Notes on knowledge

by Colleen Cross
There is nothing like getting out in the field to refresh your mind and renew your sense of purpose. As editor of Ground Water Canada, I take every opportunity to get out and meet water well drillers, pump installers, hydrogeologists, instructors and manufacturers who work in the hard-working ground water industry.
I found these folks in spades at the U.S. National Ground Water Association’s Groundwater Week in Las Vegas in early December and the experience gave me a winter boost of inspiration.
To me, the phrase “in the field” means getting away from my desk to see a variety of settings, viewpoints and drillers at work. For many of you, being in the field means being on the drill site and that is your status quo. Finding time to get out among likeminded people is a rare opportunity and one you should seize with both hands.
Your best defence against losing the trust of a customer is knowledge.
Breaking out of your everyday work routine can help you drill better and run your business more efficiently. Workshops, trade shows and conferences give you time to think about the big picture and how your work fits into it; they reunite you with old friends and introduce you to new friends who face the same challenges you do; they alert you to potential problems; and they give you access to reliable technical information you can’t always find on the Internet.
One trend that caught my ear that week was an information shift toward the consumer.
Mark Reeder of Franklin Electric made a cool presentation on seven trends and looked at how they affect the water well drilling industry.
It makes sense: the Internet provides an avalanche of information that well owners, current or potential customers can read – not all of it correct.
Jim Smith of Fleming College provided one example of how customers are becoming ground water savvy at a talk on training he delivered at the Canadian conference last June. While
working on a drilling job, Smith fielded questions from a customer who was keenly interested in the work and used terminology such as “annular space” that you wouldn’t expect from your average well owner. It kept the driller-instructor on his toes. Even this positive example shows how important it is for drillers and staff to be current on techniques, requirements and equipment, and, maybe more importantly, able to share that information effectively.
Your best defence against losing the trust of a customer is knowledge. No one can know everything, but if you are aware of issues that concern the public and the latest best practices, you could become that customer’s go-to source.
Events like Groundwater Week are a great place to tap into knowledge. An NGWA working group session on best practices for radium is just one example of professional networking at its best. NGWA professional development director Kathy Butcher walked attendees (most of whom were Canadian, I might add) through the current association guidelines, taking comments, clarifications and questions along the way. An interesting discussion ensued as to how it is transported and bafflement expressed about “where it buys a ticket” into ground water, as Butcher colourfully put it. There is good information available from the U.S. Geological Survey and Canadian and U.S. government sources, but nowhere else can you attend such a relaxed yet focused forum of your peers that takes in information and allows for deeper thinking and sharing of information. It’s networking at its best. Here’s to many networking opportunities in 2017, and with them a renewed sense of purpose for you and a profitable 2017 for your business!

B.C. pump company finds many uses for helicopters
by COLLEEN CROSS
By thinking outside the box – or pump housing – Lamont used his passion and knowledge of these airborne workhorses to differentiate his pump service and supply business.
The affable owner of Precision Service & Pumps in Abbotsford, B.C., who is trained in helicopter mechanics and maintenance, recently shared with Ground Water Canada stories of how the company puts these beauties to work delivering and helping install pumps and equipment in remote areas of the province. Colleague and special projects manager Ron Nelson, who first put us on to the company’s adventures, joined us on the call.
“Helicopters help you get to remote places you couldn’t otherwise reach,” Nelson says. But it’s not all about location: in some cases, using a helicopter can save you precious time and, by extension, money. It also means freedom when you don’t have to wait until spring for the snow to melt, he says.
It’s a matter of using helicopters where it makes sense, Lamont says. “It’s not cheap, but sometimes it’s the right tool for the job,” Nelson adds.
The Precision team of some 25 staff specializing in municipal and industrial work in B.C., the Yukon, Alberta and overseas locations, has done about 20 projects over the years.
The team contracts outside helicopter companies. “Different machines are right for different jobs, and the key is to fit the machine to the job,” Lamont says.
The company once used a helicopter to decommission a 200-foot water well hidden inside a hard-to-reach quad area of

