ANNA MARIA – The Center of Anna Maria Island is opening its door to welcome an established Holmes Beach business – Island Fitness is

moving in with the nonprofit.

“I am looking forward to bringing my years of fitness experience to the community center to both increase the service offerings for Island Fitness members and to the community center’s current members,” said Island Fitness owner Brenda Canning in a press release. “I am confident that through this relationship we will be able to create a mutually beneficial opportunity for growth and community involvement.” see fitness, page 33

Holmes Beach commission says 'goodbye' to Peelen

HOLMES BEACH - Commissioners are saying goodbye to one of their own - Jean Peelen is leaving the commission after six years of service.

During Peelen's final regular commission meeting, Mayor Bob Johnson took a moment to say a few words, thanking her for her service to the community.

He also presented her with a glass sculpture to commemorate her time on the city commission.

"We thank her for her years of active and community-engaged service and wish her the best in her following endeavors," Johnson said.

Peelen received a standing ovation.

"I am so grateful to this mayor and this entire commission and the staff of the city for how they have been in embracing completely our shared vision of having a city for everyone," she said. "A city for residents and for visitors and a city which

Dog park, skate park get funding Holmes Beach commissioners are committing to making refurbishments at the city’s dog and skate parks a priority for the current fiscal year.

Commissioners instructed City Treasurer Lori Hill to set aside funds already included in the budget, $50,000 for the dog park and $100,000 for the skate park. The funds are to be placed in the care of the city’s parks and beautification committee to develop plans for both parks, including possible expansion. Liaison Commissioner Marvin Grossman agreed to report back to city leaders on the committee’s progress.

Halloween goes to the dogs

A crowd of dog owners and lovers enjoyed Saturday’s Anna Maria Island Sun Canine Costume Contest in Sun Plaza.

Twenty-five pooches entered the contest, ranging from a Wonder Woman costume to a lobster outfit that, from the side, looked like the lobster had swallowed the dog.

There were wardrobe malfunctions including a chocolate Labrador, dressed like a Hershey’s kiss, whose aluminum foil costume kept falling off. Another dog, an apparent Labrodoodle,

didn’t like parading around for the judges and insisted on sitting down every five steps.

Anna Maria Oyster Bar owner John Horne, Anna Maria Mayor Dan Murphy and Anchor Inn owner Darla Tingler were the judges, and they had their hands full trying to separate the winners from the rest.

Moderator Chantelle Lewin, The Sun’s advertising director, kept the competition moving along and they finished just ahead of the rain that had been predicted.

Symphony on the Sand set The Anna Maria Island Concert Chorus and Orchestra (AMICCO) presents Symphony on the Sand on Saturday, Nov. 11, from 4:30 to 7:30 p.m. at Coquina Beach. The concert is dedicated to America’s veterans, according to AMICCO President Jeanie Pickwick.

Tickets are $20 to sit in a designated area near the stage, $50 for attendance without food but with two drinks per person and $125 for a full meal with complimentary wine and beer. A cash bar and concessionaire food will be available for those purchasing the $50 or $20 tickets. Alcohol may not be brought onto the beach, and coolers will be inspected. BRADENTON BEACH – Ralph Cole and Randy White are vying for the Ward 3 commission seat, and the winner also will have a say who’s appointed to fill the Ward 4 commission seat being vacated by mayoral candidate John Chappie.

In addition to seeking a second commission term, Cole chairs the Community Redevelopment Agency (CRA) that serves as an independent extension of the city commission. Cole is an Island native and he owns and operates the Coast Watersports beach rental business.

“The city’s in a good position. We balanced the budget and got the city operating the way it’s supposed to according to the charter. We improved how the CRA district functions and created an innovative policing policy for the anchorage that is helping with our derelict vessels. We got matching funds

White is a commercial airline pilot and is seeking office for the first time.

He moved to Bradenton Beach in 2013.

He has not attended a city commission since he qualified in July; nor has he attended many, if any, city meetings in the past four years.

“Bradenton Beach is losing its distinct character. I’m going to take a stand, and I’m asking voters to join me in preserving what we still have left.

That’s what the residents want, and it’s what I feel too,” White said.

As for what he hopes to accomplish if elected, White said, “That depends on the outcome. If John Chappie wins and I win, I’ll probably be the sole opposition on the commission, so there’s not much I’ll be able to do but voice my opinions. Mayor Shearon and I agree on a lot things. If he’s elected, I think we can get things done.”

When asked about his work schedule, White said he could arrange his flight schedule to ensure that he attends the regular city commission meetings that occur twice-monthly, as well as some of the other city meetings

“We need to curtail these party houses. The commission is hiding behind the threat of Bert Harris. They can do more. Nothing’s going to happen, and they’re not going to get sued. The moratorium needs to be upheld until they can agree on what needs to be done,” White said.

The building moratorium he referred to is scheduled to expire in November after being in effect for a year.

