Five Anna Maria Island Sun staff members were honored with 15 different awards over the weekend in the Florida Press Club’s Excellence in Journalism Competition. The awards ceremony took place Saturday at the Pirate’s Cove Resort in Stuart, Fla., and featured entries from daily and weekly newspapers from throughout the state.

Writer-photographer Cindy Lane and editorial cartoonist Steve Borggren each took home first-place honors. Lane won in the general news category for her photo

documenting beach renourishment in Bradenton Beach, while Borggren won top honors with a cartoon carrying a poignant reminder of the sacrifices our veterans routinely make to keep our country free.

Borggren actually took first and third place in this category and was competing against every other newspaper in the state, including the metropolitan dailies like the Tampa Bay Times and the Miami Herald.

Resident arrested for violence, drugs Scott Eason was charged with domestic violence, possession of cocaine and introducing drugs into the|detention facility.

HOLMES BEACH – Police arrested a 29-year-old man and charged him with domestic violence on Thursday, Nov. 13. At the jail police say they found drugs after searching his wallet.

Richard Scott Eason, of Holmes Beach, was charged with domestic violence, possession of a controlled substance (cocaine) and introducing a controlled substance into a detention facility. Total bond is $3,000.

The incident occurred around 4:21 a.m., when his girlfriend, Erin Elizabeth Kokolis, called police on her cell phone during an argument that turned violent in Eason’s pickup truck, according to the police report.

Kokolis told the officer Eason tried to strangle her. She said Eason hit her windshield as she tried to drive away from the residence they Eason shared.

According to the report, the officer said he noticed the cracked windshield when he arrived, and he also noticed that Kokolis had red marks on her arms, although he did not see any on her neck. Kokolis refused to fill out an affidavit because she didn’t want to see Eason get arrested.

She was given a domestic violence packet and police arrested Eason and charged him with domestic violence.

At the jail, as a deputy inspected Eason’s belongings, he found two packets of a white powder that tested positive for cocaine, according to the affidavit. He was charged with possession of a controlled substance and introducing drugs into a detention facility. He was released on bail the next day.

HOLMES BEACH – An enthusiastic crowd gathered at CrossPointe Fellowship Saturday to thank and celebrate the area’s military veterans.

Rev. Ed Moss, of CrossPointe, welcomed the crowd and explained that the event began last year as a way to honor the area’s veterans. Next came the drum line and JROTC members from Manatee High School and a color guard bearing flags of the different branches of the service.

“We do this to expand awareness that the museum exists and to give people the opportunity to see home-built boats that illustrate the point than anyone can build a boat if they want to.

This also provides an excellent opportunity for families to come out and enjoy some good music and a movie in a nice venue,” said museum supervisor and event organizer Amara Nash.

Museum visitors were treated to the new Maritime Mythologies: Creatures of the Deep exhibit, in addition to the permanent collections and historical artifacts that illustrate Cortez’s history as an active commercial fishing village with a boatbuilding heritage.

Outside the museum, local boat builders displayed a collection of home-built boats that included a Polly Penobscot sailboat, a Yostwerks Roldarka skin-on-frame sea kayak, a Flywood one-sheet canoe,

and a crowd-pleasing vessel built from scrap lumber to resemble a Chinese junk, powered by both sail and outboard motor, and outfitted with small cannons.

Whitmore addresses mailbox critics City Commissioner Jean Peelen and others took offense to criticism levied at a county commissioner during the final days of her campaign.

HOLMES BEACH – No good deed goes unpunished.

That is how recently reelected Manatee County Commissioner Carol Whitmore feels about those who criticized her for allowing the non-profit Animal Network shared use of her Holmes Beach post office box.

Before the Nov. 4 election, Whitmore’s critics, some of them supporters of her opponent, Terri Wonder, publically suggested the commissioner acted illegally or unethically in providing a non-profit organization the use of the same P.O. box she used to receive campaign contributions.

“They have their own key, and I have mine. There’s no co-mingling of mail. I’ve never opened one of their envelopes, and they’ve never opened one of mine. I use the P.O. box for my

campaign mail so it doesn’t come to my house. I used it last time too. I didn’t do anything illegal,” Whitmore said.

Holmes Beach Commission Jean Peelen came to Whitmore’s defense when her charitable efforts were called into question.

“Carol has had a post office box at the Holmes Beach post office since she was 15 years old. She has used it for donations for every campaign.

There are no campaign rules about where donations are received. I always use my home address, but Carol, being in a much more public position, didn't want to use her home address, thus the post box,” Peelen wrote, in an e-mail response sent to one of Whitmore critics.

“About four years ago, when we were setting up the No Kill Fund under the 501(c)(3) umbrella of the Animal Network, we knew there would be people who wanted to donate by mail. Carol offered her post box as a mailing address because the president of Animal Network works on the Island and could retrieve the mail,” she explained.

