs – Bombardier, Dassault, Embraer, Gulfstream and Textron – only Bombardier and Gulfstream have any meaningful order backlog greater than three months.

Vincent describes the dwindling order backlog among the big five OEMs as a negative trend to watch. After a flat market for the past several years, JETNET predicts 2018 will see the delivery of around 650 business jets this year, with a slight increase. “We expect the deliveries to stay at around one to two percent higher in ‘18 than in ’17, that is our current forecast and we have been very accurate.” | W

CRITICAL ISSUES OF THE TRANSPORTATION SAFETY BOARD FOR CANADIAN BUSINESS AVIATION

ust days after her June 14 keynote presentation at the Canadian Business Aviation Association’s 2018 convention in Waterloo, Ont., Kathy Fox received a clear endorsement to continue her mandate as chair of the Transportation Safety Board of Canada. She was appointed to lead the watchdog group for another five years, after first taking on the position in 2014.

Fox has been actively involved in Canadian 32 WINGS | July/August 2018

aviation for more than four decades, beginning her career in 1974 in air traffic control and eventually retiring from NAV Canada in 2007 as VP of operations, and then stepping onto the TSB board.

Inducted into three aviation hall of fames, and recognized for her contributions to sport parachuting, Fox earned an airline transport pilot licence and represented Canada three times at the world championships of precision flying. It is easy to see

the respect she garners from a community gathered to hear about pressing issues in aviation safety.

Today, the International Civil Aviation Organization ranks Canada fifth in aviation safety, behind United Arab Emirates, Republic of Korea, Singapore and France.

Fox is anything but complacent, however, walking the CBAA crowd through two accidents that in large part pushed TSB to make a board recommendation for the mandatory installation of lightweight flight recording systems by all commercial and private business operators.

“A board recommendation is the most powerful tool under the CTAISB Act” says Fox, noting Federal ministers must respond to TSB recommendations within 90 days and explain how they will address safety deficiencies. She explains the absence of onboard recorders has been an issue in a number of investigations over the years and in 2013 TSB recommended that Transport Canada facilitate the installation of lightweight flight data recorders on board more commercial aircraft.

TSB's new April 2018 recommendation, however, changes language from “facilitate the installation” to “require the mandatory installation” of recording systems. TSB also expressed concern with Transport Canada’s reactive approach to oversight of private business aircraft operations, those registered under Part 604. This issue was outlined in an investigation report into the 2016 fatal loss of control and collision with terrain of a Cessna Citation 500 near Kelowna, BC. This occurrence was highly publicized because the plane carried former Alberta Premier Jim Prentice, who lost his life along with three others onboard. Minutes after takeoff, TSB explains the aircraft entered a steep descending turn and struck the ground. Impact forces and a post-impact fire destroyed the aircraft. was no flight recording system on board the aircraft, TSB explains it could not determine the cause of the accident.

“Despite an 18-month investigation, we aren’t much closer to knowing with certainty what caused this accident,” says Fox. “We had no flight data recorder. We had no cockpit voice recorder. These were not required by regulation and, therefore,

we have no detailed sequence of what went on in the flight deck. All we have is a hypothesis.”

Fox explains the most plausible scenario is that the pilot, who was likely dealing with a high workload associated with flying the aircraft alone, experienced spatial disorientation and departed from controlled flight shortly after takeoff. The

investigation also determined that the pilot did not have the recent night flying experience required by Transport Canada for carrying passengers at night.

As a result of TSB’s investigation into this accident and others, Transport Canada planned to begin targeted inspections of private business operators starting in April 2018. “Investigation reports are our bread-and-butter product. Up until now we have been producing essentially two types of reports, a Class 3 and a Class 2,” says Fox, which might range from 35 pages to 200 pages, respectively. After an internal review, TSB is now starting to issue a Class 4 occurrence classification, which are typically going to be around six pages.

Four such reports have been produced for aviation, including one on Canada’s first collision between a drone and a fixedwing aircraft (Beechcraft King Air A100) in Quebec in October 2017. Fox explains ideally a longer report would have been produced for this occurrence because of its significance in Canadian aviation, but the drone and its operator were never found.

hree hundred and seventy-five people attended the Careers in Aviation Expo on April 28 at the Jazz Aviation Hangar in Mississauga, ON, which represents the highest number of attendees for the seventh-annual event, designed to foster the future of aviation in Canada. This included dozens of secondary and post-secondary students looking to build careers in the sector. Three weeks later, more than 75 students from across Western Canada and 120 people in total turned out for a smaller, but more interactive Careers in Aviation Expo in Edmonton, Alberta, held within the recently built – 2012 – hangar and facility of Aurora Jet Partners.

