ANNA MARIA – When it comes to good citizenry, Jack Brennan takes the prize.

Brennan received the city of Anna Maria’s Citizen of the Year award during the final city commission meeting of 2016.

The award selection committee was headed by Bob Carter and also consisted of Irene Pearman, Ruth Uecker and Mary Manion. Before presenting Brennan with the award on Thursday, Dec. 22, Carter addressed the commission and the many members of the public

on hand for the ceremony, including Jack’s wife, Lynn Brennan.

“It’s a pleasure for me to talk a little bit about Jack Brennan. One of the things our committee was so impressed with had to do with all the volunteer work he’s done on behalf of others.

Jack is one of those people who sees something and says somebody ought to do something about it, and he does it. Everything that Jack does is for someone else, and that really struck us,” Carter said.

“Jack chairs the Historical Preservation Committee. He’s vice president of AMI Community Development Fund Inc. He’s a member of the Connections Committee of AMI Home Sweet Home.

members unanimously agreed to recommend to the Bradenton Beach City Commission that the maximum platted lot size be limited to 5,000 square feet, rather than the 7,500 square feet currently allowed. Properties that currently exceed 5,000 square feet would be grandfathered in.

If adopted, developers who wish to combine two or more lots would still be subjected to size and density calculations based on a maximum lot size of 5,000 square feet. Combined lots would provide for larger yards and more green space, but not for a larger structure. see board, page 26

Petition seeks action on traffic congestion The petition asks the FDOT to implement temporary solutions during season.

Members of the Sarasota/Manatee Metropolitan Planning Agency (MPO) plan to discuss in January a petition presented to them by Longboat Key resident Tom Freiwald, according to an email from Dave Hutchinson, executive director of the MPO, to local elected officials.

The petition asks for “immediate action to mitigate local vehicular traffic congestion during the 2017 tourist season.” It asks the Florida Department of Transportation to cooperate with the MPO and local municipalities “to institute pilot programs (temporary solutions) during peak traffic hours.”

Solutions include:

• Manual control of the traffic signal at 119th Street in Cortez and a continuous, always green eastbound lane from Cortez Bridge.

• Manually controlled and/or more efficient traffic and pedestrian light

timing at John Ringling Causeway at Tamiami Trail and Sunset Drive/Golden Gate Point, Ken Thompson Parkway and Longboat Club Road at Gulf of Mexico Drive and Fruitville Road at Tamiami Trail.

• Pedestrian control, bypass routes and temporary elimination of several parking spaces from 3 p.m. to 7 p.m. at St. Armands Circle.

• Prohibit drawbridge openings for training, testing and maintenance from 7 a.m. to 7 p.m.

“The purpose of these pilot programs is to mitigate short-term traffic congestion, test the efficiency of each program and then develop and institute longer term solutions as part of the new traffic study,” said the petition.

Past proposal

In March the four Island mayors sent a letter to officials in the cities of Bradenton and Sarasota, Manatee and Sarasota counties, the Sarasota/Manatee Metropolitan Planning Agency and the Florida Department of Transportation (FDOT) regarding ways to immediately impact traffic congestion on the barrier islands.

Short-term transportation priorities included:

• Determine the viability and effectiveness of express buses both on Manatee Avenue and Cortez Road, with only two to three central pick up stops in Bradenton/ Palmetto and ending at the Manatee or Coquina beaches. Provide rider coupons for use at beach concessions and collaborate with local business to promote service. Gather data on the number of users for recreation purposes and determine the most appropriate type of bus to serve this user group.

• In coordination with Manatee County, lease a portion of the parking lots at 75th Street and Manatee Avenue and 75th Street and Cortez Road and offer shuttle service to and from the Island for Island employees. Coordinate with the Chambers of Commerce and local businesses to encourage employees to use bus service and collect data on trip usage.

Work with Chambers to coordinate drop off locations, work hours, shift changes, etc. to make a shuttle more efficient.

• Reduce drawbridge lifts on Cortez, Anna Maria Island and New Pass bridges to one per hour and less during peak traffic periods and consider a reduction in lifts on the Longboat Pass Bridge.

• Monitor traffic flow remotely using the cameras already installed and adjust red light/green light time accordingly to facilitate the flow off and onto the Island.

• Continue to press forward with the currently funded FDOT study on bridge openings and automated traffic signal timer (four lights) for monitoring and adjusting signal timing from the Manatee County Traffic Management Center.

• Consider manual override of traffic signal for law enforcement to allow for maximum traffic flow on or off the Island as needed on heavy beach days.

• Increase Island trolleys to two routes from Coquina Beach to Manatee Beach and Manatee Beach to Anna Maria and provide an extra trolley when needed.

