When this Show Guide went to print, our Trade Show was almost sold out, and our advance registration figures look very promising. We have a large professional development program and a broad range of speakers, and our industry has never been faced with more important and controversial issues to discuss.

The proposed new flight & duty time limits still present the most controversial item on our list of things to talk about, but add to that the H1 heliport performance requirements, and the timing is right for us to make our views known to Transport Canada’s two Directors General, who will be attending a session with us on Saturday afternoon.

Our sessions include a discussion of UAVs; our traditional Committee Meetings; New Challenges facing Employers of Federally-Regulated Employees; an Update on the TSB’s Air Taxi Study, to name only a very few. We also have our Industry Roundtable session, where Operator-Members and Associates can help us chart future directions for HAC. We also have our ever-popular After-Hours event, this year at MKT, and our Skidz Bar. These social functions are great networking opportunities.

We have lots to talk about at the Convention, but don’t forget to enjoy the city of Edmonton. The city has lots to offer when you need a short break from the bustle of the Convention Floor.

Many of us, including myself, cut our teeth in the helicopter industry in the mid-’80s, reading his book “Chickenhawk.” It has been required reading for helicopter pilots for over 30 years. Robert has had a fascinating life – and his luncheon talk will highlight some of his most memorable moments, including his experiences in Vietnam and lessons-learned from flying helicopters.

Importantly, the Convention is your opportunity to contribute to the evolution of the industry – your industry. Make your views known by participating on our Committees. Learn about emerging issues and educate yourself by attending our Speaker-Series sessions, or attend a Professional Development Course. ROBERT MASON

Robert Mason is best known for his incredible portrayal of life as a military helicopter pilot during the Vietnam War. “Chickenhawk,” originally published in 1983, has become required reading for any aspiring helicopter pilot.

DENIS GUINDON DIRECTOR GENERAL, CIVIL AVIATION, AVIATION SAFETY OVERSIGHT AND TRANSFORMATION

In April, 2015 Guindon was appointed as one of two Director Generals of Civil Aviation at Transport Canada (TC). His mandate is aviation safety and oversight and transformation, including the delivery of national surveillance activities and safety services, such as aircraft certification.

Guindon first served in the Canadian Armed Forces as a pilot-in-command of the C-130 Hercules and the Challenger VIP aircraft. He joined TC in 1992 as an air carrier inspector, occupying various positions related to the oversight of national and international air carriers. From 2008 to 2012, Guindon worked on a number of TC’s organizational development projects in Rail Safety, Aircraft Services, Marine Safety and Civil Aviation until he was promoted to Director of National Operations in 2012 where he was responsible for the regulatory oversight of Canada’s major airlines and the country’s air navigation service providers.

Guindon has earned a master’s degree in public administration from L’Ecole Nationale d’Administration Publique (ENAP), a diploma in airline flying from Chicoutimi CEGEP/CQFA, and his pilot wings from the Canadian Armed Forces. He holds an Airline Transport Licence with ratings on Bombardier, Boeing and Airbus types. He is also accredited as a Project Management Professional (PMP) and has been trained as a Lead auditor on ISO 9001. In 2015, he was bestowed as a Fellow of the Royal Aeronautical Society of London, U.K.

JOE HINCKE BOARD MEMBER - TRANSPORTATION SAFETY BOARD OF CANADA

Joe Hincke enrolled in the Canadian Forces in 1973 and graduated from Collège Militaire Royal de Saint-Jean and Royal Military College with a degree in Political and Economic Science. He completed basic helicopter training in December 1979 and joined HS 443 Squadron on completion of operational conversion to the Sea King helicopter in May of 1980.

During his career, he flew operationally with 423 and 443 Canadian Maritime Helicopter Squadrons and on exchange with 814 Squadron of the Royal Navy. Hincke commanded the Operational Training Squadron (HT406), served as Operations Officer for 12 Wing Shearwater and, from July 2001 to November 2002, commanded 12 Wing Shearwater near Halifax, N.S. He has approximately 3,300 hours of flight time.

Hincke completed Command and Staff College in 1987 and the Advanced and National Security Studies courses in 1999/2000. He also holds a Master’s Degree in War Studies and has held a number of posts in National Defence Headquarters including Director, Air Force Personnel Management and Services, as well as Director, Senior Appointments for the Canadian Forces.

Promoted to General Officer in September 2004, Hincke served in various roles at National Defence Headquarters, culminating as Assistant Chief of the Air Force from July 2007 to August 2008. In September 2008, he was appointed Commander of the Canadian Defence Liaison Staff and Defence Advisor at the Canadian Mission in the United Kingdom where he served until his retirement from the Canadian Forces in 2010. Hincke joined the RCMP as a Civilian Member in September 2010 as its first Professional Integrity Officer.

Jonathan (Jon) Lee is the Regional Manager for Western Canada at the Transportation Safety Board (TSB) of Canada located in Edmonton, Alberta.

He has worked for the Board since 1999 as an aircraft accident investigator and has been the Manager at the Edmonton office since 2004. He has been involved in over 50 investigations as Investigator-In-Charge (IIC) or deputy IIC where the Board has issued a report with findings as to cause and contributing factors.

