Injunction ruling forthcoming The debate surrounding the pier subleases made its way to court last week.

BRADENTON – Judge John Lakin is expected to rule this week on the temporary injunction request sought against one of the Historic Bridge Street Pier subtenants.

On Friday, Jan. 15, a 30-minute hearing took place at the Manatee County Judicial Center in Bradenton to address the temporary injunction motion attorney Nelon Kirkland filed on behalf of Bradenton Beach Marina owners and operators Allan and Michael Bazzy.

As the hearing concluded, Lakin asked the participating attorneys to file their three-page motions by Tuesday, Jan. 18.

He said he would provide a written ruling on the temporary injunction request by Thursday, Jan. 20.

The Bazzys are asking the court to order Paradise Boat Tours owner Sherman Baldwin to vacate the pier-based office space he is subleasing from Anna Maria Oyster Bar President John Horne. As the city’s primary pier tenant, Horne holds the long-term rights to the restaurant space

In November, Kirkland filed a lawsuit on behalf of the Bazzys and their belief that a new request for proposals (RFP) should be issued for the two secondary spaces because the original bid proposal Horne submitted in July was for the restaurant space only. The Bazzys submitted a competing proposal for all three spaces that was not given strong final consideration

by the commission.

Before the hearing began, Kirkland told Fred Moore, the attorney representing the city, that issuing a new RFP for the space occupied by Baldwin would satisfy his client’s demands.

With an anticipated opening on Wednesday, Jan. 20, Baldwin plans to use the space as a terminal for his current tour operations and his proposed water taxi

service. He also plans to sell live bait and provide concierge services for nearby recreational activities. He did not attend the hearing, because he was at a vigil for an ailing family member.

During the hearing, Kirkland recalled the July 23 Bradenton Beach City Commission meeting that resulted in Horne being declared the city’s tenant of choice.

Kirkland acknowledged that the commission did direct Mayor Jack Clarke and City Attorney Ricinda Perry to negotiate the lease terms and bring those terms back for final approval, but he questioned whether those non-public discussions constituted a Sunshine violation that prevented the Bazzys from bidding on the two remaining spaces.

“What occurred was not a violation,” Moore told Lakin.

He held up a CD that contained a recording the July 23 meeting and said, “The city commission negotiated this lease after the city attorney and mayor discussed it. If there was a violation, which we deny, it was cured with a public meeting.” see injunction, page 20

The Manatee County Utilities Department is holding its annual e-scrap and hazardous household waste collection on Saturday, Jan. 30, from 9 a.m. to 3 p.m. at the parking lot of Coquina Beach. E-scrap is leftover devices such as battery chargers, CD players/recorders, iron, radios, cell phones & cords, central processing units (CPUs), copiers, circuit boards, dvd players/recorders, hair dryers, TVs, fax machines, keyboards, microwaves, terminals, monitors, personal audio systems, printers, scanners and small computer peripherals (mouse, cable, game hardware, cords, etc.) Toasters, vacuums, mixers and blenders are not included.

Household hazardous waste includes items that are toxic, ignitable, corrosive, reactive and carcinogenic.

Tires or large appliances are not accepted. Call the Manatee County Public Utilities Department to arrange their disposal.

This service is free to homeowners, but businesses should call 798-6761 for information on participating.

Road report

Although work on East Bay Drive is nearly complete, there is still activity along the roadway as crews build sidewalk and new bus shelters, make drainage improvements and install new signage and pavement markings.

Crews are also working on the Longboat Pass Drawbridge, and there might be lane closures from 9 p.m. to 5 a.m. through Thursday, Jan. 21.

Center Town Hall meeting Monday

The Center will host its quarterly Town Hall meeting on Monday Jan. 25, from 6:30 to 7:30 p.m. in the gym, 407 Magnolia Ave., Anna Maria. Members of the community are invited to come hear from The Center’s team on year to date progress.

Updates will be provided on the membership campaign, programming, facility enhancements, as well as financials. Time will be allotted for community Q&A. Light refreshments will be provided.

Commissioner requests staff reports

At last week’s city commission meeting, Holmes Beach Commissioner Carol Sousteck requested more and better staff reports.

“The commissioners are the front lines in the community,” she explained. “When you go to Publix, you answer a lot of questions, and sometimes I honestly can’t answer them. I need to know to what to tell people and be able to make more informed decisions.”

Commissioners Marvin Grossman, Pat Morton and Jean Peelen agreed, and Peelen added, “I really feel like I don’t know what; going on. It is vital that we have information.”

Mayor Bob Johnson said he would provide better staff reports.

Correction

Shark fishing is legal in Holmes Beach but is regulated through various ordinances. A story in the Dec. 30 edition of The Sun said a ban had been enacted, which is not the case.

The cold front that blew in Sunday affected two of the Island’s piers and forced two open-air events to close down, but the storm spared the Island from the heavy damage and injuries.

The bad weather blew in around 3:30 a.m. and there were reports of tornadoes in Siesta Key, Sarasota and Duette, where a man and his wife were killed.

Anna Maria Public Works Director George McKay said the high winds from Sunday’s storm took down some trees, flooded streets and eroded some renourished beaches in the city. He also said water was coming over the walkways at the Anna Maria City Pier and the Rod and Reel Pier.

City Pier Manager Dave Sork saw the water, and McKay ordered people off the pier.

“Dave and I decided to shut it down around 11:30 a.m. and at 2 p.m., there was nobody out there,” McKay said. “Before that, there were parents with kids on the pier.”

McKay sai the Rod and Reel Pier was closed for emergency repairs.

He said there was flooding along North Bay Boulevard and workers had to clear some downed trees in about three locations. McKay said the high waves appeared to take out some beach areas.

In Holmes Beach, Police Chief William Tokajer said he had no reports of major damage, although an arts and crafts festival had to shut down when the winds blew over some tents.

There were no reports of injuries.

On another note, the storm brought people out to look at the surf, or storm damage. Kathy Smart, at Minnie’s Beach Café, said they had their best day since last season. The owners of Maria’s restaurant also said they had a lot of business on Sunday.

Opposition to downlisting manatees grows Comments on the government Website were sharply critical of the downlisting plan.

One week after the U.S. Fish and Wildlife Service announced that it is moving ahead with its plan to downlist the manatee from endangered to threatened status, 26 people from as far as the United Kingdom, New York and California filed comments on a government Website, all in opposition to the plan.