• Improve traffic light operations at Cortez Bridge to 119th Street to allow better traffic flow on Cortez Road. Consider a proposal by a citizen representing the Longboat Key Revitalization Task Force.

In May the mayors said they received two replies – one from Sarasota County and one from FDOT. At that time, FDOT officials said improvements would be developed from the list as part of the planned Sarasota/Manatee Barrier Island traffic study.

Out of concern for pedestrian safety, city officials and the event organizer are asking those who attend The Vintage Flea at Ginny’s and Jane E’s in Anna Maria on New Year’s Day to please use the crosswalk at Gulf Drive and Magnolia Avenue or other nearby crosswalks, rather than crossing Gulf Drive mid-block to access the market from 8 a.m. to 4 p.m. When approving the special event permit, the mayor and city commission expressed concerns about the potential for pedestrians to be struck by cars. It was agreed that signs and safety cones would be tried before requiring event organizer Michelle Brunone to employ off-duty police officers at future market events.

AMI Plaza site plan back to work session Holmes Beach Commission Chair Judy Titsworth said at a recent meeting that the commission needs another work session to resolve issues with a site plan for the AMI Plaza.

The site plan calls for mixed use in which residential is permitted over commercial. Property owner Mike Hynds plans to put three 493-squarefoot residential units above the plaza.

Building Official Jim McGuinness said, “We have a lot of things to look at that have not been received – architectural renderings, a real site plan, a current list of tenants and the area of square footage and/or the number of seats.”

The other commissioners agreed with Titsworth.

Bazzy offers slip for police boat Bradenton Beach Marina President Mike Bazzy has offered the Bradenton Beach Police Department the use of a wet slip for $1 year in order to allow for quicker emergency response time and greater enforcement of the unmanaged navigable waters south of the Historic Bridge Street Pier. The police boat is currently kept on a trailer next to the police station and must be taken to a public boat ramp to be launched.

In a letter sent to the mayor and city commissioners on Dec. 16, Bazzy said this arrangement would provide a short-term solution while the city implements the long-term solution of installing a boat lift for the police boat near the existing pier and the floating day dock in early 2017. The commission has not yet discussed Bazzy’s offer. Earlier this year, the attorney that represented Bazzy in a pier lease-related lawsuit received a $15,000 settlement payment from the city.

ANNA MARIA – Christmas came early for approximately 80 children last Wednesday at the Sandbar restaurant. The kids, many from Head Start and RCMA, a non-profit childcare in Palmetto, were treated to fun on the beach with face painting, bounce houses, slides and cartoon characters. There also was live music.

Then came lunch featuring chicken strips, French fries, pasta and fruit for kids and parents. After they ate, Santa appeared in the Gulf on a personal watercraft. The kids and parents ran toward the water as the watercraft neared the shore and finally, Santa got out and was greeted by the children. He picked some up while others were content to hug him, but it wasn’t easy because the jolly fellow had put on some pounds.

Santa proceeded to a small stand where he took a seat. Some of the kids posed in front of him for a

Volunteers started calling names of kids to come up for a photo with Santa and bags of gifts. Each child received a new pair of shoes, an outfit of clothing, an age appropriate toy and a voucher for a food basket for the family. Sandbar owner Ed Chiles praised events coordinator Patti McKee, who organizes the event every year, and his staff, who put together the bags of presents, and members of the public who donated to the project for the gifts.

Board debates minor development procedures The procedures would allow a minor site plan to be administratively approved by the building official.

HOLMES BEACH – Planning commissioners debated minor development procedures at a recent meeting.

City Planner Bill Brisson had created a definition for minor development and procedures to allow a site plan to be administratively approved by the building official. The proposal generated a great deal of discussion at a previous meeting in November, which continued at the Dec. 7 meeting.

Member Barbara Hines, who had expressed at the previous meeting objections to giving the building official too much power, continued to be skeptical.

“Given the history we have had with past building officials approving all sorts of things that really should have gone before the city commission, I think it would be a slippery slope,” she said.

However, member Scott Boyd pointed out, “The city commission is legislative and executive. It is not intended to be staff. Staff should be empowered to make decisions and execute their job.”

“If you try and extend him or her some sense of autonomy in the process to do his job and then you end up neutering it so bad that he can’t do his job, why bother doing it?”

Concerns continue

Hines continued to express concern about a previous building official that she said would piecemeal developments, but member Chuck Stealey stressed, “We all recognize that. I don’t think we can say the missteps of the past should be laid on our current staff.

We need to be able to empower staff to do their jobs without requiring everything to come before city commission.”

Scott Boyd Planning commissioner “If we have a professional in the building department and we have professional staff and trust them to abide by the law, we should give them the authority to do that.”

“It’s very dangerous policy to pass something based on finally having a competent building official,” Hines countered. “We need a policy that’s going to work whether we have somebody competent or not.”

