ANNA MARIA ISLAND – The 201617 stone crab season opened on Oct. 15, and the first reports of crab trap molestation have begun to trickle in.

Local and state officials have responded by ramping up the efforts to promote awareness in an attempt to help prevent conflicts between recreational shark anglers and commercial stone crabbers.

Two commercial crab traps were pulled ashore recently in Holmes Beach and one of the traps was taken.

County support sought for ALS engines The letter asks county officials to allow fire engines to provide non-transport ALS.

BRADENTON – West Manatee Fire Rescue Chief Tom Sousa told board members last week that Chair Randy Cooper sent a letter to the Manatee County Commission Chair Vanessa Baugh regarding the district’s proposal to put firefighters trained in advanced life support (ALS) on fire engines.

According to the letter, “The current emergency response model utilized by Manatee County relies exclusively on an EMS transport unit to deliver initial advance care to the patient.

“The county fire districts recognize that enhancements can be made to the current EMS unit deployment model and offer to add

to system capacity in the form of non-transport ALS units.”

It continues to point out that by upgrading firefighters to paramedics and staffing fire engines with them, they are able to provide both non-transport ALS services and firefighting capabilities. But in order to do this, fire districts must obtain a license from the state and a COCPN (certificate of pubic convenience and necessity) from the county.

Currently, Manatee County does not contain provisions to grant a non-transport COPCN, and West Manatee Fire commissioners request that the county commission amend language in the ordinance to allow it.

One requirement for the county to grant a COPCN is to consider recommendations from municipalities in the district. Resolutions of support from the four island municipalities accompanied the letter.

Turtle heroes Manatee County Sheriff’s Deputy William McBride and Detective Jason Carey were recognized by the Sheriff's Office for saving a Kemp’s Ridley sea turtle’s life last week while on marine patrol about three miles out in the Gulf off of Anna Maria Island. The turtle had gotten tangled in a crab trap line and a rubber spear gun band. The band was wrapped around the turtle’s neck and flipper, leaving the creature helpless. Carey was able to use a boat hook to grab the line and pull the turtle to the side of the boat.

McBride was then able to cut the rubber band from the spear gun and disentangle the animal, which swam away.

Solar charging and WiFi on park benches City Attorney Patricia Petruff told commissioners about a company in Boston that is producing park benches that have solar panels and provide free WiFi and charging for cell phones.

“I thought might be something nice for a tourist destination,” she said. “Perhaps we could use tourist tax dollars to provide free WiFi and charging stations for tourists.”

Board elects new chair West Manatee Fire and Rescue Commissioners elected George Harris as the chairman of the commission, Larry Jennis as vice chair and Al Robinson as secretary/treasurer for the 2016-17 fiscal year.

Outgoing Chair Randy Cooper said, “Its been great being chair. This is a wonderful district, and I’ll serve it in any way.”

Captain Ben Rigney reported that the district hired three firefighters, all paramedics. In September, the district received a grant to cover the cost of salaries and benefits for the firefighters for 24 months.

Commission sets stipulations for AMI Plaza

HOLMES BEACH – After reviewing the city’s first site plan for mixed use, in which residential is permitted over commercial, commissioners set 10 stipulations for the AMI Plaza at 5304 Holmes Blvd.

City Planner Bill Brisson said property owner Mike Hynds plans to put three 493-square-foot residential units above the plaza.

He said there are three issues that have been addressed – the legality of existing non-conforming parking, type of occupancy and parking in the right of way.

He said a 2013 letter from then police Lt. Dale Stephenson validates the existing parking and the use would be residential as opposed to resort housing with units occupied for 30 days or more.

Hynds has agreed to lease the portion of parking spaces in the city’s right of way.

Commissioner Jean Peelen asked if leasing the parking would set a precedent that other shortterm rentals might request, and City Attorney Patricia Petruff said it is already being done at the Waterline Marina where a portion of the seawall is being leased.

Commissioner Marvin Grossman questioned the number of indoor seats in the restaurant and asked that the code enforcement officer count them.

“They’re coming on for a major redevelopment and asking parking to be considered, and that’s an issue we need to look at,” Grossman said.

However, Brisson replied, “The parking situation has been resolved, and the existing parking is legally non-conforming,” and added that he has no knowledge of an expansion of the restaurant.

He also pointed to a requirement for the dedication of recreation/ open space for each person expected to reside in the residential unit. This would be 457 square feet of land for the three units or a contribution equal to the fair market value of the land.

Chair Judy Titsworth asked if they could require Hynds to install a drainage infiltration system over the parking spaces on Holmes Boulevard.

Building Official Jim McGuinness replied, “This is a redistribution of legally non-conforming existing parking. I’m not sure the infiltration trench idea would be triggered by this, but it may be a stipulation you want to place on it.”

Commissioner Pat Morton asked about ADA compliance, and Brisson said it is residential and is exempt.

Titsworth pointed out that in the original approval, the old parking standard was used for the restaurant, but the new standard is being requested for the commercial uses, both of which are more lenient. She said she is concerned if they accept the more lenient standard for both, parking might be short.

Petruff said there are opportunities for shared parking, and they also should review the history because “they shouldn’t be picking from the most lenient code of 2007 and the most lenient code of 2016 to make it work.”

Peelen said if the city approved the parking spaces in the 2013 letter, then all they need is three more spaces for the new units, However, Petruff pointed out, “We have that letter, but it may be prudent go back and look at what our site plan said.

If someone came to me and waved that letter in my face and said, ‘Do I have to comply with it?’ I would be hard pressed to have someone stand up in court and say a letter from a police lieutenant saying everything is good on a zoning issue is difficult.”

