CRA reaches settlement with Technomarine

The settlement agreement calls for the dock sections, hardware and floats to be delivered to the CRA within 45 days.

BRADENTON BEACH – The Community Redevelopment Agency (CRA) and Technomarine have negotiated a settlement agreement that if fulfilled should result in the installation of a new floating day dock next the Bridge Street Pier early next year.

The mutual release and settlement agreement approved by CRA members last week gives Technomarine and CEO Erik Sanderson 45 days to deliver the floating dock decking, hardware and floats needed for installation.

BRADENTON BEACH – The Sunshine Law lawsuit involving six former city board members is tentatively scheduled for trial on or around March 11.

The trial date was established during a Monday, Dec. 3, case management hearing. City attorney Ricinda Perry then provided city commissioners with an update during the commission’s Thursday, Dec. 6, meeting.

Perry said the parties involved have agreed to a pre-trial mediation session on Feb. 25 in an attempt reach a settlement before the case goes to trial.

“Nothing can be binding until it comes before you all,” Perry told the commission regarding any proposed settlement.

Perry said the goal is to try to convince some or all of the defendants to apologize for their past actions and come up with a reasonable settlement.

Holiday of Treasures Open House is Friday Anna Maria businesses will be serving up a variety of free holiday treats and festivities during the Holiday of Treasures Open House.

ANNA MARIA – As part of the Holiday of Treasures Open House, Anna Maria merchants invite folks to stroll through the city and enjoy light refreshments at participating businesses along Pine Avenue and Gulf Drive on Friday, Dec. 14.

Taking place from 5:30 to 8 p.m., the annual holiday event is sponsored again this year by the Anna Maria Island Historical Society and the Anna Maria Island Sun. Free cookies and cider will be served at the AMI Historical Museum, 402 Pine Ave, and the Roser Memorial Community Church’s Joyful Noise Children’s Choir will perform a free outdoor concert in the museum’s Historical Park at 6 p.m.

The Anna Maria Holiday of Treasures Open House will be preceded that day by the city’s second annual Holiday Carols in the Park holiday event. The city event will take place at City Pier Park on Friday, Dec. 14, from 4 to 6 p.m.

The Saint Stephen’s Upper School Band, the Falcon Voices high school choir and the Major Minors middle school chorus will perform holiday music and sing-alongs. Santa will pay a visit to the park, goodies will be given to youngsters and free eggnog and refreshments will be served.

Boat parade registration continues

First charter review meeting scheduled The city of Anna Maria’s newly-appointed Charter Review Committee (CRC) will meet for the first time on Wednesday, Dec. 19, at 9 a.m. The public meeting will take place in the commission chambers at city hall. The meeting agenda lists the following items: general public comment, swearing in of the charter review commissioners, election of a chair and vice chair, discussion on the scope of the commission’s forthcoming review of the city charter and setting the date for the commission’s next meeting.

The CRC consists of Sissy Quinn, Fran Barford, Jack Brennan, John Chambers and Mark Short.

Copeland recognition on this week’s agenda The Anna Maria City Commission will meet at 6 p.m. on Thursday, Dec. 13. After general public comment, newly-elected commission chair Brian Seymour will recognize Commissioner Doug Copeland for his three years of service as the commission chair. The commission will then discuss on second reading a flood damage protection ordinance.

At the request of Commissioner Amy Tripp, the commission will discuss a fence ordinance.

Mayor Dan Murphy and the commission will discuss the city’s contract with pier tenant Mario Schoenfelder. The mayor and commission also will discuss Resident of the Year Committee appointments and the contract status of the city’s contracted building official.

Crowds celebrate in Holmes Beach

Registration continues for the inaugural Bradenton Beach Holiday Boat Parade taking place at 7 p.m. on Saturday, Dec. 15. Cash prizes will be awarded to the best-decorated boat or boats.

The boat parade is sponsored by the Bradenton Beach Marina and Island Pearl Excursions.

The parade will begin near the Cortez Bridge, head south to Longboat Pass Bridge and then turn around and pass by the historic Bridge Street Pier before ending at the Bradenton Beach Marina.

HOLMES BEACH – Businesses reported that more people than last year turned out for the Holiday Open House Friday night. It might have been the perfect weather or cabin fever from the past weeks of red tide, but the visitors also spent money, which the merchants needed.

The open house also included A Paradise Realty’s 2018 Toys for Tots wine and tappas tasting, with Hurricane Hank’s supplying the food and wine.

The celebration started around the Ann Maria Island Chamber of Commerce, sponsor of the annual event.

The crowd gathered in the Chamber parking lot, sampling cookies and listening to music provided by CrossPointe Fellowship.

In years past, many people headed for the shopping centers before the Christmas tree lighting but this year, scrumptious snacks at Aqua Aveda next to the Chamber kept the visitors around. There was a “Christmas Vacation” moment when the tree’s lights came on, then all of the lights in the parking lot went off. It was only temporary, and the lights came back on and stayed that way.

The shops and art outlets reported good sales and the Toys for Tots donations also were plentiful. The mechants were thankful and hopeful that business rebounds from the lingering effects of red tide.

Celebrate Christmas on Bridge Street Saturday’s Christmas on Bridge Street celebration will feature “music on the move” and a traveling stage.

BRADENTON BEACH – The Bridge Street Merchants will host their annual Christmas on Bridge Street holiday celebration from 4 to 6:30 p.m. on Saturday, Dec. 15.

The holiday festivities will take place up and down Bridge Street in the heart of the city's business district.

Santa Claus will visit the businesses up and down street aboard his electric sled and participating retailers and food and beverage establishments will offer specials and special holiday activities.

This year’s musical roster includes Brigid’s Cross, Steve Arvey, Rebecca Bird and Deacon Gibson, with Arvey again serving as musical coordinator. As a new twist, the musicians will perform on a flatbed trailer that will provide music on the move at various locations

On Saturday, Christmas Designers began installing new holiday decorations on the historic pier clocktower and along Bridge Street. The Bradenton Beach Public Works Department installed the wreaths and garland that adorn the Bridge Street light poles. along Bridge Street and beyond.

Students from the Manatee School of the Arts will also wander Bridge Street singing Christmas carols.