“You’ve taken something nice that Carol did and tried to make it some-

The Animal Network is among the local organizations engaged in the efforts to make Manatee County Animal Services a no-kill shelter, and Presi-

dent Laurie Crawford is the representative who retrieves No Kill Fund mail from Whitmore’s P.O. box.

“It’s a matter of convenience, that’s all it is,” Crawford said.

She then addressed allegations that the Animal Network improperly endorsed Whitmore’s campaign at a Canine Christmas planning meeting that took place prior to the election.

“The first thing I said is a 501 (c) (3) cannot endorse a candidate, but I’m personally endorsing Carol Whitmore,” Crawford clarified.

Debra Starr handles marketing and public relations for the Animal Network. She also weighed in on the controversy.

“I personally believe that this information was purely meant as a Hail Mary pass to swing voters to Terri Wonder, and I find no improprieties.

No Kill money does go to saving pets from Animal Services. Since they are a government agency, they cannot accept donations, so Animal Network does so and pays for the medical treatment of shelter pets. This year alone, we have saved over 180 heartworm positive dogs and our medical bills run approximately $4,000 per month.”

EDITORIAL A powerful message

H

ats off and a big "well done" to the folks at CrossPointe Fellowship, who hosted their second annual Community BBQ on Saturday to celebrate area veterans. It was a wonderful event that included the Manatee High School drum line and JROTC, as well as a color guard, speakers delivering heartfelt stories, a local version of Jeopardy and a free barbecue lunch.

The entire presentation made for a wonderful day, but it was the powerful messages delivered by those on the stage that was the most moving.

“When we sign up to serve, we do that – to serve. We don’t expect anything less than the time we are going to put in," said Army Staff Sgt. Joe Beimfohr, who lost his legs to a land mine explosion while serving in Iraq in 2005.

"So getting something back from the community when people say, ‘Thank you for what you’ve done; thank you for your service,’ it’s huge,” Beimfohr concluded.

Extraordinary. Here is a veteran who has sacrificed so much for his country and he's saying "thank you for remembering" to those who say a simple "thanks for your service."

That is a powerful message and one we must never forget.

Bill Hard benefit I would like to express my extreme gratitude to everyone that was involved in our benefit for my stepfather Bill Hard this past Sunday.

To say that the function was a phenomenal success would be a drastic understatement. Bill, my mom and I were completely overwhelmed by all of your unwavering effort and generosity, and the outpouring of support. While all of you mean everything to us, there are a few people that I would like to acknowledge that without them, this benefit would never have been possible. Jason and Leah Suzor, Ryan Reilly, Erica Millis, Patty Depaoli, Greg, Justin, and the rest of The Waterfront crew. My husband had a heart attack whilst we were on holiday from England on October 17.

He was rushed into Blake Medical Center in Bradenton. The amazing surgeon, Dr. Alesnic, performed a triple heart bye-pass and thank the Lord my husband is recovering well on this beautiful island, which we have been visiting for the past 20 years.

I cannot think how we would have coped without the help and support of two amazing brothers, Ken and Jeff Gerry. They had everything I would need to nurse my husband back to good health. Blood pressure monitor, thermometer, bathroom scales, raiser for toilet and chair for the bath to shower my husband, all in place for when we returned from Blake.

Add to this the times they have run us to the hospital and to doctors surgery appointments (45 minute run

to near I-75) as I do not drive here.

They are truly wonderful young men and a great credit to the resort of Anna Maria Island. Such kindness at such a stressful lonely moment leaves me speechless. Our grateful thanks go to these two wonderful young men, and the wonderful Dr. Alesnik at Blake.

Thank you Ken and Jeff Gerry and the White Sands Beach Resort. May God Bless you both.

A night to remember

The second annual Symphony on the Sand was again a wonderful success. Jeanne Pickwick was the quintessential host, the orchestra, ever exceptional and if one was at a dining table, the small plates were elegant and the servers, professional.

All this was accomplished in the pelting rain. How fortunate we are to be able to support the arts and the AMICCO’s youth and outreach programs in rain or shine.

Congestion group refines parking permit process Residents’ vehicles must be registered in Florida in order for them to get a parking permit.

HOLMES BEACH – In two recent meetings the Island Congestion Committee refined the resident parking permit application and process and the wording of an ordinance to eliminate street and right of way parking in residential areas.

They felt that the police department should manage the applications, and Police Chief Bill Tokajer agreed because it will be the police department that will enforce the ordinance and officers are on duty 24/7.

“This committee will volunteer to do the initial offering of taking applications and issuing permits,” Chair Carol Soustek said.

“We can post the application on the city’s website, and people can download it or come it and get it,” member Jayne Christenson added.

“They would have to provide proof of residency.

“We want to encourage residents to get them in the first couple weeks that we launch this, so if they come in the first week or two we could make the permits free as an incentive.”

Parking permits

The permits would cost $10 and be valid for two years from Jan. 1 to Dec. 31. There would be no proration. Every vehicle owned by residents in the home would need a separate permit.

Tokajer said the permits would be numbered and that number would be assigned to the vehicle.

He suggested that permits be a bright color with white lettering.