Boyd pointed out that if the building official is not following the law he/she can be terminated.

Chair Gary Hickerson suggested that the building official peri-

odically submit a report to the city commission at a regular meeting regarding minor developments he/ she has approved.

“That’s an excellent idea,” Stealey said. “If the city commission doesn’t like the way things are going they would find out right away.”

Boyd agreed and noted that would make it part of the public record.

Planning commissioners made some minor changes in the procedures and asked Brisson to bring a revised version to the next meeting on Jan. 4 for discussion.

EDITORIAL A very good year

T

he jury is still out on what kind of a year 2016 was, but we saw more rental houses replace the cottages of yesteryear and the Island’s three cities are still trying to get a handle on the loss of residential neighborhoods.

On the positive side, Manatee County is trying to channel more of those bed tax dollars to the cities to handle the increase in transient residents (shortterm renters). While the three cities plan for expenses in proportion to their permanent and snowbird populations, they need to provide services for many more people who sleep on the Island on a short-term basis.

Rental agencies and real estate firms are doing more business than ever before, but it is more work intensive as they deal with new regulations to control noise, parking and crime. That’s a plus for job seekers.

W

e had more than our share of red tide and storms with names pass our way. The beach is still there, but it looks like we’ll be in for more renourishment. And the red tide is still out there.

The Center of Anna Maria Island has seen several emergencies as income chases expense and they are working to put it on a steadier path. They are developing more uses to bring in vacationers while at the same time trying to retain an appeal to locals. That’s a tall order.

Key Royale Club is still home to golfers, many of them retired and many of them riding in golf carts on the streets.

There are more rental bikes on those streets and there’s a new effort to allow people to borrow bikes with an honor system in place.

Was it a very good year? We’ll let you decide, but the overriding fact is that while the times are changing on Anna Maria Island, we’re still here.

LETTERS TO THE EDITOR Ordinance may force sale of homes Editor's note: This letter originally was sent to the Holmes Beach mayor and commission.

Our names are Terry and Barbara Thornhill. We live in the UK and own a travel company there. We have owned five vacation rental properties in Holmes Beach for the last 20 years which are personally owned by us. We have seen all the changes that have occurred throughout that time. Four of our properties will be converting to 30day minimum stay rentals starting on April 1, 2017. We are hoping that the city would consider some kind of middle ground on this restriction. In the past 20 years we have booked our homes to families coming on holiday. We have never had any complaints from the city or our neighbors regarding excessive noise, traffic, parking or trash disposal. Our booking forms are very strict and are strictly enforced. We have a management

company on the Island that looks after our homes.

We are hoping that the city will take into consideration changing the minimum stay restriction to mandate a 14-night minimum stay instead of the 30-night stay.

There is a grave misconception that vacation homeowners are rich people who have no regard for the city or their neighbors and only care about making money.

Nothing could be further from the truth. Our properties are vacation homes, not commercial commodities to be discarded but to be treated with care. And that is what we have done to the betterment of the city.

We purchased our first home in 1996. At the time it was a short term rental in an extreme state of disrepair. It took a substantial investment of time and money to return the home to a livable condition. We can proudly state that the major landscape renovations have beautified our area, as evidenced by the many favorable comments

This investment helped beautify the Island; it did not hinder it.

This has been the case with all our homes that we have purchased over the last 20 years.

Although the city is doing very well with revenue, the vacation renters generate lots of additional revenue for businesses and restaurants and even for the city through sales taxes. Please consider finding some kind of middle ground to this 30-day restriction. We know this ordinance was put in place almost 10 years ago, but at that time so many people advised us that this restriction would not go into effect and more than likely would be overturned before 2017. That is clearly not the case. It would be heartbreaking if we have to sell all of our properties due to this restriction. We would find it very difficult to keep these properties otherwise.

Ugly Grouper seeks liquor license The city planner said approval must comply with provisions of the code on alcoholic beverages.

HOLMES BEACH – City Planner Bill Brisson has submitted his thoughts regarding a request from the owners of the Ugly Grouper to obtain a liquor license.

He said city approval would be premature for the following reasons: • The approval of the Barefoot Tiki Bar in 2014, involved only beer and wine sales, a limited number of indoor and outdoor seats, an outdoor recreation area and an outdoor performance stage with limited times of operations and other stipulations. Some of the approvals were inconsistent with Chapter 6 of the city’s code involving alcoholic beverages, and any intensification/

expansion of the use would require compliance with Chapter 6.

• Changing from a beer and wine license to another type of license was not included in the original site plan approval therefore, it must be included in the site plan review.

• All uses in the commercial districts are site plan specific. Since nightclub is not listed as a permitted use in the district, the city commission must approve the requested change to the liquor license as part of the site plan approval process.