The West Indian manatee, and its subspecies, the Florida manatee, no longer meet the legal definition of endangered and should be reclassified as threatened due to increased population numbers and successful conservation efforts, such as slow speed zones, which would not be reduced, according to the agency.

Recreational boating group Save Crystal River Inc. petitioned the agency in court in 2012 to downlist the manatee.

Critics dispute population numbers, citing the agency’s reliance on a Florida survey that showed a record high 6,063 manatees in Florida waters over three days in 2015, an increase compared to previous surveys that were conducted over one or two days.

Other concerns expressed in the comments are the increased popularity of boating, loss of habitat due to increasing development and loss of habitat as power plants modernize operations to eliminate warm water outflows.

The Save the Manatee Club is concerned that the federal agency based its decision largely on a growing population, but does not account for two recent, massive die-offs of hundreds of manatees due to cold, red tide and a mystery illness killing Indian River Lagoon manatees, according to Dr. Katie Tripp, director of science and conservation for the organization.

“In addition, there is no long-term plan for the anticipated loss of artificial winter warm-water habitat on which more than 60 percent of the Florida manatee population depends,” she wrote.

GUEST COLUMN Manatees' future far from certain

O

n Jan. 7, the U.S. Fish and Wildlife Service (Service) announced plans to downlist all West Indian manatees from endangered to threatened under the Endangered Species

Act. Given the political inconveniences of manatee protection in the U.S., the move to downlist Florida manatees was expected. The decision to include the whole species is surprising, since there are about as many manatees in the entire rest of the range (Greater Antilles, Mexico, Central America, and South America) as there are in Florida, and "population trends are declining or unknown in 84 percent of the countries where manatees are found," according to the Service.

The Service's announcement came at an interesting time in Florida. In December, Florida's human population surpassed 20 million, a seagrass die-off affecting 40,000 acres in Florida Bay made the news, and the National Marine Manufacturers Association reported that boat sales could increase 8 percent in 2016, reaching pre-recession levels.

Red tide blooms on Florida's west coast began in the fall and claimed manatee lives in the final weeks of 2015 and continue in 2016. When questioned whether the model used for the U.S. manatee population included record mortality events from 2010 and 2013, the Service indicated that analysis was incomplete, but they were moving forward based on available information.

The Service's announcement that it believes the risks and threats to manatees are pretty well under control indicates that they're satisfied with the status quo that leaves manatees dying of boat strikes, poisoned by red tide exposure and facing loss of winter habitat. The 12-month finding states, "Within the southeastern United States, the potential loss of warm water at power plants and natural, warm-water springs used by wintering manatees is identified as a significant threat.”

The Core Biological Model, which weighed heavily in the decision-making, "predicts that it is unlikely (<2.5 percent chance) that the southeastern U.S. population will fall below 4,000 total individuals over the next 100 years, assuming current threats remain constant indefinitely.” But we know that the threats won't remain constant; they'll increase as more than 60 percent of the manatee population is affected by the "pending" loss of artificial warm water. There are no plans yet developed to determine how to replace lost warm-water habitat, how to get manatees to transition to new sites or how to minimize negative SEE GUEST COLUMN, PAGE 21

Commission approves first reading of parking ordinance Parking on the rights of way would be banned except for residents with permits.

HOLMES BEACH – Despite receiving a warning from the Manatee County Commission about jeopardizing beach renourishment funding, city commissioners approved the first reading of a parking permit ordinance with a vote of 3-2.

The ordinance would establish a program in a test area where parking on the rights of way would be banned except for residents with permits. It must have a second reading to be in effect, however, Mayor Bob Johnson has vowed to veto it.

Prior to board discussion, Jayne Christenson, chair of the city’s congestion committee, offered suggestions for changes to the ordinance. The first was that several streets were left out of the description of the test area.

The second was that the ordinance stated permit decals would be assigned by parcel ID number rather than vehicle registration number. Christenson said committee members always advocated using the vehicle registration number and that the ordinance does not address those who rent for more

than 30 days.

The ordinance states that contractors and subcontractors working in the permit zone may park in the right of way. Christenson said they should limit them to parking on the property they are servicing.

Finally she said committee members have never advocated issuing temporary passes for those attending special events in the permit zone, but have asked that they notify police if they are attending an event.

“People who live in the affected areas want the parking permits,” she concluded. “It’s not to create a gated community. It’s 15 blocks, not the whole city.”

Other voices

Bob Lang asked, “What’s the ramification of losing some of the state and federal subsidies (to fund beach renourishment)? Let’s make sure there are not some other ramifications we haven’t considered. I applaud the mayor for standing up and saying he’s going to veto it.”

Maureen Shuman said she lives in the affected area, and she is opposed to the permit program.

“Before we try permit parking, we should give other things an opportunity – maybe trying to ban parking on one side of the street,” she offered. “It seems a little Draconian to go

to permit parking right off the bat.”

Ursula Stemm, a member of the congestion committee, said commissioners must consider that the volume of people coming on the Island will continue to increase over the next 10 years.

“It won’t affect our beach renourishment; we have so much beach access parking available” she said. “We’re just trying to get our neighborhoods back.”

Tom Huntington said he lives south of Manatee Avenue, and there also is parking congestion and asked, “If you restrict parking in the north of Manatee Avenue, will it drive people south? What kind of study did you use to limit it to north of Manatee?”

Chair Judy Titsworth said the congestion committee suggested using a test area, and commissioners could expand it to other areas of the city if needed.

Commission discussion

Commissioner Jean Peelen asked why the ordinance requires a parcel ID instead of a vehicle registration, and City Attorney Patricia Petruff said some property owners come to vacation and don’t have vehicles registered in Florida.

“It’s for people who own property and pay the taxes to allow them to have the street front for parking,” Petruff said. “It’s a

privilege that goes with property ownership,” and added that the owner could assign those rights to a tenant.

Commissioner Carol Soustek, the committee’s liaison, said the committee suggested including those owners if they provide proof of ownership. Peelen said they could accept both forms of proof, and the others agreed.

In addition, two parking decals will be issued to owners of residential parcels located outside the test area upon proper application.

Soustek disagreed with issuing temporary parking passes to visitors and said residents could call the police department if they are having an event with guests. The others agreed.

Titsworth asked how to deal with parents who don’t have permits and park in the neighborhood when they are dropping off or picking up their kids or attending school events.

Soustek said she didn’t think they need permits.

Commissioner Marvin Grossman said it only occurs at certain times, and police know those times and could use their judgment.

“They know there’s a school there, and at certain times of the day there will be cars,” Peelen added.

