ANNA MARIA ISLAND – The first hurricane to hit Florida in a decade began as a tropical disturbance that passed over the

Island last week, leaving flooded homes, flooded streets, downed trees and sunken boats in its wake.

The tropical disturbance entered the Gulf of Mexico as a disorganized bunch of storm clouds Wednesday. As it formed, the moisture in the air around it developed into rainstorms causing problems for the flood prone streets and yards on the Island

and in Cortez.

The city of Holmes Beach put up signs at low-lying streets, with parts of Marina Drive near Holmes Beach City Hall, the Island Branch Library and Wells Fargo Bank having water so deep it forced motorists to proceed at little more than idle speed. see hermine, page 12

BRADENTON BEACH – By retaining term limits during the Aug. 30 primary election, city voters have determined that Vice Mayor Ed Straight will not be allowed to serve a fourth consecutive elected term on the City Commission.

City voters also determined that the twoyear residency requirement for those seeking elected office will remain in effect.

Bradenton Beach voters favored keeping term limits 213 (75.53 percent) to 69 (24.47 percent). The city remains the only one on the Island with term limits for elected officials.

In regard to residency requirements for commission candidates, 165 primary voters (58.72 percent) favored maintaining the current two-year residency requirement adopted last fall, while 116 voters (41.28 percent) favored reverting back to the ninemonth residency requirement suggested by

When asked about the primary results, Straight said, “I can’t say that I’m really surprised, but that’s fine. I was willing to do it again if the people wanted me to, but they’ll have to find someone else. There is an upside because we continue to get busier with Wildlife Inc., and I have plenty to keep me busy with the wildlife. There were times when being a commissioner interfered with that.”

Straight also serves as the vice mayor and as the chair of the Community Redevelopment Agency.

Because no other candidates qualified to run for the Ward 2 seat during the June qualifying period, there is no one running to fill the seat Straight will vacate in mid-November. Due to the uncertain status of term limits at the time of qualifying, he decided to qualify, but knew there was a chance the term limit vote would render him ineligible to seek another elected term in office.

Straight’s successor will be chosen by the four commission members in office after the Nov. 8 general elections. After the winner of the Ward 4 race between Bill Vincent and John Chappie is sworn into office, the new commissioner will join Mayor Bill Shearon and commissioners Ralph Cole and Jake Spooner at the next meeting in nominating and trying to reach consensus on the person who will serve as the next Ward 2 commissioner.

To be considered for the seat, potential nominees must have lived in Ward 2 for at least two years. Ward 2 encompasses the

area from 17th Street to 23rd Street North.

The commission will have two meetings to reach consensus on a nominee. If no nominee receives the support of at least three commission members, the winner will be determined by lot, which means cutting cards, drawing straws, throwing dice or engaging in some other game of chance.

As the only candidate to express serious interest in representing Ward 2 for the next two years, Straight addressed the challenges the commission may encounter when trying to replace him.

“The problem with trying to find a commissioner is it’s almost a full-time job with all the meetings, and people don’t have the time,” he said.

In exchange for their time, commissioners earn $4,800 a year. Commissioner Jan Vosburgh will also term-limit out of office in November when she completes her third consecutive two-year term.

Sun schedules candidate forums The Sun will host two city commission candidates’ forums later this month.

On Tuesday, Sept. 20, at 6 p.m., Anna Maria City Commission candidates Brian Seymour, Chuck Webb and Nancy Yetter will participate in a forum taking place at Anna Maria City Hall. In addition to providing opening and closing remarks that highlight their experience and campaign priorities, the candidates will field questions from the Sun moderator on a variety topics including vacation rentals, parking, the city budget, capital improvements and much more.

On Wednesday, Sept. 21, at 6 p.m., Bradenton Beach City Commission candidates John Chappie and Bill Vincent will participate in a Sun forum that will feature a similar format, with the candidates giving their views on a proposed building moratorium, the ongoing efforts to create vacation rental regulations, proposed pier and CRA projects, the city budget and more.

The forums will be open to the public, and the public is invited to submit questions for consideration in advance to jhendricks@ amisun.com. The public will not be invited to pose questions directly to the candidates while the forums are taking place.

Sheriff’s Office agreement renewed The Anna Maria Commission has authorized Mayor Dan Murphy to execute a service agreement between the city and the Manatee County Sheriff ’s Office. After being subjected to a 7 percent cost increase last year, Murphy Schnering was pleased to announce that the increased cost of services for the 2016-17 fiscal year would equate to less than one half of 1 percent. At a cost of $688,235, the one-year agreement provides the city with seven full-time officers, including Sgt. Russell Schnering, who leads the deputies that serve as the city’s contracted police force.

Holmes Boulevard repaving set Superior Asphalt will resurface Holmes Boulevard from 66th Street north to Clark Drive Sept. 12 through 30. The company will display yard signs a couple of days prior to the start date and expect the paving will take two to three days to complete.

The road will be elevated 2 inches higher than it currently sits. Woodruff and Sons crews will be back within the next few weeks to continue the installation of infiltration trenches along both sides of Holmes Boulevard.

Island voters weigh in

Two county commission races were decided in last week’s primary election.