Definitions

He said, Chapter 6 also contains the following definitions: • Nightclub means a restaurant, dining room, lounge, bottle club or similar establishment where alcoholic beverages are sold or dispensed for consumption on the premises where a floor show, band, disc jockey or other

entertainment is provided for guests at any time during the hours of 8:00 p.m. to 2:30 a.m. the following day.

• Prohibition. No person, including without limitation the officers, employees, servants or agents of any person holding a vendor's alcoholic beverage license, shall operate a nightclub or bottle club within the city limits of the city where alcoholic beverages are sold or dispensed for consumption on the premises unless all doors and windows of the establishment or licensed premises are kept closed at all times to control the noise level outside the premises.

Nothing contained in this section shall prohibit the opening of doors by patrons to provide ingress and egress to and from the premises, provided that no doors are left propped open when not being used by patrons for ingress and egress to and from the premises.

Memoir writing class offered The Folk School at Florida Maritime Museum will begin operation on Wednesday, Jan. 18, with its first class, Memoir Writing, led by David Rice.

Students will learn how to capture the significant experiences of their lives to share with family and friends. Memoirs may emerge in many forms such as prose or poetry, narrative or dialogue, photographs, drawing, diaries and maps or a combination of them all.

This is the first in a series of three classes, but attendance to all is not required. Attend one to gain basic knowledge or all three to hone your skills.

The class is open to the public and is scheduled for Wednesday, Jan. 18, from 10 to 11:30 a.m. at the Florida Maritime Museum. Class fees are $20 per class or $50 for all three classes in the series.

Class sizes are limited so interested participants are required to register by an 11. Classes two and three are scheduled for Wednesday, Feb. 1 and 15.

Waterfront aids Haitian children

ANNA MARIA – On Tuesday, Dec. 20, Fernande Antoine and Muller Thelusma represented the U.S. based World Harvest Mission and the Haiti based New Life 4 Kids organizations when accepting the $8,000 check The Waterfront Restaurant & Craft Bar and its patrons raised during the Dec. 5 “A Day for Haiti” fund-raiser.

Waterfront owners Jason and Leah Suzor organized the fund-raiser because they wanted to assist Haitian children and the New Life Children’s Home orphanage after Hurricane Matthew hit Haiti in October.

“I just feel like people had forgotten about it. We employ a lot of Haitians and felt like we wanted to give back to their country and their fellow countrymen and

While proposing, Ivers praised Springer for being a single mom that has worked hard to provide for her young son, Logan. After saying yes, Springer, with tears in her eyes, said, “Well, I didn’t see that coming.” She was then given the rest of the night off to celebrate. The couple has been dating for a year and a half and they’ve been friends for more than four years.

s I ride around Anna Maria, I’m always impressed by how much it has stayed the same and also by how much it has changed – two sides of the same island. Keeping with the island charm there are two shops in Anna Maria City that have changed and also stayed the same during the past 20 years, Two Sides of Nature and Two Sides of Nature Too. The LaBelle family is celebrating its 20th anniversary on the Island. Dave and Mary LaBelle started the original Two Sides of Nature on the north end of the Island in a different location and then moved into the new Bayview Plaza when that became available. Now they have two Two Sides of Nature shops, Two Sides of Nature and Two Sides of Nature Too. In addition, they also own Two Scoops Ice Cream Parlor, also in Bayview Plaza.

Walking into either of the Two Sides of Nature shops is like walking into a flower market. There are tables and shelves overflowing with T-shirts, sweatshirts, hats and all kinds of resort wear for men, women and kids. Dave LaBelle does the buying and makes sure the shops are fully stocked with deliveries on a daily basis. Most of the clothing is 100 percent cotton, and many of the items in the shops are made in the United States.

nce upon a time, families weren’t accustomed to advancements in modern farming and product delivery technology.

Our current food system allows us to have lettuces hydroponically grown in California, heirloom indeterminate striped Roma tomatoes from Canada, fish from the Gulf caught using a hand thrown seine locally made by a mermaid tribe in Cortez, and zephyr squash from Florida grown by a sixth generation organic specialist - all delivered to your door in Tennessee, still fresh and ready to eat. While we could sit back and marvel at our accomplishments, we should be trying to figure out what went wrong.

To be fair, maybe nothing went wrong, but instead maybe we all took a lot for granted. We expect to have that perfect tomato on our hamburger, and we expect that the lettuce will be crisp and bright all year round. In this day and age, it is, and it can. And because of our innovations, we have figured out how to move these items across massive distances in very little time, consistently and while preserving nearly all of that items’ freshness and flavor.

Sure, picking a ripe peach off of the tree will always be better than

Directions: Mix figs, butter, baking soda, salt, maple syrup and coffee. Stir to combine.