A cornhole tournament and children’s craft activities will take place in the parking lot at the historic Bridge Street Pier.

Bridge Street will look even more festive this year thanks to the new holiday decorations recently purchased by the Community Redevelopment Agency.

The new decorations were manufactured and installed by Christmas Designers, the firm that does the elaborate holiday decorations along University Boulevard and at the University Town Center mall in Sarasota.

The new decorations supplement the decorations purchased in previous years by the Bridge Street Merchants and the merchants’ beautifully decorated Christmas tree that stands in the traffic circle at the east end of Bridge Street.

“The street looks very nice,” said Bridge Street Merchants vice president Sherman Baldwin.

Christmas on Bridge Street is cosponsored by the Anna Maria Island Sun. Christmas on Bridge Street will be followed by the Bradenton Beach Holiday Boat Parade that starts at 7 p.m.

ed tide is not naturally occurring.

More precisely, it is and it isn’t.

Karenia brevis, the toxic alga that populates the spreading, lethal blooms we call “red tide,” is, in fact, a naturally-occurring organism. And yes, much smaller red tides have been documented since the arrival of Europeans on these shores.

But there is a vast difference between the naturally-occurring red tides and the red tides we have been enduring for the last 60 years.

There has been an 18-fold increase in K. brevis concentrations in the years between the two data sets, leading to today’s megablooms (Brand and Compton, 2007).

Therefore, standing on solid scientific ground, I will state unequivocally that red tide as we know it today is not naturally

More on red tide occurring, and that to say otherwise is to do the public a profound disservice. Furthermore, unless something is done to halt the flows of man made nutrient pollution, there is no indication that anything will change.

The cause of today’s red tides is anthropogenic nutrient pollution (primarily nitrates and phosphates). It is not merely a marginal contributing factor or a variable, as certain institutions and elected officials would like us to believe. It is the cause. The seasonal timing of these mega-blooms has shifted over the last 60 years to actually match seasonal flows from polluted upland rivers down to the sea. There are three sources of nutrient pollution in nearshore coastal waters, where red tide blooms are strongest, according to Brand and Compton: Stormwater runoff, animal waste and fertilizers from farms, and phosphorus from the Bone Valley, which includes parts of Manatee, Hillsborough, Polk and Hardee counties.

STORMWATER RUNOFF

Up until the 1950s and early 1960s, the Florida Gulf Coast was largely undevel-

oped, with 80-90 percent land coverage in vegetated tracts and parcels, which retained and absorbed rainfall, flooding and drying in natural cycles. Any stray nutrients were retained and absorbed in wetlands and upland habitats. Today, the coastline is virtually 100 percent developed with roads, rooftops and paved parking lots, all of which turn rainwater to “stormwater,” which is contaminated with nutrients.

Animal waste and fertilizers Since the construction of the canal from Lake Okeechobee into the Caloosahatchee River (1937), the watershed of the Caloosahatchee has been increased by a factor of four, as the Kissimmee River basin and the lake now feed the Caloosahatchee. The Kissimmee/Caloosahatchee watershed is home to the most intensively-farmed counties in the state, which have been sending a torrent of nutrients downstream since Rick Scott and the Florida Legislature passed Senate Bill 552 in early 2016. SB 552 made as-yet-unwritten, unenforceable, voluntary best management practices the law of the land for municipal and agricultural sources, with predictable results.

PHOSPHATE

Immediately west of the Kissimmee watershed is the Bone Valley - source of much of the world’s phosphate fertilizer.

Phosphate was mined out of pits on a modest scale until the Green Revolution of the 1950s and 1960s, when massive dredges and draglines were deployed on the Florida landscapes to strip-mine hundreds of square miles, leaving thousands of acres of nutrient-rich soils exposed to rainfall at any given moment. This material is carried to the sea by five rivers.

Larry Brand, a PhD researcher with University of Miami, and his colleague, Angela Compton, did a comprehensive research paper published 2007 in the scientific journal, Harmful Algae. They studied extensive data sets taken by the Florida Fish and Wildlife Research Institute from 1954 through 1963 and from 1994 through 2002.

Their conclusions are stark. The 1954-1963 set can be viewed as historic, “naturallyoccurring” red tide, which was neither a threat to tourism nor an apocalyptic killer of fish, but the 1994-2002 set - today’s conditions - is both.

Mayor gets something done Three days in office and our newly elected Mayor Judy Titsworth got something done!

Most residents in Holmes Beach may not have noticed that the north end of the city at Gulf Drive and Palm Drive has been blocked off and rerouted for approximately five months or more.

Many citizens of Anna Maria and the citizens living from 81st to 85th streets in Holmes Beach asked me why one of the main thoroughfares was closed. I contacted three city commissioners and the mayor, and none knew why. It was reported to them after my inquiry by the city that there was: (1) A safety issue on that intersection; (2) Part of the intersection was being considered to be closed permanently; (3) A drainage project was happening, so it would be closed.

Not notifying the citizens of our city that a main thoroughfare that has been in existence maybe 70 to 100 years would be closed without a public meeting or notices to our elected officials is not good. If the intersection

needs to be tweaked then do it with public support from Holmes Beach and the city of Anna Maria, as every resident of Anna Maria must come through our city to get off the Island.

Well, Mayor Titsworth responded to my inquiry, made some phone calls and three days later the road was reopened after having been closed for five months.

Thanks Mayor Titsworth for getting something done.

Privateers parade shortens

If you thought the Anna Maria Privateers Christmas Parade was shorter than normal, you’re probably not alone.

Despite several vehicles representing Paddlers From Paradise, the Island’s dragon boat team, and eight young ladies on horseback representing characters

from the movie “Frozen,” there were fewer vehicles representing businesses, condos and neighborhoods.

Last year’s parade was short, due to bad weather, but that wasn’t the case Saturday.

Holmes Beach was represented by police chief Bill Tokajer and his wife in his patrol golf cart, a patrol truck with officer Josh Fleischer and the Holmes Beach Police boat

with elected officials and Anna Maria Mayor Dan Murphy and his wife, Barbara, showed up, but no elected officials from Bradenton Beach or the Manatee County Board of Commissioners were in the parade.