Hynds told the board that he spent a lot of money on the plaza and has worked with the building and planning department for a year and a half.

“There’s no reason it shouldn’t go forward,” he said.

“This is the heart of our downtown,” he said. “I don’t think any downtown would be happy with a parking lot that paved over everything and not have any grass, trees or plants screening.

“The other thing is I’d like to see what these units will look like. They appear to be three long things put on top of the roof. When we envisioned mixed use, I thought of New Orleans and adding to the beauty of our community. I don’t think this is it.”

Commissioner Carol Soustek added, “It looks like three Quonset huts sitting on a concrete slab.”

“Why would you think we would put three long things on top of our building? Hynds asked. “Don’t you think we have pride in our building?”

McGuinness said the city is concerned about the structural aspects, and the drawing is not an architectural rendering. Hynds added that the drawing was done for engineering purposes.

“Whatever we put on there has to blend in with the rest of the building,” Hynds said. “I agree. It can’t look like there’s a pimple stuck on top of it.”

Titsworth asked if they could require

Hynds to bring the parking lot up to code. Petruff said it depends on what’s on the existing site plan.

Hynds said it was just a sketch without any landscaping shown and added, “Fixing it up and bringing it up to code are two very different things.”

Petruff suggested that he and McGuinness work on a plan that would “soften the look and enhance the feel of the parking lot without losing any parking.”

Petruff said she would draft a resolution with the following stipulations • The rentals would be for 30 days or more; • There would be a lease for the right of way parking; • The parking spaces for the residential use would be marked by signs reserving them; • Hynds would apply for a business tax receipt for the rentals; • The off site parking would be tied to the plaza so it couldn’t be sold off; • The units must meet setback requirements or be approved for a variance;

• The recreation/open space requirement would be met; • There would be fire separation and secondary access to the units; • There would be a landscape plan for the parking lot; • There would be an architectural rendering of the units.

Titsworth added that the three new parking spaces would include a drainage infiltration system, and Peelen said she wants a cost estimate for the drainage.

Titsworth also suggested the recreation/open space funds be used at Grassy Point.

EDITORIAL Giving thanks

A

merican lore created Thanksgiving and our hope for a better world has kept it going.

The history of the holiday began with the pilgrims who first came here from Europe. As the story goes, the settlers wanted to celebrate their harvest as they prepared for winter. Native Americans brought food too. It was an early act of friendship between the newcomers and the natives, not unlike tourists to the Island who return to live here.

The Island’s churches do what they do best, giving people a way to give thanks and bringing everyone together as a community. One of the most endearing events is the Thanksgiving dinner served at Roser Memorial Community Church during the afternoon. Many are older, perhaps alone or unable to cook the traditional meal anymore. Spending a holiday like Thanksgiving alone can be so demoralizing, which makes the generosity of the folks at Roser all the more poignant.

O

ther places have Thanksgiving dinner for those who cannot afford it but on the Island, it’s more about a community that holds high the values of nature in a naturally beautiful place, helping out neighbors and just getting along.

We see it in police reports when somebody finds a wallet and turns it in to authorities or when somebody saves an endangered animal, as two Manatee County Sheriff’s officers did recently when they rescued and freed a sea turtle that was hung up in debris. (See Page 3.)

Thanksgiving is also about tourists who come here to visit and in the process learn about the Island's environment, including the fragility of the beaches and the magnificent animals that inhabit the Island with us. It’s also the reason The Sun covers all of these happenings as well as the politics and other news events.

As we prepare for another season where our friends and visitors get a taste of paradise, we can’t help but think that Thanksgiving is a most appropriate holiday for the Island.

LETTERS TO THE EDITOR Residents should count I am a member of the Bradenton Beach Planning and Zoning board.

My wife, Priscilla, and I twice spearheaded a resident-supported request for a building moratorium, only to have it shot down both times by the city commissioners – despite a petition signed by 179 residents.

In April, Priscilla and her resident committee collected 79 resident signatures to place a moratorium initiative on the November ballot. That is now in effect for six months, but we still need your help.

The planning board is only a recommending board and it usually presents a stringent set of suggestions that can be approved, modified or rejected by the commission. This time, however, the board forwarded what I feel are weak suggestions to regulate vacation rentals. Although the plan addresses noise, postings of occupancy and violation warnings, the really important items such as the number of bedrooms allowed, the number of occupants allowed and

not allowing overnight guests were removed by our board.

These are crucial for controlling the party houses in your neighborhood and it is unlikely the commissioners will add back in the missing components unless you speak out. Priscilla and I are now the only full-time residents left on 11th Street South, amidst 90-plus weekly renters. Sixth Street South also only has one resident left and other neighborhoods are headed that way.

I encourage everyone that voted for the moratorium to e-mail all of the commissioners and planning board members stating your concerns about the party houses in residential neighborhoods.

Better still, attend the commission meetings and speak out. Your presence and voice could make a difference.

Our once quaint city has all but disappeared despite the fact that our comprehensive plan clearly states that our neighborhoods are

to be a collection of rental and residential cottages and homes; and that a balance of that mix shall be maintained.

Many longtime visitors have expressed to me that they will not be returning because of the crowded conditions and noise. That is sad.

BRADENTON BEACH – Now that Florida voters have approved medicinal marijuana, county and city officials are trying to figure out how to regulate dispensaries and grow houses.

After much discussion at the Bradenton Beach City Commission meeting on Thursday, Nov. 17, the commission unanimously agreed to follow the county commission’s lead in initiating a six-month moratorium that will provide the time needed to address a new business activity never allowed in Florida before.