Cool for 15 minutes. Add egg, vanilla, brandy, baking powder, flour and combine until smooth. Stir in walnuts. Place mixture in greased bread pan and bake at 350 for 45-55 minutes. submitted

Fig and walnut bread is a great holiday treat. having one shipped more than 1,000 miles, even if it is delivered just the next day. The thing is, back in the day, but not too long ago, we used to go out and find food that grew near us. We used to bring it home and have one of our relatives, who remembered recipes passed down from their previous generations, do something with it. For me, it was my great grandmother’s blackberry cobbler.

When I was no more than 5, I remember going to her house in southern Alabama and walking for what seemed like miles to find the blackberry bushes. We’d fill up milk jugs full of blackberries to bring back to the house for her to “play” with.

Without fail, we had the world’s best blackberry cobbler waiting for us for dessert.

As a society, we used to know our butcher, and we used to know our

farmer; I imagine what those days must have been like and can only assume that something like it still exists in countries that haven’t yet experienced an explosion in monoculture.

Something happened between when we were kids and now, where we have forgotten the best part of food. It’s being able to taste that peach at the height of its freshness for more than the three weeks that they are ripe in Florida. It’s being able to preserve them and save them for months to come.

I brought a human resources coordinator, who is responsible for helping us find our international interns interested in learning U.S. restaurant culture, to the Chiles Group farm in Parrish. She was amazed and excited to see the possibilities. While it all looks wonderful, from time to time, the farm produces much more than our restaurants can handle, which

without proper outlets established to sell all of the viable produce, would end up simply as fertilizer.

I explained that we have made jam with our excess tomatoes, have pickled peaches from King’s Family Farm, have made blueberry compote from the berries we got from the Chiles’ family farm, Jubilee Farms, in Tallahassee, and have pickled pears from Jubilee as well. This process allows us to extend the life of produce that would otherwise have gone bad and been wasted.

Excited to hear about preservation, she told me stories of her childhood where she would forage for coveted mushrooms, indigenous to her region of Russia, which her grandmother would then pickle for the months to come. So many people have stories about a childhood full of watching a loved one care for the fruits of the land in ways that I hope we will continue to pass on to our little loved ones.

For those interested in preservation, I recommend taking a look at our menus periodically to see what is available seasonally. We have been rotating through peaches, blueberries, tomatoes and pears for the past two years and are constantly adding more to our repertoire!. As we all know, sugar, acids, such as vinegar and salt, are all preservatives. By utilizing these ancient techniques of preservation, we are able to savor these wonderful local products nearly year round.

Our current mission is to save hundreds of pounds of figs and papayas from one of our local farms. We are making pickled papaya to put on our salads, and making fig compote to put on our short rib, veggie sandwich, and maybe even our brunch waffles. You can get in the spirit of Christmas and make a holiday bread using figs or dates or any other local fruit you care to try.

Sunny conditions make good fishing Captain Rick Grassett

Anglers fishing with me, out of CB's Saltwater Outfitters on Siesta Key, had good action catching and releasing trout, Spanish mackerel, pompano and bluefish in Sarasota Bay on flies, DOA Lures and top water plugs during the past week. We’ve been fortunate to be enjoying sunny conditions with temperatures in the low 80s and water temperatures still near 70 degrees.

Anna Maria Island winter resident Bill Morrison and Sarasota winter resident Gary Marple fished Sarasota Bay with me on Monday. We worked deep grass flats on the west side of the bay where they had good action with trout, bluefish, a nice Spanish mackerel and a pompano to end the day on Ultra Hair Clouser flies. Alan Sugar, Ned Winkelman and his grandson, Sam, from Michigan, also had some action catching and releasing a couple of blues and some trout on CAL jigs with shad tails in the same areas on Tuesday.

Fly angler Brad Teller, from Boston, fished Sarasota Bay with me on Thursday. He had good action catching and releasing trout, bluefish and big ladyfish on Ultra Hair Clouser flies. Jerry Roth, from Longwood, Fla., fished shallow water in Sarasota Bay with me on Friday. We caught and released a few trout and jacks, including a couple of over slot trout on a CAL jig with a shad tail and a surface walking top water plug.

Trout, blues and more on deep grass flats and snook, reds and larger trout in skinny water should be good options. Catch and release night snook fishing around lighted docks and bridges in the ICW with flies and DOA Lures should also be a good option. With water temperature close to 70 degrees, there should still be some action in the coastal Gulf with false albacore (little tunny). Tripletail should also be a good option depending on conditions.

Brennan is also leading the city’s efforts to modify its historic preservation ordinance and to obtain a Florida Certified Local Government (CLG) certification that would ensure Anna Maria’s local preservation program serves as the city’s strongest preservation tool.