“We’re getting a handle on our vacation rentals. I hope our new rental ordinance works good and we don’t get any Bert Harris claims. I think that’s one of our biggest accomplishments, going two years without any,” Cole said.

LETTERS TO THE EDITOR FEMA and flood insurance Irma could have been disastrous to the Island. We were lucky. Her unexpected jog east arguably saved us a catastrophic blow. The sevenfoot storm surge predicted for AMI never occurred. If it had, all ground floor houses on the entire Island would have been flooded, some likely destroyed.

To mitigate damage from these floods, FEMA requires all cities to enact a flood plain ordinance requiring all building and major renovations to be built above the 100 year flood level. Holmes Beach has a law as do Anna Maria, Bradenton Beach and Bradenton itself.

FEMA also provides an incentive.

By adhering to the rules, each town gets a rated discount on their NFIP flood insurance rates. We get a 20 percent discount in Holmes Beach.

Did you know Anna Maria gets 25 percent? And were you aware that if Holmes Beach doesn’t enforce the ordinance properly, our discount could be lowered or we could lose it entirely?

In April, Holmes Beach “hosted”

a FEMA Community Assistance Visit. Advertised as helpful reviews, CAV’s really are mandated, based on evidence of multiple violations of the ordinance. And Holmes Beach is a repeat offender. This is the second CAV for the city in a few years.

What were FEMA’s concerns?

They found unlawful administration of the city’s flood plain ordinance over multiple administrations. Three mayors, four to five different building officials and a change in commissioners haven’t fixed the issue.

FEMA reviewed the facts and found that Holmes Beach had turned a blind eye, allowing certain contractors to get away with unlawful ground floor renovations, while forcing others to build up.

There are many things at stake.

First is the cost of your flood insurance. Second is the value of your house, should you ever need to or want to sell. Third is accountability of our government officials. Lastly, there is an issue of plain old fair administration of the current law.

Holmes Beach was forced to

respond to all of FEMA’s issues in writing in late August. If you have any concerns about your flood insurance or the city’s enforcement of the ordinance, I encourage you to request, via Sunshine, both the CAV findings report from FEMA dated June 2, 2017, and Holmes Beach’s official response dated Aug. 25, 2017, and then judge for yourself.

Beyond ridiculous The tree house saga is beyond ridiculous. Not only should the illegal structure have been removed long ago, in many cities the owner(s) would be in jail for contempt as well as paying the city's legal expenses. easiest way for the city to take responsibility for managing the derelict boat problem in downtown Bradenton Beach,” White said.

“With a managed mooring field, you also have liabilities like maintaining bathrooms and a pumpout boat. It’s not a lucrative business when we only have room for 18 mooring balls that would bring in roughly $70,000 a year,” Cole said.

Parking garage

“Aesthetically, a parking garage is just not a fit on a barrier island in a place like Bradenton Beach. It’s not going to solve anything,” White said.

Cole took exception to a White campaign mailer that claimed he twice voted in favor of a parking garage.

“If Randy would have been at any of those meetings, he would have known what’s going on, but I haven’t seen him at a meeting in two years. The parking garage was brought forward by the mayor. We had discussion, and I was part of the unanimous vote to have a commission workshop to get more input.

Jake (Spooner) then brought forward a different parking solution. I wanted more public input, and we said we would look into to it to see if it’s feasible, but it kinda died out,” Cole said.

Spooks and ghouls invade Holmes Beach The parking lot at the Anna Maria Island Chamber of Commerce looked like a nightmare Saturday as ghosts, monsters and some odd creatures gathered around. Judges decided who were the scariest and most original. So went the start of Anna Maria Elementary School’s Fall Festival.

After the judging, the kids lined up behind their classroom banners for the parade to the Holmes Beach City Hall field for presentation of the awards with fun and games afterward.

This annual event has been going on for years and it was recently modified to limit the exposure the kids had to traffic by changing the parade destination from the school to the field.

The field had bounce houses, a water slide, food, refreshments and a number of games sponsored by the classrooms and staffed by parents for kids to play. It’s a fundraiser for the PTO.

Anna Maria candidates convey campaign messages Next week, three of the four at-large Anna Maria City Commission candidates will win two-year terms in office.

ANNA MARIA – A recent candidates’ forum provided Anna Maria City Commission candidates Carol Carter, Doug Copeland, Laurie Jo Higgins and Dale Woodland the opportunity to discuss their campaign priorities.

During opening statements, Carter said her work on the commission is not yet finished and that’s why she’s seeking a third two-year term.

“I want to work to ensure your safety, your serenity and your security in your own homes, and I’ll continue to promote that sense of community. I want to champion home rule and support you and your way of life,” Carter said.

Citing accomplishments made during his first two terms, Copeland mentioned the continued development of City Pier Park and reduction of the debt associated with that land purchase.