City Attorney Ricinda Perry said the commission had three options: Adopt a moratorium that allows time to develop new regulations, enact an outright prohibition on grow houses and dispensaries similar to what was done in the

“Seventy percent of the people voted to pass this. I’d have to think about what would be the best steps to take,” Commissioner Ralph Cole said.

In regard to the county moratorium, Commissioner Ed Straight said, “Is the county going to try to say it’s going to be illegal in Manatee County?”

In regard to medicinal marijuana dispensaries, Perry said, “No. I believe the county anticipates adopting some regulations. They need to articulate codes like it can’t be within x-number

of feet of a school.

“My understanding is the county’s going in the direction of approving them, but they want to adopt regulations. The moratorium freezes it until you have some type of regulating game plan.”

Mayor Bill Shearon likened dispensary locations to adult entertainment establishments.

“I think it goes into the same classification. If we don’t put this moratorium in, someone can do a dispensary anywhere in the city. This is not to ban

marijuana, it’s just where they’re going to sell it. It also involves the growing of marijuana,” he said.

“I’m pretty sure the state regulates who grows it and cultivates it,” Commissioner Jake Spooner said.

“If you’re going to dispense it, it would have to be in a commercial district,” City Planner Alan Garrett said.

HOLMES BEACH – Two businesses presenting site plans for outdoor coolers were denied due to the discovery of a code that says all coolers must be enclosed and under roof.

The coolers were proposed for the Ugly Grouper at 5704 Marina Drive across from city hall and Dunkin' Donuts at 3302 East Bay Drive in the Anna Maria Island Centre.

Regarding the Ugly Grouper, Building Official Jim McGuinness said it would replace an existing exterior mobile kitchen and would store food for preparation in an interior commercial kitchen for on site consumption.

He said improvements made by owners Mike Ross and Scott Rolen include renovating the interior of the building, constructing a commercial kitchen, upgrading the electric, renovating mechanical systems and reconstructing rest rooms.

“This is not a roach coach. It’s the real deal. A commercial kitchen of that size and caliber needs a place to store food. It needs a place to refrigerate and freeze the food.

There’s a significant change coming down the road.”

He said this is an example of a small accessory structure to a principal structure that should qualify for administrative review by the building official rather than a full site plan before the commission.

Code issue

“I don’t agree,” Chair Judy Titsworth said.

“I want the staff report to be just the facts.”

She then read a portion of the code that states that all areas for storage and preparation of food for consumption by patrons of the restaurant shall be contained within permanent walls and under the permanent roof of the restaurant.

She said it could be presented as a special exception. However, City Planner Bill Brisson said there is no special exception available, and it doesn’t qualify for a variance because there is no hardship.

McGuinness said, “The city commission has broad approval capabilities within a site plan review. The owner really wants to do the right thing.”

Commissioner Marvin Grossman said the commission should look at the entire picture instead of approving it bit by bit and complained about the condition of the property.

“It has to be one of the ugliest,” he stressed. “ I would be embarrassed. We need to be concerned about the way our city looks.’

He showed photos of the site and said, “Any building site needs to be kept clean and neat. How can you let something like this go on?”

McGuinness said it is a construction site and said, "All the photos you have shown so far have nothing to do with the permits that are currently on the building.”

Grossman countered, “People go there every day.”

Blue Marlin celebrates five years

You wouldn’t think that a fish restaurant could be described as boutique, but in the case of the Blue Marlin Seafood, you would be wrong. Celebrating five years, the Blue Marlin is one man’s dream restaurant, which has been offering the freshest of seafood served in an intimate cottage on an historic street surrounded by tropical waters.

Adam Ellis created his dream in a 1920’s coastal cottage which was in his wife Marianne Norman-Ellis’ family for decades. Together with friends and family they worked to restore the house, retaining the original wainscoting and wood flooring and adding coastal touches. Today the restaurant has a nice, warm, nautical feel with lots of blue and white fabrics, hanging lanterns, artwork and, of course, its wall of black and white fishing photos.

After working for many years in local

restaurants and on commercial fishing vessels, Ellis learned a lot about the fish in our waters. He buys local fish daily from the Cortez fishing fleet, so almost anything can turn up as one of the daily specials. In addition, he frequently has local Florida clams and imports French Kiss Oysters from Nova Scotia, when available, and, of course, stone crabs, when in season.

Blue Marlin’s regular menu offers small plates like shrimp egg rolls, Ajillio steak or shrimp and seared scallops.

There are soups and salads available as well as The Burger. Other entrees are Cortez boil, linguini with white clams, chicken and rice and a 6 oz. beef filet.

Desert can be anything from chocolate pate to pumpkin brulee.

Ellis has a very impressive and unique wine list none of which you will find in your local grocery store.

He likes to take the opportunity in his restaurant to introduce interesting wines to his customers to improve their

Crowd honors veterans The event honored veterans who served their country and the sacrifices they made.

ANNA MARIA – More than 100 people attended the fifth annual Community BBQ Honoring Veterans at CrossPointe Fellowship. There was entertainment from the Manatee High School Drum Line, the Manatee Swing Band playing music from World War II and Erika Miller who sand the national anthem and “God Bless America.”

Guy Gruters, an Air Force fighter pilot who earned 30 combat medals for his bravery in Vietnam including two Silver Stars, two Distinguished Flying Crosses and a Bronze Star, spoke about being shot down twice and captured once, resulting in his incarceration in prisoner of war camps in North Vietnam.

Gruters discussed how the prison guards tortured their captives and he read a compelling letter from his wife while he was a POW expressing her frustration of not knowing if he was dead or alive.