MANATEE COUNTY – Island voters helped determine the outcomes of several county, state and federal and primary races during the primary election that concluded Tuesday, Aug. 30.

Island voters joined voters countywide and statewide in supporting a constitutional amendment that will provide tax exemptions for property owners who use solar power and other renewable energy sources.

County voters on the mainland determined the winners of two Manatee County Commission primary races in which the winners will face no additional challengers in November.

U.S. Senate

In the race for one of Florida’s two U.S. senate seats, Manatee County’s Republican primary voters favored incumbent Sen. Marco Rubio over local developer Carlos Beruff 68.41 percent to 23.55 percent. Rubio received 23,018 votes in Manatee County and Beruff received 7,922.

Dwight Mark Anthony Young received 1,575 and Ernie Rivera received 1,131.

Statewide, Rubio received 1,029,829 votes (71.99 percent) to Beruff’s 264,427 votes (18.49 percent).

Rubio will now face Democrat Patrick Murphy in the general election in November.

In Manatee County, Murphy received 12,989 votes (70.44 percent), followed by Pam Keith at 15.22 percent and Alan Grayson at 10.04 percent. Statewide, Murphy had received 58.95 percent of the votes.

Grayson finished second with 17.7 percent of the vote and Pam Keith finished third with 15.39 percent of the vote.

By a 72.78 percent to 27.22 percent margin, Manatee County voters supported an amendment to the State Constitution to authorize the Legislature to exempt the assessed value of solar or renewable energy source devices from property own-

Statewide, 1,975,249 Florida voters (72.62 percent) voted in favor of the amendment and 744,888 (27.38 percent) opposed it. The solar initiative will take effect Jan. 1, 2018, and expire on Dec. 31, 2037.

Manatee County School Board seats, Gina Messenger and Edward Viltz emerged from the four-candidate District 1 race and will face off again in November. In the District 3 race, incumbent Dave “Watchdog” Miner and Misty Servia were the top two vote-getters and they, too, will square off in November.

Manatee County Property Appraiser:

Island voters did not have a say in the two county commission primary races decided last week, but they will be impacted by the decisions these commissioners make when they take office in Whisenant November.

In the Republican primary race for the District 1 seat being vacated by longtime Commissioner Larry Bustle, Priscilla Whisenant Trace won the seat with 5,402 votes (40.42 percent), followed by Ron Reagan’s 4,148 votes (31.04 Baugh percent) and Corie Holmes’ 3,814 votes (28.54 percent).

In the District 5 Republican primary, incumbent Commissioner Vanessa Baugh received 7,358 votes (53.12 percent) and challenger Kathleen S. Grant received 6,493 votes (46.88 percent).

Two more county commission races will be determined in the November elections and Island voters will have a say in both of those races.

Countywide, voter turnout was 26.86 percent.

Incumbent Manatee County Property Appraiser Charles Hackney received 21,779 votes (70.07 percent) in defeating challenger Chester Bullock, who received 9,301 votes (29.93 percent) in the Republican primary.

The only other candidate listed in this race is write-in candidate Lauren Ramirez, who has not raised or spent any money in this race.

Representative in Congress, District 16

Incumbent Republican Congressman Vern Buchanan received 26,786 votes (80.97 percent) in Manatee County compared to 6,296 votes (19.03 percent) for challenger James Satcher.

District-wide, Buchanan received 53,706 votes (80.63 percent) and Satcher received 12,900 votes (19.37 percent). Buchanan will face Democratic challenger Jan Schneider in the general election.

In Manatee County, Schneider received 13,633 votes (76.55 percent) to Brent King’s 4,176 votes (23.45 percent. District-wide, Schneider had received 76.24 percent of the vote compared to 23.76 for King.

Turtle nests swamped

Hurricane Hermine pushed the Gulf of Mexico high up onto Anna Maria Island’s beaches last week, inundating the 173 sea turtle nests remaining in the sand, but at least one turtle mom was back on the beach to lay more eggs on Friday night, after the storm passed.

Eggs can survive a short time underwater, but after an inspection on Saturday, Anna Maria Island Turtle Watch and Shorebird Monitoring volunteers discovered that about 95 nests were lost, while the rest remained high and dry.

Many of the stakes that were marking the nests were lost, so Turtle Watch volunteers, who scour the beaches each morning for tracks, will be on the lookout for signs of unmarked nests that hatched the night before.

Turtle Watch Director Suzi Fox had volunteers remove Adopt-a-Turtle plaques on the stakes before the storm, so the plaques commemorating or congratulating loved ones are safe.

After a storm, people who venture out to the beach may see turtle eggs floating, but it is important to leave them alone, according to Meghan Koperski, of the Florida Fish and Wildlife Conservation Commission.

The best chance for the eggs is not to move them around, she said, because sea turtles have a nesting strategy that accommodates for natural events; each female deposits several nests throughout the nesting season, May 1 through Oct. 31, hedging bets to make sure that even if a storm hits, there is a high probability

No storm season is a total loss for Florida’s sea turtles, according to Koperski. Even in 2004, when Florida sustained direct hits from Charlie, Frances, and Jeanne, 42 percent of statewide loggerhead nests hatched, and 40 percent of hatchlings successfully emerged from those nests, well within the normal range.