Soustek asked how to deal with motorcycles and golf carts, and Tokajer pointed out, “We’re looking at street parking. A motorcycle could be parked on the driveway next to a car or on the lawn, and I think a golf cart would be put on the lawn.”

Commission changes focus on rental issue The commission will look at an ordinance to end the moratorium with a certification program and a special exception provision when it meets on Thursday, Dec. 4.

ANNA MARIA – The moratorium on building permits for houses with four or more bedrooms or rooms that could be used as bedrooms could end soon, as the city commission seeks ways to control rental homes through a certification process instead of trying to ban them.

After lengthy discussion on intensity of use between owner occupied homes and rentals, the commissioners turned their attention to a program in Flagler Beach.

That city issues certificates to rental home owners, and if their renters disobey the code too often, the owner could lose that certification.

“If a homeowner changes the use and has to get a certificate, we would be able to inspect the property,” Commissioner Chuck Webb said.

“If the city issues those certificates, does that mean the city is blessing that use?” asked City Attorney Jim Dye. “They could go for special exceptions, then we wouldn’t be blessing that use,” said Webb.

There was talk about having a homeowner sign a deed restriction saying the owner would not change the use of the home.

Commissioner Doug Copeland said people’s lives can change suddenly, and they might have to rent out their property to make ends meet. He said with a five-year ban on changing the status of their residency, they are giving up that option. Webb said they could come to the city commission for an exemption.

Commissioner Dale Woodland wanted to exempt people from the current moratorium if they were exempt from the first one. Webb said during the last moratorium earlier this year, every project they stopped got exempted except for three.

City Planner Alan Garrett said sometimes it’s better to permit the use so they could control it.

Webb said he wants to stop the loss of single-family homes. Over the weekend, he spoke to someone who sold out and

moved to Palma Sola and that person said, “This is not the place I moved to.”

“How can we get back in compliance with the city’s comprehensive plan?” he asked.

Garrett said he couldn’t control something that’s prohibited.

Copeland said a third of the properties in the city are rentals, and Garrett said it’s more like half. Copeland said they could allow those homes instead of trying to ban them.

“Turn it into a positive and regulate the homes,” Copeland said. “Lower ad valorem taxes would attract homesteaders.

If the city commission has the last word, they would seek reasonable regulation.”

In other action, when the commission agreed a week before to grant a request for a special exception to a couple who were threatening to sue the city, it also paid $12,000 for the couple’s legal expenses. Webb said the couple wasn’t entitled to that because they got what they wanted. He said he would not follow up to try to collect the money, but from now on, the commission would determine if the plaintiffs in these cases are allowed reasonable attorney’s fees.

Comp plan fix on agenda The Thursday Nov. 20, Bradenton Beach City Commission meeting may be of interest to those who own property west of Gulf Drive. The meeting starts at noon, and the public will have an opportunity to participate in a discussion pertaining to a proposed amendment to the Future Land Use policy regarding the Preservation land use category.

Depending on the outcome of a 2012 lawsuit filed against the city, failure to amend the land use map and the accompanying map language could negate the right to park on certain properties located west of Gulf Drive.

“The proposed language in the ordinance allows the existing parking areas along the west side of Gulf Drive to remain designated Park/Recreation Open Space and not Preservation, as the current land use policy states,” City Planner Alan Garrett said.

Restaurant rent in arrearsâ&#x20AC;Śagain On Monday, the city of Bradenton Beach received notification that the $5,500 November rent check received from the proprietors of the Cast-n-Cage restaurant on Nov. 7 had been returned for insufficient funds. Police Chief Sam Speciale paid a visit to pier tenant Roland Pena later that day and informed him

of the development. According to Speciale, Pena attributed the returned check to a bank error or misunderstanding, and he said he would look into it. The restaurant owners were three weeks late on their October rent and faced potential eviction.

Arts and crafts festival headed to Bridge Street Bridge Street in Bradenton Beach will be closed Saturday, Nov. 22, and Sunday, Nov. 23, to accommodate the debut of the Anna Maria Island Arts and Crafts Festival.

Hosted by the Bridge Street Merchants, and put on by American Craft Endeavors, the two-day juried festival will see Bridge Street transformed into an outdoor showcase for more than 150 artists and crafters visiting from around the country.

The festival was designed to appeal to families, arts and craft enthusiasts and casual shoppers alike. With items priced from $3 to $3,000, the festival offerings will cover a wide spectrum of artistic mediums including photography, jewelry, pottery, folk art, functional art, stained glass, paintings and sculptures.

The vast array of craft media will include handmade clothing, basket weaving, beaded utensils, candles, cork

assemblage, fabric design, fiber quilts, fused wax and glass, hair accessories, handbags, handmade cards, leather, mosaic, painted wood and plaster craft.

Admission is free, and the event is open to the public. Free trolley rides are available for those parking at Coquina Beach and other offsite locations.