an Aldergrove high school. Once the parts, including pallets of bentonite on skids, were picked up and moved into place, the job didn’t take that long, Nelson says.
In another case, they pulled a pump and 20-foot lengths of pipe out of a customer’s 270-foot-deep well made virtually inaccessible by a swimming pool and an overhead loft. Using a chopper meant the difference between a customer having water the next day or waiting several days.
Nelson says a helicopter proved very useful on a job they did for a ski resort that gets its water from an extremely isolated lake on the other side of a mountain: “There is a submersible pump under the ice that transfers water to a chamber that has a large turbine pump installed to move the water over the mountain. The helicopter doesn’t just deliver the pump; it is used to thread the pump through the hatchway in the top of the pump house and into the wet well. The motor is then installed the same way. The hatchway has less than six inches of clearance on each side as it is put into place. It is a 400-horsepower, 4160 volt motor on 1,000 US gallons per minute at 1,200 feet TDH (total dynamic head) using 15-inch pump bowls.”
Lamont says he is happy to offer the benefit of his experience and invites anyone thinking of getting into this type of work to give him a call.
“Safety is always the biggest aspect,” he says. To this end, he recommends having all lifts with pumps and pipes ready in advance and cordoning off a huge emergency space. “Things can go bad really fast. You need a

boat and a rescue boat. You need backup for everything.”
Liability for insurance is an important consideration. “When you hire a contractor, you are responsible for anything that happens while he or she is working for you,” he says. “Make sure your insurance contract covers this work.”
Done right, working with helicopters can be efficient and fun, Lamont says. “Helicopters are useful for a whole variety of tasks.”

TOOSEY FIRST NATION OF B.C. GAINS NEW DRINKING WATER SYSTEM
The Toosey First Nation, located some 50 kilometres southwest of Williams Lake in British Columbia, has received a new water treatment system, with the help of more than $3 million from the federal government.
The water system includes a new well, water treatment plant and distribution system. Once commissioned, the system will provide clean, healthy drinking water to the more than 340 residents and eliminate a boil-water advisory in place for more than 10 years, Indigenous and Northern Affairs Canada said in a news release.
The federal government has invested $3.1 million to support completion of the Toosey water treatment system, including $1.5 million from the 2016 federal budget.
“Ten years under a drinking water advisory is simply unacceptable,” said Minister of Indigenous and Northern Affairs Carolyn Bennett in the release. “This new system will provide safe, clean, reliable drinking water to the community for many years to come. Our government has pledged to end all long-term drinking water advisories in First Nations communities within the next five years, and we are determined to see more communities like Toosey First Nation access clean drinking water.”
“I would like to give gratitude and thanks for the support that was provided. It has been a long time coming and having the new water system will provide safe, clean drinking water for the people in our community, and no more bottled water,” said Chief Francis Laceese of the Toosey First Nation.
In the 2016 budget, the federal government earmarked $1.8 billion over five years to support clean drinking water and the treatment of wastewater on reserves with the larger goal of strengthening on-reserve water and wastewater infrastructure, the release said.
CANADIANS MEET IN LAS VEGAS DURING GROUNDWATER WEEK
One hundred and seventy-eight Canadians registered for Groundwater Week 2016 in Las Vegas. The majority of these registrants were manufacturers and suppliers.
On Dec. 7, the National Ground Water Association made space available for Canadians to discuss the next steps in forming a Canadian Association,” the Ontario Ground Water Association said in a news release. “Kevin McCray and Trisha Freeman of the NGWA provided support.”
“This was the first chance since Niagara Falls in June for people to gather and discuss this topic and there was a certain amount of reiteration but things quickly moved on to next steps,” the OGWA said. “It is established that the history of the previous association and the circumstances of its demise have no claim on a new association nor is there any fear of future claims. A new Canadian association will be established. Kevin McCray kindly offered support from the NGWA legal team to navigate the process necessary to
establish a not-for-profit with Corporations Canada.”
Blaine Matuga (blaine@centralinteriorpumps.com) in the Western Region, Peter Gay (pgay@fele.com) in the Eastern Region and Craig Stainton (executivedirector@ogwa.ca) in the Central Region will act as point persons for the next steps.
This group is open to individuals and provincial associations.
IJC MOVES TO REDUCE FIRE RETARDANTS IN GREAT LAKES
The International Joint Commission recently released a report recommending the governments of Canada and the United States adopt a strategy to address toxic polybrominated diphenyl ethers (PBDEs) in the Great Lakes, to reduce risks to human health and the environment.
PBDEs flame retardants, widely used in products since the 1970s, have been found in the Great Lakes at levels that may be harmful to human health, the commission said in a news release.
Although PBDEs have been banned or are being phased out, residual PBDE flame retardants are still present in the Great Lakes basin. The chemical class was designated a Chemical of Mutual Concern in May 2016 under the Great Lakes Water Quality Agreement.