The Careers in Aviation Expo (CIA), hosted by Wings and Helicopters magazines, is designed in large part to help address the labour shortages in aviation. A highlight of the CIA Toronto event was the display of a Jazz Q400 aircraft, featuring one of the first public views of Air Canada’s new aircraft livery design. An Ornge PC-12 aircraft was also on display for attendees to tour; and just before lunch a hangar door opened for the Greater Toronto Airport 34 WINGS | July/August 2018

The day in Toronto featured six educational sessions focused on the future of the workforce in Canadian aviation, kicking off with a keynote by Steve Linthwaite, VP, flight operations for Jazz Aviation LP. He was joined on stage by Dwayne Swartz, base manager for Jazz at Pearson Airport, who shared insight into the daily maintenance and management at one of Canada’s busiest hangers. Jim Armstrong, helicopter pilot and assistant chief flight instructor with Essential Helicopters of North Bay, Ontario, then discussed the opportunities of developing a career in the rotary world.

Business aviation opportunities were then presented by Skyservice’s Lyn Shinn, VP, central region and pre-owned aircraft sales; followed by Stan Kuliavas, VP, sales & business development of Levaero Aviation, who also touched on the dynamics of business jet sales. Tim Anderson, owner of Anderson Aviation Services, who is also a professor with Fanshawe College, Norton Wolf School of Aviation, began the afternoon discussing maintenance, avionics and WWW.WINGSMAGAZINE.COM

The day’s final session featured Marissa Duchscher, a Q400 captain with Jazz Aviation discussing her life as a fixed wing pilot. After deciding to be a pilot at age 17, she spoke about her journey that started in 2010 at Seneca College’s aviation program, followed by her 2014 graduation and eventually being hired by Jazz in April 2015. Duchscher was then joined by her colleagues Erin Grant, Air Canada 767 first officer and Jake Kelly-Cuthbert, Jazz CRJ first officer for a Q&A session.

The Toronto event was capped off by a prize draw, as Thomas Sandrin, brand manager, Hamilton Watches Canada, picked a name from hundreds of ballots to present a Khaki X-Wind watch.

CIA Expo then ran for the first time in Edmonton, thanks in large part to the location provided Morningstar Group, which includes Aurora Jet Partners, as well as Morningstar Air Express and Signature Flight Support.

In addition to eight speaking sessions covering a range of insight for aspiring aviation professionals, CIA Edmonton included more than 25 exhibitors who spent the day discussing opportunities in the industry. A highlight took place shortly after 11:00 am when four Boeing CH-47 Chinook helicopters briefly landed in formation on the ramp in front of Aurora Jet, which also brought its Embraer Phenom 100 inside the hangar for the attendees to tour. The ramp also included RCAF’s Raytheon C90A King Air, flown in by KF Aerospace, and a personal turboprop owned by Travis Burrows who flew to CIA Edmonton to discuss his life as a pilot with WestJet Encore.

The morning of CIA Edmonton began with a presentation from Bill McGoey, president of Morningstar Group, who shared a range of insights on the state of Canadian aviation. He provided statistics showing that the Canadian aviation and aerospace industries today employ 154,000 people, but that there will be a need for 55,000 additional skilled workers over next seven years (by 2025) because of industry expansion and workforce retirements. McGoey explained, given the current pace of training, only 14,000 of the 55,000 workers needed will be filled by existing Canadian graduates.

In the afternoon, Kate Latis and Gray Norman then unveiled a new program called BizAv Young Talent Initiative, which aims to support career development specifically within the world of business aviation. “Three years ago, I had no idea this side of the industry even existed,” said Kate Latis, who presented a session at CBAA. “I graduated from a four-year aviation management program and business aviation never came up as WWW.WINGSMAGAZINE.COM

a possible career choice. I was exposed to a multitude of jobs in commercial aviation and our program even touched on military careers.” In retrospect after discovering another side of aviation at Aurora Jet, Latis explains, “business aviation is the hidden gem of the aviation industry.”