State guidelines no longer allow Turtle Watch volunteers to dig up nests and move them out of a storm’s way, but they are authorized to rebury stranded eggs on dry beach. Any eggs or hatchlings seen on the beach should be reported to Turtle Watch at 941-778-5638.

Man found dead on beach Samuel Collins, Jr., 41, was found in the water at Coquina Beach and police are waiting for toxicology test results.

HOLMES BEACH – Police are investigating the death of 41-year-old Samuel Collins Jr., of Bradenton after a beach walker found his body face up on the shore Sunday morning, They believe it is tied to a drug-related incident hours earlier, when 26-year-old Nathan Swann was found running naked on the beach around 2:40 a.m.

According Bradenton Beach Police Detective Lenard Diaz, Swann’s eyes were dilated and it was apparent he was high on something, but Swann could not recall what happened. He said he had come to the beach with Collins, but did not know what happened to him. Police sent Swann to the hospital under the Baker Act. Diaz said they believe Collins took drugs and he either died from an overdose or drowned.

“It was apparent he had taken drugs because there was foam coming from his mouth,” Diaz said. “We’ll know when we get the toxicology report, but that could take 30 days or more.”

Diaz said the coroner’s office did an autopsy of Collins and there was no sign of trauma.

EDITORIAL The 'Big M'

I

t's a conversation many on the Island were having last week, as we all were dodging hurricanes and tropical storms.

"The 'Big M' is coming! The 'Big M' is coming!"

Say what?

"Haven't you read all about it? The Waterline resort is now a Marriott. Those guys who are building the resort pulled a fast one on us. They've sold out to that mega-hotel monster chain. How could they do that to us?"

Well, as it turns out, they didn't.

The folks behind the Waterline resort now being constructed in Holmes Beach - Mainsail Lodging and Development of Tampa - did NOT sneak out in the middle of the night and sell the farm to Marriott. Their pitch to city officials and to the Island overall is the same now as it has been all along - a heater straight down the middle of the plate.

“Marriott does not own one iota of Waterline,” Mainsail President Joe Collier said, for The Sun's page one story in today's edition.

"There will be no big 'M' on it," added Mainsail Vice President Brian Check.

"Mainsail owns it and is not selling it."

So, the spirit of the mom and pop businesses that make AMI unique won't be trampled underfoot by any hotel beheamoth.

The Island's old Florida charm - what's left of it - that the Chamber of Commerce and virtually everyone else wants to preserve, won't be degraded by Mainsail's development of Waterline.

The dolphins will still swim in our waters.

The palms (though not native to Florida) will still sway in the breeze.

The beaches will still beckon with their sugary soft sand along the Island's western shore.

And no, the resort has not schemed to staff the hotel with foreign nationals (they're leaving that to the big box housing developers) nor bargained away American jobs in exchange for foreign investments.

Waterline owners could, however, decide to display that "Big M" on the outside of the hotel if they wanted to.

It would stand for Mainsail.

LETTERS TO THE EDITOR Fix the bridge we have The Florida Department of Transportation has had a vendetta against Anna Maria Island and its three chartered cities ever since the former mayor of the city of Anna Maria, the late Ray Simches, found out the Island had no representative on the Metropolitan Planning Organization.

It took dedication by Simches, former city Commissioner George McKay and Gail Carter to work on a resolution to present to the Board of Manatee County Commissioners and do the fair thing.

Manatee County, Sarasota County, Bradenton, Longboat Key, Venice , North Port, Sarasota, Palmetto and the Airport Authority all had representatives on the MPO. However, AMI had to be satisfied by creating its own Island Transportation and Planning Organization (ITPO) so that the three mayors of the Island cities could rotate serving on MPO on a yearly or a semi-yearly basis. Simches tried many times to get each city represented.

For 20 years FDOT has spent millions on studies, meetings, proposed drawings, etc., for both bridges from the mainland to the Island with no solution. There are many old bridges throughout the state of Florida. The oldest bascule bridge in the world is London

Bridge, which withstood fires, wars and even time. But the British government and its people want their old bridge, which has become a famous landmark.

The saga of the AMI bridges is a long story. If not for the efforts of Simches, we would be crossing four fixed-span bridges to AMI on Cortez Road and Manatee Avenue.

Sometimes there are just no perfect solutions. Repair, restore and remodel are the best ideas of all.

No tall Cortez Bridge My family is one of 13 families that are superfluous to the Florida Department of Transportation. We call Anna Maria Island home. We live near the Cortez Bridge. FDOT wants to demolish our building to improve the bridge. Why do we need a huge bridge to empty into two lane roads? Is this to connect the huge developments that are in the works to the beach? Why not a new bridge from the new developments connecting to Longboat Key? Many before us have worked very hard to keep AMI the charming island that it is. We need to repair our present charming bridge. Most of the traffic backups are due to the

We agree with former Bradenton Beach Mayor Katie Pierola that repair, restore and remodel are the best ideas of all. We ask for your support in keeping AMI the wonderful island it is. We also want to keep our homes. AMI deserves to be more than a conduit for the developers of another place.

BRADENTON BEACH – On Saturday, Sept. 10, Island Time Bar & Grill and Bridge Street Bistro in Bradenton Beach will host its sixth annual Never Forget 9/11 fund-raiser.