Modify the application

Titsworth asked if they could modify the application to show the cooler enclosed and bring it back to a public hearing, City Attorney Patricia Petruff said it is a policy decision of the commission, but the key issue is the public hearing notice. She said there must be due public notice with a sign, newspaper ads and mailings to nearby property owners.

She said if that were done in time for the Dec 13 city commission meeting it would be heard. If not it would be heard at the first meeting in January.

Dwyer then asked if the cooler could be stored on site until the approval.

McGuinness said he would not allow without a building permit and all it requires, and he would require a notarized agreement that if it is not approved they would have to remove it.

Ugly Grouper has big plans According to an amended site plan, future improvements to the Ugly Grouper at 5704 Marina Drive in Holmes Beach include “removal of the existing covered area and a building expansion to the existing structure which will offer a new interior dining experience at the restaurant.

“In conjunction with the building expansion, the site will be improved to accommodate a new outdoor dining

experience, a new performance stage, landscaping, art work as well as multimodal parking facilities.”

There also will be a new semi-pervious stone parking lot with golf cart and bicycle parking on the adjacent property, said the plan. There will be 32 vehicle parking spaces, 15 golf cart spaces and 54 bicycle spaces to accommodate its proposed 300 seats.

Dock funding agreement moves forward The Community Redevelopment Agency, and not the city, would receive any matching funds provided by the county.

BRADENTON BEACH – Despite the objections of Mayor Bill Shearon, the Community Redevelopment Agency (CRA) is moving forward with an interlocal agreement with Manatee County that is expected to provide matching county funds for a new floating day dock.

The interlocal agreement provides the framework for a funding request that is still awaiting county commission approval.

The agreement calls for the county to provide 50 percent in matching funds for the replacement of the floating public day dock that suffered storm-related wave damage earlier this year.

Shearon supports the request for matching funds and the use of CRA funds to pay the city’s half of the project costs, but he objects to the CRA being named in the funding agreement.

Before Shearon submitted the funding request to the county’s Tourist Development Council (TDC) on behalf of the city of Bradenton Beach in October, City Attorney Ricinda Perry advised him to make the request on behalf of the CRA

because CRA funds would be used to help fund the project.

Shearon feared the county would not enter into a funding agreement with an entity that acts as separate agency of the city, and he chose not to heed the city attorney’s advice.

After the TDC members supported the funding request, Perry contacted the county attorney’s office and received assurances that the interlocal agreement could be modified to include the CRA and not the city as the entity that would receive the reimbursement payments.

Shearon objects to this arrangement because the CRA committee is not subject to administrative oversight by the way, even though five of the seven CRA Committee members are also members of the City Commission.

Shearon also objects to the overall concept of the CRA Committee being a stand-alone agency as opposed to being a recommending body for the commission.

Perry has explained on more than one occasion that this is how CRAs are structured according to state statute, including the Palmetto CRA that Shearon has often referenced as one that could serve as a model for the Bradenton Beach CRA to follow.

When Shearon presented his objections at the Wednesday, Nov. 16 CRA meeting, Perry reminded the mayor that he was part of the CRA committee that

“Is this a CRA project or is this a city project, because the agreement is with

the city. My perception is the CRA approved $250,000 to fund the day dock and it’s up to the city to do the day dock and to finish the project and the funds would be coming out of the CRA. I’m confused. Who’s in charge of the project?” Shearon said.

Perry told the mayor the project was approved by the CRA and is being funded by the CRA, therefore the CRA committee is ultimately in charge of the project.

At the City Commission meeting the following day, Shearon voted in support of the interlocal agreement that also names the city. After the meeting, Shearon said he supported the agreement from a city commission perspective because he feels the city and not the CRA should be in charge of the project.

The agreement will be presented to the county commission as part of the consent agenda on Dec. 13.

Earlier this month, the city received three bids from firms interested in installing the new dock. The $119,980 proposal submitted by Technomarine Inc. was the only one of the three bid proposals that properly adhered to the city’s request for bids on a 220-foot replacement dock rather than the 147-foot existing dock. The acceptance of that bid will be discussed by the CRA committee and city commission in December or January.

Fire commission approves honorarium Commissioners will now receive $250 per month for their work on the board.

BRADENTON – West Manatee Fire and Rescue District Commissioners last week approved a resolution to pay an honorarium to fire commissioners, who receive none at

the current time.

Board Attorney Jim Dye said Florida Statute authorizes an honorarium for fire commissioner up to $500.

“It’s an option,” Dye explained. “It’s something that you decide is a good thing to encourage participation. It must be voted on by the board and requires a super majority to pass.”

He said they must decide the level of the honorarium and whether the treasurer should

receive an additional honorarium, as authorized by statute.

Commissioner David Bishop asked if they could refuse the honorarium, and Dye said they could not pick up the check, but they would have to pay taxes on it.

Chair Randy Cooper asked for public comment and received none.

Commissioner George Harris made a motion to approve the resolution with $500 honorarium, which he said was in

line with other fire districts. It did not receive a second.

Bishop then moved to approve the honorarium, but did not specify an amount and said, “I believe it’s the right thing to do for the district.

The district has matured since it was two separate districts.

There’s a lot more things going on than in the past.

“We have a $5.8 million budget, the fiduciary responsibility, all the other things that a commissioner does. It’s not

just showing up at meetings.

We do a lot. I think it’s fair.”

Harris agreed and pointed out that two commissioners were recently elected unopposed and that an honorarium could encourage people to run.

The motion was approved.

BRADENTON BEACH – The final pier has been finished and the construction equipment is gone at Cortez Beach after several delays.

Bradenton Beach Mayor Bill Shearon said he had been contacted by the Manatee County Parks and Natural Resources Department that informed him the final piling, which came loose a number of times, was back in place.

