This year’s Convention and Trade Show is our largest, ever – in every sense of the word. Vancouver is always our most popular venue, and this year our sold-out trade show is the largest in HAC’s history. We have added an additional day to our program in order to expand our Safety Forum and showcase a larger group of internationally-renowned speakers. We have increased our offering of Professional Development programs to ensure that your team members are able to perform to the highest standards.
We are offering seminars on some of the most talked about current affairs, including a discussion of Cannabis in the Workplace; UAV’s; Mitigating our HR Crisis; our Accident-Year-in-Review; Cyber-Exposure - and what HAC Convention would be complete without a thorough discussion of the prospective Flight & Duty Time Regulations? We will also be holding our traditional “Open Mic” session with Transport Canada’s Director General, where you will have the opportunity to speak your mind and to get those pressing questions off your chest.
At the same time please do take some time to enjoy the beautiful city of Vancouver, and to join us at HAC’s legendary social events - Back by popular demand, we are taking the party to the Blackbird for our AfterHours event, with the band “Best Night Ever”. Ladies and Gentlemen, welcome back to YVR!
It’s been three years since we were last in Vancouver, when it was HAC’s 20th Anniversary. Well, we’re back again for our 23rd Convention –and we’ll be back here next year, too. Vancouver is our most popular venue, and many of our delegates bring their families to the show, and extend their visit in the city to enjoy one of Canada’s most attractive destination-cities.
This year, our Convention model is evolving. We have grown the footprint of our convention by one day to include more safety-related programing, and added a more international flavour to broaden the horizons of Canadian operators, and to make our programing more attractive to others, from outside Canada. It is our opportunity to showcase the Canadian helicopter industry. We know that many of our operator members are looking outside Canada’s borders for business opportunities, and it is rapidly becoming a global marketplace for helicopter services. Canadian operators – with their expertise in utility operations, are uniquely positioned to offer their expertise outside our borders. We have invited a number of international safety-related speakers, and you will notice more international companies on our growing trade show floor.
As usual, our Professional Development courses will take place before our HAC Committee Day and the OEM Tech Briefings on November 1. Our Safety program will be delivered predominantly on November 2 and 3, while our business-related programing will take place on November 4.
HAC’s Convention has always been a crucible for discussion of the issues and challenges facing our industry. This year, with UAV’s about to go Beyond Line of Sight (BLOS), and new Flight & Time Regulations still in the offing; Changes to Transport Canada’s ACP Program; new CRM Training Requirements; the TSB’s 2018 Watch List about to be released; an industry with lots of hardware, but not enough people to fly-andfix-them, we have lots to talk about this year, too!
But with all the business and safety-related discussions, don’t forget to enjoy the Convention, too! Take some time to have a drink or dinner with others in the helicopter community, and to meet with all your suppliers on the trade show floor. Take some time to relax at the Blackbird After-Hours event, and at the SKIDZ bar. HAC’s convention is also about reconnecting with folks you haven’t seen since last year’s convention!

Mark Aruja’s first participation with USC was in 2003 at the inaugural annual conference, participating as an industrialist. He viewed this association as an invaluable vehicle to bring together the diverse parties necessary to create and realize transformational change opportunities. When he was voted to the Board, he championed the strategic focus of the association on civil and commercial UAS opportunities, now being realized in dramatic fashion. While there is much to be done in this sector, the next true leap for Canadian society promises to be in automated vehicles, where a new leadership team and network will need to be created.

François Collins began his career with Transport Canada in 2002. He has held various position within the organization overseeing rule making, certification and oversight. Today, he currently holds the position of Associate Director General, Civil Aviation.
Before joining Transport Canada, Collins worked for 15 years in the aviation industry as a pilot operating in all four corners of the world.

Paul Dittmann began his career in aviation with the Royal Canadian Air Cadets, earning his glider wings in 1985. After joining the Canadian Armed Forces in 1986, he completed pilot training in 1991 and then went on to fly the Sea King helicopter on operations with 423, 443, and 814 (Royal Navy) Squadrons. He later instructed on the Sea King with 406 Squadron and on the Outlaw helicop-ter with 3 Canadian Forces Flying Training School while serving as its Commandant. Mr Dittmann has 4,000 hours of flying time and qualified as a naval diving officer.
Dittmann’s experience at National Defence Headquarters includes posts as an aircraft accident investigator and as the Chief Investigator for the Canadian Armed Forces. Additionally, he held the posts of Contracted Flying Training and Support Program Manager, Director of Air Simulation and Training, and Director Fighter Capability Requirements. Dittmann is a graduate of Royal Roads Military College (Bachelor of Science, Physics and Oceanography), Royal Military College (Masters of Defence Studies), the Canadian Forces College (Joint Command and Staff Program), and NATO Defense College (Senior Course in strategic defense and security studies). He retired from the Canadian Armed Forces in 2017.