Continuing an annual tradition of honoring first responders and military personnel while also remembering the events that took place on Sept. 11, 2001, the Never Forget event will take place at Island Time, 111 Gulf Dr. in Bradenton Beach, from noon until 4 p.m.

All EMT personnel, firefighters, police officers and active and retired military personnel will receive a complimentary all you can eat all-American buffet with beer, wine and soft drinks included, if they present a valid ID. “In these trying times, it’s really important for us and our community to show our support for the people that are out there every day risking their lives for us. BRADENTON – As summer slowly moves on toward autumn, a chance to have air-conditioned fun is always a treat, especially if there’s a good cause.

The LaPensee Plumbing, Pools and Air Bowling Tournament, sponsored in part by the Anna Maria Island Sun, is coming up on Saturday, Sept. 10, at AMF Bradenton Lanes, 4208 Cortez Road W., Bradenton, starting at 5 p.m., and the cause is The Center, of Anna Maria Island.

Thee cost is $30 per person

and that gets you three games of bowling and shoe rental, if needed.

Enjoy a little competition and for those who are bowling-challenged, you could bring home a trophy if you’re bad enough.

One of the canals that ends at Marina Drive overflowed, but there was no damage. The roof of the laundromat at the Holmes Beach Shopping Center was damaged, and a tree fell down in the front yard of a home on 83rd Street, according to Holmes Beach Police Chief Bill Tokajer.

“We were blessed compared with the cities in the path of the hurricane,” Tokajer said.

Thursday morning saw more rain, but there were patches of calm until the storm tracked north and the winds picked up again. Thursday night saw tropical squalls, but the amount of rain was less than before, allowing some of the saturated areas to drain.

On Friday morning, Tokajer appeared on television asking non-essential visitors to stay away from the Island until the flooding receded.

On Saturday, he said, “We had a considerable amount of streets flooded. Our worst day was Wednesday, and Thursday we had some flooding as well. Friday is when it started to really subside and everything was passable.”

He estimated the water to be at least two feet deep on Marina Drive, near city hall, at various times on Wednesday and Thursday.

After noting that he received no reports of storm-related injuries, Tokajer said, “We had a tree down off of 83rd (Street) and Marina Drive and then we had some damage to the roof of the laundromat in the Holmes Plaza. Other than that, we had some minor damage. There were some roofs that were damaged, but overall as a community we were truly blessed.”

The street flooding was heavy enough in the city of Anna Maria on Friday morning to cause Mayor Dan Murphy and Sgt. Russell Schnering to limit access to the city to residents, vacation rental guests and essential personnel, with Sheriff’s deputies determining who came in.

“After we stopped some of the cars driving too fast through the water, we found out many of them didn’t need to be here,” Schneering said. “They were just looking.”

“We were trying to discourage sightseers, and we were successful at that. Things look better now. We still have some significant flooding on the north end, around Fern, Jacaranda, North Shore and North Bay,” Murphy said on Saturday.

Some residents reported water flooding into their homes and on Friday Murphy authorized the leasing of five trailer-style pumps at a cost of $3,500.

“We are pumping still, but expect things to be back to normal by tomorrow,” he said Saturday morning.

“Our public works people did a fantastic job of responding during this storm crisis.

We received many compliments from residents. They are a credit to our city, and I’m very proud of them. We also need to thank The Center and Crosspointe Fellowship for stepping up and offering shelter to any

By Sunday morning, it was all blue skies and sunshine on the Island, and Labor Day weekend was starting to kick off.

Docked in front of the Seafood Shack in Cortez, the historic schooner San Francesco was among the storm’s earliest casualties. By Thursday morning, the 66-foot wooden schooner was sitting on the bottom of the bay mostly submerged, and she was still in that condition Sunday morning.

Street flooding was prevalent in Bradenton Beach along Gulf Drive, in the avenues at the north end of the city, along Highland Avenue and on Bridge Street.

On Thursday, a sailboat broke loose from the anchorage and struck the Historic Bridge Street Pier doing some damage to the decking. Police Chief Sam Speciale said the vessel was later tied to the protective dolphin pilings at the east end of the pier, and he is going to request additional dolphin pilings be installed.

The Planning and Zoning Board was able to conduct their meeting Wednesday afternoon, but Thursday’s City Commission meeting was cancelled; as was Thursday’s County Commission’s land use meeting. Manatee County schools were closed Thursday and Friday and the free Island Trolley system was out of service Friday due to widespread street flooding.

Some residents’ yards and streets were so flooded that they were stuck at home for a couple days. By Thursday afternoon, Mike Cunningham’s yard on Bay Drive looked like an extension of the bay, with the waves continuing past the shoreline and into his yard.

Things had improved significantly by mid-day Friday.

“They’re delivering the mail and it’s pretty much business as usual,” Speciale said, reporting no known injuries or significant storm damage.

The Bridge Street business district was lively Friday night, offering folks a chance to get out after being cooped up for a few days.

The storm pushed through Georgia and as it left Florida, it served as a reminder that those quiet hurricane seasons we enjoyed recently could be things of the past.

While Tropical Depression 9 rushed north along the west coast of Florida last week, it disrupted many things, including the Labor Day weekend turnout on Anna Maria Island’s beaches.