Fleming prof Gord Bailey gears down but stays involved
Gord Bailey was born to teach, but he didn’t always know it. The young water well driller was working on site for Carl Baldwin Well Drilling in the early 1980s when Tim Casey, then professor and co-ordinator for the Resources Drilling and Blasting program at Sir Sandford Fleming College’s Frost Campus in Lindsay, Ont., brought his students by to observe someone in the industry at work.
by COLLEEN CROSS
While the students observed his technique, Casey noticed Bailey’s ability to connect with students and communicate what he was doing. He encouraged Bailey to apply to join the college’s staff.
But it was his wife, Marie, who was instrumental in his decision by pushing him to take on the challenge of bringing his practical knowledge into the classroom, Bailey said.
“I never would have done it had she not told me I’d make a good teacher,” Bailey said in an interview with Ground Water Canada in July.
One might expect the newly retired professor to be putting up his feet, but although he is decidedly gearing down – he shifted from head of the program to professor a couple of years ago, handing the reins to Steve Wilkinson – he is full of plans for the near future.
Bailey is still on staff at Fleming, where he’ll carry on as contract trainer in the fall teaching a four-day course for public health inspectors. He is also planning to teach a hands-on course on drilling fundamentals next May at GEFCO’s headquarters in Enid, Okla.
Bailey has been in the business of teaching for 33 years, but his well drilling career dates back to his teenage years.
“We lived in Toronto and my father’s cousin had a farm,” he recalled. “We would go up to the farm on weekends and groundhog hunt and fish and stuff like that. The farmer had
a son who had a son that was my age. Being in the country, he had no one to play with in the summer. When I was nine or 10 years old, his parents said, ‘Do you want to spend the summer here?’ I said yes, so I spent all my summers there working on the farm. The farmer’s son – Carl Baldwin – had a water well drilling business and I started working for him when I was 15. Right out of high school I started working for him full time.”
Bailey then worked for G. Hart & Sons, which was founded by the grandfather of current owner Clarke Watson.
He liked the work, but when the opportunity to teach came along, he accepted it and found he loved teaching even more.
When Bailey joined the staff, the program had just 15 students and a trio of equipment – a blast hole drill, a cable tool and a geotechnical drill. Today the program typically takes in between 100 and 200 students, depending on the time of year and number of semesters running.
“We have our own building with dedicated classrooms and modern equipment,” he said. They also have an impressive fleet: a Diamond drill, a Ditch Witch horizontal directional drill, a Geoprobe 7822DT direct push machine, a Canterra mud rotary machine, a Drilltech down hole hammer rig and several trucks.
A memorable donation was made by former Mineral Engineering Technology program
student Duane Parnham in 2012.
“That was a good Monday morning,” Bailey recalled. The donation went a long way, garnering the program a new mobile geotechnical drill, two Tamarack blast hole drills, a mud reclaiming system and improvements to the training facility, which was fittingly renamed the Parnham Training Centre.
As part of the program, he’s worked on courses in Oklahoma, Ethiopia, Nova Scotia and Newfoundland, trained the Canadian Armed Forces, the Ministry of the Environment SWAT team, drilling contractors and public health inspectors needing continuing education credits. One year they did a water well driller and pump installer apprenticeship program.
They teach the foundations of drilling and related skills such as preventive maintenance, hydraulics, pump systems and identifying soil and rocks.
“A driller has to wear many hats. They have to be able to identify the soil and rocks they are drilling through to properly log them . . . . They have to know what they’re drilling through and

what they’re seeing.”
“We’re at the grassroots level of why a pump works: what determines pressure, volume and maximum pressure,” he said. Although technology changes,
the principles behind them are still the same, he said, and students can apply the basic skills they learn in many situations. “As long as a student