BizAv YTI plans to reach out to flight schools and post-secondary institutions, organizing presentations that explain what business aviation is and what career opportunities are out there. The first BizAv YTI meeting will take place in Alberta later this year, with a nationwide expansion planned

The day in Edmonton also featured presentations from Curtis Nadon, chief flight instructor at Mountain View Helicopters; Amr Yosry, program supervisor with Rockwell Collins and a ground school instructor; and Kendra Kincade, founder of Elevate Aviation and an air traffic controller with NAV Canada. ozens of people from Canada’s aerospace sector gathered in mid-June at Downsview Park in Toronto to celebrate a multi-million-dollar investment from Bombardier to help establish what will become one of North America’s leading aerospace hubs. The event took place in a heritage aviation building that has been transformed into an aircraft cabin interior research facility of Ryerson University’s Aerospace Engineering program.

Across the street, construction continues on Centennial College’s new Downsview campus dedicated to aviation and aerospace. Scheduled to open in January 2019 as part of a $72 million investment, the college’s new four-acre campus will include 36 WINGS | July/August 2018

approximately 138,000 square feet of instruction space and a new hangar large enough to accommodate today’s commercial jets.

“We expect to welcome our students here for the start of winter semester this coming January, after we move all of our aircraft and related equipment from our small hangar at Ashtonbee Campus to this historic facility, which served as the headquarters of de Havilland of Canada,” said Ann Buller, president of Centennial College.

“Our new space will allow us to expand our aviation technician AME programs and introduce new ones in aerospace manufacturing, which will triple our aviation-related enrolment to more than 1,000 full-time students.”

Finally, in recognition of Downsview’s historical importance in the development of the aerospace industry in Ontario, Bombardier explains it will be providing a total of $2.5 million in capital funding to refurbish the heritage Moth Building, which will be the cornerstone of the DAIR Innovation Centre.

In mid-June, Bombardier confirmed the completion of the previously announced sale of its Downsview property to the Public Sector Pension Investment Board for approximately US$635 million.

Pursuant to a lease agreement with the purchaser, Bombardier will continue to operate from Downsview for a period of up to three years, with two optional oneyear extension periods. Even though the land has been sold, the company is clearly invested in the future of aerospace in Ontario. | W

ATAC ADVOCATING FOR PRACTICAL AND SUSTAINABLE NEW PILOT FLIGHT & DUTY TIME REGULATIONS LES AALDERS, EXECUTIVE VICE PRESIDENT

ATAC continues to advocate for pragmatic changes to the worst regulatory reform initiative that Transport Canada Civil Aviation (TCCA) has come up with in many years. The adverse impact, to both the travelling public and the industry, of these seriously flawed regulatory proposals, combined with the apparent lack of willingness by Transport Canada and the Minister to seriously listen to industry’s concerns and suggestions, has forced us to go “political”, not our preferred “consultation” method. During ATAC’s most successful Spring Reception to date, for the first time literally “On the Hill”, in the Centre Block of Parliament Hill, thirty-six Members of Parliament and Senators were briefed one-on-one by ATAC on this hot subject. We continue to strongly encourage the Minister to meet with industry to develop sector specific practical solutions prior to sending any proposed regulations to Canada Gazette Part 2.

The Canadian Border Services Agency has been working with the support of air operators and airports to modernize the border processing of international travellers.

Primary Inspection Kiosks have been deployed at the following airports: • Quebec City Jean Lesage International Airport (YQB)

• Montréal-Trudeau International Airport (YUL) • Halifax Stanfield International Airport (YHZ) • Edmonton International Airport (YEG) • Terminal 3 Toronto Pearson International Airport (YYZ) • Vancouver International Airport (YVR) • Ottawa International Airport (YOW) • Toronto City Airport - Downtown (YTZ) For the international traveller this means that the customs declaration form E311 will no longer be necessary when landing at the above airports. Travellers will also be able to prepare their declaration in advance using the eDeclaration mobile application and scan their Quick Response Code at a kiosk for faster processing or use the Primary Inspection Kiosks.

Passengers arriving on international flights at Canadian airports without Primary Inspection Kiosks will have to continue to fill out the E311 provided by air carriers prior to landing. Additional information can be obtained on the Canadian Border Services Agency’s website at cbsa.gc.ca.

Air crews are encouraged to use the Primary Inspection Kiosks upon arrival at major Canadian international airports where they have been deployed. Airline crews can use the eDeclaration app to prepare their declaration in advance and scan their Quick Response Code at a kiosk for faster processing.

The App is a free download at the app store.

For crew who are not Canadian citizens or permanent residents they must declare at the Primary Inspection Kiosks whether they are: • Operating crew - then declare “Work” as the purpose of the trip.

• Non-Operating crew must declare “Personal” as their purpose of the trip.