The Anna Maria Island Arts and Crafts Festival will take place from 10 a.m. to 5 p.m. on Saturday and Sunday, and coincide on Sunday with the weekly Bridge Street Market and the nearby Beach Market at Coquina Beach.

Fishing with Captain Chris Hargis Reel Time RUSTY CHINNIS

W

hen a plan comes together it’s a surprise, a pleasure and all too often a rare occurrence. I can’t remember all the times I’ve heard stories of how fish are massed on a flat and eager to eat a fly.

When I hear this I actually cringe because, more often than not, the fish are nowhere to be found. When Captain Chris Hargiss announced to Steve Traves and me that we would be fishing a certain flat where the redfish had been holding for over a week, he did preface the remark with the fact that they had also often had a bad case of lockjaw.

His answer to unlocking that puzzle was to go into stealth mode and get in the water to pursue the fish.

I was glad when I heard that we would be wade fishing because it’s an effective way to approach spooky fish, and it’s one of my favorite ways to pursue them. There’s something special about getting into the fish's element.

Everything came together for us that day, including a

good tide, favorable wind and gin clear water. We pulled up to the flat in Sarasota Bay, and found ourselves in a lush meadow of grass pock marked with white sand holes. The tide was low and incoming, and the holes were laid out from the shoreline in shallow water, mid-range depth and deep water. Hargiss predicted that the action would start out in the deeper water, and then we would find the fish moving up on the flat with the tide. Since we were fishing an incoming tide, he anchored in shallow water and started to explore the flat.

To test his theory, Hargiss struck out for the deepest holes while I waded the mid-range grass and Traves explored holes and oyster bars in the shallows. Experience over the years has shown me that reds can surprise you and be in some extremely shallow water, but on this day Hargiss was quick to prove his prediction. After he reached the outer edge of the flat, it was only minutes before I began to see him hunch to lower his profile and make casts into holes on the outer edges of the flats. Ten minutes later, he hooked and landed a nice trout, which he found among a group of large reds.

Bonefish bonanza in the Bahamas Captain Rick Grassett

I hosted a group of seven fly anglers at Mars Bay Bonefish Lodge in South Andros, Bahamas, last week. Mike Perez and Stewart Lavelle, from Sarasota, Les Fulcher, from Longboat Key, Steve Coburn, from Wisconsin, and I drove to Ft. Lauderdale last Saturday where we met up with Bill Crelin, also from Wisconsin, and traveled to Congotown, South Andros with Air Flight charter service. This was my first fall trip to the Bahamas and my first time with a group at Mars Bay Bonefish Lodge (www.baha-

masbonefish.com). Weather was very good with below average wind and sunny conditions most days. Bill Howard, the resident owner/operator, did a great job making things run smoothly during our stay at the lodge. Bill is a jack of all trades, handling everything from outboard motor and boat maintenance and repair to fixing and maintaining anything around the lodge. We dined on a variety of excellent authentic Bahamian dishes including fresh fish, lobster and conch.

One of the best things about Mars Bay Lodge is the variety of options that are available. Its location, as the southernmost lodge on South Andros, means less time spent running to fishing areas and more time fishing. You can fish the

vast sand flats and scattered mangrove keys to the south or head west through several creeks to fish remote backcountry areas consisting of large flats, mangrove shorelines and smaller creeks. There is also a very nice wadeable flat in front of the beach at the lodge where Les caught a few bonefish one day.

The staff of guides did a great job putting us on fish. We fished from flats skiffs and waded and fished everything from large schools of bonefish to cruising or tailing singles and doubles. Many bonefish caught and released were in the 3 to 5-pound class. Several anglers caught and released bonefish in the 7 to 8-pound class, and we also had shots at and hooked a few double-digit bonefish.

water and a photograph when Hargiss, after making repeated casts, finally came up with a very nice redfish. The area he was fishing featured large expanses of sand allowing us to fish the area without getting in each other’s way. All of a sudden it became apparent why he wanted to wade because even with an extremely stealthy approach the fish were still very spooky. After making a number of casts at cruising fish I finally had one engulf my fly only to have the fly pull loose seconds later.

After a few more spooked fish and a couple of refusals, I tied on an old favorite bendback fly that mimicked a shrimp. On

my second cast, I hooked up again, only to feel the line go slack after one short run.

Unfortunately, I used that fly for another half hour getting two more takes before discovering that the hook had broken.

While all this was going on, Hargiss was making cast after cast to reluctant reds only to have a ladyfish steal the fly from an eager redfish. Moments later, he hooked a snook that went through his 20-pound leader, denying him a grand slam. While all this was going on, Traves was also finding reds coming inshore with the tide, and although he had shots, and a few refusals, he came up empty handed as I did. While many anglers would have considered the numbers at the end of

the trip disappointing, we felt quite the opposite. While we would like to have landed a few reds, we also had lots of opportunities and learned something from every fish we spooked or missed the hook set on.

We were both impressed with Hargiss’ enthusiasm, his tackle and the obvious detail he paid to his boat and all his equipment.