When the parade ended, there were an ample number of kids to sit on Santa’s lap, play at Coquina Beach and enjoy lunch on the Anna Maria Island Privateers.

BRADENTON BEACH – The recently-formed Love Bradenton Beach business collective and the non-profit To Inform Families First (TIFF) organization are partnering to host the inaugural Bradenton Beach Lighted Golf Cart Parade.

The golf cart parade will take place Friday, Dec. 21. The parade will depart from the Coquina Beach Cafe at 6:30 p.m. and proceed north on Gulf Drive to Bridge Street, where the lighted carts will turn east and travel through the downtown business district. The golf carts will then turn north on Church Street, west on Second Street North, south on Gulf Drive and wind up Island Time Bar & Grill on Bridge Street for an awards ceremony and after-party.

There is a $20 per golf cart registration fee for individuals and a $30 fee for commercial entities.

Love Bradenton Beach founder Walter Loos sought parade sponsorship from the Community Redevelopment Agency.

FUNDING REQUEST DENIED

On Wednesday, Dec. 5, Love Bradenton Beach founder and local businessman Walter Loos asked the Community Redevelopment Agency (CRA) to consider a $1,000 parade sponsorship to be used for marketing, prizes and awards.

The parade route Loos proposed that day began at Coquina Beach and extended to Mr. Bones BBQ in Holmes Beach before returning to Bradenton Beach for an awards ceremony. Mayor and CRA member John Chappie said he loved the idea of a lighted golf cart parade, but he questioned whether CRA funds could be used to sponsor a citywide event.

City Commissioner and CRA member Jake Spooner said he thought $1,000 was a lot to spend on awards.

City Attorney Ricinda Perry said the use of CRA funds would be legally questionable for a parade route that began on county-owned property at Coquina Beach and extended beyond the CRA district and into a neighboring city. The CRA district extends from the Cortez Bridge south to Fifth Street South.

Chappie suggested a parade route that stayed within the CRA district

and started at city hall, passed through the Bridge Street business district, the Pines Trailer Park and other residential areas before making its way to the Bradenton Beach Marina.

Loos said he would revise the parade route, and it was noted that the special event permit request was on the agenda for the following night’s City Commission meeting. Perry reminded Loos and the CRA members that the City Commission does not have the authority to spend CRA funds. Taking no formal action, the CRA members supported the parade, but denied the sponsorship request.

On Thursday, Dec. 6, the City Commission unanimously approved the special event permit request for the lighted golf cart parade. Before approving the permit as part of the consent agenda, Spooner, Chappie and Commissioner Ralph Cole clarified the approval did not include any city or CRA funding.

Loos attended Thursday’s meeting but arrived after the special event permit request was approved. After the meeting, he explained the revised parade route and said the parade would still proceed without CRA sponsorship.

Privateers bring holiday cheer

The holiday season is upon us, and the Anna Maria Island Privateers are taking the opportunity to spread some holiday cheer and foster the spirit of volunteerism in a group of young people.

The nonprofit has adopted three local families for the holidays – Amber Crawford and her two children, Maggie and Chris; Michelle Questell and her children, Giovanni and Aurinar; and Dorothy Galipo and her daughter, Mira.

Privateer Shelly “Fireball” Hill, who heads up the annual program, said this year each of the families chosen is medically needy as well as in financial straits.

As a part of the program, the children rode for the first time in the Privateers’ Christmas parade on their own pirate ship. At Christmas, each family receives a visit from Pirate Santa who gifts each family with the means for a holiday feast and presents for the children.

Longboat Key to host coyote forums Representatives from the Florida Fish and Wildlife Commission are coming to Longboat Key Dec. 17 to host two informational public workshops to answer questions about coyotes and how to deal with them in residential areas. ne taste of a specific food can take us to a special time or place. Peppermint is a flavor that instantly reminds me of Christmas. Why do we make this association? Possibly because of the candy cane.

Centuries ago, parents used plain sugar sticks to pacify crying babies. However, the candy cane itself can be traced back to a German church. Legend has it that in the early 1600s, a German choirmaster was looking for a way to keep restless children quiet while they were watching the live Nativity. He asked a local confectioner to create a special hard candy to keep the kids busy. His creation was a sugar stick shaped like a shepherd’s staff.

Giving out the white candy canes became a popular tradition. The custom quickly spread throughout Europe.

In the 1800s, white candy canes started showing up as Christmas tree decorations. It wasn’t until the early 1900s that the candy canes received red stripes and peppermint flavoring.

Candy cane production really took off in the United States in the 1920s. Bob McCormack, from Atlanta, made candy canes as special Christmas treats for family and friends. The handmade treats were very labor intensive. McCormack’s brother-in-law, a priest and inventor, developed a machine especially for the automation of candy cane production. McCormack’s company, Bob’s Candies, became the first company to mass produce and distribute candy canes worldwide. It continues to make millions of people happy with its peppermint treats today.

Peppermint, a natural hybrid of water mint and spearmint, is one of the most popular flavoring agents.

This time of year it is added to cookies, cakes, frosting and even coffee. Peppermint bark, a mix of chocolate and peppermint, is a treat that can be easily made with family and friends. In an airtight container, it will last for 7-10 days. Dress it up with candies, pretzel bits, nuts and crushed peppermint, and enjoy this taste of Christmas.

• Microwave 12 oz. vanilla candy coating or white chocolate chips in a microwave safe dish at medium power for 1 minute or until melted. Stir at 30 second intervals.

• Stir in ½ teaspoon peppermint extract.

• Spread melted chocolate 1/8 inch thick on a parchment lined pan..

• Sprinkle chocolate with crushed peppermint. Add your choice of crushed pretzels, nuts and candies.

• Allow bark to chill for 20-30 minutes. Break into assorted pieces and enjoy.

Roser group helps with hurricane response Seven members of Roser Memorial Community Church traveled to Mexico Beach to help bring relief to residents in the wake of Hurricane Michael.

ANNA MARIA – When Hurricane Michael made landfall Oct. 10 in the Florida Panhandle near Mexico Beach as a Category 4 storm, it left devastation for residents and business owners in its wake. A group of seven people from Roser Memorial Community Church traveled to the area Nov. 11 for a five-day trip to help bring help and hope to the area.

