Next steps forward

recently returned from GSX, hosted by ASIS International in Atlanta, Ga., where I attended Canada Night, a popular gathering of (mostly) Canadian security professionals; a seminar or two (standing room only); and also visited with a few dozen exhibiting companies.

These meetings were opportunities to reconnect with contacts and colleagues I haven’t seen in a while. In some cases, I met with people face-toface for the first time. More than once I had to ask, “Have we met in person before, or only on Zoom?”

One of the most productive aspects of attending trade shows for me is getting a sense of current industry trends based on a wide variety of opinions. Here are a few of the major themes. None of these are new to the industry, but they seem to be evolving all the time and are pivotal to its development.

Apps, analytics and AI

The combination of highly-detailed images and software tools that can add intelligence to that data has truly revolutionized the surveillance camera business — and it’s getting more sophisticated all the time. From licence plate recognition to object detection analytics, there is an impressive array of solutions available for customers with a variety of business requirements. Where I would expect to see even more discussion and innovation in the years to come is the role of privacy protection. Masking technology that obscures faces or entire bodies from surveillance footage while still preserving valuable data

For the most part, this isn’t an either-or proposition. A large proportion of end users will exist on a spectrum with on-premise on one end and cloud on the other. Where they are on that hybrid journey will depend on a number of factors, including the size of customer, their appetite for cloud, bandwidth requirements, budget, etc. But if they aren’t ready to host data and services in the cloud yet, chances are they’ve considered it or have already mapped out a timeline to begin the transition. Vendors and installers that can be flexible to these needs will be popular with clients.

This is a tricky world we live in today. Whether it’s the pandemic, geo-political turmoil, supply chain problems or personnel shortages, there’s plenty to keep people up at night. The security industry can be a boon to the sleep-deprived decision-makers out there by offering solutions. Let’s face it, the industry rose to many of the challenges of the last few years by providing high calibre frontline services and effective monitoring. Helping customers realize that security is about solving problems is going to propel the industry to even greater success in the future.

Cashierless grocery chain installs Axis equipment

A24/7 cashierless grocery chain is utilizing a security infrastructure not only for surveillance but to enhance operations.

Toronto-based Aisle 24 operates 16 stores across Ontario and Quebec, with plans to open additional locations in Vancouver, Edmonton, Calgary and Halifax. Expansion to the U.S. and overseas is also on the horizon for the company.

The store locations are entirely personnel-free — patrons unlock the front door via a phone app, conduct their grocery shopping, then scan their own purchases at a checkout kiosk.

“A cashierless retail operation is very different than a traditional operation. We have to communicate via digital channels to our customer base,” said John Douang, co-founder and CEO of Aisle 24, who responded to questions via email.

“The obvious advantage is that we can operate 24/7 with relatively low on-site labour costs. Our target customers enjoy the blend of digital versus physical and it is what they are expecting in an experience like ours,” he added.

For store locations, Aisle 24 is utilizing a security set-up comprising Axis Communications surveillance cameras with ACAP (Axis Camera Analytic Platform); Axis audio technology for music streaming and announcements; and 2N audio/video intercoms.

The equipment is being installed by Toronto-based systems integrator Smart Installs. The firm recommended Axis equipment for the deployment “because of their open API and custom automation capabilities. That’s mainly what drew us to them,” said Ken Oki, managing director, Smart Installs.

“Having Axis devices in these stores really is a jumping off point for anything that Aisle 24 may

want to do in the future,” added Jason Chiu, professional services group manager, Canada, Axis Communications.

The surveillance cameras are continuously monitored and footage is time-stamped, leading to a quick resolution for any loss prevention investigations, said Oki. Aside from the obvious security advantages, the cameras also provide valuable data that can be used to improve store design and customer experience.

People counting and heat mapping tools allow store operators to identify the most popular spots in the store and arrange displays accordingly. The software is also useful for managing store capacity — particularly during the pandemic. The cameras aren’t being used to monitor stock levels yet, but that could be an added feature in the future.