Depending on the season, he is available for tarpon, redfish, snook, kingfish, triple tail, false albacore and a host of other species.

Hargiss insists on having the best equipment when pursuing Florida’s challenging gamefish, and that’s what he gives his clients with his Hell’s Bay Professional 17.8, a skiff that runs dry, poles in the skinniest

by Iraq war veteran, Army Staff Sgt. Joe Beimfohr, who told his story of being deployed to Iraq in 2005 as part of the first infantry division.

He said on July 5, his division was securing a town and looking for weapons. On the way out, when they were investigating copper wires in the road, an IED detonated. The blast killed a fellow soldier, and Beimfohr lost his legs as a result.

“When we sign up to serve, we do that – to serve. We don’t expect anything less than the time we are going to put in. So getting something back from the community when people say, ‘Thank you for what you’ve done; thank you for your service,’ it’s huge.”

know it’s almost winter by the chill in the mornings and the arrival of the white pelicans. But I’m feeling a chill for more than just the overnight temperatures; I’m really chilly thinking about mortgage lending standards being loosened.

In October, federal regulators in conjunction with Fannie Mae and Freddie Mac have made lending institutions very happy. The reason they’re happy is because these government backed institutions have announced plans to expand credit to borrowers with weak credit and low down payment funds.

Mel Watt, the director of the Federal Housing Finance Agency, which regulates both Fannie and Freddie, said they are planning to guarantee some loans with down payments as little as 3 percent. At the same time, they are working with mortgage lenders to remove some of their responsibilities and remove potential penalties when mortgages default.

Therefore, in order for a lender to give a loan that can ultimately be sold, it has to meet certain criteria dictated by Fannie and Freddie, which are arms of the federal government.

Mark Zandi, chief economist at Moody’s, is in favor of loosening standards because it “would allow credit to flow more freely to lower and middle income households.”

As you will recall, after the financial crisis, access to home mortgages has been very tight because of the severe regula-

tions instituted at that time. Now, however, because of slow growth in the housing market, the government is anxious to find a way to expand credit in an attempt to boost the sluggish economy. According to the National Association of Realtors, U.S. home sales are down almost 2 percent from last year.

That sizzle you’re hearing is the sound of my brain on fire. Does no one in Washington remember the reason low and no down payment loans were stopped in the first place? As any freshman economics student can tell you, if a homeowner puts down only 3 percent and the home’s value goes down even a little, that burrower is underwater, a word that I hoped never to have to use again. Now these poor people who never should have been given loans in the first place are faced with living in and paying for a home with no equity, and if they have to move frequently, their only choice is to walk away and default on the loan.

This is exactly what happened dur-

ing the housing bubble and why stricter regulations were instituted six years ago.

Mr. Watt defends the policies as an effort “to move mortgage financing back to a responsible state of normalcy.” Really, in what universe is granting a 3 percent down payment for a mortgage normal?

Normal in the good old days of responsible lending was 20 percent down, and you can bet your IRA that it won’t be long before 3 percent becomes zero again.

I like nothing better than to see young people get into their first home and perhaps some of the regulations put in place after the financial crisis were too tight, but I also don’t want to see another housing bubble and all the pain that went along with the last one. The American taxpayer should not have to fund easy lending because government bureaucrats want to make their books look good.

For now it’s time for me to put on a sweatshirt and watch the white pelicans.

Maybe that will put out the fire in my brain.

Murder mystery brings on the laughter

ANNA MARIA – A zany cast of characters kept everyone laughing at Saturday’s Murder Mystery Dinner at the Island Community Center.

The story revolved around a poorly performing sales team, whose members harbor secrets that lead to a crazy romp through corporate dysfunction. The backdrop is a masquerade party, which is their booby prize for being the company’s worst sales team.

The team’s bitchy boss, Elizabeth Kabitchka, played

by Monica Simpson, constantly berates her employees, including her custodian husband, while carrying on an illicit affair with her security chief, Peter Butte, played by Mike Shaughnessy. It is no surprise that Kabitchka is murdered and the finger pointing begins.

Was it Dave Toastmilker, played by Caleb Roberts, who tried to make a move on the lovely Betty Biggins, played by Brianna Shaughnessy, but was rebuffed?

Was it Betty, who was blamed for the encounter with Toastmilker and threatened with her job?

Was it Elizabeth’s husband, Ted Kabitchka, played

by Will Case, who was carrying on with the company nurse, Mary Smith, played

by Amanda Sugg?

Or was it Penny Withany, played by Amanda Cornett, who fancied herself having an affair with Butte, or company slacker Phil Lipsucker, played by Don Purvis, who kept his flask at the ready at all times?

Detective Jazzy Ray Jayy, played by Ray Gardner, entered the picture to work the case, but was stymied by a second murder when Ted Kabitchka was stabbed in the back. He interrogated

Member Pam Leckie asked about owners who are here for six months, but their vehicles are registered in other states and said, “If you are a property owner, you have every right to park there. If I owned a place here and could not park in front of my own house, I would not be a happy camper.”