“We successfully fought the state legislature’s attempt to usurp home rule regarding vacation rentals. We’ve passed a reasonable vacation rental ordinance and almost completed the settlement of the Bert Harris claims which resulted from that,” he said.

He mentioned the pier restoration, pedestrian and bicyclist safety on Pine Avenue, the purchase of additional green space and the need to find a new home for the Public Works Department as other issues that still need to be addressed.

The 22-year Island resident cited her community service with Roser Church, the Cub Scouts, the Boy Scouts, the Girl Scouts and Anna Maria Elementary School, and her experience in finance, insurance and small business ownership.

“Being new to the commission doesn’t scare me. I’m a writer for a motorcycle magazine, so I have thick skin. I feel we could use a new set of eyes on some old problems,” she said.

Seeking a seventh term, Woodland mentioned his love for public service.

“I don’t have an agenda other than serving the public. One of the strongest things I bring to the commission is the dialogue and interaction I have with our citizens. I know what’s going on and what people are concerned about,” he said.

Regarding the state legislature’s continued attempts to chip away cities’ home rule rights, Woodland said, “We need to think outside the box. We need to be in control of ourselves.”

During the forum, the candidates where presented with a whimsical question submitted by a Sun reader: If you were made queen or king of the city and could make one edict that must be enacted without question, what would it be?

“If we’d all just treat each other better and with more respect and talk to each other instead of against each other, we’d all be better off,” Woodland said.

“I think we all know I would get rid of the parking police,” Higgins said in reference to issues she had with her mother’s Hospice nurse receiving parking tickets.

Copeland and Carter had no answers for that question.

During closing statements, Woodland simply thanked those who attended.

“I’m a hard-working, fast-learning problem solver. I can be trusted with your vote,” Higgins said.

“You residents deserve to have your voices heard,” Carter said. “You deserve to be respected and have the peaceful enjoyment of your homes.

And you should demand from us that we hear your concerns and are honest, responsive and willing to change our position as warranted.”

Copeland thanked those who attended or watched on Facebook and said, “I’d like to encourage each and every one of you to come out and participate in our commission meetings, in our activities and in our various other committees. It is you all that makes this city what it is, not us.”

Call issued for Seahorses artists The Bridge Street Merchants in Bradenton Beach are issuing a call to artists for the Third Annual Bridge Street Public Art Project, and this year’s theme is Seahorses.

Affiliated with the 11th annual artsHOP festival, the merchants’ public art project provides artistic folks an opportunity to create themed artwork to be displayed and bid on in early 2018.

As was the case for the Mermaids and Turtles art projects in previous years, the 2017-18 project is open to artists and artlovers of all ages and skill levels who live on or off Anna Maria Island.

The plywood seahorse templates used to create the one-of-a-kind artworks will first be available for pickup at Searentiy Beach Spa & Boutique during the artsHOP Art Walk on Saturday, Nov. 11, from noon to 5 p.m. Any remaining templates will be available afterwards in limited quantities.

How Lucky AMI gets new life

Three friends are ready to relaunch the How Lucky AMI brand on Anna Maria Island.

After being discontinued, the brand is getting new life under the care of creator Jane Sperlazzi with friends and new co-owners Jan Labriola and Carol Clifford under the name Tom, Dick and Harry Productions. Its new home will be at Restless Natives, 5416 Marina Drive, Holmes Beach.

Preparations are underway for an unveiling of the new line. In addition to favorites such as T-shirts and caps, new designer items and pieces by local artists also are being included in the line. Labriola said the new line includes creative pieces where artists were encouraged to think outside the box with the trademarked logo.

The inspiration for the brand comes from Sperlazzi’s “love for the Island.” She said she thought of it while walking around the Island and thinking how lucky she is to

While there won’t be a ribbon cutting at the shop until February, fans of the brand won’t have to wait that long to get their hands on the new merchandise. A grand opening for the new space will be held noon to 5 p.m. on Saturday, Nov. 4, at Restless Natives. Party goers will be treated to entertainment from musician Holly Ray, refreshments and onsite demonstrations from local jewelry designer Jen Westbrook and pottery artist Karen Prunia.

The brand also will be available the same day at a second location, Sea-renity Beach Spa and Eco Boutique at 112 Bridge St., Bradenton Beach. Other outlets on the Island and an online shop are expected to launch at a later date.

“We’re all so grateful for this opportunity,” Sperlazzi said. “It’s definitely going to be bigger and better this time. We’re so excited to be launching it.”

Election Day

I

t is election time on our island. We should be grateful that there are good and honest people running and that our island elections will not be influenced by money and Russians.

When I was a kid back in Nova Scotia, I loved elections.

My father ran the south end of Halifax for the Liberals.

His campaigns were less than totally scrupulous, but they were a lot of fun.

Dad began campaigns with the appointment of electoral workers.

He hand-picked each one.

In each precinct dad would pick one house where the voting was held. Mrs Kelly was paid a hundred bucks and the voting booth was set up in her parlour.