“We are working on multiple enhancements in partnership with Axis and other third parties to enhance the experience our customers have,” said Douang, “but also to make our operation process-

es more efficient.”

Douang added that spill detection technology may be utilized in stores “to help our operators deal with health hazards more efficiently.”

These types of applications are becoming much more common with surveillance technology, said Oki. “The biggest mental shift for a lot of customers is that you can do more with these cameras now,” he said. “They can actually make you money instead of costing you

money. [They’re] used to build revenue and for marketing capabilities.”

“A lot of retail clients globally are using our cameras as machine vision devices,” said Chiu. “They’re doing a lot of their own in-house analytics as well as using Axis’ and our partners’ analytics… More and more, we’re finding a lot of our devices are being used for service optimization, quality optimization and operational improvement.”

Gallagher establishes tech support team in the Americas

Security solutions manufacturer Gallagher recently announced it is expanding its technical support services to the Americas with a team of people based in Atlanta, Ga.

According to a statement from the company, the Americasbased team “will create stronger connections in the region” and will help to alleviate the workload of staff based in its home country of New Zealand.

“It’s an evolution of our technical support,” said Shane Keesom, Gallagher’s technical support manager. “We’ve been providing 24/7 technical support

from New Zealand and we’re growing really quickly elsewhere, particularly in the Americas. So, this expansion has been a couple of years in the making.”

“Expanding our global support capabilities is a natural progression of our vision to provide exceptional customer experiences,” added Paul Wilson, Gallagher’s

director of technical services for North America. “The team here in the Americas adds to the diversity within our global team.”

The new team consists of four engineers, who will provide service globally during their shift.

“This is going to be gold, being able to talk to our partners and customers in their own language and lingo,” said Matthew Dean, Gallagher’s technical support team leader.

In addition to New Zealand, Gallagher operates offices in Hong Kong, Dubai, India, Australia, South Africa, the U.K. and the U.S.

Ten years ago, Smarter AI founder and CEO Chris Piche got what he called a “front-row-seat” to how rapidly a technological transformation could disrupt a market.

He’d created and led a small software company called Eyeball Networks, and he would a spend a year working with BlackBerry

Canada at a time when smartphones were gaining traction.

“A few years later, I decided I was young enough to build another company,” said Piche, who is originally from B.C. and began programming computers at age 11. His aptitude for mathematics would allow him to commence studies at the University of British Columbia at age 13.

“I thought about it for a while, and I decided that what happened in the phone business 10 years ago was about to happen in the camera business.”

He began to formulate the concept behind Smarter AI — a software company that would use its cameras like platforms for various applications much like smartphones became platforms for third-party apps.

Piche wanted to create a camera that could think for itself using

AI-based software. His vision was for a camera that would be able to see and listen and understand events around it and alert users of any significant incidents.

With headquarters in Las Vegas, Nev., a new office in Geneva and a third location yet to be confirmed, Smarter AI serves commercial vehicle fleets for Amazon, FedEx and UPS as well as some government vehicle fleets. Its Canadian clientele includes Skyhawk Telematics and Telus.

Snowplough operators in Newfoundland have incorporated some of Smarter AI’s cameras and software to identify ice or snow-covered roads before deploying their salt-trucks to a city or urban area.

More generally, Smarter AI’s software can work with an iPhone’s camera to identify whether the operator is driving while distracted. Retail stores can integrate Smarter AI with the company’s shelf cameras to help identify empty shelves that need to be restocked. Security cameras operating with Smarter AI’s software can use it to identify individuals wearing backpacks and other safety-related details.

“Our software platform is completely programmable with respect to the AI models, in the

same way that a smartphone is programmable with respect to the apps,” said Piche.

As of late, Smarter AI has been working to incorporate basic features into their cameras so that they come equipped with ready-to-use apps like the classification of people or vehicles.

Creating privacy compliant AI software has also taken priority at Piche’s company. They’ve incorporated privacy tools that enable cameras to collect information about road conditions while blurring out licence plate information before it is transmitted to the cloud or end user.

