Welcome to Montreal! Bienvenue a tous! This year’s Convention and Trade Show promises to be better than ever! Our Trade Show has been sold out for months, and our advance registration figures look very promising. We have a larger-than-ever professional development program and a broad range of speakers that will be both entertaining and topical.

The proposed new Flight & Duty Time Limits will present the most controversial item on our list of things to talk about, and the timing is right for us to provide our feedback to Transport Canada face-to-face and through a dialogue in a session with Martin Eley, Transport Canada’s Director General Civil Aviation.

Our sessions include an Outlook from the Mining Community; our traditional Committee Meetings; and “Avoiding VFR in to IMC,” to name only a very few. We even have a “Charm School for Helicopter Pilots” session if some of your flight crews need “finishing.” We also have our popular After-Hours event, and our new Skidz Bar. These social functions are not to be missed! We also have a new Industry Roundtable session, where Operator-Members and Associates can help us chart the future for HAC. Share your challenges, and bring some solutions, because the discussion will be spirited!

We have plenty to talk about at the convention, but let’s not forget what an attractive place that Montreal is to hold a convention. Don’t miss a horse-drawn buggy tour of Old Montreal or a visit to some of its fine dining establishments. Montreal has lots to offer when you need a short break from the bustle of the convention floor.

Ladies and gentlemen, I wanted to add my “Welcome to Montreal” to Sylvain’s! This promises to be an outstanding HAC Convention & Trade Show! Lots to talk about, and we couldn’t ask for a more beautiful setting!

I wanted to extend a special thank you to our Associates, Convention Sponsors, and Corporate Sponsors – and we know that some of you provide support to HAC in all three ways! We couldn’t do-what-we-do without your generous support!

Le Cinq, our After-Hours Event, is likely to be one of the social highlights at the Convention in Montreal. Located in one of Montreal’s most prestigious Heritage buildings, and one of the city’s most exclusive Night Clubs, this event will not disappoint. Our After-Hours events have a reputation for “Knocking it out of the Park,” but this one promises to be exceptional. Even Corey Taylor’s karaoke couldn’t drive guests from this event!

Our Luncheon Speaker, Don Newman, will also be a highlight of the Convention. Don’s lengthy and varied career in journalism and inside Ottawa’s political scene will certainly provide us with some insights on the future of the air transportation sector as we move in to the next federal election.

Most importantly, the Convention is your opportunity to contribute to the evolution of the industry – your industry. Make your views known by participating on our Committees. Learn about emerging issues and educate yourself by attending our Speaker Series sessions, or attend a Professional Development Course. DON NEWMAN

Don Newman is an award-winning broadcaster, author and former CBC Parliamentary Bureau Chief and host of CBC News’ Politics

Newman, the Chairman of Canada 2020’s Advisory Board, is a trusted and respected public affairs advisor and a distinguished journalist, broadcaster and author. His recent career memoir, “Welcome to the Broadcast” chronicles the politics and changing media landscape that he reported on and witnessed, and the leaders he met and interviewed over five decades.

He is now Principal Strategic Counsel at Temple Scott Associates, a public affairs firm in Toronto and Ottawa, and a sought-after public speaker, panel moderator and political commentator.

In recognition of his balanced coverage, high journalistic standards and in-depth knowledge of politics, public policy, history and current events, Newman was named to the Order of Canada in 1999.

He is a life-member of the Canadian Parliamentary Press Gallery and Canada’s History Society, and also a recipient of the Academy of Canadian Cinema and Television’s Gordon Sinclair Award for special achievement in broadcast journalism, the Parliamentary Press Gallery’s Charles Lynch Award for outstanding coverage of national issues, the Public Policy Forum’s Hyman Solomon Award for public policy journalism, and has honorary degrees from Queen’s and Winnipeg universities.

MARTIN ELEY

DIRECTOR GENERAL, CIVIL AVIATION, TRANSPORT CANADA

Martin Eley was appointed to the position of Director General (DG), Civil Aviation on May 4, 2009.

Martin started his aviation career in 1972 as an undergraduate with the British Aerospace Civil Division at Weybridge, Surrey, England. He graduated in 1977 with a B.Sc (Hon) in Aeronautical Engineering from the Imperial College of the University of London. He then moved to work on the application of composite materials to Jaguar and Tornado Aircraft with the British Aerospace Military Division at Warton, Lancashire, England.

In 1982, Martin moved to Canada to join Transport Canada (TC) as a structures engineer in the Airworthiness Branch. As a Senior Engineering Program Manager from 1985 to 1994, he was responsible for the Type Certification of many Canadair/Bombardier aircraft and various foreign products. He re-joined the Structures Section in Aircraft Certification Branch as Superintendent from 1994 to 1999. He was appointed Chief of the Engineering Division in 1999 and Director, National Aircraft Certification Branch in 2001.

Martin is a Professional Engineer and an Associate Fellow of the Canadian Aeronautics and Space Institute (CASI).

Gary believes the best safety and quality practices are not “trade secrets.” Travelling the world in support of aviation SMS and quality programs, he regularly observes that the link between business, safety and quality management success or failure is exclusively found within the culture and leadership of the company.