Mrs Kelly’s parents lived with her, and she had two kids of voting age who lived with her, and her husband voted the way she told him to. For a hundred bucks dad

got six votes.

Then dad picked Mrs O’Neil as the head polling clerk. Mrs O'Neil’s parents lived with her too, and so did her two kids, and Mr O’Neil always voted her way.

She got a hundred bucks. Six more votes.

Mrs McGillicuddy was picked as the assistant polling clerk. Mrs Reardon was picked as the polling registrar, and Mrs O’Malley was assistant polling registrar.

They each had big Irish families.

A hundred bucks apiece. Eighteen more votes.

Dad began his campaigns with five, good, Irish Catholic women in each precinct and was up 30 votes per precinct before the polls opened.

There were 50 precincts in the south end.

Dad owned 1,500 votes out of the gate.

My friends and I got jobs delivering flyers.

We were paid a huge five bucks a day – enough for a hockey stick and a bag of candy the size of your head.

My friends’ parents didn't have to buy hockey sticks, and dad scored another twenty votes.

On election day our house was set up

with phone lines and people manning the phones and people working the voter lists.

Everyone was drinking beer and eating beer nuts. Dad’s poker pal owned the Kentucky Fried Chicken franchise, and he sent over buckets of fried chicken. There was beer nuts and fried chicken everywhere.

I ate better than Christmas.

All over the yard and up and down the street there were taxi cabs.

The cab drivers were precinct captains.

Their job was to get out the vote and drive voters to the polls.

Back then hardly anyone had a car, but nobody walked to vote. The phone workers sent the cabs to pick them up.

When the cabs picked up the voters there was a little paper bag in the back seat.

In the paper bag there was a mickey of rum and a pair of nylons.

My earliest election memory is sitting in my pajamas with dad’s buddies in the basement filling up little bottles of rum from big bottles of rum.

Dad liked it when I filled the bottles because I didn't drink the rum.

The most exciting part of election day were the ringers.

They called them ringers because they

were dead ringers for voters who were dead.

When Mrs Reardon, the voting registrar, went around to register the voters in each house, she registered Mrs Martin’s dear departed father, Jack.

Jack Martin was a good Liberal. He was such a good Liberal that he was still voting 10 years after he had died.

One of the cab drivers would go into the poll and say he was Jack Martin, get his ballot and vote. Most of the drivers voted five or six times.

I suspect our Island elections will be less fun than my dad’s.

I miss my dad. He has been gone for some time now. I take comfort from knowing he may still be voting back home.

Remember dad’s election advice next election day.

“Vote early, and vote often,” and drop by the Doctor’s Office for a big post-election whoop-up.

Time to get crabby The Cortez Stone Crab Festival adds Florida blue crabs to the menu this year.

CORTEZ – The Swordfish Grill and Tiki Bar at 4629 119th St. W. hosts its Sixth Annual Cortez Stone Crab Festival on Saturday and Sunday, Nov. 11 and 12, from 10, a.m. to 6 p.m. The music will continue after that on the stages at Swordfish Grill and Tiki Bar and the Cortez Kitchen next door.

Stone crab and Florida blue crab will be available as well as cold refreshments.

“With the weather turning cold, we think we’ll have a great harvest,” said Swordfish Grill and Tiki Bar Manager Bob Slicker.

There will be music at three venues: the stage at the Swordfish Grill and Tiki Bar, at the gazebo behind the grill, and at the Cortez Kitchen.

Performers include TC & Randy, TH & C, Jason Haram Group, The Kat Crosby Band, The Dr. Dave Band, Billy Rice Band, Doug Deming & The

Jewel Tones, Alowicious, Berry Oakley's Indigenous Suspects, Twinkle and Rock Soul Radio.

This year’s festival will benefit the Manatee Chapter of Fishing for Freedom, a volunteer organization dedicated to preserving the environment, economy and citizens' rights through responsible scientific, ecological and biological management. The Manatee chapter spends much of its time fighting against net bans and other legislation that threatens commercial fishing. It also organizes and participates in rallies and coastal cleanup events in Manatee County.

Action heats up as weather cools off Captain Dave White

Another cold blow is upon us here. Pushing temperatures back down for a few days. This will slide us more into our winter time trends when it comes to fishing. As winter approaches, we here at Anna Maria Charters will be switching up our tactics a bit.

I’ll give you a few examples. The amberjack from offshore will push in a bit closer. As will the gag grouper and a few other species. Sheepshead will become a primary target for charters during the winter months. As will pompano and tripletail. Hogfish will start to inhabit the ledges a bit more prevalently in close. Personally, I love targeting these fish. It provides constant action. Catching grunt, mangrove snapper, triggerfish and grouper all along the way.

Fly fishing for big amberjack is always a good time.

It’s a great way to test your gear. These bruisers will put your reel and knots to the test. Be prepared for a long battle. These fish will wear you down.

