01 CONDENSED SPECTRUM Albina District Community Resource Center

University of Oregon, Terminal Studio Part 1: Winter Term 2019 This project focuses on engaging with the Community and connecting with the local community center. It is an adaptive reuse project of a power substation that was built in 1906. The site is currently gated off and is unable to be used or accessed by the public. The goal is to give the site back to the community at different scales; the block, the neighborhood, and the city. At the site scale, the site and existing building will be repurposed for public use. At the city scale, there will be energy production and storage as a form of resiliency for the city in preparation for any future earthquakes and other events.

The design itself focuses on interactions of space from indoor to outdoor, outdoor to outdoor, and existing building and new construction. The interaction of each space is created by an “interstitial� threshold space which includes a kinetic structure.

The screen structure acts a threshold between the indoor and outdoor spaces. Underneath is a space to gather, serving both the adjacent indoor and outdoor programs. They create activity within the central outdoor room that connects each building.

The functionality of the screen adjusts the amount of light and views going into and out of the buildings.

The Outdoor Room The outdoor room is a central space on the site that acts as an access point to the buildings and the other outdoor spaces. It houses the connecting activity of the three buildings such as public gathering, green energy education and display, and an outdoor performance stage.

02 TIE & RELEASE Dar Es Salaam Mosquito Research and Discovery Center University of Oregon, Fall 2018

This project was a group effort with Rachel Lozeau and Madelaine Murray and was submitted to the annual AIA COTE competition. The goal of the design was to respond to the negative social dynamic created by the release of mosquitoes in communities that are suffering from vector born diseases, and the health crisis of Dar es Salaam, through education and interaction.

In order to address the mosquito public health crisis in Tanzania, the facility ties together natural resources, community education, and mosquito research to address negative public perception and provide a strong basis for successful mosquito releases. The gross square footage of the facility is 73,615 sf. The facility offers spaces for mosquito research and educational outreach to the community along with community gardens and a bamboo fabrication garden, which provide resources for the community and penetrate the building in order to create a sense of transparency.

The main route of circulation is a system of exhibit spaces: Domestic Protection, Build to Protect, Life-Cycle of a Mosquito, and Grow to Release. These exhibits complement the adjacent research elements, allowing the public to interact with the space safely.

The Threat Mosquitoes that transmit vector-borne diseases are responsible for 725,000 deaths per year, more than any other living creature. The Aedes aegypti and Anopheles funestus species, two dangerous vectors of disease, are prevalent in Tanzania. Climate change effects are projected to create a fruitful environment for mosquitoes and may increase biting rates as climate change intensifies.

Population Explosion Dar es Salaam is experiencing rapid urbanization. 30% of Tanzanians are living in cities, with projections of 50% by 2030. Dar es Salaam reached a population of 4.4 million people as of 2012; if it continues to grow at its current rate, the city is expected to have 21.4 million people by 2050.

Dar es Salaam experiences a tropical climate subject to rising temperatures. Average temperatures fall between 77-84 degrees Fahrenheit, with winds predominantly from the North and Southeast.

With the risk of a lengthened dry season, the unstable food and water supply is threatened even further.

Mosquito research and the release of genetically-modified mosquitoes is progressing while the public is unaware of these processes. In the facility, mosquitoes would be treated with Wolbachia, a bacteria that would render the mosquitoes unable to reproduce when released into the environment, helping to control the populations and the spread of diseases without eradicating the species. Treated mosquitoes that are released are harmless to the public. Public engagement and education about this process is typically nonexistent or is treated as an afterthought. Tanzanians are suspicious and wary of research and release: we propose a facility that addresses this tension and creates transparency and statements of fact.

Dar es Salaam averages 43 inches of rainfall per year, with the two rainy seasons falling between March to May and November to December. Despite the amount of rainfall, during the dry season water can be a scarce resource. The city’s lack of investment in water infrastructure has also resulted in about 100,000 households without running water and rampant pollution issues.

The proximity of many of the building materials and labor are on site or within a 15-mile radius, which sets the stage for reductions in building costs. The on-site use of wind to power the water pumping and the use of passive ventilation also lessens operating costs. Additionally, food that is grown on site can be sold by the community members who cultivate it, further supporting the local economy. The focus on education in the facility also provides a basis for the growth of citizen-scientists who take part in mosquito releases, providing an opportunity for job growth and career advancement.