Jon has had the fortunate opportunity to support the TSB mandate by participating in foreign investigations that involve Canadian aerospace products and has worked with the NTSB (USA), ASC (Taiwan), AAIRB (Korea), AAIB (Singapore), AAIB (Mongolia), BFU (Switzerland), AAIB (Iceland) and AAIB (Finland). Prior to accident investigation, Jon gained industry experience as a pilot in various types of operations from regional airlines to transcontinental cargo to MEDEVAC and flight instruction. He has flown more than 35 types of aircraft and has accumulated 6,500 flight hours. He maintains a valid and current Airline Transport Pilot Licence.

AVIATION, AVIATION SAFETY REGULATORY FRAMEWORK, TRANSPORT CANADA

Aaron McCrorie was appointed as one of two Director Generals of Civil Aviation at Transport Canada (TC) in April 2015 after leading a number of regulatory programs in the area of surface security, security for major special events, aviation security, and most recently, aviation safety. Aaron has been at TC since 1999.

Today, the scope of Aaron’s mandate is the aviation safety framework, which included establishing safety policies, regulations, and standards for aviation and aerospace in Canada. Aaron is equally responsible for the development of the guidance, tools and instructions to help industry comply with regulations and for inspectors to oversee regulatory compliance.

As Director General, Aaron values soliciting the views of stakeholders, and promoting collaboration with the industry to determine innovative regulatory solutions. Over the years, Aaron has also cultivated strong relationships with authorities around the world including the United States Federal Aviation Administration, Transportation Security Administration, the European Aviation Safety Agency, as well as the Civil Aviation Administration of China. He very much encourages and open, honest and respectful discussion with his own team which helps to break down communication barriers that inevitably exist in large organizations such as TC.

Aaron holds a Bachelor of Arts degree from Carleton University, a Master of Arts degree from the University of Regina and started work on a PhD at York University. All degrees are in Political Science.

AMANDA SARGINSON

Amanda Sarginson is a practicing lawyer who represents management in all areas of labour and employment law. Prior to obtaining her law degree she worked for nine years in human resources. Amanda has extensive experience assisting employers in hiring and terminating employees, drafting policy manuals, defending human rights applications and representing the employer at mediation and arbitration. She has appeared before the Coroner’s Inquest, Ontario Human Rights Tribunal, Small Claims Court and the Superior Court and has been a guest speaker at various industry conferences.

ROBERT SINCENNES

CANADA (TC)

Robert Sincennes was appointed as Director, Standards of Civil Aviation at Transport Canada in April 2016.

Robert started his career in the private sector as a design and structures engineer in both the nuclear and aeronautics industries before joining TC in 1985 as an airworthiness engineer. He then occupied various positions of increasing responsibility within Civil Aviation, including Chief, Regulatory Affairs, where he formed the Canadian Aviation Regulation Advisory Council and shepherded the development of regulations, and then Chief, Aviation Enforcement.

Robert has held a number of senior positions at TC including the Civil Aviation Director for Quality and Resource Management; Director of the department’s Management Accountability Framework Oversight Office; as well as the Executive Director of Human Resources.

Today, the scope of Robert’s mandate is the design and development of TC’s civil aviation regulatory program, which includes establishing regulations and standards for aviation and aerospace in Canada. Robert is equally responsible for the development of the guidance, tools and instructions to help industry comply with regulations and for inspectors to oversee regulatory compliance. Robert holds a Bachelor of Applied Science in Mechanical Engineering from the University of Ottawa.

STEVEN WILLIAMS PARTNER, EMOND HARNDON, LLP

Steven Williams is a Partner with Emond Harnden, LLP where he leads the Aviation HR Law practice group, the largest such group in Canada. Steve has the pleasure of working with a number of fixed and rotary operators as well as various aviation industry organizations.

As a board member of the Helicopter Association of Canada (HAC) and the Northern Air Transport Association (NATA), Steve has been heavily involved in the recent flight and duty time issue. He has been instrumental in establishing an HR committee for HAC members. The purpose of the committee is to ensure critical HR challenges facing the helicopter industry are addressed and to facilitate the dissemination of HR best practices to all members.

Steve has attended the ATAC National Aviation Conference and Tradeshow for over twenty years and annually delivers an HR Law presentation to the Flight Training Committee, among other speaking engagements.

Steve is past President of the Board of Directors of the Ottawa Human Resources Professionals Association as well as Chair of the Federal Government Affairs Committee of the Human Resources Professionals Association of Ontario where he assisted with government relations matters.

Today, he is Chair of the Human Resources Committee of the Board of Governors of Ashbury College, and a proud member of the Boys and Girls Club of Ottawa.

BILL YEARWOOD REGIONAL MANAGER OF AVIATION, ACCIDENT INVESTIGATIONS, TRANSPORTATION SAFETY BOARD OF CANADA (TSB)

Bill Yearwood is the Regional Manager of Aviation accident investigations for the TSB. Bill Started flying fixed-wing aircraft on a sugar estate in South America, and evolved to fly rotary-wing aircraft commercially within Canada and other parts of the world. Operations included: heli-logging, forest fire fighting, air ambulance, mining explorations, flight training, and flight-testing.

During a stint for Transport Canada, he audited U.N. operations around the world and helped draft the Canadian Air Regulations. At the TSB, he has been the investigator in charge of dozens of investigations, notably one in the Maldives. Bill lives in Vancouver and is a competitive cyclist. He will share his passion for learning with back stage stories of aviation accident investigations. He is open to questions about anything (in camera).