Air crews are cross-referenced by the Canadian Border Services Agency with the crew and passenger manifest data to identify operating and non-operating crew to streamline processing.

FUNDING THE FUTURE OF AVIATION DARREN BUSS, VICE PRESIDENT

The high cost of flight training and lack of access to funding is driving many potential pilots away from aviation. ATAC, together with partners in industry and the financial sector, is working on a range of solutions that would fund all or part of a student pilot’s training up to an employable level.

A total funding solution is important not only to increase the number of professional pilots entering the workforce, but also to ensure that everyone who has the passion and ability to become a pilot, not only the most fortunate among us, has the opportunity to do so. Europe and the USA already offer total funding solutions for student pilots, and it’s time that Canada did too.

Due to the high dollar values involved, total funding solutions must be loans, at least in part. Grants should also play a role, especially when our labour market needs align with government priorities of inclusiveness and innovation, as they do right now.

The Student Work-Integrated Learning Program (SWILP) is a federal program that helps post-secondary students in science, technology, engineering, math (STEM) and business programs get the work experience they need. SWILP does not currently support flight training; however, ATAC has advanced a proposal that would make funding up to $7,000 available to students wishing to complete an instructor or float rating.

Ontario residents can take advantage of the Canada-Ontario Job Grant, in which employers can get up to $10,000 per person for training costs. This grant has been used to train flight instructors at a reduced cost.

The catch is that the training must be done by a third-party, so the student must go to another flight school for the instructor rating, then come back. It’s an imperfect solution, but every little bit helps.

CBAA 2018 Convention Highlights

eld in Waterloo Region, Ontario, in the heart of Canada’s high-tech community and at the centre of Canada’s largest concentration of business aviation users, CBAA 2018 was an exciting industry event, boasting value-packed sessions and a memorable static display and exhibit.

The convention features leading-edge topics and notable speakers that provided delegates with critical information and strategies to support their operations and corporate goals. Delegates left the convention better prepared to deal with a wide range of challenges, from employer/employee relationships in a post #MeToo world, to the impacts of the legalization of marijuana, how to understand CRA’s new tax policy, to ways to attract new employees to business aviation and much more.

Other sessions focussed on hands-on, practical advice, like CBAA’s new flight-risk assessment tool (FRAT), emergency communications, upset recovery, fatigue management and many others.

CBAA was also pleased to help delegates acquire new certifications at three workshops held in cooperation with the Canadian Council for Aviation and Aerospace (CCAA).

The Changing of the Guard: Welcome the 2018-2019 CBAA Chair Notable speakers included Keynoter, Rolland (Rollie) Vincent, President, Rolland Vincent Associates, LLC and JETNET iQ Creator/ Director who presented the Business Aviation Market Overview and Kathy Fox, Chair of the Transportation Safety Board of Canada, who examined several recent accidents and discussed their impact on business aviation.

Senior representatives of Transport Canada and NAV CANADA provided an update on their latest activities and a platform for delegates to ask questions at a high-level executive plenary session.

The exhibit and static, featured 59 industry-leading vendors plus 20 aircraft, providing an excellent platform for members of the business aviation community to build

relationships and do business.

CBAA launches new initiative to attract young professionals

C

BAA has taken a major step to attract young professionals to its sector, with the BizAv Young Talent Initiative (BizAv YTI), sponsored by AirSprint and Student Aviation Financial Enterprises Corp.

Launched at CBAA 2018, the initiative is spear-headed by four young aviation professionals, Kate Latis, Aurora Jet, Alex Hummer, Edmonton Shell Aerocentre, Gray Norman, Textron Aviation and Donald A. Wheaton, General Bank of Canada.

BizAv YTI plans to reach out to companies, flight schools and post-secondary institutions, organizing presentations and

industry events to promote the exciting careers in business aviation available to students and young professionals.

The first BizAv YTI meeting will be held in Alberta later this year, with a nationwide roll out planned for 2019 and 2020.

CORSIA Canadian implementation update

he CBAA is working with Transport Canada as it develops domestic regulations to implement the ICAO Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) standards, which come into force in ICAO in 2020. We are pleased to report that there has been some progress in the CBAA attempts to reduce the burden of compliance on PORD holders. BA LABOUR ISSUES SURVEY RESULTS

A

ccording to a CBAA member survey, 38 percent of respondents said they are not losing pilots to other opportunities. Of those who had had pilots leave their companies, almost a quarter identify pay as the main issue, followed by lifestyle at 15 percent. When ask where they thought pilots were going once they left business aviation, four out of ten respondents said mainline carriers. Just over three percent attributed attrition to retirement.