Soustek said those owners could change their registration to Florida, and Tokajer said the committee could consider accepting a document that shows that they own the property.

“This is how other beach communities have controlled parking on the street,” Christenson stressed. “The idea is to keep vehicles off the street for safety.”

Grossman said the city requires one parking space per bedroom, and said, “You really have enough parking for yourself. They might not have a problem. Why would they want to park on the street?”

Members looked at ordinances from St. Pete Beach, Belleair Beach and Sanibel Island and

picked the parts of each that they wanted to include in the city’s ordinance.

They liked the definitions and findings of fact, designation of controlled parking residential areas, eligibility and criteria for establishment of controlled parking areas, special parking permits, privileges and restrictions on permits from the St. Pete Beach ordinance.

They agree to exempt vehicles with a handicap tag; commercial vehicles on the job; government, law enforcement, emergency and Coast Guard vehicles; and private vehicles conducting animal rescue such as Turtle Watch or Mote Marine.

In a discussion of penalties, members felt the fine should be more than the city’s $35 parking fine and plan to ask for $50. Some members thought the fine should double each day, but after some discussion, they agreed on $50 per day.

Members said they plan to present all the information to city commissioners at their Nov. 25 meeting.

Lucky number 5

he debate about whether the stock market faces a big decline or has the potential to move higher continues on a daily basis in the media. With the current bull market over 5 ½ years old, the fourth longest on record without being interrupted by a 20 percent or greater decline, I think that adopting a cautious attitude is the proper thing to do. However, there are some compelling historical trends which support the idea of higher stock prices in 2015.

First, there is the widely followed presidential election cycle theory, which averages the performance of the four years of the election cycle to see which tend to provide good or poor performance. Averaging long-term history in this way shows that years one and two of the four-year cycle tend to be the weakest, and years three and four the strongest for stock returns.

The theory behind this pattern is that the president will work on the harder, unpopular legislation early in his term and the easier and more popular policies as the next election approaches. Whether this is true or not the results over time have been statistically significant.

According to research firm Ibbotson Associates, in 13 completed election cycles since 1960, the average return for the S&P

Investment Corner TOM BREITER 500 in the fist year of the president’s term was 10.04 percent, the second was 3.13 percent, the third was 20.75 percent and the fourth 10.12 percent. While year one wasn’t too bad, trends show the friendlier time to be a stock investor is the last half of the president’s term. And, that’s right where we are now, with 2015 being the third year and 2016 the fourth.

The discussion above bodes well for potential gains by equities in the next two years, but I would also point out that the second year of Mr. Obama’s term was 2013. In what should have been a poor year, according to the theory, stocks had a really great year, returning in excess of 30 percent. The important point of this is that creating investment strategies around averages and trends which are calculated of 50 years or more leave you susceptible to the times when the trend doesn’t occur on the anticipated track.

Perhaps the most stunning, but probably coincidental trend, is the data around stock returns in years that end in a 5. I’ll refer to this as the lucky number 5 theory.

Since 1885, there hasn’t been a year that ends with a 5 in which stocks had a negative return (to be fair, prior to 1885 there were mixed results). The other significant statistic is that the average annual return for all years ending in 5, including the pre-1885 data going back to 1805 is over 18 percent. Since WW II the average is over 23 percent.

So, if the election and lucky number 5 patterns hold true, 2015 could be another good year for stock investors. As cautioned above, we would not bet the farm on any of these theories. While they may have some merit, there is not guarantee history will repeat itself in the same way this time around.

Property managers unite The people who own and manage rental properties on the Island are being asked to contribute money to fight attacks on their rights, donate to a statewide PAC and give some money back to the Island.

HOLMES BEACH – Island Real Estate owner Larry Chatt has sent out a letter to the property owners who list rentals with his company informing them that several property managers have formed a local vacation rental association called the Anna Mara Island

Vacation Property Association, funded by a $100 per rental property contribution each year.

According to a memo given The Sun, the group’s goals are to defend the owners against attacks on their property rights to rent out a condo or home on a weekly basis, provide a fiscal resource for a state political action committee (PAC) and to use some of the money to give back to the community and work towards balancing the rights of residents and vacation property owners.

“We are not using the money to hire an attorney and fight attempts to infringe on our property rights,” Chatt said. “We are forming this committee in part to give the public a visible group with which to talk.”

Anna Maria Mayor-elect Dan Murphy has met with Chatt, and he plans on meeting with the principal property managers, although he would wait until after he’s sworn in on Nov. 20 to take much action.

Chatt said the group is not a reaction to the city of Anna Maria’s attempts to limit the size of houses being built or the number of bedrooms. He said what spurred them to act was the city’s attempt to get a judicial review of whether a multi-bedroom rental home could be considered a boarding house and as such, a commercial operation in a residential neighborhood.

“That could have repercussions statewide,” he said.

Chatt said initial attempts to be sensitive to the needs of the residents living

near rental properties, including educating the property owners and renters on what is allowed, have been successful in cutting down the number of noise complaints to only a few per week.