First came the rain last Wednesday, then Tropical Storm Hermine’s feeder bands bringing wind gusts and more rain and by the time Labor Day Monday rolled around, it should have been time for many to hit the beaches. That wasn’t the case. While the beaches were busy, they weren’t Labor Day weekend busy, according to law enforcement and beach rescue professionals.

Bradenton Beach Police Lt. John Cosby said Labor Day at Coquina Beach was just another busy weekend day, not a beach holiday as in the past. Asked about the activity at the beach, he answered, “It’s dead. It’s just another day at the beach.”

Cosby should know. He patrols Coquina Beach during holidays and has for years. He offered an explanation.

“Maybe the storm threw people off,” he said. “Some of them might be cleaning up their yards or making repairs around the house after the storm.”

At the Coquina Beach Lifeguard Tower, Colin Schmidt said it was just like a normal weekend as well.

“Yesterday was busier than today,” he said. “It’s been mainly families having a good time. There have been a couple of people who ran into stingrays or lost kids, but we found them.”

He estimated the crowd at Coquina at 6,000 to 7,000 people as opposed to 15,000 to 18,000 people on a normal Labor Day holiday.

At Manatee Public Beach, it was a similar story Monday.

HOLMES BEACH – The roaring Gulf was overwhelming as Hurricane Hermine headed for Georgia Friday afternoon. There were few people at Manatee County Beach other than the three lifeguards at the tower. The red flag at the tower indicated they would not let anybody into the raging water.

There was a man with a metal detector scouring the sand for treasures. The staff of the Manatee County Beach Café had been given the day off, and nobody was using beach chairs or tents.

There was a family from Rockford, Ill., that was watching the surf and taking pictures. They did not want to be identified, but the father said they stayed in Orlando an extra day because of the storm, and they had arrived on the Island earlier in the day. He said it was fun for his kids to see the beach like this.

September is one of my favorite months. Reds will be schooling on shallow grass flats of Sarasota Bay, and you also might find big trout there at first light. Plentiful baitfish along beaches will attract Spanish mackerel, false albacore (little tunny), sharks, tarpon and more.

You should find snook in the surf and around docks and bridges in the ICW. You should also find tarpon around bridges at night and in areas of Sarasota Bay, Tampa Bay and Charlotte Harbor. Juvenile tarpon from 10 to 30-pounds should be a good option in creeks and canals.

Tarpon will still be a good option this month. There may still be a few singles, doubles and small schools in the coastal Gulf, and if you’ve got the patience to wait them out, it can be good. Many have moved to inside waters this month, so you’ll find them around bridges, over deep grass flats or deeper areas. When tarpon move into these areas, they are in a feeding mode. After a long migration and with their spawning duties completed, they need to rest and eat to restore themselves. Ladyfish will feed in glass minnow schools, and tarpon will gorge themselves on ladyfish. I have also seen tarpon ball glass minnows into tight schools, and eat them by the bucket full! DOA Baitbusters, TerrorEyz and Shrimp are my favorite tarpon lures this time of year. Fly anglers should

Small flies, like my Grassett Snook Minnow, tied on a 1/0 or 2/0 hook, are another good choice for tarpon that are feeding on glass minnows.

Snook season reopened Sept. 1 on the west coast of Florida. Bag limit is one fish per person, per day between

28 and 33 inches. You can check www.myfwc.com for full regulations. I ask that all snook be released on my boat. If continuing to release them now means more and bigger snook later, I’m all for that. They are a magnificent game fish that hits hard and fights smart, and I hate to kill one that is big enough to fit the slot.

You might find snook in the surf this month or around docks and bridges in the ICW. They will also start making their move towards shallow flats where you might find them staging along sand bars or in potholes. I often fish lighted docks and bridges for snook before dawn before moving to the flats after daylight. CAL jigs with shad tails and jerk worms, DOA shrimp or small white flies, like my Grassett Snook Minnow, should all work well. You can also walk along the beach in the morning, so the sun is behind you, and look for snook cruising the trough in the surf, very close to the sand. This is sight casting, so an accurate cast at the right angle is required to be successful. The same lures and flies that work at night will be good for fishing the surf, too. Surface walking top water plugs or fly popper and Gurglers may draw some big strikes in shallow water early in the day.

find them in shallow water when the tide is high or along the edges of flats when the tide is low. Look for wakes, some as big as boat wakes, or pushes, to locate them. If it is calm, a school of reds may look like a ner-

vous patch of water or if there’s a ripple on the surface, it may appear as a slick patch of water. Once you’ve located them, try to get in front of them and work around the edges of the school to avoid spooking the whole school. Surface walking top water

plugs, shallow running DOA Baitbusters, CAL 4” shad tails and DOA Airheads (I like to clip the tail so it works like a buzz bait) should work well for spin anglers.

Fly anglers should score with fly poppers, Gurglers and wide profile baitfish fly patterns. I like to be as quiet as possible in shallow water, using a push pole to move my boat. Electric trolling motors can be used sparingly, but varying the speed or running at faster speeds will often spook a school. It is great to find a big school of reds, but remember if you spook one fish, you may spook the whole school. Running an outboard may make fish show themselves, but in the long run it will make them harder to catch. I sometimes also find big Jacks and blues mixed with schools of big reds in shallow water.