SLOTTED WELLS OVER BEDROCK
Tips for making screens that will not impede good flow
Scientific studies and literature from various manufacturers provide numerous discussions and procedures for installing screened wells over unconsolidated sands and gravels. These calculations usually are concerned with preventing the migration of fine sediments in the water during pumping.
by KEN HUGO
Less consideration has been given to slotted screens placed over consolidated formations where the screen is cut on the site. Usually it is done properly and is not much of an issue. Let’s consider some factors of the design to make sure that what we are doing we are doing well.
SLOT WIDTH
Slotting is typically done with the aid of a circular saw, but does slot width matter? A recent review paper in Hydrogeology Journal (“Review: Hydraulics of water wells – head losses of individual components,” Houben, G.J. Vol. 23, pp. 1659-1675, 2015) shows that very small slots can have some effect by restricting flow. Slot widths of less than 0.3 millimetres can have an adverse effect. This width corresponds to 0.01 inches, or the more commonly stated 010 slot size, much finer than can be made with a circular saw. Even this slot size makes a difference only in highly permeable formations and has no effect in lowpermeability zones.
A very fine slot size such as 010 can make development of the well difficult. So the finest slot size (010) should be avoided in high-volume wells, but the more commonly available 020 or higher slot size will make no appreciable difference.
SLOT ORIENTATION
Slots are sometimes cut on the diagonal. However, the collapse strength of the pipe should be considered, as it will be more adversely
affected by diagonal slots than vertical slots.
NUMBER OF SLOTS
One is tempted to make as many slots as possible to increase the amount of open area, but too many slots will compromise the strength of the screen. The number and width of slots, along with the screen diameter, will control the entrance velocity of water into a well. A frequent rule of thumb is that the entrance velocity should not exceed 0.03 metres per second (0.1 feet per second), although this value appears to be more related to corrosion than restriction of flow. Houben found that flow velocities much higher than this, up to 0.5 metres per second (1.6 feet per second), will have no significant effect on head losses due to water flowing through the screened zone. The entrance velocity is a function of the pumping rate, the length of screen, the radius of the well, and the number and width of the slots.
DIAMETER OF WELL
Increasing the diameter of the well will allow for a higher pumping rate from the well, but the effect is limited. This is because the pumping rate is expressed as a log term with respect to the well-bore radius. As an example, consider the following table, which shows the increase (or decrease) in flow rate due to a change in well radius. The table can be read to show that increasing the well diameter from 6.62 to 10.75 inches results in only a five per
cent increase in well productivity. If you choose a larger diameter of well for other reasons (principally pump size), you may not see a great change in well productivity. (See chart at right.)
LENGTH OF SCREEN
One can place a screen over the entire length of an unconfined aquifer, but because pumping will result in some drawdown around the well, there is no point in having a screen over the drawdown portion. However, too short a screen will result in a less efficient well. The recommended practice is to balance the two factors.
Hydraulic calculations show that 85 per cent of the available yield occurs when about 65 per cent of the available drawdown is used. As a result, it is general practice to screen the lower third of the aquifer. It should also be noted that many regulators do not want to see the pump placed below the top of the screen, so placing the screen at the top of an unconfined aquifer would result in no available drawdown and, therefore, no allowable pumping.
In a confined aquifer, maximum pumping rates are achieved when the entire aquifer is screened over, and efforts should be made to screen as much of the aquifer as possible. A screened zone that is too long may result in multiple aquifer completions. This situation should be avoided, as the multiple aquifer completion can result in flow from one aquifer to the other within the well or possibly the mixing of two zones of different water quality.
EFFECT OF ENCRUSTATION
The long-term well life should also be

considered. Some wells are susceptible to encrustation by chemical (that is, calcium carbonate) or biological means (that is, iron bacteria). Although a completed zone with only a few thin slots may not affect flow rate at the time of completion, remember that this well situation may change. Allowance for extra slots may be advisable to maintain the productivity of the well longer should encrustation occur.