With the water temperature down to the mid 70s following the first front of the season, action is turning on in both Sarasota Bay and the coastal Gulf.

Marshall Dinerman and a guest, both from Atlanta, fished Sarasota Bay with me on Monday. We worked deep grass flats on the east side of the bay, and they had steady action catching and releasing trout on DOA Deadly Combos.

Fly anglers Ken Babineau, from Sarasota, and Mike Mcadaragh, from Longboat Key, fished the coastal Gulf with me on Friday. It was still breezy following the front earlier in the week, but they had numerous sight casting opportunities at tripletail, hooking a couple and catching and releasing one. Although the fish have been running small, it is still fun to sight cast to them since it requires pinpoint casting accuracy in sometimes challenging conditions.

Hal Lutz, from Parrish, and Jeb Mulock, from Bradenton, also got in on the action with tripletail with Hal catching and releasing his first tripletail on a fly.

They also had some action catching and releasing Spanish mackerel and had a couple of shots at false albacore (little tunny) that were blitzing glass minnow schools.

This should be just the start of good action with Spanish mackerel, albies, tripletail and cobia in the coastal Gulf. There should also be good action with trout and more on deep grass flats of Sarasota Bay. Shallow water action for snook, trout and reds is improving due to cooler water. Fishing lighted docks and bridges in the ICW for snook with flies and DOA Lures should also be a good option.

The Island Players’ second play of the season is a murder mystery comedy directed by Preston Boyd. It also is part of the annual Island-wide artsHOP event showcasing the arts of Anna Maria Island.

“The Game’s Afoot,” by Ken Ludwig, is set on Broadway in December 1936. Mark Woodland plays William Gillette, known for being the first actor to play Sherlock Holmes. Gillette invites fellow actors to his castle and after all parties arrive, a guest is stabbed to death. The play mixes comedy with suspense as they try to figure out whodunit.

The cast includes veteran favorites Mary Selke as Martha Gillette, Daniel Greene as Felix Geisel, Judy Glynn as Madge Geisel, Heath Jorgenson as Simon Bright, Pamela Hopkins as Aggie Wheeler, Laura Morales as inspector Goring and Robin Rhodes as Daria Chase.

Irma blew away real estate statistics W

e’re getting close to the two-month anniversary of Hurricane Irma, and even though Manatee County was spared major ravages of the storm, we’re continuing to recover in several different ways. As of this writing, there are still plenty of piles lining our roads from downed trees and wind-swept shrubs. If you want to really be impressed by the amount of vegetation that was picked up by the county, and may still be, take a ride along 59th Street near G. T. Bray Park and see the mountain of mulch created from this vegetation.

But our trees were not the only victims of Irma. Our property closed sales were also victimized and understandably so. The September closed sales for both single family and condos were both down considerably.

Single family sales were down 21.1 percent lower than September of last year, and condo sales were 9.7 percent lower than September of last year.

The median and the average sale prices

Castles in the Sand Louise Bolger were both above September last year, but this, of course, does not represent transactions negotiated in September this year. The singlefamily median was $295,000, up 9.3 percent, and the average $354,656, up 6.7 percent. The condo median was $181,500, up 2 percent, and the average $249,693, up 14.9 percent.

New listings in September were down 25 percent for single family and 25.5 for condos, September is already a slow month for new listings, and of course, Irma further discouraged homeowners who may have been thinking of listing. Active listings were up for both single family at 7 percent and condos at 2.7 percent, and the month’s supply of proper-

ties were also slightly up for both categories, hanging in at about four months. Median is the mid-point of sales with half above and half below, and statistics are from the Realtor Association of Sarasota & Manatee website Recovering from a storm where people are living for days and weeks without electricity, schools are closed, business offices and all nature of real estate support businesses closed, of course, stops everything in its tracks. Not to mention the ability to insure properties before the storm and the inability to bind insurance after the storm until everyone is back up and running. Don’t be surprised if October’s statistics are still off because of the trickle-down effect from weeks of catching up.

If, however, you are out looking at properties to purchase or if you’re getting ready to sell, be sure to check carefully for mold that may have developed in properties as a result of the driving rain and/or missing roof tiles and damage from fallen trees.

Currently there are no federal guidelines for

identifying or disclosing dangerous levels of mold. In fact, there is no scientific agreement about which molds are toxic or at what levels.

There has been successful litigation regarding mold, which has become somewhat of a lucrative side business for attorneys. Florida does not have a mold disclosure form, therefore, it is up to buyers and their agents and inspectors to inspect properties thoroughly.

Be on the look-out for stains and discolorations on ceilings and baseboards. Take notice to mold or mildew odors, and if you have any question or concern, there are specific mold detection and diagnostic services that can be employed.

The effects of Irma will probably be around for a while both in clean up and in getting the real estate market moving. Thankfully, the busy winter selling season is just getting started and it still will take awhile for potential buyers to make their decisions. Bye Bye Irma, hello Tom Turkey. There’s always another annual event to get ready for.