The group, including Rev. Neil Crowell, David Cheshire, Dan Luckenbill, Ruth Martin, Matt Meehan, Mike Pescitelli and Randy Swain drove in a caravan to Wewahitcha, Fla., in the Panhandle which served as their base camp. During the day, they traveled 20 miles to Mexico Beach to help with cleanup efforts and providing emotional support to residents still stunned by the magnitude of the storm.

Meehan said he’s been on three similar disaster relief trips, all sponsored by the church and Samaritan’s Purse, and this was “by far the worst” damage he’d encountered.

“It was total devastation,” he said, likening the visual experience to seeing the site of a meteorite crash.

“It was like a huge tornado had come in and just sat there,” Swain said. “What wasn’t torn up was completely moved.”

Luckenbill said he was “dumbfound-

ed” by the damage to the area and the amount of need that exists in the Panhandle as residents try to work their way back to a semblance of normalcy.

“It’s catastrophic damage,” he said.

The group spent five days working 10 hours a day to help residents remove belongings from damaged structures, put tarps on roofs, tear out damaged drywall and listen as residents told their stories to relief workers. Volunteers also helped prepare meals for

volunteers and the community, clean and direct residents to local relief resources.

“People just don’t know who to turn to,” Pescitelli said.

“Sometimes the homeowners just need someone to talk to,” Swain said.

“The work will get done.”

In addition to helping bring hope to the storm’s victims with their presence and work, the group also helped residents locate assistance by way of supplies, food, clothing and other aide outside of government services. Meehan said this is the first disaster relief trip he’s been a part of where there were no FEMA trailers on the ground to provide temporary shelter. Pescitelli said most of the people he spoke with are staying with friends or family members located 50 miles or more away from their ruined homes and travel daily to help pick up the pieces of their lives. Some people in the area also are staying in tents.

“These people’s lives have just been darkened,” Swain said. “We wanted to help them see that God loves them enough to help them get their lives SEE ROSER, PAGE 22

Red tide continues to fluctuate

Very low to medium levels of red tide were found in water samples taken last week around Anna Maria Island, according to the Florida Fish and Wildlife Conservation Commission (FWC).

The most recent FWC water samples available show these concentrations of red tide: Not present or background: Mead Point at Perico Island, Dec. 4 Very low: Cortez Beach (Bradenton Beach), Dec. 3; Robinson Preserve, Dec. 5 Low: Rod and Reel Pier (Anna Maria), Dec. 3; Longboat Pass boat ramp (Sarasota Bay), Dec. 3 Medium levels: Palma Sola Bay bridge, Dec. 5.

• Background concentrations of red tide cause no anticipated effects.

• Low levels can cause respiratory irritation, shellfish harvesting closures and possible fish kills.

• Medium levels can cause respiratory irritation, shellfish harvesting closures and probable fish kills.

• High levels can cause all of the above, plus water discoloration.

Respiratory irritation was reported Nov. 29 and Dec. 1-5 at Coquina Beach in Bradenton Beach and Dec. 1-6 at Manatee Beach in Holmes Beach.

Fish kills also were reported in Manatee County over the past week.

Red tide is a type of algae that emits a neurotoxin when it blooms. Deadly to fish, sea turtles, marine mammals and shorebirds that feed on affected fish, red tide makes shellfish unfit to eat, and can cause respiratory irritation in people, especially those with asthma, COPD or other respiratory diseases.

The toxic algae bloom has been present in the southwest Gulf of Mexico for more than a year, reaching Anna Maria Island in early August.

Red tide reaches Robinson Manatee County crews worked last week to remove dead fish from Robinson Preserve, the latest local area affected by red tide. The toxic algae has been plaguing Gulf of Mexico, Intracoastal Waterway and Sarasota Bay waters around Anna Maria Island since the beginning of August. Trails remain open, but county parks staff recommends visiting Emerson Point Preserve in Palmetto, which is not yet affected by red tide.

START issues call to action START (Solutions To Avoid Red Tide) is forming a new coalition of organizations and concerned citizens to ensure that policymakers follow through on their campaign promises to take action to reduce the nutrients in Florida waterways that feed red tide.

The Call To Action coalition is looking to federal, state and local policymakers to take the following nutrient-reducing actions: • Find a viable solution to keep the polluted discharges from Lake Okeechobee that feed red tide out of rivers, the Atlantic Ocean and the Gulf of Mexico • Fund the resumption of converting existing septic systems • Continue the upgrading of sewer treatment plants to reduce effluent in waterways • Develop new nutrient filtering systems to improve the efficiency of stormwater holding ponds • Expand the cost-effective use of oysters and clams as natural nutrient filterers in coastal waters • Encourage “soft engineering” living

“It renews your hope for the citizens of this world,” Luckenbill said.

“You just leave with a new energy, vigor and faith in humanity.”

“We support each other as much as we support the victims,” Meehan said, adding that despite having their own issues to deal with, each volunteer gave up a week of their time to join the group and help those in need.

Luckenbill said he believes there are three sections to the work that needs to be done with disaster

relief missions – bring hope, love and joy to the people affected; help with the physical work; and spread fellowship and volunteerism within the community and volunteers onsite.

Pescitelli said seeing the good work the group accomplished during the trip and the work that Samaritan’s Purse is doing to assist disaster victims has encouraged him to become more physically and financially involved in the relief efforts, something he hopes other people will do as well.

Tourist tax spending approved Manatee County commissioners have voted to approve spending tourist tax money to pay for Coquina Beach parking lot improvements, buy lettuce for manatees and reimburse property taxes for LECOM Park (formerly McKechnie Field).

Commissioners unanimously voted to amend the Manatee County Tourist Development Plan to reflect the expenditures on Tuesday, Nov. 27.

The amendment allows up to $5 million in tourist taxes to be spent on capital improvements to Coquina Beach Park, including stormwater improvements, resurfacing parking lots and

Manatee County commissioners have approved up to $25,000 in tourism taxes to sponsor the Blue Community Sustainable Tourism Pilot Program.