GROUNDWATER WEEK: 5 GEMS
NGWA delivered powerful education and products
The National Ground Water Association’s annual expo this year expanded to become Groundwater Week, held in Las Vegas in early December. Held this year in conjunction with the Irrigation Association’s show, the conference and trade show had a rich context in water management and provided a forum for trends, products and business opportunities.
by COLLEEN CROSS
1. Help to streamline your back office
Rick Oberle ticked through the features and advantages of his Well Magic business administration software, which he designed especially for water well contractors to help corral many of their business functions, including job invoicing, estimating, performing advanced data searches and organizing job types and data.
Whichever software you use, Oberle said, it’s important it be location-based rather than customer-based to keep information current when properties change hands.
Common mistakes well contractors make include requiring customers to fill out complicated forms and relying solely on

accounting software such as QuickBooks, he added. Oberle encouraged drillers to work with their authorities to upload documents they already have and prevent duplication of work.
2. Solar power potential
Jeff Frank, a product development representative from Franklin Electric, may have opened some contractors’ eyes to the potential of solar-powered pumping of water. Innovation has dramatically lowered the cost of solar power from about $76 per watt in 1977 to 30 cents per watt in 2015, Frank said.
Pump designers used to design pumps to use as little power as possible, he said. With costs down, designs can now be driven by water usage needs. There are a lot of opportunities

not only in agricultural applications but among homeowners seeking alternatives to traditional types of power. These last are a growing potential customer base contractors can access through homeowner and real estate associations, he suggested.
3. Powerful message on food production
Peter McCornick, who heads up the Water for Food Institute at the University of Nebraska, delivered a powerful keynote speech on food security to attendees of both shows. Almost one billion people are food insecure, McCornick said, and with the population projected to reach 10 billion by 2050, there will be greater demand for water for higher-value water and water-intensive products, for example, dairy products and eggs. Water seems to get attention only when there is a drought, he observed, noting that it’s important to balance food and water security and conservation with providing agricultural jobs and smallfarm livelihoods. McCornick said he is encouraged to see opportunities in rainfed and irrigated agriculture.
4. Volunteer power
During a breakfast presentation, the NGWA honoured Ross L. Oliver Award recipient Stewart Kraus and other dedicated contractors and scientists, for achievement of high-quality business standards and practices. Also warmly applauded were a truly impressive 360 volunteers, whose names scrolled down

John Clark and Scott Simms of hydrant manufacturer Woodford Manufacturing Company in Colorado Springs, Colo., were busy on the show floor.
the screen like the credits from Star Wars.
The connection between food security and ground water and the ways in which volunteers can help improve both was brought home on the trade show floor. Matt Hamilton told us about the efforts of the Outreach Program in Iowa to get clean water to Tanzania and other spots where it’s needed through volunteer expertise, fundraising and the non-profit’s point-of-use 10,000litre filtration systems, which are fed by gravity and powered by the sun.
5. A truckload of new products
Stephen Weinstein and Peter
Reinhardt of Pentair showed Ground Water Canada two new pump series that will be available next spring under the Berkeley brand made for agricultural jobs and Matthew Servant announced a new Pentek Intellidrive variable frequency drive for large-horsepower jobs.
Brian Curliss and Phil Chatlosh of Proheat in Richmond, B.C., were on hand to describe the company’s 45,000BTU coolant heater, which incorporates a J1939 bus and new operating modes aimed at saving battery power and fuel. The unit, which has different mounting