Obtaining the CLG certification would help the city incentivize the preservation of the remaining cottages and bungalows that once served as Anna Maria’s architectural norm.

After a nice round of applause, Brennan stood at the podium and said, “As a kid, we were competitive as heck – we wanted the trophies, we wanted the awards, we wanted everything. As an adult, I grew up and really preferred giving rather than receiving and public

accolades such as Citizen of the Year, that really sounds like a big deal to me, but I’m not a big deal, just ask my wife.

I want everyone involved with this whole process and the citizens to just know that I appreciate it. Thank you very much.”

Joined by Mayor Dan Murphy, Carter presented Brennan with the plaque that commemorates his award.

After the presentation, commission chair Doug Copeland said, “Congratulations Jack, well-deserved.”

Standing outside city hall afterwards, Brennan said, “I never expected it. It feels really good. It’s a very nice recognition.”

Brennan owns and operates Paladin Golf Marketing, a firm that helps golf course owners better market and promote their golf courses and services.

The Brennans met 30 years ago. They built a house on the Island 24 ½ years ago and they moved to the Island permanently four and a half years ago.

The board also reached unanimous but temporary consensus that structures built should not exceed 40 percent of the property’s total square footage. If supported by the city commission, this recommendation would allow a maximum of 2,000 square feet of habitable, air-conditioned space on a 5,000 square foot lot. Additional non-habitable space would be allowed for patios, porches, lanais and other exterior amenities.

Lots smaller than 5,000 square feet would also be limited to the 40 percent ratio, which would result in a 2,400 square foot lot being limited to approximately 1,000 square feet of habitable space.

Before removing the temporary status of this consensus, the board asked City Planner Alan Garrett to provide them with additional insight and some building diagram examples its Wednesday, Dec. 28, meeting.

“We’ve taken a major step here with our temporary consensus,” Garrett said.

The board discussed following the city of Anna Maria’s lead in allowing no more than 30 percent of the allowed living space to be located on the structure’s second living level. Chair John Burns suggested the board present the commission with a second option that would allow two 1,000 square foot liv-

ing levels to be built atop one another on a 5,000 square foot lot.

The board reached consensus that all off-street parking areas located on a property should be designated by and covered with a permeable surface such as turf block, permeable pavers, 5700 stone, pea gravel or some other material that provides drainage while establishing city-approved parking areas.

These efforts are directed at maintaining the cottage and bungalow-style architectural vision established for the city many years ago, while reducing the size and lessening the impact some large vacation rentals have on residential neighborhoods. The proposed land use regulations are a follow-up to the Transient Public Lodging Establishment regulations previously developed by the board and now awaiting city commission workshop discussion.

At the Dec. 21 meeting it was noted that placing greater restrictions on a property owner’s ability to develop or redevelop their property could subject the city to Bert Harris claims that seek compensation for the devaluation of private property.

Public input is accepted at planning board meetings and potentially impacted parties are encouraged to attend and participate in these land use regulation discussions. All planning board recommendations require city commission approval.

What will 2017 bring?

n a few days, we will be ringing out 2016 and ringing in 2017, a year that promises to be one of the more interesting in recent decades. But how will the real estate market fair during 2017? As usual, all of the experts who profess to be wicked smart in this area have an opinion and so do I. In November, Realtor.com did its 2017 National Housing Forecast. Some of what was in its report predicts that the housing market will be slowing in the new year with moderate growth because of higher interest rates and first time buyers dropping out of the market. Home prices are anticipated to increase 3.9 percent and existing home sales are forecasted to increase 1.9 percent. Interest rates are expected to reach 4.5 percent, and, of course, its prediction may be proving correct since the Federal Reserve did increase the prime rate two weeks ago, indicating more increases in the new year.

Agreeing with Realtor.com is Nela Richardson, chief economist for Redfin.

She agrees that real estate sales prices are decelerating, and the market normalizing.

Redfin feels that home price appreciation will probably be between 3 to 4 percent.

And as far as purchasing now, everyone agrees it’s a good time as long as you’re looking at a long-term investment. If you are counting on your home value going up by 20 or 30 percent in the next three years,

you will probably need to rethink that.

However, Fortune and the National Association of Realtors are saying the coastal real estate markets are getting a major boost as the national housing market improves.

Specifically, in Florida statewide prices are up 11.7 percent for single family homes to a median sale price of $220,000 according to Florida Realtors. Coastal markets in particular in Florida are seeing steady and improved sales and increased values.