Kathy Fox selected air traffic control as a career in 1974, and worked at Transport Canada control towers in Baie-Comeau, Sept-Îles, Saint-Hubert and Montréal-Dorval, as well as at the Montréal Area Control Centre. From 1982 until 1986, she was responsible for air traffic control training at the CEGEP Saint-Jean-sur- Richelieu, a cooperative training program coordinated by Transport Canada and the Quebec Ministry of Education.
Fox left operational controlling in 1992 to accept a developmental assignment with Air Traffic Services Headquarters in Ottawa, assuming progressively senior positions. She transferred to NAV CANADA in 1996 and became Director, Safety & Quality, in 1997; then Director, Air Traffic Services, in 1999. In 2000, she was appointed Assistant Vice-President, Air Traffic Services.
She became Vice-President, Operations, in 2003 and provided executive leadership and direction throughout NAV CANADA’s Operations Group. She retired from NAV CANADA in June 2007 and was appointed as a Member of the TSB in July 2007.
Fox has been extensively involved in other aviation activities for over 45 years, including sport parachuting and commercial aviation. She holds an airline transport pilot licence and flight instructor rating, and has flown over 5000 hours. She is a recipient of the Fédération aéronautique internationale Paul Tissandier Diploma and the Queen Elizabeth II Anniversary Medal for her contributions to sport parachuting in Canada.
Among other awards and distinctions, Fox received the Transport Canada Aviation Safety Award in 1999. In 2004, she was inducted into the Quebec Air and Space Hall of Fame. She received the Elsie MacGill Northern Lights Award in 2010 and the David Charles Abramson Flight Instructor Safety Award in 2011. She was also inducted into Canada’s Aviation Hall of Fame and into the Women in Aviation International (WAI) Pioneer Hall of Fame in 2016 and 2018 respectively.

Gary Grass believes the best safety and quality practices are not “trade secrets.” Travelling the world in support of aviation SMS and quality programs he regularly observes that the link between business, safety and quality management success or failure is exclusively found within the culture and leadership of the company.
A former Martin Mars pilot, post-secondary aviation educator, President of Abante Intelligent Solutions Inc., founding Director of the Aviation Leadership Foundation, global SMS and quality consultant and contributing member to the Canadian Council for Aviation and Aerospace as an SME for the National Occupational Standard for QA Manager and QA Auditor and one of two SME’s for the National Occupational Standard for Pilots in Canada and a former member of the Canadian Armed Forces Gary enthusiastically enjoys sharing and engaging those who choose to make a difference in their industry as professionals while he and his team continue to learn, develop and deploy safety and quality managed solutions across the global aviation and airport environment.

CEO, HELIOFFSHORE LTD.
HeliOffshore Ltd., is a company dedicated to global offshore helicopter safety. Gretchen Haskins is an aviation industry leader in safety performance improvement and an internationally-recognized expert in human factors. She has served on the board of the UK Civil Aviation Authority as Group Di-rector of Safety, overseeing aviation safety in the UK (including airlines, aer-odromes, air traffic, airworthiness and personnel). Prior to that, Haskins was Group Director of Safety at the UK air traffic company NATS where she championed activities to support frontline operational safety. Haskins previously worked in nuclear certification and safety of intercontinental ballistic missiles, joint airworthiness trials for military aircraft, defense system design – and as an expert advisor to NATO on human performance and safety critical systems. She has a strong aviation background and has flown jet and piston aircraft in the U.S. Air Force. She serves as a board member of the Flight Safety Foundation and is a fellow of the Royal Aeronautical Society.

EUGENE HOEVEN
EH&A is a strategy and business development consulting firm specialized in the aviation sector established in 2005 and based in Montreal, Canada. For over 25 years Eugene Hoeven has worked for and represented aircraft operators, airports, air navigation services providers, manufacturers, technology solutions providers and industry associations such as KLM Royal Dutch Airlines, Amsterdam Schiphol Airport, Bombardier, the International Air Transport Association (IATA) and the Civil Air Navigation Services Organisation (CANSO) to enhance their reputation and brand recognition, achieve millions of dollars in cost savings, and create competitive advantage. During this time, he has also represented the aviation industry at the International Civil Aviation Organization (ICAO) for close to 20 years. As management consultant, Hoeven works with clients to improve their performance and grow their business. Focus areas include strategy, business development and organizational development.
Hoeven holds a bachelor degree in Economics from McGill University and a MBA from the John Molson School of Business at Concordia University, Montreal. He also has followed the Directors Education and Accreditation Program of the Institute of Chartered Secretaries and Administrators (ICSA), and is a member of the Institute of Corporate Directors (ICD) in Canada.


LESLIE HOGAN
PROJECT MANAGER, CANADIAN COUNCIL FOR AVIATION & AEROSPACE (CCAA)
Project Manager Leslie Hogan has been with the CCAA for 8 years. She has a background in technical research, business communications and management, and earned her B.A. in Linguistics from the University of Montreal in 1995. Supporting the Executive and Project teams, Hogan conducts research on industry demographics, aviation occupations, influential economic trends, and when required, specific companies, regulatory agencies and priority issues.

