Chair’s Message

WELCOME BACK TO VANCOUVER –BIENVENUE A TOUS

Welcome back to Vancouver. This year we have decided to return to Vancouver for many reasons. Continuing with our traditional focus on safety, we have something for everyone including some popular returning speakers like Paul Dittmann of the Transportation Safety Board, representatives from Transport Canada and international fatigue experts. We will also have legal experts speaking on the challenges and opportunities in how we can effectively deal with the labour shortage, as well as labour and employment law, dangerous goods regulations and safety.

We have continued to place a focus on student access this year inviting all student pilots, AME, structures and avionics students from local schools and institutions to the conference. Providing them an opportunity to meet other conference attendees and attend valuable learning sessions. The idea is to help facilitate the student / future employer networking opportunity. In short, this year’s program will be outstanding, and not to be missed.

Do take some time to enjoy the beautiful city of Vancouver and all it has to offer in the way of food and culture. It’s going to be a memorable convention – professionally and socially. I look forward to seeing you.

HAC 2023 PRESIDENT’S MESSAGE

LADIES AND GENTLEMEN, WELCOME BACK TO VANCOUVER

We are excited to be back on the western side of the Rockies for this year’s event in beautiful Vancouver. This year’s convention is running under the theme of “Is this the New Normal?” I feel this theme highlights the state of the Canadian helicopter industry at this time. Are numerous fires coast to coast to coast the way of things to come or did we just see a natural correction to human activities to protect the forest from burning at all? What about our regulatory structure and the prevailing regional and national disparities? Labour shortages? Is this the New Normal? If this is the case, then this year’s HAC convention is the perfect opportunity we have as industry stakeholders to come together and find not only solutions but opportunities as well.

With the change in venue comes an increase in programming and Tradeshow floor time. An additional day has been provided for tradeshow and networking opportunities, so this year is poised to be a great event. We are again in a face-to-face venue, able to discuss concerns and forge solutions in ways that can only be accomplished in the presence of like-minded individuals. We have taken the opportunity this year to create a dedicated lounge area at the Tradeshow for our industry icons, who continue to support our industry and pass along their stories and tales of days gone by. These accounts are what made our industry great and help guide us into the future.

Since the Calgary convention in 2022, the industry landscape has changed. Today, we face new and different challenges that will require better informed and decisive solutions. We continue to endure shrinking labour markets in a year when aircraft and crew demands were extremely high. We continue to face regulatory pressures on our industry and on that shrinking workforce. In response to

these events, HAC will actively encourage student pilots, AME, structures and avionics students to attend and take part in the education sessions, as well as network with all industry contacts in attendance.

FRMS and foreign aircraft and operators are sure to be hot topics this year. Join us in our “Hot Topic” session and the discussion with Transport Canada to hear what they have to say. Get the regulators take on other pressing issues such as 5G interference, ADS-B implementation, drone and RPAS conflicts, flight training and continued delayed Service Standards from Transport Canada. We have experts in fatigue science, immigration practices for foreign crews, safety systems, NAV Canada and let’s not forget our OEM technical briefing sessions. We are thankful to have Paul Dittmann from Transportation Safety Board with us again this year as presentations from this critical organization are always informative and help us remain focused on safety. We are sure to have something for everyone!

There will be plenty of opportunities to discuss the industry and our New Normal, but this is also an opportunity to see those familiar faces we have not seen in a while. Join us for the Chair’s Reception to kick off the Tradeshow for 2023, or the swing by the Helipad party to swap some stories. We are truly looking forward to hosting everyone again this year and to discussing the opportunities that lie ahead for us in the New Normal for years to come.

ANDY COOK

ASSOCIATE DIRECTOR GENERAL, CIVIL AVIATION, TRANSPORT CANADA

Andy comes to us from the aviation industry and brings to Transport Canada more than 30 years of aviation management, training and operations experience. Most recently, Andy held the position of Manager of Strategic Analysis & Solutions in the Defence & Security division of CAE, Inc., where he led a team of strategic policy analysts and synthetic environment content creators in support of flying training and simulation solutions. Prior to that position, he acquired significant experience as an advisor in the area of strategic command and control and decision support. With extensive management experience, he has commanded across the breadth of military air operations, from small single-role detachments to the Wing/Base level of more than 1,000 persons.