For example, Key West has seen a 71 percent increase since last year in the median sale price to $769,500 for a singlefamily home, and a 33.1 percent increase from five years ago. Even the lower keys are seeing a 47.5 percent increase this year with the median sale price at $660,000 for single-family homes. Also in Florida’s Panhandle in Fort Walton Beach and Destin, their median sale price has increased 15.7 percent since last year for single-family homes. Finally, Miami, Ft. Lauderdale and West Palm Beach also are

seeing a significant increase in the median sale price of 11.7 percent. This is a great turn around for this region that again is attracting international buyers.

With all of this coastal real estate good news, Anna Maria Island and the coastal areas of Manatee County are right on their heels, improving in increased appreciation and improving sales with every season that passes. October’s median sale prices in Manatee County are up for both singlefamily homes and condos at 8 percent and 2.5 percent, respectively.

Wicked smart economists notwithstanding, my opinion goes back to my column from two weeks ago – “All real estate is local.” You can crunch numbers and analyze all you want from the safety of a mahogany desk in Washington, but until you get on the ground in local communities, you don’t know a thing. So, take that opinion into the new year and get ready for a whooper. Happy New Year.

Flooding prompts stop work order FDOT requested the unauthorized man-made street flooding be discontinued.

BRADENTON BEACH – The developers of a property at 2514 Gulf Drive were issued a stop work order last week because their dewatering of the vacant lot flooded the state road for multiple days.

Bradenton Beach Code Enforcement Officer Gail Garneau issued the stop work order at approximately 10:30 a.m. on Wednesday, Dec. 21 after the city received several complaints from residents about the man-made flooding that began the previous Friday near the Sandpiper Resort, Sharky’s Seagrill and Club Bamboo.

The work crew was using a pump to remove groundwater in preparation of laying the concrete foundation. After the stop work order was issued, the pump was turned off and no more de-watering could take place. The stop work order pertained to the unauthor-

ized pumping only, and once the pump was turned off, other site work was allowed to continue as long as no more water was pumped onto Gulf Drive/S.R. 789.

Gulf Drive is a state road, which led to the Florida Department of Transportation (FDOT) requesting the de-watering be stopped.

In order to resume pumping, the contractor will need a storage tank or an onsite retention area in order to prevent the removed water from leaving the property. The Florida Department of Environmental Protection does not allow the water to be pumped onto the onto the beach that lies between the property and the Gulf.

According to Garneau, the concrete permit was issued to 2508 Tristar LLC, with Shawn Kaleta’s to Bay Construction, serving as the contractor, and Jack Schneider, serving as the project manager. The property is located between two other Kaleta-built vacation rentals.

A memo accompanying the stop work order was sent to the Schneider and attorney Louis Najmy.

Garneau also sent an e-mail to Speciale, Mayor Bill Shearon, Public Works Director Tom Woodward, Building Official Steve Gilbert and others that said, “I personally observed the pump being shut off.

We will continue to monitor the situation.”

Planning and Zoning Board meeting, Shearon said this was the third time a Kaleta-related construction project has produced street flooding in that area, but the first time a stop work order was issued.

At 9:18 a.m. that morning, FDOT District 1 Operations Engineer Albert Rosenstein sent Speciale, Shearon and others an e-mail addressing the violation.

“The contractor has not stopped pumping into the roadway. I’ve already informed him that he needs

to shut down. Our permits department told him that we cannot issue a permit to de-water onto State Road 789 because there is no inlet to pump to. Despite both conversations, he continues to pump water on State Road 789. He is ignoring what we’ve asked him to do.

"Since FDOT is not an enforcement agency, I’m asking for your assistance to tell him to stop pumping water onto the roadway. This is a safety issue and a hazard for vehicles, pedestrians and bicyclists,” Rosenstein wrote.

On Monday, Dec. 19, Rosenstein sent Woodard and others an e-mail that referenced a visit he and FDOT Maintenance Program Manager Phil Catalano made to the property.

“Phil and I stopped by the construction site and told the contractor that he cannot discharge the ground water to the roadway. He is going to try and pour concrete this afternoon and then shut down the pump.”

Two days later, the pump was still being used.

Variance request denied Last week, Anna Maria City Commissioners unanimously, and somewhat reluctantly, denied a side yard setback variance request that pertained to an elevated air-conditioning unit incorrectly placed along the side a new home at 517 Villa Rosa Way. The a/c unit extends three feet into the required side yard setback on the southwest side of the property. The variance was requested by contractor/property owners Tom Pechous and Judith Carden in hopes of being granted a certificate of occupancy for the completed home.

The commission expressed sympathy for Pechous’s explanation that this was an unintended design oversight, but followed the recommendation of the city planner in denying the request because the plans originally submitted to the city called for the unit to be placed

Land swap approved

Holmes Beach commissioners approved documents required to complete the vacation of a 50-foot right of way known as Fourth Avenue between 34th and 35th streets. The vacation ordinance

was approved in February.