Commission approves ban on front yard pools Commissioners agreed to consider a special exception for those with two front yards.

HOLMES BEACH – After hearing from one homeowner, city commissioners agreed to create a special exception to the ban on front yard pools for those who live on corner lots and have two front yards.

Jerry Allora said he is building a home on Clark Lane and that that he is restricted from building a pool because both sides are considered front yards.

He said he wants to come within 10 feet of the property line of what he considers the side yard, but also is limited by the location of power lines over his property.

“Why do I have to give up more because I’m on the corner?” he asked.

Building Official Jim McGuinness said when Allora built his home, the side the house faced was considered the

front yard with a 20-foot setback, and the other was considered the side yard with a 10-foot setback. However, since then, commissioners changed the code so that both sides of a corner lot are considered front yards.

McGuinness said Allora must maintain a 10-foot setback from the electrical lines, which limits the location of the pool. In addition the building is close to the property line on one side because at the time it was considered a side yard.

Variance or special exception

City Attorney Patricia Petruff said Allora should ask FPL officials if they have an easement because it’s lines are not supposed to cross a lot, but are supposed to be in the utility easement.

“If they can’t be moved, he has a situation where he may qualify for a variance,” she said. “Mr. McGuinness and I could look at the variance language and see if it fits his situation.”

She also pointed out that originally there was language in the ordinance to address special situations, but commissioners instructed her to take it out.

McGuinness suggested creating a special exception to provide relief for corner lots. It would provide a site specific review and each application would go to the commission, which could impose special conditions on the property.

Petruff said commissioners could table the ordinance and revise it with new language to allow a special exception or approve it and create a stand-alone provision for the special exception.

Commissioner Marvin Grossman suggested the latter in order to ‘get rid of the moratorium so people can get on with their lives.”

Commissioners voted 4-1, with Chair Judy Titsworth dissenting, to approve the ordinance on second reading.

Commissioner Jean Peelen asked why a homeowner in Seaside Gardens is allowed to proceed with building a front yard pool, and Petruff said because it was permitted before the moratorium was approved.

“If you pass a law and say its retroactive, you’re putting up a big sign that says, ‘Sue me,’” Petruff explained.

Hometown Desserts will feed your sweet tooth

I don’t know about you, but I haven’t met a person who doesn’t have a sweet tooth, even a tiny one. Well if your sweet tooth is screaming to be fed, you need to take a nice little walk along Pine Avenue to a sweet little shop called Hometown Desserts.

Cindy Tutterow doesn’t remember when she didn’t love being in the kitchen. Growing up on a farm in North Carolina, she learned to cook with what the farm produced and bake from scratch with family recipes.

She became a Manatee County school teacher, then a stay at home mom, and kept baking for friends and family. One day a restaurant owner had some of the cake she baked for a friend and asked her to make some

for her restaurant. That simple request grew into a seven-year, home-based business and then three years ago, into one of Anna Maria’s Historic Green Village’s favorite businesses.

It’s hard to describe how many cakes, pies, cupcakes, scones, cookies and brownies are available in this adorable mini space.

It’s even harder to believe that it all comes from the kitchen right behind the retail shop where everything is baked in house.

And as Tutterow will modestly tell you, she supplies at least a dozen restaurants and shops both on and off the Island with her bakery goods every day. Not to mention her growing wedding cake business that was just recognized by the Wedding Wire Website,

Tutterow is considering a second location, and based on the number of people who came into the shop during the short period of time I was there, she definitely needs one.

She thanks her husband Kelly, who has helped her realize her dream and continues to help out in the kitchen, as well as her three staff members and considers herself very fortunate to do something she really enjoys.

City to address work on holidays Holmes Beach Mayor Bob Johnson said he is working with staff as well as stakeholders to resolve issues regarding the ban on construction work on city holidays.

In December, two business owners asked city commissioners to reconsider the ban. They also asked commissioners for clarification regarding services to homes such as furniture delivery, carpet

cleaning, toilet and sink repairs and the like.

The ban is in the city’s noise ordinance and includes commercial construction activities, the operation of construction equipment and commercial lawn care activities.

“We must take a look at the noise ordinance and see if there’s any adjustment to make,” Johnson said, adding that he

would bring back options and recommendations.

AMOB supports Annie Silver Soft-opening dinner donations benefit local community center.

BRADENTON BEACH – On Monday, Jan. 11, Anna Maria Oyster Bar President John Horne and AMOB managing partner Tim Bingham presented Annie Silver Community Center president Linda Yarger with a check for $2,085.

The money was raised by the donations given by invited guests who dined at the new AMOB restaurant on the Historic Bridge Street Pier during the three-day soft opening that preceded the Dec. 27 public opening.

When Horne arrived at the community center, Annie Silver vice president Jim Hassett said, “Welcome aboard, and thank you very much. We’ll create a new project, and I know we’ll need

some new bingo equipment.”

When presenting the large ceremonial check, Horne said, “We’re just glad to be in the neighborhood and be neighbors.

We know you guys will put it to good use. We appreciate you all as well and we look forward to seeing you more.”

In response, community center member Kit Redeker said, “I bet this is the most we’ve ever been given.”

Yarger said, “Thank you very much on behalf of the Annie Silver Community Center, and thanks to Jim.” Horne then said, “Jim is the reason we chose Annie Silver,” which resulted in a round of applause for Hassett.

The Annie Silver Community Center’s seasonal bingo season begins Thursday, Jan. 21, at 7 p.m. It also has a roast pork loin dinner scheduled for Friday, Jan. 22, from 5 to 7 p.m. Both events are open to the public.

impacts to the manatee population in the process.

Recovery is about much more than just species abundance. While Service officials acknowledged that population numbers aren't always the best way to approach recovery, they seem comfortable in using them to justify downlisting. And what about the pent up coastal development that is about to burst with the recovering economy? The agencies are not prepared to prevent or offset these cumulative effects. In a 2010 Service report on warm-water habitat, the agency stated, “Implementation of management decisions is very much influenced by stakeholder values and public perception of manatee status and protection from threats.”

How will the Service garner the public and financial support needed to recover manatees if the public thinks the manatees’ future is rosy?