The team at Smarter AI plans to continue on this path to further develop its privacy tools to enable federated learning — the type of technology that allows users to train AI models at the edge, removing the need to store or retrieve data from the cloud.

“We see our role as a platform provider and not to take a position or make a judgement about the way regulations should or shouldn’t go,” said Piche. “Our role is to provide tools to our customers that enable them to comply with whatever regulations are in their part of the world, or to implement whatever kind of best practices they choose.”

Gas detection devices deployed at U.K. water company

Severn Trent Water, the U.K.’s second largest water company, will utilize Calgary-based Blackline Safety’s connected personal gas detection devices to protect its employees and support its digital transformation.

With this $2-million deal, Blackline will protect more than 10,000 workers across six of the 12 U.K. water and wastewater authorities that now use Blackline’s technology.

Severn Trent has begun the deployment of the first 1,650 Blackline G7c wearable devices which are supported by Blackline’s 24/7 live monitoring service with automated safety incident and health event monitoring, including features such as no-motion and fall detection, and missed check-ins.

The three-year investment, secured via Verwood, U.K.-based distribution partner Breathe Safety, includes an option to extend for an additional five years of service. Breathe Safety is leading the implementation and device rollout with Severn Trent.

CERN utilizes iris recognition for ID management

The European Organization for Nuclear Research (also known as CERN) is utilizing Iris ID’s advanced iris recognition solution for facility security.

Iris ID technology provides identity authentication for more than 10,000 registered individuals who have been cleared for access to CERN over the years.

CERN has installed iris readers at the main entry as well as various points along the 27-km circular Large Hadron Collider and at access points to the radiological area of CERN’s Proton Synchrotron (PS) accelerator area.

The Large Hadron Collider was reactivated earlier this year after a threeyear hiatus for upgrades and repairs.

The Iris ID system moves approximately 3,000 people a day through access points across the highsecurity facility.

“The Iris ID system has been up to the task at 100 meters below ground,” said Pierre Ninin, head of safety systems engineering, CERN, in a statement.

• Floria Chiu has joined Telus Custom Security Systems as national sales manager. Chiu was recognized by the Security Industry Association Women in Security Forum Power 100 earlier this year.

• Classic Fire + Life Safety announced the appointment of Andy Mallon as its chief financial officer.

installs anti-tailgating solution

Punta Gorda Airport (PGD) in Florida has deployed a Hakimo solution to enhance security and support Transportation Security Administration (TSA) compliance efforts.

PGD offers commercial service to more than 50 destinations. The airport is utilizing Hakimo software, which applies artificial intelligence to the airport’s existing access control and surveillance systems, in order to monitor and reduce incidents of unauthorized access via piggybacking and tailgating.

According to Hakimo, its AI algorithms make it possible to automatically analyze video corresponding to badge swipes and detect tailgating by looking at the number of unique individuals or vehicles going through an opening. The software can then provide the security team with a real-time alert.

It can also automatically send an email to a badge holder when there’s a tailgating violation, or the security team can inform them about the issue.

LESSONS LEARNED

When and why to use a broker

There are a variety of reasons why many deals are done with the help of intermediaries

t is a well-known fact most medium and large-sized companies use an M&A intermediary or broker to help them sell their business.

In fact, most owners of medium and large companies would never consider entering a sale process without a broker by their side. We will discuss some of the reasons below. Going further down this path, I have yet to see a guard, fire or integration company of any size in Canada get sold where there was not a broker involved. It appears that it is only in the alarm business that I see owners doing their own deals and this is mostly (but certainly not always) confined to alarm account bases under 1,000 accounts.

You probably already know some of the reasons why owners use a broker:

• The broker will give the owner a reasonable idea at the outset of what the business is worth. This may seem like an obvious first step but I have heard about deals being done where no target purchase price was set at the beginning of the sale process.