The facility works to ensure resource security through on-site availability of natural resources. The bamboo fabrication garden provides materials for the construction of the roof and for the R&D spaces to construct prototypes of mosquito-proof mobile homes, experimental huts, and release lanterns, minimizing the reliance on outside sources and reducing the facility’s embodied energy. Steel trusses for the facility will be fabricated in the neighboring mill, keeping the material sourcing localized. In addition to material resources, food and water are made available to the community through the garden, which will be owned and maintained by Mikocheni community members.

Stitching Systems Water Water is woven throughout the building and outward into the site through a series of paths and systems.

Water is collected from the roofs and is utilized throughout the facility, the site, and the neighborhood.

Water is collected and treated using sand filters and a UV blast for potable water for restrooms, labs, and for simulated rain in the Mosquito Cities. The water is also utilized for irrigation in the gardens and is made available from spigots for the community, pumped from underground cistern collection tanks using a windmill pump. Additionally, the gardens step with the natural slope of the site and utilize subsurface wetlands to naturally filter the water. The slope culminates with the arboretum, which also acts as an area of filtration before runoff can enter the neighboring junkyard and industrial area.

Passive Approach The facility uses passive systems to address cooling concerns. The building is oriented east-west and utilizes permeable brick patterns to allow for prevailing winds to move through the building, maximizing cross ventilation. The introduction of trees and plants on the site contributes to evapotranspiration cooling, helping to mitigate cooling loads. Additionally, a windmill is utilized to pump the water from the underground cisterns for usage. PV systems are not fully reliable in Tanzania, so they are not utilized in the design. The roof area and orientation allow the facility to be PV-ready when the technology becomes efficient in the area.

Release The Release Lantern The ultimate goal of the facility is to eventually release genetically modified or Wolbachia-treated mosquitoes into the wild to control the population of vector-carrying mosquitoes. The form of release, whether non-biting male or biting female, will not infect people with diseases. By nature, citizens may be apprehensive about releasing thousands of mosquitoes at once, even if they are unable to carry transmittable diseases. The Release Lanterns are constructed on-site using the bamboo that is harvested in the Fabrication Garden. The facility culminates with the Lantern Trail,

The Lanterns can be deployed throughout Dar es Salaam, acting as visual cues and connections back 9 MILLION to the facility and decentralizing the work being done. By the end of the journey, visitors may no longer afraid of the mosquito release; they 2 MILLION may leave empowered with understanding and familiarity, which is then echoed throughout the urban fabric.

Education for Resiliency

“THE RELEASE SOCIALIZES THE RESEARCH AND TECHNOLOGY�

With rapid urbanization in Dar es Salaam and the growth of mosquito populations due to climate change effects, the project aims to promote a framework of change for the public health crisis. By creating spaces of public education, gathering, and outreach; a health clinic; and providing a landscape of resources for food and water security, the facility can act as a center of resiliency and community stability in a turbulent reality.

03 ALBINA VISION OPERA HOUSE & CULTURAL CENTER Albina District Community Resource Center University of Oregon, Winter 2018

The Albina Vision is a development plan proposed by a local Portland architecture and design firm to give back to the traditionally African American community that was destroyed from the development of the Memorial Colosseum and the Moda Center. The Plan proposes mixed-use developments, low income housing, and a new Portland Opera House placed at the end of the Broadway Bridge, adjacent to the Memorial Colosseum. The goal of it is to reintroduce culture into the community, and give back the housing for all income classes that was taken out by previous developments.

Historically, the Opera is an elitist event, which contradicts the goal of the development plan. To make the opera more accessible by all, a public education and art program is included.

The design of the cultural center creates interaction between the opera, and the public art gallery and public education spaces. The main source of circulation is within the mass housing the opera.

The art gallery space act as a filter between the outdoor public space and the opera. Lastly, the public education spaces on the upper floors are on the periphery of the building and creating a visible connection to it form the outside. This inverts the hierarchy of the traditional opera house.

The Site

EXISTING SITE

The existing site is isolated by streets, highways, and a railroad line. This condition separates the site from the surrounding communities and from engaging with the riverfront.

The main buildings on the site are arena’s, the Memorial Coliseum, and the Moda Center which hosts the Portland Trailblazers. Other than the arena’s, the majority of the site consists of surface level parking.

SITE DEVELOPMENT PLAN

The proposed site given to us was designed by a group of local professionals. The proposal’s goal is to reactivate the site, and bring back the rich culture that the site once had.

The development rests upon a “lid” that they proposed to go over top of the existing infrastructure to make the site more easily accessible. It primarily consists of housing and mixed-use offices and retail. There are also two large green space areas that were proposed.