The Service says protections for manatees won't change with downlisting. That's not comforting since some big changes are needed to get the manatees' habitat secured for the future. Unfortunately, the agencies will be lucky if they can manage to hang on to existing protections in the years to come. The Tampa Tribune reported one manatee foe's beliefs, "There is no longer a need for widespread boating restrictions" or "sanctuaries in which vessels are prohibited ... " Another group's Website states that downlisting, "may also prevent additional unnecessary regulations and reduce the need for some existing ones ... " The latest anti-manatee tactic is to

paint them as destroyers of the environment, making statements including, "If we can't do anything to manage the size and location of the herd, we are doomed to sit back and hope the manatee does not over pressure the SAV (submerged aquatic vegetation) … ” These same folks are trying to get legislation sponsored in Tallahassee that would destroy the Florida Manatee Sanctuary Act and are lobbying for rules to allow the legal take (read: killing) of manatees.

One Service official at their press conference explained that if they didn't reclassify manatees to threatened, they would show no progress.That's really what this is about.

The Endangered Species Act has enemies, and if the agencies don't show movement, they come under fire. The agency's director is quoted as saying he sees a "giant clash" between those who favor conservation and those who favor economic development, and believes conservationists "must accept a world with fewer wolves, salmon and spotted owls," and, apparently, manatees.

Save the Manatee Club has been working for almost 35 years towards a day when manatees can be downlisted and ultimately delisted from the Endangered Species Act, but the manatees' future is far from certain which means the work is far from over.

Dr. Tripp has been Save the Manatee Club’s director of science and conservation since 2008. She received her Ph.D. in veterinary medical sciences from the University of Florida, where she conducted research on manatee physiology.

(They seem to be second, though, to the Bureau of Land Management ... ) I am so sorry to say that this agency is likely to do the exact wrong thing for manatees and the right thing for whomever it is that stands to gain monetarily from delisting them to threatened. – Sharon Tracy • This is not the time to weaken federal protection for the manatees. There is still habitat loss, undiagnosed massive die-offs, toxic dinoflagellates of the genera Alexandrium, Gymnodinium and Karenia and a massive sea grass die off in Brevard County. Please retain the endangered species designation. – Beth McHenry • I strongly oppose changing the manatees’ status to threatened as opposed to endangered. The manatees face continued threats from waterfront development and boaters as Florida’s human population is ever-increasing. And the manatees’ food source – sea grasses – has been decimated along Florida’s central east coast.

I want the West Indian Manatee to stay on the endangered list. The

manatee deaths caused by boats have increased in 2015 over 2014.

You have been influenced incorrectly by looking at 2014’s data, and in addition, this is another reason to not remove the West Indian manatee from endangered.

As of Dec. 18, there were 85 manatees killed by watercraft in Florida in 2015, about 22 percent of the overall death toll, compared with a five-year average of 76 or 16 percent. That outpaced 67 manatees killed by watercraft in Florida the previous year. For this reason the West Indian manatee should stay as endangered. If you change the West Indian manatee from endangered, this will dramatically increase the deaths of the wonderfully majestic creatures. When I went to Florida, I went to see the manatees. By not keeping the West Indian manatee as endangered, this will make even harder for tourists to see these wonderfully majestic creatures. – Barney Schwenzer • Please keep the manatees as endangered; please do not downlist them. The reason they are doing well is because they are listed as endangered. Inshore winter strategy

T

his year winter fishing came in late, but with an unmistakable presence. When the cold winds blow in and water temperatures drop, it’s time to change your angling strategies. While winter fishing can be challenging, there are opportunities for some excellent action if you use your senses and think like a fish. While there are no magic bullets, awareness and persistence really pay dividends when the thermometer begins to plunge The most popular species (snook, redfish and trout) will often concentrate in areas where the surrounding waters are more moderate. Snook are most sensitive to the changing water temperature and will migrate to rivers, canals and protected channels. Explore areas where dark bottom absorbs the heat of the sun and warms the surrounding water. Shallow bays and bayous that heat up quickly on sunny days and flush warm water on late afternoon outgoing tides can be particularly productive. Even the seawalls that line residential areas can warm up the water and attract fish on cold days. It doesn’t take much of a temperature difference to attract fish. You’ll know these areas because they’ll feel warm to you as well as telegraphing to fish in the water.

When fishing a particular area, pay attention to the exposure that receives the most

Reel Time RUSTY CHINNIS sun during the day. Areas protected from a cold north wind will be more desirable to fish. The wind moves the water keeping it from absorbing the sun’s rays and warming. A combination of sun exposure, depth and the color of the bottom will all figure into the warm water equation.

When the weather prevents the sun from warming the water, look for deeper pockets to harbor fish. The deeper areas warm more slowly, but they also cool more slowly.

Channels, holes under big boats in canals, deep potholes on the flats and boat basins are all potential refuges for fish during cold weather. Rivers and creeks are also good sanctuaries, depending on the conditions.

While many local species are negatively affected by the cold water, many like trout and redfish have a high tolerance. Others actually thrive on it. The best example is the sheepshead. These fish, while shunned by some anglers, are hard fighting, challenging to hook and excellent to eat. Target sheepshead around structure where they

One way to attract sheepshead is to scrape barnacles from pilings on an outgoing or incoming tide. A small live shrimp is hard for them to turn down; barnacles and fiddler crabs are also prime baits. A small, stout and sharp hook is necessary for their tough mouths and you have to be quick setting the hook. It’s often said the you need to set the hook a split

second before they bite!

Once you find the ideal conditions, remember to slow your presentation. Lures and bait fished slowly and close to the bottom will generally draw more strikes than a quick retrieve. Use your senses, experiment and be persistent, and you can experience some very good fishing during our cooler winter months.

Find fish on flats Captain Rick Grassett

Anglers fishing with me on my Action Craft flats skiff the Snook FinAddict, out of CB's Saltwater Outfitters on Siesta Key, caught and released trout and bluefish in Sarasota Bay on flies during the past week. We had some action with big trout in shallow water and a bonus, legal sized gag grouper on a fly.

Dean Fields, from Indiana, fished Sarasota Bay with me on Monday. We fished deep grass flats on the east side of the bay where he had some action with trout and bluefish on Ultra Hair Clouser flies. We worked some baitfish being dive bombed by pelicans and were surprised to catch a 22-inch gag grouper on a fly out of the fray!

Longboat Key winter resident Nick Reding and I waded and fly fished in Sarasota Bay on Tuesday. As much as I dislike cool weather, it has finally pushed some larger trout into skinny water. We did well, catching and releasing 6 or 7 trout to 25 inches on my Grassett Flats Minnow fly.