“It’s been a long time and

they’re finally done,” he said. “The three piers are true jewels of the Island.”

Shearon praised the county staff and the contractor. He also said they were lucky the storms jostled the pier loose while the contractor was still on the job.

“It would have taken longer for them to bring back their equipment to fix it,” he said.

As of Monday morning, the fence around equipment staging area was gone, as was the equipment, and some concrete structures were placed at the beach end of the pier to discourage people walking on it. Birds stood at the far end of the pier, facing into the wind.

The problem occurred at the middle of the three piers that reach into the Gulf. The structures, popular with area surfers, fell in disrepair and one collapsed completely. The county placed the groins off-limits to beach walkers years ago but during last year’s beach renourishment, the county set aside money to replace the concrete structures. The new piers are adjustable to control erosion.

The project began March 9, 2015 and $2.1 million was budgeted for it. Because of delays caused by a large amount of concrete that needed to be moved and irregularities underground that made it difficult to anchor the pilings, the cost grew to more than $6 million.

Commissioner Jan Vosburgh said she didn’t understand why pharmacies would not be the ones to dispense medical marijuana. “It’s tough. Nobody wants it in their back yard, but 80 percent of the people of Bradenton Beach want it," Spooner said. “If everybody bans it, then the people that need it are going to have to drive five counties over to get it?�

Spooner noted that Bradenton Beach had the highest voter support of any of the county’s 70 voting precincts, all of which supported the statewide medicinal marijuana amendment. Countywide, voters supported the amendment by a 69 to 31 percent margin.

n Saturday, Nov. 19, Sarasota Bay Watch and partners conducted an underwater cleanup at the Tony Saprito Pier in Sarasota. Participation swelled to over 60 volunteers as vacationers, fishermen from the Tony Saprito Pier and passerbys joined the effort. even hundred and fifty pounds of debris was collected including fishing line, fishing poles, tires, crab traps, a laptop computer, three cell phones, street signs, anchors and cast nets. Participants also found a variety of marine life including three octopi, brittle stars, puffers, sea urchins, green muscles, and stone crabs.

In total over 750 pounds of debris was collected and brought back to a staging area under the Ringling Bridge. Twenty-five pounds of fishing line, 205 pounds of lead and 141 pounds of nets were separated, weighed and measured. The information gathered is shared with the National Ocean and Atmospheric Administration’s Marine and Debris Program and the Ocean Conservancy.

One of the partners, Schnitzer Steel, sorts the recyclable metals, while the remaining non-recyclable materials are burned to create energy at one of Covanta Energy’s, Energy-from-Waste facilities. This prevents items that can’t be recycled from ending up in local landfills.

Tripletail should also show up since stone crab traps are now in the coastal Gulf, increasing the amount of available structure for them.

Search and Rescue Dive Team, SRQ Fire Department, city of Sarasota Sustainability Program, the Suncoast Reef Rovers, Aqua-Ventures Dive Team, the New College Bull Sharks Dive Team and a group of citizen divers organized by Al Jefferies of Scuba Quest.

The divers were assisted by volunteers in kayaks and police and fire department boats who transported the debris they collected to the staging area. Volunteers also were stationed on the pier, where they helped divers, collected discarded line and other debris. Many of those assisting the effort were high school students who received volunteer hours for their par-

ticipation. One of the most rewarding moments of the cleanup was watching children as they released marine life from nets, fishing line and other debris.

The amount of debris collected during the cleanup was sobering when you consider the total amount that is hidden from view. Fortunately, this kind of cleanup is becoming more popular, relieving the environment of tons of discarded and lost gear.

Besides the Saprito pier cleanup, Sarasota Bay Watch has partnered for cleanups at Sharkey’s Pier, the north and south Venice jetty and the Venice

mooring field, as well as conducting an annual cleanup of bird rookeries.

SBW also assisted cleanup efforts at an inaugural event conducted by Aqua-ventures dive group. This ambitious event covered water from the Skyway Bridge (where174 anchors were found) to Pine Island. SBW conducts island cleanups at Little Edward’s Island, the Jim Neville Preserve and Skiers Island in Sarasota and the Sister Keys in Manatee County. “Warning. Did you know that it is a felony to tamper with traps that do not belong to you? Tampering with traps (or their contents) line or buoys without written permission could result in revocation of your fishing privileges, a fine of up to $5,000 and a third degree felony conviction. To report illegal activity, call 1-888-404-FWCC. You may remain anonymous,” the signs say.

Coarsey said it would be up to the individual cities to determine where the signs are placed.

“We are here to support the crabbers because this is their livelihood,” he said of his efforts.

“The signs will be placed where there are concerns that fishermen may have tampered with crab traps,” Holmes Beach Police Chief Bill Tokajer said. Anna Maria Mayor Dan Murphy said he was aware of the signs but their placement locations have not yet been determined.

Holmes Beach does not have an ordinance that specifically prohibits shark fishing, but the activity is essentially banned by other city ordinances that protect the public safety and welfare of residents and visitors, and the economic impact of neighboring properties, including resorts.

The cities of Anna Maria and Bradenton Beach do not have ordinances that directly or indirectly address shark fishing. In Manatee County, fishing of any kind is prohibited in park areas where swimming is permitted.

Past conflicts

Shark anglers and crabbers have come into conflict in recent years due to anglers using kayaks to drop baited hooks 100 yards or more from shore, where submerged commercial stone crab traps are often located during season.

When a shark is hooked, reeling it ashore can result in entanglement with trap lines, cut trap lines or traps being inadvertently pulled ashore. Some egregious offenders have simply cut the trap lines in advance in order to clear an area for fishing.