The Tourist Development Council unanimously recommended approval of the program for hotels, resorts, restaurants and attractions to earn Blue Community certification.

The sustainability program aims to reduce consumption and ecological footprints and create more supportive cultures for sustainable tourism.

Community members will be trained to create an action plan with desired outcomes, implementation of Blue Community strategies and indicators to measure success.

Training will take place this fall and in January 2019 at the Studio on Pine Avenue in Anna Maria.

Florida set a tourism record, welcoming 95.8 million visitors from January through September, the highest number of visitors in any nine months in Florida’s history, according to Visit Florida.

The number represents a 6.7 percent increase over the 89.8 million visitors during the same period in 2017, including 85 million domestic visitors, 8 million overseas visitors and 2.8 million Canadian visitors.

Visit Florida estimates that a record 30.7 million visitors traveled to Florida in the third quarter of 2018 (July-September), an increase of 10.1 percent over the same period last year. This third quarter number represents 27.5 million domestic visitors, 2.7 million overseas visitors and 490,000 Canadian visitors to the Sunshine State.

The state welcomed 118.8 million visitors in 2017.

Tree removal request The Bradenton Beach City Commission is considering a property owner’s request to remove this Australian pine from the city right of way at the corner of Highland Avenue and First Street North at an estimated cost of $8,000. The owner’s arborist says the tree is diseased and in danger of splitting down the middle. Mayor John Chappie asked Public Works Director Tom Woodard to get a second opinion. If the tree can be trimmed and saved, Chappie suggested the Community Redevelopment Agency develop an enhanced tree program for the CRA district.

Sarasota Bay seagrasses take a big hit

don’t have to remind anyone of the devastation the red tide wrought in our bays and Gulf. Images of dumpsters stuffed with fish, dead dolphins, manatees and sea turtles have filled the news and been displayed across social media for the last four months.

What we don’t see and what as yet may prove to be the most damaging aspect is the death and die back of seagrasses.

These underwater ecosystems have been referred to as the rainforests of the sea and function to support the marine environment in numerous ways. Most importantly, perhaps, is their importance to water quality.

“Seagrasses help trap fine sediments and particles that are suspended in the water column, which increases water clarity. When a sea floor area lacks seagrass communities, the sediments are more frequently stirred by wind and waves, decreasing water clarity, affecting marine animal behavior, and generally decreasing the recreational quality of coastal areas.

Seagrasses unlike much of our sea life is mostly hidden from view. Unfortunately, the old adage, “Out of sight out of mind” might apply here. Just last week, I took my boat out to see firsthand the condition of local seagrasses.

What I saw at once encouraged me and gave me pause. I am no scientist and this information is, of course, anecdotal ,but from the Sister Keys south to Long Bar in mid-Sarasota Bay, I found large areas of

The good news is that this grass will recover, and the bare areas probably have living roots that will regenerate when the

waters clear and they can properly photosynthesize. Unfortunately, the current condition when extrapolated bay wide portend a marine environment that will be much less productive.

Sarasota Bay Watch, known for its scallop restoration is now reseeding clams, another dynamic water filterer into Sarasota Bay. The non-profit will have released close to a quarter million southern hard-shell clams into Sarasota Bay by years end and has ambitious plans for planting a million in 2019. Jacks perfect for fly fishermen CAPTAIN DAVE WHITE

The fishing around our little Island has been pretty good last week.

Despite the winds and frequency in temperature drops, things have been pretty good. Sheepshead have seemed to moved in pretty well.

Local docks, reefs and bridges are filling up with these tasty convicts.

We here at Anna Maria Charters are focused on these fish when clients want a meal. A shrimp on a jighead is my method of filing the cooler.

Gag grouper have made their way into the shallower waters. In the winter months, they’ll come in from deeper waters as the temperature cools down. Live pinfish and deep diving trolling plugs will get you hooked up. Focusing on the edges of the structure is the key to finding these fish, at least in my experience.

Snook, spotted seatrout, Jack crevalle and the occasional redfish are being caught as well. I’ve had quite a few fly clients lately.

And Jacks are probably the best fighters you can get on an 8 weight setup. When one Jack shows up, there’s normally 20 or 30, which always turns into multiple hookups.

A fight with a 10-pounder can be a 20-30 minute ordeal, and the clients always love them. Most fly fisherman are solely catch and release, so the Jack is the perfect animal for them.

Hilton Bruch and Jan Bailey-Bruch, from St. Pete, also fished dock lights for snook on a night trip with me recently. With a good tide, they had fast action catching and releasing numerous snook and a nice bluefish on my Grassett Snook Minnow fly.

I was the instructor for an Orvis Fly Fishing 101 introductory fly fishing clinic on Saturday. Students were introduced to the sport of fly fishing and had an opportunity to cast a fly rod. The next fly fishing event will be an Orvis-Endorsed Fly Fishing School on Jan 19, 2019.

The school will cover fly casting, leader construction, fly selection and saltwater fly fishing techniques. The

course, designed for beginning and intermediate fly casters, will focus on basics but also work with intermediate casters on correcting faults and improving casting skills.

CRA moving forward with living shoreline Purchasing clams is the first step in the CRA’s plan to create a living shoreline near the Bridge Street Pier.

BRADENTON BEACH – The city’s Community Redevelopment Agency (CRA) is committing $40,000 to purchase and relocate 200,000 clams as a first step in the plans to create a living shoreline alongside the historic Bridge Street Pier.

The CRA members unanimously agreed to this expenditure during their Wednesday, Dec. 5 meeting. Also on hand for last week’s living shoreline discussion were Sandy Gilbert, Chairman of START (Standing Together Against Red Tide) and Bruce Barber, Executive Director of the Gulf Shellfish Institute.

Gilbert noted that clams, oysters and scallops help remove pollutants from the bay waters and are also beneficial to the seagrass. Gilbert said the clams proposed were a large breed stock

“It’s a great project,” CRA member and Mayor John Chappie said.

CRA chair Ralph Cole said the red tide wasn’t present near Anna Maria Island when he first proposed a living shoreline more than a year ago.

“Anything we can do to help,” he said.