• The broker should do most of the work of getting the business sold, freeing up the owner to continue to run the business. There are endless details involved in getting any deal done that most owners could never imagine; the broker should take care of most of these.

• The broker should know the market for your kind and size of company and be able to bring buyers to the table easily. This is one important reason why I, as a broker, focus on the security industry. The focus allows me over time to find and get to know buyers.

• Using a broker should provide better confidentiality. Buyers are not sending NDAs or calling the owner’s office — both the buyer and the seller are calling the broker.

• A very important part of the selling process is creating an attractive selling package on the company being sold. A good broker should be able to do this.

But there are some other not so obvious reasons for using a broker:

• The stats show that using a broker generally gets the deal done faster and increases the owner’s chance of actually getting the deal done.

• Generally, deals done with brokers result in higher prices. This is because most smart brokers try to create a mini-auction amongst the

buyers, thus increasing the price.

• Finally, there is the psychological benefit of just having someone “in your corner.” The buyers usually have a team of people. The owners should have someone on their team too.

So what should an owner look for in a broker or expect from a broker?

• Make sure the broker has had experience selling companies your size. Small, medium and large-sized deals all require a different skillset. For example, last year I teamed up with a larger M&A firm based in Toronto because I wanted to be able to handle larger deals. I knew that by myself I did not have the skillset or horsepower to handle them on my own.

• It helps immensely (but is not mandatory) if the broker has experience in your industry.

• Talk to your prospective broker and see if he or she can explain things in a way that you can understand. Equally important, make sure you feel comfortable working with them.

• As an owner, at the outset you should expect your broker to be able to give a ball park valuation on your company. They should be able to

create an attractive, pertinent selling package on your company that talks to buyers.

• They need to know the process of selling a company forwards and backwards. Although not all buyers proceed in the same way, the broker should be able to adjust if necessary.

• A broker’s fees are important, obviously. As I generally sell smaller companies, I don’t like to take big retainers. Most brokers take their upfront fees off their success fee before the latter are paid. As for the success fee, it should vary with the purchase price and the length of time it takes to effect a sale. I always tell my clients that how long it will take to sell their company is also important. Fire, guard and integration companies can take much longer to sell than alarm companies.

Is it mandatory to use a broker in every situation? No, for sure it is not. Can a broker generally make your sale process more stress free? My answer is it that should. A good broker should go into each sale trying to look out for their clients in every way possible — not just the price.

October brings networking events

Security Canada Central and the CANASA National Monitoring Station Symposium are just around the corner

Iam reluctant to use the term “back to normal.”

While I don’t think most things are quite the same, CANASA has learned that we can get a lot done. We’re just doing things a little bit differently. So far, 2022 has gone off without a hitch. We have had several golf tournaments, two very successful Security Canada shows and a variety of regional meetings and educational sessions in various parts of the country. It’s amazing what can be accomplished when you have outstanding engagement from membership committees and councils working hand in hand with the CANASA staff.

Security Canada Central is Canada’s largest and most attended opportunity to showcase companies’ products and services. Our shows in Laval and Vancouver sold out and booths are selling quickly for this year’s Toronto event. Don’t wait if you are thinking of exhibiting.

Monitoring Symposium

CANASA will be hosting its sixth annual National Monitoring Station Symposium on Oct. 18 in Toronto, one day prior to Security Canada Central (Oct. 19-20). This event is a must-attend opportunity to meet with your peers and exchange information in a very friendly environment.

This year’s symposium reflects the concerns shared by many monitoring station operators such as new challenges imposed by COVID, the risk of being the victim of a cyberattack, and new monitoring station requirements from ULC.

Survey on enhanced membership

Many of you will be receiving an email asking you to fill out a brief questionnaire about an “Enhanced Membership Category.” We have been working with our committees for some time on an opportunity for qualifying member companies to elevate their credentials as a security provider with the endorsement of your association.

The symposium’s program encourages participants to discuss and exchange information face-to-face. Moreover, this event is also the place to share your recommendations and suggestions on what CANASA’s National Monitoring Station Committee could be working on in order to assist our industry and you.