Stone crab season runs from midOctober to mid-May. In the midst of the 2015-16 season, tension between crabbers and anglers reached

Those discussions emphasized the need for mutual respect and FWC’s Lt. Grant Burton reminded everyone that the intentional molestation of a crab trap, buoy or trap line is a felony, and stealing the contents of crab trap is a second degree misdemeanor.

Murphy originally suggested a ban on kayaks being launched from shore after dark during stone crab season, but the public meetings produced a group consensus that favored greater cooperation instead of local legislation.

Lt. Louis Hinds recently succeeded Burton as FWC’s top enforcement officer for its southwest region.

“The shark fishermen have a right to shark-fish as long as they do it legally,” he said last week.

“If a shark fisherman hooks a crab trap accidentally, leaves it on the beach and immediately calls

FWC we would not charge that person, but if you take the stone crabs you’re going to jail,” he said.

Each trap has a tag that helps identify the trap owner. If a trap pulled ashore contains crabs, it should be left along the shoreline in enough water for the crabs to survive.

In addition to the statewide FWC hotline number, Hinds said FWC’s Southwest Regional Office has a direct dispatch line that can be reached at 813-558-5050. The FWC contact numbers will also be posted at the city of Anna Maria’s website.

Sweets for the sweet tooth

s I am sure you all know, it's that time of the year again – yes, the holidays are upon us. Hopefully you will make it through Thanksgiving unblemished, and be ready to tackle Christmas and New Year's. I don't know about all of you, but it seems to me that there is more entertaining during these few weeks (consequently eating and drinking), than any other time of the year. You basically have two options: make it a tedious chore by having the same old thing again, or make it a fun, interesting and (possibly) challenging time by trying out some new things you've not attempted before. Option two sounds like a lot more fun to me.

There are usually a couple of different reasons for whipping up something to take care of your sweet tooth.

Most everyone gives out a platter or two of finger foods, whether it be for the office party or as a present for a family of friends to share, and let's be honest, you know that you and your clan will want to try everything, so you might as well go ahead and double the batch. I've always felt it made sense to make a few different things so that you can mix and match your offerings, letting your taste buds explore a variety of flavors and textures. After all,

you can only eat so many sugar cookies covered in sprinkles. Now it's time to move on to the more creative and challenging part of holiday cooking – desserts.

What you're going to make for dessert as part of your holiday feast will depend a great deal on what you will be making for dinner. After all, you wouldn't follow an elegant prime rib dinner with cookies and milk, would you? One of the most popular desserts that Ali, our pastry chef here at The Waterfront restaurant has whipped up, if you'll excuse the pun, is her Chocolate Mousse

with Chambord. This delicious offering succeeds on so many levels – it's rich, but not so filling that after a big meal you can't eat it. The light, airy texture lets you eat every last bite. It's sweet with the lush raspberry flavor of the Chambord, but that's balanced out with the bittersweet flavor of the dark chocolate. Top it off with a dollop of fresh whipped cream and a raspberry and your dessert is complete.

There is only one thing left to complete your holiday feast, a small glass of something to wash down all of this deliciousness.

Chocolate is one of the hardest foods to pair with alcoholic beverages, so selecting a partner for your dessert might be a challenge as well as a learning experience. If you were already enjoying a glass of red wine with your dinner you might luck out. A general rule of thumb would be your wine should be a tad sweeter than your dessert, so if your wine has some good fruit nuances with a hint of sweetness, it might pair well with a semi dark chocolate mousse. If you are selecting a dessert wine, I would say stay away from citrusy choices – maybe trying a sweet muscat, Banyuls, or a tawny or ruby port. A Pedro Ximinez Sherry will hit the mark with certain chocolates as well. Once again, it's going to be hit or miss, but you will probably have a good time experimenting. We hope you have a great holiday season no matter what way you go, and let us know if you find your perfect pairing for that seasonal dessert. So until next time ...

Chambord Chocolate Mousse Ingredients:

8 oz. fine quality chocolate, 70 percent ¼ cup sugar ¼ cup Chambord liqueur 2 cups very cold heavy cream

Directions: Add the chocolate, sugar and Chambord liqueur on top of a double boiler, stirring constantly until the chocolate has completely melted. Allow to cool for a few minutes while you assemble your mixing bowl. Using a stand mixer, attach your whisk and add the melted chocolate mixture. Start the mixer and slowly, then add the heavy cream a little at a time. Scrape down the bowl with a rubber spatula after each new splash until all of the heavy cream has been added. Then turn your mixer on high and whip until stiff peaks form.

Place mousse into a piping bag and pipe into glasses, options include wine glasses, martini glasses or even clear glass ramekins. Chill mousse in the refrigerator for two hours. Top with fresh raspberries, melba sauce and dust with powdered sugar before serving.

Melba Sauce Ingredients:

2 cups fresh raspberries ½ cup powdered sugar ¼ cup Lemon Juice

Directions: Bring all ingredients to a slow simmer over the stovetop, until raspberries have fallen apart.

Strain the sauce, and allow to cool in the refrigerator.

Kids take it to the mat at The Center

The smell of new mats in the gymnasium brings excitement to The Center. More than 30 years later, the sounds of wrestling shoes shuffling on the mat and the coach’s whistle directing drills return to the Island.

During the first week of serving as the recreation director, Will Schenerlein, helped to write a grant to receive funding from the Publix corporation to help fund the resurrection of the youth wrestling program at The Center. Last winter the Island’s community center was awarded the grant, and Schenerlein put in the order for the new wrestling mats and started planning the program.