CRA member and City Commissioner Jake Spooner suggested using Cortez commercial fishermen to disperse the clams in the water near the pier, using boats and buckets. The other members thought that was a great idea.

CRA member and local restauranteur Ed Chiles was unable to attend last week’s meeting, but City Attorney Ricinda Perry said he offered the

Chiles Group truck to make multiple trips to pick up the clams from north Florida. The board requested that Chiles lead these efforts.

Barber said the ideal ratio would be between five and 10 clams per square meter.

It was noted that oysters could later be placed near the pier pilings and along the rocks that line the shoreline.

“This would be a start, the first step to get something going,” Cole said of the clams.

Cole would also like to see reef balls installed in those waters.

Later in the meeting, the CRA members discussed in general terms the previously-proposed finger docks that would connect to the floating day dock and possibly extend west toward the small public dock known as the “dinghy dock.”

Emily Anne Smith, the CRA’s architectural designer, presented drawings and an alternative option for the finger docks to extend north of the day dock and those discussions will continue at future meetings.

UK crew films promos on Island A film crew from the United Kingdom spent time in early November collecting video footage that will be used to help promote six properties in the Pineapplefish portfolio. Center reports good results for October

ANNA MARIA – The Center of Anna Maria Island’s board of directors is celebrating a good start to the 2018-19 fiscal year going into the holiday season.

The nonprofit’s October year to date financial statements show a net income of $48,270, $159,740 over the previous fiscal year and $96,524 better than a budgeted loss of $48,255. Board treasurer Christine Hicks said the positive number is due primarily to having two positions, development director and operations director, still vacant. Chair David Zaccagnino said the board is actively interviewing candidates for both positions but wants to make sure that the candidates selected are the right fit for the jobs.

Hicks also said that donations

and fitness programming are both up. Fundraising ended the month with $156,095 in revenue with $16,260 in direct costs resulting in $139,836 in income. That number helped offset a net loss of $91,566 from operations. Though Hicks said program revenues are on target with the budget at $153,305 with costs at $92,273, 22 percent below budget, after $152,598 in administrative expenses programming finds itself in the negative.

Hicks said general and administrative expenses are 12 percent under budget, primarily due to savings on employee salaries and benefits for the open positions.

After capital expenditures of $38,794, the Center ended October with a positive outcome of $9,475.

Membership revenue has stayed consistently higher over the previous two years since the July 1 start to the fiscal year. Though October

fell short of reaching last year’s $20,947 for the same time frame, ending at $16142, Hicks projects that November’s numbers will come out at $27,361, well over the November 2017 number of $19,911 in membership revenue.

Wrapping up this year’s Lester Family Fun Day, Zaccagnino said an estimated 500 or more people attended.

“We sold every hamburger and raffled off every turkey,” he said.

Hicks, the winner of the 50/50 raffle donated her half of the pot, $2,100, back to the Center.

The board is awaiting reimbursement from Manatee County for the purchase of a van from the concession funds awarded to the nonprofit earlier this year. Zaccagnino said they’re also moving forward with additional capital improvement projects approved for reimbursement by the county.

Parks members discuss project progress

HOLMES BEACH – Members of the city’s Parks and Beautification Committee have a lot of projects in the works for their 2018-19 season.

One of those projects has been to install low maintenance plants, along with electricity and irrigation, to three traffic islands along Marina Drive near the Gulf Drive intersection. Chair Zan Fuller said the work on the islands had been completed and all that was left is to find a preferably white reflective paint to make the concrete

curbing around the islands more visible to nighttime drivers.

Committee member Dennis Groh was charged with developing suggestions for trees or bushes that could be planted along the planned multi-use path extending from the Anna Maria city border in the north to the Palm and Marina Drive intersection in the south along the east side of Palm Drive.

Groh said the task might be easier said than done due to restrictions on the plants. The plants cannot drop large amounts of leaves, nuts, or berries or have roots that would interfere with the drainage

system or damage concrete.

The adopt a spot program is moving forward with former committee member Renee Ferguson as the first new addition. She’s adopting a spot at the intersection of 77th Street and Marina Drive where she hopes to install a memorial bench in memory of her late husband along with a shade tree and a bush. Committee members are working to update the program contract and get new adopters on board.

Committee members next meet at 10 a.m. Wednesday, Jan. 2, at city hall, 5801 Marina Drive.

Privateers, Drift In team up for fund-raiser The Anna Maria Island Privateers and the Drift In will host their annual holiday fund-raiser on Saturday. Dec. 15. The proceeds from this year’s event will help provide Christmas gifts for children coping with autism, Tourette syndrome, diabetes, ADHD, obesity, bullying, poverty, ill parents and other challenging conditions. Proceeds also will help fund the scholarships given out by the Privateers each year.

Taking place at the Drift In, 120 Bridge Street in Bradenton Beach, the fund-raiser will begin at 5 p.m.

There will be pot luck dinner, and

attendees are asked to bring a favorite dish. The infamous lotto board and the equally infamous liquor basket will be among the items raffled off. Santa Claus will be there too.

There is a list of requested Christmas gifts and clothing items hanging on the back wall of the Drift In that can be purchased and brought to the party. Atendees also can bring any new toy, gift or article of clothing suitable for boys and girls between the ages of 6 and 16. The 16-year-old is dual enrollment student who needs a laptop computer for school assignments.

Holmes Beach gets a Christmas tree Thanks to Commissioner Carol Soustek and Parks and Beautification Committee member Dennis Groh, Holmes Beach has a real live Christmas tree.

HOLMES BEACH – After the idea of having a live Christmas tree came up in the October Parks and Beautification Committee meeting, it didn’t take long for one to be planted at city field with the idea that residents can watch the blue cypress Christmas tree grow year after year.

Once the committee brought up the idea, liaison Commissioner Carol Soustek decided to follow up on it with committee member Dennis Groh. Groh just happened to have a 10-year-old blue cypress that he’d grown from a sapling in his backyard. He donated the tree to the city, and it was quickly moved to city field where it was replanted and is planned to be decorated with Christmas lights and

lit on Dec. 18 in a city-sponsored lighting ceremony, with commission approval.

City commissioners will vote on the matter during their Dec. 11 meeting.