Trout fishing should also be good this month. Look for big trout in skinny water in many of the same places that you find reds this month. They will be most active in low light, either first thing in the morning or at dusk, particularly if we’ve had an afternoon shower. Cloud cover in the afternoon will also reduce heating of shallow flats, which usually makes fish more active.

The same lures and flies that you use for reds will work well for big trout in shallow water. I release all trout over 20 inches on my boat since they are usually females, capable of spawning thousands of other trout.

Boathouse allowed on one’s own property Commissioners agreed not to pursue allowing boat canopies or boat houses on waterways.

HOLMES BEACH – After learning that one resident who wanted a boat canopy could have one, commissioners agreed at the Aug. 23 work session to drop the subject.

The issue began in June when Lance Spotts requested the city allow boat covers because there is a rookery in an Australian pine over his boat, which gets covered in bird excrement. At the time, City Planner Bill Brisson said the city prohibits boat houses and coverings.

However, upon further investigation, Brisson found that the prohibition only applies to boat houses or coverings that are “on or within a public waterways” and Spotts’ boat would be on his own property.

“If you are not on a waterway, you follow the LDC (land development code),” he said. “Therefore, a boat canopy or boathouse over the existing boat slip would be subject to the same provisions as any other

Discussing options

Chair Judy Titsworth asked if Spotts could build a structure 36 feet high, and Brisson said yes.

“A boathouse would not be very

effective if you have to meet the 20-foot setback from the water,” she said, and suggested that if they were lenient on the setbacks, maybe they could limit the height or if he wanted more than 20 feet, he could seek a variance.

Brisson said a variance requires a hardship and a non-native tree containing a rookery is not a hardship.

Commissioner Marvin Grossman said that if the current code gives Spotts relief, then, “We are done.”

Titsworth asked Spotts if a 20-foot setback would work for him, and he said no. Brisson cautioned her that if they change the regulations for Spotts, it would affect everybody.

Commissioner Carol Soustek asked if they could do a special exception for Spotts, and Brisson said it is not applicable because he is allowed to have a boat house or canopy and “the lot is governed by the LDC, which has a setback of 20 feet.”

Soustek asked that they consider allowing canopies by special exception in the city’s waterways, and Peelen countered, “There’s no demand. I don’t want to waste our time for something that’s not in demand.”

The others agreed.

Mar Vista renovations begin LONGBOAT KEY – The historic Mar Vista Dockside Restaurant and Pub will remain open while a new kitchen is installed.

The state-of-the-art kitchen is expected to be completed within four to five months, according to Chiles Group Culinary Director Erik Walker.

“Food is our top priority,” Walker said. “We are really excited about the additional offerings we can provide to our guests, like chef's tasting menus showcasing many of the sustainable seafood projects we are a part of as well as the produce and herbs from our farm, Gamble Creek.”

Despite the construction, the restaurant will remain open with

outside seating available on the covered deck or under the canopy of the buttonwood trees. The inside will not be available for seating while the project is underway.

Guests are encouraged to come in to track the progress and take in the long-term vision for the restaurant.

“The plans for Mar Vista are designed to preserve the past and enrich the future, while adding some new exciting features,” Chiles Restaurant Group owner Ed Chiles said. “The remodel will strive to retain the original integrity of the Old Florida feel that is such an important part of Mar Vista’s classic Longboat Key location.”

Jetty easement OK'd

The Anna Maria City Commission has authorized Mayor Dan Murphy to renew an easement agreement with the state that gives the city control of the two jetties located at the mouth of the Lake La Vista canal, where the canal meets Tampa Bay. The previous easement agreement expired in June 2015. Renewing the 50-year agreement at no cost allows the city to dredge the canal without seeking per-project approval from the state.

Salty Printing challenges Harry’s Grill

Leading to the mid-point of the youth basketball season, the first two teams to go head-to-head matched up again on Tuesday, Aug. 30. The five-to nineyear old super stars continue to pound the court with outstanding offensive runs and tough defensive play.

With only four players at the game for Harry’s Grill, Team Salty Printing showed the type of sportsmanship always encouraged by The Center by also only putting four players into action. Center Grayson Mitchell was joined by his teammates Alex Cox, Kenny Neiring and Colin Bankert.

Salty Printing sent Harrison Schenerlein, Mason Moss, Jack McCarthy and Kieran Cloutier into the game for the tipoff.

Just minutes into the game, the staggering level of improvement of the players for each team was evident.

The strong bounce pass of McCarthy to Cloutier was stolen by Team Harry’s Neiring. His shot was just short of the rim for the first shot of the game.

McCarthy took the ball down court for Salty Printing and took his shot, but came up short. Cox, for Harry’s Grill, also had a shot before Salty Printing regained possession of the ball.

After impressive defense moves by Salty Printing preventing its opponent from shooting near the basket, Schenerlein found the scoring opportunity making the first basket of the game 2-0 with two minutes on the clock for the first period.

Both teams showed that their confidence on the court has improved in the past weeks and more aggressive play was seen on the basketball court. Neiring was called for a non-shooting foul.

Redeeming himself, Neiring scored for Harry’s Grill, tying up the game 2-2 at the end of the first period of play.