Andy holds an Airline Transport Pilot Licence and has experience as the Transport Canada-certified Operations Manager of a Subpart 703, 704, and 705 air operator while flying as 705 Captain. He has had the opportunity to fly in every province and territory in Canada as well as to many airports around the world. In short, whether flying the Prime Minister of Canada, front-line troops, or miners headed to work in Canada’s north, we can confidently say that Andy has seen first-hand the importance of aviation safety and training.

Andy holds a Master of Military Operational Art and Science from the United States Air Force Air University, in addition to three bachelor’s degrees. He completed a Bachelor of Science and a Bachelor of Arts from the University of Ottawa, as well as a Bachelor of Education from the University of Western Ontario.

BOARD MEMBER, TRANSPORTATION SAFETY BOARD OF CANADA

Paul Dittmann began his career in aviation with the Royal Canadian Air Cadets, earning his glider wings in 1985. After joining the Canadian Armed Forces in 1986, he completed pilot training in 1991 and then went on to fly the Sea King helicopter on operations with 423, 443, and 814 (Royal Navy) Squadrons. He later instructed on the Sea King with 406 Squadron and on the Outlaw helicopter with 3 Canadian Forces Flying Training School while serving as its Commandant. Paul has 4,000 hours of flying time and qualified as a naval diving officer.

Paul’s experience at National Defence Headquarters includes posts as an aircraft accident investigator and as the Chief Investigator for the Canadian Armed Forces. Additionally, he held the posts of Contracted Flying Training and Support Program Manager, Director of Air Simulation and Training, and Director Fighter Capability Requirements.

Paul’s is a graduate of Royal Roads Military College (Bachelor of Science, Physics and Oceanography), Royal Military College (Masters of Defence Studies), the Canadian Forces College (Joint Command and Staff Program), and NATO Defense College (Senior Course in strategic defense and security studies). He retired from the Canadian Armed Forces in 2017.

VERITY DG CONSULTING

Miranda Friesen is the Dangerous Goods Specialist and Founder of Verity DG Consulting Inc. At Verity DG, Miranda provides professional expertise in aviation safety and regulatory oversight with a specialization in dangerous goods.

Prior to this, Miranda served as a Transportation of Dangerous Goods Aviation Inspector at Transport Canada for 13 years in the Ontario and Pacific Region. During her career at Transport Canada, Miranda’s extensive work in TDG paved the way for several national initiatives including the National Lithium Battery Campaign and implementing TDG training to Inspectors across Canada. Additionally, Miranda played an instrumental role in the promotion of aviation safety through co-chairing the Lithium Battery Working Group in Ottawa, speaking at the Unmanned Systems Canada Conference in 2013 and presenting at the International Aircraft Systems Fire Protection WG Meeting in Germany in 2014. She is the recipient of 5 Appreciation Awards for her forward-thinking leadership and work as a public servant.

Miranda holds a Bachelor of Arts degree with a Concentration in Criminal Justice and Public Policy from the University of Guelph. She also obtained a Post Graduate Certificate in Public and Private Investigations in which she was the highest-ranking graduate. In conjunction with her role as a TDG Inspector, Miranda’s in-depth knowledge and investigative experience led her to become a member of Transport Canada’s Centre for Enforcement Expertise from 2014-2021. Miranda is a visionary leader with a passion to promote continued aviation safety and compliance for air operators across Canada.

BETSY KANE

CERTIFIED SPECIALIST, CAPELLE KANE

Betsy Kane has practiced Canadian citizenship and immigration law exclusively since 1994. Her practice focuses on corporate immigration legal services. In 2009, Betsy Kane was certified by the Law Society of Ontario as a specialist in citizenship and immigration law.

Betsy is a co-founding member and member of the Board of Directors (VP of Government Relation) of the Canadian Immigration Lawyers Association (CILA), an organization dedicated to promoting the rule of law, access to justice and the development of Canadian immigration law and policy through research, education, and related activities.

Betsy was awarded the Canadian Bar Association, Award of Excellence, by the National Citizenship and Immigration Section in 2021. She has volunteered with the Canadian Bar Association throughout her career. Betsy is frequently called upon as a subjectmatter expert. She speaks at legal and industry conferences, academic forums and to the media on leading immigration issues.