What happened to HD analog?

IP-based systems may dominate surveillance today, but HD analog still has significant merit

n 2015, HD analog exploded on to the video surveillance scene.

With record low prices and unparalleled install simplicity, it seemed like HD analog could become a real competitor for IP video. Seven years later, we hear very little about HD analog. IP cameras are clearly the leading technology, but that does not mean HD analog has any less merit than it did in back in 2015.

For those unfamiliar with HD analog, it

is an alternative video transmission technology to IP that doesn’t require any networking knowledge or configuration. Like traditional analog CCTV, HD analog cameras simply need to be powered and connected to an appropriate recorder and they will instantly start working. There are no IP addresses to set, nor usernames and passwords.

The simplicity of HD analog made it a real competitor to IP. For integrators to adopt IP technology, they needed technicians with network training. HD analog required almost no training at all. In addition to its simplicity, HD analog was significantly cheaper than IP. HD analog cameras were some of the first mainstream cameras to cost less than $100 each.

On top of the low camera costs, HD analog did not require any software licences. Where VMS manufacturers were charging fees for each IP camera channel, HD analog recorders did not require any licensing, further reducing the total cost of ownership.

With all the obvious benefits, it’s difficult to understand why HD analog is not more prevalent in the industry today. A few factors have played into HD analog’s slow adoption and eventual decline in popularity.

For one, the simplicity of HD analog came too long after the introduction of IP cameras. In 2015, most integrators had already shifted their business to IP and completed all the training and retooling necessary, so very few were interested in going back to an analog product.

IP camera prices also dropped. When HD

analog was first introduced, IP cameras typically cost several hundred dollars. Today there are plenty of IP camera options in the $100 to $200 range.

Large VMS manufacturers also refused to adopt the technology. Enterprise VMS systems could not support HD analog without encoders which often wiped out any cost savings, and added an additional point of failure and complexity.

Finally, U.S. bans on certain products which came into effect in 2018 targeted some of the biggest manufacturers of HD analog cameras in the world. These new laws forced some HD analog users to switch to IP.

Despite these setbacks, HD analog is still alive and well, and the technology remains an excellent choice for a variety of applications. DIY installers with no networking skills are a great fit for HD analog.

The technology is both simple to install,

and cost effective, two key requirements of the DIY market. In addition, for anyone new to the video surveillance market, HD analog is a safe place to start that journey before learning the networking skills required to install and support IP products. Finally, applications where low maintenance is required, such as camera system inside buses or trains, HD analog can be a perfect fit due to its plug-and-play technology.

Though it is impossible to predict what technology will displace IP, it is unlikely to be HD analog. The technology has faced too many setbacks, and the industry as a whole is now entrenched in IP technology. That being said, it is still a great fit for certain applications. HD analog might not be the leading choice for CCTV, but it still has a place in the industry.

ALARM DEALERS CHECK IN

Industry trends suggest the tide is turning, but there are still those who believe in the home market

Consumer research, competitive forces, as well as some ongoing trends in DIY and smart home automation, would suggest competing in the residential market has become increasingly difficult for local alarm dealers, prompting them to widen their service offerings.

Parks Associates’ research from 2021 indicates that residential clients comprise an average

of 56 per cent of the business delivered by alarm dealers in the United States, but the company anticipates this number will gradually decrease over time as dealers pursue business in the commercial market to remain successful.

According to Chris White, senior research analyst at Parks Associates, one of the ways the alarm sector has responded to this trend is to sell smart home products in addition to providing their security software as a platform for these devices.

Another response has been to expand their focus from home security to providing other devices for various types of home care purposes to compensate for a decline in average revenue per user.

Such devices could include carbon monoxide detectors, smoke detectors and water leak detection devices to create an ecosystem of smart home products that speak to the client’s security panel.

“Instead of getting more shoppers, you get fuller shopping carts,” says White.