Property owner William McGinnis had offered the following: • To convey two privately owned beach parcels of 8,543 square feet west of the right of way to the city in exchange for the 5,000

square feet of right of way; • To grant a 15-foot wide easement to the city for underground utilities running the length of the right of way; • To apply to the Florida Department of Environmental Protection to establish a dune

on the right of way to join with dunes on either side of it.

City Attorney Patricia Petruff said all requirements of the ordinance approving the land swap were met.

Twas the night before Christmas The Anna Maria Island Privateers delivered presents for two families as a final mission for Santa.

DESOTO SQUARE MALL – Last minute shoppers entered the JC Penney’s store intermittently last Saturday afternoon and many came out with packages that indicated they might be picking up layaway purchases. It was a typical Christmas Eve with everyone rushing to beat the deadline.

Suddenly, around 4:30 p.m., a long white Dodge Ram pickup truck arrived in the parking lot pulling the familiar red Anna Maria Island Privateers sleigh.

John “Red Beard” Swagger and his wife, “Bubbles,” got out and another pickup pulled up with more members of the Privateers emerging, all of them moving to set up the sleigh with wire, lighted reindeer and a cushion on the seat for Santa. Roque Pastorius showed up in his Monkey Bus with more Privateers, and they were on their way,.

As they got ready to leave the parking lot, the shopping center security car drove by to ascertain what Santa and his friends were doing and to make sure everything was OK. A young girl with her mother approached Santa and he responded with “Merry Christmas.”

As the sleigh pulled up to the first house, Santa regaled the kids with “Ho ho ho” as the adults unloaded one of the pickups in the caravan. There were so many people in that first house, they had to leave the toys, clothes and such in the driveway. Two kids showed off Tshirts they had made showing appreciation for the Privateers. A young lady’s shirt announced she was a “Pirate cheerleader” and a boy was dressed up

in pirate gear. They both wore beads.

When the group finished unloading, Santa shouted a final “Merry Christmas,” and they left.

It was a slow trip to the next house with Santa on the sleigh in the fading light as the traffic went around it.

When they arrived, they started unloading presents, clothes and food into a tiny house that became very crowded.

When they finished, they took off back to the shopping center with Santa. They all got into their vehicles and took off – their final assignment for a Merry Christmas completed.

Obituaries Nicholas Todd Smith In loving memory of Nicholas T. Smith, age 26, of Marshfield, Wis., passed away unexpectedly due to a work-related accident Wednesday, Dec. 14, 2016.

Nick’s funeral service was held on Friday, Dec. 23, 2016 at Life Tributes Funeral Home in Spencer, Wis. For Florida family and friends, a celebration of ife will be held at a later date when Nick's remains are returned to Florida. Date, place and time will be announced.

Nick was born on Dec. 1, 1990, in Belleville, Ill., to Nancy Jarvis and Todd Smith. When he was five years old, he and his mother moved to Anna Maria Island.

This is where his love of sports began. He excelled in soccer, football and basketball. Nick pretty much loved to play any sport if it included a ball, and he was very competitive. Nick graduated from Manatee High school in Bradenton in May 2009. He then went on to continue his education at Manatee Tech where he received his associate’s degree.

Nick spent most of his childhood summers in Wisconsin and moved there permanently in 2013.He became a welder at A&B Process Systems Corporation in Stratford, Wis. Nick enjoyed camping with his family during his summers in Wisconsin and hanging out with family and friends when he was in Florida. Other hobbies included playing a round of golf, Sunday afternoon football and cooking up his own original creations. Most of all he loved spending time with his pride and joy, his son, Jaxson. Also, his fiancé, Paige, his family and his beloved dog, Mia. Loved ones that will miss Nick, are his father, Todd Smith, of Marshfield, Wis.; his mother, Nancy Jarvis, of Bradenton, Fla.; his fiancé, Paige Schuh, and his precious son, Jaxson Carter Smith, both of Marshfield, Wis.; his stepmother, Katie Smith, of Marshfield, Wis.; his three sisters, Dezirea (Dylan Hitt) Leonard, Dakota Smith, both of Marshfield, Wis.; and Natalie (Chris) Shaffer, of Anna Maria Island; and his brother, Nathan (Amie and children) Rowe, of Bradenton, Fla. Nick is further survived by his paternal grandparents, Kip (Sharon) Smith, of Cuba, Mo.; aunt Kelly (Joseph) Flynn, of Dyer, Ind.; uncle Alan Jarvis, of Collinsville, Ill.; uncle Paul (Sue) Jarvis, of Troy, Ill.; and Uncle John (Glynda) Jarvis, of Collinsville, Ill.; nephew Gaige (Leah Herranz) Bailey and Niece Paighton Hall, both of Fla.; and his loyal dog Mia.