“It was a brilliant idea,” Soustek said, adding that she hopes the tree will help to bring the community together and spread some holiday cheer. “Things started falling into place like it was meant to be.”

At the Dec. 5 parks and beautification meeting, Mayor Judy Titsworth said the tree was moved to city field and replanted without going through the proper approval channels. She said the location of the tree, near the pavilion, is problematic because it is in the path of a planned, but not approved, grand entrance to the park complex.

The complex is currently in the design phase with city engineer Lynn Burnett at the helm. Titsworth said she expects the commission to approve the tree and planned tree lighting ceremony but is concerned that the tree may have to be moved to a different location.

“If you move the tree it won’t make it,” Groh said. “You can’t move a tree like that twice.”

In its current location with lots of care from public works employees and staked for a year so that its roots can establish themselves, Groh said the

Anna Maria City Clerk LeAnne Addy is now a certified municipal clerk. Addy recently completed the International Institute of Municipal Clerks’ certification program that requires at least two years of membership, earning 60 points in the Institute’s education category and earning 50 points in the experience category.

Addy became Anna Maria’s city clerk in 2016 after Diane Percycoe retired. Before moving to Florida, Addy served as the city clerk in Hudson, Wisc.

RED TIDE BRIEFS Red tide killing dolphins Red tide is suspected of killing 126 dolphins in Florida, according to the National Oceanic and Atmospheric Administration.

It is the first “unusual mortality event” since the 2005-06 red tide killed about 190 dolphins in the region.

NOAA estimates about 12,388 dolphins live in the Gulf of Mexico from the Big Bend area of Florida south to Key West.

If you find a stranded, dead or sick dolphin, call NOAA’s emergency strandings number at 1-877-WHALE HELP (1-877942-5343) or contact the U.S. Coast Guard on VHF Channel 16.

Manatee death toll climbs At least 207 manatees have died during the red tide bloom that has plagued southwest Florida since October 2017, and which reached Anna Maria Island on Aug. 3.

To date, 91 dead manatees tested positive for red tide, and red tide is suspected in 116 other manatee deaths, according to the Florida Fish and Wildlife Conservation Commission.

Nine manatee deaths have been recorded in Manatee County so far this year, six in Anna Maria Sound and Sarasota Bay; none are confirmed from red tide.

So far this year, 772 manatees have died in state waters, compared to 538 in all of 2017.

No Christmas gifts for foreign buyers A

lmost a year ago, I wrote a column about the proliferation of buyers from other countries coming into the state of Florida. Florida at that time was the national leader for international buyers at 22 percent of all international buyers in the United States.

But there are many foreign countries that either prohibit foreign buyers or levy additional taxes to discourage them. These are a few: New Zealand, in particular, has taken a hard stance on foreign buyers in an effort to make homes more affordable for its citizens.

It recently passed legislation to limit foreign buyers to buying only newly built homes, and only 60 percent of units in new apartment buildings can be owned by foreign buyers.

New Zealand’s neighbor Australia has also increased the tax burden on new homes, introducing a buying tax and raising its stamp tax to 8 percent. This is in addition to annual fees for foreign owners.

Property values in the United Kingdom

Castles in the Sand LOUISE BOLGER have been very hot, especially in London in recent years. To help cool off the market, the U.K. has added a 3 percent surcharge on the stamp tax paid by second home buyers and a 15 percent buying tax on all homes bought through a shell company. This was a previous technique frequently used by foreign buyers, which has resulted in prices falling substantially in London.

Hong Kong also has a tax stamp fee of 15 percent for foreign buyers and has extended that to include all second home buyers as well. And Switzerland, which always has discouraged foreign ownership of property, now requires a permit to purchase property

with a limit of 1,500 permits a year. There is an exception for EU buyers who have permanent homes in Switzerland. Even Mexico will technically not allow foreign buyers to purchase property within 31 miles of the coast or 62 miles of the U.S. border. There are, however, ways to get around this by having local banks hold title to the property.

But there is still hope for foreign buyers who want to purchase exotic properties. The Maldives in the Indian Ocean and Thailand will be glad to take your money.

To my knowledge, I don’t believe the United States government has placed any restrictions on foreign buyers entering our real estate market. Aside from a tax ID number, foreign buyers do not have to be U.S. citizens, do not need a green card and do not require a special visa. As long as they have the cash or can obtain satisfactory financing, they are pretty much free to buy whatever and where ever they want.

The onus is on the lenders to qualify the

buyer’s finances, visas and legal right to be in the country to protect their investment from buyers who suddenly leave the country with the bank becoming responsible for the property. However, almost half of property purchases by foreign nationals are made in cash, 44 percent at last count.

Foreign buyers may be boxed out of purchasing real estate in some countries in an effort to keep their real estate prices from becoming overinflated, harming their own citizens. Fortunately, the United States is a big wealthy country and will not be seriously impacted by an influx of foreign buyers. That said, there are areas of Florida, particularly on the east coast, where foreign buyers have some responsibility in running up property values.

We love real estate buyers no matter where they’re from. Tell Mexico and Australia and Switzerland and all the others to send them to us. We'll make sure they have a merry Christmas.

ANNA MARIA – The 24th annual Lawton Chiles Christmas for Kids party will take place at the Sandbar restaurant in Anna Maria on Wednesday, Dec. 12.

Taking place from 11 a.m. to 2 p.m., the day will be filled with fun, laughter and good old-fashioned holiday cheer for local underprivileged children. And this year’s event coincides with the 20th anniversary of the passing of former Florida governor and Chiles family patriarch Lawton Chiles.

The Sandbar will host families from the Head Start Early Rise and Shine program in Bradenton and the RCMA non-profit child development center in Palmetto. Each child will receive an outfit of clothing, a pair

Right before the end of the first half of the game, D. Anderson struck the soccer ball for the teams fourth and final goal of the night.

At the very start of the last 23 minutes of play, Lancaster Design came out scoring. Lieb scored the next two goals tying the ball game 4-4.

With a tie looking to be the destiny for the match, Lieb put his team head and gave it the win with a little over five minutes left on the clock.

The second round of the playoffs will start at 6 p.m. on Thursday, Dec. 13.