Commercial growth

Parks Associates has yet to release data retrieved for 2022, but White says they anticipate more

alarm dealers might make the transition to service small to medium-sized businesses at a smaller scale. Although the experiences of Canadian alarm dealers do echo the U.S.-based research White discussed, their responses and attitudes to changes in the market may vary.

Tom Oakley, who is president of Winnipeg-based Oakley Alarms Ltd., wouldn’t describe making any sort of a jump to service commercial enterprises.

The vast majority of his cli-

ents aren’t rushing to invest in home automation technologies either. However, Oakley installs technology that is compatible with automation and is prepared to accommodate client preferences in that direction.

Oakley and his brother launched their business 25 years ago. For a long time, they were the company people found in the Yellow Pages. Any commercial opportunities came through residential clients who owned and operated their own businesses, who would eventually invite Oakley to service their shops in addition to their homes.

More commercial opportunities came through referrals, and even more calls from businesses came through after the company launched its own website.

“We don’t do huge marketing. We are not aligned with any building industry memberships. We’re just plugged away at trying to gain respect in the industry,” says Oakley.

Roughly 25 per cent of Oakley’s clientele are commercial establishments, while the remainder are residential.

Moreover, when his company receives requests from businesses, he responds with caution so as to not overload Oakley’s technicians.

“Sometimes there are projects that are a little larger than we want to take on. We understand that. We want to make sure that if we do commit to it, we meet their expectations,” he says.

Roger Barnes, president of Burlington, Ont.-based Roger’s Security Systems Inc. since 1994, has witnessed DIY impinge on his services within the last five years.

His company has since focused its efforts on acquiring more business from the commercial side.

Insurance companies require businesses to install security systems, and this has been helpful to Roger’s Security Systems in pursuing business from the commercial space. Barnes adds that dealing with commercial clients is also a simpler experience for himself and his company.

Smart home trend

At the same time, Roger’s Security Systems has been riding the wave of smart home products through the sale of connective services under the Resideo Total Connect brand.

From 2000 to 2015, Roger’s Security Systems

charged a monthly fee of $20 for its monitoring services. The company has since doubled this fee due to the incorporation of more remote services and cellular connections.

Barnes reports an overall spike of 80 per cent in connective systems sales to clients who

have embraced DIY.

He has also noticed that no matter how convenient or easy to use DIY products and services have become, there is still only so much residential or commercial clients can do for themselves in the way of monitoring.

Obviously, clients who opt to monitor on their own may save some funds. However, Barnes notes that people who become monitoring stations for their homes or businesses may soon find the work quite burdensome.

As an example, an operator at a monitoring station will view a car dealership an average of 3,000 times a month in order to stay on top of securing the premises.

Furthermore, many self-monitoring clients faced with security threats act on the impulse to dial 9-1-1. Calling police becomes more problematic for clients who have been monitoring a property while in a different jurisdiction.

“Once they start to understand that the ‘doit-yourself’ is not really keen, they start warming up to having you come in and give them a quote,” says Barnes.

When it comes to selling home automation products, Barnes says it’s not possible to compete on price against the telcos.

with Alexa and Google Nest becoming more commonplace. On top of this, larger telecommunications companies were also pushing their own variation of home security products.

Research at Parks Associates identifies Amazon’s Ring and Alphabet’s Google Nest as being on the cutting edge of the smart home device market, appealing to the notion of DIY monitoring.

“The ability for you to get good information from devices and onto a phone, and to make choices of what to do is getting increasingly sophisticated,” says White, referring to AI-based tools designed to differentiate between actual threats versus false alerts.

Like Barnes and other alarm dealers in the country, Oakley is well aware of the growing DIY trend.

He has witnessed telecoms purchase smaller, local companies he’d once regarded as competitors, but he does not view these acquisitions or DIY as threats.

to be,” notes Oakley.

Newly-acquired companies operating as smaller units within a telecom aren’t shifting their focus towards commercial business either, Oakley observes. Instead, they have continued to compete with local companies for residential business.