With the financial assistance of sponsors Gnarly Mangrove and Fun and More Rentals, the kids are taking to the mat in the afternoons on Wednesdays and Thursdays in The Center gym learning basic wrestling skills. Currently, the program has 23 participants ranging in age from five to 11 years old.

The Center’s youth wrestling program is open to kids five years and older. As a member of The Center, the cost of the program is $5 and $90 for non-members.

During each session Schenerlein and The Center’s facilities manager, Chris Culhane, work with Island area kids to improve them as individuals with physical conditioning and partner work, while learning the skills necessary to take them to the next level as wrestlers.

Schenerlein comes from a wrestling family comprised of state and national champions, including himself who brings to The Center an abundance of experience and accolades. Head coaching at the high school level in Parkersburg, W. Va., Schenerlein molded four state championship teams and five nationally ranked squads.

Over the years, Schenerlein has mentored more than 100 wrestlers to go on to compete for teams in the National Collegiate Athletic Association. He hopes his love of the sport will catch fire on the Island, motivating local kids to sport the singlet in the near future.

The two coaches are working through the awkwardness of the wrestlers as they learn to get close to their competitors. Schenerlein stresses the importance of bringing your opponent to you during a match.

The new little wrestlers are learning the necessity of the wrestling stance, staying low, moving without crossing the feet, and always maintaining the advantage against their challenger.

Maria Island Community Center, now know as The Center, Culhane brings his local experience to the gym. Taking to the mat in the early 1980s, Culhane went on to wrestle at Manatee High School. The love of the sport and the skills he learned on the Island have stayed with him.

Bringing wrestling back to the Island is a dream come true for Schenerlein and Culhane. The arrival of the mats brought tears to Schenerlein’s eyes as he realized his passion could become contagious. With his son participating in the program, Schenerlein sees another generation of wrestlers developing before his very eyes.

With his experiences and memories of success, Schenerlein, with the support of Culhane, plans on developing competitive youth wrestling program. They hope to start wrestling competitively in early 2017 in local tournaments.

Schenerlein is over the moon excited to expose the kids to what he believes is the "greatest sport on earth.”

HOLMES BEACH – Many crimes are solved or averted when a neighbor sees someone suspicious and calls police.

That’s the reason police agencies start Neighborhood Watch, and five volunteers got educated about the program last week at Holmes Beach City Hall.

Holmes Beach Police Sgt. Vern McGown, patrolman Josh Fleischer and Neighborhood Watch specialist Tami Goudy instructed the volunteers on observing the neighborhood, calling in suspicious incidents or people, getting a description of a suspect and staying safe at home and on the streets. Goudy told the volunteers to call 778-COPS (2677) to get the Holmes Beach dispatcher at any time of the day or night.

would rather find out it is not a crime than to miss the chance to avert one.

She said if people are walking down a residential street at any time of the day, looking in car windows or pulling door handles, they are likely looking for an unlocked car or something

Goudy said Neighborhood Watch observers are the eyes and ears, but they need to make sure they don’t become victims.

“Be aware of where you are and keep your head up so you can see everything,” she said. “Use your instinct.

If you think something is wrong, 90 percent of the time it is.”

he election is finally over, and thank goodness for that. Maybe now we can reset and move forward in a positive way to heal both the emotions of the country and the economy. But the country’s demographics and living choices are also resetting, taking the housing market right along with it.

As we all know real estate is one of the most important spokes in the economic wheel. The trickle down of a strong real estate market impacts a wide range of consumer goods. What’s being reported as the result of the U.S. Census Bureau data is that Americans are leaving the costly metro areas for more affordable parts of the country at a faster rate than they are being replaced. This is, of course, affecting the cost of housing in both the incoming and outgoing regions.

Trilia has taken the census migration patterns across the U.S. from 2010 to 2014 and analyzed the 10 most expensive metro areas. This included all

It also analyzed the next 90 priciest metro areas based on income needed to purchase a typical home.

Based on income, those earnings less than $30,000 a year move out of the unaffordable areas the most frequently.

The age of the buyers moving the most frequently are between 26 and 40, and the education level of those moving out of unaffordable areas the most is some college, but no bachelor’s degree. New York State and California, had the largest net losses of domestic migrants.

To me, this just reconfirms what I’ve been reading about for a long time, that

the population of city centers is declining. Besides housing prices in these areas becoming unaffordable to many lower and middle class people, the availability of working remotely, as well as businesses relocating headquarters outside of the city, makes the population shift understandable. Since the analysis did not address the reasons people are moving into more affordable regions, we’re left to assume that in addition to work related reasons baby boomer retirees could also be a factor.

Since Anna Maria Island’s real estate values are really not affected by this particular economic movement, we continue to have a consistent and strong market. Manatee County’s September’s sales report according to the Realtor Association of Manatee and Sarasota is still looking good.

The sale of single family homes was up 13.8 percent from September of last year, with the median sale price up 1.1 percent to $269,000 and the average sale price also

up 4.8 percent to $331,222. Homes are selling at 96.3 percent of asking price, up half a percent from last year. And even though active listings are up 11.1 percent the months’ supply of inventory is only four months, still below the six-month supply considered healthy The sale of condos and townhomes was down 6.2 percent, but median sale price was up 13 percent to $178,000, as was average sale price up 14.6 percent to $216,223. Condos are also selling close to asking at 95.8 percent of asking price, up 1.3 percent. Active listings on the market were up 14.9 percent, but a month’s supply of inventory is still far below the 6-month desirable mark at 3.8 months.

So be thankful tomorrow for the reset, be thankful that our republic has again successfully and peacefully transferred power and be thankful for what will probably be a stronger real estate market in our area. We do indeed live in a special place.