In exchange, Technomarine will be released of any further contractual obligations to the CRA, including the fulfillment of the $119,980 dock project contract the two parties agreed to in early 2017.

“Without any admission of liability, fault or responsibility, the parties desire to settle all their disputes,” the agreement says.

It also includes a provision that says, “The parties agree not to directly or indirectly disparage, discredit or comment upon each other.”

During previous CRA meetings, there was discussion about requesting an Attorney General’s Office investigation into Technomarine’s business practices.

The CRA members approved the proposed settlement agreement during a special CRA meeting that occurred immediately before the Thursday, Dec. 6, City Commission meeting. The agreement was first discussed

at the previous day’s CRA meeting. Perry negotiated the agreement with Julianne Frank, the attorney now representing Sanderson and Technomarine.

The agreement requires Technomarine to deliver all dock materials identified in the 2017 contract to the CRA within 45 days of the settlement agreement being executed.

Perry said this gives Technomarine until approximately Jan. 20. Pier Team facilitator and Police Chief Sam Speciale is to coordinate the delivery and subsequent installation.

In early November, using GPS data contained in a photograph Technomarine provided the city, Speciale and CRA Chair Ralph Cole found the CRA’s eight, 30-foot dock sections sitting in the storage yard of Hecker Construction Company in Gibsonton. Speciale and Cole were told Hecker had a verbal agreement with Technomarine to install the floating dock, but no install-

ment date had been scheduled. The CRA now intends to use Hecker Construction to install the floating dock, and about $36,000 remains of the funds originally budgeted for the project.

During Thursday’s meeting, Perry said the original settlement proposal called for Technomarine to deliver the docks, hardware and floats within 30 days, but Sanderson requested an extra 15 days to secure delivery of the floats during the holidays. Speciale was recently told the cleats and other hardware were being stored at Technomarine’s warehouse in North Palm Beach.

To date, the CRA has paid Technomarine $83,952. Using resort tax revenues, Manatee County is reimbursing the CRA for half of the contracted project costs.

According to the settlement agreement, no efforts will be made to recoup any money from Technomarine. This includes the $29,961 payment made to Technomarine on July 31, which was supposed to then be resubmitted to Ronautica Marinas, the Spain-based company that manufactured

the aluminum-framed, composite decking sections for Technomarine.

The dock sections were shipped to Port Everglades in August, where they sat in limbo for more than two weeks. Ronautica eventually released the dock sections for pickup by Technomarine even though Technomarine still owed Ronautica more than $29,000 for the manufacturing and storage fees. The dock sections were then trucked to Hecker’s storage yard in Gibsonton.

Ronautica Managing Director Oscar Fontan later told The Sun his company intended to file a lawsuit against Technomarine.

In May, the Circuit Court of the 15th Judicial Circuit in Palm Beach County ordered Sanderson and Technomarine to pay contractor Christopher Karch $1.7 million in damages for the $3.8 million lawsuit Karch filed in 2017.

Earlier this year, the city of Pahokee filed a lawsuit against Technomarine seeking the return of $125,000 for an alleged breach of contract regarding the renovation of a municipal marina and campground.

Perry said she’s not optimistic about a settlement because John Metz’s attorney, Tom Shults, recently scheduled depositions for her, city resident Jack Clarke, City Planner Alan Garrett and City Clerk Terri Sanclemente.

Filed on behalf of the City Commission and Clarke as co-plaintiffs in August 2017, the lawsuit alleges Planning and Zoning Board members Reed Mapes, Metz, Patty Shay and Bill Vincent, and Scenic WAVES Committee members Tjet Martin and Rose Vincent, violated Florida’s Sunshine Law. The allegations pertain to open public meetings and discussions about city matters that had or could foreseeably come before the board and committee members in their official capacities.

The lawsuit also alleges violations of Florida’s public records law regarding private email exchanges in which the defendants discussed parking garages and other city business.

During the July 25, 2017, Concerned Neighbors of Bradenton Beach (CNOBB) meeting, Mapes proposed a charter amendment initiative that would have prohibited parking garages citywide if pursued and adopted.

During that meeting, Metz and others also expressed opposition to parking garages. That meeting was recorded and posted at CNOBB website.

Perry feared this now put the city at risk of being sued should an application to build a parking garage be submitted.

The commission later voted 4-1 in favor of taking legal action, with thenmayor Bill Shearon casting the only opposition vote.

The lawsuit seeks a judge’s ruling as to whether the violations occurred.

The city also seeks to recoup some of its legal costs if the defendants are found guilty. As of last week, those fees totaled $116,305.

MAPES LETTER REBUTTED

While discussing these matters last week, Perry and Mayor Chappie rebutted what they said were some false claims contained in a letter written by Mapes that was recently published in both Island newspapers.

“The city codes at the time did not al-

low for a parking garage and still don’t.

Our discussion was about an initiative, not about a parking garage,” Mapes stated in his letter When Mapes proposed a citywide parking garage prohibition in 2017, the city’s comprehensive plan and land development code still allowed parking garages in several areas. It was not until August of this year that the commission adopted two ordinances that now prohibit multi-level and standalone parking garages throughout the city.

Mapes’ letter also referenced the only known settlement offer to date: “They could have accepted our initial offer to give token amounts to charity and resign from the boards and walk away,” he wrote.

On Sept. 5, 2017, attorney Jim Dye, on behalf of his five clients at the time, minus Metz, submitted to attorney Robert Watrous the first and only settlement offer.

Dye’s letter noted the five defendants he represented had all resigned from their city positions and were willing

to pay $100 each toward the city and Clarke’s legal fees, with no admission or denial of liability or fault. There was no mention of any charity.

Watrous’ written response to Dye said, “My clients categorically reject your settlement offer.”

Last week, Chappie said, “With regards to some claim by him (Mapes) that a settlement offer was made with a donation to charity, that’s the first I heard of this. What are you trying to do, putting out a totally false statement to the people of our community? That never happened,” Chappie said.

Chappie noted the settlement offer was proposed when the city’s legal costs were only about $5,000, and all the commission wanted was an admission of guilt and to have the city’s legal costs taken care of.

“They flat-out said no and countered with $100 from each and that was it,” Chappie said.