Lauren Jamieson is an Associate with Emond Harnden and a member of the firm’s Aviation Practice Group, having joined Emond Harnden following her articles and two summer terms.

Lauren practices in all areas of labour and employment law with a focus on assisting and advising employers in federally regulated industries, particularly in the aviation industry.

Lauren spent the better part of two years on a series of secondments at NAV Canada in both its legal and labour relations departments, and at CATSA in its legal department.

COREY TAYLOR

Corey Taylor joined Yellowhead Helicopters in November 2020 and serves as Manager of Business Development with a range of pilot and executive experience across a diverse set of roles in the Canadian helicopter industry. He serves as chair of the Safety and Quality Committee of the Helicopter Association of Canada.

Over his aviation career, Corey has worked with a range of operators including Lakelse Air Ltd., Universal Helicopters Newfoundland and Labrador, Great Slave Helicopters Ltd., and VIH Helicopters Ltd. He is currently based out of Ladysmith, British Columbia, with Yellowhead, which provides helicopter services from a network of bases located throughout British Columbia and Alberta. Its diverse fleet of helicopters and support equipment are available year-round with flight crews experienced in mountainous conditions and specialty services: longlining and slinging, wildfire suppression, heli-skiing, seismic exploration support, wildlife tracking and monitoring, emergency support, aerial photography, and avalanche control.

SYNERGY AVIATION LTD.

Todd Tkach co-founded Synergy Aviation in 2014, which has since become an industry leader in aerial surveillance and pipeline integrity monitoring, with additional services including specialized geomatics, remote pilot operators, chartered flights and tours. MATTHEW VAN WOLLEN

CHIEF FINANCIAL OFFICER AND CO-FOUNDER, PULSAR INFORMATICS

Matthew van Wollen has a background in engineering and in finance. A co-founder of Pulsar Informatics, he has also contributed to the conception, financing, and development of several high tech startups in Canada, the U.S., and in Poland.

Prior to assuming the position of CFO at Pulsar Informatics, Mr. van Wollen was an associate partner at Lasanoz Finance, a boutique investment bank based in Warsaw, Poland. During his five years with Lasanoz Finance, Mr. van Wollen managed transactions totaling over $4 billion in transaction value for major multinational companies and private equity firms. He acquired deal making experience throughout New Europe and developed a specialist knowledge of a number of sectors including technology, media, telecommunications and infrastructure.

Mr. van Wollen has served as a member of the board of directors of publicly listed companies in Canada and in Poland. He holds a degree in engineering physics and is a CFA Charterholder.

Lyle Watts is Agar Stringer Recipient presented by the Helicopter Association of Canada in 2018. He retired in 2022 from Heli-College Training Canada Inc. Lyle holds 46 years of helicopter experience; Class I instructor rating; Airline Transport Pilot Licence (ATPL); Instrument (IFR) rated; Multi-engine rated - BH12, SK76; Designated Pilot Examiner (VFR, IFR, and Instructor); Radio Licensing Examiner; English Language Proficiency Examiner (ALPD).

SENIOR VICE PRESIDENT, AVIATION, MARSH SPECIALTY

After taking Business Administration in Humber College, Greg Whyte began a career in aviation in 1986 as a Bench and Airframe Mechanic with McDonnell Douglas Aircraft working on the F-18 and MD80 series aircraft. He completed his fixed wing pilot’s license in 1987 and his commercial helicopter license in 1990, having graduated from Canadore College School of Aviation.

Greg served four years as the Flight Safety Manager for an Air Ambulance program with nine bases, and in 1999 he transitioned to Base Manager in Baku, Azerbaijan. In 2002 Greg was promoted to Vice President, Safety, and in 2004 that portfolio was expanded to Corporate Vice President Safety and Quality where he led the creation of CHC’s first global SMS. In January 2022 Greg accepted a full-time role as North American Rotary Wing Growth Leader with Marsh and transitioned to the Advisory Board of Parallel Flight Technologies.

Greg is a graduate of the Aviation Management program at Canadore College School of Aviation, and the International Safety Management program at the British Safety Council. He is also a graduate of the University of Southern California (USC) Viterbi School of Engineering, Aviation Safety & Security program, and holds a Master of Business Administration (MBA) Degree from Royal Roads University.