A former Martin Mars pilot, post-secondary aviation educator, President of Abante, founding Director of the Aviation Leadership Foundation, global SMS and quality consultant and contributing member to the Canadian Council for Aviation and Aerospace as an SME for the National Occupational Standard for QA Manager and QA Auditor and one of two SME’s for the National Occupational Standard for Pilots in Canada and a former member of the Canadian Armed Forces, Gary enthusiastically enjoys sharing and engaging those who choose to make a difference in their industry as professionals while he and his team continue to learn, develop and deploy safety and quality managed solutions across the global aviation and airport environment.

As Executive Vice President, Service Delivery at NAV CANADA, Rudy Kellar provides leadership and direction for Operations, Technical Operations and Engineering, ensuring effective alignment of these key

functions in the provision of safe, efficient and cost effective air traffic services.

Kellar began his career in aviation in 1982, with Bradley Air Services (now known as First Air) working as a Dispatcher in Resolute Bay. He subsequently held various positions within management, including Senior Director where he played a role in the expansion of the airline into new cargo, passenger, and charter applications.

From 2001-2005, he served as the Chief Executive Officer of Air Contractors, a cargo transport airline based in Dublin, Ireland, leading a successful repositioning of the company into new market segments. He was responsible for implementing the integration of overnight transport for national postal operations in the United Kingdom and France, as well as express carriers such has DHL and FEDEX.

Kellar joined NAV CANADA in October 2005 as General Manager, Edmonton Flight Information Region. In 2007, he was appointed Vice President, Operations, and in this position has led technology and service initiatives such as the introduction of Automatic Dependent Surveillance Broadcast (ADS-B) in the airspace over Hudson Bay, and its subsequent expansion into Eastern Canada and Greenland. Under his leadership, NAV CANADA continues to make significant progress in the application of new technologies, procedures and concepts for improving the safety and efficiency of the ANS, while focusing on collaborative initiatives to reduce customer fuel burn and GHG emissions.

PAT A. LEONE DIRECTOR OF STANDARDS, FLIGHT SAFETY INTERNATIONAL

Pat A. Leone, AAS, BBA, is currently serving as the Director of Standards for FlightSafety International’s DFW (Dallas, Tex.) Learning Center, which employs 176 instructors and utilizes 34 Gulfstream, Falcon, and Pilatus airplane simulators, as well as six Bell, Sikorsky, and Airbus helicopter simulators to train pilots from all over the world. Prior to becoming Director of Standards, Pat spent 12 of his 17 years in FlightSafety employment as a helicopter simulator Instructor and Program Manager, where he was active in program and related courseware development.

Pat holds unrestricted ATP and CFII (Rotorcraft/Helicopter) certificates, and has flown more than 12,500 accident free hours in military, corporate, EMS and commercial service in Southeast Asia, Europe, the Middle East, and the U.S., primarily in the northeast and southwest. He has even flown short periods in Canada, principally in the vicinity of Gagetown, New Bruswick, while a member of the Massachusetts Army National Guard.

Pat is an Army trained and experienced safety technician, as well as an experienced instrument helicopter pilot. He has a demonstrated passion to educate helicopter pilots about the benefits and hazards related to instrument flight, especially the inherent dangers and catastrophic results of inadvertent incursion into the instrument environment.

BILL MERCER

VICE PRESIDENT, EXPLORATION, AVALON VENTURES LTD.

Bill Mercer graduated from McMaster University with a PhD in geology. He had a 32-year career with Noranda/Falconbridge group working in more than 30 countries and exploring for a wide variety of commodities over his career including base metals, molybdenum, tungsten, gold, bauxite and rare metals in management positions covering Canada, Latin America and international work. Since 2007 he has been VP, Exploration for Avalon Rare Metals.

Bill has taken on several association roles, including President of the Canadian Federation of Earth Sciences and President of the Prospectors and Developers Association, receiving the PDAC Distinguished Service Award in 2006.

Bill has strong beliefs in the need for the exploration industry to improve its health and safety performance. For this reason, he started, and continues to chair, the PDAC Health and Safety Committee in 2005. In 2009, he received the David Barr Award from the Association for Mineral Exploration in British Columbia for excellence in leadership and innovation in mineral exploration health and safety. As part of the Avalon team, he shared in receiving the PDAC Environmental and Social Responsibility Award.

BRAD VARDY MANAGER OF HEAD OFFICE OPERATIONS FOR THE TRANSPORTATION SAFETY BOARD OF CANADA

Brad Vardy began flying helicopters in 1981, spending his commercial flying career with Viking Helicopters and CHC/Canadian Helicopters in a variety of flying and project management roles. He holds an Airline Transport Pilot Licence (Helicopter) in Canada, and a Commercial Helicopter Pilot License in the United States. He has flown light, medium and heavy helicopters throughout Canada, and supported United Nations missions in Asia and Africa in utility and medevac roles.

In 1996 he left the world of commercial aviation and joined Bell Helicopter Textron as a Senior Test Pilot in their Engineering Test and Evaluation group. He moved to Transport Canada (TC) in 2001, where he edited the Aviation Safety Vortex, and represented TC on international aviation accidents, including several high-profile aviation occurrences in the United States, China and Russia.

He finished his career at TC as Deputy Chief Pilot/Acting Chief Pilot for TC and Canadian Coast Guard helicopter fleets. In his spare time, he has also engaged in consulting activities including advanced training, safety audits, and expert witness support to legal counsel.

Brad is currently the Manager of Head Office Operations for the Transportation Safety Board of Canada, with responsibility for air investigation standards, major domestic investigations and the TSB’s international operations.