Anna Maria Island and Sarasota winter residents Bill Morrison and Gary Marple had a good day on Wednesday. We worked deep grass flats on the east side of Sarasota Bay where they had good action catching trout, jacks and about a dozen blues on Ultra Hair Clouser flies fished on sink tip fly lines.

Capt. Ed Hurst and I were instructors for a CB’s Saltwater Outfitters Orvis-Endorsed fly fishing school on Saturday. The course included fly casting, leader construction, fly selection and saltwater fly fishing techniques.

Look for reds, snook and big trout mixed with mullet schools on shallow flats and edges of bars in Sarasota Bay and backcountry areas of Charlotte Harbor and lower Tampa Bay. Trout, bluefish, Spanish mackerel and more should be a good option on deep grass flats of Sarasota Bay. Catch and release snook fishing around lighted docks and bridges with flies and DOA Lures should also be a good option.

PAR drops rental lawsuit Pine Avenue Restoration LLC, the plaintiffs in the second of two vacation rental ordinance-related lawsuits, has dropped its suit against the city of Anna Maria.

On Friday, Jan. 15, attorney Andrea Mogensen filed the plaintiffâ&#x20AC;&#x2122;s notice of voluntary dismissal without prejudice

on behalf of the LLC that includes Mike Coleman and Ed Chiles.

The lawsuit filed in July contended the adoption of the original vacation rental ordinance in April was unlawful and disturbed the plaintiffsâ&#x20AC;&#x2122; vested property rights that were established through â&#x20AC;&#x153;good faith relianceâ&#x20AC;? on the

cityâ&#x20AC;&#x2122;s prior approval of a development project that included six separate development orders.

When amending the vacation rental ordinance last fall, city commissioners exempted the Residential/Office/Retail (ROR) zone district along Pine Avenue from the vacation rental regulations

because they did not feel the new regulations should apply to the unique characteristics of the mixed-use zoning district.

The first lawsuit filed in opposition to the vacation rental ordinance was voluntarily dismissed in early December.

Big short, little short; how about no short?

ovies are supposed to be cultural entertainment not cultural history. Unfortunately, too many people get their history from movies and fictional shows on television, especially when it comes to complicated topics like finance.

The latest installment of entertainment/ history is a movie called “The Big Short” which presumably tells the story of the housing crisis and the financial collapse.

Like all good fiction, the story hinges on just a small percentage of facts that led to the crisis and runs with it. The movie pretty much places the blame for the crisis on investment bankers, even disclosing the names of major financial institutions at the end of the movie. However, the substantial responsibility for the crisis lies elsewhere and is a lot more complicated than the film would have you believe.

As I’ve report many times in this column, the majority of residential home

Prior to the 2008 financial crisis, these two agencies, influenced and legally mandated by Congress, started liberalizing the underwriting requirements criteria for qualifying for a home mortgage.

Naturally, this gave mortgage lenders the ability to make mortgage loans to potential buyers who otherwise wouldn’t have qualified.

The Wall Street investment banks

came in and securitized the loans and sold them on the world-wide market, and when the subprime loans, remember that word, failed, the pyramid collapsed, and the American taxpayer was left holding the bag. So as you can see there was plenty of blame to go around starting with our own Congress which, in the name of fairness, made some pretty bad decisions.

Now its 2016, and Fannie Mae and Freddie Mac are not only still with us, but under the supervision of the Federal Housing Finance Agency, are growing.

The latest innovation is designed to remove some of the risk that can be passed on to taxpayers in the form of financial instruments that transfers some of the cost of defaults on to the investors. This is essentially an insurance policy for Fannie and Freddie and a way for them to continue backing risky mortgage loans.

Isn’t this sort of like buying extra liability insurance because you like to

drive 100 miles an hour and want to be protected? Maybe a better choice would be to stop driving so fast, and you won’t need the insurance. Likewise, maybe a better choice for the American taxpayer is for Fannie Mae and Freddie Mac to just stop holding risky mortgages in the first place. And don’t forget the agencies are still backed by the federal government so the new “Connecticut Avenue Securities,” which claims to reduce the government’s participation in the mortgage market, could someday be looking for a bail out.

Far be it from me to pretend to know everything about our banking and financial structure. However, I know enough to know what I don’t know, and although I may not totally get the infrastructure of selling short and securitized loans, I do know the danger of granting mortgages to buyers who will have a problem meeting their monthly payment. I long for the good old days of movies like “Love Story” that you could at least understand.

the county. We’re working very hard to deal with the effects of the state economy on tourism and our visitors. To be yelled at and threatened was not good.”

“The county is trying to scare us,” Chair Judy Titsworth said. “We have more parking than we need, but the way they look at it is we’re up against all these other communities in the state wanting the pot of money, so they want us to look better.”

Peelen agreed and added, “They want us to look over the top so we’re more competitive.”

Setting the record straight

Congestion committee chair Jayne Christenson told commissioners on Thursday that the resident parking permit plan will not jeopardize or impact the city or county’s beach renourishment funds.

“Here are the facts from the Florida Department of Environmental Protection (FDEP),” she said. “Holmes Beach (HB) has 16,000 linear feet of shoreline for potential renourishment. HB needs to provide 364 public parking spaces to be eligible for renourishment funds.

“The 37 trolley stops and 45 beach access walkways are each equivalent to a parking space. A bike rack holding

four bikes counts as a parking space. The Manatee public beach has 325 public parking spaces.

“There are 67 signed public parking spots throughout HB in neighborhoods.

As you can see, HB has a total of 481 public parking spaces, which is more than enough to qualify and maintain the state funding for beach renourishment. “ She said that number does not include unsigned street and right of way parking currently available, nor are these spaces needed for beach renourishment.

“The permit parking pilot area is about 15 blocks,” she continued. “Protecting our neighborhoods and providing a safe place to live for residents and visitors alike is a priority.

“Manatee County is trying to scare and bully us. Knowing the facts will help to dispel their scare tactics.”

No response from county

In the letter, Manatee County Administrator Ed Hunzeker “strongly” suggested the city seek written confirmation from the FDEP that the adopted public access changes will have no adverse effect on the maintenance of the 100 percent grant eligibility as determined by the FDEP. However, Christenson said all the information on the number of parking spaces

that she cited could be found in a binder at city hall and added, “The study is called Anna Maria Island Shore Protection Program. The most recent parking study was funded by Manatee County fiscal year 2014-2015.”

She said a letter was sent by the city to Manatee County and the FDEP more than a year and a half ago “requesting acknowledgment of the parking changes to be made. Holmes Beach did not receive a reply to the letter nor did any of the county commissioners or Mr. Hunsicker (Charlie Hunsicker, director of the Parks and Natural Resources Department) express any concern during numerous meetings with the city of Holmes Beach.”