leaves here with a good grasp of the fundamentals, they can build their career on that foundation.”
How does he know when a student gets it? “I ask them an indirect question and by their answer I know if they comprehend the concept,” he said. “Sometimes they tell me, ‘Now I get it. It finally makes sense.’ ”
Most graduates find work in North America and a few go overseas. The program feeds several industries, among them water well, geotechnical environmental, construction drilling, and blast hole drilling and blasting, he said, noting that today’s students are focused and passionate.
“What I’d like to see for our program is what we’ve been doing and what is currently happening, that is, we’re always updating and changing with the industry. I think it’s important to always keep abreast of what’s happening. Our success is based on providing the industry with people who can make them money and work safely. We’re able to change our curriculum and that’s why we’ve
been successful. Our salespeople are our graduates and you have companies that will only hire our Fleming grads or hire a Fleming grad over another. They’ve had good luck with our students. Those are our ambassadors.
“The best part of the job is being able to make a difference in a student’s life,” he said. “My greatest pleasure has been in teaching the soft skills,” he said. “It’s rewarding to feel you’re making a difference while they can still be influenced and before they become set in their ways.
“They all have a story. Lots of things going on in their lives and lots to deal with. You’d be surprised.”
As for his own life, Bailey has plenty going on. He and Marie have three daughters – Jennifer, Caitlyn and Melissa. They have four grandchildren under 10 –and one on the way.
He plans to spend more time with his family and do more babysitting now that his schedule has slowed down.
Bailey thinks the trades are coming into their own – and it’s about time, in his opinion. University students are
coming to college to get skill sets they couldn’t get in university, he said. “The need for training is increasing,” he said, noting that public health inspectors need continuing education credits as well.
As evidence the trades are valued, he cites the woman who flagged him down at a highway rest stop to tell him how much her son had got out of his time in the program. “She said, ‘After a few months, he is making more money than his two sisters put together who graduated from university.’”
In April, more than 100 of Bailey’s former students, industry people, Fleming colleagues and Bailey’s family surprised the low-key educator with a retirement party he won’t soon forget. “It was overwhelming,” Bailey said. “Some of these people I hadn’t seen in years. Some travelled quite a distance. They gave up their Saturday to come out for me. It means a lot.”

Bailey’s passion for people has gained him many fans over the years. On his retirement, a number of people donated money for a bursary in his name. “This is an entirely appropriate legacy for Gord,” Fleming teaching colleague and former student Jim Smith said. “He’s all about giving back to the students.”
“I guess you could say Gord is the guru of applied learning,” Smith says. “He doesn’t realize the impact he’s had in setting people on the right path.”
“Certainly Gord’s teaching style is unique and very much hands on,” said Greg Bullock of Eades Well Drilling, a Fleming colleague and former student. “I always remember him saying, ‘You’ve got to try to get your head down the hole’ in terms of trying to find out what’s going on, if you’re having a problem, if you’re hitting a boulder, if the pipe’s gone sideways. That’s a true-blue Gordism.”
Fleming College program co-ordinator Bill Smith has his own take: “When I think of Gord, two things come to mind: passion for students and safety advocacy,” Smith said. “He is safety-crazy and keeps students looking over their shoulder, which prepares them for work at companies that are safety-conscious. He leads our office by example.”
The modest Bailey had a message of his own for friends and colleagues: “I’d like to thank the water well industry for letting me into their family. People are thanking me, so I’d like to thank them.”