With another six minutes on the scoreboard, veteran referee Keith Christenson took the time to teach the players a little bit about the rules of the game between periods. This season’s league is a blend of the instructional level players and the younger competitive recreational league age group.

A quick shot off the backboard by E. Cloutier could not find the net. Harry’s Mitchell took the answer back shot, but F. McCarthy’s strong defensive move stopped the play, blocking the shot.

Neiring passed the ball to Mitchell who found his teammate again. The quick feet of E. Cloutier put pressure on Neiring, causing him to miss the shot. Mitchell got the offensive rebound and basket to advance the score to 4-2 for Harry’s Grill. E. Cloutier quickly followed up with a basket of his own once again tying the score.

Back on offense, Harry’s Grill had multiple scoring chances, but came up short. Giving its team fresh legs on the court, Team Salty Printing brought Moss and Schenerlein back, speeding up the action.

Listening to his coach Moss hustled to the paint, getting into scoring possession ready to make things happen.

After a stolen ball, Harry’s took its offense back down the court with a layup attempt by Neiring.

erlein, Harry’s Grill got the ball back into the hands of Bankert, who displayed his dribbling abilities as the point guard, taking the ball to midcourt. Possession switched hands again, giving Schenerlein the chance to take a shot. The quick hands of Cox blocked the shot and denied Salty Printing the basket.

Scrappy play by Schenerlein kept the ball in play. Unsuccessful at the net, Team Salty Printing gave the ball back to its opponents with 10 seconds left on the clock for the half. Mitchell took the ball down the court for a buzzer beater, but the shot was short leaving the score tied at half-time 4-4.

Switching directions at the beginning of the second half, the referees double checked to make sure the young players remembered which hoop was theirs.

A quick layup by Neiring started the half moving the score to 6-4 with Harry’s Grill in the lead. As point guard for Salty Printing, Schenerlein passed the ball to E. Cloutier.

F. McCarthy found E. Cloutier who took the ball to the hoop, but was fouled by Cox. Harry’s scoring leader in the game, Neiring stole the ball from Schenerlein, but could not score. F. McCarthy made a nice basket attempt before her team lost the ball.

Neiring took the ball down the court passing it to Mitchell, who hit the basket for a four-point lead for his team.

Skillful passing by Moss and Schenerlein was met with a foul by Neiring.

With three minutes left in the third period, K. Cloutier came back into the game.

With his brother on the court, E. Cloutier shot and scored to bring the score to within two for Team Salty Printing with the score of 8-6. The nice gentle layup of Neiring moved the score to 10-6.

Bankert, determined to get to the basket, walked the ball into the paint to end the third period.

The scoreboard showed six minutes left to play in the game. The other veteran referee, Jerry Felty, provided more lessons on the court, in addition to tying shoelaces earlier in the game.

Salty Printing started the period with Moss throwing in the ball. Shooting directly under the basket, K. Cloutier attempted the shot. Mitchell got the offensive rebound followed by an immediate basket by Neiring.

With the score 12-6, Neiring showed his defensive strengths by blocking the pass of E. Cloutier. Tanking the ball down the court for another layup, Neiring spread the scoring gap to an eightpoint lead for Team Harry’s Grill.

Neiring followed with a huge outside shot to add two more points for his team. Schenerlein, keeping the spirit for Team Salty Printing dribbled the ball down the court, but missed the shot.

In the last two minutes of play, Salty Printing could not put the points on the board. Cox and Neiring both added baskets for Harry’s Grill ending the game with the score of 18-6.

Taxes and international buyers

lorida has always attracted a lot of international buyers, and why not? The state has the weather, the beaches and great properties that are frequently bargains to international buyers. Some countries around the world encourage these buyers’ others don’t and some even punish them financially.

Unfortunately for us, foreign buyers appear to be pulling back from the United States housing market. According to the National Association of Realtors, purchases of U.S. residential real estate by foreigners who aren’t residents fell by $10 billion in the year ending March 2016, the lowest level since 2013. The strong U.S. dollar and rising home prices as well as weakening economies in other parts of the world like Europe, South America and China are the probable reasons. In particular, this could impact the Miami luxury market but could also spill over to our coast, where we are already seeing fewer Canadian and United Kingdom buyers.

Although we might like to see more international buyers, the Canadian city of Vancouver

Castles in the Sand Louise Bolger is taking steps to keep them out. Starting in August Vancouver is charging an additional 15 percent property transfer tax for foreign buyers. This is on top of the already hefty general transfer tax of 1 percent on the first $200,000 of a home’s value and 2 percent on the remaining value up to $2 million Canadian. This is an effort to keep in check the skyrocketing housing market, which has been exploding due to foreign buyers, particularly Chinese buyers.

The price for a Vancouver home increased 39 percent in a year.

Just to keep these tax rates in perspective, Florida’s real estate transfer tax or as we call it the Documentary Stamp Tax or doc stamp is conservative by comparison and there is no

special assessment for foreign buyers. The real property transfer tax is $.70 (70 cents) per $100 of the total cost of the property. MiamiDade County is an exception where the rate is $.60 (60 cents) per $100, but don’t ask me why. For example, on the sale of a $250,000 property, the tax would be $1,750, typically paid by the seller.