Commissioner Carol Soustek said members of the congestion committee invited Hunsicker and staff to meet with them when they were establishing the numbers of parking spaces and they got no response.

“Early on I did have a substantial set of meetings with county staff and continued to provide them with periodic updates,” Mayor Bob Johnson told the board.

“We understand all the requirements of beach renourishment and respect the county’s position. Whatever we arrive at would be protecting beach renourishment.”

Grossman said, while the permit program is a step in the right direction, the real problem must be resolved by the county and cities working together.

He said although the county maintains the recreation area at Manatee Beach, there’s not enough dedicated parking.

“Holmes Beach residential neighborhoods get to be the overflow parking lot,” he said, plus the city must pay for extra police needed for all the visitors.

“The county should reimburse the city of Holmes Beach for its cost to police theses areas, estimated around $250,000 per year. This can mostly be paid for with the excess funds from the beach concession,” he said.

He suggested that the county develop parking lots on the mainland on Manatee Avenue and Cortez Road and offer free bus service to the public beaches.

He said the county could pay for them with impact fees on the new developments.

Following approval of the ordnance by a vote of 3-2 with Titsworth and Commissioner Pat Morton dissenting, committee member Pam Leckie admonished commissioners.

“I have never in all my life seen anything drag on for so long with so much nit picking,” Leckie stressed. “Just give it a chance; if doesn’t work, it doesn’t work.”

One piece of legislation discussed was an ordinance that would prohibit launching kayaks from the beach between sunset and sunrise, from Oct. 1 to March 1. This would prevent shark fishermen from dropping their hooks in deeper water where crab traps are located; a practice that produces better fishing, but can lead to hooked sharks becoming entangled in trap lines and trap lines being accidentally or intentionally cut.

“Not all the shark fishermen mess with the traps, but they’re not respecting those crab traps if they’re carrying their bait out there,” commercial stone crabber Anthony Manali Jr. said.

Orlando resident Melinda Colon is president of Sharks After Dark, a non-profit organization that hosts tournaments and advocates for surf fishermen’s rights. She said local governments cannot ban shark fishing because that is regulated by FWC, and

she sees kayak restrictions as an attempt to circumvent state protections.

“You can’t shark fish without dropping bait with a kayak,” she said, cautioning against an ordinance that might encourage fishing during the day, when swimmers and beach-goers are present.

Colon does not think a few recent incidents warrant a new ordinance and she has helped fight fishing restrictions in other Florida cities.

Stone crabber Matt Labbelle said shark fishermen need to respect stone crabbers’ property.

“Those traps are legally allowed to be out there,” he said, noting that last year he and some fellow crabbers caught shark fishermen cutting trap lines in an attempt to clear an area the size of a football field.

“It’s an ongoing problem,” he said.

Briana Gagnier admitted that some shark fishermen cut trap lines, but she doesn’t feel those who fish legally should be penalized. She said even when casting from shore, a hooked shark can become entangled in nearby trap lines.

“I think traps need to be further out

and allow more room for the shark fishermen,” she said.

Commercial crabber Ryan Hackney said “We have to have a happy medium. We’ve had two dead sharks in the last few weeks wrapped up on our traps, and we’re 50 to 60 yards off the beach.”

Resident Margaret Jenkins said, “I would like to know why we are using shark bait to attract them to a beach that’s primarily for swimmers. I think we should not allow shark fishing on the swimming beaches.”

Holmes Beach resident Matt Drattell said, “When you bring blood close to shore it’s going to attract sharks. They also have a high sensitivity to activity, such as kids swimming and kicking on rafts.”

Drattell mentioned Holmes Beach ordinances that curb shark fishing.

“I make one phone call to the Chief, and it’s taken care of,” he said.

Commissioner Carol Carter asked if shark fishing is prohibited in Holmes Beach.

Sgt. Paul Davis, from the Manatee County Sheriff’s Office, clarified that it is not.

“They’re encompassing other ordinanc-

es to prevent shark fishing,” he said.

Commissioner Dale Woodland said, “The majority of people sound like they’re willing to work together to come up with a solution. I guarantee you that if you let us make the decision, we’ll screw it up.”

Commissioner Chuck Webb expressed confidence in the commission, but warned that people might not like its solutions.

“We can’t regulate crab traps and fishing. What we can regulate is the use of the beach,” he cautioned.

Webb asked Graef if FWC had encountered similar problems elsewhere.

“Not exactly like this, but this is a user group conflict, and I think we’re on the right track having this discussion and moving toward a solution,” Graef said.

Graef said the willful molestation of a stone crab trap is a third degree felony, but admitted that enforcement is a challenge. He cited the need for greater education and also suggested the city attorney contact FWC’s legal staff to discuss the authority local municipalities are given in these matters.

When asked how his officers determine whether someone is fishing for sharks or something else, Tokajer said those determinations are made based on the type of fishing gear, equipment and tackle being used.

HOLMES BEACH – By enforcing preexisting city ordinances, the city of Holmes Beach has managed to address shark fishing concerns without specifically prohibiting the activity.

In 2013, representatives from three Gulffront resorts raised concerns about chumming and sharks being brought ashore in a manner that presented risks for guests. Concerns were also raised about shark carcasses being discarded on the beach.

This prompted Police Chief Bill Tokajer to research city ordinances for potential solutions.

In Chapter 30-81, he found language that states: “Activity within the city which exists or occurs in such manner as to threaten or endanger the public health, safety or welfare, or adversely affect and impair economic welfare of adjacent property is hereby declared to be a nuisance.”

This chapter also prohibits the accumulation of dead animals and fish in a manner that threatens or endangers public health, safety or welfare, or adversely affects economic welfare.

Section 54-1 addresses unlawful deposits and states that it is unlawful to cast, place, throw, dump or otherwise dispose of any garbage, waste or debris in or on any canal, lake, inlet or other body of water.

Last week, Tokajer discussed the impact these ordinances have had on shark fishing.

“We do not have a specific ordinance that speaks to shark fishing. We do have an ordinance that says any activity within the city that threatens or endangers public health, safety, welfare, or adversely affects and impacts the economic welfare of adjacent property is declared a nuisance and not allowed. And we have the one that says you can’t throw dead animals or dead fish or

anything into a canal, inlet or any other body of water within the city. You can’t chum the waters,” he explained.