Additionally, Oakley Alarms found success in the commercial side at the height of COVID-19 when Manitoba saw an increase in the construction of new buildings.

Customer service

Oakley believes in maintaining a strong business by nurturing clients by maintaining high service standards, and he is not alone in his stance.

In the neighbouring province of Ontario, Stephen Karchut has owned and operated London-based Alarmtech for over a year. He served as the company’s operations and project

coordinator for three years prior, and SP&T News recently recognized him as one of this year’s Top 10 Under 40 award winners.

Karchut, whose commercial clients make up 40 per cent of his business, says he has no plans to leave the residential market.

“People need a choice that isn’t a telecom company,” he says. “While we can’t compete with their pricing structure, we can compete in terms of quality of service.”

Karchut says local alarm dealers typically answer phone inquiries promptly and they function as members of their local communities.

The issue is partly due to an ill-informed consumer base, opines Karchut. “But without an alternative or without being informed, they don’t really have a choice.”

Karchut likes to use his Instagram and Facebook to keep his clients and audience informed.

These sites serve as low-cost marketing platforms where he can share demo videos of his company’s work.

Moreover, social media allows his viewers a quick and easy way to assess whether they truly want to do an installation themselves, or leave it to the pros. Even if they choose the former, Karchut knows Alarmtech has succeeded in getting its brand in someone’s head.

Integrator of the Year Delco Security delivers a comprehensive infrastructure for the new Abbotsford Law Courts in B.C.

By any measure, the Abbotsford Law Courts project is an ambitious build.

The first new courthouse in British Columbia in two decades, the facility is 180,000 sq.-ft., four storeys (plus one underground), and comprises 14 courtrooms, community corrections, prosecution services, legal aid, duty counsel, a justice access centre, and an expanded courthouse library. The facility was designed with CPTED (crime prevention through environmental design) principles in mind, and is also LEED certified, in keeping with the province’s energy efficiency goals.

2022 SECURITY INTEGRATOR OF THE YEAR ORDER IN THE COURT

A public-private partnership (P3), the Abbotsford Law Courts were advised by P3 experts Plenary and built by PCL Constructors West Coast. Security integration services were provided by Delco Security, a division of Canadian-owned and operated Delco Automation.

Delco was part of the bid team that was awarded the Abbotsford proj-

ect, responsible for designing and installing the security infrastructure. In recognition of their efforts and the ingenuity and customer service they brought to the project, the company was awarded Integrator of the Year 2022 (sponsored by Wesco) by SP&T News’ judging panel.

Beginnings

For Delco, the Abbotsford install began long before a shovel was put in the ground. “Projects like that are planned with a very long lead time. We were involved very early on,” explains Markus Koenig, senior project manager, Delco.

Beginning in 2017, Delco held project meetings with the client.

“Our team was awarded the project so we began our design build portion of it at that point, working with the owner’s group and our construction team in order to lay out the security requirements for this facility,” says Ben Murray, technology lead, Delco.

The security technology portion of the build involved about $7 million in equipment which included Avigilon, Hanwha Techwin, Kantech, Bosch and IPFusion, a unified dashboard that ties all the security equipment together. The security systems speak to each other and are also integrated into the building’s lighting, water and elevator systems.

“We usually go into design development where we start to work with the client to develop their vision a little further while still maintaining the proscribed agreement,” says Murray. “From there … we can start to go and implement the vision that we’ve worked with the client to build.

“We like to do what’s called the functional requirements document where we sit down with the client

and go door by door to discuss the kind of functionality they want to achieve,” he adds. “The camera views is another one. We go camera by camera and [ask], ‘What do you want to see?’ We really work closely with the client once we get to that stage to capture what they want.”

“Delco was very good,” says Ross McKenna, director of provincial programs for the B.C. Sheriff Service. “They had a number of meetings that they held with us in designing the security needs of the integrated system, including workshops where they would review the requirements, their progress and in the latter stages provide demonstrations of how the system was being developed and was working.”