Mangrove agreement reached In a 3-2 vote, Holmes Beach commissioners approved an agreement allowing management at Westbay Point and Moorings Condominiums to maintain cityowned mangroves adjacent at the 63rd Street public boat ramp.

HOLMES BEACH – The battle between city leaders and residents at Westbay Point and Moorings is coming to an end.

In a 3-2 vote, with Commissioners Carol Soustek and Pat Morton dissenting, commissioners approved an agreement allowing property management at Westbay to continue maintaining city-owned mangroves. The mangroves, located on the border of the city-owned 63rd Street public boat ramp and the condominium property have been maintained by the condo association in previous years. Now the new agreement makes that maintenance legal and releases the city from liability during tree trimming activities.

Under the agreement, Westbay

property manager Bob McGlynn can supervise the trimming of the trees to eight feet, keeping the 25-foot city owned section of mangroves in line with the 300 feet of adjacent mangroves on the condo association’s property. To keep the agreement active, McGlynn has to provide notice to the city of when mangrove trimming will take place and maintain both liability insurance for the activity and an active mangrove trimming permit from the Florida Department of Environmental Protection.

Soustek said the agreement is “inconsistent with the way we handle city property.” She argued that failing to be consistent with the maintenance of city property could open the door for more requests for exceptions. The agreement marks the first time that an outside entity is allowed to maintain city-owned property without the municipality’s direct oversight.

Commissioner Jean Peelen said she wanted to keep the situation in perspective, noting that the city-owned segment of trees had been previously maintained

by Westbay without issue and makes up only a small amount of the entire tree line.

It’s Manatee Awareness Month

November is Manatee Awareness Month, a time to appreciate our large, lumbering state marine mammals and learn how to co-exist with them when we’re boating in their habitat.

In Manatee County, our awareness of manatees is frequently top of mind, and especially so since July, when our beloved Snooty drowned after his 69th birthday party when he swam through a broken access panel and became trapped in an underwater tunnel at the Parker Manatee Aquarium.

Just as tragic, four of the 17 wild manatees that died in Manatee County so far this year were killed by boats, no improvement from the same number in 2016, according to the Florida Fish

and Wildlife Conservation Commission (FWC).

Statewide, 450 manatees have died so far this year, 83 of them killed by boats.

That’s about 7 percent of the 6,620 manatees spotted in the most recent aerial survey over Florida this year.

We can’t fix red tide. We can’t fix cold water. We can’t fix lots of things that kill manatees. But we can fix this. Here’s how: • Obey posted signs for manatee slow-speed zones.

• Wear polarized sunglasses to see manatees in your path.

• If you observe a manatee mating

herd – several manatees gathered as males vie to mate with a female – watch from at least 100 feet away. Coming any closer might disrupt the mating or endanger you; adult manatees typically weigh more than 1,000 pounds.

• Never feed or water manatees as they will become habituated to people, which could put them at risk of injury.

• Stow trash and line when underway.

Marine debris that blows overboard can become ingested by or entangled around manatees.

• Report stranded or dead manatees, or boaters speeding in a manatee zone, to the FWC at 1-888-404-FWCC (3922).

Eliza Ann finishes in first place In a burst of paddling prowess, loggerhead sea turtle Eliza Ann has finished in first place in the Sea Turtle Conservancy’s Tour de Turtle migration marathon, swimming 1,641 miles to her rival Cruz’ 1,571 miles.

The 15 contenders in the race helped establish records of where sea turtles swim after they are satellite tagged. They were scored on the distance they covered. Eliza Ann was tagged after nesting in Coquina Beach on June 19. She is sponsored

Chappie disagrees with claims of deficit spending, and he cited state law that requires cities to operate with balanced budgets. Chappie said he would play a more active role in the budget process by working directly with department heads instead of simply relying on them to present their budgetary needs and desires.

“The budget is the most important document any government adopts. It’s the outline for how we’re going to operate and a reflection of where we are and where we’re going,” Chappie said.

Vacation rentals

In August, the commission adopted the amended quality of life ordinance that establishes the city’s first enforceable vacation rental regulations, which staff is now implementing.

“It addresses three major factors: noise, trash and parking. With the revised land development code and the ordinance, we have given staff the tools they need to enforce these issues. With enforcement, life is going to be enjoyable for everybody,” Shearon said.

“Our commission decided to go another route, using the air conditioning load and certificate of occupancy to determine maximum occupancy,” Chappie said. “This basically comes out to two-plus-two and hopefully will insulate us from Bert Harris claims. We have

“I did propose a parking facility at the public works property for consideration. That was when the anchorage, the day dock and a parking facility were being discussed with TDC funds,” Shearon said.

Shearon said he was disappointed the Community Redevelopment Agency (CRA) did not expand the CRA district boundaries to include the anchorage, and if there’s one project he could get approved, it would be a managed mooring field.