“If you want to shark fish, you need to do it from a boat in the water, not from the land.

Our entire waterway is considered a resort area. Bringing sharks to shore is unsafe and we’re going to rely on the code that’s been in effect since 1978,” he said.

“We began utilizing this ordinance to combat the problem we were having with the unsafe manner in which people were shark fishing from shore around children and other people who were swimming. My guys go out in the evening on our beach vehicles and patrol the waterways for shark fishing.

Bradenton Beach Police Chief Sam Speciale and Lt. John Cosby said they were not aware of any recent conflicts or concerns regarding shark fishing in their city.

A search of the Bradenton Beach ordinances revealed section 46-46, which states no person in a park shall fish offshore from any type of boat within 300 feet of a public beach, pier or authorized fishing groin or pier; nor shall any person at any time fish in any area where bathing is permitted.

Sec. 66-60 says no person shall fish from any area of the beach that is designated solely for swimming.

For general safety purposes, Manatee County designates the southwestern tip of Coquina Beach as a no entry zone for swimmers, waders, fishermen, kayakers and others; and the county recently enlarged the no entry zone to include the southeastern tip of the Island.

Boy Scouts chute for merit badges Disposal chutes will help protect pelicans while also providing a cleaner fishing pier.

BRADENTON BEACH –Boy Scout Troop 8, from Bradenton, will soon install fish carcass disposal chutes on the Historic Bridge Street Pier.

At the request of Mayor Bill Shearon, Public Works Department employee David Higgins will oversee the project and assist the scouts. His son Bryson is a member of the troop that will soon earn merit badges for their efforts.

Similar chutes have been installed on a dock near Tide Tables restaurant in Cortez as part of previous Eagles Scout project.

The pier chutes were discussed at the Jan. 6 Bradenton Beach Pier Team meeting and introduced by Public Works Director Tom Woodard.

Made of eight-inch PVC pipe, the pier chutes will be installed at each of the four fish cleaning stations located on the city’s fishing pier. Woodard said the chutes extend down into the water deep enough that the discarded carcasses do not float back up to the surface. He said this helps prevents pelicans from choking on the bones.

Hoses located at each fish cleaning station will make is possible to rinse out the chutes to prevent the accumulation of odors.

Shearon said similar chutes installed at a marina in Holmes Beach helped eliminate pelican concerns and the messiness associated with discarded fish carcasses.

Motel variance denied Last week, Anna Maria city commissioners denied a variance request submitted by Rod & Reel Motel owner Suzette Buchan.

Buchan wanted to remove an old, non-conforming utility shed located at the edge of the property that borders the city-owned Rod & Reel Pier parking lot. She hoped to replace the shed with the pool equipment that will accompany the soon to be built swimming pool.

Although the commission had no real issues with the proposed use, they did not approve the variance

because the Buchan acknowledged the pool equipment could be located elsewhere on the property without causing significant hardship. Commissioners Doug Copeland and Carol Carter joined Commissioner Chuck Webb in saying they were denying the request “with regrets.” Commissioner Dale Woodland voted against the variance denial, and earlier in the week the Planning and Zoning Board recommended that the variance be granted.

Island girls rock the pitch at St. Stephen’s

With the close of another soccer season, the Saint Stephen’s Falcons middle school girl’s soccer team found themselves with another winning season. Five of those girls hit the ground running on the Island before crossing the bridge to wear Falcon green.

Lead by team captain Jaclyn Schlossberg, the Lady Falcons finished this year with six wins and one loss. Supporting players Demi Harms and Mikayla Woodard, also eighth-graders, contributed to the on-going and growing success of the team.

Stepping up to clearly indicate the future positive development of the team were seventh-graders Emma Laade and Leah Schlossberg.

All five of these talented girls attended and finished their elementary school years

at Anna Maria Elementary School. For most, the community center paved their athletic paths. Saint Stephen’s is continuing to provide these girls, along with the other 21 players on their team, with the opportunity to hone their soccer skills in the fall sport regardless of their individual levels of play.

In his first season as head coach, Andrew Sopher, Saint Stephen’s math teacher, continued to mold a team that scored 31 goals in the season and only allowed 19 opponent goals. Sopher was assisted by the school’s director of athletics, Lenny Paoletti, and chair of the physical education department, Stephanie Travis.

When the 2016-2017 academic year begins, the eighth-graders will be moving up to make an difference on the junior varsity or varsity squads, while the younger players will continue their winning ways on the middle school team.

Volunteer coaches making it happen

Weekday nights at The Center are filled with the kids having fun on the gridiron. Flag football season is underway for yet another action packed few months, thanks to the many volunteer coaches who make it all possible.

With nearly two dozen head coaches and many more assistant coaches giving of their time to help run drills, teach skills, develop plays and mold individual players, The Center’s field saw official action start last week.

Taking on perhaps the biggest responsibilities on the fields are Ryan Moss, Chris Culhane and Mark Goodwin, who will be coaching the instructional teams at five-to seven-years old.

These dads have great impact on whether the littlest players learn the sport, love the sport, and, most importantly, have fun playing the sport so that they move on for seasons to come.

In the biggest age group this season, the eight-to-10-year-old division, Nate Talucci, David

Johnston, Tom Baugher, Brad Hoover, Rob Alderson, Gary Harlan and John Coleman will continue what is learned in the instructional league, preparing their players for the next level.

Culhane will be doing double duty by coaching in this age group as well. All of these parent coaches have given of their time in the past to make sure every child who wants to play has a team to call his/her own.

The field will see some old familiar faces holding clipboards for the 11-to-13-year-old league such as Darren Horesh, who has successfully lead his team to victories in the past. Also volunteering in this age group are return coaches Larry Pearson, Zak Yost, Darren Horesh, and Ron Balais.

Alderson picks up a second team in this league, showing his continued dedication to the development of the players. The field welcomes newcomer Bryan Zinna leading a team for the first time at the center.

each week for his oldest son.

Return player Anthony Mannino finds family leadership in the coach’s helm, and Joe Cuva steps up to coach the fourth team in the 14-to-17-year-old age group.

As was intended since the inception of The Center, which used to be the youth center for the island, more than 140 kids comprising 20 teams will occupy the football field four nights a week.

This season’s schedule finds the youngest players on the small field Monday nights at 6 and 6:46 pm. The elementary school ballers have games on Mondays from 6 to 9 pm. Tuesday nights are for the middle school competitors from 5:30 to 9:30 pm.