The Delco team utilized virtual reality (VR) during the design process to help assist the B.C. sheriffs in optimizing surveillance for high-security areas of the facility.

A “digital twin,” a 3-D full scale mock-up, was developed which could accurately portray surveillance camera views, allowing for camera placement adjustments before the actual hardware was mounted. “It really helped us to pinpoint exactly where cameras were going to go,” says Murray.

Using the VR rendering, the sheriffs could see camera adjustments in real-time and know precisely what those changes would mean in the real world. “It’s a completely different approach to the 2-D where you see it in a flat environment,” says Koenig.

Installation

With the facility built, security equipment installation began in the summer of 2020, right when the pandemic was truly ramping up. “Pretty much the whole project was executed within the core COVID timeframe,” notes Koenig.

We’re now more than two years into the pandemic and navigating its on-and-off rules has become second nature to most people. But during those early days in 2020, COVID protocols were being updated almost daily as more public health information came to light. Keeping up with those changes “was a bit of a moving target,” says Koenig.

Even with social distancing and pandemic protocols in place, the project timeline did not waver from its original schedule. “I will give credit to PCL for that. It was obviously a strong team effort that we were able to keep all the original dates that were set five years prior, obviously without knowing there would be a pandemic,” adds Koenig.

Ultimately, more than 600 security cameras were installed in the Abbotsford facility, inside and out. Over 300 facility doors are equipped with access control.

points and over 600 intrusion partitions.

The number of Delco technicians on site during the install ranged from five to 15, depending on workload. The company also brought in Delco workers from across Canada to help out where needed, along with some remote programming support from Alberta and Saskatchewan.

Basically, the courthouse is completely blanketed by a comprehensive security infrastructure. On-site operators have an endto-end view of the facility with the ability to call up a camera in less than a second and place it on a desired control room screen. If triggered, panic alarms are immediately located on an interactive map and covered automatically by the appropriate camera.

“In a site that big, it’s hard to see everything going on,” says Casey Burnstad, on-site technical lead, Delco. “With our integration and how we designed this and worked with the client, every kind of notification that they would need is automated for them. They’re not scrolling through multiple cameras trying to monitor the whole site. If an intercom is pressed, the cameras around that intercom pop up. The technology is working for them. They don’t get ‘camera fatigue’; it really works for them to make their lives easier.”

The security network also features what Murray calls “aggressive failover and redundancies” which makes it extremely resilient. “Essentially what we’ve done is turn the building into one large computer.”

Adjustments

Like any big installation project, Abbotsford brought with it some on-site adjustments and learning opportunities. Most of these were relatively minor, such as needing some extra servers to handle the camera load.

But there was also the B.C. weather to account for — heavy

rainfall took a toll on some of the exterior doors and cameras, necessitating some fixes. As the brand new building settled following construction, some of the access control had to be recalibrated as well.

“Little things like that come up and kind of slow you down,” says Murray, “but you work through them.”

As knowledge is accumulated from project to project, it is applied to future designs, adds Murray. Delco has several other projects underway, including a correctional institution in another province. “As we do these projects, it’s a learning process for us because we collect some very valuable data,” he says. “We also collect data on the technology — what works and what doesn’t work and what’s reliable. We use that to transition to other projects.”

The security rollout for the Abbotsford Law Courts is complete but the relationship with Delco is ongoing, not only for future maintenance but also for potential system improvements.

“As new technologies emerge, we have the ability to show them and add them on to further extend the system into the world of AI,” says Murray, noting recent technology developments in object and anomaly detection tools.

“We continue to work with a facility maintenance company that’s on site, and the guards and the sheriffs, to keep the system going and keep it up-to-date.”

As the first new courthouse facility for B.C. in 20 years, McKenna regards Abbotsford as a showcase “designed from the earliest stage to have the most up-to-date security equipment and technology… The system there greatly assists the sheriffs.”

Murray says the Delco team sees the Abbotsford project as “really special for us. We wanted to be able to deliver new and exciting technologies that would help the B.C. sheriffs and make their lives better with technology.”