“We’ve seen improvement with our additional patrolling of the anchorage and our CRA district. We need to keep that up, and the new boat lift is going to play a big part,” Chappie said, noting that his individual meetings with county commissioners helped secure funding for a police department boat lift to soon be installed alongside the pier.

Regarding a managed mooring field, Chappie said, “As I recall, one of the problems is that we don’t have the acreage or the number of mooring areas to make it profitable or selfsufficient. We need to determine a true projected cost. Let’s bring somebody in that understands the actual costs and how we can partner with someone so the city doesn’t lose money.”

Strong mayor

“I’m a strong believer if a city’s not going to have a city manager that has the controls, then the strong mayor form of government is exactly what’s needed. Somebody has to lead,” Shearon said.

“I like the weak mayor form of government because of the checks and balances. If done as the charter says, the mayor goes by the polices and mandates adopted by the commission.

It is truly a work of the entire board.

It’s not one individual.”

Though some of the details are still being worked out, the staff at Island Fitness will be taking over the Center’s second-floor fitness center. The change comes as Island Fitness’s Holmes Beach location’s lease ends, meaning members will now have to travel down the road to Anna Maria to use their memberships.

Center Executive Director Kristen Lessig said the arrangement is a win-win for both organizations.

“I am extremely excited about the opportunity to work with Brenda and the Island Fitness team,” she said in the Oct. 29 press release. “The Center team is looking forward to expanding our reach within the community through true collaboration. Brenda has an amazing reputation and following in the community, as well as expertise in the fitness industry that will add great value to

the services we provide, while our expansive programs and committed staff will allow for Island Fitness members to truly be part of our efforts to preserve the sense of community on the Island.”

Lessig said the Center will remain home to Anna Maria CrossFit which is launching a kid’s program in November.

As the location change begins, Island Fitness members are invited to tour the Center and try one of the fitness classes currently offered. Lessig said one of the details still being ironed out is how current Island Fitness memberships will be honored at the business’s new location and what membership structure will be offered in the future. A finalized timeline for the transition and further details are scheduled to be released to both Island Fitness and Center members via email in the coming weeks.

Playing just for fun: Team Truly Nolen takes a win

The changing times on the Island and at the community center did not stop 12 teens and tweens from playing soccer this fall. With only 12 players on the official rosters making up the two teams that met head-to-head each week, the time on the pitch became about touches on the balls and learning more about the technical aspects of the game.

Struggling to make actual games happen continued into the match up of the short season. To make the game playable and fun, with Truly Nolen missing Elek Brisson, a few players from the eight- to 11-year-old league found their place on the pitch as well. This sentiment of enjoying the sport while learning is what the Island’s youth recreational sports are all about.

Without a coach and brothers Brock and Shane Soletti, Team Slims Place took the field. Team Truly Nolen’s coach Nate Talucci, showed his love of the sport and love of the kids as he brought all of the players in attendance together on the field for pre-game instructions.

Coach Talucci’s instructions were simple. “Play the ball on the ground.” “Focus on keeping possession of the ball.” “Work the field.” Along with the most important, “Have fun!”

With the clock showing 20 minutes for the first half of soccer, Victor Albrecht, from Team Blue Lagoon from the younger age group, took the goal for Team Slim’s Place.

Coach Talucci’s son Evan Talucci wore the goalkeeper gloves for his team, Truly Nolen. Both goalie veterans made great saves for their teams for the first seven minutes of the game.

Super start Jack Mattick, borrowed from the Team Progressive Cabinetry, which won the championship in the previous game, scored the first goal of the game for Slim’s Place, moving the scoreboard to 1-0.

Truly Nolen’s Aiden Templeton showed why he is such a valuable player for his team with a beautiful pass to Travis Bates, who took the shot that went just wide left.

Working hard for her team, strong all-around athlete Ava Alderson carried the soccer ball from her defensive position, for Truly Nolen, down the field finding Templeton in front of the goal. Not seeing the shot, Templeton got the ball back to Alderson. Alderson’s massive shot went just over the post past the fingertips of Albrecht.

Corner kicks and fast breaks by Templeton, strong offensive efforts by Slim’s Place’s Angelina Albrecht, the speedy legs of guest player Frankie Coleman and critical saves by E. Talucci kept the spectators excited for the next five minutes of play.

by Albrecht. Albrecht’s skills were put to the test again at the 13th minute of play as Bates drilled the ball right at him. The bobbled soccer ball was followed into the goal in a heads up play by Alderson to tie the last ball game of the season.

10/15, recovered stolen property, 316 N. Bay Blvd., Bayfront Park. Subjects were trespassed for being in the park after hours. The deputies found a stolen gun and marijuana. There were no arrests.

10/18, trespass warning, 9800 block of Gulf Drive. The deputy was called to the specialty store about a shoplifting in progress. The reporting party confronted the suspect, who returned the merchandise, and the store employee asked that the suspect be issued a trespass warning.