CHIEF EXECUTIVE OFFICER, PULSAR INFORMATICS INC.
With 16 years of experience in biomedical engineering, Dr. Daniel Mollicone has played an active role in the development of the field of neurobehavioral performance measurement and fatigue risk man-agement. A co-founder of Pulsar Informatics, Mollicone has acted as Principal Investigator or co-investigator on research funded by a number of government agencies, including NASA, the Department of Defense, the Department of Homeland Security, Department of Transportation, Federal Aviation Administration, and the National Institute of Health. He has co-authored numerous publications on topics of neurobehavioral performance measurement and fatigue modeling. Mollicone holds degrees in Engineering Physics and Biomedical Engineering.

Before joining the Human Factors and Behavioral Neurobiology faculty at ERAU in the fall of 2012, Dr. Scott Shappell was professor of Industrial Engineering at Clemson University from 2005-2012. Before that, he was the Human Factors Research Branch Manager at the Civil Aerospace Medical Institute. In addition, he has served nearly 20 years (11 years on active duty) in the U.S. Navy as an Aerospace Experimental Psychologist. During his time in the US Navy, Shappell served as the Human Factors Branch Chief at the U.S. Naval Safety Center and as a human factors accident investigation consultant for the Joint Service Safety Chiefs. He has published/presented well over 200 papers, books and presentations in the fields of accident investigation, system safety, behavioral stressors, sustained operations and fatigue. While noted for his work in aviation, Dr. Shappell has been involved in a variety of industries including petrochemical industry, forensic science, mining, and medicine.
Dr. Shappell received a B.S. in psychology (1983) from Wright State University graduating Summa Cum Laude with honors in psychology and followed with a Ph.D. in Neuroscience from the University of Texas Medical Branch in 1990. Dr. Shappell is a fellow of the Aerospace Medical Association, fellow and past-president of the Aerospace Human Factors Association; fellow of the American Psychological Association and past-president of Division 21Applied Experimental and Engineering Psychology, past-secretary/treasurer of the Human Factors and Ergonomics Society, and fellow of the American Heart Association.

David’s 30-year aviation industry career began as a logistics specialist with the 3rd largest oil company in the world. After a company wide downsizing took place, David moved over to a Petroleum Inspection company where he was the manager of a group of inspectors providing third party measurement services for all aspects of marine, pipeline and storage tank calculations. David then went to work for a nationwide petroleum transportation carrier, which specialized in aviation fuels (Jet Fuel, JP8 and Av Gas 100 LL). Here he managed four terminals and over 100 drivers and dispatchers in Los Angeles and San Diego, California and Seattle and Bellingham, Washington.
David was then recruited to work for a large aviation fuel distribution supplier where he worked at a small refinery scheduling the feedstock in, and the finished products out, of the refinery/terminal. The company sold the refinery and David stayed on as the transportation manager, managing all aspects of a fleet of six trucks and their full utilization, scheduling and revenue development and fulfillment. During his continued tenure, David supervised eight employees who managed the company’s field risks at each of their over 400 branded dealers and 120 Liquid Petroleum Terminals across the United States and Canada, as well as, their contracted road transport carriers. While here, David was also on the training team, as a lead trainer, providing Fuel Handling & Quality Training at on-site seminars throughout the United States and Canada.
Today, David has teamed up with two other Aviation industry icons to create a company that is Internationally recognized as The NEW Standard in Flight line Training and training provider of choice, by bringing the most effective on-line training and on-site solutions for companieswith ground operations at airports, including FBO’s, corporate flight departments, flight schools, helicopter operators, MRO’s, into-plane services, airport operators. ATA has also expanded into the petroleum terminal operations that seek an understanding of API, EI & JIG standards, as well as CAF fire fighting equipment, which has added a revolutionary feather in the company’s cap.

Williams leads the Aviation HR Law practice group at Emond Harnden, which is the largest such group in Canada. Steve has the pleasure of working with a number of fixed and rotary operators as well as various aviation industry organizations.
As a board member of the Helicopter Association of Canada (HAC) and the Northern Air Transport Association (NATA), Steve has been heavily involved in the recent flight and duty time issue. He has been instrumental in establishing an HR committee for HAC members. The purpose of the committee is to ensure critical HR challenges facing the helicopter industry are addressed and to facilitate the dissemination of HR best practices to all members.
Steve has attended the ATAC National Aviation Conference and Tradeshow for over twenty years and annually delivers an HR Law presentation to the Flight Training Committee, among other speaking engagements.
Steve is past President of the Board of Directors of the Ottawa Human Resources Professionals Association as well as Chair of the Federal Government Affairs Committee of the Human Resources Professionals Association of Ontario where he assisted with government relations matters. Today he is Chair of the Human Resources Committee of the Board of Governors of Ashbury College, and a proud member of the Boys and Girls Club of Ottawa.