Chatt said he hoped this move would be seen as a positive step by the permanent residents.

“We’re willing to talk with people or groups of people and listen to their needs or concerns,” Chatt said. “We would like to meet with the city commissions, as well, to hear their sides of the situation.”

Holmes Beach City Commissioner Jean Peelen wrote in a memo that she is not impressed with the effort. She called it an effort by rental owners who see the Island as a cash cow to pursue their financial interests.

Brookes and Shearon both said the filing is not an attempt to prevent the forfeiture of office proceedings from moving forward.

Brookes said he hopes for an emergency ruling prior to the special commission meeting scheduled for 10 a.m. on Tuesday, Dec. 2, at which the forfeiture of office discussions will resume.

At that meeting, commissioners will decide by majority vote whether to continue the forfeiture efforts. According to City Attorney Ricinda Perry, Shearon will not cast a vote in that decision because it pertains specifically to him, and because he is now the plaintiff in a lawsuit filed against the city.

Perry believes Shearon’s filing is premature, because the commission, on Dec. 2, has to once again vote on whether to formally initiate forfeiture of office proceedings according Resolution 14-827. In September, the commission voted 4-1 in favor of initiating forfeiture proceedings, but there was no resolution or ordinance in place to guide the process.

The forfeiture resolution adopted by the commission on Oct. 28 provides for the suspension of an elected city official, but no commissioner has publically moved to suspend Shearon on an interim basis. Despite his criticism of the mayor, Vice Mayor Jack Clarke said he would not seek Shearon’s suspension because it would be too disruptive to city operations.

Shearon’s suit also seeks a court ruling that, if granted, would prevent Clarke from participating in the forfeiture process. This request is based on the assertion that Clarke cannot rule in an unbiased manner because he originally initiated the forfeiture efforts and would serve as mayor if Shearon was removed from office.

During previous commission discussions, Perry and local attorney Robert Lincoln countered similar arguments made by former attorney John Metz, and Lincoln provided case law that supported the vice mayor’s right to continued participation.

cused with full due process rendered by an impartial tribunal.

Clarke said he believes the commission can provide an impartial ruling based on the evidence presented, and he does not expect Shearon’s suit to prevent the forfeiture efforts from moving forward.

If the commission decides to continue the forfeiture process, formal charges against Shearon will be presented at the Dec. 2 meeting. Future hearings would then be scheduled and the commission, minus Shearon, would have the sole authority to determine whether he serves the remainder of his term.

The commission could also propose a compromise that falls short of removing Shearon from office.

Note of caution

Perry will not participate in future forfeiture hearings, but she cautions that adversarial actions and legal filings could make it more challenging to find common ground toward finding alternatives to the forfeiture proceedings.

Less than a week prior to Shearon filing his lawsuit, his girlfriend, Tjet Martin, filed a separate lawsuit that alleged the city did not satisfy her public records requests.

When discussing his own lawsuit, Shearon reiterated his beliefs that he should not be suspended, and Clarke should not participate in the forfeiture process.

When discussing Martin’s lawsuit, Shearon defended any citizen’s right to make a public records request, and take legal action if those requests are not met. He also said he is not financing Martin’s legal endeavors.

Champions of the pitch emerge

Another season of youth soccer was completed on November 10 and in the end, three teams were named division champions. Two of the three winners were at the top of the bracket all season long, but in Division I play, the underdog took the victory.

Division III (8-to-10-yearolds)

In the Division III battle, the number three seed Miller Electric fought a valiant battle against the first place finishers of the regular season, AMI Donuts. This age group’s male MVP, Anthony Monetti, scored two goals in the first half. With the second goal scored at the 20th minute of play, goalie Thomas Heckler was able to help AMI Donuts bring the half to an end with a score of 2-0. Despite the score, Nicholas Yatros, keeper for Miller Electric, and his defensive crew kept the game close to start the second half.

Coach David Johnston switched it up in goal with Kylie Huffman and Coach Shawn Wampole replaced Goalie of the Year Heckler with Michael Pears for AMI Donuts. At near-

With another penalty kick opportunity only one minute later, Miller Electric’s Gavin Johnston kicked a missile into the goal taking the score to 2-1. Only moments later, goalie Pears had a phenomenal save to hold AMI Donut’s slight lead until the final whistle blew to end the first championship game of the night.

Division II (11-to-13-yearolds)

Once again, the regular season winners faced the third seed team in the battle royale.

Smiledeep, sponsored by Fran Maxon Real Estate, finished the regular season undefeated going into the playoffs. Sugar Beach Digital found its way through the season defeating the number two seed to make its way to the final game.

Smiledeep played all eight players in a defensive mode as Sugar Beach attempted to put one in the goal before the end of the half. Tyler Brewer and Daniel Sentman were not able to successfully penetrate the goal line for Sugar Beach and

the half ended with the score 2-0.

The second half of the game was a hard fought battle.