10/18, battery, 825 N. Shore Drive, The defendant and victim both work at the Rod and Reel Pier restaurant and have had some ongoing tension.

It finally boiled over and the defendant pushed the victim and tried to prevent her from calling police. In doing so, the victim got scratched. The deputy arrested the defendant 10/24, petit theft, 700 block of N. Shore Drive. The victim’s trash and recycling containers were stolen overnight.

10/25, information, 100 S. Bay Blvd., city pier. The victim fell on the pier easement and treated for injuries. She refused to go to the hospital.

responded to a report of a disturbance and when he arrived, he saw the victim was covered in an unknown substance with black marker on his face and arms. He was agitated and threatening to kill somebody. The deputy calmed him and he said he was hired to sell pumpkins at the corner but he fell asleep. When he awakened he found himself covered with a substance on his arms and face. The deputy photographed the victim and searched for the perpetrator.

10/20, larceny, 4000 Gulf Drive. The victim went to the restroom while her bus was parked at the beach. When she returned, the bus stopped to let a rider off at a bank. The victim found her wallet was missing and two witnesses on the bus said the man who got off the bus had been sitting near where the wallet was. Police were called and one officer found the suspect with the wallet and after the witnesses identified the suspect, police arrested him.

10/23, driving with suspended license, 4000 Gulf Drive.

The officer ran a check of the license plate and found out it was suspended. He stopped the driver, gave him a ticket, seized the license and had the car towed.

10/24, DUI, 5400 Holmes Blvd. The officer stopped the driver for speeding and driving with her bright lights on. The officer noticed the driver exhibited signs of impaired driving. He had the driver take a field sobriety test. Based on the results, he placed her under arrest.

Obituaries James Robert 'Jim' Bickal James Robert "Jim" Bickal passed away peacefully in Bradenton on Oct. 20, 2017. Jim was born Oct. 21, 1936, in Ft. Defiance, Ariz. In 1965, he moved his family from Denver to Holmes Beach.

He lived in Holmes Beach for 52 years. He leaves behind a loving wife, Bonnie; his three children, Laurie (Jim) Ferrara, Sherry Bickal and Mark Bickal; his grandchildren Tori (Jerry), TJ (Denise), Tyson, Stevie (Brandon) and Summer. He had seven great grandchildren. He will be truly missed by all. A private service to be held at a later date.

Charles Donald Payne Charles Donald Payne, known as "Chuck", passed away in his home on Friday, Oct. 20, in Bradenton. He was 89 years old. He moved to Florida in 1969.

He worked as a skilled block mason, helping to build many of the condos and hotels still existing on the beaches of Anna Maria Island and surrounding areas.

He enjoyed visiting neighbors and friends in his community of Braden Castle on his golf cart. His iPad was one of his favorite hobbies, as well as his car, Buddy Blue.

He is survived by six children, 14 grandchildren and 12 great-grandchildren. Condolences for the family may be given at www.GriffithCline.com

Center seeks community support

ANNA MARIA – The Center of Anna Maria Island is making financial progress, but the nonprofit still needs help from the community.

Board treasurer Jim Froeschle reported a $33,000 loss in September, a number well over the planned $17,000 loss. So far, the Center sits at a $136,000 loss for the fiscal year. A $65,000 loss was budgeted year to date.

Froeschle said part of the reason the numbers aren’t what was hoped for is because seasonality was not built into this year’s budget. Another reason is lack of fundraising and governmental support. Planned support from Manatee County of $30,000 and $45,000 from the three Island cities was budgeted, but none has been received.

“We would be above plan if we had that support,” he said. Without additional funds from community supporters, Froeschle said the organization wouldn’t be able to offset the financial loss.

Board Chair David Zaccagnino said despite the numbers, program revenues are up 25 percent with a 3 percent reduction in costs. In addition to cutting costs, the Center’s staff is down to a total of nine, three part-time and six full-time employees.

“They’re making more money with 40 percent less people,” Zaccagnino said. “The improvements are in the numbers.”

“No community center is self-sustaining,” Froeschle said, adding the Center would have to double fees in order to fully fund itself, something patrons wouldn’t tolerate.

“We’re trudging forward despite the lack of support from the Island cities,” Zaccagnino said. “We’re not waiting any longer.”

In an effort to be more accessible to the community, Executive Director Kristen Lessig said a new page has been added to the organization’s website with financial statements, audit records and other documents.

“We will continue to struggle if we don’t receive the community support,” Lessig said. “It’s not about the dollars and cents, it’s about having the community’s support. I feel like we’ve jumped through every hoop. We need the community support and the cities’ support.”

Moving forward, Zaccagnino said the Center is working on building support from Island businesses through partnerships.

Another initiative is the launch of a new marketing campaign, the details of which have not been released. A third project is the addition of more board members. Currently, the Center’s board has seven out of a possible 17 members. According to the bylaws, there should be a minimum of nine members.