options, may be used to preheat engines, heat chilly vehicle interiors and prevent fluids from freezing, Curliss said.
Still more Canadians were in the house. Stephan Vaillancourt and Luc Charland of GeoRocFor in Sherbrooke, Que., described some of the company’s overburden casing systems, including the V2.0, whose features include better percussion transfer, more surface impact, an improved locking system and a choice of crowns.
A new 1” & 1 ¼” Model 80DI VFD patented submersible pump check valve for use with variable-frequency drive control submersible pumps was on display at Flomatic Corporation’s booth. The valve is designed to minimize flow losses and hydraulic shocks that can cause failure in the pumping system when a VFD goes to low flow.
Cristina Windsor of In-Situ told us about new features of the company’s 100 and 200 water level meters, among them static and drawdown modes that let users switch from static level readings to drawdown mode for low flow and pump tests.
Lakos had a crowd gathered around its pump protection sand separator demo models for vertical turbine and submersible pumps. These can extend pump life by up to four times, and save contractors and homeowners repair, replacement and energy costs.
Porta-MAX had a portable Hydro-Frac system centre stage at the booth. The small two-speed system is self-contained and gives users fingertip control over flow range.
SiLibeads caught the attention of several show visitors. The glass beads, an alternative to gravel filtration, are the brainchild of German company Sigmund Lindner. Representatives said the zirconium oxide and zirconium silicate beads are more consistently sized and less prone to breakage and encrustation than quartz and gravel.
John Klumpp of Baker Manufacturing showed us the company’s pitless unit designed for deep wells.
Mike Hare and Marci Waselynchuk showed visitors Heron Instruments’ dipper-Tough, a rugged instrument used for measuring static and falling head levels in waste disposal and
J&K Tool Company, Inc.
remediation sites and other harsh environments.
Bob and Cody Davis of MAASS Midwest told us about their Universal Hydrant Drain Box, which drains water from the bottom of the pump assembly to save installers the risk of going into the hole to drain the pump manually. After emerging from a well safely for the umpteenth time, inventor Bob decided to create a product to make the job safer: a compact box that drains the equivalent of nine square feet of washed gravel away from the valve body.
Educational sessions and innovations like these remind us the water drilling world is at least as much about human resources as it is about natural resources. Next year’s Groundwater Week will team up with the technical Groundwater Summit in Nashville, Tenn. So come out, y’all!

Homebuyers beware
by Jeff Wahl
When buying a home in the country, water should be one of the most critical considerations. Buyers will often trust the seller or realtor when a water sample is submitted to the local health unit. In some cases, the buyer will simply receive the test results through their lawyer. The goal of this column is to raise awareness that tampering with a water sample may occur and there is potential for illness. When it comes to water, safety is of paramount concern. Too often, buyers purchase a home with a good water sample and never consider testing the water again. Unfortunately, the practice can lead to illness and sometimes be costly.
Real estate transactions that include a lending institution, that is, a mortgage, require a water sample for coliform and E. coli be taken to prove the potability of the water. Currently, there are no requirements spelling out who is qualified to take the sample. Often it is the real estate agent or the seller who will test the water and provide the results to the potential buyer. This does not present any problem when all parties act in good faith when taking the samples. However, this is not always the case when selling the property takes precedence.
For example, a young couple purchased a home on Manitoulin Island and requested the water be potable as part of the realty agreement. The seller of the home provided a water sample to the realtor and the results were 0/0. The deal was completed. After moving in, the couple noticed a strong odour to the water and had the water retested at the local health unit. The results were >80 for coliform and 58 for E. coli, which is a very high bacteria count. How was this possible with the water showing 0/0 just weeks before? The couple hired an independent company to test the water and the test results were no different. The realtor indicated that the seller had provided the results and that doing so was not the responsibility of the realtor as part of the contract. The young couple were left to fix the problem despite having requested potable water in the original agreement. In the end, they were left

with no choice but to hire a company to fix the water as it was not safe to drink, cook with, shower with or bathe in.
When you send your sample to the local public health unit, are you aware that most test for two things only: coliform and E. coli? These are very important but are not the only contaminants that exist in water supplies. The average person judges the health unit test as a gauge of overall water quality and safety, yet it is only an indication of bacterial contamination. No one is disputing that bacteria can make you sick, but what happens if you have something else in the water that the health unit does not test for? Each test is one snapshot for a single day. What about the other 364 days in the year?
EDUCATION
The water sample conducted during a real estate transaction rarely tests for more than bacterial contamination. Yet most homeowners believe the water is safe if a zero for coliform and zero for E. coli is shown on the sample report. Bacterial contamination is the only benchmark for water quality in most transactions. The potential for altering a water sample using bleach or simply by taking it from another location exists and there is no regulation to stop this from occurring. Buyers have the right to request independent testing and should not accept the water sample provided by the seller or realtor. Realtors can benefit from using independent testing companies to have complete transparency. Using a company that specializes in water testing provides buyers with an accurate picture of bacterial quality and hiring a third-party testing company that is independent of the buyer, seller or real estate agent is a good practice to ensure a water sample has been conducted in good faith with no tampering.