Fernandez added to his tally with a goal at the 11th minute against Ben Brashier in the goal. Sugar Beach found a second wind and began a rally back in the second half. With less than five minutes to play, Sentman scored the lone goal for Sugar Beach. Smiledeep captured victory ending with a score of 3-1.

Division I (14-to-17-year-olds)

Week after week, AMI Fitness hit the pitch against Wash Family Construction. Each week, Wash Family Construc-

tion searched for its first on the field victory against AMI Fitness. The championship game was its final chance.

With each team only playing with four players and a goalie, good passing and long carries down the field were the recipe for victory for the underdog Wash Family Construction.

The game started quickly

by Wash Family Construction with a quick goal by Nico Calleja less than a minute after the initial kickoff. Before the fifth minute of play, Cortini Wash made a solid goal, extending the team’s lead to 0-2. Strong defense by Willow Cooper and Edward Cullinan kept AMI Fitness scoreless until the sixth minute of play with a goal by the division’s male MVP Tyler Pearson.

Calleja widened the gap with a successful penalty kick at the 13th minute, followed

The seven-week regular season of the Anna Maria Island Community Center adult co-ed basketball league came to a close on Nov. 11 with big baskets, lightening speed and exciting action on the court. In the first game of the night, Island Real Estate faced off against Duncan Real Estate.

Island Real Estate answered back with a hoop for two points bringing the score to 5-2. Don Purvis, for Duncan, made his first basket of the evening, followed by a fast break by Gardner to take the team ahead

for the first time in the game. Mike Haynes and Scott Elisio added to the score for Island Real Estate. Gardner added 10 more points to the scoreboard, and Jonathan Moss finished the first quarter by adding a successful shot for Duncan at the buzzer, taking the score to 12-18.

Gardner opened the second quarter with a layup. Henry answered back for Island Real Estate. Scoring by Elisio, Henry and Alex Tanonan kept Island Real Estate in the game. Purvis and Moss both saw their second hoops and Jordan Demers added two points for Duncan Real Estate. Gardner produced seven points ending the second half with a score 26-31.

The third quarter saw Duncan Real Estate start to pull away as Moss started with two baskets at the free throw line. De-

mers’ game caught fire with seven straight points including a free throw. Purvis was a rebounding machine for Duncan Real Estate. Island Real Estate’s Karri Stephens scored his first two points after rebounding a missed three pointer by his teammate Haynes. Each of the players for Island Real Estate scored two points in the quarter.

Moss, Gardner and Demers found more success at the hoop ending the third quarter with a 20-point lead for Duncan 34-54.

Just as in the first quarter, Island Real Estate was the first to score in the fourth quarter with a shot by Stephens. Demers found the basket for Duncan. The rest of the fourth quarter saw back and forth scoring by the two teams. Elisio and Tanonan scored the remaining baskets for Island Real Estate, while Moss, Gardner and

Demers shared the rest of the scoring of the night for Duncan. Purvis continued his rebounding success, giving Duncan opportunities to score.

In the seconds of the game, Gardner found himself two assists short of a triple double. As the play clocked ticked, Gardner found Demers under the basket for the first of two needed assists. To close the game out, Moss received the pass from Gardner and hit the hoop. The triple double would not elude Gardner thanks to strong team play and quick actions on the court. Island Real Estate lost to Duncan Real Estate 55-73.

The last game of the regular season saw Gator Squad beat Poppo’s 104-54. The first round of the playoffs was held on Nov. 17 and 18, with the championship game on Nov. 25 at 8 p.m.

Nancy was born in Akron, Ohio, and moved to Anna Maria Island in 1972. She was retired from the Holmes Beach Police Department where she worked as a clerk. She volunteered several hours at the Island Community Center as softball coach, Tracey Vita School of Dance and Manatee High School Marching Band. She was known as ma and grandma by many.

The detective stopped the vehicle for a burned out license light. He found out the driver’s license was suspended and arrested him. After the arrest, he found a spoon with heroin on it. The driver said it belonged to a girl he dropped off earlier.

The second half saw the scoreboard light up and the goalies diving, jumping and

catching rocket balls from both sides. Wash Family Construction’s goalie Cooper Hardy, the first Division I recipient of the Smiledeep award, faced multiple strikes

by Pearson. Charron, keeper for AMI Fitness, could not save a goal by Calleja at the fifth minute of the second half to tie the game 4-4. Calleja moved Wash Family Construction ahead three minutes later, but Pearson answers back again tying the game 5-5.

The last 10 minutes of the game were just as exciting as the first 40. Following another goal by Pearson, Calleja at the kickoff launched the soccer ball from mid-field to score

the tying goal. Peason had a chance to take AMI Fitness ahead again with a penalty kick resulting from a handball by Cullinan. But Pearson’s miss gave Wash Family one last chance to go ahead.

At the 20th minute of play Calleja near midfield booted the ball into the goal just beyond the reach of goalkeeper Leo Tilelli to win the championship game for Wash Family Construction.

This upset win for Wash Family Construction was the first non-forfeit win for them this season.