The new Opera House is located on the river front next to one of the cities most recognizable bridges. The buildings goal is to bring the new community together through art and culture while being an architectural staple for the city.

CONCEPT SKETCH

Defining Civic Architecture

Concept

Typically, civic architecture is a combination of government, and public interaction space. Classically, they are designed to intimidate and represent authority. To me, a civic architecture should aspire to create community engagement. A civic building should represent the Community, and the culture and character of the people within it.

Historically, the Opera was an exclusive event held within a landmark for the elite of the community. In a redeveloping area, a building of this caliber should be a landmark for the public, and highlight the importance of community. This can be done architecturally by giving transparency to the building to make it feel inviting, and by highlighting the public spaces within it.

The opera house should be an egalitarian building that has no sense of exclusion or hierarchy.

Open to Public The transparency of the design would work from the inside out along with from the outside in. While within the building, there are views throughout to connect you with the surrounding context such as the river, downtown, and new development.

Hierarchy and Filter From the exterior, the public program would be what you see first when looking at the building. It would be transparent to make a visual connection to the opera behind it.

The design strategies were implemented in both plan and section. The public spaces are located along the perimeter of the building, giving it priority visually from the exterior. The transparency of the Public masses allows views both into the building out of it.

The open and closed spaces are connected through a series of gathering spaces and circulation paths on every floor and each level has a public accessible program.

The primary public use of the spaces is for public education. Others include an art studio, lecture hall, cafe/restaurant, a rentable conference/event space, and a variety of outdoor spaces. At the ground floor there is a large public art gallery at the main entrance of the building. This gallery acts as a filter between the public plaza and the opera hall.

The Rehearsal hall is flexible to also include other concerts, theatre performances, and film screenings.

Hierarchy from Exterior With the public education and art spaces placed around the perimeter acting as a visual filter to the mass housing the performance space, the building is viewed as a ‘community first’ place, and an opera house second. This gives a sense of ownership to the new Albina community, and takes away the exclusivity of traditional opera houses.

04 INDUSTRIAL (RE)VITALIZATION Tigard MAX Station Development & Urban Design University of Oregon, Spring 2018

TriMet’s plan for extending its Light Rail through the southwest corridor of Portland has led to a proposal for a new stop in the city of Tigard. With the new transit stop, our studio was asked to propose a development plan for the surrounding area to vitalize Tigard’s downtown.

Our proposal focuses on creating a pedestrian first urban design that increases the density and connectivity of the city, encourages the use walking, biking, and public transit, and enhances the pedestrian experience. The design celebrates Tigard’s rich industrial history by introducing lightindustrial program into the development, and proposing the reuse of existing industrial structures rather than all new development.

Lastly, we are proposing an urban park referred to as The ‘Spine’ that connects the new transit stop to the existing historical downtown street. Throughout the park, there are industrial artifacts that act as sculpture pieces to tell the story of Tigard’s industrial history.

The ‘Spine’ The ‘Spine’ is the park that connects the transit stop to the historic downtown. Inspired by aerial views of rail yards, the park is organized pathways that break in and out of each other to create a diversity in scale of outdoor spaces. Throughout the park are ‘industrial artifacts’ that act as sculpture pieces that tell a story of Tigard’s history.

Hall Street Hall Street is a East/West street that creates a barrier between the transit stop and the new Commercial Street and ‘Spine’. To prevent this, a plaza is introduced and the materiality of the of the street itself changes to suggest to drivers that they are entering a pedestrian heavy zone which and heightens the drives awareness. A mural is painted on the wall of the building on the north side of the street to bring life to the plaza, and a gantry structure is placed to act as the threshold from the plaza to the ‘Spine’ and introduce the industrial sculptures that are throughout the park.

05 THE NORTH[WEST]ERN LIGHTS Urban Intervention

University of Oregon, Winter 2018 Pioneer Courthouse Square and Director Park in downtown Portland is one of the most popular urban gathering places in the city. Throughout the summer it is a common place for lunch breaks and meetings after work, and is stays active on the weekends with the adjacent shopping attractions.

During the winter and rainy season of Portland, which is a majority of the year, it looses its energy.

We proposed a canopy structure that allows for use of the space regardless of the conditions outside. With data collected from sensors, the structures learns and adapts to the activity happening below to provide the appropriate coverage from both rain and sun, allowing people to stay dry in the winter and cool in the summer. Interactive lights react to the movement below to create activity and entertainment and help increase safety at night. The goal of the structure is to enhance the conditions of Pioneer Courthouse Square and Director Park to allow them to be a destination in the city year round.