With Wednesdays reserved for the adults, the Friday night lights of the field are scheduled for the high school with games at 7 and 8 pm.

The season will wind to an end with the playoffs for each competitive league playing in March.

Championship games will be held Saturday, March 12, at The Center.

Weather cools golfers Key Royale golfers said, “No sweat,” to the weather as they played their tournaments last week. Daytime highs dropped from the 70s and 80s, and it was actually chilly at times. Here are the results.

Don Latorre won the low-individual net singles tournament on Monday morning, Jan. 11, with a score of 30. Dave Kruger and Dennis Schavey tied for second place with a score of 31 and Bob Dickinson and Bill Shuman tied for third place with a score of 32.

Frankie Purritano came in first with a score of +7 in the singles portion of Monday afternoon’s modified Stableford tournament, and Dave Richardson came in second with a +5.

In team play, Dean Christenson, Lex Halaken, Jack Lowry and a proxy came in first with a score of +7.

Thirty-three golfers showed up to play with the high in the 60s.

On Tuesday, the ladies played flour flights. The results were: Flight A: Debi Wohlers, 27; Phyllis Roe, 31.

Flight B: Liz Lang, 30; Meredith Slavin 31.

Flight C: Carol Duncan, and Sue Wheeler, 32; Sara Falk, Fran Barford, and Terry Westby, 33.

Flight D: Markie Ksiajek, Marcia O’Brien and Jane Perkins, 33; Willa Barkley and Gloria LaTorre 35.

Deb Wohlers got a chip-in and a birdie on the seventh hole and was the low gross winner with a 34.

Other chip-ins belonged to Phyllis Roe on the fifth hole and Ann Hitchen on the sixth hole Art McMillan, Mike Pritchett, Dave Richardson and John Purcell came in first in Thursday’s scramble with a score of -5. Pat Moyna, Gary Risner, Larry Solberg and Quentin Talbert came in second with a -4.

Beloved husband for 60 years of Charlotte (Root) Armstrong. Father of Katherine Lind, of Belmont, Robert A. Armstrong Jr., of Conway and the late Albert R. Armstrong. He also leaves 10 grandchildren.

He was a veteran of the Navy and served in World War II, where he met a cute WAVE, whom he later married. He graduated from high school in 1931, where he was president of his class, which was very important to him as they had yearly reunions until three years ago. He attended Tufts College where he joined the Theta Delta Chi fraternity and graduated with a degree in chemical engineering in 1935.

He was a chemical engineer for Sharples Pennwalt in Philadelphia, Pa. He was a member of Manatee Masonic Lodge #31 F & AM, Scottish Rite Valley of Tampa, Egypt Shrine Temple, Tampa, Sahib Shrine Temple Sarasota, Anna Maria High Twelve, Gulf Shrine Club, I.O.O.B., Manatee Symphony Assoc, Anna Maria Historical Society and Friend of the Library in Anna Maria.

He formerly lived in Holmes Beach and Villanova, Pa., and had a cottage on College Pond in Plymouth where he spent many summers. He was a true gentleman, very optimistic in all ways, generous with himself, his time and had a very generous spirit and had a wonderful sense of humor.

he started drinking. She said he was verbally abusive toward her. She slept in a different bedroom that night and the arguing and drinking went on the next day. She said at one point, she pointed her finger at him as if it was a pistol and asked if that would shut him up. She said she had a splint on her finger after slamming a door on it and that might have given her husband the impression there was a pistol in her hand. The officer declined to arrest her.

1/2, criminal mischief, 100 block of 30th Street. The victim said a crowd of people waiting for the trolley damaged her fence. The officer tried to mend it but could not.

1/4, driving with an expired license, 500 Manatee Avenue. The officer was investigating a traffic accident and the subject’s license showed it expires in 2019, but the computer said it expired in 2015. The driver said he did not alter his license and would go to the license

bureau to get it straightened out. The officer said he would hold on to the license for a week to give him time to correct the situation.

1/5, petit theft, 5400 Gulf Drive. The victim reported a tax return check that was mailed to them, but they did not receive, was shown as cashed.

1/6, traffic accident, 4000 Gulf Drive, Manatee County Beach. A witness called police to report a parking lot crash where the driver of a pickup backed out of his space and hit a car parked behind him, leaving a dent in the bumper. The witness said she tried to stop the elderly driver, but he left anyway.

She got his license plate number and gave it to the officer. The owner of the damaged car called. She was a tourist from Canada, and the car was a rental.

The officer gave her a copy of the accident report and later, the detective contacted the drive of the truck. He was ticketed for careless driving and

He was born Feb. 28, 1921, in the Netherlands and came to Bradenton from Miami Dade County, Fla. He spent summers in Dennis, Mass. A member of Trinity United Methodist Church in Bradenton, Mr. de Jongh lost his wife of 73 years, Betty, on April 15, 2015.

They are survived by two daughters, Carol Appleton (William), of Brewster, MA and Patricia Gomolski (Jerry), of The Villages, Fla., as well as five grandchildren and four great grandchildren.

Hank attended Kingsley School in New Jersey and graduated from Lehigh University. He was widely traveled, fluent in five languages and spent his business career, some abroad, in the international pharmaceutical industry: 23 years with Smith Kline and French Laboratories and 19 years with Sterling Drug, Inc., from which he retired as vice-president of Sterling Latina.

He was active in community affairs, having been a founding member and president of the Wyndmoor (Pa.) Lions Club, director of the Anne Arundel County (Md.) Lions Club and later a member of the Rotary Club of Coral Gables, Fla., and a board member of the Anna Maria Island Rotary Club.

He was a Paul Harris Fellow. Since his retirement, his volunteer activities included board memberships in the South Florida Center for Theological Studies and the Florida Unit of Record-

William F. Dunn William F. Dunn "Bill," 88, of Bradenton, Fla., passed away on Dec. 27, 2015. Born July 20, 1927, in Philadelphia, Pa., previously from Levittown, Pa., Bill was a veteran of WWII U.S. Marine Corps, 1st Marine Division.

Charles Sirovy Charles Sirovy passed away from a heart attack Jan. 4, 2016, in the Blake Medical Center.

Charly was born September 1933 in Hungary. He lived in Holmes Beach since 1978. He owned the Bamboo South Motel a few years ago and was now retired. He is survived by his wife, Jolanda Sirovy; his son, Charles Sirovy Jr. ;and two granddaughters, Kathleen and Courtney.

Born in Passaic, N.J., she moved to Bradenton in 1995 from Wantagh, N.Y.