The next most critical talent shortage is in maintenance, an issue identified by 60 percent of respondents. Shortages were less critical in scheduling/dispatching and administration.

The most common recruitment/retention tool used was pay increases, with 74 percent reporting that they used increases to prevent or counter attrition. One third of respondents raise wages significantly – by 20 to 30 percent. However, almost one quarter did not increase their pay scale at all in the past two years.

It doesn’t appear that retention bonuses are a commonly used tool, with 66 percent reporting that they do not provide them at all, and just over a quarter, 26 percent, offering yearly retention bonuses.

The survey also looked at a number of other related issues, such as how companies adjusted their operations to deal with scheduling issues, the impact of technical factors and others. CBAA members can access all the survey results through the Members Forum.

With the bringing together of varied experiences and different perspectives, pilots can examine the risks in each phase of flight: preflight, takeoff, en-route portions of VFR and IFR flight, approach and arrival, and landings.

Particular high-risk areas are evaluated as well, including night flight, aerobatics, midair collision risks, special weather considerations, and human factors.

Canada’s airports have invested $40 million in the past six years in infrastructure and border automation designed to smooth passenger processing. Nevertheless, with about 75 million additional passengers expected in the next decade, our border agency needs investment in staffing and R&D to fully engage in work already under way internationally on the use of biometrics.

The Canadian Air Transport Security Authority (CATSA), the crown corporation that screens passengers, bags and workers at Canada’s airports, is not structured or funded to respond to demand. Long lines at screening, initially confined to Canada’s biggest airports, are increasingly a concern at regional airports with CATSA service.

Toronto Pearson and the Vancouver International Airport spent an additional $14 million last year to supplement government funding to reach CATSA’s target of moving 85 per cent of passengers through screening in 15 minutes or less. While Transport Minister Marc Garneau has committed to improving CATSA, two Federal budgets have failed to address service levels and capital investment into screening technology has stalled. | W

Non-NAS airports receive support for safety and security related projects through the Federal Airports Capital Assistance Program. While Transport Canada has made recent improvements to the program, ACAP funding levels have been stagnant for two decades and insufficient to support demand in all project categories. The CAC will be working with regional partners on ways to improve ACAP. Much more work is needed on traveller bottlenecks through our major international airports. Last year, passenger volumes were up 6.3 per cent, with international traffic growth even stronger at 9.8 per cent. While growth is welcome, there are growing lineups at security screening and air borders.

Small Business and Tourism Minister Bardish Chagger has boosted the government’s investments into tourism marketing and these are paying off through record international visitor numbers. In managing the flow of international travellers across our borders, the Canada Border Services Agency (CBSA) plays an essential role to support growing air service demand and continued innovation through technology.

s I take on the role of chair of the Canadian Airports Council, Canada’s airports celebrate 26 years of devolution to local management and operation for National Airports System (NAS) airports and several recent years of tremendous growth for our sector.

As guardians of the traveller experience on the ground, airports appreciate that strong growth comes with some pain.

Having worked at Kelowna International Airport since 1992, I have seen it grow from 894,000 passengers a year in 2004 to nearly 1.9 million passengers in 2017. By 2045, we expect to serve 3.5 million passengers annually. As the gateway for the movement of goods and people in central British Columbia, our airport provides direct links to destinations such as Vancouver, Toronto, Seattle and Puerto Vallarta. We support some 4,500 jobs and $789 million in total economic output.

There are many more stories like this one across the country; collectively the economic impact of Canada’s airports is significant.

The CAC’s recent economic impact study shows that Canada’s airports support more than 194,000 direct jobs. They provide $19 billion to the national GDP and $48 billion in direct economic activity.

Canada’s airports have made significant investments to ensure travellers are safe and comfortable, with more than $25 billion invested in infrastructure since 1992, primarily through user fees. This includes everything from terminal expansions, more parking and safety improvements such as maintaining and rehabilitating runways.

Canada’s airport model has allowed larger airports, with millions of travellers each year, to make the investments needed to ensure they can continue to add new routes and competitive choice. Reforms to the airport model, that the Federal government is understood to be considering, must not jeopardize future investment if airports are to continue to grow with demand.

Meanwhile, the Federal government has recognized that many of Canada’s smaller regional airports with lower traffic volumes face challenges in sustaining both operating and capital costs. Recent Federal infrastructure funding announcements for small NAS airports across the country are providing