BRADENTON BEACH – City Commissioners Jan Vosburgh and Ed Straight participated in their final city meetings last week as they prepared to leave office after serving their term limits of three consecutive two-year terms.

Vosburgh was appointed to the Ward 4 seat in 2009 to fill the seat vacated

by Bob Bartelt when he was appointed mayor. That partial six-month term was followed by three full elected terms that coincided with Straight’s election to the Ward 2 seat in 2010.

Former Mayor and Commissioner John Chappie was elected to fill Vosburgh’s seat. He and the other commission members will appoint someone to fill the Ward 2 seat that no one sought in the recent city elections.

A farewell luncheon with city employees was held in inside the commission chambers before the Thursday, Nov. 17, City Commission meeting.

When the meeting got underway, Mayor Bill Shearon asked Vosburgh

and Straight to join him at the front of the room so City Clerk Terri Sanclemente could present them with certificates of appreciation.

When presenting Straight with an Australian pine seedling, Shearon referenced Straight’s frequent objections to the removal of Australian pine trees and his reminders of the fines levied for removing a tree containing nesting birds.

New chair elected West Manatee Fire and Rescue Commissioners elected George Harris as the chairman of the commission, Larry Jennis as vice chair and Al Robinson as secretary/treasurer for the 2016-17 fiscal year.

Outgoing Chair Randy Cooper said, “Its been great being chair. This is a wonderful

district, and I’ll serve it in any way.”

Captain Ben Rigney reported that the district hired three firefighters, all paramedics.

Born in Revere, Mass., on Nov. 15, 1911, Hal and her husband moved to Anna Maria Island in 1976. They lived aboard their boat at Galati Marina until they moved into a house. She now resides in Holmes Beach.

To celebrate her 105th on Nov. 15, her family held a party for her at Ocean Star, near where she lived on that boat. Asked about her secret to a long life, her answer was simple.

“My fun family.”

Fire board OKs RFP for real estate services The services are needed to sell the administration building at 6417 Third Ave. W. in Bradenton.

BRADENTON – West Manatee Fire and Rescue District Commissioners last week approved an RFP (request for proposals) for real estate services in order to sell the administration building at 6417 Third Ave. W. in Bradenton.

Commissioners at their October meeting agreed that since the district has completed remodeling all three of its stations and downsized its staff, they could consider a smaller administrative facility.

Fire Chief Tom Sosa said the first step is to declare the building surplus and then send out an RFP. “The proposal is based upon the competitive consultants negotiations act,” Board Attorney Jim Dye explained, “It allows government agencies to pick certain professionals. You pick the best person to deliver the goods, you have a sit down with them

to work out the contract and then its brought back to commission for final approval.”

“Does this obligate the board to consummate a sale if we deem it’s in the best interest of the district not to?” Commissioner George Harris asked.

“No, that phrase, ‘best interest of the district’ is throughout the RFP,” Dye said responded. “If there’s any second thoughts about the building surplus and marketing it, that should be dealt with prior to putting it on the market. Once you sign a contract, you are obligated to honor it.”

Harris asked Sousa if they have any prospects for a new administration headquarters. Sousa said officials at the church across the street are willing to lease its second floor, and he is planning a walk through.

Harris suggested that whomever purchases the current administration building might be interested in leasing space back to the fire district.

The motion on advertising the RFP was approved. Commissioners then approved Commissioner Al Robinson as the liaison for the RFP.

Now that you’ve retired, you’ll have time to monitor our crosswalks,” Shearon said.

On behalf of the city employees and the city attorney, Sanclemente and Deputy Clerk Marie Montoya presented Vosburgh with flowers and a gift basket and Straight with a $230 check for the Wildlife Inc. Education and Rehabilitation Center he and his wife, Gail, have operated for the past 30 years.

The couple were The Sun’s Persons of the Year in 2014.

Parting thoughts

Later in the week, Vosburgh and Straight reflected on their time in office.

When asked what they would miss most, Vosburgh said, “The wonderful relationships I developed, and the education I received in the process was priceless.”

Straight said, “For most of my career, I’ve been in a leadership position, so I’ll miss that. I’ll miss working with all the city employees also.”

As for what they’ll miss least, Vosburgh said, “The confrontations – however, this has improved.”

Straight said, “The long meetings.”

When addressing their accomplishments, Vosburgh mentioned the installation of new crosswalks, the replacement of damaged seawalls, the reconstruction of the Historic Bridge Street Pier, the pending replacement of the public day dock and the pending dredging projects she lobbied for.

“We redid the pier, we got a cell tower, we made progress on our stormwater projects, we’ve improved our parks and our money’s been managed properly,” Straight said.

As for any unfinished business, Vosburgh feels she and the commission fell short on addressing residents’ concerns about vacation rentals.

“Even though I supported it, I was not successful in getting

the rest of the commissioners to help the cause,” she said.

Vosburgh will continue to follow the commission’s progress on adopting vacation rental regulations and the planning board’s efforts to amend the Land Development Code in order to limit the size and occupancy of vacation rental homes built in the future.

“I’ve always done what I thought was best for the city, and I can’t say I would have done anything differently,” Straight said. “One of the remaining problems is getting control of the anchorage. That’s going to be challenge.”

Straight plans to keep tabs on the commission while dedicating even more time to Wildlife Inc. “The TV show ‘Sea Rescue’ was here about five weeks ago interviewing my grandson, Devin, and I about the release of a white pelican. They are also interested in the eagle we rescued that was shown on the Weather Channel. Univision is also interested in filming some of our rescues. Our house is like a three-ring circus,” he said.