In addition, there is also a mortgage doc stamp fee typically paid by the buyer on the amount of their mortgage. This fee is $0.35 (35 cents) per $100 of mortgage and would be $700 on a $200,000 mortgage.

Vancouver British Columbia, Canada, may be discouraging foreign buyers, but there are two other countries I recently read about who want everyone to come. New Zealand, one of the most beautiful places on earth, is welcoming new foreign buyers. New Zealand’s relaxed attitude toward foreign buyers, its strong economy and friendly image are major selling points. In addition, the country does not include a stamp duty tax, capital gains tax or visa requirements. This has placed New

Zealand in third place after Hong Kong and Sweden in Christie’s International Real Estate survey of the top 10 housing price increase between 2012 and 2015. New Zealand had a 36 percent increase, and the Unites States, placing fifth, had a 32 percent increase.

And if you want to go a little more exotic, try another island country, Cyprus. Cyprus is offering an array of government incentives, including tax breaks for homeowners, half price title deeds and the opportunity to obtain a European Union passport. Also Cyprus passed legislation that allowed anybody who spends more than 183 days a year in the country to become a tax resident with additional tax incentives.

International real estate buyers have a variety of places to choose from with even more of a variety of tax structures. Florida, of course, wants more buyers and hopes that losing them is the bad news to our home values improving good news. Aren’t you glad you’re already here?

Rental regulations taking shape After months of discussion, the planning board has come up with a working list of potential vacation rental regulations.

He suggested reduced living area ratios, a minimum bedroom size, daytime and overnight occupancy limits, an ordinance that penalizes those who advertise higher than allowed occupancies and lowering the allowed noise limit from 55 decibels to 45 decibels in residential zones between 11 p.m. and 7 a.m.

“Everybody’s going to be subjected to heavy fees for inspections and so on, even if they’ve never caused a problem,” he said.

He suggested hefty fines for noise, trash and parking violations and after a certain number of cited violations, the owner’s city-issued business license would become subject to potential suspension.

The board reached consensus that City Planner Alan Garrett would compile these suggestions into a document to be further reviewed at the next meeting on Wednesday, Sept. 7.

Iseman inspires CMT proclamation Mayor Dan Murphy has proclaimed September 2016 as Charcot-MarieTooth (CMT) Awareness Month in the city of Anna Maria.

CMT is a neurological condition that effects the nerves that controls one’s muscles.

On Thursday, Aug. 25, Murphy presented city resident Madylin Iseman with a proclamation making the declaration official. “This is a neuro disease that effects one in every 2,500 people worldwide, and we have, unfortunately, two victims of that disease in the city of Anna Maria,� Murphy said.

“Increased awareness of CMT will help promote research focused on early detection for those afflicted and encourage people to seek medical assistance before deformities and nerve damage occurs,� Murphy said when reading the proclamation.

Obituaries Louis D. Figari Louis D. Figari, a long time resident of Holmes Beach, passed away unexpectedly Aug. 25, 2016.

He was born in Jersey City, N.J., on March 15, 1950, to Marie and Louis Figari Sr. He lived in Closter (Bergen County), N.J., for 32 years where he attended Northern Valley Regional High School. He graduated from LaSalle University in Philadelphia in 1972.

He moved to Anna Maria Island in 1982 and became a partner at Callaghan Tire, where he worked for over 30 years. Lou was known for his generosity with friends and family and his willingness always to help others. If you had Lou for a friend, you had a friend for life.

He is survived by his wife, Wanda; stepdaughter, Renee Bindley Weintraub, of Bradenton; stepson, Michael Bindley, of Holmes Beach; granddaughter, Danielle Robert, of Ft. Myers; and grandson, Airman Nathan Robert, of Germany.

A celebration of Louis’s life will be held at 5 p.m. on Saturday, Sept. 17, 2016, at the Sunset Pavilion at the Gulf Drive Café, 900 Gulf Dr. N, Bradenton Beach, on Anna Maria Island.

Barbara was a talented artist and musician. She loved watching football, and cheering for the Packers, Buccaneers and Gators, while she painted her pet portraits. She was born Aug. 7, 1935, in Waterloo, Iowa, and grew up in the small town of LaPorte City, Iowa. She attended the University of Northern Iowa and graduated with a bachelor’s degree in both elementary education and art education. She later went on to receive her master’s degree in administration and supervision from Nova Southeastern University.

She taught elementary school in St. Petersburg, for two years and art in Hudson, Iowa, for a seven years. She taught art and was the senior class sponsor at Manatee High School from 1969 to 1975 and the art teacher and senior sponsor at Bayshore High School from 1981 to 1988. She was a Realtor in Manatee County from 1989 to 2004 and then retired.

Barbara was very proud of her political service as Bradenton Beach mayor from 1986 to 1987 and on the Manatee County School Board from 1992 to 1996.

Barbara was involved in many organizations, including: Alpha Delta Kappa, Delta Kappa Gamma, Altrusa, Women’s Council of Realtors, Pen Women of Sarasota, Women’s Resource Center, Anna Maria Chamber of Commerce, Manatee County Chamber of Commerce, Blue Print 2000, Leadership Manatee, Zonta International, Manatee County
